Debris brings MH370 mystery 'closer' than ever to answers-AFP By Mahdia Benhamla-july 31,15-yahoonews

Saint-André (France) (AFP) - Plane debris that washed up on an Indian Ocean island is from a Boeing 777, Malaysian authorities said Friday, making it almost certainly the first piece of wreckage recovered from missing flight MH370.If confirmed by analysis of the debris -- which was being flown to Paris on Friday night from the French island of La Reunion -- the discovery would mark the first breakthrough in a case that has baffled aviation experts for 16 months. The Malaysia Airlines flight disappeared on March 8, 2014 en route from Kuala Lumpur to Beijing. There were 239 people on board."I believe that we are moving closer to solving the mystery of MH370. This could be the convincing evidence that MH370 went down in the Indian Ocean," Malaysia's deputy transport minister Abdul Aziz Kaprawi told AFP.A commercial Air France flight carrying the debris was due to land at Paris' Orly airport on Saturday morning at around 6:00 am (0400 GMT). It will be transported to Toulouse for analysis in a defence ministry laboratory.French officials said analysis of the wing part would begin on Wednesday, along with an examination of parts of a suitcase discovered nearby. However, authorities have warned one small piece of plane debris is unlikely to completely clear up one of aviation's greatest puzzles.MH370 was one of only three Boeing 777s to have been involved in major incidents, along with the downing of flight MH17 over Ukraine last year and the Asiana Airlines crash at San Francisco airport in 2013 that left three dead."From the part number, it is confirmed that it is from a Boeing 777 aircraft. This information is from MAS (Malaysia Airlines)," Aziz told AFP.Martin Dolan, chief commissioner of the Australian Transport Safety Bureau, which is leading the search for the passenger jet, said the agency was "increasingly confident that this debris is from MH370."On La Reunion island, where a clean-up crew discovered the wreckage and the suitcase, dozens of curious locals scoured the rocky shore for other possible debris.Members of the same clean-up association on Friday discovered a detergent bottle with Indonesian markings and a bottle of Chinese-branded mineral water, which they took to police.Of the victims, 152 were Chinese and seven from Indonesia.Australian officials played down the discoveries, saying items like the suitcase "may just be rubbish".- 'Bittersweet feeling' -An Australian-led search has spent 16 months combing the southern Indian Ocean for the aircraft, which is known to have inexplicably veered off-course.But no confirmed physical evidence has ever been found, sparking wild conspiracy theories about the plane's fate.In January, Malaysian authorities declared everyone on board presumed dead. For the families of the victims, torn between wanting closure and hoping beyond hope that their loved ones were still somehow alive, the discovery of the wing part has been yet another painful turn on an emotional rollercoaster.Australian Jeanette Maguire, whose sister Cathy was on board, said the discovery had triggered "a very bittersweet feeling for all of the family, it's quite emotional.""We're really hoping for answers that we get from this wreckage that it is MH370 so that we have some idea," she added.Speculation on the cause of the plane's disappearance has focused primarily on a possible mechanical or structural failure, a hijacking or terror plot, or rogue pilot action.- Main debris at bottom of ocean -Scientists say there are several plausible scenarios in which ocean currents could have carried a piece of debris from the plane to the island.Australian Deputy Prime Minister Warren Truss said while the part "could be a very important piece of evidence" if it was linked to MH370, using reverse modelling to determine more precisely where the debris may have drifted from was "almost impossible".Australian search authorities, which are leading the Indian Ocean hunt for the aircraft some 4,000 kilometres (2,500 miles) from La Reunion, said they were confident the main debris field was in the current search area.Dolan said the discovery did not mean other parts would start washing up on La Reunion."Over the last 16 or 17 months, any floating debris would have dispersed quite markedly across the Indian Ocean," he said.Truss said investigators would be keen to examine the part to try to find out how it may have separated from the rest of the jet and "whether there's any evidence of fire or other misadventure on the aircraft."But Dolan cautioned it would be difficult to determine from the wing part alone why the plane disappeared."There's limits to how much you can determine from just one piece of debris," he added."We know that the main debris field associated with MH370 is going to be on the bottom of the ocean, not floating on the surface."

MH370 Probe: Man Describes Finding Piece That Could Unravel Missing Jet Mystery-By ANTHONY CASTELLANO-july 31,15-yahoonews

Johnny Begue and his friend were out looking for stones earlier this week on Reunion Island when he stumbled upon a piece of an airplane wing washed up on the sand."I asked my friend to come help pick it up. First we thought that we'd use it as a piece of decoration and then we thought because it's a piece of plane, we should probably call the police,” Begue, 46, told ABC News today. The piece was discovered on Wednesday by Begue and may be the first item anyone has seen of the doomed Malaysia Airlines Flight 370, which disappeared in March 2014 with 239 people on board. Investigators are treating the airplane part, believed to be a "flaperon," as a major lead into the disappearance of the plane.Based on a part number that was visible in pictures, Boeing workers believe it came from a 777, the same type of plane as MH370, according to a U.S. official. MH370 is the only missing 777 jet in the world.Begue is still getting used to the significance of the find."I feel like maybe it's God that sent me, I was just looking for a stone and now I think maybe God sent me so that the people that have lost their loved ones can grieve properly".In the wake of the discovery, a tattered piece of luggage on the same beach. The origin of the piece of luggage has not been determined, but it was seized by local police for examination.French officials said the plane part will arrive over the weekend in Toulouse, where it will undergo analysis next week.ABC News' Sifiso Khanyile contributed to this report.

MH370 speculation sparked by debris found on Indian Ocean island-The Australian-July 30, 2015 9:45PM

Malaysian prime minister Najib Razak said he was praying for the families of those aboard missing flight MH370 that they can get closure and peace. He said the Reunion Island location was consistent with the drift analysis provided to the Malaysian investigation team, which showed a route from the southern Indian Ocean to Africa. He said: “As soon as we have more information or any verification we will make it public. We have had many false alarms before, but for the sake of the families who have lost loved ones, and suffered such heartbreaking uncertainty, I pray that we will find out the truth so that they may have closure and peace.’’Mr Razak said the debris is likely to be from a Boeing 777 but still had to be verified if it was from MH370.“At this stage it is too early to speculate,’’ he said.French authorites are shipping the debris to Toulouse, which is the site of the nearest office of the French civil aviation authority. Malaysian experts are on their way to Toulouse, including from the Ministry of Transport, the Department of Civil Aviation, the MH370 investigation team, and Malaysia Airlines. Is debris from flight MH370?-French investigators of suspected MH370 debris have found a code of ‘657BB’ on the wreckage which could indicate it is a Boeing 777 flaperon, a small part of the wing flap that is used on larger aircraft to provide extra stability, but further analysis will be needed to check if its from the MH370 plane.Reports are emerging that the damaged remnants of a suitcase have been found washed ashore on the same Indian Ocean island where debris that may be from MH370 was discovered.Less than a day after a two-metre long object that aviation experts say is likely a wing flap from a Boeing 777 was found on the island of Reunion, a photo has emerged of a man holding the tattered remains of a bag.French language website Linfo.re has reported that a gardener found the bag near where the debris was discovered. There has been no further information linking the bag to MH370, a Boeing 777 that disappeared on March 8, 2014 with 239 people on board.MH370 possibility ‘realistic’-There is a “realistic possibility” the debris washed up on Reunion Island may have come from Malaysia Airlines flight MH370 says Deputy Prime Minister Warren Truss.Authorities are scrambling to verify the origin of the two-metre long piece of wreckage, possibly from a wing part known as a flaperon. The discovery has raised hopes it could be from the Boeing 777 plane, which diverted from its Kuala Lumpur-to-Beijing route shortly after takeoff on March 8 last year.Mr Truss told reporters today the photographs of the wreckage are not inconsistent with a Boeing 777 and said it was the most promising lead yet.Mr Truss said authorities are treating the find as a ”very significant development” and investigations are continuing.MH370 speculation :premature: Malaysia Airlines-Malaysia Airlines says it is “premature” to speculate on whether wreckage found in the Indian Ocean is from missing flight MH370, as authorities scrambled to verify the origin of the debris. The two-metre long piece of wreckage, possibly from a wing part known as a flaperon, was found on a beach on the French island of La Reunion.“At the moment, it would be too premature for the airline to speculate (on) the origin of the flaperon,” Malaysia Airlines said in a statement. It said it was working with “relevant authorities to confirm the matter”.Earlier, Malaysian Transport Minister Liow Tiong Lai said his government had sent a team to examine the find, while also cautioning against jumping to conclusions. The large chunk of debris washed up on the east coast shoreline at Saint Andre on the island, and if it is determined to be from MH370 it will help solve one of the biggest aviation mysteries of all time.A US official says air safety investigators have a “high degree of confidence” that the aircraft debris is of a wing component unique to the Boeing 777, the same model as the Malaysia Airlines plane that disappeared last year. The official says investigators - including a Boeing air safety investigator - have identified the component as a “flaperon” from the trailing edge of a 777 wing. The US official spoke on condition they not be named because they aren’t authorised to speak publicly.“This concave shape is indeed common to the 777 flap design,” one long-time Boeing engineer told The Wall Street Journal.-Wing could be MH370-Aviation officials are urgently assessing if a shell-crusted wing flap discovered off the South Indian Ocean country of Reunion Island belongs to the missing Malaysia Airlines flight MH370.The large chunk of debris washed up on the east coast shoreline at Saint Andre on the island, and if it is determined to be from MH370 it will help solve one of the biggest aviation mysteries of all time. And a US official says air safety investigators have a “high degree of confidence” that a photo of aircraft debris found in the Indian Ocean is of a wing component unique to the Boeing 777, the same model as the Malaysia Airlines plane that disappeared last year. The official says investigators - including a Boeing air safety investigator - have identified the component as a “flaperon” from the trailing edge of a 777 wing. The US official spoke on condition they not be named because they aren’t authorised to speak publicly.“This concave shape is indeed common to the 777 flap design,” one long-time Boeing engineer told The Wall Street Journal. However, Christian Retournat, a French air force official based on the island, told CNN: “It is way too soon to say whether or not it is MH370. We just found the debris this morning.”Policemen stand next to a piece of debris from an unidentified aircraft found in the coastal area of Saint-Andre de la Reunion. The Australian Transport Safety Bureau was notified by French officials on Reunion Island late on Wednesday (AEST) of the discovery of what appears to be part of a wing. The ATSB is working with the plane’s manufacturer, Boeing, to identify if it is from MH370.“We’ve received some pictures of the item and we are having them assessed by the manufacturers as to what they may be,” ATSB spokesman Joe Hattley told AAP.“The French authorities have it secured,” Hattley said of the debris. “We’ll work with the French.“First we need to determine what the item is and whether it is part of a Boeing 777 and then if it is part of MH370.”Key to the investigation will be serial numbers on the wreckage.“There’s two numbers you’d be looking for,” he said. “One is a part number. Similar parts on different planes would have a number.“And you’d have a serial number, a specific number to that particular component.“If we can locate a serial number we might be able to match it to a specific air frame.”Australian Transport Safety Bureau chief commissioner Martin Dolan, who heads the seabed search, said searchers’ drift modelling indicated that debris could have floated to the island from where they believed the missing plane crashed 1800km southwest of Australia. So if the find proved to be part of the missing aircraft, it would still be consistent with the theory that the plane crashed within the 120,000km sq search area.“It doesn’t rule out our current search area if this were associated with MH370,” Dolan told The Associated Press. “It is entirely possible that something could have drifted from our current search area to that island.”“It’s unlikely to change the search plans. It would give us confirmation that there is an aircraft definitely in the Indian Ocean,” he said.Dolan said search resources would be better spent continuing the seabed search with sonar and video for wreckage rather than reviving a surface search for debris if the find proved to be from Flight 370.Confirmation that the wing part was the first trace of Flight 370 ever found would finally disprove theories that the airliner might have disappeared in the northern hemisphere, he said.Dolan said he had seen detailed photographs of the find and “it certainly looks like an aerofoil from a large aircraft.”Police carry a piece of debris from an unidentified aircraft found in the coastal area of-Police carry a piece of debris from an unidentified aircraft found in the coastal area of Saint-Andre de la Reunion.Locals say the piece of plane appears to have been in the water for around a year.French aviation experts were immediately assessing the photographs of the wing flap for any connection to MH370 and early speculation is that it could be the wing of a Boeing 777, the same as MH370.MH370 disappeared after taking off from Kuala Lumpur, Malaysia, on March 8, 2014, bound for Beijing with 239 people aboard. In the 18 months since there have been extensive multinational searches including the Australian-led search off the west coast of Australia that was initiated by computer analysis of “pings” emanating from the plane which appeared to change course in a dead spot of radar activity between Malaysia and Vietnam. There have been other aircraft crashes in the area near Reunion Island, including a twin engine crash in 2006, and an A310 which crashed off the Comoros in 2009.What we know so far and what happens next-What was found-* A composite metal object, believed to be from an aircraft, covered in shells-* It measures 2m long, 1m wide, takes 4-5 people to carry-* It appears to be part of rear of an aircraft wing-* It could be a “flapper”, used as aircraft lands or takes off-Where was it found:* It was discovered by locals on a beach on the Island of La Reunion, French Indian Ocean, about 6000km from current search area-* Find is consistent with the path debris was predicted to flow, away from search zone-* If confirmed, it would also be consistent with theory MH370 crashed within 120,000sq km search area 1800km southwest of Perth-What happens next:* Malaysia has sent team to Reunion to examine the debris-* Authorities, including those in Australia, working with manufacturer Boeing to try to identify it * They are looking for a part number or a serial number; there appears to be an unidentified number - BB670-* This would help confirm type of plane, owner of plane (MH370 was a Boeing 777)-* Expected to take several days to identify and/or confirm if it’s from MH370 or not-MH370-Recap:* MH370 disappeared on the night of March 8, 2014-* Had been heading from Kualu Lumpur to Beijing-* Last contact made as it was travelling over the South China Sea-* Minutes later it veered off its route over waters near Malaysia-* 237 passengers and 12 Malaysian crew on board-* Most where Chinese, also 6 Australian travellers-* Theories about what happened include: the pilot going rogue, a hypoxia event, and even accusations Russia commandeered the plane to Kazakhstan-Search so far:* Australia has led the operation to find MH370 since March 17, 2014-* Some 50,000sq km of sea floor in the southern Indian Ocean has been scanned-* Nothing has been found so far-* About 40pc of the overall search area still to be examined-With agencies.

Schaeuble said to want to split EU commission powers By Honor Mahony-euobserver

BRUSSELS, 30. Jul, 09:16-German finance minister Wolfgang Schaeuble would like the competition and single market departments removed from the European Commission, according to a report in Germany's leading centre-right daily. The FAZ newspaper reports that Schaeuble believes the commission can no longer combine its role as 'guardian' of the EU treaties - including enforcing anti-trust and internal market rules - with its increasingly political role as a nascent EU government. These thoughts have crystallized amid the long-running dispute between Greece and its creditors - of which the European Commission represents one part.Schaeuble became increasingly irritated with the commission's part in the back-and-forth between Athens and Brussels. The EU executive is supposed to have a technical role checking whether Greece is implementing promised reforms. However commission president Jean-Claude Juncker has been much more active, frequently phoning and meeting Greek leader Alexis Tsipras. In Schaeuble's view this strengthened Tsipras' calls for a deal at the highest political level and involving a debt cut.The simmering disapproval in Berlin about how the commission was handling the negotiations with Greece spilt over when Schaeuble publicly -albeit indirectly - rebuked Juncker's chief of staff Martin Selmayr for sending a jubilant tweet about reform proposals sent by Athens - proposals later deemed unacceptable by the creditors.According to FAZ, Schaeuble is not against the commission having a more political role in EU governance but the trade-off needs to be setting up separate technical bodies that deal with competition and internal market issues. The Netherlands is expected to make the issue one of its focal points during its EU presidency in the first half of next year.Schaeuble is also hoping for support from London which is itself looking to reform the EU ahead of a planned referendum on EU membership which could take place as early as June 2016.The proposals are set to be controversial in Brussels. The European Commission is keen on its role as treaty enforcer and the competition and internal market departments are arguably the most important and far-reaching of all the commission's departments.Eurozone architecture-Aired at an EU finance ministers' meeting in Brussels earlier this month, Schaeuble's ideas come amid a general feeling among several EU capitals that the eurozone's architecture must be improved.Italian finance minister Pier Carlo Padoan told the FT earlier this week that leaders "must clearly admit that the existing monetary union is an incomplete mechanism" while French president Francois Hollande called for a vanguard of states to lead a strengthened eurozone.Meanwhile, commission president Juncker has repeatedly said his commission is a 'political' one, arguing that citizens can relate to an institution that is political more than one they perceive to be only technocratic. But so far the proposals have tended to remain vague and aspirational as the next steps in eurozone integration such as a eurozone budget, finance minister, or fully-fledged political union, are ideas that require giving more powers up to the EU level. There is also limits to what can be done without a treaty change - a long and difficult process that can be vetoed by single states.

Moldova's new PM to continue pro-European course-By Peter Teffer-july 31,15-euobserver

Brussels, Today, 09:15-Moldova's pro-European government has a new prime minister, seven weeks after Chiril Gaburici quit over allegations that he had fake school diplomas.Valeriu Strelet received a slim majority support from the eastern European nation's parliament on Thursday (30 July), according to international media.Later in the day he was sworn in as prime minister. A banking crisis, corruption, and inflation are among the most pressing challenges faces him.Moldova, virtually landlocked between its bigger neighbours Romania and Ukraine, chose to continue its pro-European course in elections last November, but has suffered from both a political crisis and a banking scandal.Shortly before the elections, at least €900 million went missing from Moldova's banking system. The figure represented around one eighth of the country's GDP.In response, the National Bank of Moldova has started printing money, resulting in inflation of around 8 percent and a devaluation of the country's currency. The central bank has steadily increased its interest rate from 8.5 percent in January to 17.5 percent on Thursday. On top of that, prime minister Gaburici was accused of falsifying his high school and university diplomas, and resigned in June, only four months after coming to power. The coalition of three centre-right and centre-left parties was initially unable to approve a previous candidate for the post.Strelet, a compromise candidate, was voted in Thursday with the slimmest possible margin. He received the support of 52 of 101 MPs.He promised to fight corruption, ensure rule of law, and improve the state of Moldova's economy.“The safest way to achieve these goals is the European integration”, Strelet said. His appointment was welcomed by the EU and the US.In a statement, the EU noted “the reform of the justice sector and the fight against corruption need real decisive action”.The EU recently signed an association agreement with Moldova, but it noted the agreement “will only be able to unfold its full benefits to all citizens if Moldova lives up to its reform commitments”.Moldova's pro-European course should be seen in the wider context of the struggle for influence between the EU and Russia in former Soviet states. In an apparent move to strike a balance, Strelet told parliament his government also “intends to encourage a political dialogue with the Russian Federation for the normalisation of bilateral relations in trade, economic, energy and migration spheres".

Tsipras suggests congress or party referendum on bailout-By EUOBSERVER

30. Jul, 16:20-Greek PM Alexis Tsipras suggested at a Syriza party meeting on Thursday holding an "emergency [party] congress to discuss being in power as leftists, our strategy in the face of bailout conditions". However, he added that a party referendum Sunday is also a possibility to solve the internal rift.

Doubts emerge on IMF participation in Greek bailout By Honor Mahony-july 31,15-euobserver

BRUSSELS, Today, 09:09-The IMF has indicated it will not take part in a third bailout for Greece unless a deal is reached on making Athens' debt sustainable, a move that underlines the difficulty of reaching an overall agreement by next month's deadline."The IMF can only support a programme that is comprehensive," an IMF official told journalists on Wednesday reports Reuters. The official also said there was "no expectation" that talks over the coming weeks will reach the stage that allow the IMF to approve a new programme.Meanwhile the FT reported that an IMF board meeting on Wednesday concluded Athens' high debt and poor level of implementing reforms means it is not eligible for a loan. The conclusion means that while the Washington-based Fund will take part in bailout negotiations - which started earlier this week in Athens - it will potentially not decide whether to agree to the programme for several months.A summary of Wednesday's board meeting, seen by the FT, says the IMF will only take part once eurozone lenders have "agreed on debt relief".Greece and its creditors have just three weeks to reach a deal on the terms and conditions of an €86bn bailout after a preliminary go-ahead for a third loan was agreed at a fractious summit earlier this month. The enforced deadline is 20 August when Greece is due to pay €3.2bn to the European Central Bank (ECB). If no deal is reached by then, Greece might have to seek a second bridge-loan to make the payment. That would follow a €7bn bridge-loan the country already had to take earlier in July to pay debts to the ECB and IMF.The IMF's reluctance over Greece emphasizes the difficulty of the eurozone situation.Germany, as Greece's largest eurozone creditor, is strongly opposed to writing down Greece's debt. It has also indicated that it would be difficult to get parliamentary approval for any final deal if the IMF is not onboard.Meanwhile if Germany is sceptical that Greece will follow through on all the conditions necessary just to open bailout talks and the raft of measures that will be attached to the actual bailout, the Greek government is just as sceptical about having to push through more austerity measures.Greek PM Alexis Tsipras, following the July Summit, admitted he signed a deal that he did not believe in. Since then he has been struggling to contain the discontent in his left-wing Syriza party. In a defiant address on Wednesday, he told the party: “Leaving the euro without any possibility of economic support, and without foreign exchange reserves, would mean a huge devaluation, harsh austerity and further recourse to the International Monetary Fund for support."“Anyone who doesn’t accept this is either wilfully blind or is hiding the truth," he added.Earlier he had mooted an internal party referendum on Sunday but this was rejected by the committee on grounds that it would derail bailout talks. The party's committee eventually decided to hold a congress in September to determine government policy - a move that could then lead to snap elections in the country.

Greece's stock market to reopen as bailout talks progress-Associated Press By NICHOLAS PAPHITIS and DEREK GATOPOULOS-july 31,15-yahoonews

ATHENS, Greece (AP) — Greece's government announced that the Athens Stock Exchange will reopen Monday, a big step toward normalcy as talks with international creditors shifted into high gear. The exchange has been closed since June 29, when the government imposed capital controls to prevent a banking collapse.Finance Minister Euclid Tsakalotos signed the order Friday that also includes restrictions for Greece-based traders for an unspecified time period. A 60 euro limit on cash machines withdrawal will remain in place.Tsakalotos met with lead negotiators from the European Union and International Monetary Fund to start negotiations for a third bailout worth 85 billion euros ($93 billion), following several days of preparatory meetings between lower-level officials on reforming the tax system and labor market regulations. The third bailout will include a new punishing round of austerity measures heaped on a country reeling from a six-year recession and more than 25 percent unemployment. Prime Minister Alexis Tsipras has pledged to back the new cutbacks, while openly admitting that he disagrees with them."We will implement them, yes, because we are forced to," he said in parliament Friday. "But at the same time we will struggle to change them, to improve them and to counter their negative consequences."The bailout talks with the IMF, European Commission, European Central Bank and European Stability Mechanism must be concluded before Aug. 20. That's when a debt repayment to the ECB worth more than 3 billion euros is due — money which Greece does not have.Tsakalotos said the talks are focused on how to recapitalize Greece's battered banking system, whose deposit base was badly hit in recent months as Greeks fearing a euro exit emptied their accounts. The talks also addressed Greece's privatization commitments and budget surplus targets."As you can understand, there was convergence on some points, and less convergence on others," he said.Friday's meetings came hours after Tsipras defeated a bid by dissenters in his left-wing Syriza party to push for an end to bailout negotiations and seek a return to the old national currency, the drachma. The party's governing central committee backed a proposal by Tsipras to hold an emergency party conference in September, after the talks have been concluded.Dissenters had sought a conference earlier, pressing the government to abandon the negotiations. In Parliament, Tsipras defended his flamboyant former finance minister, Yanis Varoufakis, who came under heavy fire over revelations that he had drafted contingency plans for a parallel payment system that could have eased a euro exit."Of course I issued personal instructions to the finance minister to create a team that would work on a plan of defense in the event of a national emergency," Tsipras told parliament, answering a question from the opposition. "It would have been politically naive and irresponsible not to do so. Does that mean ... that I was seeking an emergency?" he said, angrily rejecting accusations that he had intended to take the country out of the 19-country eurozone.Tsipras did not directly address Varoufakis' more controversial claim that he had been planning to hack into his own ministry's tax records to bypass officials allegedly under the control of Greece's creditors. Varoufakis had alleged that the aim would have been to create a parallel banking system to deal with a potential closure of the country's banks. But Tsipras defended the former minister's integrity."Mr Varoufakis may have made mistakes," he said. "You can accuse him as much as you want for his political plans, for the comments he made, for not wearing tasteful shirts, for going on holiday to (the island of ) Aegina," during a key parliamentary vote. "But you can't accuse him of dishonesty."

Greek PM defends controversial 'Plan B' for euro zone exit-Reuters By Renee Maltezou and Lefteris Papadimas-july 31,15-yahoonews
ATHENS (Reuters) - Prime Minister Alexis Tsipras acknowledged on Friday that his government had made covert contingency plans in case Greece was forced out of the euro, but rejected accusations that he had plotted a return to the drachma.Tsipras was forced to respond to the issue in parliament after former finance minister Yanis Varoufakis this week revealed efforts to hack into citizens' tax codes to create a parallel payment system, prompting shock and outrage in Greece. The disclosure heaped new pressure on Tsipras, who is also battling a rebellion within his Syriza party and starting tough talks with the European Union and International Monetary Fund to seal a third bailout program in less than three weeks."We didn't design or have a plan to pull the country out of the euro, but we did have emergency plans," Tsipras told parliament. "If our partners and lenders had prepared a Grexit plan, shouldn't we as a government have prepared our defense?"He compared the plan to a country preparing its defenses ahead of war, saying it was the obligation of a responsible government to have contingency arrangements in place. He did not directly refer to Varoufakis' disclosure of plans to hack into his ministry's software to obtain tax codes. But Tspiras said the idea of a database giving Greeks passwords to make payments to settle arrears was hardly "a covert and satanic plan to take the country out of the euro".Tsipras also defended his embattled former finance minister, who has continued to create headaches for the government since being ousted earlier this month."Mr. Varoufakis might have made mistakes, as all of us have ... You can blame him as much as you want for his political plan, his statements, for his taste in shirts, for vacations in Aegina," Tsipras said."But you cannot accuse him of stealing the money of Greek people or having a covert plan to take Greece to the precipice."Dressed in a colorful paisley pattern shirt, Varoufakis sat listening to the question time debate.BAILOUT TALKS START-Tsipras made his remarks as Greece began talks with the mission chiefs of the quartet of creditors - the European Commission, European Central Bank, IMF and the European bailout fund - to nail down a third bailout of up to 86 billion euros. The session with Greece's finance and economy ministers took place at a hotel in central Athens rather than at government ministries, part of efforts to keep the visit by EU/IMF officials -- widely despised by Greeks -- discreet and less intrusive than in the past.Finance Minister Euclid Tsakalotos said they discussed recapitalization of the country's ailing banks and a target for the government to post a primary budget surplus of 3.5 percent in 2018."We also discussed the privatization fund and explained our proposals on how revenue from this fund should be used to reduce debt and fund growth," Tsakalotos said. "There was convergence on some issues and not on others."In exchange for the rescue loans, Greece has agreed to sequester 50 billion euros of public assets in a privatization fund to act as collateral on the deal.Greece wants to wrap up talks on the bailout by mid-August so as to get aid flowing before a debt payment to the ECB falls due on Aug. 20. But delays in starting the talks this week and the complexity of the agreement could mean Athens is forced to rely on bridge financing from European lenders rather than funding from the bailout to make that payment.Greece aims to reopen its stock market .ATG on Monday after a five-week shutdown due to the country's debt and economic problems. China accuses US of 'militarizing' South China Sea-Associated Press By CHRISTOPHER BODEEN-July 30, 2015 5:13 PM-yahoonews
BEIJING (AP) — China's Defense Ministry on Thursday accused the U.S. of militarizing the South China Sea as Beijing makes increasingly bold moves to assert its claim to virtually all of the sea's waters, islands and reefs.Spokesman Yang Yujun's remarks were prompted by comments last week from the head of the U.S. Pacific Command, Adm. Harry Harris, criticizing Chinese projects to build up islands in disputed waters.Harris warned such work could undermine international norms that have long supported the global economy and political order.Speaking at a monthly news conference, Yang said China rejected such claims totally and accused the U.S. of ulterior motives."The U.S. side disregards and distorts the facts and plays up China's military threat to sow discord between China and the littoral states in the South China Sea. We firmly oppose such actions," Yang said.U.S. close-in reconnaissance of the Chinese armed forces, strengthened military alliances with the Philippines and others, and frequent military exercises are raising tensions and creating risks of incidents in the air and at sea, Yang said."The Chinese side expresses its serious concern over U.S. activities to militarize the South China Sea region," he said. "Such actions taken by the U.S. side would inevitably arouse suspicion from others that, does the U.S. want nothing better than chaos in the region?"In response, State Department spokesman Mark Toner said Thursday that since the end of World War II, the U.S. has played a "critical role" in supporting the peace and stability of the Asia-Pacific, which has been instrumental in the region's "remarkable growth." He called on South China Sea claimants to peacefully manage and resolve their disputes in accordance with international law.China and five other claimants have competing claims to all or part of the South China Sea, home to rich fishing grounds, potentially significant mineral reserves and some of the world's most crucial shipping lanes.Harris said last week the South China Sea was now "front and center in the tug-of-war between the majority of regional nations that want to maintain the status quo and China that wants to change it to suit its narrow self-interest."China accuses the U.S. of maintaining a double standard by not criticizing work by other countries on their South China Sea holdings. However, Harris said the amount of land reclaimed by Vietnam, Malaysia, the Philippines and Taiwan over the last 45 years totaled a mere 40 hectares (100 acres), a fraction of the more than 1,200 hectares (3,000 acres) reclaimed by China in the last 18 months alone.____Associated Press writer Matthew Pennington in Washington contributed to this report.

U.S. says Europeans could help more in South China Sea dispute-Reuters By David Brunnstrom and Idrees Ali-July 29, 2015 8:31 PM-yahoonews

WASHINGTON (Reuters) - In a rare admonishment of a close ally, the United States urged the European Union on Wednesday to speak out more forcefully to support Washington in its dispute with China over building and militarization of man-made outposts in the South China Sea.Amy Searight, U.S. deputy assistant secretary of defense for South and Southeast Asia, said Washington welcomed EU calls for a peaceful resolution of territorial disputes in the sea and respect for international law.But there was "somewhat of a difference of approach" when it came to Washington's call for a freeze on activity by rival claimants - something China has rejected."It would be helpful if the EU would be a little more clear in terms of backing up these principles," she told a discussion on U.S. and EU policies toward East Asia at Washington's Center for Strategic and International Studies."A little bit more forward-leaning approach that would support, for example, the idea of a halt to further reclamation, further militarization, would be very useful."Michael Fuchs, U.S. deputy assistant secretary of state for East Asia, said there was a need to reduce the risks of conflict in the South China Sea, where China has overlapping claims with several states."This is about ... speaking up when we see activity that is concerning," he said.David O'Sullivan, EU ambassador to Washington, said the European Union and the United States had very similar objectives, but such statements were a judgment call."Completely joining up language is sometimes useful and sometimes counter-productive," he said.O'Sullivan said the European Union was concerned about security in East Asia and was adding a security dimension to its work, but made clear there were limits to this."The last thing the region needs is more gunboats. I don’t think that's going to be our contribution to the future security of the region."Japan’s navy chief, Admiral Tomohisa Takei, told another Washington think tank that Asian countries needed to improve their naval capabilities and increase coordination given the South China Sea tensions. He said they should improve relations with Washington through "a solid alliance like the Japan-U.S. alliance or friendly relations with the U.S."Japan, which is not a claimant in the South China Sea but has huge interests in keeping trade routes open and is in dispute with China over territory further to the north, could help to improve regional naval capabilities, he said.“I believe that Japan will make both personnel and material contribution toward capacity building.”Japan eased an arms export ban last year and has since agreed to bolster security ties with several countries, including the Philippines, Vietnam, Malaysia and Indonesia, that share its concerns about China.(Reporting by David Brunnstrom and Idrees Ali; Editing by Ken Wills)

French Jewish immigrants flock to Israeli coastal city-Associated Press By ARON HELLER-july 31,15-yahoonews

NETANYA, Israel (AP) — The coastal city of Netanya markets itself as the "Israeli Riviera" and walking along its main pedestrian boulevard, one would be hard-pressed to tell it apart from its twin city of Nice. Barely a word of Hebrew is spoken, and real estate ads, restaurant menus and cafe conversations are mostly in French. An increase in anti-Semitic attacks by Muslim extremists in France, home to the world's third-largest Jewish population, has spawned an unprecedented wave of immigration to Israel. Netanya, with its seaside chic and established French-speaking community, has become their top destination.Last year, for the first time, France was Israel's top source of immigrants, according to the Jewish Agency, a nonprofit group that works closely with the government and acts as a link for Jews around the world. A record 7,200 French Jews arrived in 2014, double the number from the previous year. Of those, about 2,000 came to Netanya, a Mediterranean city whose beaches remind many new arrivals of their Moroccan, Tunisian or Algerian origins. The surge, which marked the first time in Israeli history that more than 1 percent of a Western country's Jewish population immigrated in a single year, came even before the shooting rampage that killed four Jews in a Paris kosher supermarket in January and devastated the community's already shaky sense of security. For Fanny Rhoum, a 33-year-old mother of two whose children went to school across from the Hyper Cacher, the supermarket where the attack happened, that was the tipping point. Three days after the attack, she came to Israel to start planning her move."We had become paranoid ... every event brought our departure closer," she said Wednesday upon receiving her Israeli ID card in Netanya, just two days after arriving on a special flight from Paris with another 200 immigrants."Here we get the feeling that we can protect ourselves. There we have the impression that we are on our own and if, God forbid, something happens we will have to manage."Seated nearby, 63-year-old Jeanette Malka said she waited for her retirement to move to Israel and now hopes her children and grandchildren will join her. "It's no place to raise Jewish children," she said of France. "We like Netanya a lot. We feel at home here."Her husband, Chaim, was clearly relishing wearing his small black skullcap — something he said he feared to do in public in Paris.Experts say European Jews have not felt this threatened since World War II, when 6 million Jews were murdered in the Nazi Holocaust. Jews have been targeted in Belgium, Denmark and other European countries, but France has seen the worst of it. Jews have increasingly reported assaults and intimidation, mostly from Muslim extremists. While some attacks have been linked to anger at Israeli policies toward the Palestinians, most have been of an anti-Semitic nature.France's Jewish community of 500,000 is the largest in Europe. Though Jews make up less than 1 percent of the population, French officials say more than 50 percent of all reported racist attacks in 2014 were directed against them.Ariel Kandel, the Jewish Agency's director of French immigration, said many immigrants also come to Israel out of Zionist fervor or for economic reasons. Unemployment has hovered around 10 percent in France since 2009, compared to less than 5 percent in Israel. But while annual migration numbers have historically hovered between 1,000 to 2,000, he said the exodus kicked off after the 2012 shooting attack against a Jewish school Toulouse that killed three children and a rabbi."After that, I just couldn't stay there anymore," said Ida Mardoukh, a 45-year-old mother of three who moved from Toulouse to Netanya. "There are attacks in Israel too, but this is home. At least here we can live as Jews."Following the January killings at the kosher supermarket, Israeli Prime Minister Benjamin Netanyahu rushed to Paris and openly urged the country's Jews to move to Israel. The Jewish Agency reports that 2015 has already seen a 10 percent bump from last year's record numbers.European Jews are divided on the question of immigration to Israel. While maintaining close ties to Israel, their community leaders have urged people to stay in their homelands. The trend has also been deeply troubling for the French government, with top officials pleading with Jews to stay and warning that a mass migration of the community would be seen as a failure of the republic.France takes pride in its inclusiveness and the Jews' 2,000-year history in the country. It was the first country in Europe to grant Jews full civil rights, in the immediate wake of the 1789 French Revolution. It has had two Jewish prime ministers, and former President Nicolas Sarkozy has Jewish ancestry.Arriving in Israel, the French immigrants have brought some of that history with them — as well as a French sense of style, culture and food.Nowhere is that more on display than in Netanya, affectionately known as the French "bubble." Entire neighborhoods have become French-speaking and the busy central promenade is regularly bustling with cafe dwellers, smoking, drinking coffee and eating croissants. Bakeries offer authentic baguettes and brioches, and French music plays as the sandy beach beckons in the background."They want to be near the sea and near their families," explained Kandel, of the Jewish Agency.Freddo Pachter, who heads Netanya's French absorption project, said the city has embraced them fully, well aware of their particular needs. Most of the newcomers speak nothing but French, and the city has adjusted accordingly, launching a French language website and ensuring there are French speakers in schools and workplaces to help ease the transition.Unlike previous waves of refugees, Pachter said the French immigrants were mainly educated professionals with strong Zionist ideals."Israel wants to invest in them because it knows that they will stay and it's a long-term investment," he said. "They are like fresh blood for the body."____Associated Press producer Audrey Horowitz contributed reporting.___Follow Aron Heller on Twitter at http://www.twitter.com/aronhellerap

Ontario Muslim imam wants to create an Islamic state‏-Ezra Levant-30/07/2015-To: Stan Bowman-Ezra@TheRebel.media

Dear Stan, Two weeks ago, a Muslim imam from London, Ontario published a video clip on YouTube. In the video, Mazen Abdul Adhim says the source of Muslim problems is that there is no home for Islam, and that the one solution is an Islamic state, also known as a Caliphate. This Muslim leader — preaching in Canada! — explicitly rejects any sort of moderate Islam saying, "We need to focus on the whole of Islam and impose the idea that Islam is not going to be secularized and we refuse to allow it to be secularized."Click here to read the full story by Jonathan Halevi, an expert on radical Islam. You can watch the YouTube video in question by clicking here. You can also browse the profiles of other extremist imams we've identified in Canada. This is one of the most important issues of our time, but it’s being ignored by the mainstream media, and most politicians, who are afraid of being called politically incorrect, or even racist, merely for standing up for Canada. At The Rebel, we're fearless — we’ll do the work the mainstream media won't. But we need your help. Please help us expose the role of extremist jihad ideology in Canada by contributing here.Yours truly,Ezra Levant-P.P.S. We rely on crowdfunded contributions to make this project possible. Please give $15, $25, or $50 today to help us continue this important work.

What is Canadian Jihad?-Canadians believe in freedom of speech and freedom of religion. But when Muslim leaders preach violence against women, gays and non-Muslim “infidels”, and even support violent jihad and the creation of an Islamic state, our police and security services have a duty to investigate to see if Canadian laws are being broken.CanadianJihad.ca documents public statements made by Canadian imams, Muslim scholars, and Islamic activists who advocate extremist ideas that undermine Canadian principles of freedom, democracy, pluralism, the rule of law, respect for minorities and the separation of mosque and state. In some cases, it shows Muslim leaders actually promoting violence, including murdering infidels.Research for this site, including translation from Arabic, is courtesy of Jonathan Halevi.

Homegrown Jihad: Canadian Imam calling for establishment of the Caliphate-by JONATHAN D. HALEVI, Rebel Blogger

Imam Mazin Abdul Adhim, a senior cleric of Hizb ut-Tahrir - Canada, recently called upon the Muslim Ummah (Nation) to unite in order to establish the global Islamic state, also known by its Arabic name the Caliphate. Here's the shorter video with the highlights:https://www.youtube.com/watch?v=zhddllSjxUw
The London, Ontario-based Imam vehemently opposes the Caliphate founded by ISIS in Iraq and Syria and does not accept the authority of its self proclaim Calif Abu Bakr al-Baghdadi. Rather he advocates for a new Caliphate that will implement the Islamic Law word for word and extend its authority over all the Muslim lands.https://www.youtube.com/watch?v=rLFDVsJpUoU -In a video clip on the occasion of Eid al-Fitr (July 17, 2015) at the end of the month of Ramadan, Imam Abdul Adhim explained that the Muslim Ummah is one body, and all its woes in the different parts of split up Muslim lands are originated only from the lack of a home for Islam and the absence of an Islamic regime that is able to represent the Ummah, as all Muslim regimes today are “traitors” or serving the interest of the “enemy” (the picture of US President Barack Obama was shown in the background.)-Learn more at Canadian Jihad-The only solution, said Imam Abdul Adhim, is to call for the implementation of the teachings of Islam as a whole, to teach the Ummah about the Islamic ruling system, the economic system, the social system, the foreign policy etc. and categorically rejecting the idea of secularizing Islam. Abdul Adhim’s role model is Muhammad, the Prophet of Islam, who brought about a political change by first founding a group of supporters, then changed the beliefs of the society and later changed the political loyalties in society and of the army. The Canadian Imam of Iraqi descent emphasized that this call is not addressed only to the Muslim Ummah, but also to the Muslim armies to spur them to take a concrete action against the “colonial puppet” regimes and support the call for establishing the Caliphate. “We need an Imam, we need a Khaleefah [Calif] to unite us,” concluded Imam Abdul Adhim stressing once again that it is the responsibility of both the Ummah and the armies to make it happen.During the Toronto al-Quds Day rally in August of 2014, activists of Hizb ut-Tahrir distributed a leaflet calling the Muslim armies to unite forces to liberate Palestine.Imam Abdul Adhim expresses his deep commitment to the ideology of Hizb ut-Tahrir. The following are excerpts of his recorded speeches in recent years:Pledging allegiance only to the Islamic Caliphate-“So this is the problem that without a Khilafah [Caliphate, Islamic State] Islam cannot be implemented and individually are obligated to give a baya [allegiance] to a Khalifah [Caliph, head of the Islamic State]… “So it is required for us to give a baya [allegiance] to a Khalifah [Caliph, head of the Islamic State], but since there is no Khilafah [Caliphate] you can’t have a Khalifah [Caliph] therefore it is fard [obligatory] upon us to re-establish the Khilafah [Caliphate] so we can give a baya [allegiance] to a Khalifah [Caliph]… “And that’s why it is a call not only to the brothers here, not only to the brothers who are watching online, everybody who has any capacity of spreading this word all the way to the armies of the Muslims, our brothers and sisters. This word has to reach them. They have to understand that this is the only way forward. It’s the only way to achieve the nasr [support] of Allah ‘Azza wa Jalla [Owner of Greatness and Reverence] is to support this dean [religion] and this call to Khilafah [Caliphate].”Rejecting democracy-“And that’s what I want to do. I want to present to you the alternative view, the view that says that voting in a secular democratic system, in a system that will not implement Islam, that does not implement Islam, to vote for anybody to become a legislator in such a system it is something that Islam forbids and I want to present the evidence for this… “What our identity is? We are Muslims, strewn about all across the planet without anybody who represents us. We are Muslims who are actually belong to the Khilafah [Caliphate]. The Khilafah [Caliphate] represents us and it was destroyed in 1924. We are responsible for working to re-establish it. So this is the first thing. We must work to establish the Khilafah [Caliphate].”Supporting cutting off thieves’ hands “The punishments: cutting a hand of a thief and whipping the fornicator and so on. What do you do in these situations? How does it work? This is the last resort after you’ve established this system… You’ve showed them that if you do it the punishment is so severe it will stop them from doing it.”

Revealed: The secret plan to turn the Gaza disengagement into a coordinated peace effort-Published here for the first time is a proposal for ‘re-engagement’ negotiated in Europe just before 2005’s unilateral withdrawal. PM Sharon politely rejected it; Hamas seized Gaza two years later-By Ehud Yaari July 30, 2015, 9:22 am 36-the times of Israel

Over 10 years ago, many months before the target date set for Israel’s disengagement from the Gaza Strip, a dozen Israeli and Palestinian experts convened secretly in a European resort. They were there in an effort to work out a joint plan to transform what was devised by late prime minister Ariel Sharon as a purely unilateral move — evacuating the settlements there and pulling out the IDF — into a well-coordinated initiative which would allow the parties to re-engage in the stalled peace process.Unfortunately, I am still not allowed to disclose the names of the participants — except those of my late colleague Ze’ev Schiff and myself — or the identity of the European prime minister who hosted the meetings. But among those attending were some of Yasser Arafat’s top advisers, including from Gaza, as well as several Israelis who previously held high-ranking positions in different branches of the government. The sessions were focused on drafting a document offering a new approach to the withdrawal from Gaza. Three days of lively — sometimes heated — discussions ended with an agreed 10-page paper titled: “Disengagement towards Re-engagement: A policy of unilateral disengagement and mutual responsibilities.”The Palestinian participants were in frequent contact with their leadership in Ramallah. The Israelis — none of them close to the government — planned to present the proposals to Sharon once back home. Here are some of the highlights, published here for the first time. The preamble read:Opportunity or Calamity-The Israelis and Palestinians stand today on the threshold of either opportunity or disaster. The disengagement initiative of the Israeli government can become either an unprecedented breakthrough leading to the renewal of the peace process or it can lead to a catastrophic series of events that will doom progress for a generation.‘We had grave doubts whether Arafat would abide by the clauses… Yet we felt it was worth trying to obtain Palestinian commitments in exchange for the territories they were about to receive’-What is Success?-Success of the initiative must be defined as a complete Israeli disengagement from Gaza and the region between Nablus and Jenin – a larger geographic area than Gaza, hereafter referred to as the Northern West Bank (NWB) – in accordance with Prime Minister Sharon’s plan. The ultimate goal must be a peace treaty consistent with the roadmap.-Action Now-Only a policy based on specific and certifiable actions by both sides, as we have outlined below, will enable such success. Only then will both Israeli and Palestinian constituencies and the international community insist to the political leaders of both sides that the precedent be repeated on the West Bank. Furthermore, if the policy is to be workable, both sides must confront their internal opponents. Then the paper suggested an Action Plan:If planning for implementation does not happen now, the necessary preparations will not be in place on the day of withdrawal. It is therefore imperative that the following steps be enacted immediately. There is no time to waste. On the Palestinian side:1) Law and order must be reinstated on the Palestinian streets.2) To do so will require reorganization and reform of the Palestinian security structure, based on the creation of three distinct branches, each with a clearly defined mandate, explicitly defined functional jurisdiction, and full accountability. Their missions are:To combat subversion and terrorism and keep law and order.Gendarmerie-Gathering and assessment of information on external developments. The heads of the security services should be professional security experts with no political involvement. Specific information about imminent terror activities as well as long-term plans should be promptly relayed to the Palestinian ISS (Internal Security Services).3) All Palestinian militias and military groups must be fully disarmed, and all unauthorized weapons must be confiscated. Cessation of all hostile activities against Israel is required. 4) The manufacturing of weapons must end completely, along with the smuggling of weapons and ammunition into Palestinian territory. 5) The Palestinian Authority will assume responsibility for the handover of Gaza and the NWB after the Israeli departure. A single party must have the ultimate responsibility for developments inside these territories. 6) The entire process of Palestinian reform must be accelerated before reaching the final deadline for Israel’s withdrawal. On the Israeli side: 1) It is essential that Israel implement the undertakings it assumed in writing in its April 2004 agreements with the US. Israel will compromise the credibility of its unilateral disengagement strategy if it does not carry out these promised actions. As stated in the exchange of letters, these agreements include a commitment to the following:Establishing restrictions on settlement growth, in conjunction with the US. Removal of unauthorized settlement outposts. Lifting mobility restrictions in the West Bank and Gaza (including roadblocks and barriers). 2) In addition to the above commitments, Israel should take the following types of steps to encourage and facilitate positive Palestinian behavior as actions are taken by the Palestinians to change conditions on the ground in Gaza and the West Bank. These possible steps include:Subject to implementation of all Palestinian commitments Israel should end all targeted assassinations and other military incursions into Gaza and the West Bank. This will be especially important with the presence of Egyptian, US, and/or other international officials assisting in Gaza and the NWB.‘Upon returning to Israel, three of us went to present our ideas to Sharon. As far as I remember, we spent 2-3 hours debating the pros and cons of the document’Israel should re-open the safe passage from Gaza to the West Bank. If the disengagement continues to succeed, then the plan to construct a railway passage between the West Bank and Gaza should be implemented subject to the successful conclusion of a feasibility study and financial arrangements. The airport should be re-opened subject to mutually agreed security arrangements. The reconstruction of a seaport in Gaza must commence consistent with signed agreements and mutually agreed security arrangements. As long as this seaport is not fully operational, an alternative option should be considered, most likely in Ashdod.A special role was allocated to third-party actors:There should be an American-led team to coordinate and assist with security reforms. It should include the participation of several countries, especially Arab and European, in a variety of training and supervisory roles.A limited team of international monitors, as called for in the roadmap, should be appointed to verify Palestinian performance and Israeli withdrawals. It should be restricted to verification, but it should not play any military role, “peace keeping” role, or any form of an imposed solution. The monitors should be appointed by the Quartet to whom they should report. Although the Quartet will write their rules of engagement, they should be deployed only with the acceptance of both the Israelis and the Palestinians. It must be made clear by Israel, the Quartet and the World Bank to the people of Gaza what will happen immediately upon Israeli withdrawals, including the dispersal of agricultural land, new housing plans and the dispersal of settler assets. The monitors should also supervise Palestinian compliance with any commitments they may have made to the international community, regarding destructive behavior both during and after the Israeli withdrawals.Given the critical importance of economic improvement in Palestinian society, the international community through the AHLC (the Ad Hoc Liaison Committee of the Donors) must develop a plan for rehabilitation of the Palestinian economy (please see the economic section below). Only donors through the World Bank should handle all non-security and political issues, including joint teams to handle handover and development issues. Then the document went into details of an economic plan based on close Israeli-Palestinian cooperation with Western and Arab assistance. It concluded with a statement:“Obviously, the economic and security challenges to disengagement are enormous, but the potential benefits are of equal magnitude. If concerted Israeli, Palestinian and international planning begins immediately, the prospects of success will be enhanced though even then by no means assured. Success itself will occur only after constant vigilance, determined effort, and prolonged engagement by all sides. There is no time to lose.”In addition to the document itself one of the Palestinian participants, a top official of the PA security services, presented a detailed plan to stop weapon smuggling through the tunnels along the Gaza-Egypt border..-Of course we had grave doubts whether Arafat would abide by the clauses of the proposed coordination effort. The text was translated in full into Arabic for his review.Yet we felt it was worth trying to obtain Palestinian commitments in exchange for the territories they were about to receive. There was an obvious advantage to at least offering such coordination with a set of mutual obligations.Upon returning to Israel, three of us went to present our ideas to Sharon. As far as I remember, we spent 2-3 hours debating the pros and cons of the document. At the end, Sharon — always attentive and polite — informed us that he preferred unilateralism. He did not change his mind when Mahmoud Abbas succeeded Arafat.Within two years Hamas had taken over the Gaza Strip.

Two-state solution can still trump ‘apartheid’ one-state, says Arab MK-No Israeli party ‘has the guts’ to invite Arab List into government, charges Aida Touma-Sliman, the first Arab woman to head a Knesset committee-By Elhanan Miller July 30, 2015, 1:11 pm 40-THE TIMES OF ISRAEL

June 24 was the roughest day for Member of Knesset Aida Touma-Sliman since being elected to the Israeli parliament. As a debate on the 2003 Citizenship Law preventing family unification for Palestinians living in the West Bank with their Israeli relatives heated up, Deputy Interior Minister Yaron Mazuz turned to the Arab parliamentarians present and accused them of supporting Palestinian terrorism. “You’re the first one who should hand in your ID card,” he lashed out at MK Hanin Zoabi, who in May 2010 participated in a flotilla aimed at breaking the Israeli naval blockade imposed on Gaza. “We’re doing you a favor by letting you even sit here,” he told Arab MK Issawi Frej of Meretz. As disheartening as Mazuz’s words were for Touma-Sliman, who called the meeting, it was the next speaker on the podium who really upset her. Not only did Prime Minister Benjamin Netanyahu not condemn his minister’s words of incitement, she said, he seemed to agree with them.“I haven’t heard the ladies and gentlemen here condemn the real war crimes taking place in Syria and Yemen,” Netanyahu said, referring to the Arab MKs. “It is that hypocrisy which we oppose.”To 51-year-old Touma Sliman — number two in the Communist Hadash party and fifth on the Joint (Arab) List’s Knesset slate — Netanyahu’s speech proved he had learned nothing from the brouhaha that followed his panicked televised election day appeal, in which he warned Likud supporters that Arab voters were “coming out in droves to the polls.”“You’d think that realizing what [damage] his election day statements did, the prime minister would react differently in the Knesset, even if only for the cameras,” Touma-Sliman told The Times of Israel at her Knesset office. “Apparently, for him it wasn’t a slip of the tongue but a deep-seated belief.”“You can’t help but see the general direction in which this government is going,” she added. In fact, she opined, things are only getting worse. When Yisrael Beytenu party leader Avigdor Liberman launched his 2006 election campaign using the slogan “no citizenship without loyalty,” he was publicly lambasted as a racist. Today, this type of rhetoric has become “almost mainstream,” she noted sadly. Two weeks before Mazuz’s speech, Likud MK Oren Hazan, who served as deputy Knesset Speaker, told members of her party that in order to address the house on his watch, Arab MK’s will need to jib al-hawiyeh, a colloquial Arabic phrase used by Israeli soldiers in the West Bank meaning “give me your ID.”“The campaign led by the right, calling our citizenship into question, is constantly accelerating and hasn’t been appropriately blocked,” she said. “I can’t accept this attitude gradually becoming accepted. We are constantly asked to prove our loyalty, to prove that we don’t support terror … we’re guilty until proven innocent,” she said, citing a bill submitted last month by MK Sharon Gal of Yisrael Beytenu (and voted down) that would have obligated parliamentary candidates to prove they do not “explicitly or implicitly” support terror.-‘Education is the best weapon’In March, Touma-Sliman, a seasoned women’s rights activist from Acre, made it into the Knesset after five failed attempts to win a seat through Hadash since the elections of 1992. Last month, she made history when she was elected the first female member of an Arab party to head a permanent Knesset committee, the Committee on the Status of Women and Gender Equality. Addressing Mazuz and Netanyahu from the Knesset podium in an impassioned impromptu speech that went viral on social media, Touma-Sliman evoked her father, who “was born in this land before the existence of the state which gave me my ID card.”“It [Israeli citizenship] is small compensation for what has happened and what is still happening today,” she said. “Nobody should think they’re doing me a favor by giving me an ID card.”There was no need for Touma-Sliman to spell out what she meant by “what has happened.” The Arab defeat in the 1948 War of Independence remains the most significant trauma in the collective memory of Israeli Arabs, who comprise 20 percent of the country’s population. A native of Nazareth, Touma-Sliman read about the Nakba, or catastrophe, in history books, but her parents never told her about their personal experiences during the war.A few years ago, Touma-Sliman sat her elderly mother down in the presence of her two daughters and made her recount the family history during the war. When her mother was done, Touma-Sliman asked her why she had never shared the story before.“She said: ‘How could this story have helped you in life?’ to which I said: ‘At least it would have placed me within history.’ She responded that for her generation it was important to carry on, to stand on their feet. These stories would have probably left them stuck.”Touma-Sliman’s ignorance of that historic episode, she said, is typical of an entire generation of Israeli-Arabs born in the Jewish state after the “catastrophe” of 1948. While her Israeli-Arab peers often know little of what their parents lived through at the time, members of her generation living in the Palestinian diaspora cannot stop retelling the events.“I first met these people during a visit to Russia in 1995,” she said. “It was a shock for me.”Touma-Sliman’s father, a Christian orphan educated at the German Schneller Orphanage in Jerusalem, sublimated his childhood trauma through an insistence on giving his seven daughters a well-rounded humanist education.“He would say to us: ‘Education is something you carry with you and which can never be taken away. They can take your land, your house, your money, but education is the best weapon. Wherever they drop you, you can stand up and carry on.'”No one has the guts to invite us to join the government’-Situated on the left flank of her parliamentary bloc, Touma-Sliman often finds herself caught in the middle, forced to argue with critics on the Jewish left and the Arab right. Nevertheless, she continues to believe in the Joint (Arab) List, which has placed her on the same slate with Islamist polygamist Bedouins and Arab nationalists, far from her ideological world.‘I used to tell people: ‘Don’t forget that at the end of the day we’re headed for the opposition.’ They didn’t like to hear that’-“Do you think I’d ever make it to committee chairperson were it not for the Joint List?” she asked rhetorically. “We are looked at differently now that we’re united, both by our own public and by the Knesset.” Competitiveness between the three Arab parties in previous Knesset sittings had consumed significant energy and harmed public trust in Arab national politics, she said. “There was a sense that we’re wasting our time on infighting while we should be combating the grave dangers facing us, dangers which our public senses very well. These dangers are the result both of this government, but also of regional developments.”The Arab upheavals, she explained, have had a detrimental effect on Arab society in Israel, increasing sectarianism, religious fundamentalism, and nationalist chauvinism.“We’re in a kind of pressure cooker,” she said. “On the one hand, the Israeli government and on the other — regional changes. There’s a growing sense of disillusionment from an Arab world crumbling around us.”Every Monday, the Joint List meets to discuss policy and hash out ideological differences.“We make an effort to act as a unified faction. It doesn’t mean there aren’t challenges or that we agree 100% on everything, but we do agree on the significant, acute political issues.”It was actually her public’s over-optimism, which she tried to subdue ahead of the March elections, that made her Joint List the third-largest faction in the Knesset, with 13 seats.“Our society thinks that by forming the Joint List we’ve formed the next government and now all we need to do is make the right decisions and start implementing them,” she said with the gentle sarcasm characteristic of so many Arab MKs.“I used to tell people: ‘Don’t forget that at the end of the day we’re headed for the opposition.’ They didn’t like to hear that.”During the election season, Touma-Sliman would get angry with journalists who would ask her whether her party intended to join the government.“I would always answer: ‘Is there something I’ve missed? Have they offered us to join the government and my friends didn’t tell me? Is there anyone in this country who has the guts to offer us to be part of the government? No one does. Our public should have been told this so it would have realistic expectations.”Nevertheless, despite the “most right-wing government in Israeli history,” Arabs can wrench small achievements from a prime minister desperate to prove that he’s not anti-Arab.“But I don’t think there’ll be a fundamental change,” she said.-‘Secularism is not a political program’-Even within her own liberal camp, more and more Arab voices are beginning to question the viability of a two-state solution — a solution she remains wholeheartedly committed to.“There is a general backtracking on the idea of the two-state solution and we can thank Netanyahu for that,” she said. “The current government is doing everything in its power to sabotage the possibility of a Palestinian state, causing both Arab Israelis and Palestinians to wonder whether such an outcome is still viable.”Many young Israeli-Arabs are now advocating a unitary, secular, democratic state from the Jordan River to the Mediterranean Sea, in which Jews and Arabs will receive equal rights.Touma-Sliman scoffed at the idea as a naive pipe dream.“How many will there be of us [secularists], both Jews and Arabs? Five percent? How many secular forces are there? Excuse me, but secularism is not a political program. You can be secular and right-wing at the same time,” she said.“This government’s policy erodes the possibility of two states, but I still believe that it is much more practical and likely than one secular, democratic state for all.”A unitary state, she explained, will surely resemble the vision of the extreme Jewish right much more than her social vision of total egalitarianism. “The balance of power between the Palestinian people and Israel is not favorable to a one-state solution.”“In effect, one state exists on the ground today,” she admitted, “but it’s neither democratic nor secular, but an apartheid state,” she said. “One state controls the entire territory, depriving the other half of population the right to vote … even with regard to the small Arab population in Israel, you can either be a ‘good Arab’ and remain a citizen or join the other half.”Her support for the two-state option is not the result of an ideological choice but of her understanding of realpolitik.“As a communist, my ideal would be to support one state. But I believe that the Palestinian people still want to realize their self-determination in the form of two states, a Palestinian state alongside Israel … I have my own ideas, but I realize I’m in the minority.”“Every politician needs to know what’s practical and what can be implemented. This is what’s possible now. In a one state-scenario, what will we do with the settlements? How will we compensate the Palestinians who lost their lands to settlements? What will we do with the right of return?”But what about her brethren in the West Bank, left to their devices under a nondemocratic Palestinian government? her critics would ask.“Who said the regime will be nondemocratic?” she lashed back. “It’s the right of every people to determine their own regime. Those who don’t like it can fight it, just as I do here.”

Jordan pans ‘ugly’ arson attack, holds Israel responsible-Amman says crime that killed Palestinian toddler could have been avoided if Jerusalem hadn’t ‘turned its back on peace’By AFP and Marissa Newman July 31, 2015, 12:34 pm-the times of Israel

Jordan on Friday condemned as an “ugly crime” an arson attack by suspected Jewish extremists that killed a Palestinian toddler in the West Bank and wounded three family members.“This ugly crime could have been avoided if the Israeli government had not ignored the rights of the Palestinian people and turned its back on peace… in the region,” government spokesman Mohammed Momani said.Momani, who is also minister of state for media affairs, said Jordan holds Israel “responsible” for the death of 18-month-old Ali Saad Dawabsha and for all attacks on the Palestinian people.Prime Minister Benjamin Netanyahu on Friday forcefully condemned the attack on a Palestinian family in Duma as a “horrific, heinous” crime that is “a terror attack in every respect.”Two homes in the Palestinian village of Duma, south of Nablus, were set alight, and the Hebrew words “Revenge” and “Long live the king messiah” were spray-painted on their walls, alongside a Star of David, overnight Thursday-Friday. The slain toddler’s parents, as well as his 4-year-old brother, were injured and evacuated to the hospital. The mother and toddler were in critical condition. The prime minister said he instructed the security forces to “use all the resources at their disposal to capture the killers and bring them to justice as soon as possible.” The attack was roundly denounced by Israeli politicians, including Deputy Foreign Minister Tzipi Hotovely, who said “harming an innocent person in Israel is a red line, regardless of religion or race.”The Palestinian Authority, meanwhile, blamed the Israeli government for the attack.PA President Mahmoud Abbas’s spokesman, Nabil Abu Rudeineh, said the Israeli government’s support for the settlements drove the attack, and urged the international community to respond.“This is a heinous crime that wouldn’t have happened if the government didn’t defend the settlers, and hadn’t insisted on building in the settlements,” he said, according to Israel Radio.Palestinian chief negotiator Saeb Erekat said Israel is “fully responsible for the brutal assassination of the toddler Ali Saad Dawabsha.“This is a direct consequence of decades of impunity given by the Israeli government to settler terrorism,” Erekat added.

Iran says it will ban US experts from UN nuclear inspections-Only inspectors from countries that have diplomatic relations with Iran will be allowed, says deputy FM-By AP July 30, 2015, 9:03 pm 6-the times of Israel

TEHRAN — Iran will not allow American or Canadian inspectors working for the U.N. nuclear watchdog to visit its nuclear facilities, an official said in remarks broadcast by state TV on Thursday.Deputy Foreign Minister Abbas Araghchi said Iran will only allow inspectors from countries that have diplomatic relations with it. The previously undisclosed remarks were made during a Sunday meeting with parliamentarians.“ American and Canadian inspectors cannot be sent to Iran,” said Araghchi. “It is mentioned in the deal that inspectors should be from countries that have diplomatic relations with Islamic republic of Iran.”He also said inspectors from the International Atomic Energy Agency will not have access to “sensitive and military documents.”Iran and world powers reached a historical deal earlier this month aimed at curbing Tehran’s disputed nuclear program in exchange for the lifting of international sanctions.Western nations have long suspected Iran is pursuing nuclear weapons alongside its civilian atomic program, allegations denied by Tehran, which insists its nuclear activities are entirely peaceful. The U.S. and Iran severed diplomatic relations after the 1979 Islamic revolution and the hostage crisis at the U.S. Embassy in Tehran. Canada closed its embassy in Tehran and suspended diplomatic relations in 2012.

Israeli diplomat: Don’t count on US Jews to unify against Iran deal-Consul-general in Philadelphia says lobbying against deal could alienate White House, Democrats and limit Jewish organizational influence-By JTA July 31, 2015, 1:04 am 16-the times of israel

WASHINGTON (JTA) — A top Israeli diplomat in the United States wrote his superiors to warn that they cannot count on the US Jewish community to oppose the Iran nuclear deal.“At this crucial point of the Iranian issue — which for years has been at the core of Israeli foreign policy and was described countless times by the Israeli leadership as an existential threat — the Jewish community in the United States is not standing as a united front behind Israel and important parts of it are on the fence,” Yaron Sideman, the consul general in Philadelphia, wrote in a memo to Israel’s Foreign Ministry obtained by Haaretz on Thursday.Sideman quoted a Jewish regional federation CEO as saying that campaigning against the deal could alienate the White House and Democrats, which could inhibit Jewish organizational influence. The American Israel Public Affairs Committee and at least eight regional federations oppose the July 14 deal, heeding Israel’s government, which says the accord endangers Israel. However, a broad number of national groups have yet to pronounce on the deal one way or the other, although there is pressure to do so while Congress has until mid-to-late September to decide whether to stop or accept the deal.

Congress goes on break, pausing debate on Iran deal-Lawmakers head out for five-week vacation; when they return, nuclear deal to top the agenda-By AP and Times of Israel staff July 31, 2015, 11:48 am 2
WASHINGTON — As lawmakers head out of the Capitol for a five-week summer recess, they leave behind a pile of unfinished business that all but guarantees a painful fall. Not long after they return in September, lawmakers face a vote on President Barack Obama’s nuclear deal with Iran, a brutally divisive issue that many lawmakers expect will dominate voter town halls during their annual August break. On Iran, Republicans are largely united against the nuclear deal, while those Democrats who’ve not yet declared their position are under enormous pressure from both sides. The White House is imploring them to back the president, while groups allied with the Israeli government are warning against the deal in apocalyptic terms. Congress is widely expected to vote down the deal, at which point attention would turn to whether opponents could muster the two-thirds vote in each chamber to override Obama’s certain veto. With more videos showing fetal tissue collection practices, Republicans are increasingly focused on cutting off funding for Planned Parenthood, raising the prospect that Congress will spend September tied in knots over how to avoid shutting down the government over that issue.Later in the fall or winter, Congress will be faced with raising the federal debt limit, another issue ripe for brinkmanship, especially given the presence in the Senate of several presidential candidates adamantly opposed to an increase. The House wrapped up its summer session by approving a three-month extension of highway and transit spending and authority, kicking negotiations on that into the fall, as well.Add in deadlines to renew authorities for the Federal Aviation Administration, child nutrition standards and pipeline safety, and it’s shaping up as a monster of a fall.“If you take a look at all of the things on the list, it’ll be a lot of traffic going through one toll booth,” Sen. John Barrasso, R-Wyo., said Thursday.Republican Rep. Mick Mulvaney of South Carolina, who leads a group of 18 conservatives vowing to oppose any spending bill that funds Planned Parenthood, said: “This is one of those line-in-the-sand-type of issues. We have to figure out a way to fund the government without giving any more money to this institution.”The effort could prevent leaders from extending current spending levels come the new budget year Oct. 1, since Planned Parenthood now receives more than $500 million in government assistance. Yet if Republicans try to use must-pass spending legislation to pull the organization’s funding, they would have trouble getting past Senate Democrats and the White House. And that could leave Republicans, who took control of Congress this year promising to avoid shutdowns and “fiscal cliffs,” backed into a very uncomfortable corner.“Democrats will unite against them,” says Chuck Schumer of New York, the No. 3 Senate Democrat. “This is a Republican path to shutdown.”While the House left town Wednesday, the Senate plans one more week before leaving, with a cybersecurity bill and a largely symbolic vote on defunding Planned Parenthood.Along with the Iran nuclear deal, the government spending issue tops a long list of thorny disputes that threaten to have Republicans and Democrats at loggerheads for months. The 12 annual spending bills that fund the government are hung up on a variety of disagreements. That leaves Congress facing the likelihood of temporarily extending current spending levels, which gets lawmakers back to the prospect of a showdown over Planned Parenthood.Republicans are entering their recess after a nasty spate of intraparty brawls laid bare the ongoing conflict between tea party-backed conservatives and more pragmatic party leaders on Capitol Hill. That fault line promises to aggravate attempts at compromise throughout the fall. Lawmakers of both parties point to a need for high-level budget negotiations to come up with a deal that could resolve some of the major issues, yet for now, nothing like that is under way.“We’re going to discuss how to fund the government after the August recess,” Senate Majority Leader Mitch McConnell, R-Ky., said Thursday.Republicans are painfully aware that each previous shutdown showdown with Obama and the Democrats has ended in their own defeat. Obama’s health care law and executive actions on immigration survived their attempts to use budget bills to end them. Come September, it remains to be seen whether they will go down the same road.“I do hope that Republicans will do more than just rest and relax during their 39-day vacation,” said White House press secretary Josh Earnest. “Because when they do finally show up again in September, there won’t be a lot of patience or a lot of sympathy for the claim that they don’t have time to do their job.”

IDF says it could launch preemptive strikes in Sinai-Senior officer warns army may attack if Egyptian Islamic State affiliate threatens Israeli civilians or soldiers-By AFP July 30, 2015, 2:32 pm 4-the times of israel

A senior military officer has said Israel could attack militants affiliated to the Islamic State in neighboring Egypt’s Sinai Peninsula, if they were about to attack Israeli soldiers or civilians. The “threat of terror from Sinai” has grown in recent years, Brigadier General Royi Elcabets said on Wednesday.Speaking at a ceremony marking the end of his two years as commander of the Edom division that controls the border with the Sinai, Elcabets said IS’s Egypt affiliate could attempt an attack on Israel.“It is our duty to preempt it and strike at it, if and when this happens,” he said in remarks relayed by the military.Militants loyal to the Islamic State have killed hundreds of Egyptian policemen and soldiers in Sinai since the army overthrew Islamist president Mohammed Morsi in 2013.The Egyptian military says it has killed more than 1,000 militants in Sinai, which borders Israel and the Palestinian Gaza Strip. An Israeli official familiar with the situation in Sinai would not address Elcabets’s remarks, but told AFP that “Israel is coordinated with states in the region on matters pertaining to the war on terror and terror groups.”According to the official, following the attacks on Egyptian forces in Sinai, “Israel agreed to Egypt’s request to allow more Egyptian forces and devices into Sinai, and provided intelligence to Egypt.”The amount of Egyptian military forces allowed in Sinai is stipulated in the 1979 peace treaty with Israel, which led to its withdrawal from the peninsula.
