A Vernon city councillor says the wildfire that forced the evacuation of up to 100 homes is now fully contained. Dalvir Nahal lives in the Adventure Bay area near the city on the west side of Okanagan Lake above Tronson Road and was entertaining guests when they heard fire trucks coming."We walked up the street and then all of a sudden you could see the fire and it was a small fire and then within 20 to 25 minutes it just like blew up, you could see the trees just burning and just high, high fire," she said.Vernon Fire and Rescue Services says its crews worked through the night battling the flames.Captain Trevor Keenan says RCMP officers helped get approximately 60 residents from 100 homes out of the area, which is a new development located next to a forested area.Firefighters responded around 9:30 p.m. PT on Saturday and Keenan says, so far, there does not appear to be any injuries.Meanwhile, Nahal spent the night across the lake at her parent's house, and says there is no paved road up to where the fire is burning."That's undeveloped and it's all forest," she said. "There's a trail and it's all forestry, so that's why I think it just went so fast. There's a lot there for it to burn."The fire follows the B.C. wildfire service's warning of increased risk for fires due to continued hot weather across the province.

The World Bank says unemployment is 38 percent.Since 2014, Hamas’s main problem has been a dire lack of cash amid Egypt’s clampdown on smuggling tunnels underneath Gaza’s border with Egypt’s Sinai Peninsula. Before the tunnels closed, Hamas earned millions of dollars from taxes on smuggled consumer goods, including subsidized Egyptian fuel.Later that same year, Hamas and its rival, the West Bank-based Palestinian Authority, agreed to form a unity government for both Gaza and the West Bank. PA President Mahmoud Abbas had lost Gaza to a Hamas takeover in 2007, and this was an attempt to heal the split.But the deal stalled, partly because Abbas refused to add the 40,000 employees hired by Hamas since 2007 to the payroll of his Palestinian Authority. In time, Hamas resorted to paying its loyalists 40% of their salaries at 50 day intervals.Since March, after Hamas collected additional taxes, these civil servants have been receiving 45% of their salaries on a monthly basis. The price of cigarettes went up 35% and an additional $30 in taxes was imposed on each ton of fruit entering Gaza from Israel.The land giveaway allows each group of four Hamas employees to share a 500-square-meter plot that they can either build on or sell. Even the sand collected on the land can be sold for about $100 a truckload.About 13,000 civil servants have already signed up for certificates attesting to their ownership of the plots. Bulldozers are working to get three initial projects launched in August.Most of the land once was part of Jewish settlements in southern Gaza, near the towns of Rafah and Khan Younis. The settlements were demolished when Israel pulled settlers and soldiers from the coastal strip in 2005.Earlier this week, earth-moving equipment dug into a high hill near Khan Younis, scooping out sand and loading it into trucks at the site designated for the Al-Isra 2 housing project.Riham Khalil, one of the civil servants, said Hamas owes her NIS 64,000 (about $17,000) in back salaries. Last month, she and three of her colleagues were allocated a 500-square-meter plot in Al-Isra 2.“We had to accept it on a ‘bird in the hand’ basis because there was no cash,” she said. “I wish I could find someone to buy the land and get the money.”Senior Hamas official Salah al-Bardawil said the land giveaway is a temporary fix, “not yet a strategic one” that would solve the group’s financial problems for good.If Abbas had put Hamas employees on his payroll, he would have likely encountered major problems with donor governments, including the United States, suspicious of money ending up in the pockets of Hamas, which much of the West considers a terrorist group.The Palestinian Authority opposes the land-for-money program.“No one has the authority to issue decisions to privatize government-owned land in the public interest, except for President Abbas,” said PA spokesman Jamal Dajani.He dismissed Hamas’s claims that Abbas has neglected Gaza. The Palestinian Authority still pays the monthly salaries of some 70,000 civil servants in Gaza who are loyal to Abbas and left their posts after the Hamas takeover.The Gulf Arab state of Qatar has bailed out Hamas in the past and recently announced it was giving about $30 million to help pay a full month’s salary to all Hamas employees in Gaza. In October 2014, Qatar sent cash to half of Hamas’s public employees, excluding the security forces.Hamas has been spending some of its new revenue to fund summer camps, where children are exposed to its militant anti-Israeli ideology, or for large communal evening meals known as iftars during the Muslim holy month of Ramadan.It is also looking to its patron Turkey to help resolve Gaza’s growing electricity and water shortages. Gazans live with rolling power cuts of 12 to 18 hours a day and the strip’s water is polluted and undrinkable.After an Israeli-Turkish reconciliation deal in early July, Turkey sent an aid ship to Gaza through an Israeli port and a delegation that met separately with Israeli, Palestinian and Hamas officials to explore Gaza’s energy crisis and outline possible solutions.However, Turkey’s efforts are mere band aids for Gaza’s larger woes and could serve to empower Hamas even further, said Mkhaimar Abusada, a political scientist at Gaza’s Al-Azhar University.“They increase Hamas’s determination to cling to its unilateral governing of Gaza,” Abusada said. “Time will tell if these promises are enough to convince the Palestinian citizen to keep silent over his living conditions.”

His idea of the new law is to make the cost of credit cheaper for consumers and small and medium-sized business.Banks Hapoalim, Leumi and smaller rival Discount together control about three-quarters of the credit in Israel. The new law will force Hapoalim and Leumi to sell their existing credit card companies, though they will still be allowed issue credit cards.It will also make it easier for new banks to enter the market, affording them government "protection", like more flexible regulations to help them compete with the bigger banks.The reform has been heavily criticized by the International Monetary Fund (IMF), which said the government committee that provided recommendations for the bill used old data in its analysis and that the basis of the reform was faulty and could harm the system's stability.The IMF also said there was little international precedent to guide some of the measures, they are likely to have adverse consumer impacts in the near term and they explicitly encourage the growth of the 'shadow banking' industry.Bank of Israel Governor Karnit Flug said she supported the reform, telling cabinet ministers before the vote that it was needed -- together with the central bank's own measures such as creating a credit database and to spur innovation -- to make a more advanced, efficient and competitive banking sector-But she also warned the government to implement it with caution so as not to undermine the financial sector. As Israel marks a decade since the Second Lebanon War, the army has used the past 10 years to take stock of lessons learned from the conflict.One of the key changes has been to make a technological push to increase collaboration between the Israel Defense Forces’ various military arms so that the air and ground forces, the navy and intelligence corps can join efforts on the battlefield based on real-time information they receive“Today, instead of the army adding budgets for more units or planes or ships, the push it so invest in better connecting the existing forces and increase their effectiveness through collaborative activities,” said Yariv Nir, head of the army’s operations department in the signal (C41) corps, in an interview with The Times of Israel.In 2006, the IDF encountered a significantly tougher enemy in Lebanon’s Hezbollah than it had faced in its skirmishes with Palestinians in Gaza and the West Bank, armed with guns and improvised explosives. Over the course of the 34-day war, 121 Israeli soldiers fell to the Shiite group’s anti-tank missiles, mines, rockets, and machine gun fire.Some 44 Israeli civilians were also killed during the course of the conflict from the near-constant barrage of missiles that rained down on northern cities. In Lebanon, nearly 1,200 people died, though the civilian-to-combatant ratio remains highly contested. Israel says that more than half of those killed were combatants, while Hezbollah claims just 250 fighters died in the war.The conflict began on July 12, 2006, when two Israeli soldiers — Eldad Regev and Ehud Goldwasser — were kidnapped by Hezbollah gunmen near Zar’it along the northern border and smuggled back to Lebanon.-Lack of communication-Investigations into the unfolding of the events revealed that there had been command failures during the war, with soldiers unprepared for the new kind of warfare and terrain they were facing. They also highlighted an acute lack of communication that existed between the various military forces, Nir said.One of the more glaring examples of these communication failures occurred on the first day of the war, following the kidnapping of Regev and Goldwasser. In a 2009 tell-all book, Brig. Gen. (res.) Gal Hirsch, who led the Northern Command’s 91st Division during the conflict, details how crucial intelligence ahead of the kidnapping did not reach him or his soldiers on the ground until weeks later.The army is addressing these issues, Nir said, ensuring relevant training is given to all soldiers at all levels and increasing the level of communication between the branches.For the past three years the Signal (C41) Corps has been implementing a plan called the Network Centric IDF Program (NCIP), which will create a “one-networked army” based on a joint communications platform for all the various arms of the military.“The idea is to create a network on which all the forces operate together – to allow the pilots, the tank commanders, the ships and the soldiers on the ground to speak on one network and be on the same page at the same time,” Nir said.The joint network already works like this: if commanders on the ground identify terrorists in a house, they can pinpoint the location on a laptop screen, and signal in real time to a nearby plane or ship the location of their target.“The aim is to deepen this kind of networked operations,” Nir said.Still today each base and the general staff receive separate inputs from the air force, intelligence, land forces and navy. Each of these arms have their own communications fiber with their own routers and encryption systems.“The aim of the ‘one-network army’ is to have one fiber on which everyone works, one computer for all. Access will be allowed to all those who are eligible,” Nir said. “This will enable greater resources efficiency, but also greater operational efficiency. We have started implementing this process in the past year.”-Making the move down south-The army’s decision to move many of its bases to the Negev, with tens of thousands of soldiers relocating to the wide open spaces down south, was a key catalyzer in making a networked army much more of a reality, Nir said.“We are taking advantage of this move to build new technologies that support this plan. We are setting up a new telecoms infrastructure, developing new virtual and cloud technologies, increasing our data centers. All this will enable us to be a joint force with joined platforms.” The ability to share video, voice and data, will be central to the army’s technological push, he said.Operation Protective Edge, fought against Hamas in the Gaza Strip in 2014, was in effect the first networked war in the world and one in which the IDF operated with some of the new joint-network systems in place, Nir said. “That operation very much strengthened the concept of a one-network army, proving that we are going in the right direction.”In an age of greater digitalization and just one network, the threat of cyber-security attacks is high, Nir said. Securing the network will be a significant challenge in the coming years, and the IDF has to make sure that it maintains the security of its data even as it makes the most of the potential of the joint network.The main challenges ahead, according to Nir, are to learn from past mistakes and make sure the soldiers and forces are trained to meet the tasks they will be facing in the future and to ensure the security and continuity of the network operations, he said.

A Vernon city councillor says the wildfire that forced the evacuation of up to 100 homes is now fully contained. Dalvir Nahal lives in the Adventure Bay area near the city on the west side of Okanagan Lake above Tronson Road and was entertaining guests when they heard fire trucks coming."We walked up the street and then all of a sudden you could see the fire and it was a small fire and then within 20 to 25 minutes it just like blew up, you could see the trees just burning and just high, high fire," she said.Vernon Fire and Rescue Services says its crews worked through the night battling the flames.Captain Trevor Keenan says RCMP officers helped get approximately 60 residents from 100 homes out of the area, which is a new development located next to a forested area.Firefighters responded around 9:30 p.m. PT on Saturday and Keenan says, so far, there does not appear to be any injuries.Meanwhile, Nahal spent the night across the lake at her parent's house, and says there is no paved road up to where the fire is burning."That's undeveloped and it's all forest," she said. "There's a trail and it's all forestry, so that's why I think it just went so fast. There's a lot there for it to burn."The fire follows the B.C. wildfire service's warning of increased risk for fires due to continued hot weather across the province.

KHAN YOUNIS, Gaza Strip (AP) — Earth movers dig into sand dunes on land where once Jewish settlements stood — prime real estate that the Gaza Strip’s ruling Hamas group hopes will ease its worsening financial crisis.Hamas has begun handing out plots of the land to 40,000 civil servants loyal to the group, to make up for millions of dollars in salaries it owes them for the past two years.The land giveaway is the latest sign that Hamas is struggling financially after almost a decade of uncontested power in the coastal strip.Gazans grumble about lack of jobs, constant electricity shortages and a blockade imposed by Israel and Egypt that has confined the territory’s 1.8 million people to the tiny strip. The World Bank says unemployment is 38 percent.Since 2014, Hamas’s main problem has been a dire lack of cash amid Egypt’s clampdown on smuggling tunnels underneath Gaza’s border with Egypt’s Sinai Peninsula. Before the tunnels closed, Hamas earned millions of dollars from taxes on smuggled consumer goods, including subsidized Egyptian fuel.Later that same year, Hamas and its rival, the West Bank-based Palestinian Authority, agreed to form a unity government for both Gaza and the West Bank. PA President Mahmoud Abbas had lost Gaza to a Hamas takeover in 2007, and this was an attempt to heal the split.But the deal stalled, partly because Abbas refused to add the 40,000 employees hired by Hamas since 2007 to the payroll of his Palestinian Authority. In time, Hamas resorted to paying its loyalists 40% of their salaries at 50 day intervals.Since March, after Hamas collected additional taxes, these civil servants have been receiving 45% of their salaries on a monthly basis. The price of cigarettes went up 35% and an additional $30 in taxes was imposed on each ton of fruit entering Gaza from Israel.The land giveaway allows each group of four Hamas employees to share a 500-square-meter plot that they can either build on or sell. Even the sand collected on the land can be sold for about $100 a truckload.About 13,000 civil servants have already signed up for certificates attesting to their ownership of the plots. Bulldozers are working to get three initial projects launched in August.Most of the land once was part of Jewish settlements in southern Gaza, near the towns of Rafah and Khan Younis. The settlements were demolished when Israel pulled settlers and soldiers from the coastal strip in 2005.Earlier this week, earth-moving equipment dug into a high hill near Khan Younis, scooping out sand and loading it into trucks at the site designated for the Al-Isra 2 housing project.Riham Khalil, one of the civil servants, said Hamas owes her NIS 64,000 (about $17,000) in back salaries. His idea of the new law is to make the cost of credit cheaper for consumers and small and medium-sized business.Banks Hapoalim, Leumi and smaller rival Discount together control about three-quarters of the credit in Israel. The new law will force Hapoalim and Leumi to sell their existing credit card companies, though they will still be allowed issue credit cards.It will also make it easier for new banks to enter the market, affording them government "protection", like more flexible regulations to help them compete with the bigger banks.The reform has been heavily criticized by the International Monetary Fund (IMF), which said the government committee that provided recommendations for the bill used old data in its analysis and that the basis of the reform was faulty and could harm the system's stability.The IMF also said there was little international precedent to guide some of the measures, they are likely to have adverse consumer impacts in the near term and they explicitly encourage the growth of the 'shadow banking' industry.Bank of Israel Governor Karnit Flug said she supported the reform, telling cabinet ministers before the vote that it was needed -- together with the central bank's own measures such as creating a credit database and to spur innovation -- to make a more advanced, efficient and competitive banking sector-But she also warned the government to implement it with caution so as not to undermine the financial sector. As Israel marks a decade since the Second Lebanon War, the army has used the past 10 years to take stock of lessons learned from the conflict.One of the key changes has been to make a technological push to increase collaboration between the Israel Defense Forces’ various military arms so that the air and ground forces, the navy and intelligence corps can join efforts on the battlefield based on real-time information they receive“Today, instead of the army adding budgets for more units or planes or ships, the push it so invest in better connecting the existing forces and increase their effectiveness through collaborative activities,” said Yariv Nir, head of the army’s operations department in the signal (C41) corps, in an interview with The Times of Israel.In 2006, the IDF encountered a significantly tougher enemy in Lebanon’s Hezbollah than it had faced in its skirmishes with Palestinians in Gaza and the West Bank, armed with guns and improvised explosives. Over the course of the 34-day war, 121 Israeli soldiers fell to the Shiite group’s anti-tank missiles, mines, rockets, and machine gun fire.Some 44 Israeli civilians were also killed during the course of the conflict from the near-constant barrage of missiles that rained down on northern cities. In Lebanon, nearly 1,200 people died, though the civilian-to-combatant ratio remains highly contested. Israel says that more than half of those killed were combatants, while Hezbollah claims just 250 fighters died in the war.The conflict began on July 12, 2006, when two Israeli soldiers — Eldad Regev and Ehud Goldwasser — were kidnapped by Hezbollah gunmen near Zar’it along the northern border and smuggled back to Lebanon.-Lack of communication-Investigations into the unfolding of the events revealed that there had been command failures during the war, with soldiers unprepared for the new kind of warfare and terrain they were facing. They also highlighted an acute lack of communication that existed between the various military forces, Nir said.One of the more glaring examples of these communication failures occurred on the first day of the war, following the kidnapping of Regev and Goldwasser. In a 2009 tell-all book, Brig. Gen. (res.) Gal Hirsch, who led the Northern Command’s 91st Division during the conflict, details how crucial intelligence ahead of the kidnapping did not reach him or his soldiers on the ground until weeks later.The army is addressing these issues, Nir said, ensuring relevant training is given to all soldiers at all levels and increasing the level of communication between the branches.For the past three years the Signal (C41) Corps has been implementing a plan called the Network Centric IDF Program (NCIP), which will create a “one-networked army” based on a joint communications platform for all the various arms of the military.“The idea is to create a network on which all the forces operate together – to allow the pilots, the tank commanders, the ships and the soldiers on the ground to speak on one network and be on the same page at the same time,” Nir said.The joint network already works like this: if commanders on the ground identify terrorists in a house, they can pinpoint the location on a laptop screen, and signal in real time to a nearby plane or ship the location of their target.“The aim is to deepen this kind of networked operations,” Nir said.Still today each base and the general staff receive separate inputs from the air force, intelligence, land forces and navy. Each of these arms have their own communications fiber with their own routers and encryption systems.“The aim of the ‘one-network army’ is to have one fiber on which everyone works, one computer for all. Access will be allowed to all those who are eligible,” Nir said. “This will enable greater resources efficiency, but also greater operational efficiency. We have started implementing this process in the past year.”-Making the move down south-The army’s decision to move many of its bases to the Negev, with tens of thousands of soldiers relocating to the wide open spaces down south, was a key catalyzer in making a networked army much more of a reality, Nir said.“We are taking advantage of this move to build new technologies that support this plan. We are setting up a new telecoms infrastructure, developing new virtual and cloud technologies, increasing our data centers. All this will enable us to be a joint force with joined platforms.” The ability to share video, voice and data, will be central to the army’s technological push, he said.Operation Protective Edge, fought against Hamas in the Gaza Strip in 2014, was in effect the first networked war in the world and one in which the IDF operated with some of the new joint-network systems in place, Nir said. “That operation very much strengthened the concept of a one-network army, proving that we are going in the right direction.”In an age of greater digitalization and just one network, the threat of cyber-security attacks is high, Nir said. Securing the network will be a significant challenge in the coming years, and the IDF has to make sure that it maintains the security of its data even as it makes the most of the potential of the joint network.The main challenges ahead, according to Nir, are to learn from past mistakes and make sure the soldiers and forces are trained to meet the tasks they will be facing in the future and to ensure the security and continuity of the network operations, he said.

LONDON (Reuters) - Britain cannot be fully protected against terrorism and an attack similar to those seen recently in mainland Europe is a question of "when, not if," London's police chief said on Sunday.The warning by Metropolitan Police Commissioner Bernard Hogan-Howe reflects Britain's current "severe" threat level for international terrorism and follows a string of attacks in Germany and France, some of which have been linked to Islamic militants.Hogan-Howe acknowledged that people in Britain were becoming increasingly worried they could be next."I feel and understand that fear, and as the police officer in charge of preventing such an attack, know that you want me to reassure you. I am afraid I cannot do that entirely," he said in a blog posted online on Sunday and printed in the Mail on Sunday newspaper."Our threat level has been at "severe" for two years -- it remains there. North Korea says the United States has effectively declared war after US officials placed its leader Kim Jong Un on a list of sanctioned individuals who have committed human rights abuses.Han Song Ryol, the North Korean Foreign Ministry’s director-general of the US affairs department, added in an interview with the Associated Press that if planned joint US-South Korea war games south of the Demilitarized Zone went ahead next month, it would likely result in a vicious showdown for which the United States would be responsible.The North is already under heavy sanctions for its nuclear program and usually responds to the military exercises with aggressive rhetoric, but Mr. Han said putting its leader on a sanctions list on July 6 crossed a “red line.”Recommended: Kim 101: How well do you know North Korea's leaders? "The Obama administration went so far to have the impudence to challenge the supreme dignity of the DPRK in order to get rid of its unfavorable position during the political and military showdown with the DPRK," Han said."The United States has crossed the red line in our showdown," he said. "We regard this thrice-cursed crime as a declaration of war."A week after the US placed sanctions on Mr. Kim, North Korea responded by cutting off its last remaining formal line of communication with Washington, called the New York Channel, and said that all interactions between the countries would have to be handled under “war law.”The US placed Kim and 10 other individuals on the list after the United Nations Human Rights Commission alleged his connection to human rights abuses, including the North’s use of political prisons and intolerance of any kind of political dissent.While US State Department Officials claim that the sanctions are designed to make North Korean officials reconsider their decisions to commit human rights abuses, Han said the US lacked the moral high ground on both the nuclear and human rights fronts, citing the recent police shootings of blacks and the fact the US was first nation to develop and then use nuclear bombs against humankind.But Katina Adams, a State Department spokeswoman for East Asia and the Pacific, indicated the new sanctions on Kim were intended to press the North "to refrain from actions and rhetoric that further destabilize the region and focus instead on taking concrete steps toward fulfilling its commitments and international obligations."However, as next month’s war games approach, which last time included exercises the North sees as practice at invading and carrying out “decapitation strikes” (maneuvers that aim at taking out top leaders), Han ramped up the threatening rhetoric further."Nobody can predict what kind of influence this kind of vicious confrontation between the DPRK and the United States will have upon the situation on the Korean Peninsula," he said."By doing these kinds of vicious and hostile acts toward the DPRK, the U.S. has already declared war against the DPRK.
