China tells US, North Korea to 'hit the brakes' on threats-[The Canadian Press]-YAHOONEWS-August 16, 2017

BEIJING — China is telling the U.S. and North Korea to "hit the brakes" on threatening words and actions and work toward a peaceful resolution of their dispute, in a sign of growing concern over the standoff on the part of Pyongyang's only major ally.Foreign Minister Wang Yi said in a phone conversation with his Russian counterpart, Sergei Lavrov, that the two countries should work together to contain tensions and permit no one to "stir up an incident on their doorstep," according to a statement posted on the Chinese foreign ministry's website ."The most important task at hand is for the U.S. and North Korea to 'hit the brakes' on their mutual needling of each other with words and actions, to lower the temperature of the tense situation and prevent the emergence of an 'August crisis,'" Wang was quoted as saying in the Tuesday conversation. The ministry quoted Lavrov as saying tensions could rise again with the U.S. and South Korea set to launch large-scale military exercises on Aug. 21."A resolution of the North Korea nuclear issue by military force is completely unacceptable and the peninsula's nuclear issue must be peacefully resolved by political and diplomatic methods," Lavrov was quoted as saying.China is North Korea's main economic partner and political backer, although relations between Beijing and Pyongyang have deteriorated amid the North's continuing defiance of China's calls for restraint. In recent months, China has joined with Russia in calling for the U.S. to suspend annual military exercises with South Korea in exchange for Pyongyang halting its missile and nuclear tests as a first step toward direct talks. On Wednesday, the chairman of the U.S. Joint Chiefs of Staff, Marine Corps Gen. Joseph Dunford, continued a visit to China following talks the day before with his Chinese counterpart that touched on North Korea. No details of the talks have been released.Dunford on Tuesday told Fang Fenghui, chief of the People's Liberation Army's joint staff department, that the sides had "many difficult issues" between them but were willing to deal with them through dialogue. On Monday, Dunford was in Seoul to meet with senior South Korean military and political officials and the local media, seeking to ease anxiety while showing his willingness to back President Donald Trump's warnings if need be.The U.S. wants to peacefully resolve tensions with North Korea, but Washington is also ready to use the "full range" of its military capabilities, Dunford said. His visit to Asia, which also will include a stop in Japan, comes after Trump last week declared the U.S. military "locked and loaded" and said he was ready to unleash "fire and fury" if North Korea continued to threaten the United States.North Korea's military on Tuesday presented leader Kim Jong Un with plans to launch missiles into waters near the U.S. territory of Guam and "wring the windpipes of the Yankees," even as both Koreas and the United States signalled their willingness to avert a deepening crisis, with each suggesting a path toward negotiations. The tentative interest in diplomacy follows unusually combative threats between Trump and North Korea amid worries Pyongyang is nearing its long-sought goal of being able to send a nuclear missile to the U.S. mainland. Next week's start of U.S.-South Korean military exercises that enrage the North each year could make diplomacy even more difficult.During an inspection of the North Korean army's Strategic Forces, which handles the missile program, Kim praised the military for drawing up a "close and careful plan" and said he would watch the "foolish and stupid conduct of the Yankees" a little more before deciding whether to order the missile test, the state-run Korean Central News Agency said. Kim appeared in photos sitting at a table with a large map marked by a straight line between what appeared to be northeastern North Korea and Guam, and passing over Japan — apparently showing the missiles' flight route. The missile plans were previously announced. Kim said North Korea would conduct the launches if the "Yankees persist in their extremely dangerous reckless actions on the Korean Peninsula and its vicinity," warning the United States to "think reasonably and judge properly" to avoid shaming itself, the news agency said.U.S. Secretary of State Rex Tillerson told reporters in Washington on Tuesday, "We continue to be interested in trying to find a way to get to dialogue, but that's up to (Kim)."Lobbing missiles toward Guam, a major U.S. military hub in the Pacific, would be deeply provocative from the U.S. perspective. A miscalculation on either side could lead to military confrontation.South Korean President Moon Jae-in, meanwhile, a liberal who favours diplomacy, urged North Korea to stop provocations and to commit to talks over its nuclear weapons program.Moon, in a televised speech Tuesday on the anniversary of World War II's end and the Korean Peninsula's liberation from Japanese colonial rule, said Seoul and Washington agree that the nuclear standoff should "absolutely be solved peacefully." He said no U.S. military action on the Korean Peninsula could be taken without Seoul's consent.North Korea's military said last week that it would finalize the plan to fire four ballistic missiles near Guam, which is about 3,200 kilometres (2,000 miles) from Pyongyang. It would be a test of the Hwasong-12, a new missile the country flight-tested for the first time in May. The liquid-fuel missile is designed to be fired from road mobile launchers and has been described by North Korea as built for attacking Alaska and Hawaii.___AP writers Foster Klug, Kim Tong-hyung and Hyung-jin Kim in Seoul, South Korea, and Matthew Lee and Robert Burns in Washington contributed to this report.Christopher Bodeen, The Associated Press.

Moscow hopes Iran won't quit nuclear deal-[Reuters]-YAHOONEWS-August 16, 2017

MOSCOW (Reuters) - Russian Foreign Minister Sergei Lavrov said on Wednesday he hoped that Iran would not quit the agreement Iran reached in 2015 with world powers to curb Tehran's nuclear work in return for the lifting of most sanctions.Iranian President Hassan Rouhani said this week that Iran could abandon the deal "within hours" if the United States imposed any more new sanctions.Lavrov also said he hoped the United States would not violate its obligations under the nuclear deal with Iran."I think unilateral sanctions ... are irresponsible actions that can hurt and undermine the balance achieved," Lavrov said, commenting on new restrictions recently imposed by Washington on Iran.(Reporting by Maria Kiselyova and Dmitry Solovyov; writing by Denis Pinchuk; editing by Maria Kiselyova)

Fears for 600 still missing in Sierra Leone floods-Saidu BAH-Agence France-Presse-YAHOONEWS-August 16, 2017

Freetown (AFP) - Concerns shifted Wednesday to the estimated 600 people still missing and thousands made homeless in Sierra Leone by deadly floods in the capital, as it emerged that at least a third of those killed were children. The United Nations said Tuesday that it was evaluating humanitarian needs in Sierra Leone, while the first Israeli aid packages were sent and Britain pledged its support.Officials at Freetown's central morgue said 105 of the more than 300 officially dead were children, and burials began on Tuesday for some of the bodies too mutilated to identify. An independent but unofficial morgue estimate put the toll at 400 dead.President Ernest Bai Koroma fought back tears on Tuesday as he visited the devastated hilltop community of Regent, saying the scale of the challenge ahead was "overwhelming us"."Entire communities have been wiped out," Koroma said. "We need urgent support now."The government of Sierra Leone, one of the poorest countries in the world, has promised relief to what the Red Cross says is more than 3,000 people left homeless, opening an emergency response centre in Regent and registration centres to count those left on the streets.UN spokesman Stephane Dujarric said in New York that the UN country team was "supporting national authorities in rescue operations, helping evacuate residents, providing medical assistance to the injured, registering survivors, and providing food rations, water and dignity kits to those affected."- From shock to anger -Speaking to AFP at the mortuary at the Connaught Hospital, technician Mohamed Sinneh Kamara said his team lacked equipment to process and identify the bodies piling up."We have logistical constraints including a lack of gloves, PPE (personal protective equipment) and rain boots," he said as families gathered to identify their loved ones' bodies.Mabinty Sesay's family had gone to Regent for an all-night prayer session when the church was buried in the mudslide. "I have lost 13 of my family members but was only able to identify two," she told AFP at the morgue. One woman collapsed after seeing her husband's dead body among the piles of corpses, amid a powerful stench of decomposing flesh.Adele Fox, national health coordinator for Sierra Leone for the charity Concern Worldwide, told AFP that the search for bodies continued but that survivors were facing difficult conditions."There is basic need for food, water, sanitation equipment and medical assistance. Since it is still the rainy season, further flooding is also a possibility," she warned. The sentiment among those in the disaster areas had shifted from shock and grief to anger at what is an annual problem in Freetown, though never before on this scale."There is some frustration over the regularity of flooding and destruction during the rainy season and its effects," Fox said.- 'Wake-up call' -Society 4 Climate Change Communication (S4CCC), a local environment group, has called the tragedy a "wake-up call".Deforestation, a lack of urban planning and vulnerability to climate change had all played a part, it said. The UN said contingency plans were being put into place in case of an outbreak of waterborne diseases such as cholera, typhoid and diarrhoea, as dirty water stagnates in the streets. Many homes are now without a water supply due to damage to a reservoir near Regent, according to the Guma Valley Water Company.Sulaiman Zaino Parker, an official with Freetown's city council, said that 150 burials took place on Tuesday evening and that many victims would be laid to rest in graves alongside those of the country's last humanitarian disaster, the Ebola crisis, in nearby Waterloo."We have started burying some of the mutilated and decomposed bodies. All the corpses will be given a dignified burial with Muslim and Christian prayers," Parker said. The graves would be specially marked for future identification, he added. The Vatican said in a statement that Pope Francis "prays for all who have died, and upon their grieving families and friends he invokes the divine blessings of strength and consolation."Guinean President Alpha Conde visited in solidarity with Sierra Leone on Tuesday and was galvanising aid from west African nations, his aide Naby Youssouf Kiridi Bangoura told AFP.Three days of torrential rain culminated on Monday in the Regent mudslide and torrential flooding elsewhere in the city, one of the world's wettest urban areas.Freetown is hit each year by flooding during several months of rain, and in 2015 bad weather killed 10 people and left thousands homeless.Sierra Leone ranked 179th out of 188 countries on the UN Development Programme's 2016 Human Development Index, a basket of data combining life expectancy, education and income and other factors.

Total solar eclipse 2017: Read CBC's complete coverage-[CBC]-YAHOONEWS-August 15, 2017

Some Canadians are driving south to see the total solar eclipse on Aug. 21, while some NASA-funded scientists will be chasing it in retrofitted jets. The eclipse — the first to cross the U.S. coast to coast in almost a century — will also provide a celestial show to people north of the border, though the partial eclipse visible in Canada won't be quite so striking.CBC News has been covering the lead-up to the eclipse, with explanations of what to expect, tips on how to watch safely and what it means for professional scientists and amateur astronomers alike. Here's a full look at our coverage, collected in one place:Watching from Canada-Total Eclipse of the Sun: This interactive feature shows you exactly how much the eclipse will affect the area where you live. Choose the city nearest you in the drop-down menu to see when the eclipse will be at its peak. How and where you can watch the solar eclipse on Aug. 21: From Victoria to Whitehorse to Saint John, here's a look at 12 cities across the country and how they'll be taking in the eclipse. The science of the shadow-How solar eclipses help us better understand our universe: They're more than just a show. CBC's Nicole Mortillaro explains how solar eclipses have taught humans about their planet, their solar system and the workings of the universe.NASA scientists will chase solar eclipse in jets: A team led by Amir Caspi of the Southwest Research Institute in Boulder, Colo., will follow the darkness of the eclipse across the United States in two of NASA's research jets to take telescopic images of the sun's outer atmosphere.Watching from the U.S.It's worth the drive to totality: perspectives from an eclipse chaser, Bob McDonald: The Quirks and Quarks host explains how a total eclipse changes the environment in a way that cannot be captured in a photo or a video. When day turns into night: Canadians, Americans prepare for total solar eclipse: Read about Katrina Ince-Lum, one of many Canadians travelling to the United States to see what some are calling the Great American Eclipse.Travelling to the U.S. to watch the solar eclipse? Cellphone coverage could be spotty: The full eclipse's path from Oregon to South Carolina cuts mostly through rural areas, so companies will be deploying temporary towers to boost their capacity for all those people who want to post to Facebook, Instagram and the like. Put down the phone and experience the eclipse, Neil deGrasse Tyson says: On the other hand, prominent astrophysicist Neil deGrasse Tyson has a suggestion for anyone with a view of the eclipse: Put down your smartphone and take in the phenomenon yourself.Big business-August total solar eclipse a boon for cities, businesses across parts of U.S.: Companies that make special viewing glasses and communities along the path of the eclipse are hoping to cash in on the event.Amazon warns about counterfeit eclipse glasses: Some of those eclipse glasses might not be up to safety standards. Amazon says it's contacting customers who may have bought defective knockoff glasses on its website thinking they could protect their eyes. In B.C., a Vancouver realtor who had planned to give away more than 1,200 eclipse glasses learned they might be fake and decided it wasn't worth the risk.

UK keen to keep old EU customs deal By Andrew Rettman-EUOBSERVER

BRUSSELS, 15. Aug, 09:29-Britain wants to keep its EU customs privileges after Brexit but also wants the freedom to negotiate other trade deals. The position on an “interim” customs pact to enter into force after the UK quits the EU in March 2019 was outlined in a British government statement on Monday (14 August) prior to a more detailed paper due out on Tuesday.“One possible approach would be a temporary customs union between the UK and the EU ... During this interim period, which will be negotiated with Brussels, Britain will look to negotiate bold new trade relationships around the world”, the British statement said.It said this arrangement would be "time-limited”, but without giving a deadline. It also said it would “allow for a smooth and orderly transfer” to the final customs regime. The final regime would either be a “customs partnership” or a “highly streamlined customs arrangement”, it said. The “partnership” would “negate the need for a customs border" between the UK and EU states. It would mean the UK imposed the same tariffs and checks on international imports as the EU and collected customs duties on behalf of EU countries on items that entered the bloc via its ports. The “streamlined” deal would mean a new EU customs border, including with Ireland. But this would use high-tech solutions to create “the freest and most frictionless possible trade”, such as CCTV that recognised the number plates of lorries carrying goods of “trusted traders” to avoid systematic vehicle checks. The ideas were welcomed by British industry lobbyists, despite the fact they go against the EU’s red lines. The EU has said it would be illegal for the UK to negotiate new trade deals around the world so long as it is still inside its customs union. It has also said it wanted a deal on EU citizens’ rights, on the Irish border, and on the UK’s EU exit bill before negotiating future trade relations.-Delusion? Phil Hogan, the EU’s agriculture commissioner, told the Financial Times, a British newspaper, that he welcomed the UK’s “appetite for a pragmatic and reasonable outcome to a free-trade agreement”.But he said “there’s a high level of delusion in London” on the amount of legal work to be done to implement its ideas in time and on the willingness of the other 27 EU states to agree to its proposals.Keir Starmer, the shadow Brexit minister from the opposition Labour party in the UK, was more critical. He said the proposals were “fantastical and contradictory” because they spoke of a new customs border that was not really a border.“The cabinet remain split on key issues and cannot decide between two very different but equally unachievable options,” he said. The Irish government said in a statement on Monday the “immediate focus” of EU talks should be “citizens' rights, the financial settlement and the Irish specific issues”.Sinn Fein, the Irish nationalist party, called the idea of a “streamlined” border “nonsense and impossible to deliver”.“They [the British government] are prepared to impose an EU frontier across Ireland and are prepared to play fast and loose with our economy and peace agreements,” David Cullinane, the party’s Brexit spokesman, said.-'Encouraging'-The UK is due to publish another EU “future partnership paper” on the Irish border issue, including its security ramifications, on Wednesday. The Chamber of British Industries, a lobby group, said on Monday that the customs paper was “encouraging”, but that “the clock is ticking” to clinch a deal before by March 2019.CityUK, a lobby group for London’s financial firms, also called for “urgent” talks on an EU deal on financial services as well as goods.“The majority of UK exports are services,” it said.David Davis, the British minister leading the Brexit talks, had previously advocated a so-called hard Brexit in which the UK left the customs union and single market without any kind deal in a political move that would disrupt trade.Tuesday’s position paper indicates that he has softened his approach in line with calls by more pro-EU cabinet members, such as treasury chief Philip Hammond.“The united desire to avoid unnecessary disruption or a disorderly exit for the United Kingdom from the European Union is a strong foundation for the negotiations,” Davis said in an op-ed for City A.M., a British website.

UK seeks 'unprecedented' Irish border deal By Andrew Rettman-AUG 16,17-EUOBSERVER

BRUSSELS, Today, 09:29-The UK is to call for a “unique” deal on its Irish border, one day after its ideas on future EU trade were branded a “fantasy”.There must be no return to the watchtowers and fences that marked the border between Ireland and Northern Ireland prior to the Good Friday peace accord of 1998, the British government said in a briefing note on Tuesday (15 August).“Top of our list is to agree upfront no physical border infrastructure - that would mean a return to the border posts of the past and is completely unacceptable to the UK,” it said.It said the post-Brexit border should be an “unprecedented model” based on the “unique circumstances of Northern Ireland” and that EU negotiators would have to show “flexibility and imagination” to get the right deal.It called for the EU to uphold the Common Travel Area - an agreement that allows Irish and UK nationals to cross the border with no passport checks. It also said there should be few or no customs checks for traders, either at the 200 land crossing points or at Irish Sea ports. It said an Irish Sea customs border would be “not constitutionally or economically viable”.It said the UK should have either a customs “partnership” with the EU, which meant goods could flow as freely as they did today, or a “highly streamlined” customs border. The “streamlined” option would mean “no new customs processes at all for smaller traders” in Ireland and Northern Ireland, who account for 80 percent of cross-border traffic. It would also use “trusted-trader arrangements” for larger firms, with CCTV cameras that scanned truck number plates to give them electronic clearance before they reached the crossing line. The UK plans to publish a more detailed “future partnership paper” on Ireland on Wednesday (16 August). The fragility of the Good Friday peace accord was highlighted by the Irish government on Tuesday, amid recent memories of sectarian violence on the island."Protecting the peace process is crucial and it must not become a bargaining chip in the [Brexit] negotiations," the Irish authorities said on Tuesday.-Devil in detail-The UK’s proposal on Ireland comes after it published a 16-page paper on future EU customs arrangements on Tuesday. The customs paper called for an “interim” deal when the UK left the EU in March 2019 that would maintain current arrangements. It detailed the customs “partnership” or “streamlined” border options that would apply to Ireland and Northern Ireland. The “partnership” would create red tape because products that entered the joint EU-UK customs zone would have to be traced to end users to see if EU or UK tariffs applied.Traders would then claim back money if the UK tariff was lower than the one that they first paid on the EU-UK customs border. The “streamlined” model would also create “an increase in administration”, the UK paper said, because importers would have to do self-assessments of customs duties to avoid border checks. The new arrangements would enter into force when the “interim” deal expired in 2021 or 2022, David Davis, the British minister in charge of Brexit, told the BBC on Tuesday. He said at an event in Edinburgh the same day the interim deal might expire at different times for different economic sectors.“The implementation period comes into play with different people in different ways … It may well vary by sector,” he said.-Fantasy? Guy Verhofstadt, the European Parliament’s spokesman on Brexit, immediately dismissed the UK’s ideas. “To be in and out of the Customs Union and [have] 'invisible borders' is a fantasy,” he said. The Czech secretary of state for EU affairs took a similar line.“I do believe it’s not possible to have the same advantages [on EU trade] and fewer obligations in general,” Ales Chmelar told The Guardian, a British newspaper.A European Commission spokesman added that the UK’s idea of “frictionless trade” was “not possible outside the single market and customs union”.Michel Barnier, the Commission’s Brexit negotiator, also ruled early out talks on future UK trade.“The quicker the UK and the EU-27 agree on citizens, settling accounts and Ireland, the quicker we can discuss customs,” he said, referring to EU citizens' rights and to the UK's multi-billion euro EU budget obligations. The UK is to publish a position paper on the jurisdiction of the Luxembourg-based European Court of Justice next week, while Barnier is to meet Davis for the next round of talks on 28 August.-UK tensions-The EU talks come amid political tensions in the UK.James Chapman, Davis’ former top official, who left Whitehall to join Bell Pottinger, a London-based lobbyist firm, said on Tuesday that he was creating a new political party to stop Brexit. He said The Democrats party would be launched on 9 September.“There is no upside [to Brexit] and it is clear that every sector of our economy will suffer for decades to come,” Chapman said.On the other side, the Leave.eu group, which campaigned for Brexit in last year’s UK referendum, called for Philip Hammond, the EU-friendly British treasury chief, to be ousted from office.“He is part of a cabal of Westminster MPs who believe that if they can delay exit, they can overturn the wishes of the 52 percent [who voted to leave the EU],” Arron Banks, the Leave.eu chief, said.

Merkel: No EU sanctions on migrant quota rebels By Lisbeth Kirk-EUOBSERVER

BRUSSELS, 15. Aug, 09:30-Angela Merkel has refused to link refugee-sharing to the EU budget as she embarked on her campaign to secure a fourth term as Germany’s leader. The Czech Republic, Hungary, Poland, and Slovakia are blocking the redistribution of refugees via obligatory EU quotas, leaving Greece and Italy to bear the burden of the migration crisis.Merkel's opponent in the elections, the centre-left SPD party’s Martin Schulz, has called for a harder EU line, including cuts in EU funds for the migrant quota rebels. But Merkel told the Deutschlandfunks and Phoenix radio and TV broadcasters on Monday (14 August) that “to pay ransom, that won't work in this context.”She made it clear that she wanted to continue negotiations instead of imposing sanctions. She also said the disagreement on the distribution of refugees was regrettable."I will not let it go," she said.Leading with a margin of over 10 per cent in the polls six weeks ahead of the German elections on 24 September, Merkel also disagreed with her closest political ally, the leader of the conservative CSU party in Bavaria, Horst Seehofer, who has called for an upper limit to be fixed for the number of refugees that Germany can accept."I do not believe the upper limit is right," Merkel told Deutschlandfunks and Phoenix. She acknowledged there was "dissent" on the issue with her CSU sister party. She also said that the 2015 situation, when 890,000 refugees came to Germany in one year, should not be repeated.-U-turn on car industry-Freshly back from her summer holidays, Merkel also made her position clear on other political hot potatoes.Speaking at a rally in Dortmund, she castigated German car companies for having cheated on CO2 emissions by using special software.“Large sections of the automobile industry have gambled away huge amount of trust,” she said. “And when I say industry I mean first and foremost the companies’ management".The attack marked a U-turn as Merkel had earlier defended the German auto industry against stronger EU regulations that could harm its bottom line.-Defence spending without social cuts-Merkel also assured voters that planned defence spending hikes would not lead to welfare cuts, rebutting SPD criticism that she had given in to US demands on Nato targets. The SPD is campaigning for more social welfare and has rejected demands from US president Donald Trump that Germany and other Nato members should spend at least 2 percent of their GDPs on the military.“We clearly say No to the two-percent target of Trump and the CDU/CSU,” Schulz and Thomas Oppermann, who heads the SPD party in parliament, wrote in a joint article earlier this month.Increasing annual defence expenditure to 2 percent would make Germany the largest military power in Europe, they said.-Merkel open to new coalition-Speaking at another campaign rally on Monday, in Gelnhausen near Frankfurt, Merkel was booed and whistled at by supporters of the anti-immigrant Alternative for Germany (AfD) party.A group of around 100 AfD supporters, some of them wearing stickers with the party's logo and carrying posters with slogans such as "Immigration needs clear rules", heckled the chancellor throughout her 33-minute speech in the market square, the Reuters news agency reported. The AfD is unlikely to do well, according to polls. But Schulz, who was president of the European Parliament until January, said he still hoped to win despite Merkel’s massive lead.“I think I still have a good chance to lead the next government,” he told Germany's ZDF television's Berlin Direkt program. The latest poll, by the Emnid agency for Bild newspaper on Sunday, showed the SPD gaining one point to hit 24 percent support compared to Merkel on 38 percent. The margin of error was 2.5 percent.Merkel has said she is open to all possible coalition options after the elections, except a partnership with the socialist Left Party or the AfD.Her Christian Democratic bloc (CDU/CSU) is currently in a coalition with the SPD, but she said she might look to a new deal with German liberals or greens instead. The liberal Free Democratic Party (FDP), a former Merkel ally, is polling to receive 8 percent support, while the Green Party, which backed Merkel’s open door policy for refugees, is on 7 percent.According to the poll, the Left Party was estimated to get 10 percent and the AfD to get 8 percent.

Arab fighters struggle to assert role in Raqqa assault-[Reuters]-By John Davison-YAHOONEWS-August 16, 2017

RAQQA, Syria (Reuters) - The inexperienced fighters in an Arab group battling to take Raqqa back from Islamic State are playing a secondary role to hardened Kurdish militia in the campaign for their home city. The performance of one lightly trained group seen by Reuters in Raqqa underscored the difficulty of making Arabs the "vanguard" in the battle for the mostly Arab city, as the United States said last year they would be.In one recent incident, the fighters were quick to open fire after stray bullets flew above their makeshift compound."Cease fire! Can you even see what you're shooting at? Our comrades are somewhere up ahead!" their 27-year-old commander Hassan Khalil shouted to his fighters in the Foj al-Raqqa (Raqqa Regiment).Meanwhile, Reuters reporters covering the Raqqa assault have watched the Kurdish YPG militia take the most visible role.It is a sensitive point both for Syrian Arabs and for neighboring Turkey, which is fighting a Kurdish insurgency in its southeast and has unsuccessfully lobbied Washington to abandon its alliance with the YPG.Turkey opposes the YPG's role in the operation, saying it threatens to change the demographics of Raqqa. But in March the new U.S. administration started distributing arms to the YPG ahead of a final assault. The ragtag, 300-strong Foj al-Raqqa appears to have a more minor role. They are among the myriad militias swelling the ranks of the Syrian Democratic Forces (SDF) alliance, formed in 2015 to fight IS."We're proud to be SDF. We hope Arab forces will become as strong as the YPG," Khalil said at Foj al-Raqqa's makeshift base near the front line last week. A live booby-trapped bomb rigged by Islamic State militants still lay on their kitchen floor.A YPG commander at a nearby house said the new recruits were inexperienced but useful. "They're keen to fight, and they know the area so it's good for intelligence," Haval Qahraman said.SDF spokesman Mostafa Bali said Foj al-Raqqa was made up of men from the city. But in a sign of its subsidiary role, two other senior SDF officials in the alliance's office in the town of Ain Issa said they had not heard of the group.Arab fighters hope for a long-term role in Raqqa's security. But Foj al-Raqqa's future is uncertain - governance and security arrangements in Raqqa have not been finalized as the fight to capture the city rages.Another YPG commander said last week that the SDF had surrounded IS in central Raqqa, but predicted that the battle could last up to four more months. In other areas taken by the alliance, such as the town of Manbij, security was handed over to mostly local forces who formed military councils that remained attached to the SDF.Whether Foj al-Raqqa will receive further training and play that role is unclear. For now, it focuses on the fighting. "Our goal and that of our comrades is the same – finishing off Daesh," Khalil said, using a pejorative term for Islamic State.-NATIVE TO RAQQA-U.S. coalition forces have trained more than 5,000 Arab fighters since the Raqqa campaign began in November, spokesman Colonel Ryan Dillon said. The current number of Arabs in the SDF is around 24,000 with 31,000 Kurds, he told Reuters.Foj al-Raqqa wore SDF patches on their clothes. Many others wear the patches of their own militia - often the YPG. A senior U.S. general recently equated the SDF with the YPG, saying the SDF formed after Washington advised the YPG to change its brand.A YPG commander acknowledged that the Kurdish militia was playing a leading role in Raqqa, but played up the part played by the Arab forces, saying it showed there was no ethnic approach in the operation.Foj al-Raqqa is new and made up of men native to Raqqa who fled the city during the SDF's offensive in recent months. Its fighters were given a crash course in weapons training by the U.S.-led coalition, which also backs the assault on Raqqa with special forces and air strikes.-U.S. TRAINING, SOVIET WEAPONS-The fighters, many around 20 years old, showed videos on their phones of skirmishes. In one, they tried in vain to shoot down an IS drone. Another showed them attacking a sniper position using a rocket-propelled grenade launcher.Khalil's second-in-command, Mohammed Hawi, described a 23-day training U.S. forces gave them at a camp in northern Syria after security vetting."They taught us how to fire AK47s, Doshka heavy machine guns, BKC light machine guns," all Soviet-made weapons."We learned how to spot booby traps. They filled a room with mock bombs and we'd have to identify them. One mistake and an alarm went off."The training has likely saved their lives: they had been able to identify the booby trap in the kitchen - a small white box with electrical wires protruding - as an improvised explosive device (IED)."IS had three years to rig Raqqa. It's full of explosives," Hawi said.Khalil's unit has about 50 fighters, all from districts around Raqqa's Old City walls. Each had personal reasons for joining.Alaa Saeed, a slight 20-year-old, had watched militants behead his cousin when IS was at the peak of its rule three years ago.Despite IS's brutality, the fighters said they would not take revenge in kind."If we cut IS fighters' throats, we're no better than them. Better to capture them and let them face justice," Khalil said.Asked what they expected the unit's future to be, the fighters were unsure."Of course we want to help run the city and region," Hawi said."Our ambitions right now are to destroy Daesh."(Reporting by John Davison, additional reporting by Hamuda Hassan and Dominic Evans in Istanbul, editing by Alister Doyle)

Confederate monuments removed in Baltimore - media-[Reuters]-YAHOONEWS-August 16, 2017

(Reuters) - Work crews took down four Confederate monuments in Baltimore overnight into Wednesday, days after white nationalists led a deadly protest over the planned removal of a Confederate statue in Charlottesville, Virginia.Monuments to Robert E. Lee, commander of the pro-slavery Confederate army in the American Civil War, and Thomas "Stonewall" Jackson, a Confederate general, were dismantled from the city's Wyman Park Dell after the city council on Monday approved the removal of four statues, the Baltimore Sun reported."It's done," Mayor Catherine Pugh told the newspaper on Wednesday. "They need to come down. My concern is for the safety and security of our people. We moved as quickly as we could."The swift dismantling of the monuments, which Pugh said began at 11:30 p.m. EDT on Tuesday (0330 GMT on Wednesday) and finished at 5:30 a.m. EDT (0930 GMT), comes after a rally by white nationalists protesting against plans to remove a statue of Robert E. Lee sparked clashes with anti-racism demonstrators in Charlottesville on Saturday. The rally turned deadly when a car rammed into a crowd of counter-protesters, killing a woman and injuring 19 other people."Following the acts of domestic terrorism carried out by white supremacist terrorist groups in Charlottesville, Virginia, this past weekend, cities must act decisively and immediately by removing these monuments," Baltimore city councilman Brandon Scott wrote in a resolution calling for the removal of the statues, according to the Sun.Saturday's violence appears to have accelerated the drive to remove memorials, flags and other reminders of the Confederate cause across the United States.(Reporting by Brendan O'Brien in Milwaukee and Gina Cherelus in New York; Editing by Andrew Bolton)

Scientists potentially narrow MH370 search area to 3 spots-[The Canadian Press]-YAHOONEWS-August 16, 2017

CANBERRA, Australia — Scientists have potentially narrowed the search area for the missing Malaysian airliner to three specific locations in the southern Indian Ocean through new satellite and drift analysis of the 2014 crash released Wednesday. But the Australian Transport Safety Bureau cautioned that the drift analysis by Australian science agency CSIRO is based on French satellite images of "probably man-made" floating objects without evidence that they were from Malaysia Airlines Flight 370.Still, the locations could provide potential starting points to search within a 25, 000-square-kilometre (9,700-square-mile) expanse identified by a panel of experts in November as the most likely resting place of the Boeing 777 and the 239 passengers and crew on board. That expanse adjoins the original search zone far southwest of Australia that was identified through satellite analysis of the final hours of the flight, which apparently ended when the plane ran out of fuel.Malaysia, China and Australia agreed to suspend the deep-sea sonar search in January after 120,000 square kilometres (46,000 square miles) of seabed were combed without finding any trace of Flight 370.The new analysis is based on French military satellite images gathered on March 23, 2014 — two weeks after Flight 370 mysteriously veered far off course during a flight from Kuala Lumpur, Malaysia, to Beijing — that were taken near the original underwater search zone. The Australian bureau took over the search for Flight 370 from Malaysia a week later. Satellite experts at Geoscience Australia were not asked to analyze the images until March this year. The experts concluded that a dozen objects appeared to be man-made.CSIRO then investigated where the objects might have originated before drifting for two weeks. CSIRO identified three potential crash sites — 35.6 degrees S, 92.8 degrees E; 34.7 degrees S, 92.6 degrees E and 35.3 degrees S, 91.8 degrees E."So that is a way of potentially narrowing down the search area with the very important caveat that, of course, we can't be totally sure that those objects seen in the images are actual pieces of plane," CSIRO oceanographer David Griffin said."This might be a really good clue. It might be a red herring. But if you are going to search, then you'd be silly to ignore this potential clue," he added. The Australian bureau's chief commissioner, Greg Hood, said in a statement, "Clearly we must be cautious" of the lack a definite link to Flight 370.Malaysian Deputy Transport Minister Aziz Kaprawi said the civil aviation department would need to evaluate the data since it's based on satellite images from a few years ago. "We will need to verify the data to see if it's credible before we make any decision," Aziz told The Associated Press.Malaysia, China and Australia have decided that the search will remain suspended unless new evidence pinpoints the wreckage's whereabouts. But seabed exploration company Ocean Infinity, based in Houston, Texas, said last week it has offered to launch a private search for the Malaysian-registered airliner.Voice370, a support group for victim's families, said under the terms of the offer made to Malaysia in April, Ocean Infinity "would like to be paid a reward if and only if it finds the main debris field." They urged Malaysia to accept the offer.Aziz said Wednesday that the offer was still being negotiated. He said there were some other "monetary terms" set by the firm that were unacceptable to the government."There are three categories of findings in the offer. The terms are a bit ambiguous," Aziz said. "The government wants the terms to be transparent and clear." He declined to give details.___Associated Press writer Eileen Ng in Kuala Lumpur, Malaysia, contributed to this report.Rod McGuirk, The Associated Press.
