Leaders of Russia, Iran, Azerbaijan discuss closer ties-At first trilateral economic summit, presidents Putin, Rouhani and Aliyev call for greater international efforts against ‘terror’-By Stuart Winer and AP August 9, 2016, 12:12 pm-THE TIMES OF ISRAEL

The leaders of Russia, Iran, and Azerbaijan signed a joint deceleration on Monday urging stronger global action against “terrorism” and organized crime.Russian President Vladimir Putin, Iranian President Hassan Rouhani, and Azerbaijan President Ilham Aliyev met in Baku, Azerbaijan, for a trilateral summit officially aimed at developing economic cooperation. It was the first time the three nations held such a meeting, and the leaders said the new format should help improve ties.Putin said the three nations needed to cooperate more closely to tackle threats posed by the Islamic State group and other extremists as well as other challenges. Rouhani offered to host the next summit in Tehran. The Iran-based Mehr News Agency reported that the presidents pledged to fight against “terrorism, transnational organized crime, arms smuggling and drug trafficking in the region.”Prior to the trilateral talks, Putin met separately with both Aliyev and Rouhani, hailing his nation’s “multifaceted” cooperation with Iran and burgeoning economic ties with Azerbaijan. The talks touched on a prospective railway link between Iran and Azerbaijan that is expected to become part of a transport corridor running from India all the way to St. Petersburg in Russia, and providing a faster and cheaper alternative to existing sea routes.“The north-south transport corridor would be highly efficient,” Aliyev said during the talks. He added that construction is already underway to link Azerbaijani and Iranian railways.“The Baku summit prepares the ground for cementing regional ties, resulting in regional stability and security,” Rouhani said, according to the Iranian president’s website. He also highlighted Iran’s strengthening bond with Russia.“Tehran welcomes development of ties with Moscow,” he said. “The two countries’ relations have been developing in recent months.”Rouhani also commented on the agreement signed last year between Iran and world powers that curbed his country’s renegade nuclear program in return for relief from tough economic sanctions.“The role of Russia in the success of these negotiations and precise and full implementation of commitments of all parties in [the deal] has been constructive and positive,” he said.

Swedish church to drop Bibles in IS-controlled areas-Group to use drones to deliver electronic Christian message and ‘pass on the hope and love’-By Times of Israel staff August 7, 2016, 7:58 pm

A Swedish church group plans to use drones to drop thousands of tiny electronic Bibles in areas of Iraq controlled by the Islamic State. The Livets Ord (Word of Life) evangelical congregation hopes to influence Iraqis with the Christian messages of the Bible.“Our ambition is to pass on the hope and love that can fit in the Christian gospel to a population living in closed areas where human rights are denied,” the group wrote on its Swedish-language website. The actual air drop will be carried out by another, as yet unnamed, group.“The Bibles are the size of pill boxes and have a display. They require no electricity, but work on their own,” Livets Ord mission director Christian Ã…kerhielm told broadcaster SVT. It was not clear what language the texts were in.Livets Ord denied media reports that their actions constitute an attack on the Islamic State.“The project has been in the media portrayed as an ‘attack on IS,’ or with the terror group as the main target. This is not true,” it said in a statement on their website. The electronic Bible air-drop is done “in parallel with humanitarian efforts, medical team in refugee camps and distributing food and clothing to the needy,” it said.Livets Ord sends missionaries to many countries, including Russia, Ukraine, Armenia, Azerbaijan, Tajikistan, Afghanistan, Israel, and India. The organization is also very supportive of Israel. Over the past 25 years it have sent more than 13,000 people to educational courses in the Jewish state. It also funds and operates “Operation Jabotinsky” which helps Jews from the former Soviet Union emigrate to Israel. The group claims to have helped 18,000 Jews move to Israel.

Gaza portrayed as idyllic paradise in new Hamas propaganda video-Pre-election clip also celebrates group’s supposed victories over Israel, with images of fallen soldier’s replica dog tags-By Times of Israel staff August 9, 2016, 12:42 am

With an eye on October’s municipal elections in the Palestinian territories, the Hamas terror group has produced a slick video showing a supposedly prosperous Gaza Strip under its rule, featuring smiling people holding up signs with the hashtag “Thank you Hamas.”Included in the video is an image of a metallic fist statue perched atop what appears to be an IDF armored vehicle. The fist clutches a replica of fallen soldier Oron Shaul’s dog tags. The tags bear Shaul’s army number — 6092065.Shaul was killed in action during the 2014 Gaza war, and Hamas initially claimed it had captured him alive. He was subsequently pronounced dead by the IDF and Hamas has refused to return his body.Gaza is widely reported to be a poverty-stricken territory constantly teetering on the verge of collapse. But the video paints a completely different picture, as the organization seeks to show Palestinians — in the West Bank as well as Gaza — its achievements since seizing power in the enclave in 2007.The video makes no mention of neighborhoods and homes destroyed in the 2014 war. Instead it shows life in Gaza to be almost idyllic, as it cuts between breathtaking views of beaches, parks, stores, municipal buildings and mosques. Smiling, seemingly happy people wave to the camera, living in what appears to be an oasis of green. It also highlights functioning law enforcement, children on roller-blades, high-rise buildings and a vibrant nightlife. University graduates, football teams, ambulance staff, fishermen and families, meanwhile, all pledge their support for Hamas. The Islamist group — considered a terror group by Israel and most Western governments — agreed last month with the rival Fatah movement to hold municipal elections in both Gaza and the West Bank in October, for the first time in 11 years.Hamas has ruled Gaza since a bloody coup saw it oust PA President Mahmoud Abbas’s Fatah from the coastal territory in 2007. The terror group, which seeks to destroy Israel, has been a frequent critic of Fatah over the PA’s cooperation with Israel on security matters. PA security forces frequently arrest Hamas members in the West Bank, where Fatah is a dominant power fending off Hamas attempts to increase its influence.According to local opinion polls and political experts, Hamas — which has been enjoying unusual popularity in the West Bank and remains well-supported in Gaza — is expected to make significant gains in the upcoming elections for local councils.

Israel razes three EU-funded Palestinian homes in West Bank-Demolitions follow Brussels’ promise to continue funding shelters even in areas under full IDF control, despite Israeli objection-By Dov Lieber August 9, 2016, 12:57 pm-THE TIMES OF ISRAEL

Israeli authorities on Tuesday demolished three European Union-funded shelters in the West Bank, drawing condemnation from a local human rights group. The demolitions of the three shelters and two other structures took place in the Palestinian village of Umm el-Kheir, a small Bedouin village near the Israeli settlement of Carmel in the South Hebron Hills. It is in Area C of the West Bank, which is entirely under Israeli military control. The Israeli human rights organization B’Tselem said 27 people lived in the demolished structures, of whom 16 were minors. They all lost their homes in previous demolitions in the same village, its statement said.In April, six EU-funded modular homes were demolished in Umm el-Kheir.B’Tselem said Tuesday morning’s demolitions “demonstrate that the Israeli government continues its policy of destruction of Palestinian communities in favor of expanding [Jewish] settlements, a policy that drew international criticism in a recent Quartet report.”That report by the Middle East Quartet — representatives of the US, UN, EU and Russia — released in early July, accused Israel of undermining a two-state solution by making it nearly impossible for Palestinians to build in Area C, while allowing the expansion of Israeli settlements in the area.Israeli authorities regularly demolish homes built by Palestinians in Area C, arguing they are built illegally without permits and outside areas zoned for Palestinian building. Israel does not balk at demolishing EU-funded structures, despite the open tension it causes with its powerful ally. While Israeli authorities did not immediately respond to an inquiry about Tuesday’s demolitions, the pro-settlement group Regavim praised the move, saying its complaint had led to the action.“This morning’s action comes after years of lobbying against the EU’s rampant illegal building across Area C in total disregard for international law,” the group said in a statement. “Regavim’s work is beginning to bear fruit with a large increase in demolitions of European structures. We will not stop until there is a total European exit from all Israeli territory.”EU Ambassador to Israeli Lars Faaborg-Andersen said on July 27 that Israel had demolished nearly a million euros’ worth of modular homes donated by the EU to the Palestinians in Area C.During the first six months of 2016, Israel razed 91 houses built with “support of the European Union,” up from 70 in all of 2015, he said. The EU has invested €21 million in the last two years for development and humanitarian aid for Palestinian in the past two years, he added.Faaborg-Andersen said the EU would continue to provide aid to the Palestinians in Area C, despite the tension it generates with Jerusalem.

Israel charges UN employee with aiding Hamas in Gaza-In third such case in a week, Shin Bet claims Development Program engineer directed resources to Palestinian terror group-By Judah Ari Gross August 9, 2016, 1:38 pm-THE TIMES OF ISRAEL

Israel on Tuesday accused a United Nations employee of taking advantage of his position to assist the Hamas terrorist group in the Gaza Strip, the third such allegation in less than a week.According to the Shin Bet security service, Wahid Abd Allah Borsh, 38, an engineer in the UN’s Development Program, both funneled resources to the terrorist group and kept Hamas out of trouble with the international organization. In July, Shin Bet officers arrested Borsh, a resident of Jabaliya in the northern Gaza Strip, as he made his way into the coastal enclave through the Erez Crossing, the security service said.During his interrogation, Borsh told investigators that in 2014, he was directed by Hamas to “focus on his work in the UNDP in a way that would allow Hamas to extract the greatest possible benefit from him,” the Shin Bet said.“This investigation also demonstrates how Hamas exploits the resources of international aid organizations at the expense of the civilian population of the Gaza Strip,” the security service said. The UNDP did not have an immediate response to the allegations, but said it planned to release a statement “within the hour.”Hamas, meanwhile, denied the allegations in an official statement. The group’s spokesperson Sami Abu Zurhi called the accusations “false and baseless,” and said they were aimed at helping Israel strengthen its “siege” of Gaza.If Israel persists in its policy of accusing aid organizations in Gaza, it would face “dangerous consequences,” Zurhi said. The UNDP has operated in the West Bank and Gaza since the late 1970s. In recent years, its Gaza branch has focused on rebuilding the homes and businesses destroyed in the conflicts between Israel and Hamas. In light of the allegations, the Foreign Ministry demanded the United Nations carry out an “immediate investigation of the incident in order to ensure that an organization that is supposed to work toward peace and calm is not supporting a murderous terrorist group,” Deputy Foreign Minister Tzipi Hotovely said in a statement.“Along with that, we must increase the oversight of the moneys that flow to human rights organizations, which are repeatedly used to transfer money to terrorist groups,” she said.In addition to directing material support to Hamas, Borsh allegedly helped the group keep its weapons and materiel after they were found in UN locations.“For example, when weapons or terrorist tunnel openings were discovered in houses being handled by the UNDP, Hamas would take control of the site and confiscate the arms and other materials,” the Shin Bet said.“This violates clear UN procedures according to which UNMAS is supposed to be immediately notified as the United Nations Mine Action Service is the UN body in charge of dealing, inter alia, with explosive remnants of war,” it said.Through his work as an engineer, Borsh allegedly directed the UNDP to work on projects that would benefit Hamas.“In 2015, he helped build a marina for the use of the military arm of Hamas in the northern Gaza Strip, using UNDP resources,” the Shin Bet said.During that same year, he “worked to persuade UNDP managers to prioritize the rehabilitation of housing in areas populated by Hamas members, following a request he received from Hamas.”During his interrogation, Borsh also gave Israeli security officers information on other employees of international aid organizations with ties to Hamas, along with the locations of “tunnels and military bases which he had been exposed to during his work in Gaza.”On Tuesday, Borsh was formally charged in a Beersheba court for assisting a terrorist organization. The indictment came on the heels of two other cases of Hamas operatives allegedly infiltrating international aid organizations. On Thursday, the Shin Bet claimed that Muhammad Halabi, the manager of the World Vision charity’s operations in Gaza, had funneled millions of dollars to Hamas over the years. And on Monday, the Britain-based Save the Children organization said it would begin investigating allegations made by Israel that one of its employees had been recruited by Hamas.Israel’s ambassador to the UN Danny Danon called on the international body to take rapid action against Hamas.“These are not independent incidents, but a worrying trend of Hamas terrorists systematically taking advantage of UN groups,” Danon said in a statement.“If the UN is really interested in improving the lives of Gaza residents, it must immediately stop and dismiss any employee who works in the service of Hamas and cut all ties with organizations that assists terrorist,” the ambassador added.

Signaling priority shift, Biden omits Israel from foreign policy adieu-Jewish state barely gets a mention in US vice president’s parting treatise on ‘opportunities for the next administration’-By Raphael Ahren August 9, 2016, 3:09 pm-THE TIMES OF ISRAEL

A lengthy article about Washington’s foreign policy challenges written by US Vice President Joe Biden makes no mention of the Israeli-Palestinian conflict, indicating the establishment of a Palestinian state may no longer be a top priority for the current US administration. As US President Barack Obama enters the last few months of his second term, Israeli officials fear that he could seek to leave his mark on the region by supporting a pro-Palestinian resolution at the United Nations Security Council or making a major foreign policy speech outlining what he views as the general parameters of an eventual peace agreement. But while US officials have repeatedly stated that they continue to seek a two-state solution, Biden’s striking omission of the Palestinian issue follows Obama’s State of the Union address in January, in which, for the first time in his term, he did not mention Israel or the Palestinians.Biden’s 4,500-word article in this week’s Foreign Affairs magazine, entitled “Building on Success — Opportunities for the Next Administration,” deals with such issues as America’s relations with China and Russia, Washington’s ties with Asian countries, the Iranian nuclear deal, global terrorism, climate change and cyber-defense. But it only mentions Israel tangentially, in a defense of last year’s landmark nuclear deal with Iran.“Tehran is neither a friend nor a partner. But our willingness to break taboos and engage the regime directly, combined with our success in mobilizing unprecedented international pressure on Iran to negotiate, peacefully removed one of the greatest threats to global security: the specter of Iran gaining a nuclear weapon,” Biden wrote. One year after the agreement was signed it is clearly working, the vice president asserted, arguing that it would be dangerous to cancel it. “Tearing up the deal now, as some have proposed, would leave Iran’s nuclear program unconstrained, increase the threat to Israel and our partners in the Gulf, turn the international community against the United States, and sharply raise the prospect of another major war in the Middle East.”In recent days, the argument between Jerusalem and Washington over the merits of the so-called Joint Comprehensive Plan of Action has been making headlines again. In a press conference, Obama had suggested that today even Israeli security officials agree that it was a good deal. Israel’s defense minister reacted with an usually harsh response, comparing the pact with the Munich Agreement the Allied powers struck with Hitler Germany before World War II broke out. On Monday the Defense Ministry half-apologized for its statement, saying it was “in no way intended to draw comparisons, historical or personal.”“Critics of engagement should remember that the nuclear deal was never meant to resolve all our problems with Tehran,” Biden wrote in the article. “Engaging Iran need not come at the expense of our ironclad commitments to our allies and partners in the Middle East, including Israel. The United States has retained all the means necessary, including targeted sanctions, to hold Iran accountable for its ballistic missile activities, support for terrorism, and human rights violations, and we are committed to working with our allies and partners to push back against Iran’s destabilizing behavior.”

Palestinian woman held for pulling knife in Hebron-Border Police officers pepper spray and detain suspect who threatens them with blade at checkpoint-By Times of Israel staff August 9, 2016, 4:39 pm

Border Police on Tuesday arrested a Palestinian woman who allegedly threatened them with a knife at a checkpoint near the Tomb of the Patriarchs in Hebron, police said in a statement.During a security check at the Abu Rish checkpoint in Hebron, the woman took a knife from her bag and “threatened to carry out a stabbing” against the officers, according to police.Using pepper spray, the officers overpowered the woman and arrested her and took her in for questioning. No one was hurt in the incident. The woman’s identity was not released. Palestinian media shared a photo of what appeared to be the woman being detained by Border Police at the checkpoint.

Soldiers, Palestinians clash during West Bank arrest raid-Troops open fire, reportedly injuring 7, after residents of Deheishe refugee camp throw rocks and pipe bombs at them-By Judah Ari Gross August 9, 2016, 11:40 am-the times of israel

Israeli troops clashed with residents of the Deheishe refugee camp outside Bethlehem during an arrest raid early Tuesday morning, the army said.Seven Palestinians were injured in the raid, according to Palestinian media. The IDF did not confirm there were injuries among the Palestinians. No soldiers were wounded in the clash, the army said. The soldiers had come to the refugee camp to arrest Nidal Abu Aker, a member of the Popular Front for the Liberation of Palestine terrorist organization. The army would not specify why Abu Aker was picked up on Tuesday night. After soldiers arrested Abu Aker at his home sometime after midnight and began to exit the refugee camp, local residents attacked the military vehicles, the army said.“Hundreds of Palestinians threw rocks and explosive devices at the force,” an IDF spokesperson said. “In order to prevent further escalation, the soldiers returned fire with Ruger rounds at central instigators, at which point the riot dispersed.” Ruger 0.22-caliber rounds are used by the IDF and Israel Police for riot dispersal, as the comparatively small bullets are generally less lethal than other types of ammunition, though there have been cases of fatalities when the rounds struck targets in the upper body.Abu Aker, who also works as a journalist, was released from prison in December 2015 after serving nearly a year and a half in administrative detention without official charges. The 49-year-old has spent approximately 15 years in Israeli prisons, according to the PFLP.Elsewhere in the West Bank, Israeli forces arrested 12 other Palestinians, two of them for rock throwing and taking part in violent protests, the army said. The majority of them were arrested in the central West Bank. Four were picked in Sawahera, two in Beit Fajjar and one in Sa’ir, north of Hebron. The suspects have been handed over to the Shin Bet security service for interrogation, the army said.
