UN: Without ‘occupation’ Palestinian economy could double-New report says limited movement, destruction of assets, settlement expansion and seizing of resources are human rights violations-By NIna Larson September 7, 2016, 12:26 am-THE TIMES OF ISRAEL

GENEVA (AFP) — The Palestinian economy could easily double, while sky-high unemployment and poverty would plummet if the Israeli occupation were lifted, the United Nations development agency said Tuesday. In a new report, UNCTAD pointed to a long list of ways the Israeli occupation stifled the economies of the West Bank and Gaza Strip, including the confiscation of Palestinian land, water and other natural resources. The widespread restrictions on the movement of people and goods, destruction of homes, trees and other assets, and the expansion of Israeli settlements were also damaging, it said.“Without occupation, the economy of the Occupied Palestinian Territory could produce twice the GDP (gross domestic product) it currently generates,” the report said. The economy of the territories grew 3.5 percent last year after shrinking 0.2 percent in 2014, when it was hard-hit by the devastating war in Gaza between Israel and Islamist rulers Hamas and other factions.Per capita income remains below its pre-2014 level, the report said. The 2014 Gaza war killed more than 2,200 Palestinians and 73 on the Israeli side while causing economic losses close to three times the size of Gaza’s GDP.With reconstruction hampered by Israel’s blockade and by lagging international aid, 91 percent of damaged houses in Gaza have yet to be rebuilt and 75,000 people remain displaced two years on, UNCTAD said.UNCTAD also pointed to the dire impact Israel’s control of the so-called “Area C”, which covers 61 percent of the West Bank and 66 percent of its grazing land.“It is estimated that the occupation of Area C costs the Palestinian economy the equivalent of 35 percent of GDP” ($4.4 billion in 2015), UNCTAD said in a statement.-Gaza’s rising infant mortality-In Gaza meanwhile, producers are unable to access half of the cultivable area due to an Israeli-imposed buffer zone blocking access to land alongside the border fence, and 85 percent of fishery resources due to a maritime blockade, it said.Israel also widely blocks Palestinians from digging water wells, while confiscating 82 percent of Palestinian groundwater, the agency said.“The Palestinians are left with no choice but to import their own water from Israel to cover 50 percent of their consumption,” it said. All of this combined has “generated permanent crises of unemployment, poverty and food insecurity,” UNCTAD said.Officially, one quarter of the population in the Palestinian territories is unemployed, while the rate in Gaza is 38 percent, but these figures are likely to significantly underestimate the problem, UNCTAD said.“A shocking indicator of the grim situation in Gaza is the rising infant mortality rate, … (which) has risen for the first time in 50 years,” the report said. The neonatal mortality rate nearly doubled between 2008 and 2013, from 12 to 20.3 deaths for every 1,000 live births, it said.

Dutch PM calls for end to settlements, says BDS ‘protected,’ not backed-With Netanyahu looking on, Mark Rutte defends country’s labeling of West Bank products; urges preservation of 2-state solution-By Tamar Pileggi and AFP September 6, 2016, 11:40 pm-THE TIMES OF ISRAEL

Dutch Prime Minister Mark Rutte called for the end of Israeli settlements and defended Holland’s labeling of Israeli produce from the West Bank during a joint press conference with Prime Minister Benjamin Netanyahu on Tuesday.Rutte also called for the creation of a Palestinian state, “alongside Israel, on the basis of the 1967 borders,” during his remarks in The Hague.“We need to preserve the two-state solution in all its aspects, territorial, social and political,” Rutte said.“Settlement buildings needs to stop, and so do demolitions and incitement,” he added. The demolitions likely refer to Israel’s announced plan to raze the Palestinian hamlet of Susya in the southern West Bank, which Jerusalem says is built illegally. The move has drawn sharp condemnation from Europe and elsewhere. It was not clear what incitement Rutte was speaking of, but Israeli officials have complained frequently to the international community over what they term Palestinian incitement toward violence, some of it from official Palestinian Authority sources.Palestinians have also accused Israeli leaders and others of inciting against them. The Dutch premier defended his country’s labeling of Israeli products made in the West Bank, saying the measure was implemented in accordance with the existing European Union law passed in 2012.Jerusalem has bristled at the labeling regime implemented in recent years by the EU, saying it amounts to an anti-Semitic boycott of the Jewish state. But Rutte rebuffed those claims.“This is not a boycott of products from the West Bank,” Rutte emphasized. “The Netherlands opposes such a boycott.”“This is a matter of providing supermarkets with information,” he added. As for the Boycott Divestment Sanctions campaign targeting Israel, Rutte defended the movement as “protected under the freedom of expression and freedom of assembly.”But he quickly added that his own government did not back the effort and sought deeper economic ties with Israel. The Netherlands are interested in expanding economic relations “with Israel in the 1967 borders,” he said.Netanyahu in his remarks praised the strong relations between the two allies and announced the Dutch government would assist Israel in boosting energy and water supplies to the Gaza Strip by laying a gas pipeline to the Palestinian territory.“We want to help the population of Gaza and the first step is to improve the supply of energy and water… including laying a gas pipeline,” Netanyahu said during a two-day visit to The Netherlands. After talks with his Dutch counterpart, Netanyahu said his cabinet had already made a decision to lay the pipeline and thanked Rutte for his help “in realizing this project.”The Netherlands would also facilitate expert meetings between Dutch, Israeli and Palestinian officials focusing on energy and water, he said.Netanyahu was also asked about the postponement of a long-anticipated meeting with Palestinian Authority President Mahmoud Abbas, which Abbas had said was planned to be held in Moscow on Friday.Abbas announced earlier Tuesday that Netanyahu had suggested delaying the Russian-backed gathering.AFP contributed to this report.

Netanyahu doubts Abbas claim he was ready to meet in Moscow-PM accuses Palestinians of contradicting selves on willingness for summit; Russian envoy says Netanyahu requested postponement-By Stuart Winer and Dov Lieber September 6, 2016, 7:15 pm-THE TIMES OF ISRAEL

Prime Minister Benjamin Netanyahu on Tuesday accused Palestinian Authority President Mahmoud Abbas of not actually wanting to have a face to face meeting, amid conflicting reports from Jerusalem and Ramallah over Israeli and Palestinian willingness for a Moscow summit.Netanyahu’s comments came after both the Israeli and Palestinian leaders declared their willingness to face-to-face talks then appeared to blame each other for dodging a proposed meet-up in Moscow.Abbas said earlier in the day that he was willing to meet Netanyahu, but claimed the Israeli prime minister moved the meeting, thus nixing it.“Netanyahu’s representative proposed to delay this meeting to a later date. So the meeting will not happen, but I am ready and I declare again that I will go to any meeting,” Abbas said at a joint press conference in Warsaw with Polish President Andrzej Duda. But Netanyahu responded that the Palestinian demands for preconditions to the talks had derailed the possible summit.“Is Abbas prepared to meet without preconditions? We hear contradictory versions on that,” he said at a press conference alongside Dutch Prime Minister Mark Rutte in The Hague. “Just yesterday Palestinian spokespeople clarified that they are prepared to meet but that they have conditions — the release of prisoners and they also want to know beforehand what will be the end result of the talks, and such like.”On Monday night, as reports swirled that Abbas had agreed to meet Netanyahu, two senior Palestinian officials said the Palestinian leader had not agreed to a meeting, and was awaiting Israel’s response to its preconditions — that Jerusalem commit to a settlement freeze and a prisoner release.Netanyahu claimed that, unlike Abbas, he was willing to meet at any time and anywhere, given that there were no preconditions.“This is something I have said hundreds of times and I say it again here. I am not choosy about the location — if it is here in Holland or Moscow, that is no problem. It can certainly be in Moscow,” he said. “If Abbas wants to meet without preconditions for direct talks I ready at any time. I have been calling on him to do that for seven years already and if he agrees there will be a meeting.”On Monday, Netanyahu told Russian envoy Mikhail Bogdanov in Jerusalem that he was willing to meet with Abbas without preconditions.“[Netanyahu] is therefore reviewing the Russian president’s proposal and the timing of a possible meeting,” a statement from Netanyahu’s office said.Bogdanov spoke to Abbas by phone Tuesday and and agreed to meet next month.Bogdanov told Abbas that Netanyahu requested the summit in Moscow be postponed during their meeting on Monday, the official PA news site Wafa reported. The Russian envoy added that Russian President Vladimir Putin sees Abbas’s role as “positive,” and said the two would remain in touch in order to organize a bilateral meeting at the United Nation General Assembly next month in New York.Abbas’s official spokesperson Nabil Abu Rudeineh said Netanyahu “had once again shown a lack of seriousness in searching for a just peace based on the two-state solution.”Abbas claim that he had been willing to meet Netanyahu before the scheduling difficulties appeared to suggest that he has softened his longstanding insistence on the preconditions. The idea of direct talks in Moscow was first floated by Egyptian President Abdel-Fattah el-Sissi in August, when he said that Russian President Vladimir Putin was willing to play host.Netanyahu has shown no signs he is willing to consider Abbas’s demands, and has reiterated multiple times that there would be no Israeli preconditions for such a meeting.Peace efforts have been at a standstill since a US-led initiative collapsed in April 2014.The last substantial public meeting between Abbas and Netanyahu is thought to have been held in 2010, though there have been unconfirmed reports of secret meetings since then.AFP contributed to this report.

Abbas says he agreed to Moscow meeting, Netanyahu postponed-PA leader appears to soften stance on longstanding demand for settlement freeze, prisoner release before summit can take place-By Dov Lieber September 6, 2016, 3:49 pm-THE TIMES OF ISRAEL

Palestinian Authority President Mahmoud Abbas said Tuesday he was willing to meet with Prime Minister Benjamin Netanyahu in Moscow on Friday, but that the Israeli premier had asked to postpone the meeting.“Netanyahu’s representative proposed to delay this meeting to a later date. So the meeting will not happen, but I am ready and I declare again that I will go to any meeting,” Abbas said at a joint press conference in Warsaw with Polish President Andrzej Duda.According to the official PA news agency Wafa, Abbas said he was willing to meet anywhere in the world “because dialogue is important for the establishment of an independent Palestinian state living beside Israel in peace and stability.”The comments by Abbas appeared to suggest that he has softened his longstanding insistence that any meeting with Netanyahu be preceded by an Israeli settlement freeze and the release of Palestinian prisoners. If so, it would contradict what senior sources close to Abbas told The Times of Israel and other Israeli media outlets a day earlier.Rumors swirled Monday night that the PA leader had agreed to meet with Netanyahu in Moscow, following Netanyahu’s meeting earlier that day in Jerusalem with Russia’s Middle East envoy, Mikhail Bogdanov.Netanyahu reiterated after the meeting that he was willing to meet with Abbas without preconditions.“[Netanyahu] is therefore reviewing the Russian president’s proposal and the timing of a possible meeting,” a statement from Netanyahu’s office said.Abed al-Hafeez Nofal, the Palestinian ambassador to Moscow, told AFP later that day that Abbas had agreed to a meeting.“We told the Russian side today that president Abbas accepted the Russian initiative about the meeting of Abbas and Netanyahu with President Putin in Moscow,” he said. However, the ambassador added, “It is clear for us that the Israelis are evading the requirements of the meeting.” Although he did not provide further details, his comments compounded existing doubts as to whether such a meeting could take place.According to Interfax, the ambassador said the talks had been slated for September 9, but had been postponed “because of Israel’s position.”The idea of direct talks in Moscow was first floated by Egyptian President Abdel-Fattah el-Sissi in August, when he said that Russian President Vladimir Putin was willing to play host.On Monday night, two senior Palestinian officials said Abbas had not agreed to a meeting, and was awaiting Israel’s response to its preconditions — that Jerusalem commit to a settlement freeze and a prisoner release. One source also expressed “puzzlement” that the report of Abbas’s ostensible willingness to meet Netanyahu first appeared in Russian media, rather than a Palestinian outlet. However, Abbas has persistently demanded that Netanyahu agree to his preconditions before any meeting. Washington also reportedly tried to organize a meeting between the two leaders and hit a similar impasse.Netanyahu has shown no signs he is willing to consider Abbas’s demands, although he has reiterated multiple times that there would be no Israeli preconditions for such a meeting.-PA demands peacemakers pressure Israel-Earlier on Tuesday, the Palestinian Authority’s Foreign Ministry said that parties trying to advance the peace process should first pressure Israel into halting settlement construction and other “violations” against the Palestinian people.“At a time when there is continual international and regional activity in order to jumpstart negotiations between the Israeli and Palestinian sides, Netanyahu’s radical government continues its escalation of aggression, settlements and daily crimes against the Palestinian people,” it said in a statement.“The ministry requests that those who have taken it upon themselves to push forward the train of negotiations and peace [end] their silence [on Israeli violations] and direct their pressure at the Israeli government to compel it to end its settlement building, violations and field executions against the Palestinian people, in order to provide the proper environment to ensure the success of efforts to revive peace and negotiation,” the statement added. In a rare public venting of anger against foreign influence earlier this week, Abbas singled out both Moscow and Washington as two capitals whose pressure he wouldn’t take into account when making decisions for the Palestinians.Peace efforts have been at a standstill since a US-led initiative collapsed in April 2014.The last substantial public meeting between Abbas and Netanyahu is thought to have been held in 2010, though there have been unconfirmed reports of secret meetings since then.AFP contributed to this report.

Dutch to help Israel build Gaza gas pipeline-On visit to The Hague, Netanyahu says Jerusalem wants to aid Palestinian territory, thanks Netherlands for assistance in energy project-By AFP September 6, 2016, 11:54 pm-THE TIMES OF ISRAEL

THE HAGUE — The Netherlands will help Israel boost energy and water supplies to Gaza including by building a gas pipeline, Prime Minister Benjamin Netanyahu said on Tuesday.“We want to help the population of Gaza and the first step is to improve the supply of energy and water… including laying a gas pipeline,” Netanyahu said during a two-day visit to The Netherlands. After talks with his Dutch counterpart Mark Rutte, Netanyahu said his cabinet had already made a decision to lay the pipeline “and I appreciate your help in realizing this project.”Rutte said his country had already invested in a feasibility study for a gas pipeline from Israel to the impoverished Palestinian territory of the Gaza Strip. The Netherlands would also facilitate expert meetings between Dutch, Israeli and Palestinian officials focusing on energy and water, he told a joint press conference.“The aim of these meetings is to improve the Palestinian economy, but equally it provides for a more fertile ground for political negotiations between the two parties,” added Rutte.“I realize it’s not going to be easy, but we need to keep on moving,” he stressed.Netanyahu was also asked about the postponement of a long-anticipated meeting with Palestinian Authority President Mahmoud Abbas, which Abbas had said was planned to be held in Moscow on Friday.Abbas earlier Tuesday announced that Netanyahu had suggested delaying the Russian-backed gathering.Netanyahu said he had no problem meeting Abbas in “Holland or in Moscow” as long as there were no preconditions set for the meeting by the Palestinian side.“The real question is whether Abbas is willing to meet us without preconditions and we are hearing conflicting reports on that,” Netanyahu said, speaking in Hebrew.“If Abbas agrees to meet me directly without preconditions, I am willing at any time, as I have said for seven years, and if he accepts, that meeting will take place,” he said.Peace efforts have been at a standstill since a US-led initiative collapsed in April 2014.The last substantial public meeting between Abbas and Netanyahu is thought to have been in 2010, though there have been unconfirmed reports of secret meetings since then.

Israelis fume over Belgrade call for ‘flight to Palestine’-After complaint, Air Serbia staffer tries to clarify by saying flight is bound ‘for Tel Aviv, not Israel’; company later apologizes-By Sue Surkes September 6, 2016, 7:53 pm-THE TIMES OF ISRAEL

Israeli passengers on an Air Serbia flight from Belgrade to Tel Aviv were stunned when an airport staffer announced more than once that travelers “on the flight to Palestine” should head to gate C3, it emerged Tuesday. When challenged, a member of the ground staff compounded the blunder by trying to explain that the flight was “to Tel Aviv, not to Israel,” the Israeli Ynet news website reported.“I couldn’t believe my ears,” one unidentified Israeli passenger told Ynet about the flight last month. “The first time, I thought I hadn’t heard right and I asked a few other passengers if the announcement had really said Palestine. They said I wasn’t mistaken.“I went to the company’s counter and another guy from Rosh Pina joined me and we asked that they announce again that the flight is to Israel and not to Palestine.” But the woman on duty then told the two Israelis that the flight was to Tel Aviv, “not Israel.”The passenger threatened not to board the flight until a corrected announcement was made three times, and after much discussion in Serbian between the official and others, an announcement was indeed broadcast three times that the flight’s destination was Tel Aviv.A spokesman for the Foreign Ministry in Jerusalem described the incident as “most worrying… It’s totally unacceptable that a flight official with a microphone in her hand could so distort reality,” said Emmanuel Nachshon.Israel’s ambassador in Serbia, Alona Fisher, to whom the Israeli passenger submitted a complaint, said that Air Serbia’s director general “reacted with shock” when she told him about the incident, apologized profusely, and assured her that the position taken by the announcer in no way reflected Air Serbia’s views. The following day, the Air Serbia boss contacted the Israeli Embassy to say it had been an airport staffer, rather than an airline staffer, who had made the announcement and that he had asked the airport to take steps against her.An Air Serbia spokesperson told The Times of Israel the airline was “aware of the reports of an incorrect airport announcement being made in Belgrade and have asked the airport to look into the matter.”

In first, Germany admits PA is likely paying terrorists’ families-Berlin vows to investigate Ramallah’s system of monthly ‘salaries’ for Palestinians held in Israeli prisons for terror-related offenses-By Raphael Ahren September 5, 2016, 7:45 am-THE TIMES OF ISRAEL

The German government has for the first time admitted that the Palestinian Authority likely grants financial support to terrorists and their families, and vowed to further investigate the matter.Following repeated queries by an opposition lawmaker, the Foreign Ministry in Berlin last week also acknowledged that funds for so-called “martyrs” and Palestinian prisoners sitting in Israeli jails for security-related offenses come not only from the Palestine Liberation Organization but partially from the PA’s own budget.Germany supports the PA annually with about €160 million ($179 million), but insists that the money only goes to specific development projects and not to so-called “salaries” for Palestinians held in Israeli prisons or to the relatives of killed terrorists.“There are Palestinian institutions that make payments to the families of those incarcerated by Israel and the families of those who were killed or wounded. Among them are also relatives of assailants,” reads a Foreign Ministry document from September 1, a copy of which was obtained by The Times of Israel. The document goes on the explain that Palestinian prisoners get financial support from the PLO Commission for Detainees and Ex-Detainees Affairs because the PA ceased its own payments to prisoners after its Ministry of Detainees and Ex-Detainees Affairs was dissolved two years ago. “The Federal Government is investigating indications that the Palestinian Authority in individual cases supported the PLO’s Commission for Detainees’ budget,” the document states. In addition, families of Palestinians killed or injured by Israeli security forces, including those who attacked Israeli troops, receive stipends, the document acknowledges. “These payments appear to come from a fund for the killed and injured, which is not part of the PLO budget but is being paid for by the PA’s budget.”The document was sent to MP Volker Beck, who heads the German-Israeli Parliamentary Friendship Group, in response to a second query he submitted on August 22 after the government’s reply to a previous question left him unsatisfied.Berlin says it does not fund the PLO but only specific projects by the PA, especially in the areas of development, culture and education, humanitarian aid and civilian crisis prevention.“If it is confirmed that parts of these described payments [to Palestinian security prisoners or their families] comes from the Palestinian Authority’s budget, the Federal Government will take the matter up with the Palestinian Authority and other partners,” the document states. “The Palestinian Authority and the PLO are called upon to take all necessary steps against the incitement of violence and to increase its efforts in the fight against terrorism.”In 2014, PA President Mahmoud Abbas — who is also the head of the PLO — closed the PA’s Ministry of Detainees and Ex-Detainees Affairs and converted it into a commission directly subordinate to the PLO.“The aim of this deliberately misleading move was to alleviate pressure on the PA by donor countries that do not wish their money to be channeled to support terrorism,” Yigal Carmon, the president of the Middle East Media Research Institute (MEMRI), told the US House of Representatives’ Committee on Foreign Affairs in July. “However, the offices remained the same and the official in charge remained the same under a new job title. The source of the money remains the PA, which receives them from donor countries, and the overseeing body remains none other than the PA.”Earlier in August, Beck, a member of the Green Party, had asked in writing what the German government knew about the payments the PA grants to security prisoners and to relatives of wounded or slain terrorists.Responding on behalf of the government, Foreign Minister Frank-Walter Steinmeier merely stated that the PA stopped payments to prisoners following the dissolution of the Ministry for Prisoners Affairs in 2014, and that the PLO supports families of Palestinians detained in Israel.“The Palestinian side justifies this by pointing out the need to prevent a descent into poverty by these families, who the Palestinians see as frequent victims of collective penalties such as demolition of housing and revoking of work permits. The extent of this support depends, among other things, on the length of the detainment,” Steinmeier wrote. “To the knowledge of the Federal Government there is no distinction made according to the reasons for detainment.”In his written response to Beck, Steinmeier did not refer to payments made to Palestinian terrorists and their families.Beck has now vowed to keep pushing Berlin on the matter.“It’s good that the government’s not-wanting-to-know is supposed to end now,” he told The Times of Israel. “Germany and the European Union need to make plain to the Palestinian Authority and the PLO that payments to terrorists and their relatives is unacceptable and will not remain without consequences.”It is inconceivable that German taxpayers finance an institution that gives money to the family of the murderers of Hallel Ariel, he added. Ariel, 13, was stabbed to death in her sleep in her Kiryat Arba home on June 30.As is apparent from the government’s September 1 response, Berlin knows very well how the system that supports terrorists and their families works, Beck said.“But that they closed their eyes in front of this problem is not understandable. When I mentioned that problem in 2014 to the Palestinian minister of social affairs he ended our lunch quite abruptly. Senior officials from the German representative office in Ramallah were represented at this meal.”As per Palestinian law, Ramallah pays nearly $170 million a year to prisoners and families of terrorists. Prisoners’ monthly allowances increase with the length of sentence. According to MEMRI, the allowances range from $364 (NIS 1,500) a month for a term of up to three years, to $3,120 (NIS 13,000) for a term of 30 years and more. There is a monthly $78 supplement for terrorists from Jerusalem and a $130 supplement for Arab Israeli terrorists.

If quiet persists, Liberman says he would allow Gaza workers back into Israel-Almost 10 years after imposed blockade, defense minister says Israel would like to ease humanitarian situation but not at expense of security-By Times of Israel staff September 7, 2016, 1:18 am

After nearly a decade-long ban, Defense Minister Avigdor Liberman said he did “not rule out” renewing work permits for Palestinian laborers from the Gaza Strip to work in Israel if the relative calm in the Hamas-run territory held. After Hamas violently overthrew Fatah in the enclave in 2007, Israel scrapped all work-related travel documents allowing Gazans to enter Israel and the West Bank for employment. In a Tuesday meeting with several mayors of Israeli towns adjacent to the Gaza border, Liberman said he “does not rule out renewing entry permits of workers from Gaza to Israel.”“Israel, as much possible, would like to ease the humanitarian crisis in the Gaza Strip, but not at the expense of security,” he said. The work permits would be crucial to the economy of the impoverished Gaza Strip, which some international official say is on the brink of collapse after almost a decade of security blockades imposed by Israel and Egypt. They were put in place to prevent Hamas, a terror group avowedly committed to the destruction of Israel, from importing weaponry into Gaza to use against Israel.Liberman on Tuesday also noted remarks made earlier in the day by Prime Minister Benjamin Netanyahu who said Israel was committed to improving the humanitarian situation in the Gaza Strip by laying a gas pipeline to the Palestinian territory with the assistance of the Dutch government. The defense minister also assured the local mayors that any rocket fire from the Gaza Strip would be met with a harsh Israeli response.
