Putin: outside interference in South China Sea dispute will do only to harm-[Reuters]-September 5, 2016-YAHOONEWS
HANGZHOU, China (Reuters) - Russian President Vladimir Putin said on Monday that interference of a non-regional power in the dispute over the South China Sea could only hamper the solution of this problem."This is counter-productive," Putin told a news conference after a G20 summit in China, adding that Russia supported Beijing's stance on the Hague court ruling. An arbitration court in the Hague ruled in July that China had no historic title over the waters of the South China Sea and had infringed on the rights of the Philippines, which brought the case under the U.N. Convention on the Law of the Sea.Beijing rejected the ruling and accused the United States of stirring up trouble in the sea where China's territorial claims overlap in parts with Vietnam, the Philippines, Malaysia, Brunei and Taiwan.(Reporting by Vladimir Soldatkin; writing by Jack Stubbs and Katya Golubkova; editing by Dmitry Solovyov)
Seeking smoother summit, ASEAN to skirt mention of South China Sea ruling-[Reuters]-By Manuel Mogato and Amy Sawitta Lefevre-September 5, 2016-YAHOONEWS
VIENTIANE (Reuters) - Southeast Asian leaders are set to avoid references to a recent arbitration ruling that undermined China's claims to the South China Sea, after omitting it from a joint statement at a summit this week over which Beijing's influence looms large.A draft communique of the Association of South East Asian Nations (ASEAN) seen by Reuters on Monday listed eight points related to the South China Sea, but made no mention of a high-profile July ruling by the Permanent Court of Arbitration, which invalidated Beijing's territorial claims. The decision to exclude reference to the ruling represents a diplomatic victory for China, following ASEAN's decision at its last meeting in July to turn down a U.S.-backed proposal to include the landmark ruling in the text.China refuses to recognize the case brought by the Philippines in 2013. Its outrage over the verdict has created regional concerns that Beijing might take a tougher line in future disputes.Soon after the ruling in The Hague, the Philippines lobbied strongly at an ASEAN foreign ministers' meeting for the verdict to be included in the text of the communique, only for Cambodia, a China ally, to oppose it.Beijing publicly thanked Phnom Penh for its support.China has been accused of pressuring some countries in the consensus-led, 10-nation bloc to stymie what it sees as unfavorable proposals.ASEAN does not include China, but leaders and senior representatives from China, the United States and other regional powers are attending the Laos summit.Experts say that China's approach makes it harder for Southeast Asian states to form a unified front to counter Beijing's assertiveness over the strategic waterway.Philippines President Rodrigo Duterte wants to negotiate with Beijing, and has pledged not to rock the boat by discussing the ruling at this week's ASEAN and East Asia Summits in Laos. But a few days before the meetings, the outspoken leader vowed to make no concessions towards China over the ruling, and demanded that Beijing explain why it had increased its boat presence around the disputed Scarborough Shoal.Sek Wannamethee, a spokesman for Thailand's foreign ministry, said it was unclear from Senior Officials Meetings (SOM) if Manila would bring its concerns about China to the Laos forum."There is no indication at the preparatory ASEAN SOM yet as to what, if anything, the Philippines would raise at the summit regarding the South China Sea," Sek said. The draft communique contained one new element on the South China Sea, welcoming the adoption of emergency hotlines and rules among ASEAN states and China to prevent military mishaps, known as the Code for Unplanned Encounters at Sea.(Writing by Martin Petty; Editing by Mike Collett-White)
Seoul says North Korea fires 3 medium-range missiles-[Associated Press]-HYUNG-JIN KIM-September 5, 2016-YAHOONEWS
SEOUL, South Korea (AP) — North Korea on Monday fired three medium-range missiles that traveled about 1,000 kilometers (620 miles) and landed near Japan in an apparent show of force timed to coincide with the Group of 20 economic summit in China, South Korean officials said.North Korea has staged a series of recent missile tests with increasing range, part of a program that aims to eventually build long-range nuclear missiles capable of striking the U.S. mainland.Such tests are fairly common when international attention is turned to Northeast Asia, and this one came as world leaders gathered in eastern China for the G-20 summit of advanced and emerging economies. China is North Korea's only major ally, but ties between the neighbors have frayed amid a string of North Korean nuclear and missile tests and what many outsiders see as other provocations in recent years.South Korea's Joint Chiefs of Staff said that the three ballistic missiles, all believed to be Rodongs, were launched from the western North Korean town of Hwangju and flew across the country before splashing into the sea.A Joint Chiefs of Staff statement described the launches as an "armed protest" meant to demonstrate North Korea's military capability on the occasion of the G-20 summit and days before the North Korean government's 68th anniversary. In early August, another Rodong missile fired by North Korea also traveled about 1,000 kilometers, the longest-ever flight by that missile. All three missiles Monday fell in Japan's exclusive economic zone, the 200-nautical mile offshore area where a nation has sovereign rights for exploring and exploiting resources, according to Tokyo's Defense Ministry.Defense Minister Tomomi Inada said they fell off the northwestern coast of Hokkaido."All three were launched almost simultaneously and fell around the same spot, which shows North Korea's missile capability has been steadily improving," Inada said, expressing serious concern.Chief Cabinet Secretary Yoshihide Suga called the launches a "serious threat" to Japanese security and said that Tokyo protested to North Korea via the Japanese Embassy in Beijing. The United States also condemned the launches, saying it was discussing with allies the proper response and plans to raise concerns at the U.N. The U.S. also plans to bring up the issue during the East Asia summit in Laos this week. President Barack Obama was to head to Laos on Monday evening. Before Monday's launch, South Korean President Park Geun-hye met her Chinese counterpart Xi Jinping on the sidelines of the G-20 summit and criticized the North for what she called repeated missile provocations that are threatening to hurt Seoul-Beijing ties.Japanese Prime Minister Shinzo Abe approached Park during a coffee break at the G-20 and agreed to cooperate closely, according to Japan's Foreign Ministry. The latest firing won't help the push by Xi to get Park to scrap the planned deployment of a powerful U.S. anti-missile system in the South.During their meeting, Xi warned Park that "mishandling the issue is not conducive to strategic stability in the region, and could intensify disputes."China says the U.S. Terminal High Altitude Area Defense, or THAAD, system is meant to spy on China, while Seoul and Washington say the system is intended solely to defend against North Korea's missile threat.Last month, worries about the North's weapons programs deepened after a missile from a North Korean submarine flew about 500 kilometers (310 miles), the longest distance achieved by the North for such a weapon. Submarine-based missiles are harder to detect before launch than land-based ones like Rodongs. In June, after a string of failures, North Korea sent an intermediate Musudan missile more than 1,400 kilometers (870 miles) high in a test launch that outside analysts said showed progress in efforts to acquire the ability to strike U.S. forces in the region. The U.N. Security Council in late August strongly condemned four North Korean ballistic missile launches in July and August. It called them "grave violations" of a ban on all ballistic missile activity.___Associated Press writers Mari Yamaguchi in Tokyo and Josh Lederman in Hangzhou, China, contributed to this report.
N.Korea fires three ballistic missiles as G20 leaders meet in China-[By Ju-min Park]-September 5, 2016-YAHOONEWS
SEOUL (Reuters) - North Korea fired three ballistic missiles into the sea off its east coast on Monday, South Korea's military said, as the leaders of the Group of 20 major economies held a summit in China, the North's main diplomatic ally. The missiles were fired from a region south of the capital Pyongyang just after noon local time (0300 GMT) and flew about 1,000 km (600 miles), hitting Japan's air defence identification zone, the South's Office of the Joint Chiefs of Staff said."We are still analysing details but this is a grave threat to our nation's security, and we express deep concern," the Japan Defence Ministry said in a statement. The missile launches were the latest in a series of launches by the isolated North this year in violation of U.N. Security Council resolutions, supported by China, that ban all ballistic missile-related activities by the North.Pyongyang rejects the ban as infringing its sovereign right to pursue a space programme and self defence.Shortly after the missile launches, South Korean President Park Geun-hye and Japanese Prime Minister Shinzo Abe met on the sidelines of the G20 summit and agreed to cooperate on monitoring the situation, a Japanese statement said. The South's military said the missiles were medium-range Rodong-class, launched as a show of force timed to coincide with the G20 summit. In 2014, the North fired two Rodong medium-range missiles just as Park and Abe were meeting U.S. President Barack Obama at the Hague to discuss responding to the North's arms programme. The latest missiles were launched from a region called Hwangju and came just hours after the leaders of South Korea and China met on the sidelines of the G20 summit in Hangzhou, China.South Korea's Park told Chinese President Xi Jinping that the North's fourth nuclear test and its ballistic missile launches this year threatened regional peace and posed a challenge to South Korea's ties with China, Yonhap news agency reported earlier.During the meeting, Xi reaffirmed China's commitment to realising the denuclearisation of the Korean peninsula, China's state news agency Xinhua reported on Monday.Xi also told Park that Beijing opposed the proposed deployment of a THAAD anti-missile system in South Korea, which Seoul and the United States have said is designed to counter an increasing missile threat from North Korea.Park said that a THAAD deployment would not threaten any other country's security interests and would not be needed if the North's nuclear issue was resolved, Yonhap news agency said.In July, the North launched three missiles in a single day from the western region that flew across the country and into the sea off its east coast, flying about 500 km and 600 km (300-360 miles).(Additional reporting by Nobuhiro Kubo in TOKYO; Writing by Jack Kim; Editing by Tony Munroe and Michael Perry)
U.N. Security Council to meet Tuesday on North Korea missile launches-[Reuters]-September 5, 2016-YAHOONEWS

Security Council resolutions. The 15-member Security Council has condemned the launches.North Korea has been under U.N. sanctions since 2006. Tropical Storm Newton barrels toward Mexico resort-[AFP]-September 5, 2016-YAHOONEWS
Mexico City (AFP) - Tropical Storm Newton picked up steam off Mexico's Pacific coast on Monday and threatened to strike a popular tourist resort with hurricane strength after causing floods and landslides in southern Guerrero state.Newton was "strengthening" and packing maximum sustained winds of 95 kilometers (60 miles) per hour as the system churned toward the Baja California peninsula, a popular destination for American tourists, the US National Hurricane Center said. The center said Newton was expected to grow into a hurricane by Tuesday and move over the peninsula the same day. The Mexican government issued a hurricane warning for parts of the state of Baja California Sur.For the Baja California peninsula, "winds are expected to first reach tropical storm strength by late tonight, making outside preparations difficult or dangerous," the Miami-based center said in a 1500 GMT bulletin."Preparations to protect life and property should be rushed to completion."The storm was 285 kilometers west of the Colima state resort of Manzanillo at 1500 GMT and 520 kilometers from Cabo San Lucas, a popular beach destination in Baja California.Newton was moving north-northwest at 24 kilometers per hour and causing tropical storm conditions in Manzanillo and other coastal areas. The storm is expected to produce as much as 25 centimeters (10 inches) of rain in several Pacific coast states, which could trigger life-threatening flash floods and mudslides, the center said. The weather system already wreaked havoc in Guerrero, including its resort of Acapulco, over the weekend before becoming a tropical storm.Floods and landslides damaged or affected some 70 homes and schools and trapped around 200 people in Acapulco, authorities said earlier Sunday.Torrential rains which began Saturday morning caused 33 landslides on highways in Guerrero. The downpour also caused a road to collapse in central Acapulco, sending two cars falling downward and injuring at least three passengers, the city's Civil Protection Coordination reported.Heavy rainfall trapped around 200 people in their housing complex, and they had to be air evacuated by police, marines and the army, according to Guerrero Governor Hector Astudillo Flores.- Hermine threat -While western Mexico was getting hammered with precipitation, the United States was spared the worst when Hermine crashed ashore in Florida before moving out to sea.The hurricane center warned that the post-tropical cyclone was likely to create "dangerous surf and rip current conditions" along parts of the mid-Atlantic and northeast coast of the United States.Located some 365 kilometers southeast of the eastern tip of New York's Long Island, Hermine packed sustained winds of 110 kilometers per hour and was expected to remain near hurricane strength on Monday.Tropical storm warnings were issued in Long Island as well as parts of the northeastern states of Connecticut and Massachusetts. The storm surge and tide could flood normally dry areas.Hermine killed two people after striking Florida as a hurricane on Friday before weakening to tropical-storm status as it moved northward off the US East Coast. It was Florida's first hurricane landfall since 2005, causing street flooding and power outages.Hermine, the fourth Atlantic hurricane of 2016, brought bad news for throngs of travelers hoping to enjoy beach time on the three-day Labor Day weekend, the unofficial end of the US summer vacation season.
Hermine spares much of U.S. East Coast, lingering well offshore-[By Laila Kearney]-September 5, 2016-yahoonews
NEW YORK (Reuters) - Atlantic storm Hermine drifted north on Monday off the U.S. East Coast, still packing near-hurricane strength winds but far enough from land to spare the Middle Atlantic states.Forecasters warned swimmers and boaters along the Eastern Seaboard to stay out of treacherous waters churned up by the storm during the Labor Day holiday weekend. On Cape Cod and its offshore islands, high surf and wind put a crimp in the holiday plans of many people looking to celebrate summer's end, but beaches farther south reopened.Hermine, classified as a Category 1 hurricane when it slammed into Florida's Gulf Coast early on Friday, became a post-tropical storm by week's end after its winds dropped below 74 mph and it lost its tropical characteristics. The storm, which crossed northern Florida and then raked Georgia and the Carolinas, was still packing sustained surface winds of up to 70 mph (110 kph) with higher gusts on Monday morning, according to the National Weather Service.Forecasters expected Hermine to linger off the Middle Atlantic states and southern New England before gradually weakening by Tuesday morning. For now, its strongest winds were extending outward by about 230 miles (370 km), failing to reach U.S. shores."Just because it's a post-tropical cyclone doesn’t mean the impact of tropical force winds, winds in general and storm surge go away," cautioned National Hurricane Center spokesman Dennis Feltgen.Hermine was forecast to bring up to 2 inches (5 cm) of rain to Rhode Island and southern Massachusetts-A tropical storm warning remained in effect Sunday night from the eastern end of New York's Long Island and to Martha's Vineyard and Nantucket Island off Cape Cod in Massachusetts, but the red flag came down for New York City.At least one ferry operator canceled some trips to Nantucket on Monday morning because of the storm. "We are taking it trip by trip at this time," Hy-Line Cruises said in a Twitter message. On Block Island off Narragansett, Rhode Island, people appeared to be taking the unsettled weather in stride, even though it kept many tourists away."Windy & cloudy on #BlockIsland after windy & brilliant yesterday. No ferries. Island deserted. Almost ideal. (Unless you own a business)," Twitter user Tom Anderson said.Storm-surge inundation levels of no more than one to three feet (30 cm to 1 m) were expected in coastal areas. As the threat to New Jersey waned, Governor Chris Christie ordered Island Beach State Park reopened for Monday, while warning that lingering rip currents and rough surf might still make the ocean unsafe for swimmers. At 11 a.m. EDT (1500 GMT) on Monday, Hermine's center was about 230 miles (365 km) southeast of the eastern tip of Long Island. It was expected to move slowly off the mid-Atlantic region, north-northeast at only 3 mph (5 kph) and remain offshore.Hermine became the first hurricane to make landfall in Florida in 11 years, packing winds of 80 mph (130 kph), and knocking out power to 300,000 homes and businesses. The storm claimed at least two lives, in Florida and North Carolina, but the widespread power outages and flooding that battered Florida, Georgia and the Carolinas had yet to materialize farther north, where alarming news reports scared many tourists away from the beach on Sunday.(Additional reporting by Frank McGurty in New York; Editing by Steve Orlofsky)
Post-tropical storm Hermine not expected to impact Atlantic Canada-[CBC]-September 5, 2016-yahoonews
Atlantic Canada is expected to be spared the wrath of post-tropical storm Hermine, according to the Canadian Hurricane Centre."It probably won't have any impact for winds and minimal impacts for rain. We should be reasonably safe," said meteorologist Doug Mercer, who is based in Dartmouth, N.S., with the centre.Mercer said precipitation is expected to be average over the next 10 days while temperatures should be three or four degrees warmer than average. Hermine walloped Florida and Georgia over the weekend as a Category 1 hurricane, causing flooding and destruction as high winds knocked down trees and damaged homes. Hermine is being blamed for at least two deaths in the United States. -'Weakening significantly'-Mercer said the storm was losing power as it moved off the eastern coast of the United States. It has since been downgraded to a post-tropical storm. "It's a bit disorganized right now, but it still has 60 knot winds around it."Mercer said the storm will approach Nova Scotia on Wednesday into Thursday. "The good news is that it is going to be probably weakening significantly as it comes towards us." -Storm still needs to be monitored-He predicts the storm will only have about 35-knot winds when it moves into the Georges Bank area off Nova Scotia. The track of the storm places it well south of the province and it should have little impact on the province's coast, said Mercer. But it has been hard to predict which way Hermine will travel, so staff at the hurricane centre are keeping an eye on the storm just in case.Mercer expects Hermine will continue to weaken or even dissipate completely as it continues to move towards Newfoundland and Labrador.
Rosetta's missing Philae probe found in dark crack on comet-[Reuters]-September 5, 2016-YAHOONEWS
FRANKFURT (Reuters) - High-resolution cameras on the European Space Agency's (ESA) Rosetta spacecraft have found space probe Philae, which landed on a comet nearly two years ago only to lose power because its solar-driven batteries were in the shade.Images taken from Rosetta at a distance of 2.7 km (1.7 miles) showed Philae wedged into a dark crack on Comet 67P/Churyumov–Gerasimenko, the ESA said on Monday.Philae landed on the comet in November 2014 in what was considered a remarkable feat of precision space travel but the metre-sized, 100 kg (220 lb) probe bounced several times before getting stuck against a cliff wall.Scientists could tell its approximate whereabouts on the comet thanks to radio ranging data but not its precise location. This year they gave up hope of restoring contact with the probe. While Philae did not have as much time as was hoped for experiments, information it has collected is reshaping thinking about comets and the project has helped in designing future missions."This wonderful news means that we now have the missing 'ground-truth' information needed to put Philae's three days of science into proper context, now that we know where that ground actually is," ESA's Rosetta project scientist, Matt Taylor, said in a statement.Scientists expect to get a final glimpse of Philae later this month, when Rosetta snaps some pictures during close fly-bys, before crash-landing on the comet itself on Sept. 30, ending its 12-year space odyssey.(Reporting by Maria Sheahan; Editing by Louise Ireland)

MADRID (Reuters) - Fires raged around Spain's eastern Costa Blanca resorts on Sunday and Monday, forcing more than 1,000 residents and tourists to flee, emergency services said.Authorities said they believed people had started three blazes that ripped through vegetation and destroyed buildings in the town of Javea and other areas up the coast from the popular holiday spot of Benidorm."The hand of man again was involved in a very precise way, choosing the hottest day of the year," Jose Maria Angel, the head of the Valencia region's emergency services, told Spanish radio.Temperatures soared to 42 Celsius (108 Fahrenheit) on Sunday in Javea, where foreigners make up almost half of residents. The fires broke out on Sunday afternoon and spread quickly, fueled by strong winds and dry conditions.More than 300 people lodged in local schools and shelters, said emergency services who fought the flames through the night, backed by aircraft and military units.(Reporting by Angus Berwick; Editing by Sarah White and Andrew Heavens)

One year after launch, EU fails on relocation By Nikolaj Nielsen-sept 5,16-euobserver
BRUSSELS, Today, 18:25-EU-led efforts to relocate people seeking international protection from Italy and Greece to other EU states remain dismal. The two-year plan, broadly hatched last September, aims to dispatch some 160,000 people arriving on Italian and Greek shores to other EU states. But one year in and less than 3 percent of that total have found a new home outside either country. Some ended up in non-EU states like Norway and Switzerland, which are also part of the scheme. As of earlier this month, just over 1,000 people left Italy and 3,493 people left Greece. The European Commission, which masterminded the scheme, on Monday (5 September) urged national governments to step up efforts, but declined to answer questions on potential sanctions if they failed to meet the quotas."Relocations are still taking place, the last flights from Greece took place on the second of September," an EU commission spokeswoman told reporters in Brussels. In July, the commissioner for migration, Dimitris Avramopoulos, sent a letter to the 28 EU interior ministers imploring them to relocate more people. But despite his appeal, in the period covering August and the first few days of September, member states took in just 65 more people. Finland took 40 asylum seekers from Greece. France took 18 and Cyprus took seven.Austria, Hungary, and Poland have yet to relocate anyone. Others, such as the Czech Republic, have relocated just handfuls of people.France took the most, with 1,431 from Greece alone.Pledges from EU states to help Greece with border staff and asylum experts have also failed to fully materialise.Meanwhile, the issues and the numbers remain sensitive.Hungary has launched an anti-immigrant campaign in the lead up to a national referendum on 2 October on whether to boycott the EU relocation scheme. The German government is paying a political cost for taking in asylum seekers - on Sunday, the anti-immigrant AfD party beat chancellor Angela Merkel’s CDU party in regional elections. In Austria, the EU faces the prospect of having its first far-right head of state, as the FPO party’s candidate, Norbert Hofer, again leads opinion polls ahead of a presidential run-off on 2 October.-Greece returns-Some 50,000 asylum seekers and migrants remain stuck in Greece amid a recent spike in arrivals on the Greek islands since the failed military coup in Turkey in July. But the EU commission remains intent on getting Greece to start accepting returns from other member states before the end of the year.Last December, it announced that Greece would return to the so-called Dublin regulation. The law largely requires the member state where an asylum seeker first entered to process the application. Many slip through and lodge their applications in places like Germany or Sweden instead. The same law allows EU states to return those people back to the country where they first entered.Returns to Greece were suspended in 2011 following a ruling by the European Court of Human Rights on inhumane conditions. But the commission, along with Germany, want that reversed.-Orderly system-"What we want to have is an orderly system whereby refugees who enter Europe have asylum claims treated by the first country they enter into," said the EU commission on Monday.Germany's interior minister Thomas de Maiziere was more explicit. On Sunday, he told Welt am Sonntag newspaper that Greece must improve its handling of refugees."This must have consequences that will enable refugees to be sent back to Greece according to the Dublin regulations," he said.

BRUSSELS, Today, 09:28-Voters in Germany’s regional election handed a heavy blow to Chancellor Angela Merkel and her welcoming refugee policy on Sunday (4 September).Merkel’s Christian Democrats (CDU) were beaten into third place by the anti-immigrant, anti-Islam Alternative for Germany (AfD) in the north-eastern state of Mecklenburg-Vorpommern by taking 20.8 percent of the vote. The CDU fell from 23 percent to 19 percent in their worst result in the state. Both came in behind the Social Democrats (SPD), the region’s dominant political group, which received 30 percent of the votes, falling from 35 percent in 2011.The neo-nazi NPD was driven from the regional assembly, its support dropping below the 5 percent threshold. The election was dominated by the refugee issue, a year after Merkel's decision to let in asylum seekers making their way across Europe.“This is a slap in the face for Merkel – not only in Berlin but also in her home state,” said Frauke Petry, joint-leader of the AfD.“The voters made a clear statement against Merkel's disastrous immigration policies. This put her in her place.”“We are writing history in Mecklenburg-Vorpommern,” Leif-Erik Holm, the AfD’s lead candidate in the state said. “Perhaps today is the beginning of the end of the chancellorship of Angela Merkel.”AfD, founded in 2013, won 24 percent of the vote in Sachen Anhalt region in March, and is now represented in nine of Germany’s 16 regions. It is now gearing up for regional elections in Berlin in two weeks time.It is particularly doing well in eastern German regions, which are generally poorer, more sceptical of mainstream parties and more critical of immigration, although Mecklenburg-Vorpommern has taken in only around 25,000 asylum seekers out of the million that arrived to the country last year. However, AfD will not take power in the region, as other parties refuse to co-operate with it, the SPD is expected to maintain its coalition with the CDU.-Wake-up call?-Sunday’s election is also seen as a test for next year’s general election, as protesting voters are leaving the mainstream parties to vote for AfD.Merkel’s support has sunk to a five-year low recently to 45 percent, down from 67 percent a year ago.The AfD is polling at 12 percent on national level and it is expected to be the first far-right party to enter the Bundestag since 1945.Peter Tauber, CDU general secretary, blamed the result on widespread “discontent and protest” at Merkel’s refugee policy.Social Democrat leader Sigmar Gabriel said Germany's main political parties “must ask themselves how we can stop people from choosing the AfD”."The key is that we must bring about more security, not just domestic security or protection from crime and terrorism, but also social security," he said after the vote according to AFP.Merkel has not yet announced if she will run for a fourth term in office next autumn due to pressure from the sister party of her CDU, the Bavarian CSU, according to Der Spiegel magazine.Bavarian finance minister Markus Soeder said the results should serve as a "wake-up call" for Merkel on her refugee policy. He told a regional newspaper that Merkel needed to adopt a hard line on migrants."It is no longer possible to ignore people's views on this issue. Berlin needs to change tack," he said. The defeat comes at a crucial time for Merkel, as she needs to deal with the UK’s decision to leave the European Union, a fragile migration deal with Turkey, and an increasingly assertive Russia at Europe’s doorstep.AfD’s win was hailed by French far-right leader Marine Le Pen, who tweeted: “What was impossible yesterday has become possible: the patriots of AfD sweep up the party of Ms Merkel. All my congratulations!”
France warns IS fighters could flee Libya to Tunisia, Egypt-[AFP]-September 5, 2016-YAHOONEWS
Paris (AFP) - Islamic State group fighters could flee to Egypt or Tunisia after being flushed from their former Libyan stronghold of Sirte, French Defence Minister Jean-Yves Le Drian warned Monday."We should begin to look seriously at the question of the spread of the terrorists once Sirte... (is) emptied of the terrorists," Le Drian told a defence conference in Paris."They don't disappear. There's a new risk that appears," he said, adding: "Indirectly this will pose new risks for Tunisia and Egypt."He said it was a "shame, perhaps political reasons prevent it, that all the neighbouring states of Libya don't meet" over the issue.Backed by weeks of US air strikes, forces loyal to Libya's Government of National Accord (GNA) have recaptured nearly all of what had been the jihadists' main stronghold in north Africa.Pro-GNA forces launched a new attack on Saturday against IS in Sirte, saying Sunday it could take several days to gain full control of the city.

Trudeau says protectionist views in U.S., Europe unlikely to creep into Canada-[The Canadian Press]-September 5, 2016-yahoonews
HANGZHOU, China — Prime Minister Justin Trudeau says there's little risk that protectionist forces seen in the United States and Europe will spill over into Canada.Trudeau made the remarks Monday at the end of the Group of 20 summit in China, where he urged fellow world leaders to fight back against growing anti-trade sentiments.Speaking to reporters in Hangzhou after the G20, Trudeau said he believes Canadians in every demographic group broadly support positive engagement with the world."I'd be very careful and hesitant to apply situations that might be described in other countries to Canadians because we've seen Canadians are — and all demographic groups combined — generally open and positive and optimistic about the future," Trudeau said.On Sunday, International Trade Minister Chrystia Freeland blamed growing anti-trade movements for complicating Canada's free trade talks with Europe and negotiations on softwood lumber with the U.S.During his second G20 since taking office, Trudeau said he had discussions on many different subjects with just about every leader, including U.S. President Barack Obama and German Chancellor Angela Merkel. The Prime Minister's Office says he had five sit-down meetings on the sidelines of the summit with British Prime Minister Theresa May, Turkish President Recep Tayyip Erdogan, the European Union, the OECD and Singapore. His only formal bilateral meeting was with Chad's President Idriss Deby Itno, who is also chair of the African Union."What happens at a summit like this is leaders have many opportunities to discuss a broad range of issues," he said, when asked why he didn't hold more bilateral meetings."Yes, there are a number of formal bilaterals, but the conversations that go on in the margins are equally important on wide range of issues."Trudeau was also encouraged that China and the U.S. — the planet's biggest polluters — both announced in Hangzhou they would formally join the ambitious Paris agreement on climate change. He said there was a "clear and positive" consensus around the G20 table that ratification of the Paris climate accord needed to happen soon, a goal outlined in the summit's closing communique. "The significant momentum generated by both China and the United States ratifying is an encouragement to all countries around the G20 table, and indeed around the world, to move forward with ratification as quickly as possible," said Trudeau, who has been engaged in ongoing talks with the provinces to ratify.Canada, however, isn't quite ready to ratify the accord just yet as a cross-country plan remains a work in progress.Still, Trudeau insisted "we have the intention of ratifying in the coming months."The Paris accord envisions measures to hold the average global temperature increase to "well below two degrees Celsius above pre-industrial levels" and closer to 1.5 degrees.Trudeau is nearing the end of his eight-day trip to China, during which he also held bilateral talks focused mainly on trade and investment with Chinese President Xi Jinping and Premier Li Keqiang. He flew to Hong Kong on Monday night for the last leg of his first official visit to the world's second-biggest economy.Trudeau reiterated during the news conference his government's goal to deepen business ties with China. He was asked if Chinese leaders raised their long-held concerns with him over Canada's restrictions on foreign investment by state-owned enterprises."That specific issue wasn't brought up by the Chinese in any of my meetings," said Trudeau, who appeared open to discussing the issue."But we're always happy to listen to questions and concerns that the Chinese may have and we're always looking to create opportunities for Canadians and Canadian businesses."Follow @AndyBlatchford on TwitterAndy Blatchford, The Canadian Press
G20 promises fixes to economic ills, but little in way of concrete steps-[Reuters]-By Kevin Yao and Michael Martina-September 5, 2016-yahoonews
HANGZHOU, China (Reuters) - Leaders from the world's top economies broadly agreed at a summit in China on Monday to coordinate macroeconomic policies and oppose protectionism, but few concrete proposals emerged to meet growing challenges to globalisation and free trade. The two-day gathering in the scenic Chinese city of Hangzhou agreed to oppose protectionism, with Chinese President Xi Jinping urging major economies to drive growth through innovation, not just fiscal and monetary measures."We aim to revive growth engines of international trade and investment," Xi said in a closing statement. "We will support multilateral trade mechanisms and oppose protectionism to reverse declines in global trade."Discussions at the meeting were distracted by North Korea test-firing three medium-range ballistic missiles in a defiant reminder of the risks to global security.North Korea has tested missiles at sensitive times in the past to draw attention to its military might. But Monday's launch risked embarrassing its main ally Beijing, which has gone to extraordinary lengths to ensure a smooth summit meeting in Hangzhou.Beijing said it hoped relevant parties would avoid taking any actions that would escalate tensions. The United States called the launch reckless, while Japanese Prime Minister Shinzo Abe told U.S. President Barack Obama that it was unforgivable. On other fronts, the United States tried but failed to finalise a deal with Russia for a ceasefire in Syria on the sidelines of the summit.Obama and Russian President Vladimir Putin had a longer-than-expected discussion about whether, and how, they could agree on a deal, a senior U.S. administration official said. But in talks earlier on Monday, U.S. Secretary of State John Kerry and Russian Foreign Minister Sergei Lavrov were unable to come to terms on a ceasefire for the second time in two weeks, although they will meet again this week. The G20 called for the formation of a global forum to take steps to address steel excess capacity and encourage adjustments, the White House said in a statement, one of the controversial issues discussed at the summit.China produces half the world's annual output of 1.6 billion tonnes of steel and has struggled to decrease its estimated 300 million tonne overcapacity, and rising prices have given companies there an incentive to boost production for export.-ISOLATIONIST TREND-With the summit taking place after Britain's vote in June to exit the European Union and before the U.S. presidential election in November, G20 leaders had been expected to mount a defence of free trade and globalisation and warn against isolationism.Republican presidential candidate Donald Trump, who supports protectionist trade policies, has pulled into an effective tie with Democratic rival Hillary Clinton, erasing a substantial deficit. In Germany, Chancellor Angela Merkel's party was relegated to third place behind an anti-immigrant party in a regional election on Sunday."I'm very unsatisfied with the outcome of the election," Merkel told reporters in Hangzhou."Obviously it has something to do with the refugee question. But I nevertheless believe the decisions made were right and we have to continue to work on them."One of the few areas where there was progress was in protecting the environment.China and the United States ratified the Paris agreement on cutting climate-warming emissions on the eve of the G20 summit, setting the stage for other countries to follow suit.British Prime Minister Theresa May, attending her first G20 summit, said governments needed to "do more to ensure that working people really benefit from the opportunities created by free trade.""This discussion goes to the heart of how we build an economy that works for everyone."International Monetary Fund Managing Director Christine Lagarde, speaking after the summit, also said more inclusive growth was a priority in the global economy."We need increased growth, but it must be better balanced, more sustainable, and inclusive so as to benefit all people," she said.It is the last time that Obama will be attending the G20 summit, and his visit to Hangzhou got off to a chaotic start. There was no rolling staircase provided for Air Force One when it landed and Obama had to disembark from an exit in the plane's belly. Then, a Chinese security official blocked National Security Adviser Susan Rice on the tarmac and yelled at another U.S. official trying to help journalists get closer to Obama.China levelled responsibility at the United States and journalists for the fracas. Obama told reporters he "wouldn't over-crank the significance" of the airport events. When he left China on Monday, he boarded Air Force One via a full-sized staircase provided by Hangzhou International Airport.(Additional reporting by Sue-Lin Wong, Michael Martina, Roberta Rampton, Ruby Lian, Kevin Yao, Nate Taplin, William James and Engen Tham in HANGZHOU, and Ben Blanchard, Nick Heath, Jason Subler and John Ruwitch in BEIJING, and Jack Kim and Ju-min Park in SEOUL; Writing by Raju Gopalakrishnan; Editing by Ryan Woo)
Spain's king delays further talks on ending political impasse-[AFP]-September 5, 2016-YAHOONEWS
Madrid (AFP) - Spain's king will delay holding a fresh round of talks with party leaders to find a solution to the country's political deadlock after a failed attempt to form a new government, the speaker of parliament said Monday.King Felipe VI has decided "not to engage in further consultations yet with party representatives, so they can implement the steps they consider necessary" to end the impasse, the speaker of the parliament, Ana Pastor told reporters after meeting the monarch.Acting Prime Minister Mariano Rajoy, the leader of the conservative Popular Party (PP), lost two parliamentary confidence votes last week in his bid for a second term, deepening the nation's political crisis.Party leaders now have until October 31 to explore alternative alliances. If their efforts come to nothing election-weary Spanish voters will be asked to return to the polls in December for the country's third election in a year.Spain has been without a fully-fledged government for more than eight months after voters elected a fragmented parliament in December and then again six months later. The country's four major parties, none close to a majority in parliament, have been unable to cobble together a governing alliance."I am going to continue to try to form a government," Rajoy told a news conference at the Group of 20 summit in China."Going to the polls for a third time in a year is very worrying. Everyone here asks me about this, they don't ask about anything else because this is not normal."Rajoy's PP was the only one of Spain four main parties to win more seats in parliament in June compared with December, racking up 137, though that was still short of the 176 needed for a majority in the 350-strong lower house. The Socialists, who finished second in the last election in June with 85 seats and hold the balance of power, have staunchly refused to allow Rajoy to form a minority government.Socialist leader Pedro Sanchez accuses Rajoy of betraying the trust of Spaniards and of burdening the country with austerity and corruption.Sanchez said Monday he wants to hold talks with all other parties including the PP to try to find a solution to the impasse but would not try to form a government himself.Centrist upstarts Ciudadanos and new far-left party Podemos have both ruled out backing the Socialists to form a new government.Spanish media said the parties would likely wait for the outcome of regional elections in the northern regions of Galicia and the Basque Country on September 25 to determine their position in any new round of talks.
Spain braces for Christmas election By Sarah Morris-sept 5,16-euobserver
Madrid, Today, 09:18-Spaniards are bracing themselves for a Christmas election after caretaker prime minister Mariano Rajoy failed to win parliamentary backing to form a government. The conservative leader lost votes on Wednesday and Friday last week – the second time the parliament has rejected a leader’s bid to become prime minister since a December general election delivered a fragmented parliament. In March, the leader of the Socialist Party (PSOE), Pedro Sanchez, also failed to win a parliamentary majority. Spaniards voted in a repeat general election in June after a two-month deadline to form a government expired.Rajoy’s defeat in Friday’s vote has triggered another two-month deadline for a candidate to win a majority: if no-one can do so by 31 October, king Felipe will dissolve the parliament for a third general election in just over a year.Opinion polls suggest a third vote would deliver a similarly fragmented parliament. Turnout could be low since it would fall on 25 December, the day after Spaniards have Christmas dinner, kicking off a festive period that finishes with Epiphany on 6 January.“Voting at Christmas would be absolutely ludicrous,” said Antonio Lopez, a pensioner having a cup of tea at a cafe in Madrid. “Both Rajoy and Sanchez should step aside. That’s the real way to solve this. We need new leaders to negotiate.”Lopez voted in December and June for Ciudadanos (Citizens), a small centrist party that won seats in the national parliament last year for the first time. It reached deals with both the Socialists, in March, and the conservative People’s Party (PP), in August, to support both confidence bids. Lopez said he would vote for the party again if a third election is called.Ciudadanos’ leader Albert Rivera apologised on behalf of his party for the failure to form a government in the last eight months.“I’d like to say sorry for not having convinced these old parties to reach an agreement,” he told parliament on Friday. “I’m not ashamed of saying to our compatriots that I feel part of the failure of this house.”Not all Ciudadanos voters are impressed with the party’s support for the PP and the Socialist premiership bids.Ciudadanos, the fourth largest party in the parliament, lost eight seats at the June repeat election, falling to 32, as many voters switched back to the PP, the only party to increase votes and seats in June.Ana Molina, a 34-year-old Spanish-Venezuelan, having a drink in the same cafe, says she will switch back to voting Socialist after the Ciudadanos deal with the PP. “I wanted an option in the centre,” not a vote in support of the right, she said.-Regional factor-The collapse of Rajoy’s bid sends the politicians back to the drawing board. Most analysts think the king will not nominate a new candidate to seek the backing of parliament until after regional elections in the Basque and Galicia regions on 25 September. If the Basque Nationalist Party needs the support of the PP to continue running the Basque region, it could lend its five votes to the PP in the national parliament in Madrid, leaving the PP one vote short of the 176 seat absolute majority.“Whatever happens, Rajoy will not offer up his head – he’s of the firm conviction that he won the elections and should remain prime minister,” said Sebastian Mariz, from Fipra, a political consultancy.“If the PP doesn’t win in Galicia [a party stronghold], I don’t think they’ll seek another investiture vote. I think they’ll go to third elections.”Mariz thinks there is a 75 percent chance of getting a government without a third election. The PP is banking on a last-minute abstention by the Socialists before the 31 October deadline. Some Socialists have questioned the stance of their leadership to reject Rajoy since they have 85 seats, compared with the PP’s 137. An alliance with left-wing newcomers Podemos alone would leave them 20 seats short. Many Socialists distrust the radical Podemos and rule out a pact with Catalan separatist parties.A three-way Socialist-Podemos-Ciudadanos pact would deliver a 188 seat majority but has so far looked unlikely. Podemos and Ciudadanos have in the past ruled out being part of the same government. But on Saturday, Sanchez seemed to reach out to the two parties. “How many more reasons do the forces of change need to reach an agreement and end the failure of the Rajoy government?” he asked at a rally in Galicia. His appeal to Podemos and Ciudadanos, which have both promised to clean up politics, came as the the caretaker government announced on Friday that it was proposing former industry minister Jose Manuel Soria for a €226,500-a-year post to represent Spain at the World Bank.Soria resigned in April after being named in the Panama Papers for having links to an offshore company on the British island of Jersey.-Frustration-Some analysts believe the chance of a repeat election has increased since last week's parliamentary debates.“Rajoy’s harsh tone against Sanchez and his party in the investiture bid has probably reinforced the Socialist leader’s internal position and his rejection of Rajoy,” said Antonio Barroso, deputy director of research for Teneo Intelligence, a political risk consultancy.“Part of the PSOE leadership seems to believe that a third election would dent support for Podemos and put the Socialists in a stronger position.”As the political impasse drags on, voters are frustrated. “I’m undecided as to who I’d vote for,” said Alvaro Perez, sharing a drink with Ana Molina. “I’ll be watching out for changes, for any potential deals, but I’ll only vote again if I feel my vote is really useful.”
Back to school as classes start Tuesday for Fort McMurray students-[CBC]-September 5, 2016-yahoonews
Fort McMurray's schools on Tuesday will welcome thousands of students who haven't been back since their classrooms were evacuated after May's wildfire.Over the past few days, staff have been stapling displays to wall boards, cutting out signs and organizing lesson plans. At Father Turcotte Catholic School it'll be a first day like no other after a busy week of preparation, prinicipal Laura Dennis said."Every moment we are receiving resources, textbooks, furniture. So it's been a very busy hectic week."Like most of the city's schools, all its surfaces have been sanitized. Books, paperwork and posters that absorbed wildfire smoke were cleaned and in most cases dumped in order to meet strict health standards.Cleaning companies stripped classroom walls of most artwork and school boards have had to purchase new posters, books and toys for classes.Boards have also trained staff to provide mental health support to students."What we are looking for is children who have had difficulties playing — whether it's sharing or crying easily," said Monica Mankowski, assistant deputy superintendent of Fort McMurray Catholic Schools."Some may have difficulties separating from their parent when they are getting dropped off."Father Turcotte is one of several schools absorbing surplus students from four other Fort McMurray schools that won't re-open on Tuesday. Some of those schools are in wildfire disaster zones like Beacon Hill and Abasand. The city's school boards have said they won't be able to clean them up on time for the start of the school year. Both the Catholic and public school boards estimate their student populations may decline by between five and 10 per cent.Follow David Thurton, CBC's Fort McMurray correspondent, on Facebook, Twitter or contact him via email.

Hundreds flee fires threatening Spain's Costa Blanca resorts-[Reuters]-September 5, 2016-yahoonews

Anti-immigrant party beats Merkel in local elections By Eszter Zalan-sept 5,16-euobserver
