This past week demonstrated yet again, for the umpteenth time, the complexity of the relationship between Israel and Hamas in the Gaza Strip.On the one hand, it has become apparent that the potential for escalation between the sides has only increased in recent days: more rocket fire from Gaza, which drew a sharp response from Israel, which brought a threat from Hamas that it would not take it lying down if Israel attacked again.On the other hand, it is also clear that Israel and Hamas have a common interest in keeping things calm for as long as they can. Israeli officials refrained from attacking targets in Gaza after the latest rocket-fire at Ashkelon, and Hamas arrested members of Salafist groups in Gaza that appear to be linked to the attacks on Israel.While Iyad al-Bazam — a spokesman for Hamas’s interior ministry, which is responsible for the security agencies in Gaza — denied an Asharq al-Awsat report that as many as 550 members of “radical” groups have been arrested, he did say that “Anyone who harms the security and stability of the Gaza Strip will face court-martial.”In other words, Hamas’s message to these groups — and perhaps mainly to Israel — is that it has no intention of allowing the Salafist groups who support Islamic State and its ilk to lead Gaza into war.The problem is that al-Bazam’s statements may not have much backing them up. We can only imagine what will happen if another rocket fired by one of the Salafist groups hits a populated area in Israel, drawing a robust Israeli response. What will Hamas do in that case? Its officials have issued several veiled and not-so-veiled threats over the past several days, the meaning of which is clear: Hamas has no intention of holding back if Israel attacks it following rocket-fire by Salafists. As one Hamas-affiliated website put it: “Rocket for rocket, outpost for outpost, target for target.”The purpose of making such threats, of course, is to deter Israel. The problem is that doing so increases the gamble in which Hamas is engaging. And it requires it to prove, at least to the Palestinian public, that it can back up its threats with action — even if it has no interest in a confrontation with Israel. Hence the conclusion that the road to escalation is becoming shorter.In an optimistic scenario, Hamas will rise above its internal political interests and consider its moves with great care. But this is not what has occurred in the past; when Hamas faced internal difficulties in recent years, it usually chose to extricate itself from them by entering into conflict with Israel.Still, it is possible that the considerable clout wielded by Yahya Sinwar, Hamas’s new leader in Gaza, will enable the group to back down from its threats without being drawn into armed conflict.During his time in Israeli prison, Sinwar, a convicted murderer who many in Israel see as extraordinarily radical, was capable of compromise when the need arose. People who knew him over that 22-year span recall that “Abu Ibrahim” — as he was known — chose on more than one occasion to reach understandings with the prison authorities in order to avoid conflicts he knew he could not win.Sinwar and his associates may understand now, too, that there is little to be gained by waging war. Or not.

Israeli soldiers located and disarmed two improvised explosive devices near the security fence surrounding the northern Gaza Strip on Tuesday, the army said.The Palestinian Islamic Jihad group said that one of its fighters was lightly injured in by an Israeli tank attack at an “observation post” near where the IEDs were found.The Gaza health ministry confirmed that a Palestinian man had been lightly injured by the Israeli military near Jabaliya in the northern Gaza Strip, but it was not clear if this was directly related to the IED incident.A spokesperson for the Israel Defense Forces said the army was aware of the reports and was investigating the claim.The IEDs were placed in an area close to the security fence where Gaza residents are not allowed to enter, but on the Palestinian side of the barrier.It was not immediately clear when the explosives were placed, the army said.The military said the IEDs were “planted in order to attack IDF forces operating on the border.”Once the devices were disarmed, they were removed by the soldiers and handed over to investigators to determine their origin.Earlier in the day, Palestinian media had reported Israeli troops and engineering vehicles operating on the Gaza side of the security fence.Tensions between Israel and terrorist groups in Gaza have been running high as of late, following a number of shooting and rocket attacks from the Strip against Israelis, and retaliatory airstrikes and shellings by the IDF.On Thursday, Israeli troops operating near the Gaza security fence came under fire north of the Strip, in what was the third attack in four days. No soldiers were reported injured, but an army engineering vehicle was hit by gunfire, according to the Israel Defense Forces. The Knesset passed into law on Monday a bill barring supporters of a boycott on Israel from entering the country.The legislation, advanced by right-wing and centrist coalition lawmakers, prevents foreign nationals who have publicly called for a boycott of the Jewish state or work on behalf of an organization that advocates these measures from entering Israel.The legislation passed its third and final reading with 46 lawmakers voting in favor and 28 voting against it.It was not immediately clear when the ban would take effect.The law also extends to supporters of boycotts of West Bank settlement products, resting on a legal definition of an Israel boycott in a 2011 law that includes all “areas under its control.”It would not apply to foreign nationals who have a residency permit and gives the interior minister leeway to make exceptions. Under the existing law, the interior minister already has the right to bar individuals from entering Israel.The bill was approved in its first reading in November and the second and third readings of the bill were originally scheduled for late January, but were put off until Monday.MK Roy Folkman (Kulanu), who sponsored the bill, said the legislation was necessary in order to protect Israel’s “name and honor.”“It is possible to feel both national pride and also to believe in human rights. The niece of an Israeli killed in a terrorist attack nearly 50 years ago criticized the planned International Women’s Strike for allowing one of the convicted terrorists in a leadership position.In an op-ed published last week on the Huffington Post website, Terry Joffe Benaryeh said she commends the goal of the strike, a push for women’s equality. The strike is planned for March 8, the official observance of International Women’s Day.“But explain how my family is supposed to reconcile the reality that the woman who stripped my uncle of his life is now deemed a hero by many of my fellow Americans. What justification is there for Rasmea Odeh, a woman who killed two people (with the intention of killing more!) to lead a peaceful fight for human rights?” Benaryeh wrote.Eddie Joffe and Leon Kanner were killed at the Supersol market in Jerusalem on February 21, 1969, when a bomb set by Odeh and an accomplice exploded in the crowded store. Nine people were injured in the blast.Odeh was arrested in March 1969. She was convicted and sentenced by an Israeli military court in 1970 to life in prison for two bombing attacks on behalf of the Popular Front for the Liberation of Palestine. She spent 10 years in an Israeli prison before being released in a prisoner exchange with the PFLP in 1980.Odeh confessed to planting the bomb, though in recent years has claimed that the confession was given under torture, which is disputed by Israeli officials.“Explain to me how Odeh, who was a member of the Popular Front for the Liberation of Palestine (PFLP), a US-designated terrorist group, was chosen to represent American feminists who seek to peacefully stand up for women’s rights,” Benaryeh wrote. “The Women’s Strike lists as its Principle #1 that ‘Nonviolence is a way of life for courageous people. It is a positive force confronting the forces of injustice and utilizes the righteous indignation and spiritual, emotional, and intellectual capabilities of people as the vital force for change and reconciliation.’ Rasmea Odeh signed her name to this movement. And she did so with blood on her hands.”Odeh, now an associate director at the Arab American Action Network, was found guilty in November 2014 of lying on her application for citizenship to the United States by covering up her conviction and imprisonment for the bombing attacks when she entered the United States in 1995. She applied for citizenship in 2004.In December 2016, a federal judge ordered a new trial, in which Odeh reportedly will be allowed to show she suffered from post-traumatic stress disorder when she was interviewed in Detroit during the citizenship process, a claim that was not introduced in her first trial.

More than 2,000 fighters sent from Iran have been killed in Iraq and Syria, the head of Iran’s veterans’ affairs office said Tuesday.“Some 2,100 martyrs have been martyred so far in Iraq or other places defending the holy mausoleums,” Mohammad Ali Shahidi told the state-run IRNA news agency.Shahidi, who is head of Iran’s Foundation of Martyrs and Veterans Affairs, was speaking at a conference on martyrdom culture in Tehran.The figure was more than double the number he gave in November, which referred only to Syria.Iran is, with Russia, the main military backer of Syrian President Bashar Assad, and also organizes militias fighting the Islamic State group in Iraq.Shahidi did not provide details on the nationalities of those killed.Iran oversees “volunteer” fighters recruited from among its own nationals as well as Shiite communities in neighboring Afghanistan and Pakistan.The families of those killed in battle are given Iranian citizenship under a law passed last May.Tehran refers to the fighters as “defenders of the shrines” — a reference to Shiite holy sites in Iraq and Syria that have been targeted by Sunni extremists.

A senior Palestinian employee of a Gaza-based United Nations humanitarian agency was reportedly elected to Hamas’s political bureau, the top governing body of the terrorist organization the rules the Strip.One the 15 members elected to the bureau in February’s internal elections was Muhammad al-Jamassi, a senior engineer employed by UNRWA, the UN agency in charge of Palestinian refugees, according to the Meir Amit Intelligence and Terrorism Information Center.Jamassi has held various positions within Hamas since 2007, including in the group’s public relations department and its affiliated charities, the center said.He currently serves as board chairman for the UNRWA engineering department in central Gaza, and oversees all off the agency’s infrastructure projects in the area.The February 13 vote saw another UNRWA staffer elected to a top leadership position in Hamas.Suhail al-Hindi, a teacher heading the agency’s employee union in Gaza, was suspended by UNRWA after Israel demanded his immediate termination.The claims against al-Hindi were made by COGAT, the Israeli Defense Ministry agency responsible for civilian affairs in the West Bank and Gaza, and the Foreign Ministry.UNRWA initially denied Hindi’s Hamas affiliation, saying in a statement that the agency had “neither uncovered nor received evidence to contradict the staff member’s denial that he was elected to political office.” Its statement quoted Hindi as saying that he has “no relation whatsoever with the issue.”Three days later, however, UNRWA spokesman Chris Gunness announced Hindi was suspended based on “substantial information” it had been provided.He insisted the decision to suspend Hindi pending the outcome of an internal investigation was made independently of Israeli demands.Israel has long claimed that some of UNRWA’s Palestinian employees support terrorist activities and spread anti-Semitism online.Last month, a UN watchdog group released a report showing screenshots from the Facebook pages of 40 UNRWA school employees in Gaza and other parts of the Mideast that it said “incite to Jihadist terrorism and anti-Semitism, including by posting Holocaust-denying videos and pictures celebrating Hitler.”UN Watch said it had petitioned UN chief António Guterres, US Secretary of State Rex Tillerson, and US envoy to the UN Nikki Haley, urging them “to take action and demand UN and UNRWA condemnation of the incitement, and the immediate termination of the implicated employees.”In 2015, the US gave UNRWA — which provides Palestinian refugees and their descendants with education, health care, and social services — $380 million in funding.Gunness recently told The Times of Israel that UNRWA was aware of the incitement allegations, and was “looking into [them] as part of our ongoing commitment to maintaining the Agency’s neutrality.”In the coming months, Gunness said UNRWA would begin rolling out “compulsory” online social-media training to all of its 30,000 local staff members.
