N. Korea says it is finalizing attack plans, calls Trump ‘bereft of reason’-Threatening to fire four ballistic missiles at Guam after delivering plan to Kim by mid-August, regime says ‘only absolute force’ can work on US president-By AP August 10, 2017, 1:53 am-THE TIMES OF ISRAEL

WASHINGTON — North Korea on Wednesday officially dismissed President Donald Trump’s threats of “fire and fury,” declaring the American leader “bereft of reason” and warning ominously, “Only absolute force can work on him.”In a statement carried by state media, General Kim Rak Gyom, who heads North Korea’s rocket command, also said his country was “about to take” military action near the U.S. Pacific territory of Guam. He said the North would finalize a plan by mid-August to fire four mid-range missiles hitting waters 30 to 40 kilometers (19 to 25 miles) away from the island. The plan will then go to the commander in chief of North Korea’s nuclear force and “wait for his order,” Kim was quoted by KCNA as saying. He called it a “historic enveloping fire at Guam.”The statement only served to escalate tensions further in a week that has seen a barrage of threats from both sides. While nuclear confrontation still seems incredibly remote, the comments have sparked deep unease in the United States, Asia and beyond.A day after evoking the use of overwhelming US military might, Trump touted America’s atomic supremacy. From the New Jersey golf resort where he’s vacationing, he tweeted that his first order as president was to “renovate and modernize” an arsenal that is “now far stronger and more powerful than ever before.”It was a rare public flexing of America’s nuclear might. And Trump’s boasting only added to the confusion over his administration’s approach to dealing with North Korea’s expanding nuclear capabilities on a day when his top national security aides wavered between messages of alarm and reassurance. If Trump’s goal with two days of tough talk was to scare North Korea, Kim, the commander, put that idea quickly to rest. He called Trump’s rhetoric a “load of nonsense” that was aggravating a grave situation.“Sound dialogue is not possible with such a guy bereft of reason and only absolute force can work on him,” the KNCA report quoted him saying.Kim said the Guam action would be “an effective remedy for restraining the frantic moves of the US in the southern part of the Korean peninsula and its vicinity.”Guam lies about 2,100 miles (3,400 kilometers) from the Korean Peninsula, and it’s extremely unlikely Kim’s government would risk annihilation with a pre-emptive attack on US citizens. It’s also unclear how reliable North Korea’s missiles would be against such a distant target, but no one was writing off the danger completely. The new specificity from Pyongyang about its plans for a potential attack came as Trump and his top national security aides delivered contrasting messages over North Korea’s expanding nuclear capabilities. As international alarm escalated, Trump dug in on his threats of military action and posted video of his ultimatum to North Korean leader Kim Jong Un.The suggestion that Trump has enhanced US nuclear firepower was immediately disputed by experts, who noted no progress under Trump’s presidency. Still, Trump tweeted, “Hopefully we will never have to use this power, but there will never be a time that we are not the most powerful nation in the world!”The tweets did little to soothe concerns that Trump was helping push the standoff with North Korea into uncharted and even more dangerous territory. While the prospect of military action by either side appears slim, given the level of devastation that would ensue, Trump’s talk Tuesday of “fire and fury like the world has never seen” compounded fears of an accident or misunderstanding leading the nuclear-armed nations into conflict. This week, an official Japanese report and a classified U.S. intelligence document, the latter reported by The Washington Post, combined to suggest the North was closer to being able to strike the United States with a nuclear missile than previously believed. The U.S. document reportedly assessed that the North had mastered the ability to fit a nuclear warhead on its long-range missiles. After North Korea issued its own warning that suggested it could attack Guam, Secretary of State Rex Tillerson sought to calm the sense of crisis.Speaking earlier Wednesday on his way home from Asia, he credited Trump with sending a strong message to the North Korean leader on the “unquestionable” U.S. ability to defend itself, so as to prevent “any miscalculation.” Tillerson insisted the US isn’t signaling a move toward military action, while it pursues a policy of sanctions and isolation of North Korea.“Americans should sleep well at night,” Tillerson told reporters. He added, “Nothing that I have seen and nothing that I know of would indicate that the situation has dramatically changed in the last 24 hours.”No sooner had Tillerson ratcheted down the rhetoric than Defense Secretary Jim Mattis ratcheted it back up.Echoing Trump’s martial tone, Mattis said North Korea should stand down its nuclear weapons program and “cease any consideration of actions that would lead to the end of its regime and the destruction of its people.” As seldom as it is for a president to speak of using nuclear missiles, the reference to the “destruction” of a foreign people is equally rare.It was unclear, however, how serious to take all the war talk. Markets weren’t rattled by the back-and-forth threats. Trump had no meetings on his schedule Wednesday. There were no indications from the Pentagon of urgent planning or new assets being hastily deployed to the Pacific region. And Tillerson even made a pre-scheduled refueling stop in Guam, the target of the North’s purported military designs.Trump’s alarmist tone sparked criticism among his political opponents in the United States and concern among allies and partners in Asia — the very nations the United States would need to work with to avert a military showdown with North Korea.Senate Minority Leader Chuck Schumer said “reckless rhetoric is not a strategy to keep America safe.” Fellow Democratic Sen. Dianne Feinstein said the situation needs diplomacy, “not saber rattling.”China, North Korea’s increasingly alienated ally, cautioned all sides against “employing words or actions that could sharpen differences and escalate the situation.”One regular critic of Trump’s foreign policy stood up for the president. Sen. Lindsey Graham, a Republican hawk, said he felt Trump wasn’t bluffing with his threat of “fire and fury.” Trump has “basically drawn a red line” by saying Pyongyang can’t ever have a nuclear-tipped missile capable of striking the US, Graham said.

IDF threatens to blow up Gaza houses covering Hamas tunnels-Southern Command chief says terror group is ‘deterred and restrained’ for now, but gearing up for war; construction of underground barrier proceeding on schedule-By Judah Ari Gross August 10, 2017, 6:23 am-THE TIMES OF ISRAEL

The head of the IDF’s Southern Command revealed the location of two alleged Hamas tunnel sites buried underneath an apartment building and a family home in the northern Gaza Strip on Wednesday, threatening to blow up both structures in a future conflict despite a desire to avoid civilian casualties. The tunnels are believed to be connected to a vast underground network inside Gaza, which Hamas could use to move soldiers and weapons around the Strip in a future conflict, Maj. Gen. Eyal Zamir said Wednesday in a conference call with reporters.Zamir accused the Hamas terror group of purposefully building the tunnels under civilian structures to provide cover for their operations.“The intelligence that we have [shows] that Hamas is operating in a civilian arena and under the cover of a civilian population, is preparing its infrastructure for the next conflict within the civilian arena,” Zamir said.“Their goal, of course, is to make it more difficult for us to operate,” he added. One of the buildings is located next to a gas station, the second is across the street from a cemetery.Zamir warned that “these sites are legitimate military targets. Anyone inside of one, should another conflict begin, endangers himself and endangers his family, and the responsibility is on the Hamas organization.”The announcement came a day after a rocket fired by a terrorist group in the coastal enclave struck an open field in southern Israel, causing neither injury nor damage. In response, Israel destroyed two posts belonging to Hamas, the de facto ruler in Gaza.‘On the one hand there is stability, on the other it’s potentially explosive’In the briefing, the general described the current situation in the Strip as precarious. “On the one hand there’s stability, on the other it’s potentially explosive,” he said.Zamir said Hamas does not appear interested in fighting a war with Israel now, but is preparing itself for a conflict in the future — and so is Israel. The construction of an above- and below-ground barrier around the Gaza Strip, aimed at countering Hamas tunnels dug into Israelto carry out attacks, is advancing on schedule, the general said, though he refrained from speaking too in depth on the subject. In the past, the military has expressed concerns that the construction of the barrier, which began in earnest this summer, might serve as a catalyst for renewed clashes with Hamas. The terror group sees tunnels as a central weapon in its fight against Israel and the barrier presents a threat to them.Zamir did not specifically address that fear on Tuesday, but said he hoped the terrorist group “won’t try to challenge us.”Preliminary work on the barrier began late last year, but the main construction effort started this summer. “We’re working according to plan on the barrier. In the next few months, this project is going to gain significant momentum,” he said.Zamir said the 37-mile (60-kilometer) barrier is expected to be completed in approximately two years. Once the barrier, which includes an underground section, as well as a new fence and a host of high-tech systems, is up and running, “it will be able to damage [attack tunnels] and neutralize them.”Houses over tunnels-The military provided reporters with both satellite images of the alleged Hamas tunnel covers in the northern Gaza city of Beit Lahiya and their geographic coordinates: 31°33’05.9″N 34°28’07.9″E and 31°32’45.2″N, 34°29’52.8″E.According to the general, the entrance to one of the Hamas tunnels was located under a six-story apartment building, which was constructed within the past two years. It is located around the corner from a gas station in the neighborhood of al-Atatra.The army’s satellite photograph notes the approximate location of the tunnel shaft in the building’s southern corner. The army said the second site is a home owned by Omar Muhammad Mahmoud Hamad where he lives with his five children in Beit Lahiya. Hamad’s father and brother also live in the house. The military said Hamad is an active Hamas member.According to the IDF, the tunnel beneath Hamad’s house connects to a nearby mosque. The building is around the corner from a cemetery, down the street from the Beit Lahiya municipality and is also close to a school for boys and a gas station. It is also close to the Hala Al Shawa Medical Center. The general did not specify what intelligence sources led them to determine that they were covers for underground infrastructure.Zamir stressed that the IDF has “no intention or desire to harm civilians,” but said that there would likely be such casualties in a future conflict due to the difficulties of urban warfare. He added that the military will do what is required to protect the State of Israel. The Southern Command chief noted that the two tunnel-covering sites were not the only ones identified by the military, just the only ones the army was prepared to publicize.“They show the operating methods of Hamas and the way they endanger the citizens of the Gaza Strip,” he said.Placing military infrastructure underneath civilian buildings is not a new practice for Hamas. During and after the 2014 Gaza war, Hamas drew international criticism for using hospitals, schools and mosques as cover for its terrorist activities. In June, a Hamas-dug terror tunnel was also found under a school run by the United Nations in the central Gaza Strip.-The Gaza powder keg-In the briefing, Zamir indicated that Tuesday night’s rocket fire was an exception, noting that the three years since the 2014 Gaza war have been some of the quietest in terms of terror attacks emanating from the Strip.“We see that Hamas is deterred, restrained and is also reining in terror attacks” from Gaza, the general said.In July 2014, Israel launched Operation Protective Edge in response to rocket fire from Gaza. During the 50-day campaign, the IDF destroyed some 14 tunnels that entered Israeli territory and depleted Hamas’s weapons stores. In the time since the 2014 war, on average between one and two rockets have been fired from Gaza into Israel each month. They have been fired by fringe salafist groups, not by Hamas, which took control of the Strip in 2007 and has ruled the coastal enclave ever since. But Zamir added that while the terror group is working to prevent attacks in the Strip — Tuesday night’s rocket notwithstanding — Hamas is still “fanning the flames” and directing terrorist activities in the West Bank and Jerusalem.“It is also continuing to strengthen itself and prepare for the next war,” Zamir said.According to military assessments, the terrorist group is believed to have completely restocked its weapons caches and rebuilt its tunnel network.“It must be said that much of these efforts… are made at the expense of civilians,” Zamir said.Hamas has long been accused of diverting building materials meant for the Gaza reconstruction effort and using them to build tunnels and other military infrastructure. In recent months, the humanitarian situation in the Strip deteriorated, as a spat between Hamas and the Palestinian Authority over which of them is responsible for paying for the enclave’s energy bills drove Gaza into darkness. Both of them refused to pay for Gaza’s power, so residents of the Strip get only a few hours of electricity per day.“Hamas first and foremost worries about its military infrastructure and only then worries about its citizens,” Zamir said.

Islamic State threatens new attacks in Iran-Masked man in video threatens to ‘cut your necks in Tehran,’ day after Iran arrests 27 suspected of plotting attacks-By Times of Israel staff August 10, 2017, 5:13 am

The Islamic State terror group released video Wednesday threatening new attacks against Tehran and calling on Iranians to rise up against their country. In a video bearing the Islamic State’s Amaq news agency logo, a man wearing a black ski mask and holding an AK-47, threatened a repeat of the deadly attacks in Tehran claimed by the terrorist group in June.“The same way we are cutting the necks of your dogs in Iraq and Syria we will cut your necks in the center of Tehran,” the man said, according to a report in Reuters.Tehran suffered a rare and deadly twin attack on June 7, claimed by IS, when gunmen and suicide bombers attacked the parliament complex and the mausoleum of revolutionary founder Ayatollah Ruhollah Khomeini, killing 17 people.Iranian security officials have since arrested dozens of suspects linked to the attack, and claim to have killed its chief planner. On Monday, Iran arrested 27 people plotting attacks for the terror group, including 10 who were detained in a regional country with outside assistance, according to the country’s intelligence ministry.“Intelligence agents succeeded in identifying and arresting a terrorist group linked to Daesh, who intended to conduct terrorist attacks in central provinces and religious cities,” a ministry statement said, using the Arabic acronym for IS.Ten of the suspects were arrested outside of Iran “through intelligence-sharing with one of the intelligence services in the region,” the statement said, without naming the country or giving further details.Weapons and ammunition were recovered during the arrests, and the suspects were reportedly trying to smuggle them into Iran inside home appliances.AP contributed to this report.

Losing side wants review in fight over oldest US synagogue-Local community challenges ruling putting Rhode Island building, and $7.4 million decorative silver bells it houses, under control of NY-based Jewish congregation-By Michelle R. Smith August 10, 2017, 4:12 am-THE TIMES OF ISRAEL

PROVIDENCE, Rhode Island (AP) — Worshipers at the America’s oldest synagogue plan to ask for a rehearing following an appeals court decision that gave ownership of their Rhode Island house of worship and bells worth millions of dollars to a New York congregation, according to a filing this week with the 1st US Circuit Court of Appeals.A three-judge panel ruled last week that the Touro Synagogue in Newport rightfully belongs to Congregation Shearith Israel, the nation’s oldest Jewish congregation, in Manhattan.A lawyer for the congregation that worships at Touro said on Wednesday that retired US Supreme Court Justice David Souter, who occasionally sits in on cases in the 1st Circuit and wrote last week’s decision, entered an order for an extension to September 5 to file a rehearing petition. The case concerns “the continued vitality of the congregation that has prayed in that synagogue for well over a hundred years,” according to the filing by lawyers for the Newport congregation, Jeshuat Israel. In it, they ask for more time to request a rehearing by the panel or by the entire 1st Circuit. The filing describes Touro Synagogue as “the cradle of religious liberty in the United States” and says they plan to argue that the panel’s decision raises important constitutional issues and runs contrary to Rhode Island law.Lou Solomon, who represents the New York congregation and heads its board of trustees, said he agreed to a two-week extension for the other side to petition for a rehearing as a professional courtesy.“Shearith Israel believes any more protraction of this meritless litigation would be unfortunate,” Solomon said, adding that it’s now time for the sides to cooperate.

At solidarity rally, Netanyahu accuses left and media of trying to overthrow him-In a fiery speech to some 3,000 supporters, embattled PM dismisses the expanding graft investigations against him as a vast conspiracy-By Raoul Wootliff August 9, 2017, 9:45 pm-THE TIMES OF ISRAEL

In a battling speech to some 3,000 supporters who gathered in Tel Aviv on Wednesday night, Prime Minister Benjamin Netanyahu accused the left and the media of using ever-widening corruption investigations against him and his family to try to oust him from power in what he called “a coup against the government.”“They don’t want to just take me down, they want to take us all down,” he told the Likud party crowd. “They know that they can’t beat us at the ballot boxes, so they are trying to circumvent democracy and topple us in other ways.”“But we keep winning in the ballots because we’ve brought Israel to the best place it has ever been in Israel’s history,” he said.Netanyahu used the speech, carefully timed so that it was carried live on primetime TV news, to argue that preserving him and the “national camp” in power was crucial to Israel’s well-being. He said that when Likud PM Yitzhak Shamir was ousted in 1992, what followed were the “disastrous” Oslo accords and a wave of terrorism, and that when he himself lost power in 1999, the second intifada followed. In both cases, he claimed, the media had ousted a right-wing leadership by using false accusations. He also asserted that the ostensibly illicit effort to oust him was designed to achieve an Israeli withdrawal from the West Bank, but vowed that this would not happen. He and his supporters would “proudly carry the flag of Israel… for many more years,” he promised, and vowed that the Likud would grow from 30 to 40 seats in the next elections “with God’s help.”“We know that the left and the media — and we know that it’s the same thing — is on an unprecedented witch hunt against me and my family with the goal of achieving a coup against the government,” he said.“The thought police in the media work full-time to set the agenda, and woe to anyone who veers away from it,” Netanyahu said, as the crowd chanted “down with the media.”“Their goal is to put unremitting pressure on law enforcement agencies to file an indictment without any connection to the truth, regardless of justice,” Netanyahu warned.Netanyahu clearly reveled in the adulation he got from the crowd, telling them: “Thank you for your support for me and my beloved wife Sara who has been with me all along. I love you all.”Netanyahu’s focus on the alleged illicit bid to oust him was expected, as it had been the main theme highlighted by the event’s organizers and among the participants before he arrived to speak. He stayed away from criticizing the police and justice system.Likud party leaders had earlier described the rally as an attempt to counter a vicious campaign by a hostile media and overzealous police and state prosecution. But the gathering also served as a test of Netanyahu’s popularity and control over his party, and most top Likud lawmakers were present. The overwhelming warmth and enthusiasm with which he was received by the crowd, said by analysts to include a substantial proportion of Likud Central Committee members, thus also sent a message to his potential Likud rivals, underlining Netanyahu’s popularity among those who select the party leadership.Coalition chairman David Bitan, one of Netanyahu’s strongest backers, said he organized the rally because the prime minister is being “persecuted” by the media and an opposition unable to defeat him at the ballot box.The anger of the crowd was widely directed against the left-wing and the media. Posters at the event carried slogans, including: “The people choose and the left undermines,” and “Enough with the attempted putsch.”At the entrance of the event, one activist held a sign reading “Fake news is fucking news” and several journalists were verbally abused by participants.Netanyahu, the second-longest serving leader in Israeli history, is engulfed in a series of scandals relating to alleged financial misdeeds and supposed illicit ties to executives in media, international business and Hollywood. One investigation involving Netanyahu, dubbed by police as “Case 1000,” concerns claims he and his wife improperly accepted lavish gifts from wealthy supporters, including Australian billionaire James Packer and Hollywood producer Arnon Milchan. The second investigation, “Case 2000,” concerns Netanyahu’s alleged attempts to strike a deal with publisher Arnon Mozes of the Yediot Ahronoth newspaper group to promote legislation to weaken Yediot’s main competitor in exchange for more favorable coverage of Netanyahu by Yediot.A key former aide, Avi Harow, has turned state’s witness and reportedly given evidence relating to some of the investigations.Netanyahu denies any wrongdoing. His wife Sara is also facing indictment for misusing state funds at the prime minister’s residence. Netanyahu frequently reference her in the speech, calling the case against her “an embarrassment.”“They focus on a cup of tea given to her sainted father who was 96,” Netanyahu said, a reference to the charges that she used public funds to pay for a caretaker for her father, the late Shmuel Ben-Artzi.The crowd responded by chanting “Sara, Sara, Sara.”Netanyahu said derisively that there were “rumors” the family dog would be called in next “for questioning under caution.”Netanyahu also attacked former prime minister Ehud Barak, calling him a “failure” and mocking him for predicting Israel’s imminent international isolation.“We are stronger than we have ever been and the list of world leaders who have invited me is huge,” Netanyahu said in a ridiculing tone.Netanyahu also accused the media of trying to influence Israeli policy toward a withdrawal from the West Bank.“The fake news is warning us that if we don’t withdraw from our historical homeland we will be weak and defeated,” he said.“This is not the first time that the media has brought these fake accusations against the right. They brought down Shamir in 1992 and brought us Oslo and bus bombings and dead people in restaurants,” he added. In 1999, when he himself was ousted when Barak promised a new dawn, that “dawn” brought the second intifada and more than 1,000 Israeli deaths, he said.“Yesterday there was an article [in Haaretz] and I quote: ‘The Palestinians hope the investigations will bring down the Prime Minister.’ It’s no surprise that the media and the Palestinians want to bring me down — they both want us to pull out to the 1967 lines,” Netanyahu said.Netanyahu also said that Haaretz had offered to ease up on him if he withdrew from the West Bank. “Well, we won’t,” he said.
