TORONTO — Electricity bills in Ontario could be cut by ending mandatory time-of-use pricing, reducing the delivery charge for rural customers and renegotiating power contracts, the NDP proposed Monday.The party released its plan both for reducing hydro bills by up to 30 per cent and returning Hydro One to public ownership, ahead of an upcoming announcement from the Liberal government about how it will cut costs."I think it would be fantastic if the Liberals took this plan and implemented it," said NDP Leader Andrea Horwath."Electricity isn't a luxury. It shouldn't be priced like one and people want something done about it."The government faces no bigger political issue at the moment than hydro bills, which have about doubled in the last decade, and Premier Kathleen Wynne has promised that further relief — on top of an eight-per-cent rebate that took effect Jan. 1 — will be announced before the spring budget.Wynne has already signalled that more savings will be coming for rural and northern ratepayers, who face significantly higher costs than urban customers, and Energy Minister Glenn Thibeault suggested that changes are on the way for time-of-use pricing."Time of use is something that actually saves our system money, so we can't get rid of time of use altogether, but what we can do is ensure that people have a choice," he said."Eliminating time of use would actually mean that our peak hours, our peak demand would actually increase and that means we would need to create more generation, possibly."The NDP plan would see customers either choose to stay on time-of-use billing or pay a fixed rate of 10.3 cents per kilowatt hour, higher than the current off-peak rate but lower than the current mid- and on-peak rates."The time-of-use plan was a failure," said Horwath. "It didn't provide the kind of conservation or the kind of reduction in use that the Liberals had hoped and it didn't help people to keep their bills down."The Liberals responded considerably less favourably to the idea of not only stopping any further sale of Hydro One shares, but also buying back the 30 per cent already privatized."That is the one thing that would not take a penny off people's electricity bills," Wynne said in question period. In defending the partial privatization, the Liberals have often reminded that it's the Ontario Energy Board that sets rates.The NDP proposes buying those shares back at a cost of between $3.3 billion and $4.1 billion, financed through the province's share of its profit from Hydro One within eight years — assuming 70 per cent of the approximately $700 million in revenue it has previously generated for the province.As the utility is transitioned back to public ownership, the NDP said a $2.6-billion tax benefit given to Hydro One in the process of privatization could be used to subsidize a drop in bills of 3.2 per cent.The NDP's plan also includes capping profit margins for private power companies and establishing a panel to examine cancelling or renegotiating long-term power contracts at above-market rates.The Progressive Conservatives have also called for such contracts to be renegotiated. Despite unusually warm temperatures in parts of the country, a forecaster says bouts of late winter weather are expected for many through March, with more springlike temperatures to arrive by May.Chris Scott says The Weather Network spring forecast calls for Canadians to expect more storms before the wintry weather ends.Scott, chief meteorologist at The Weather Network, says the clash between warm weather coming up from the south and the fairly typical cold of Northern Canada will cause snow in March and rain in April and May.In concrete terms, he says that means residents of Western Canada have great conditions for skiing, people who live along Manitoba's Red River Basin should watch out for flooding and those in southern Ontario should keep their snow tires on.Residents of Quebec, the Atlantic provinces, Yukon, Northwest Territories and Nunavut can expect near normal temperatures and precipitation this spring.Scott says it's a continuation of one of the strangest Canadian winters on record."The weather patterns across Canada are pretty wild," said Scott.Some examples, he said, are snowstorms in Atlantic Canada, temperatures rising to the teens in southern Ontario and Quebec, and bigger snowbanks in Coquitlam, B.C., than in Toronto in February.One of the biggest factors affecting the winter weather are the unusually rapid shifts between El Nino, a climate cycle involving warmer-than-average waters in the Pacific Ocean, and La Nina, cooler-than-average waters in the same area.Even a small change in ocean temperatures will affect the amount of moisture in the air, which has an affect on the weather. Because El Nino and La Nina are located over wide swaths of the ocean, they can "change the overall weather patterns around the world," Scott said.Last year's El Nino was one of the strongest in history.A typical pattern would involve a switch to La Nina within a period of two to seven years. For that switch to occur in a matter of months is unprecedented.Scott said it has never happened before in the 75 years of recorded meteorological history."Within one year we've gone from a super El Nino, very strong, and then a weak La Nina, and all of a sudden back to El Nino," he said. A recurring flood on Route 106 near Dorchester isn't just an inconvenience to motorists, the local fire chief says. It's also a public safety risk."It's been affecting us for several years now," said Chief Gregory Partridge of Dorchester. "It affects us that we can't get to the rest of our territory most of the time."We just have to rely on our neighbouring fire department to cover our areas — if they can get their truck into there."On Monday, a flood forced the closure of Route 106 at Anderson Mill Road, roughly seven kilometres west of the Dorchester Penitentiary.As of 5 p.m., the road was still closed.This isn't the first time the road has flooded. In 2014, water covered a similar section of the road, the result of a clogged CN culvert.Now, there are several culverts sitting on the flooded roadside, but it's not clear to whom they belong.Stranded homes-According to Partridge, a section of the road was renovated, which means that floods strand fewer people.The chief said he thinks a flood near the railway tracks would affect one house. However, that number could rise to eight if Route 106 flooded in two places.This is "absolutely" a public safety issue, Partridge said, adding, "And it has been for years."The powers that be said [they're] coming up with solutions, but it's taken a long time."Those "powers" are the Department of Transportation and Infrastructure and CN, which Partridge said are working on the problem.He last heard from them a year ago."I'd like them to fix it once and for all," Partridge said. "Sometimes you drive by there and [there'd] be eight or 10 white hats standing there and no one coming up with a logical solution. So, there's got to be enough brains in this province to be able to fix that problem."-Detour to Sackville-Danny Lawrence, a Dorchester Penitentiary employee, had to take a different route to work on Monday.Leaving his home in Salisbury, Lawrence had to drive to Sackville and enter Dorchester from the opposite direction, thanks to the flood."It'd be nice if they'd figure it out and get it fixed," Lawrence said, standing outside of the Dorchester Ritestop.This has been in the works for about a year and, he said, despite the culverts, nothing seems to be happening."Hopefully, the water will be back down in the next day or two," he said.Until then, Lawrence said he has no choice but to keep driving through Sackville.A spokesperson for CN said the culvert had recently been replaced.CBC News called the provincial Department of Transportation and Infrastructure but has not heard back.

Leer (South Sudan) (AFP) - Thousands of people at the epicentre of a man-made famine in South Sudan emerged from the safety of the swamps this past weekend hoping to receive emergency deliveries of food.For months now Bol Mol, a 45-year-old former oil field security officer, has struggled to keep his family alive, spearfishing in nearby rivers and marshes while his three wives gather water lilies for food.They eat once a day if they are lucky, but at least in the swamps they are safe from marauding soldiers."Life here is useless," Mol said, his hand clutching his walking stick as he waited with thousands of others beneath the baking-hot sun at Thonyor in Leer County.Aid agencies have negotiated with the government and rebel forces to establish a registration centre in the village ahead of food deliveries.The UN declared a famine in parts of South Sudan a week ago, but the hunger affecting an estimated 100,000 people is not being caused by adverse climate conditions.More than three years of conflict have disrupted farming, destroyed food stores and forced people to flee recurring attacks. Food shipments have been deliberately blocked and aid workers have been targeted.- 'It is not enough' -It is no coincidence that soaring levels of malnutrition have been found in Leer, a rebel stronghold and the birthplace of opposition leader Riek Machar, whose falling out with President Salva Kiir in December 2013 led to the civil war.Evidence of the devastating conflict is everywhere: in the burnt walls of schools and clinics, in the ruins of razed homes and public buildings, and in the desolation of the once-thriving market.A peace deal signed in August 2015 was never fully implemented. Iraqi officers find Islamic State members hidden among refugees fleeing Mosul-[Reuters]-By Stephen Kalin-YAHOONEWS-February 28, 2017
SOUTH OF MOSUL, Iraq (Reuters) - A few hundred men who had scurried across front lines in a refugee exodus from Mosul sat on the ground in neat rows before an Iraqi intelligence officer who scanned the crowd for hidden militants.The officer pulled a teenager onto a raised platform and asked the group if he belonged to Islamic State (IS). Muffled groans were followed by nods and muttered comments.The youth was then dragged off to a pickup truck and his arms tied behind his back. He confessed to a three-month membership in IS and spending a week in a training camp, but said he had only been a cook and never carried a weapon.As growing numbers of residents flee fighting between insurgents and Iraqi military forces seeking to recapture the IS-held western half of Iraq's second largest city, security units have been transporting civilians to government-run camps and weeding out IS infiltrators.Just over a week into the offensive on the militants' last urban bastion in Iraq, some 14,000 inhabitants have slipped out of the city, trekking through stony desert. Most are women, children and elderly but there are also hundreds of young men who must pass screening by the security forces.All are hungry and thirsty after three months under a virtual siege of western districts by Iraqi forces. Some have been wounded in the crossfire of a battle that could deal a hammer blow to Islamic State's territorial ambitions.Up to 400,000 people may have to leave their homes during the new U.S.-backed offensive launched this month after Iraqi forces finished clearing districts east of the Tigris River that cleaves the city in Iraq's far north.The intelligence officer, who spoke to Reuters on condition of anonymity, said he had extracted seven suspected Islamic State members on Sunday, the first day of mass displacement from western Mosul. Those who were loyal to the jihadist movement but played a less public, mainly non-combatant role are more likely to try to slip through the dragnet, the intelligence officer added.Security forces keep on hand some local Mosul inhabitants they refer to as "sources" to help them identify suspects.One of the "sources", a wiry young man wearing a green balaclava to shield his identity, stood with intelligence officers as a new batch of men handed over their identification to be checked against a computer database.-TELLTALE BEHAVIOUR-Most Islamic State militants are killed in battle, though Iraqi forces have captured alive a handful over the past week including a few from former Soviet republics and China.The intelligence officer said he had learned to pinpoint IS associates from how they behaved with him."You can tell because they are afraid. Those who are not Daesh are also afraid but it's different from the fear of those who are with Daesh," he said, without elaborating, using an Arabic acronym for Islamic State.The Iraqi military considers the screening process to be effective so far, but gives no figures.“We have a mechanism. We have names and sources but even so we don't know all of them. But there are people who cooperate; most of them are cooperative," the intelligence officer said.Some of those held in groups for interrogation were clearly motivated to expose IS supporters in their midst by the repression and brutality of Islamic State's rule in Mosul."People are cooperative because two years is a long time to be under constant pressure," the intelligence officer said."When you ask who among you is with Daesh, there are people who will point them out and say they did such and such. Like these guys, this morning I brought them one and asked if they knew him. Two of them got up and said he is Daesh."A U.S. intelligence official who asked not to be named said some Islamic State combatants had escaped Mosul as well as the Syrian city of Raqqa amidst the chaos of combat, but U.S.-backed forces' encirclement of both cities had reduced the risk of militants making their way out to carry out attacks elsewhere.-PERILOUS PASSAGE-People arrive at the initial screening site behind front lines just south of Mosul caked in dust, some carried on stretchers or the backs of others.The first thing they ask for is usually a cigarette. Smoking was forbidden under the Islamic State regime, but many people still risked lashes for a few puffs.Supplies of most commodities have run out and prices have skyrocketed in west Mosul since Iraqi forces cut off the last road westward to IS-controlled territory in Syria three months ago. Many families have subsisted on little more than bread.An elderly man waiting for security screening said people had died in their homes from hunger. "There was nothing to buy. You have money but what can you do, eat money?" he said."It's not that prices are high, (but that) there is no food. "Some people had to leave their dead relatives in their house."The journey out of western Mosul is treacherous and disorienting. Families are often separated and unsure when they will see each other again or where they will ultimately end up.Civilians say Islamic State has targeted them with mortars and snipers along the route, which takes at least an hour of walking and another half hour piled into military trucks.A 16-year-old shepherd lost part of his flock last week when a mortar crashed into it. He slaughtered the wounded animals and sold the meat to Iraqi policemen securing the area.This week, families were squatting in a ditch in the open desert waiting for trucks to carry them the rest of the way.A few women seized the opportunity to swap their black niqab veils for colourful headscarves, which show their faces and so were banned by Islamic State.Dawud Dargham was boarding a bus to a government-run camp after fleeing from a village near Mosul airport. He said he was anxious about the future. "There is a limit to what we can endure. BEIRUT (AP) — Clashes erupted in a densely-packed Palestinian refugee camp in southern Lebanon on Tuesday, wounding at least four people, including a three-year-old boy with a bullet-wound to the head, Palestinian security officials said.The Palestinian officials spoke on condition of anonymity because they were not authorized to brief reporters.One person was later reported dead, Lebanon's official news agency said.Witnesses could see smoke rising above the Ein el-Hilweh camp and hear gunfire echoing behind its walls from the nearby port city of Sidon.The U.N. agency for Palestinian refugees condemned the violence and said "armed actors" had entered one of its schools.Schools outside the camp's walls also closed, and staff and students were sent home. GENEVA/KUALA LUMPUR (Reuters) - South Korea called for "collective measures" to punish North Korea for using chemical weapons to kill the estranged half-brother of its leader Kim Jong Un, as Malaysia said on Tuesday it would charge two women with murder over the airport attack.Police have said the women smeared VX nerve agent, a chemical on a United Nations list of banned weapons of mass destruction, on Kim Jong Nam's face in an assault captured on security cameras in the Malaysian capital's airport on Feb. 13.U.S. and South Korean officials believe he was the victim of an assassination orchestrated by Pyongyang. North Korea said on Tuesday it "categorically rejects" what it called "fictitious and preposterous assumptions".Speaking at the U.N.-backed Conference on Disarmament (CD) in Geneva on Tuesday, South Korea's Foreign Minister Yun Byung-se said the use of chemical weapons was a "wake-up call" and the international community should act - including possibly suspending the isolated North's seat at the United Nations."Many international media pointed out that North Korea's use of chemical weapons for the targeted killing in a third country sent a very clear message to the world," South Korea's Yun told the Geneva forum."Namely this impulsive, unpredictable, trigger-happy and brutal regime is ready and willing to strike anyone, anytime, anywhere."North Korea called his comments "despicable and ill-natured".Kim Jong Nam had been living in exile, under Beijing's protection, in the Chinese territory of Macau, and had criticized the regime of his family and his half-brother, Kim Jong Un.Malaysian police arrested a Vietnamese woman, Doan Thi Huong, and an Indonesian, Siti Aishah, in the days after the attack.Police are also holding one North Korean man and have identified seven other North Koreans wanted in connection with a case that reads like the plot to a spy movie.Both women will be formally charged on Wednesday under section 302 of the penal code, which carries the death penalty, Malaysia's attorney general, Mohamed Apandi Ali, confirmed to Reuters in a text message.-DEADLY NERVE AGENT-VX is one of the deadliest chemical weapons ever created, far more potent than Sarin, the gas used in deadly chemical attacks in Syria in 2013 and in an attack on the Tokyo subway by a Japanese doomsday cult in 1995."Just a few grams of VX is sufficient for mass killing," Yun said."North Korea is reported to have not just grams but thousands of tonnes of chemical weapons, including VX, all over the country ... United Nations (United States) (AFP) - Russia and China on Tuesday vetoed a Western-backed UN resolution that would have imposed sanctions on Syria over chemical weapons use, as peace talks in Geneva showed no signs of progress on ending the nearly six-year war.The Security Council resolution drafted by Britain, France and the United States won nine votes in favor while three countries opposed it -- China, Russia and Bolivia. Kazakhstan, Ethiopia and Egypt abstained.UN resolutions require nine positive votes and no veto to be adopted.It was the seventh time that Russia, Syria's top military ally, has used its veto power to shield the Damascus regime.Russian President Vladimir Putin had warned earlier that imposing sanctions on Syria was "completely inappropriate" while talks were ongoing in Geneva on ending the war.US Ambassador Nikki Haley shot back: "This resolution is very appropriate.""It is a sad day on the Security Council when members start making excuses for other member states killing their own people," she said."The world is definitely a more dangerous place," she told the council after the measure was rejected.- 'Moment of truth' -The resolution would have put 11 Syrians, mainly military commanders, and 10 entities linked to chemical attacks in 2014 and 2015 on a UN sanctions blacklist.It included a ban on the sale of helicopters and of chemical agents to the Syrian armed forces or the government.A UN-led investigation concluded in October that the Syrian air force had dropped chlorine barrel-bombs from helicopters on three opposition-held villages in 2014 and 2015.French Ambassador Francois Delattre said the vote was a "moment of truth" for the council, arguing that chemical weapons use was a "negation of all civilization."The joint panel of the United Nations and the Organization for the Prohibition of Chemical Weapons (OPCW) also found that Islamic State jihadists used mustard gas in an attack in 2015.- US joins Britain, France at UN -The vote marked the first major council action by the new US administration of President Donald Trump, who is seeking warmer ties with Russia.France and Britain had circulated the proposed measure in December and the new US administration joined as a co-sponsor of the draft resolution this month.Russian Deputy Ambassador Vladimir Safronkov echoed Putin's view that imposing sanctions would have undermined peace talks and described the draft resolution as a "provocation" by the Western "troika".The Syrian government has repeatedly denied using chemical weapons in the war that has killed 310,000 people since March 2011.Chinese Ambassador Liu Jieyi argued that sanctions were premature and that the UN-OPCW panel should be allowed to complete its investigations."At present, investigations are still ongoing and therefore it is too early to reach a final conclusion," Liu told the council.China has joined Russia in vetoing six resolutions on Syria.Britain, France and the United States are the other veto-wielding permanent members of the Security Council.UN-brokered talks that opened on Thursday in Geneva ran into hurdles after Russia insisted that counter-terrorism be added to the agenda -- putting pressure on opposition groups with ties to Islamist fighters.Putin -- whose military intervention in Syria helped turn the tables in favor of Assad -- lamented that the negotiations in Switzerland are "not going as smoothly as hoped."Russia used its veto power twice to block demands for a ceasefire in Aleppo, the Syrian city that was seized by government forces in December.Russia and China also blocked in 2014 a request for the International Criminal Court to open up investigations of war crimes committed during the war in Syria.
