The federal cabinet will meet next week to discuss deploying Canada's CF-18 fighter jets to join a U.S.-led campaign against the Islamic State in Iraq and Syria, CBC News has learned.Sources tell CBC News U.S. President Barack Obama brought the idea of an air war conducted by an international coalition to Prime Minister Stephen Harper in August and asked for Canada 's support. Harper agreed to send military advisers to Iraq to scope out what Canada could offer. Canada has deployed 69 special forces advisers in Iraq to date.The United Kingdom, France, the Netherlands and Arab countries in the meantime offered to send fighter jets. With those commitments in mind and with information from Canada's advisers on the ground, Harper decided to take the option of sending CF-18s to his cabinet.Harper hinted at increased action before.Yesterday, Harper hinted in an interview with the Wall Street Journal that Canada may be ready for an increased role."We need to push them to the fringes and make their basic organization and logistical existence very difficult on an ongoing basis," he said. "A lot of that can be done from the air."Obama called on nations to support the American-led coalition at the United Nations General Assembly on Wednesday."There can be no reasoning, no negotiation, with this brand of evil," he said.Canada, along with several European and Middle Eastern countries, has joined the coalition.But only the U.S., Saudi Arabia, Bahrain, Jordan, Qatar and the United Arab Emirates have participated in airstrikes against ISIS targets in Syria. KARACA Turkey/BAGHDAD (Reuters) - Islamic State fighters tightened their siege on a town on Syria's border with Turkey on Friday despite U.S. led air strikes aimed at defeating the militants in both Syria and Iraq.Washington's closest ally in the wars of the last decade joined the coalition at last on Friday after weeks of weighing its options: Britain's parliament voted 542 to 43 to back Prime Minister David Cameron's decision to join air strikes on Iraq."This is not a threat on the far side of the world. Left unchecked, we will face a terrorist caliphate on the shores of the Mediterranean and bordering a NATO member, with a declared and proven intention to attack our country and our people," Cameron told lawmakers.Until this week France was the only Western country to answer President Barack Obama's call to join the U.S.-led campaign. We're taking the car and leaving today," said vineyard owner Huseyin Turkmen, 60, as small arms fire rang out in the Syrian hills just to the south.Islamic State fighters appeared to have taken control of a hill 10 km (6 miles) west of Kobani from where the YPG, the main Kurdish armed group in northern Syria, had been attacking them in recent days.The British-based Syrian Observatory for Human Rights, which monitors the war, said Islamic State fighters had also taken control of a village around 7 km to the east of Kobani.Kurdish forces said on Thursday they had pushed back the advance on Kobani, also known as Ayn al-Arab, but appealed for U.S.-led air strikes on the insurgents' tanks and heavy weapons."The clashes are moving between east, west and south of Kobani ... The three sides are active," Idris Nassan, deputy foreign minister in area's Kurdish administration, said by phone from the center of the town."They are trying hard to reach Kobani. The U.S. military said its planes blew up four Islamic State tanks in eastern Syria and hit a number of targets in Iraq.Assad's Syrian government has not objected to the U.S.-led campaign against some of his most powerful foes. Washington says it wants to defeat Islamic State without helping Assad remain in power, and hopes other anti-Assad groups can fill the vacuum.But while U.S. planes have been striking Islamic State in eastern Syria, Assad's air force has been bombing other rebel groups in the west of the country, and his troops and allied Lebanese Shi'ite militia have advanced.Syrian warplanes dropped projectiles including "barrel bombs" - oil drums filled with explosive - in Hama, Idlib, Homs and Aleppo provinces and around Damascus, the Observatory said.Five people were killed when barrel bombs were dropped on al-Rastan city in the Homs province and nine died in a barrel bomb attack east of Aleppo city, it said.In Iraq, where the U.S. strikes have gone on for far longer and Washington is supporting government efforts to advance, Islamic State militants are changing tactics, ditching conspicuous convoys in favor of motorcycles and planting their black flags on civilian homes to confuse target spotters.Witnesses and tribal sources in Islamic State-controlled areas report fewer militant checkpoints to weed out "apostates" and less cell phone use.Islamic State elements "abandoned one of their biggest headquarters in the village" when they heard the air strike campaign was likely to target their area, a tribal sheikh from a village south of Kirkuk said."They took all their furniture, vehicles and weapons. BEIRUT (Reuters) - Al Qaeda's affiliate in Syria, the Nusra Front, is facing mounting pressure from its own members to reconcile with its rival Islamic State and confront a common enemy after U.S.-led air strikes hit both groups this week.But that move would require pledging loyalty to Islamic State, which has declared a caliphate in territory it controls in Iraq and Syria, which would effectively put an end to the Nusra Front, fighters in the group say.Nusra, long one of the most effective forces fighting Syrian President Bashar al-Assad, was weakened this year by battles with Islamic State, an al Qaeda splinter group that routinely employs ruthless methods such as beheadings and mass executions.The two share the same ideology and rigid Islamic beliefs, but fell out during a power struggle that pitted Islamic State head Abu Bakr al-Baghdadi against al Qaeda chief Ayman Zawahri and Nusra Front leader Abu Mohammad al-Golani.But U.S.-led air and missile strikes, which have hit Nusra as well as Islamic State bases in Syria, have angered many Nusra members who say the West and its allies have joined forces in a "crusader" campaign against Islam.Sources close to Islamic State said some Nusra fighters were joining them after the strikes and there was a growing sense among many that it was time to put their differences aside."There are hardline voices inside Nusra who are pushing for reconciliation with Islamic State," a source close to Nusra's leadership told Reuters, though he doubted it would happen."I know Golani. He would never reconcile with Islamic State. If he ever does it, it would be in a direct order from the leadership, and that is Zawahri himself."However, one Islamic State fighter said he believed there was an "80 percent chance that the brothers of Nusra will join the State".The Syrian Observatory for Human Rights, a Britain-based monitoring group, said on Friday over 200 fighters had joined Islamic State in the northern Aleppo area, many from the Nusra Front, since U.S. President Barack Obama said he was prepared to strike the group in Syria.

Even before the air strikes, Nusra was facing difficulties and was losing fighters to the Islamic State, which is seen as more organized and determined to impose Islamic rule."This goes without saying, this is a crusader war that includes all infidel nations against the Islamic State," said Nusra commander Abu Mussab al-Makdessi in a voice message posted in jihadi forums online in response to a question from an Islamist about the group's reaction to the strikes."Regardless of what happened between us, they remain our brothers, and the ideological bond between us is stronger than anything. We are ready to fight by their side ... our blood is their blood."One former Nusra fighter inside Syria said the air strikes had strengthened Islamic State's position even further."Nusra is in a very difficult situation. I think now it should just announce the end of itself. Zawahri has to be brave," he told Reuters."It is no longer like the old days. He needs to understand this. This is a new era with a caliph," he said.Yet sources from and close to both sides said it would be difficult for the two groups to work together without merging - and with Nusra in a weaker position, that would effectively mean being subsumed by Islamic State.Such a decision should be taken by Zawahri himself. Sources say he should give a speech outlining al Qaeda's position on the attacks soon."Golani does not trust Baghdadi, and he doesn't like his politics and agenda, he sees it as distorted and astray," the source close to the Nusra leadership said.But there were figures inside Nusra who were seen as more extreme that wanted to make peace with Islamic State, he said, naming top Nusra cleric Sheikh Sami al-Aridi, who is also close to Golani, as a particularly strong proponent of reconciliation.If that does happen, it would be an alliance and not a merger, the source said, adding merger would be impossible since Baghdadi, who has declared himself leader of all the world's Muslims, would want Zawahri to pledge allegiance to him.But even if Zawahri only orders Nusra to fight alongside Islamic State, it is likely to accelerate any hemorrhaging of influence from him to Baghdadi.Nusra, which has been trying with allies to remove its name from the U.N. terrorist list, was taken by surprise when U.S.-led coalition warplanes bombed several of its positions in Idlib province.Several commanders are believed to have been killed in the strikes, including Kuwaiti-born Mohsin al-Fadhli - also known as Abu Asmaa al-Jazrawi - reputedly a former member of Osama bin Laden's inner circle, and whom United State officials call the head of the "Khorasan group".Khorasan is the Islamic term for an area including parts of Pakistan and Afghanistan, where al Qaeda's main council is believed to be in hiding.

The source close to the Nusra leadership said the Khorasan group was led by veterans from Afghanistan."It is a very small group - dozens of fighters only. It is more symbolic because it is composed of veterans who came from Afghanistan, and they are all wanted by Washington. They directly follow the Qaeda leadership," he said.Another Nusra source said Fadhli and al-Golani had fallen out recently but had continued to cooperate.The strikes on the "Khorasan group" also showed that the United States knew more than it should, he said. This could embarrass Nusra leaders by leading fighters to suspect they were infiltrated. Nusra leaders have reportedly gone underground and changed locations since the strikes."The precision of the raids on these positions shows clearly that the Americans have intelligence members among the Nusra fighters. It is very clear to us now," the Nusra source said.Islamic State fighters and sympathizers have vowed to respond to the strikes. In particular they accused Saudi Arabia of being the mastermind behind the attacks.But jihadis also say the group is in no hurry and is waiting to see what the coalition plans to do. The group's leaders went underground even before the strikes, it has evacuated most of its buildings in its stronghold of Raqqa province, and its fighters are rarely seen on the streets."The response will be in every country that took part in bombing Muslims and their state," said an Islamic State fighter in Syria."Masks have fallen. UNITED NATIONS (Reuters) - Russia repeated its criticism of the U.S.-led airstrikes against Islamic State's positions in Syria on Friday, saying they any global action against terrorism should abide by international law and should have been agreed with its ally Damascus."We believe that any action taken globally, including use of force, to overcome terrorist threats should be done in accordance with international law," Russian Foreign Minister Sergei Lavrov told reporters on the sidelines of the U.N. The federal cabinet will meet next week to discuss deploying Canada's CF-18 fighter jets to join a U.S.-led campaign against the Islamic State in Iraq and Syria, CBC News has learned.Sources tell CBC News U.S. President Barack Obama brought the idea of an air war conducted by an international coalition to Prime Minister Stephen Harper in August and asked for Canada 's support. Harper agreed to send military advisers to Iraq to scope out what Canada could offer. Canada has deployed 69 special forces advisers in Iraq to date.The United Kingdom, France, the Netherlands and Arab countries in the meantime offered to send fighter jets. With those commitments in mind and with information from Canada's advisers on the ground, Harper decided to take the option of sending CF-18s to his cabinet.Harper hinted at increased action before.Yesterday, Harper hinted in an interview with the Wall Street Journal that Canada may be ready for an increased role."We need to push them to the fringes and make their basic organization and logistical existence very difficult on an ongoing basis," he said. "A lot of that can be done from the air."Obama called on nations to support the American-led coalition at the United Nations General Assembly on Wednesday."There can be no reasoning, no negotiation, with this brand of evil," he said.Canada, along with several European and Middle Eastern countries, has joined the coalition.But only the U.S., Saudi Arabia, Bahrain, Jordan, Qatar and the United Arab Emirates have participated in airstrikes against ISIS targets in Syria. France has participated in some airstrikes in Iraq, and MPs in the U.K. are set to vote Friday about the possibility of assisting with airstrikes against ISIS targets in Iraq — but not Syria.Canada currently has some CF-18 fighter jets patrolling eastern Europe, said Thomas Juneau, a former analyst for the Department of Defence."Does it mean it's impossible for Canada to deploy CF-18 fighter aircraft in addition to that in the Iraqi theatre?" he asked. KARACA Turkey/BAGHDAD (Reuters) - Islamic State fighters tightened their siege on a town on Syria's border with Turkey on Friday despite U.S. led air strikes aimed at defeating the militants in both Syria and Iraq.Washington's closest ally in the wars of the last decade joined the coalition at last on Friday after weeks of weighing its options: Britain's parliament voted 542 to 43 to back Prime Minister David Cameron's decision to join air strikes on Iraq."This is not a threat on the far side of the world. Left unchecked, we will face a terrorist caliphate on the shores of the Mediterranean and bordering a NATO member, with a declared and proven intention to attack our country and our people," Cameron told lawmakers.Until this week France was the only Western country to answer President Barack Obama's call to join the U.S.-led campaign. But Australia, Belgium and the Netherlands have all joined since Monday and Denmark announced on Friday that it too would send planes.Obama has sought to rally international support for a military coalition against Islamic State, a powerful force in Syria which swept through much of northern Iraq in June, slaughtering prisoners and ordering Shi'ites and non-Muslims to convert or die.The campaign has brought Washington back to the battlefield in Iraq that it left in 2011, and into Syria for the first time after avoiding involvement during a civil war that began the same year.The coalition also includes several Arab states, all led by Sunni Muslims alarmed at the rise of Islamic State.Islamic State has emerged as the most powerful Sunni militant group battling the Shi'ite-backed governments in Iraq and Syria. Its fighters are also battling against rival Sunni rebel groups in Syria and against Kurds in both Syria and Iraq, countries facing complex, multi-sided civil wars in which nearly every state in the Middle East has a stake.French public support for the mission has surged this week after the beheading of a French tourist in Algeria by captors who said it was retaliation for French participation in strikes in Iraq.Paris said it might also join U.S. strikes in Syria although there was no plan yet to do so. European countries have so far only agreed to strike targets in Iraq, where the government has asked for help, and not in Syria, where President Bashar al-Assad has not given permission, although he has not objected.More than a month since Washington began striking Islamic State targets in Iraq, and four days since it extended the campaign into Syria, there are signs the fighters are lowering their profile in areas they control to become a harder target.But the air campaign has yet to halt their advance in Syria, where they have laid siege to a Kurdish town on the Turkish border, sending 140,000 refugees across the frontier since last week in the fastest flight of the three-and-a-half-year-old civil war.Some Kurdish commanders have said the air campaign has made the militants' advance even stronger, by prompting the militants to move armor out of positions in cities and send it to the front lines, where Western planes have yet to strike.

The main battle in northern Syria has been visible from across the frontier in Turkey. The boom of artillery and bursts of machinegun fire echoed across the border, and at least two shells hit a vineyard on the Turkish side, though there were no immediate reports of casualties inside Turkey."We're afraid. We're taking the car and leaving today," said vineyard owner Huseyin Turkmen, 60, as small arms fire rang out in the Syrian hills just to the south.Islamic State fighters appeared to have taken control of a hill 10 km (6 miles) west of Kobani from where the YPG, the main Kurdish armed group in northern Syria, had been attacking them in recent days.The British-based Syrian Observatory for Human Rights, which monitors the war, said Islamic State fighters had also taken control of a village around 7 km to the east of Kobani.Kurdish forces said on Thursday they had pushed back the advance on Kobani, also known as Ayn al-Arab, but appealed for U.S.-led air strikes on the insurgents' tanks and heavy weapons."The clashes are moving between east, west and south of Kobani ... The three sides are active," Idris Nassan, deputy foreign minister in area's Kurdish administration, said by phone from the center of the town."They are trying hard to reach Kobani. There is resistance here by YPG, by Kobani and some volunteers from north Kurdistan Turkish Kurds," he said. "Every girl, every young man, every man who is able to fight, to carry a gun, they are armed and they are ready to defend and fight."NATO member Turkey has been conspicuously absent from the coalition against Islamic State, angering its Kurdish residents.
SYRIAN AIR STRIKES
The U.S. military said its planes blew up four Islamic State tanks in eastern Syria and hit a number of targets in Iraq.Assad's Syrian government has not objected to the U.S.-led campaign against some of his most powerful foes. Washington says it wants to defeat Islamic State without helping Assad remain in power, and hopes other anti-Assad groups can fill the vacuum.But while U.S. planes have been striking Islamic State in eastern Syria, Assad's air force has been bombing other rebel groups in the west of the country, and his troops and allied Lebanese Shi'ite militia have advanced.Syrian warplanes dropped projectiles including "barrel bombs" - oil drums filled with explosive - in Hama, Idlib, Homs and Aleppo provinces and around Damascus, the Observatory said.Five people were killed when barrel bombs were dropped on al-Rastan city in the Homs province and nine died in a barrel bomb attack east of Aleppo city, it said.In Iraq, where the U.S. strikes have gone on for far longer and Washington is supporting government efforts to advance, Islamic State militants are changing tactics, ditching conspicuous convoys in favor of motorcycles and planting their black flags on civilian homes to confuse target spotters.Witnesses and tribal sources in Islamic State-controlled areas report fewer militant checkpoints to weed out "apostates" and less cell phone use.Islamic State elements "abandoned one of their biggest headquarters in the village" when they heard the air strike campaign was likely to target their area, a tribal sheikh from a village south of Kirkuk said."They took all their furniture, vehicles and weapons. Then they planted roadside bombs and destroyed the headquarters," said the sheikh who declined to be identified. "They don't move in military convoys like before. Instead they use motorcycles, bicycles, and if necessary, they use camouflaged cars."Tribal and local intelligence sources said an air strike on Thursday near Bashir town, 20 km (12 miles) south of Kirkuk, had killed two local senior Islamic State leaders while they were receiving a group of militants from Syria and Mosul. Ongoing fighting makes it impossible to verify the reports.Sheikh Anwar al-Assy al-Obeidi, the head of a large tribe in Kirkuk and across Iraq, told Reuters there were now fewer killings because fighters could not operate as openly."They were executing people like drinking water ... BEIRUT (Reuters) - Al Qaeda's affiliate in Syria, the Nusra Front, is facing mounting pressure from its own members to reconcile with its rival Islamic State and confront a common enemy after U.S.-led air strikes hit both groups this week.But that move would require pledging loyalty to Islamic State, which has declared a caliphate in territory it controls in Iraq and Syria, which would effectively put an end to the Nusra Front, fighters in the group say.Nusra, long one of the most effective forces fighting Syrian President Bashar al-Assad, was weakened this year by battles with Islamic State, an al Qaeda splinter group that routinely employs ruthless methods such as beheadings and mass executions.The two share the same ideology and rigid Islamic beliefs, but fell out during a power struggle that pitted Islamic State head Abu Bakr al-Baghdadi against al Qaeda chief Ayman Zawahri and Nusra Front leader Abu Mohammad al-Golani.But U.S.-led air and missile strikes, which have hit Nusra as well as Islamic State bases in Syria, have angered many Nusra members who say the West and its allies have joined forces in a "crusader" campaign against Islam.Sources close to Islamic State said some Nusra fighters were joining them after the strikes and there was a growing sense among many that it was time to put their differences aside."There are hardline voices inside Nusra who are pushing for reconciliation with Islamic State," a source close to Nusra's leadership told Reuters, though he doubted it would happen."I know Golani. He would never reconcile with Islamic State. If he ever does it, it would be in a direct order from the leadership, and that is Zawahri himself."However, one Islamic State fighter said he believed there was an "80 percent chance that the brothers of Nusra will join the State".The Syrian Observatory for Human Rights, a Britain-based monitoring group, said on Friday over 200 fighters had joined Islamic State in the northern Aleppo area, many from the Nusra Front, since U.S. President Barack Obama said he was prepared to strike the group in Syria.
NO TRUST
Even before the air strikes, Nusra was facing difficulties and was losing fighters to the Islamic State, which is seen as more organized and determined to impose Islamic rule."This goes without saying, this is a crusader war that includes all infidel nations against the Islamic State," said Nusra commander Abu Mussab al-Makdessi in a voice message posted in jihadi forums online in response to a question from an Islamist about the group's reaction to the strikes."Regardless of what happened between us, they remain our brothers, and the ideological bond between us is stronger than anything. We are ready to fight by their side ... our blood is their blood."One former Nusra fighter inside Syria said the air strikes had strengthened Islamic State's position even further."Nusra is in a very difficult situation. I think now it should just announce the end of itself. Zawahri has to be brave," he told Reuters."It is no longer like the old days. He needs to understand this. This is a new era with a caliph," he said.Yet sources from and close to both sides said it would be difficult for the two groups to work together without merging - and with Nusra in a weaker position, that would effectively mean being subsumed by Islamic State.Such a decision should be taken by Zawahri himself. Sources say he should give a speech outlining al Qaeda's position on the attacks soon."Golani does not trust Baghdadi, and he doesn't like his politics and agenda, he sees it as distorted and astray," the source close to the Nusra leadership said.But there were figures inside Nusra who were seen as more extreme that wanted to make peace with Islamic State, he said, naming top Nusra cleric Sheikh Sami al-Aridi, who is also close to Golani, as a particularly strong proponent of reconciliation.If that does happen, it would be an alliance and not a merger, the source said, adding merger would be impossible since Baghdadi, who has declared himself leader of all the world's Muslims, would want Zawahri to pledge allegiance to him.But even if Zawahri only orders Nusra to fight alongside Islamic State, it is likely to accelerate any hemorrhaging of influence from him to Baghdadi.Nusra, which has been trying with allies to remove its name from the U.N. terrorist list, was taken by surprise when U.S.-led coalition warplanes bombed several of its positions in Idlib province.Several commanders are believed to have been killed in the strikes, including Kuwaiti-born Mohsin al-Fadhli - also known as Abu Asmaa al-Jazrawi - reputedly a former member of Osama bin Laden's inner circle, and whom United State officials call the head of the "Khorasan group".Khorasan is the Islamic term for an area including parts of Pakistan and Afghanistan, where al Qaeda's main council is believed to be in hiding.
ATTACKS ON LEADERS
The source close to the Nusra leadership said the Khorasan group was led by veterans from Afghanistan."It is a very small group - dozens of fighters only. It is more symbolic because it is composed of veterans who came from Afghanistan, and they are all wanted by Washington. They directly follow the Qaeda leadership," he said.Another Nusra source said Fadhli and al-Golani had fallen out recently but had continued to cooperate.The strikes on the "Khorasan group" also showed that the United States knew more than it should, he said. This could embarrass Nusra leaders by leading fighters to suspect they were infiltrated. Nusra leaders have reportedly gone underground and changed locations since the strikes."The precision of the raids on these positions shows clearly that the Americans have intelligence members among the Nusra fighters. It is very clear to us now," the Nusra source said.Islamic State fighters and sympathizers have vowed to respond to the strikes. In particular they accused Saudi Arabia of being the mastermind behind the attacks.But jihadis also say the group is in no hurry and is waiting to see what the coalition plans to do. The group's leaders went underground even before the strikes, it has evacuated most of its buildings in its stronghold of Raqqa province, and its fighters are rarely seen on the streets."The response will be in every country that took part in bombing Muslims and their state," said an Islamic State fighter in Syria."Masks have fallen.
