Defense officials are concerned that an Islamic State affiliate operating near the Syrian border with Israel has acquired chemicals weapons and may be planning to test them, Channel 10 news reported Tuesday.The report said officials believed the Yarmouk Martyrs Brigade, a terrorist group affiliated with the Islamic State and based on the Syrian side of the Golan Heights, may have recently gotten its hands on chemical weapons which once belonged to the Assad regime.Israel is closely monitoring the organization, and believes it may be planning tests of the weapons’ capabilities.The Channel 10 report noted that the group was not currently concerned with Israel and was not directing offensive efforts against it, being preoccupied with fighting other groups in the Syrian civil war. Any chemical weaponry in their hands was thus not considered an immediate threat to Israelis. But officials fear this may well change in the future.The Islamic State’s possession of chemical weapons has been a major point of concern among Western governments.Earlier this month, the group reportedly mounted a deadly gas attack against Syrian troops at a besieged eastern airbase.On March 9, a suspected IS gas attack on the Iraqi town of Taza, south of Kirkuk, killed three children and wounded some 1,500 people, with injuries ranging from burns to rashes and respiratory problems.While the chemical agents allegedly used by IS so far have been among their least effective weapons, the psychological impact on civilians is considerable.A total of 25,000 people fled their homes in and around Taza last month, fearing another attack.AFP contributed to this report.

Three Palestinians from Nablus suspected of plotting a terrorist attack against Israelis were arrested overnight in the East Jerusalem neighborhood of Jabel Mukaber, the Shin Bet security agency said Tuesday.The joint police and Shin Bet sting operation nabbed the three, who were allegedly planning a terror attack in Jerusalem over the Passover holiday.The Shin Bet said that the three had no weapons on their persons at the time of their arrest, but “expressed the intention to carry out a terror attack in the immediate future.”The three were all residents of the West Bank city of Nablus, but were located in an East Jerusalem apartment at the time of their arrest. It was not immediately clear if they were simply passing through the Jabel Mukaber neighborhood or had been illegally living there for some time.“The three were arrested and handed over to security forces for questioning,” the Shin Bet said in a statement.The suspects reportedly did not have an arrest record nor were they known members of a terrorist organization.In the West Bank, IDF soldiers arrested three other Palestinians for undisclosed reasons. One was arrested in Qalandiya, while the other two were arrested in villages outside of Bethlehem.The arrests came just a week after a bomb exploded on a Jerusalem city bus, injuring 20. US tries, fails to mimic Israeli ‘roof-knock’ bomb warning in Iraq-American pilot first fires non-lethal device as a heads-up to an impending attack; woman still dies as she runs back inside after initial blast-By Judah Ari Gross April 26, 2016, 9:44 pm-THE TIMES OF ISRAEL

The US military employed an Israeli technique, albeit unsuccessfully, of warning civilians prior to an airstrike, known as “roof-knocking,” in the Islamic State stronghold of Mosul, Iraq, a senior American air force officer told reporters Tuesday.The technique has been used extensively by Israel in its operations in the Gaza Strip over the years in an attempt to minimize civilian casualties in a densely populated urban area, but only debuted on April 5 in an American operation, Maj. Gen. Peter Gersten said via video link from Baghdad.In the “knock on the roof” technique, as its known, pilots drop a non-explosive device on a building, which warns the occupants of an imminent bombing and allows them to escape unharmed. However, this tactic is not perfect, and some Gaza residents have been killed by the initial blast or in the following airstrike, if they were unable or unwilling to exit the building.It has thus far only been employed once by US troops and, unfortunately, the American attempt to copy this tactic was ultimately unsuccessful, but Gersten indicated it was part of a renewed effort by the US military to minimize civilian casualties.In addition, he said, the also-Israeli tactic of dropping warning leaflets has also been adopted by US troops in Iraq and Syria.Earlier this month, coalition forces tracked a local leader of the Islamic State to a building in Mosul, where fighters would regularly meet to receive some of the approximately $150 million stored in the facility.This was part of an ongoing coalition effort to bomb and deplete IS cash reserves. Thus far some $800 million has been destroyed, Gersten told reporters.However, they also spotted “a female and her children” entering and exiting the building, according to Gersten, Deputy Commander of Operations and Intelligence in the campaign against IS, known in America as Operation Inherent Resolve.The US troops dedicated reconnaissance and surveillance efforts to create a “pattern-of-life study,” in order to track the non-combatants in the facility, the general said in a US Department of Defense briefing.“We formulated a plan to ensure that those women and children and the non-combatants were clear of that objective,” he said.In order to warn the civilians, the pilot “put a Hellfire (missile) on top of the building and air burst it ” — detonated the explosive above the target — “so it wouldn’t destroy the building, simply knock on the roof, to ensure that she and the children were out of the building,” Gersten said.“We did see the woman and child leave,” he said.However, after the pilot fired the first Hellfire missile as a warning, the woman “ran back into the building” and was killed in the full explosive airstrike.“It ultimately ended in a civilian casualty,” Gersten said. “We watched; it was very difficult for us. It was within the final seconds of the impact.”Video of the attempt was not immediately available, but Gersten told reporters in the Pentagon it would be forthcoming.This technique was first conceived and employed by the Israeli Air Force, and Gersten admitted “that is exactly where we took the procedure from,” but US coalition forces did not consult with Israel in order to learn how to carry out the “knock on the roof” technique.“We didn’t work with them, but we have watched and observed their procedure,” Gersten said.Though many have praised Israel for employing this technique and others to limit civilian casualties, others — including the UN and Amnesty International — say it is ultimately ineffective at preventing the deaths of non-combatants.Col. Richard Kemp, the former commander of British troops in Afghanistan, defended the technique in a report on Israel’s 2014 war with Gaza, known in Israel as Operation Protective Edge, saying tactics like it are unparalleled in the world’s militaries.“That threshold isn’t something other nations could handle,” Kemp said.The United Nation’s report on the 2014 Gaza conflict said the practice does not deliver a clear enough warning to civilians of what’s to come.“In an area with buildings all around, how can the recipient of such a ‘roof-knock’ know which building he or she should avoid if this is not specified in the message?” the report asked.Gersten did not indicate whether or not this “roof-knocking” technique would become standard operating procedure before future coalition airstrikes, but said that upon thorough review, despite its failure in this case, commanders did not find any issues with the tactic itself.

Two people were killed and two others were injured in a shooting Tuesday night in an Arab town in northern Israel.Two men were pronounced dead after the shoot-out in I’billin, east of Haifa. One of the men was in his 30s, according to Hebrew reports.The fatalities were not immediately identified.The two other injured men were evacuated to Haifa’s Rambam Medical Center for treatment, and were in serious condition.Police arrived at the scene of the shooting and have launched an investigation. Officials said the incident was likely related to a feud between families.Israeli Arab leaders have long called on the government to confiscate illegal weapons in Arab communities, which are prevalent.

A synagogue in the center of the French city of Marseille was sold to a Muslim association that is planning to turn it into a mosque.The Or Thora synagogue on Saint Dominique Street near the Saint-Charles train station was sold a few months ago for approximately $400,000 to the Al Badr Association ahead of its reopening in the summer, the local daily La Provence reported Tuesday.The switch reflects a demographic shift in which, over the past 16 years, tens of thousands of Marseille Jews have left its once heavily Jewish center for the city’s more affluent suburbs, La Provence reported.Saint Dominique Street already has one mosque operated by the Al Badr Association, La Provence reported, but the group is looking for another one because it is so crowded that Muslim worshippers pray on the sidewalk on Fridays. Meanwhile, Or Thora, which has a capacity of 250, sometimes has as few as 10 worshippers.Marseille, a seaside city of 800,000, has about 250,000 Arab residents and 80,000 Jews.Responding to anti-Semitic attacks over Israel, Jews in the city have gravitated away from center and northern Marseille in favor of middle-class neighborhoods in its south in greater numbers than before the year 2000, according to Elie Berrebi, the director of Marseille’s Central Jewish Consistoire.Approximately 80 percent of Marseille’s Jews now live in that part of town, he said. Palestinians on Tuesday inaugurated a giant statue of Nelson Mandela donated by the South African city of Johannesburg to their political capital in the West Bank.The six-meter (20-foot) two-ton bronze statue was a gift from Johannesburg with which Ramallah is twinned.“I think that Nelson Mandela himself would have been extremely proud of what has been done today,” Parks Tau, the mayor of the South African city, told AFP.Palestinian Authority President Mahmoud Abbas also attended the ceremony at the renamed Nelson Mandela Square in the Al-Tireh district.Mandela, who died in 2013, was South Africa’s first president after the era of apartheid, a regime of segregation that the Palestinians accuse Israel of also imposing. Prime Minister Benjamin Netanyahu on Tuesday ordered the attorney general to investigate whether an East Jerusalem school that hosted the parents of a Palestinian terrorist could be prosecuted for incitement.The announcement came a day after the son of one of three men killed by Baha Allyan on a Jerusalem bus in October asked to speak at the Jabal Mukaber school, after it emerged that Allyan’s parents and brother had appeared at an event there.“Prime Minister Benjamin Netanyahu has ordered an inquiry into whether activity at a school in the eastern Jerusalem neighborhood of Jabel Mukaber – which invited parents of terrorists who had committed attacks to appear before pupils – constitutes incitement,” a statement from Netanyahu’s office Tuesday night read.In late March, the privately run Elementary School of Jabel Mukaber hosted officials from the Palestinian Education Ministry along with Mohammed Allyan, Baha Allyan’s father, and his mother and brother.Allyan, a 22-year-old graphic designer, was one of two terrorists from Jabel Mukaber who attacked the number 78 bus on October 13 with guns and knives, killing three. Security forces shot and killed Allyan at the scene; a second terrorist, Bilal Ranem, was captured alive.According to a Facebook post since removed from the school’s Facebook page, Allyan’s mother urged the students to use knowledge instead of weapons.The mother “taught them a great lesson whose gist is that the struggle can also be done through education, the pen, and culture and they can live their childhood with all of its hope, meaning, and dreams,” the post read.The post referred to Allyan as a martyr, which is standard practice in Palestinian society. There was no mention of what his brother and father said at the event. The school declined a Times of Israel request to comment.-Fighting incitement-Netanyahu has made stemming what he terms Palestinian incitement toward violence a central plank of his counter-terror policy, urging world leaders to pressure Ramallah to halt the glorification of killers.Jerusalem has also waged a campaign for social media platforms to remove posts they see as pushing or glorifying Palestinian terror.Micah Lakin Avni, the son of peace activist Richard Lakin, who was injured in the bus attack and died two weeks later, has also embarked on an effort to pressure Facebook over “inciting” posts.On Sunday, Avni asked the Jabal Mukaber school to allow him to speak to the students about his father’s legacy.Richard Lakin, a 76-year-old former American school principal and civil rights activist, was known for his efforts to foster Jewish-Arab coexistence.Two other Israelis were killed in the attack — Haviv Haim, 78, and Alon Govberg, 51.Avni told Israeli news site Ynet after learning that the school had invited Allyan’s family members to address students, he contacted the principal and asked him “to invite me to give a talk to show the other side of the picture, and how we can live together in coexistence by respecting each other, and resolving conflicts by talking rather than fighting.”Avni said he’d heard of several events across the West Bank where Mohammed Allyan was invited to speak, and in which Bahaa Allyan’s and others’ actions were praised. The UN Security Council on Tuesday rejected Prime Minister Benjamin Netanyahu’s assertion that the annexed Golan Heights would “forever” remain under Israeli control and expressed concern over his statements.The 15-member council agreed that the status of the Golan, which Israel captured from Syria in 1967, “remains unchanged,” said Chinese Ambassador Liu Jieyi, who holds this month’s council presidency.Liu recalled a 1981 resolution which states that Israel’s “decision to impose its laws, jurisdiction and administration in the occupied Syrian Golan Heights was null and void and without any international legal effect.”The council statement followed remarks made by Netanyahu earlier this month when his cabinet held a meeting in the territory, a first for an Israeli government.“The Golan Heights will remain in the hands of Israel forever,” Netanyahu said at the start of the meeting, held amid fears that Israel could come under pressure to return the Golan as part of a future peace deal for Syria.“Israel will never withdraw from the Golan Heights,” he said.Council members “expressed deep concern” over the Israeli statements and “stressed that the status of the Golan remains unchanged,” said Liu.Danny Danon, Israel’s Ambassador to the UN, denounced the Security Council for discussing an issue that “completely ignores the reality in the Middle East.”“While thousands of people are being massacred in Syria, and millions of citizens have become refugees, the Security Council has chosen to focus on Israel – the only true democracy in the Middle East,” Danon said in a statement Tuesday evening “It’s unfortunate that interested parties are attempting to use the council for unfair criticism of Israel,” the ambassador added.Israel captured the Golan from Syria in the 1967 Six-Day War and effectively annexed it in 1981. The international community never accepted the annexation, and Israeli leaders see in the turmoil in Syria a chance to convince the world to recognize Israeli sovereignty over the Golan.According to a report on Israel’s Channel 2 earlier this month, the first clause of a draft agreement aimed at settling the brutal civil war in Syria, being worked on with the support of the US, Russia and other major world powers, specifies that the Golan Heights is Syrian territory and must be returned to Syria.In November, Netanyahu reportedly asked US President Barack Obama to recognize Israel’s sovereignty over the area, given the civil war. Obama refused to even reply, according to Israeli media accounts.Netanyahu’s statement on holding the Golan drew alarm and condemnation internationally, including from Israel’s allies and from Syria.Deputy Syrian Foreign Minister Faisal Mekdad warned in response that his war-torn state would retake the plateau by any means necessary.The Arab League, European Union and the United States also objected to Netanyahu’s remarks on the strategic plateau, among others.

Minor clashes broke out between Muslim worshipers and Israeli police on the Temple Mount in Jerusalem on Tuesday after two Jewish men who entered the contested holy site bowed down in prayer, violating rules of entry to the compound. They were set upon by Muslims at the site and were immediately escorted away by police.A brawl ensued between police and Muslims. There were no immediate reports of injuries in the clashes.A total of eight Jewish visitors were removed by Israel Police officers from the Temple Mount on Tuesday morning for violating an Israeli ban on Jewish prayer on the flashpoint holy site, considered the holiest in Judaism, and the third holiest in Islam.It is forbidden for Jews to pray on the Temple Mount, which is known by Muslims as the Al-Aqsa compound, according to a 1967 Knesset ministerial committee decision. Though heavily contested by right-wing activist groups, this rule has been upheld by courts.Those found doing so are ejected from the site, and frequent violators of this rule can be issued restraining orders from the Temple Mount.The eight men were not arrested, but were instead taken away from the site. It wasn’t clear whether any of the Muslim men who clashed with police were arrested, a police spokesperson said.A video from the incident uploaded by a Palestinian news site on social media showed two young Jewish men prostrating themselves on the ground on the Temple Mount, surrounded by police, at the moment when the skirmish began.During the clash, Muslim worshipers could be heard chanting in Arabic, “God is great” and “With blood we will redeem Al-Aqsa.”Israeli security forces beefed up their presence around the Old City of Jerusalem and the Temple Mount compound ahead of this week’s Passover holiday to prevent violence.The Temple Mount was the site of two Jewish temples in antiquity and it is considered the holiest site in Judaism. A scientist who was among the founders of the Dimona nuclear reactor on Tuesday said the 53-year-old facility should be shuttered for safety reasons, after a report detailed over 1,500 problems with the aging plant.Dr. Uzi Even, a former Meretz party member, was responding to a report that said breakthrough ultrasound testing has revealed 1,537 defects and flaws at the aluminum core in Israel’s nuclear facility situated near the southern city.Scientists who studied the aging nuclear reactor last year said that, for now, the defects don’t pose any immediate danger. The findings were released during a scientific forum held in Tel Aviv this month, Haaretz reported Tuesday, the 30th anniversary of the Chernobyl nuclear disaster.“It doesn’t come as a surprise. I’ve been warning about this possibility for many years,” Even told Israel Radio.“It may be the oldest reactor in the world,” he said, adding that many of the nuclear plants built around the world in the 1960s have been shuttered.Even urged Israel to halt operations at the site.“If you’re asking me if there is a point in continuing operating a 53-year-old reactor, the answer is certainly not,” he said.The nuclear physicist also criticized the limited monitoring at the nuclear site. Although Israel is not a signatory to the Treaty on the Non-Proliferation of Nuclear Weapons — and is therefore not subject to scrutiny by the International Atomic Energy Agency — it has voluntarily accepted to operate in accordance with the IAEA’s safety regulations. An independent commission monitoring the reactor reports directly to the prime minister.Only once has this commission revoked the operating license of a reactor for safety issues, according to Haaretz.Even said Israel would not be able to build a new nuclear plant without international help, nor can it renovate the aging reactor in southern Israel.Israel doesn’t have the capabilities to build a new reactor, he said, adding that “there is no one in the world who will agree to sell us such a reactor unless we sign” the non-proliferation treaty. Moreover, it cannot manufacture the parts needed to repair the site, he maintained.“It had a very specific goal when it was founded in the 60s. But 50 years is a long time, and a lot has changed,” he said.At the same time, he maintained that there had been no leaks from the reactor, as far as he knows, since it was built. The site is far smaller than those in Chernobyl or Fukashima, he said, and any fallout in the event of a leak would therefore be on a smaller scale. However, he said Israel ought to preemptively close down the site.The core’s reactor is made of cement-coated metal. The fuel rods are inserted into the core, where nuclear fusion takes place. Over the years, the core absorbs tremendous amounts of heat and radiation, which slowly cause a degeneration of its materials.The Dimona core, which was provided by France in the 1950s and put into action in 1963, was intended to be operational for up to 40 years. But it has exceeded the intended time frame by over a decade, to the consternation of scientists at the site, the Haaretz report said.When US diplomatic cables were leaked to the public as part of the WikiLeaks scandal, a telegram by the US Embassy revealed that in 2007 Prof. Eli Abramov, then deputy director general of the reactor, briefed senior Americans and told them the reactor’s systems were being changed.But, according to Abramov, the core cannot be replaced as a solitary unit, and so a whole new facility must be built in order to accommodate a new one.In light of the delicate state of the nuclear core, the reactor is not operated as often as it used to be, the report said.

KIEV, Ukraine (AP) — With flowers, candles, anger and tears, Ukraine on Tuesday marked the 30th anniversary of the explosion at the Chernobyl nuclear plant, the world’s worst nuclear accident. Some survivors said the chaos of that time is etched in their minds forever.Ukrainian President Petro Poroshenko led a ceremony in Chernobyl, where work is underway to complete a 2 billion euro ($2.25 billion) long-term shelter over the building containing Chernobyl’s exploded reactor. Once the structure is in place, work will begin to remove the reactor and its lava-like radioactive waste.The disaster shone a spotlight on lax safety standards and government secrecy in the former Soviet Union. The explosion on April 26, 1986, was not reported by Soviet authorities for two days, and then only after winds had carried the fallout across Europe and Swedish experts had gone public with their concerns.“We honor those who lost their health and require a special attention from the government and society,” Poroshenko said. “It’s with an everlasting pain in our hearts that we remember those who lost their lives to fight nuclear death.”About 600,000 people, often referred to as Chernobyl’s “liquidators,” were sent in to fight the fire at the nuclear plant and clean up the worst of its contamination. Thirty workers died either from the explosion or from acute radiation sickness within several months. The accident exposed millions in the region to dangerous levels of radiation and forced a wide-scale, permanent evacuation of hundreds of towns and villages in Ukraine and Belarus.The final death toll from Chernobyl is subject to speculation, due to the long-term effects of radiation, but ranges from an estimate of 9,000 by the World Health Organization to one of a possible 90,000 by the environmental group Greenpeace.The Ukrainian government, however, has since scaled back benefits for Chernobyl survivors, making many feel betrayed by their own country.“I went in there when everyone was fleeing, we were going right into the heat,” said Mykola Bludchiy, who arrived in the Chernobyl exclusion zone on May 5, just days after the explosion. “And today everything is forgotten.
