With about 10 months left in office, President Barack Obama is considering unprecedented moves to implement a two-state solution, according to a Wall Street Journal report.Senior US officials revealed that the President is looking to initiate a final negotiated settlement between Israel and the Palestinian Authority using United Nations Security Council resolutions, a step that would obligate not only Israel and the Palestinian Authority, but effectively determine the direction of US policy for the president’s successor as well.The report comes ahead of Vice President Joe Biden’s visit to Israel on Tuesday, where he is scheduled to meet with Israeli Prime Minister Binyamin Netanyahu and senior Palestinian Authority officials.On Monday, the Prime Minister’s Office reported that Netanyahu’s annual trip to the US, planned for later this month, had been cancelled. Israeli officials remarked that the cancellation was in part due to President Obama’s refusal to schedule a meeting with the Prime Minister. Later on Monday, the White House issued a statement denying those claims, asserting that the president had in fact invited the Israeli leader to talks during his visit.According to the plan described by senior US officials, Obama is considering reviving the dormant Middle East Quartet, a diplomatic body including the US, UN, EU, and Russia, to apply pressure to Israel and the Palestinian Authority to resume active negotiations.The President is also considering use of a United Nations Security Council resolution to forcibly extract concessions from Israel and the PA. The US has until now vetoed any such resolutions, though Mr. Obama has in the past threatened to allow them to pass.A Security Council resolution would be binding upon all parties, unlike General Assembly measures which are non-obligatory recommendations. Such a resolution would remain in force even after the president leaves office next January, effectively shaping the future of American policy in the region for Mr. Obama’s successors.The resolution would require Israel cease construction over the Green Line and would force Israel to recognize eastern Jerusalem as the capital of Palestine.At the same time, the Palestinian Authority would be obliged to officially recognize Israel as a Jewish state and would be pressured to give up the long-standing demand for a right of return.

TEHRAN, Iran (AP) — Iran has exported heavy water, a key component for one kind of nuclear reactor, to the United States as part of a landmark nuclear agreement, the country’s semi-official ISNA news agency reported on Tuesday.The report by ISNA quoted Iranian Deputy Foreign Minister Abbas Araqchi as saying that 32 tons of heavy water have been “sold” to the US since the agreement was implemented in January.Araqchi, who is in charge of observing implementation of the nuclear deal from the Iranian side, did not disclose the financial aspects of the sale or say why Iran exported heavy water only to the US and not to other countries — such as Britain, France, Germany Russia and China — that had reached the deal with Iran in July.This is the first high-tech product that Iran has sold to the United States. Before international sanctions were imposed on Iran over its controversial nuclear program, Iran had exported caviar, carpets and pistachios to the US.However, Araqchi did say that since January, Iran exported 10 tons of 3.5 percent enriched uranium to Russia and at the same time imported 140 tons of yellow cake, or uranium ore concentrate that is convertible to enriched uranium, from Moscow.Iran also imported some 60 tons of yellow cake from Kazakhstan.Those sales are all permissible under the nuclear deal that lifted sanctions imposed on Iran in exchange for curbs on its nuclear program.Heavy water, formed with a hydrogen isotope, has research and medical applications, but can also be used to produce weapons-grade plutonium. In January, Iran expressed hopes to export excess heavy water produced in the country’s only heavy water reactor in Arak to the U.S. through a third country, for uses in research.It said then that Savannah River National Laboratory near Jackson, South Carolina, has certified high purity of heavy water produced by Iran.Iran is still expected to produce some 20 metric tons (22 tons) of heavy water at Arak a year. It has said it would domestically consume about 6 tons for medical isotopes and is looking to export the rest.Under the deal with world powers, Iran is allowed to use heavy water in its modified Arak nuclear reactor, but must sell any excess supply of both heavy water and enriched uranium on the international market.

An Israeli man who was stabbed multiple times Tuesday afternoon in a terror attack in Petah Tikva managed to remove the knife from his neck and use it to stab and neutralize his attacker, aided by the store owner, police said.The attacker, a Palestinian, died a few minutes later, police said. The victim, an ultra-Orthodox man of about 40 who suffered multiple stab wounds to his upper body, was hospitalized in moderate condition. Five of the injured were described as being in critical condition.The terrorist stabbed his victims in at least three locations in an attack that lasted some 20 minutes, reports said.The attacker was shot dead by police after a chase from the Jaffa Port along the Tel Aviv beach promenade. Police said he was a 21-year-old man from the West Bank Palestinian refugee camp in Qalqiliya.After the attack, police sought to dispel rumors that a second attacker was at large.Graphic footage from the scene of the attack appeared to show a policeman shooting one round at the stabber as he lay on the ground, with civilians cheering and urging him and other officers to aim for his head.The Wolfson Medical Center in Tel Aviv confirmed one victim, a 29-year-old American tourist, arrived at the hospital dead, and one other was being treated in the trauma unit in critical condition.
