Germany orders increased police presence after spate of attacks-[Reuters]-July 25, 2016-YAHOONEWS

BERLIN (Reuters) - Germany will boost its police presence at airports and train stations and carry out stop and search operations close to border areas, Interior Minister Thomas de Maiziere said on Monday, after four violent attacks in less than a week."What seems particularly important to me at the moment is an increased police presence in public spaces," de Maiziere told a news conference in Berlin."I have therefore ordered that the federal police visibly increase their presence at airports and railways stations and that there are random checks, which are not visible but very effective, in border areas," he said.(Reporting by Caroline Copley; Editing by Paul Carrel)

Germany reels after multiple killings By Nikolaj Nielsen-JULY 25,16-EUOBSERVER

BRUSSELS, Today, 09:27-A spate of killings over the weekend has left Germany in shock as police attempt to piece together the motives behind the attacks. On Sunday (24 July), a 27-year old Syrian migrant who had failed to obtain asylum killed himself and injured 12 others after detonating a bomb at a music festival in Ansbach, in southern Germany. The man is said to have attempted suicide twice before. He had also been admitted to psychiatric care, reports Deutsche Welle. In Reutlingen, a city in south-west Germany, a 21-year old Syrian refugee also on Sunday hacked to death a pregnant woman from Poland outside a fast food restaurant. He injured two more people before bystanders and police stopped him. German media say he had fallen in love with the victim, but that she had rejected his advances.Sunday’s attacks came after a shooting on Friday in a shopping centre in Munich, in southern Germany, by an 18-year German-Iranian who appears to have been inspired by Anders Breivik, a Norwegian far-right mass killer. The shooting left nine people dead, most of whom were young people of Turkish and Kosovar-Albanian origin, and another 21 injured. The killer, who then committed suicide, had suffered from depression. The weekend murders’ had been preceded by an axe and knife attack one week earlier on a commuter train near Wurzburg, in southern Germany, by a teenage Afghan refugee who appears to have been inspired by Islamic State (IS), the jihadist group based in Syria and Iraq.Earlier still in April, three Muslim teenagers in Essen, north-west Germany, detonated explosives at a Sikh temple, killing three people. The attacks in Germany come in the wider context of IS-linked terrorist attacks in France, Belgium and Turkey.-Gun controls-German authorities are now calling for tighter gun controls after it emerged the Munich mall gunman had bought a pistol and 300 rounds of ammunition on the internet. The pistol had been deactivated to be used as a prop, but was later reactivated. Authorities have traced it back to Slovakia.Slovakia is a known loophole in the EU's 2008 firearm law, where decommissioned weapons can be purchased with relative ease. Some of the guns used in the terrorist attacks in France were also purchased in Slovakia and then reactivated in Belgium.EU lawmakers have since vowed to make it more difficult to obtain such weapons following draft gun control reforms by the European Commission.-Merkel retains support-Whatever the broader motives, the attacks are likely to feed into the anti-refugee rhetoric espoused by the fringe Alternative for Germany (AfD) party or the Pegida anti-immigrant movement. The AfD party, weakened by internal fighting, had already asked for chancellor Angela Merkel's resignation following the Friday mall shooting. But popular support for Merkel was strong prior to the latest attacks. The chancellor, who had welcomed over 1 million asylum seekers to Germany last year, has seen approval ratings soar.In July, a Deutschlandtrend poll said almost 60 percent of people surveyed support the chancellor. The figure is the highest since last September.Germany has so far been spared the mass killings perpetrated by IS militants in France and in Belgium. But German interior minister Thomas de Maiziere has also said that Germany is in the "target area of international terrorism."-Lone wolf-The broader fears is that jihadist militants will attempt to recruit vulnerable and isolated young Syrian refugees in Germany to then carry out so-called 'lone wolf' attacks.German authorities in June had dismantled a suspected IS sleeper cell. A member of the group had turned himself following plans to launch an attack in Dusseldorf. Three Syrian men were later arrested. They are also currently carrying out 708 investigations into suspected Islamist terrorism involving 1,029 suspects, reports the Financial Times.IS attacks are not limited to Europe. The vast majority of its victims are Muslims in Syria and Iraq. Another 80 people were killed by an IS bomb during a peaceful demonstration in Kabul this weekend.

Suicide Bomber' Injures 12 Outside German Bar-[Sky News]-July 24, 2016-YAHOONEWS

A suspected suicide bomber has killed himself and injured 12 others, three seriously, in an explosion outside a wine bar in the German city of Ansbach.Detectives have said the attacker was a 27-year-old Syrian man who had been denied asylum in Germany.Security officials say he detonated an explosive device after being turned away from a music festival being attended by thousands of people because he didn't have a ticket.Joachim Herrmann, Bavaria's interior minister, said the contents of his backpack had the potential to kill and injure many more victims as they included both explosives and metal parts.A spokesman for Germany's interior ministry said the danger of an attack remained high."Due to the situation in Syria, he was not deported. In spite of the rejected application, he was given exceptional leave to remain," Mr Herrmann said. Interior ministry spokesman Tobias Plate said there had been a continued intention to deport the man."Syrians cannot be deported to Syria at the moment, but that doesn't mean that Syrians overall cannot be deported," he said at a news conference. "The Syrian in Ansbach was facing deportation and this was to Bulgaria" (where he had first submitted a request for asylum).Mr Plate said the suspect had received two deportation notices, most recently on 13 July. The suspect was known to the authorities and had repeatedly received psychiatric treatment, including for attempted suicide. "We don't know if this man planned on suicide or if he had the intention of killing others," Mr Herrmann said."My personal view is that I unfortunately think it's very likely this really was an Islamist suicide attack," he told German news agency dpa. "The obvious intention to kill more people indicates an Islamist connection."But a spokesman for the prosecutor's office in Ansbach, Michael Schrotberger, took a more cautious line. "If there is an Islamist link or not is purely speculation at this point," he said. A large-scale operation involving 200 police and 350 rescue workers was launched, and a helicopter brought in. Armed police have raided a building used to house asylum seekers three kilometres from the scene.Detectives have asked anyone with mobile phone footage to send it in. Witness Thomas Debinski said: "People were definitely panicking. The rumour we were hearing immediately was that there had been a gas explosion. "But then people came past and said it was a rucksack that had exploded. Someone blew themselves up."After what just happened in Munich, it's very disturbing to think what can happen so close to you in such a small town."More than 2,000 people were evacuated from the nearby festival.Germany has been on high alert following a series of incidents in recent days.On Sunday, a Syrian refugee wielding a machete killed a woman and injured two other people in the German city of Reutlingen. The 21-year-old man was apparently acting alone and has been arrested. And on Friday, nine people were killed in a shooting near a shopping centre in Munich, which was carried out by an 18-year-old who later turned the gun on himself.

Over 90 percent rape cases go unreported in Indonesia: poll-[By Beh Lih Yi]-July 25, 2016-YAHOONEWS

JAKARTA (Thomson Reuters Foundation) - More than 90 percent of rape cases in Indonesia go unreported, highlighting the country's "deafening silence" around sexual violence as victims fear being blamed, organizers of a recent poll on the issue said on Monday. The survey was carried out after the gang-rape and murder of a schoolgirl sparked public outrage. It was published last week, on the same day the government pledged to set up a center to collect statistics on rape, seen by campaigners as an important step in helping prevent future sexual assaults.Of the 25,213 respondents polled online, around 6.5 percent - or 1,636 people - said they had been raped and of these, 93 percent said they had not reported the crime, fearing repercussions.Two-thirds of the rape survivors were under 18, according to the survey jointly conducted by Lentera Sintas Indonesia, a support group for victims of sexual violence, local magazine Magdalene and online petition website, Change.org.Sophia Hage, campaign director at Lentera Sintas said the high percentage of rape cases going unreported was the "tip of the iceberg" in the country of 250 million people."It is a mirror of how sensitive the issue is and that people don't want to talk about it," Hage told the Thomson Reuters Foundation."The number one reason they are not speaking up is because of the social stigma and the victims are afraid to be blamed, so there is a deafening silence around the issue," she added. Some 58 percent of the respondents - mostly women but also some men and transgender people - said they had experienced verbal sexual harassment. About 25 percent said they had been physically assaulted, including being groped and kissed. The survey was carried out in June. Public figures and celebrities supported it, and some 75,000 people who had signed a petition on Change.org calling for stronger laws against sexual violence, were encouraged to take part. The government-backed National Commission on Violence Against Women said in a statement the findings reflected people's low confidence in the country's law enforcement agencies in resolving sexual violence cases.Indonesia's President Joko Widodo in May approved a law which allows the death penalty to be used as the maximum sentence against child rapists, after the rape and murder of a 14-year-old girl in April prompted a public uproar.Offenders could also face chemical castration and be tagged with an electronic chip to track their movements under the law.The government said last week it was planning to set up a data center by 2017 to collect statistics about sexual violence against women and children.Women's groups say the lack of comprehensive data hampers education and prevention of sexual violence, and makes it harder to reflect the prevalence of the crime."We support the decision but the data center should be friendly to all survivors and the victims (to report cases)," Hage of Lentera Sintas said.(Reporting by Beh Lih Yi @behlihyi, Editing by Alex Whiting; Please credit the Thomson Reuters Foundation, the charitable arm of Thomson Reuters, that covers humanitarian news, women's rights, trafficking, property rights and climate change. Israeli tourist gang-raped after accepting car ride in India-[Associated Press]-July 25, 2016-YAHOONEWS

NEW DELHI (AP) — Police were questioning two men Monday in the gang rape of a 25-year-old Israeli tourist who accepted a car ride while traveling in the northern Indian state of Himachal Pradesh. The woman, who had been looking for a taxi, got into the car in the hill resort of Manali before dawn Sunday to travel to a nearby town, said Padam Chand, a police superintendent in Manali. There were six men in the car and two of them raped the tourist after stopping at a desolate spot, he said. Two of the men were in police custody and a search was on for the other four. Chand said the men would be arrested if police found evidence that they were the ones involved in the gang rape."Arresting the four men who are absconding is our topmost priority. We have alerted police in all nearby districts," Chand told reporters late Monday.Five of the men are Indian and the sixth is Nepali, he said. All are in their early 20s, Chand said, adding that police had impounded the car used in the assault.Manali police were in touch with officials at the Israeli Embassy in New Delhi and were keeping them informed about the progress in the investigation. The picturesque hill resorts of Himachal Pradesh are very popular with young Israelis who travel in India after their military service, despite concerns about the safety of women. In 2012, an Australian tourist was raped in Kullu valley, also in Himachal Pradesh. The next year, an American woman was gang raped by three men in Manali when she took a ride with them in a truck.Reports of rapes of women highlight the persistence of such violence in India despite a public outcry following the fatal gang rape of a young woman in moving bus in New Delhi in 2012.Public fury over that case led to more stringent laws that doubled prison terms for rape to 20 years and criminalized voyeurism and stalking. But many women say daily indignities and abuse continue unabated and that the new laws have not made the streets any safer.

In sign of regional disarray, many leaders forgo Arab summit-[Associated Press]-July 25, 2016-YAHOONEWS

CAIRO (AP) — Arab officials gathered in a tent in the Mauritanian capital Monday, in the most poorly attended Arab League summit in years, a sign of the region's disarray.Just a handful of leaders from the Arab League's 22 member states turned up, pointing to the pan-Arab organization's struggles under the strain of various regional crises — including the conflicts in Syria, Yemen, Iraq and Libya.Past initiatives — such as last year's plans for a joint Arab military force to fight Islamic militancy and confront Iran's aspirations — have failed to gather steam. This year, an Egyptian attempt to encourage the region to push for Israeli-Palestinian peace talks has garnered little attention — even Egypt's president, Abdel-Fatah el-Sissi, decided to forgo the summit.Among the influential leaders who were also absent were: Saudi King Salman and his powerful son, Deputy Crown Prince Mohammed bin Salman, Jordan's King Abdullah II, the leaders of Tunisia, Algeria and Tunisia and the Palestinian president, Mahmoud Abbas.A spat broke out between Lebanon and Mauritania after one Lebanese minister described the host country as "miserable.""They don't have the infrastructure and it's miserable," Lebanese Health Minister Wael Abu Faour told a local TV station."The summit will be held inside a tent," he added, apparently comparing it to previous summits that were held in five-star hotels or luxury conference centers. In response to his remarks, Lebanese officials were attacked by journalists and on social media.Prominent Palestinian journalist Abdul-Bari Atwan criticized Lebanese politicians in a column he wrote in his online Rai Al-Youm newspaper. "We don't understand the arrogance by leaders who claim they are Arabs, toward a country like Mauritania whose only guilt is that it is a poor country that does not have oil or gold," Atwan wrote. Those who did attend included Qatari Emir Tamim Al-Thani, Yemeni President Abed Rabbo Mansour Hadi, and Sudanese President Omar al-Bashir.Chaired by Mauritanian President Mohamed Ould Abdel Aziz, the opening session suggested few new ideas or proposals, bar a contribution from the Lebanese Prime Minister Tammam Salam who proposed the establishment of safe "refugee zones," which would be supervised by an Arab commission, inside Syria.Lebanon is home to some 1.2 million registered Syrian refugees, making up nearly a quarter of the country's population.A draft of the summit final communique, obtained by The Associated Press, welcomed the Egyptian efforts to renew Israeli-Palestinian talks and support a French peace initiative, hoping that it would lead to an international conference by year end. Few further details were given on the talks.Last year, Arab League delegates touted a plan to create a joint Arab military force against Islamic militants and spreading Iranian power. Since then, these plans appeared to have stalled over divisions among Arab states and conflicts of interests. As a pilot, the Saudis spearheaded a coalition of seven Arab countries against Yemen's Shiite rebels, who had seized the capital and forced the internationally-recognized president to flee the country. A year on, the Saudi-led coalition has failed to dislodge the rebels from the capital or restore the former president, and the Arab world's poorest nation has been pushed into lawlessness.Taking note of the large number of absentees, Iraqi Foreign Minister Ibrahim al-Jaafari addressed the attendees by saying "all eyes are on you.""We need Arabs to line up," he added.___Associated Press Writer Bassem Mroue from Beirut contributed to this report.

Gunfire at teen nightclub party leaves 2 dead, 17 wounded-[The Canadian Press]-July 25, 2016-YAHOONEWS

FORT MYERS, Fla. — Gunfire erupted at a nightclub hosting a swimsuit-themed party for teens in Florida, leaving two teens dead and at least 17 other people wounded, officials said Monday. It was not immediately clear what triggered the violence, but Fort Myers police Capt. Jim Mulligan said the shooting was not an act of terror. Police detained three people and said the area around Club Blu had been deemed safe, Mulligan said. The slain teens were 14-year-old Sean Archilles and 18-year-old Stef'an Strawder, police said. Archilles lived about a mile from the nightclub, said his father, Jean Archilles. Archilles said his son loved to play football and basketball."He liked to make people laugh. He's a funny kid. He's always joking," Jean Archilles said.He said he doesn't wish bad for the shooter."When he lays down in his bed, how is he feeling about what he did? A 14-year-old kid!" Archilles said. "Is he thinking about his family, his friends? Because everybody has family and friends. Does he feel good about himself?"Four people were in the hospital. Two were in critical condition and two in fair condition, said Lisa Sgarlata, the chief administrative officer at Lee Memorial Health System. All of the other patients were treated and released. The victims ranged in ages from 12 to 27.Police said they want to talk to some of the victims who were treated and released from the hospital and haven't yet spoken with investigators."It is imperative that all persons who were involved with this incident come forward so that this incident can be properly documented and statements obtained from all involved," Mulligan said. There were two active crime scenes — the club and a street in the area, which also remained closed as police investigated. The club is in a strip mall that includes a daycare centre and is across the street from a large apartment complex. The shooting happened about 12:30 a.m. Monday, just as the club was closing and parents were arriving to pick up their children.Syreeta Gary told WFTX-TV her daughter ran to avoid being shot. Her daughter was OK, but her daughter's friend "got hit in the leg and luckily it's just her leg," she said."Her dodging bullets and running, dropping in between cars, it's ridiculous that these kids have to go through this," Gary said. "They can't enjoy themselves because you have other people that have criminalistic minds and they just want to terrorize things."A post on Club Blu's Facebook page said there was armed security at the event."We are deeply sorry for all involved," the post read. "We tried to give teens what we thought was a safe place to have a good time."Law enforcement removed some of police tape by Monday morning, allowing the media and public to get closer to the entrance to Club Blu.There were bullet holes in concrete planters and wooden support beams. Sheriff's evidence markers were still affixed to the holes. The letter "A'' was attached near a post, while nearby "L," ''M," ''N" and "O'' we're marked near a planter filled with scraggly foliage."It breaks my heart. No family should have to endure this kind of pain," said Sylvia Bargouthi, a mother who didn't know any of the victims. "Children should be able to enjoy their life without being brutally murdered."Bargouthi carried a small stuffed animal with her and placed it near the club's entrance.State records online show the alcohol license for Club Blu was revoked June 7 because of an incident that occurred a year ago, but there were no additional details available, according to records from the Department of Business and Professional Regulation. The same records show that a complaint was filed in 2014 for "criminal activity" and that the club was given an official notice. The shooting comes more than a month after a nightclub shooting in Orlando that was the deadliest shooting in modern U.S. history. The shooting at the Pulse nightclub on June 12 left 49 victims dead and 53 others wounded.___Associated Press writers Tamara Lush and Gary Fineout contributed to this report.___This story has corrected the hospital official's title to chief administrative officer, not CEO. It also has corrected the victim's first name to Stef'an, not Ste'fan.Terry Spencer, The Associated Press

Report: UK and EU sketch out deal on migrants and trade By Andrew Rettman-JULY 25,16-EUOBSERVER

BRUSSELS, Today, 09:26-A brake on EU migrants, single market access, UK contributions to the EU budget, and UK cooperation in EU security structures - formal talks on Britain’s exit from the Union have not begun, but a deal is already taking shape.Senior British and EU sources, who asked to remain anonymous, told The Observer, a British weekly out on Sunday (24 July), that the UK would be allowed to exclude EU workers for up to seven years but would get permanent access to the single market. They said the UK would still have to make large payments into the EU budget, on the model of associated nations such as Norway and Switzerland. The seven-year immigration brake would go much further than the four-year brake on some types of welfare for EU migrants that the UK had been offered prior to the referendum.Commenting on The Observer’s report, Dutch MEP Hans van Baalen said the UK would also have to let EU migrants who are already living in the UK stay in place.“If the rights of EU citizens now living the UK can be guaranteed permanently by the UK government, then I think we can look at some form of emergency brake on free movement of labour,” he said.Philip Hammond, the British finance minister, told the BBC at a G20 meeting in China: “What we now need to do is get on with it in a way that minimises the economic impact on the UK economy in the short term and maximises the benefit in the long term.“I don't think they [the EU] are in punishment mode.”But John Redwood, a Conservative MP, told The Observer that temporary curbs on EU immigration would not be good enough.“The UK did not recently vote for a slightly beefed up version of [former British PM] Mr Cameron’s attempted renegotiation with the EU. We voted to leave, to take back control of our laws, our money and our borders”, he said. The issue of UK contributions to the EU budget could also prove difficult.Britain last year paid €21.2 billion gross into the EU treasury. It got back €5.8 billion under the terms of its rebate and a further €5.3 billion in EU payments for British farmers and other beneficiaries, but with the perks and benefits also up for renegotiation, its post-Brexit net fee could be substantial.Keith Vaz, a senior MP from the opposition Labour party, said Britain should also maintain cooperation with Europol, the EU’s joint police agency, and take part in the EU arrest warrant, which speeds up extraditions. He noted that Theresa May, the new British PM and former home secretary, had praised Europol and the EU warrant prior to the referendum.“After the Munich attack and other attacks across Europe, it is even more important that these relationships continue”, he told The Observer, referring to a shooting on Friday in Germany that killed nine people.-Article 50-The UK will start formal negotiations on the terms of its EU divorce only after it legally notifies the European Union of its intention to leave by invoking article 50 of the EU treaty.Speaking to the BBC on Sunday, Patrick McLoughlin, the Conservative Party chairman, said this would happen before the next general election, which is due by 2020.Jason Coppel, a government lawyer, told the British High Court last week that it would happen no earlier than 2017.Top EU officials have categorically ruled out holding informal talks on future UK relations until article 50 notification takes place. But Mark Sedwill, a senior British civil servant, speaking at an event hosted by The Institute for Government, a London-based charity, last week said that this was not true in practice.“Talks about talks, agreements in principle, things that are initialled before they are signed; all this kind of thing is the meat and drink of of international negotiations,” he said.“With some ingenuity and some good will, it should be possible to do all of these thing in parallel [to the article 50 protocol].”Britain is already pursuing the parallel approach on trade. So long as it remains an EU member, it is not entitled to hold negotiations with non-EU countries on bilateral agreements. The situation means Britain is endorsing EU talks on free trade pacts with Canada and with the US even though it will not be part of them after it leaves the European Union. But Hammond, the British finance chief, told the BBC that he had started talks on a UK-China free trade deal in the margins of the G20 event in Beijing.-UK-China deal-He said China would get greater access to the UK market for manufactured goods and investments in return for reducing barriers for British banks and insurance firms. With the EU and China currently locked in a tariff war on steel, Hammond added: “The mood music that I have heard here [at the G20] is very much that this [Brexit] will mean more opportunity for countries like China that are outside the European Union to do business with Britain”.“As Britain leaves the European Union and is not bound by the rules of the European Union perhaps it will be easier to do deals with Britain in the future”, he added. The EU also has an arms embargo on China dating back to the Tiananmen massacre in 1989.But the UK would be unlikely to start selling weapons to China in return for a better trade deal due to the security concerns of its main ally, the US.

U.S. Democratic Party chair jeered in protest ahead of convention-[By John Whitesides and Jonathan Allen]-July 25, 2016-YAHOONEWS

PHILADELPHIA (Reuters) - Chaos broke out ahead of the U.S. Democratic Party convention on Monday as protesters jeered the party chairwoman over leaked emails showing Democratic officials worked to undermine Bernie Sanders in his presidential primary battle with Hillary Clinton.Hours before the start of the four-day gathering to nominate Clinton for the White House, outgoing Democratic National Committee head Debbie Wasserman Schultz struggled to be heard above boos as she spoke to the Democratic delegation from her home state, Florida.Protesters held up signs that read "Bernie" and "E-MAILS" and shouted "Shame," as she spoke. Others at the meeting cheered and clapped for Wasserman Schultz, who is stepping down over the email controversy. She promised to work hard for a Clinton victory over Republican Donald Trump in the Nov. 8 election."We know that the voices in this room that are standing up and being disruptive, we know that is not the Florida we know. The Florida we know is united," the congresswoman shouted over the noise of the crowd. It was an embarrassing prelude to the convention in Philadelphia, which Democratic officials had hoped would convey no-drama competence in contrast to the volatile campaign of Trump. The New York businessman was formally nominated for president at a chaotic Republican convention in Cleveland last week.At least one national opinion poll showed Trump benefiting from a convention "bump" and pulling just ahead of Clinton, having lagged her for months. The cache of emails leaked on Friday by the WikiLeaks website disclosed that DNC officials explored ways to undercut Sanders' insurgent presidential campaign, including raising questions about whether Sanders, who is Jewish, was an atheist.Wasserman Schultz resigned on Sunday, effective at the end of the convention, after the leak of more than 19,000 DNC emails put the spotlight back on Sanders' failed bid to win the nomination and in particular on his complaints during the campaign that the party establishment was working to undermine him.A democratic socialist, the U.S. senator from Vermont galvanized young and liberal voters with his calls to rein in Wall Street and eradicate income inequality. While Sanders has endorsed Clinton, she faces the task of winning over his backers as she battles Trump. His supporters were already dismayed last week when Clinton passed over liberal favorites like U.S. Senator Elizabeth Warren of Massachusetts to select the more moderate U.S. Senator Tim Kaine of Virginia as her vice presidential running mate."They throw 'party unity' around as if we’re supposed to jump for joy when they mention her name," said Manuel Zapata, a Sanders delegate from California, referring to Clinton. "What we've been saying for months is obviously true: they had the finger on the scale of the campaign," he said.-'TOTAL MESS'-The Clinton camp questioned whether Russians may have had a hand in the hack attack on the party's emails in an effort to help Trump, who has exchanged words of praise with Russian President Vladimir Putin. The FBI said on Monday it would investigate the nature and scope of the hack.Trump gloated at the Democrats' opening day disorder."Wow, the Republican Convention went so smoothly compared to the Dems total mess," he wrote on Twitter. The Republican gathering was overshadowed by accusations of plagiarism in a convention speech by Trump's wife, Melania, and by former presidential candidate Senator Ted Cruz's angry refusal to endorse Trump.A CNN/ORC opinion poll on Monday gave Trump a three-point lead over former secretary of state Clinton, 48 percent to her 45 percent in a two-way presidential matchup. The survey was conducted July 22-24 and had a margin of error of 3.5 percentage points.Clinton, 68, a former first lady and U.S. senator, will be the first woman nominated for president by a major U.S. political party. She waged a months-long battle to defeat the unexpectedly tough challenge from Sanders, 74.Norman Solomon, an influential Sanders delegate, said there was deep unhappiness among supporters of the Vermont senator in Philadelphia with parts of the Democratic platform and with Clinton's vice presidential pick."There's very strong support for a challenge for a Tim Kaine nomination," he told a news conference. Solomon said some of the 1,900 Sanders delegates in Philadelphia were discussing staging a protest on the convention floor during Clinton's nomination acceptance speech on Thursday, although it was unclear what the protest might be.Sanders was among those due to speak on the first evening of the convention. Others included President Barack Obama's wife, Michelle Obama.(Additional reporting by Jrik Tavcar and Doina Chiacu; Writing by Alistair Bell; Editing by Frances Kerry)

Wasserman Schultz booed during raucous DNC breakfast meeting-Dylan Stableford-Senior editor-July 25, 2016-YAHOONEWS

A day after the announcement of her ouster as chair of the Democratic National Committee, Debbie Wasserman Schultz addressed the Florida delegation at a raucous meeting in Philadelphia on Monday morning, vowing to be a visible presence on the campaign trail as a surrogate for Hillary Clinton.“I can see there is a little bit of interest in my being here,” Wasserman Schultz told the crowd of delegates and media at a breakfast hours before the start of the Democratic National Convention. The Florida congresswoman, who came under fire over leaked emails that suggested the national Democratic Party favored Clinton over Bernie Sanders during the primaries, was jeered by supporters of the Vermont senator at the meeting, many of whom were armed with signs that read: “E-Mails.”Wasserman Schultz did not address the email scandal directly, saying only she was “proud to serve” as the chair of the committee since 2011, when she was appointed by President Obama to succeed Virginia Sen. Tim Kaine. The outgoing chair said she spoke with both Clinton and Obama on Sunday amid calls from Sanders and others for her resignation. She is still up for reelection in Florida’s 23rd Congressional District.“I thanked President Obama for the honor of serving,” Wasserman Schultz said, “and for being able to watch his back and bring him across the finish line in 2012.”Clinton, she said, thanked her for her service and offered her the role as surrogate, which she accepted.“You will see me every day between now and Nov. 8 on the campaign trail,” Wasserman Schultz said to more boos. The chaotic scene was reminiscent of Ted Cruz’s contentious meeting with Texas delegates the morning after his speech at last week’s Republican convention in Cleveland. Cruz was booed during his speech, in which he refused to endorse his own party’s nominee.Wasserman Schultz, who was scheduled to appear onstage at the opening of the convention Monday afternoon, was escorted by security as she left the breakfast. Hours later, she told the Orlando Sun Sentinel she would no longer appear.“I have decided that in the interest of making sure that we can start the Democratic convention on a high note that I am not going to gavel in the convention,” Wasserman Schultz said. “I stepped down the other day because I wanted to make sure that having brought us to this momentous day and to Philadelphia and planned the convention that is going to be the best one that we’ve ever had in our party’s history that this needs to be all about making sure that everyone knows that Hillary Clinton would make the best president.”Sanders will address the convention on Monday night.

FBI investigates DNC hacking; Clinton campaign blames Russia-[The Canadian Press]-July 25, 2016-YAHOONEWS

WASHINGTON — The FBI said Monday it is investigating how thousands of Democratic National Committee emails were hacked, a breach that Hillary Clinton's campaign maintains was committed by Russia to benefit Donald Trump.A statement from the FBI confirmed that it is "investigating a cyber intrusion involving the DNC," adding that "a compromise of this nature is something we take very seriously."Wikileaks posted emails Friday that suggested the DNC was favouring Clinton over her rival Sen. Bernie Sanders during the primary season. Clinton's campaign pointed to a massive hacking of DNC computers in June that cybersecurity firms linked to the Russian government.Clinton campaign chairman John Podesta added fuel to the debate Monday, saying there was "a kind of bromance going on" between Russian President Vladimir Putin and Trump. The Clinton campaign says Russia favours Trump's views, especially on NATO.Trump on Monday dismissed as a "joke" claims by Hillary Clinton's campaign that Russia is trying to help Trump by leaking thousands of emails from the Democratic National Committee."The new joke in town is that Russia leaked the disastrous DNC emails, which should have never been written (stupid), because Putin likes me," Trump wrote as part of a series of Tweets. "Hillary was involved in the email scandal because she is the only one with judgement (sic) so bad that such a thing could have happened."The hacking enraged die-hard Sanders supporters who have long claimed that the DNC had its finger on the scale throughout the primaries. The disclosures prompted the resignation of DNC Chairwoman Debbie Wasserman Schultz on the eve of the party's convention in Philadelphia, where Clinton is expected to officially accept the nomination for president. It wasn't immediately clear how WikiLeaks received copies of the internal Democratic emails.Democratic Party officials learned in late April that their systems had been attacked after they discovered malicious software on their computers. A cybersecurity firm they employed found traces of at least two sophisticated hacking groups on the Democrats' network — both of which have ties to the Russian government. Those hackers took at least one year's worth of detailed chats, emails and research on Donald Trump, according to a person knowledgeable of the breach who wasn't authorized to speak publicly about the matter.Director of National Intelligence James Clapper has said U.S. officials have seen indications of foreign hackers spying on the presidential candidates, and that they expect more cyberthreats against the campaigns.Russian presidential spokesman Dmitry Peskov would not comment on allegations that Russia is behind the leaked emails, instead pointing to stataements by Trump's son, Donald Trump Jr., dismissing the claims.Clinton's campaign stood firmly behind their claims of Russian involvement Monday."There is a consensus among experts that it is indeed Russia that is behind this hack of the DNC," Clinton campaign spokesman Brian Fallon told CNN.On Sunday, Clinton campaign manager Robby Mook said that it was "concerning last week that Donald Trump changed the Republican platform to become what some experts would regard as pro-Russian."Trump's senior policy adviser Paul Manafort called statements by the Clinton campaign "pretty desperate.""It's a far reach, obviously," Manafort told reporters. "To lead their convention with that tells me they really are trying to move away from what the issues are going to be in this campaign. It's pretty absurd."Trump told The New York Times last week that he would decide whether to protect America's NATO allies against Russian aggression based on whether those countries "have fulfilled their obligations to us," hinting that he might pivot away from the decades-old agreement. Some Republicans opposed to Trump have indeed sought to cast him as pro-Putin, a position that would put him at odds with both Republican and Democratic foreign policy and also diverge from the current GOP party platform adopted at the convention last week.Trump supporters succeeded in preventing a reference to arming Ukraine from getting into this year's platform, but the manifesto itself is demonstrably not pro-Russia. It accuses "current officials in the Kremlin" of eroding the "personal liberty and fundamental rights" of the Russian people.""We will meet the return of Russian belligerence with the same resolve that led to the collapse of the Soviet Union," the Republican platform says. "We will not accept any territorial change in Eastern Europe imposed by force, in Ukraine, Georgia, or elsewhere, and will use all appropriate constitutional measures to bring to justice the practitioners of aggression and assassination."___Associated Press writers Sam Hananel, Eric Tucker and Joan Lowey in Washington and Nataliya Vasilyeva in Moscow contributed to this report.Vivian Salama And Jack Gillum, The Associated Press

On first trip to Poland, Pope Francis will find a divided Church-[By Wiktor Szary and Tadeusz Kolasinski]-July 25, 2016-YAHOONEWS

WARSAW (Reuters) - When Polish bishops issued a letter inviting Catholic youths to attend an international gathering to be held in Poland this week, the name of its host, Pope Francis, was conspicuously absent.Instead, the bishops spoke about John Paul II, the late Polish-born pontiff who holds an iconic status in Poland for his role in inspiring the nation to stand up to communist rule. John Paul, who died in 2005, was made a saint in 2014.While the bishops say Francis - and not the ghost of his predecessor - will be the centrepiece of World Youth Day events, the omission reflects a sense of disquiet among senior clergy about his calls for a more inclusive and merciful Church, a message that contrasts with the preaching in many Polish churches.Poland remains one of Europe's most Catholic and conservative nations, with about 90 percent of citizens declaring allegiance to the Church. Its government openly calls for Christian values to be present in daily life and politics."I am absolutely convinced the meeting between Francis and the Polish Church will be challenging for both sides," said Jaroslaw Makowski, a liberal Polish theologian."When he was invited to Poland in 2013, he was unknown ... But after a few months it became clear he isn't what was expected ... but someone who wants to shake up the Church and push it off the path familiar to the Polish Church."The Vatican expects hundreds of thousands of young people from all continents to turn out to see the pope during his five-day visit that starts on Wednesday in the southern city of Krakow, where John Paul was archbishop before he became pope in 1978.Privately, Vatican officials said they expect Francis to wow young people in Poland just like he did at the last World Youth Day in Brazil three years ago. However, although direct criticism of the Argentine-born pontiff is rarely heard, Polish Roman Catholic bishops publicly disagree with his views on issues such as homosexuals and divorce, in an echo of conservative concerns elsewhere that he threatens to dilute Church teachings.A conservative Polish commentator, Tomasz Terlikowski, said the popularity of John Paul in Poland was driven, at least in part, by the late pontiff's adherence to doctrine."The World Youth Day, like any previous meeting between John Paul II and young people, serves as ... proof the Church in the West is losing them ... because of what it offered them," Terlikowski wrote in DoRzeczy weekly this week."The young have been leaving the Church because what it offers them is equal to that of (the secular) world, only veiled in incense," he wrote."Will Francis be able to inspire the youth the way John Paul did? It will depend on what he requires of them," he said. The World Youth Day events are an effort by the Vatican to inspire Catholics at a time when rival denominations, secularism and sexual and financial scandals continue to lead some to abandon the Church.-ENCROACHING MODERNITY-Poland has undergone a significant shift in its political landscape since the Eurosceptic, conservative Law and Justice (PiS) party in October ended nearly a decade of secular-minded government. Its leaders tapped Poland's brand of patriotism infused with Catholic piety to build up popularity among voters and ensure the backing of the clergy, influential across provincial Poland."Poland is an oasis of freedom in the world, where values that form our identity are being destroyed," Prime Minister Beata Szydlo said during a religious ceremony this month."We have a foundation in Poland, where the words 'God, honour and homeland' have guided us for centuries."Despite being rooted in Christian values, her government disagrees with Francis on issues such as refugees and the environment. It opposes mandatory European Union quotas for accepting migrants and promotes as coal as an energy source.Church leaders, in turn, have sought the support of conservative politicians to enshrine their view of society in law, liberal observers say, mindful that encroaching modernity is shrinking the ranks of churchgoers.Since PiS came into power, Catholic officials have pushed for a further tightening of Poland's already restrictive abortion laws, for example."The Church has forged an alliance with the government because, using law, it can exert more control," said Makowski. The Polish Catholic Church is nonetheless divided and many secular theologians, priests and churchgoers would welcome Francis' message that the Church should be more compassionate towards "imperfect" Catholics, such as remarried divorcees.Divorce rates in Poland are close European averages, and regular mass attendance has fallen by almost 10 percentage points in the last decade to about 40 percent.More than 70 percent want access to contraception, even though Warsaw Archbishop Henryk Hoser has said using it introduced an "element of disease" into a woman's body.Nearly 80 percent of Poles say in-vitro fertilisation should be accessible for infertile couples, whereas bishops have said lawmakers who voted for a law to regulate IVF should be denied communion.Polish bishops have made it clear any talk of watering down church doctrine was unacceptable."All should avoid a divorce mentality. Every separation of spouses offends God; moreover, it causes much harm," they said in a document published ahead of last year's gathering of bishops in the Vatican to discuss the issue. The Polish Bishops' Conference spokesman, Father Paweł Rytel-Andrianik, said the letter inviting young Poles to this week's gathering in Poland was one of many documents issued about the event."The pope is an intrinsic part of the World Youth Day," he said.(Additional reporting by Justyna Pawlak, Marcin Goettig and Philip Pullella; Writing by Justyna Pawlak; Editing by Alison Williams)

Cold War ghosts haunt Latvia amid renewed NATO-Russia tensions-[By Gederts Gelzis]-July 25, 2016-YAHOONEWS

RIGA (Reuters) - Hidden in the forests of Aluksne, near Latvia's north-eastern border with Russia, the remains of a former Soviet nuclear missile base are a magnet for tourists now rather than a top-secret site manned by soldiers. The Zeltini missile launch site, operational during the Cold War years from 1962 to 1984 when Latvia was under Soviet rule, at one time concealed at least eight nuclear missiles in its hangars."Missiles were erected, everything was ready. We waited for a command," said Leonid Konovalov, a 74-year-old pensioner and ethnic Russian, as he stood on the concrete field surrounded by trees. He served at the Zeltini base during the 1962 Cuban missile crisis when his job was to fuel the 22 metre-high 8K63 nuclear rockets."We slept with machine-guns by our sides. We were not allowed to take off our clothes," said Konovalov. "Conditions were really tense."The nuclear rockets at the base were the same model as those whose deployment on Cuba triggered the Cold War standoff between the United States and the Soviet Union."Those missiles could reach a radius of 2,000 km (1,250 miles)," said Ilgonis Upmalis, a former member of the Soviet military and an 80-year-old expert on Soviet military bases in Latvia."They could reach parts of Europe. They could really (hit) London," he said.It was only in the early 1990s when Latvia regained its independence from a collapsing Soviet Union and Moscow recalled its military that Latvians found out about the existence of the Zeltini base, just one of several such in the country.Upmalis says that Latvia, as a borderland of the Soviet empire, was crammed with military installations ranging from tanks, artillery and ammunition stockpiles to submarine bases, military airfields and five bases for nuclear missiles. The Soviet military was deployed in 24 of Latvia's 26 regions, Upmalis said. The now abandoned former military buildings and missile hangars attract thousands of tourists each year. Latvia is now a member of the U.S.-led NATO alliance awaiting deployment of a NATO combat battalion intended to serve as a deterrent to a Russia once again seen as a threat to the West.NATO leaders agreed in July to deploy military forces to the Baltic states and eastern Poland for the first time and increase air and sea patrols.(Reporting by Gederts Gelzis; Editing by Daniel Dickson and Richard Balmforth)

U.S. praises confidence-building measures with Chinese military-[Reuters]-July 25, 2016-YAHOONEWS

BEIJING (Reuters) - The U.S. and Chinese militaries have reduced the risk of encounters between them having "unintended consequences", a top U.S. official said on Monday, while China reiterated it would not accept interference in the South China Sea.There have been a series of incidents in recent years, most in the disputed South China Sea, where the United States has accused Chinese military ships and aircraft of coming dangerously close to U.S. forces.Visiting U.S. National Security Adviser Susan Rice said confidence-building measures had reduced risks and the United States valued progress in improving military-to-military ties."Our military leaders communicate more frequently and more directly than ever before in the past," Rice said in a meeting with a vice chairman of China's powerful Central Military Commission, Fan Changlong."While our forces operate in closer proximity to each other, the risk of unintended consequences has gone down thanks to the confidence-building measures that our two sides have put in place."The United States and China have increasingly been at odds over China's claims to most of the South China Sea, a waterway through which $5 trillion of trade moves annually, where the United States has sought to assert its right to freedom of navigation.China has stepped up its rhetoric in defense of its claims since an international court ruled this month that China did not have historic rights to the waters, raising concern that China would assert its position more forcefully. There have been two close contacts between the two militaries since last month alone, with the U.S. accusing China of shadowing an aircraft carrier in the South China Sea and of unsafely intercepting a spy plane in the East China Sea, where China has competing territorial claims with Japan.China said it was conducting routine operations in line with laws and rules.Fan also emphasized the need to deepen military-to-military relations with the United States to "avoid misunderstanding and miscalculation".But he also dismissed any notion that China would bow to pressure when it came to protecting its national sovereignty in the South China Sea."The Chinese people will not yield to outside pressure," he said, the defense ministry said in a statement after the meeting.Fan said relations between their militaries faced "obstacles and challenges", which, if not properly handled, would "disturb and undermine" progress. He said the deployment of an anti-missile system in South Korea would impact mutual trust. China says South Korea THAAD anti-missile system would undermine trust-[Christian Science Monitor]-Ben Rosen-July 25, 2016-YAHOONEWS

A South Korean agreement with the United States to deploy an antimissile system against its neighbor to the north has upset not just Pyongyang, North Korea.Chinese Foreign Minister Wang Yi said the Terminal High Altitude Area Defense (THAAD), scheduled to be in place by 2017, has left China distrustful of South Korea."The recent move by the South Korean side has harmed the foundation of mutual trust between the two countries," Mr. Wang told South Korean Foreign Minister Yun Byung-se, according to The Korea Times.Wang’s rhetoric continues to raise the questions about whether the protection THAAD can provide South Korea outweighs the diplomatic rifts it is sending throughout the region. China, in particular, has decried the system because, it has said, it will destabilize an already fragile region and negatively affect “world peace,” as The Christian Science Monitor’s Jason Thomson reported.“I certainly don’t believe THAAD or any missile defense is a panacea,” Jonathan Pollack, of the Center for East Asia Policy Studies at the Brookings Institution, told Mr. Thomson. “But if it inhibits North Korea, under some extreme circumstances, from using its capabilities, and instills some confidence in the government of South Korea to defend key assets and population areas in a more integrated fashion, then it’ll be money well spent.”It’s unclear if China agrees. In particular, China is worried that THAAD's advanced radar will be able to track its military capabilities."THAAD is most certainly not a simple technical issue, but an out-and-out strategic one," said Wang Sunday, on the sidelines of a conference of foreign ministers of the 10-member Association of South East Asian Nations (ASEAN) in Vientiane, Laos.In a later statement, the Chinese foreign ministry said Wang said South Korea should think twice about the deployment of THAAD, and should value improving its ties between it and Beijing.THAAD is an advanced defense system designed to intercept short- and medium-range ballistic missiles. The United States, with 28,500 troops in South Korea, has long touted the system as a way to prevent North Korean missile strikes. South Korea, however, has been hesitant to allow the deployment of the system on its soil because it feared China would no longer restrain North Korea's nuclear and other weapons programs. But several North Korean nuclear and missile tests this year have led South Korea to reconsider. The system is set to be deployed in Seongju, south of Seoul. In an apparent assurance to China, South Korea and the US said they will not share with Japan information they obtain from the radar of the THAAD, reported the South Korea-based Yonhap News Agency."Under the trilateral information-sharing agreement with the US and Japan, South Korea is obliged to share the information it gets on North Korea's nuclear and missile tests with Japan through the U.S. But the information detected by the THAAD radar won't be going to Tokyo," a government official told Yonhap. The strife between Beijing and Seoul comes as North Korea tested three missiles last week over waters to the east of the peninsula, displaying its ability to strike anywhere in Korea. The test was likely a response to South Korea’s agreement to deploy THAAD.This report contains material from the Associated Press and Reuters.

Ukraine, after war, becomes a trove for black market arms trade-[Reuters]-By Alessandra Prentice and Anton Zverev-July 25, 2016-YAHOONEWS

SLOVIANSK, Ukraine/MOSCOW (Reuters) - On Feb. 12 last year, the same day that a ceasefire ended the worst of the fighting in eastern Ukraine between rebels and government forces, a former rebel fighter seized a chance to turn his inside knowledge of the conflict into hard cash.He traveled to a spot on the Russian-Ukrainian border where he retrieved a cache of weapons hidden there earlier by his comrades in the pro-Russian rebel movement.Four days later, shortly before 6:00 p.m., he and a friend showed up in a taxi at a fuel station in western Russia where they had arranged to meet a contact ready to buy the arms, according to Russian court documents. He and the friend opened the trunk of the taxi, and began transferring the cargo into the buyer's vehicle. Concealed in a sports bag and a rucksack were three automatic weapons, 1,258 bullets, 20 grenades, and 20 detonators for the grenades. The buyer was an undercover police officer and the former rebel, identified in the court documents as Y.V. Mikhailov, was sentenced this year to two and a half years in jail. The fighting in eastern Ukraine between the Moscow-backed separatists and Ukraine's pro-Western government killed hundreds of people, displaced thousands of residents and created a Cold War-style stand off between Moscow in the West.It also had another consequence that is less visible but could in time prove equally dangerous: the conflict took huge amounts of arms out of government arsenals and put them in the hands of irregular units unable to properly control them. Now the fighting has subsided, according to security officials and experts on the arms trade, the weapons are getting into the hands of criminals and being spirited to buyers well beyond the conflict zone.Interviews by Reuters with security officials and rebels, as well as study of law enforcement data and court documents have shown that weapons are being channeled out of the conflict zone in eastern Ukraine in significant numbers, in some cases as part of an organized underground trade."Of course, they have moved arms across, and they're moving them across now," Igor, a fighter with a pro-Russian rebel unit in eastern Ukraine told Reuters in an interview. "Mainly they take Kalashnikovs," he said.-ARSENALS PILLAGED-When, in the spring of 2014, the armed rebellion started in Ukraine's Russian-speaking regions of Donetsk and Luhansk, police and soldiers abandoned their bases. That left the rebel militias to pillage the stores where Ukraine -- one of the world's biggest arms manufacturers - kept its sizable arsenal.Meanwhile on the pro-Ukrainian side, because the army was in near-collapse, irregular militias were formed, some of them only loosely part of the chain of command, and they were given, or scavenged, weapons from official supplies. While the fighting raged, the weapons stayed in the conflict zone. In February 2015, the sides in the conflict agreed a ceasefire. The fighting did not stop, but the intensity subsided, and weapons started leaking out of the battlefield.Official data is patchy but what figures there are indicate the problem is getting worse. The number of prosecutions for weapons offences so far this year in Ukraine is double the amount for the whole of 2015, according to the general prosecutor's office. In many cases, the cause is negligence. Irregular units often do not keep proper control of the weapons in their inventories or fail to make soldiers surrender their guns when they go on leave.“It’s mostly people taking them home for the sake of it," said Serhiy Alyoshin, the chief of police in the town of Sloviansk, which is on the edge of the conflict zone and controlled by Kiev."Some say ‘I forgot’, some say ‘It’s for fishing’ or ‘It’s a present for a friend’ and then we hear about these things blowing up in apartments, in yards and on the street. It’s a threat to national security.”In some cases, Ukrainian security officials said, irregular pro-government units set up private weapons caches to avoid surrendering their arms to the authorities in Kiev, whom they do not trust. In March this year, the police force in Sloviansk uncovered a cache of weapons and explosives in the back of a garage filled with cardboard boxes and household junk.In police footage seen by Reuters, officers laid the weapons and explosives out on the ground. There were at least three anti-tank rocket launchers, several rockets, hundreds of bullets, around 15 hand grenades and two anti-tank mines.-ORGANIZED CRIME-But there is evidence too of criminal intent to smuggle weapons out for sale to organized crime groups."Of course, anyone who has the will and the means can get into the business - organized criminal groups have always traded weapons," said Olena Hitlyanska, a spokeswoman for Ukraine's State Security service, or SBU. "Now the channel for buying these illegal weapons has widened," she said."In past years we seized pistols and rifles that people had in their own collections or for hunting. Now grenade launchers are seized, and blocks of TNT."Igor, the rebel fighter, said there was now a well-organized trade in illegal weapons from eastern Ukraine into Russia."If before they shipped whatever came to hand, now it happens in a more orderly fashion, practically by appointment," said Igor, who asked to be identified only by his first name for fear of reprisals for speaking about the trade. In one rebel unit "they practically keep a list of who will take the iron across the border and when," he said, using a slang term for weapons. He said the weapons were smuggled from rebel-controlled eastern Ukraine into Russia via illegal border crossings. He said much of the smuggling was done by rebel fighters from Chechnya and Ingushetia, in Russia's volatile North Caucasus region, who ship the weapons back home.A spokesman for the rebel administration in eastern Ukraine's Donetsk region, Eduard Basurin, said about arms smuggling: "Maybe at one point it was present, but that this is being done in an orchestrated way, that's rubbish."-DESTINATION: MIDDLE EAST-So far, there is little evidence of where the weapons smuggled out of the Ukraine conflict zone end up.In May, Ukrainian border guards detained a 25-year-old Frenchman with ties to far-right groups in France who was trying to cross from Ukraine into Poland with weapons including rocket launchers and Kalashnikov assault rifles in his Renault van.Ukraine's SBU said the man had made contact with armed militias in Ukraine and inquired about buying arms from them. When they found out about this, the SBU said its agents sold the man deactivated weapons. But that case appears to be an outlier. The illegal arms trade in western Europe -- where the items most in demand are small quantities of light firearms -- is dominated by supplies from ex-Yugoslavia, and it is unlikely Ukrainian weapons would be able to break into that market.Instead, most of the weapons from Ukraine will be destined for other conflict zones in places such as Iraq, Syria and Libya where there is a demand for heavy weapons in large enough quantities to make it worthwhile for black market arms dealers.Mark Galeotti, an expert on ex-Soviet organized crime, said some of those Ukrainian weapons would be transported through the Ukrainian Black Sea port of Odessa, then into the Mediterranean, some south through the Balkans, and some through Russia's North Caucasus region."Usually it is relatively easy to get a pistol or anything up to an assault rifle," said Galeotti, senior research fellow at the Institute of International Relations Prague."But it is much harder to get an RPG (rocket-propelled grenade) or a machine gun or the boring things like spare parts for the above. You actually need to have a proper war for these sorts of things to become available and, lo and behold, you have a proper war," he said."At the moment you have, from the criminals' point of view, a wonderful opportunity."(Additional reporting by Jason Bush, Wiktor Szary and Christian Lowe; writing by Christian Lowe; editing by Peter Graff)

Pride flag raised for first time at Charlottetown naval base-[CBC]-July 24, 2016-YAHOONEWS
The Pride colours are flying high this week in a place they never have before.Naval base HMCS Queen Charlotte hoisted the pride flag Sunday for the first time in history."As a unit we're tremendously excited about it," said Lt.-Cmdr. Rob Alain. "Canadian society has evolved and the Canadian Armed Forces has evolved."The decision came from a directive written last month from Navy Reserve headquarters that all divisions were to fly the flag this year. Another directive from chief of Defence staff said that all units in the forces had permission to fly it too -- subject to local commanders' approval. The public was invited to the raising Sunday."We could have chosen to do it in a less formal format but that would have missed an opportunity for us to reach out the LGBTQ community here on PEI and show them that the Canadian Armed Forces and the Royal Canadian Navy are committed to diversity,"  said Alain. "We wanted to show them that HMCS Queen Charlotte is also committed to that."Flag will fly during Pride weekThe flag will fly at the base for the duration of Pride week, which wraps up next Saturday."To know that they are proud of being allies to the LGBTQ community is really inspiring to us and we're very thankful," said Chelsey Rogerson of Pride PEI.

OZONE DEPLETION JUDGEMENT ON THE EARTH DUE TO SIN

ISAIAH 30:26-27
26 Moreover the light of the moon shall be as the light of the sun, and the light of the sun shall be sevenfold,(7X OR 7-DEGREES HOTTER) as the light of seven days, in the day that the LORD bindeth up the breach of his people,(ISRAEL) and healeth the stroke of their wound.
27 Behold, the name of the LORD cometh from far, burning with his anger, and the burden thereof is heavy: his lips are full of indignation, and his tongue as a devouring fire:

MATTHEW 24:21-22,29
21 For then shall be great tribulation, such as was not since the beginning of the world to this time, no, nor ever shall be.
22 And except those days should be shortened,(DAY LIGHT HOURS SHORTENED) there should no flesh be saved: but for the elect’s sake (ISRAELS SAKE) those days shall be shortened (Daylight hours shortened)(THE ASTEROID HITS EARTH HERE)
29 Immediately after the tribulation of those days shall the sun be darkened, and the moon shall not give her light, and the stars shall fall from heaven, and the powers of the heavens shall be shaken:

REVELATION 16:7-9
7 And I heard another out of the altar say, Even so, Lord God Almighty, true and righteous are thy judgments.
8 And the fourth angel poured out his vial upon the sun; and power was given unto him to scorch men with fire.
9 And men were scorched with great heat, and blasphemed the name of God, which hath power over these plagues: and they repented not to give him glory.

New York power demand to reach 2016 high during heat wave on Monday-[Reuters]-July 25, 2016-YAHOONEWS

(Reuters) - Demand for power in New York state on Monday will top Friday's high for 2016 as consumers crank up their air conditioners to escape a heat wave. The New York Independent System Operator (ISO), which operates the state's power grid, forecast demand would reach about 32,400 MW on Monday, topping the high for the year of 31,187 MW set on Friday. That, however, is still well below the ISO's all-time high of 33,956 MW set in July 2013.Consolidated Edison Inc, the biggest electric company in the state, meanwhile forecast demand in its New York City and Westchester service area on Monday will top Friday's high for the year of 12,124 MW.That was still far below Con Ed's record of 13,322 MW set on July 19, 2013.Other than some local outages related to equipment failures in parts of the city, the company is not having problems keeping the lights on, Con Ed spokesman Alfonso Quiroz said.High temperatures in New York City have topped 90 degrees Fahrenheit (32 Celsius) since July 21, reaching a peak of 96 on Saturday, and are expected to remain over 90 through this Thursday, according to AccuWeather meteorologists.Over the weekend, Con Ed called on customers in a few neighborhoods in Manhattan, the Bronx and Staten Island to conserve energy. The company also reduced the voltage in those neighborhoods to protect the system and maintain service as crews repair equipment problems.Con Ed fixed those weekend equipment problems by Monday morning, Quiroz said.To help reduce power usage and save money, some electric service providers on Monday asked customers that signed up for demand response programs to turn off unnecessary lighting and other electronic devices and raise the thermostat on their air conditioners, among other things.Demand response programs compensate customers for reducing power consumption when requested for economic or reliability reasons.(Reporting by Scott DiSavino; Editing by Meredith Mazzilli)

POISONED WATERS

HOSEA 4:1-3
1 Hear the word of the LORD, ye children of Israel: for the LORD hath a controversy with the inhabitants of the land,(EARTH) because there is no truth, nor mercy, nor knowledge of God in the land.
2  By swearing, and lying, and killing, and stealing, and committing adultery, they break out, and blood toucheth blood.

Oil spill triggers second Saskatchewan city to shut down water intake-[The Canadian Press]-July 25, 2016-YAHOONEWS

PRINCE ALBERT, Sask. — The sighting of an oily sheen on the North Saskatchewan River from last week's Husky Energy pipeline leak has prompted the City of Prince Albert to shut down the intake at its water treatment plant.City manager Jim Toye said the slick was spotted near the Saskatchewan community of more than 35,000 shortly after 6:00 a.m. Monday."Right now, we are not receiving any water into our plant from the North Saskatchewan River."Toye said the city's reservoirs had a two-day supply of water and the city could get permission from Saskatchewan's Water Security Agency to tap its storm retention pond for treatment and distribution. That would add another four to five days worth of water.Work was already underway to lay out a temporary pipeline stretching upwards of 30 kilometres to draw water from the South Saskatchewan River, should the water emergency continue for a much longer period. It was hoped work on the line could be completed within the next two days.Prince Albert city council was also holding a special meeting Monday to discuss what Toye called "drastic" water conservation measures that would include no watering of private lawns, golf courses, city parks and water fun parks.Car washes, laundromats and any other businesses that consume high volumes of water would also be closed. Toye pointed out that anyone caught breaking the rules would face a $1,000 fine."We need a deterrent. This is a very serious situation," said Toye. "We don't want anyone thinking this doesn't apply to them."North Battleford, which is further upstream on the river, shut off its water supply intakes on Friday and is relying on a limited supply from wells. The oil pipeline that leaked near Maidstone, Sask., last Thursday runs from Husky's heavy oil operations to its facilities in Lloydminster and carries oil mixed with a lighter hydrocarbon, called a diluent, that's added to ease the flow. Between 200,000 and 250,000 litres escaped.Husky has been working since last week to clean up the spill. But Wes Kotyk with the Saskatchewan Ministry of Environment said Sunday that about 100,000 litres had been collected so far.Kotyk also said officials don't know how long the cleanup could take, since the plume of the spill has broken up and slicks can get hung up on bends and take time to move along the river. Environment and Climate Change Canada was to use aerial surveillance to help build a model to determine the spill's impact.Kotyk also said Sunday that three birds are confirmed to have been affected. He said Husky has established a program for recovery with the Wildlife Rehabilitation Society of Saskatchewan.Jan Shadick of Living Sky Wildlife Rehabilitation said three birds were brought to them on Saturday coated in oil. She said one died and the other two are recovering. — With files from CKRM-The Canadian Press

Heavy rain damages Montague, P.E.I., streets-[CBC]-July 24, 2016-YAHOONEWS

Sections of streets in downtown Montague, P.EI., have been blocked off after they were damaged by heavy rain Sunday."I haven't seen rain like that in years and years," said Peter Metaxas, who had to pull over in his car to wait it out."The rain was heavy enough to move pieces of asphalt that probably weighed 15 pounds."The streets will be blocked off at least for the rest of the day, said RCMP Const. Chad Cormier."The rain washed down from Main Street onto Patrick Street, and it looks like it might have gotten underneath the road and just wore it out and the roads caved in in places," he said.

China suspends 4 local officials after deadly floods-[Associated Press]-July 24, 2016-YAHOONEWS

BEIJING (AP) — Provincial authorities in northern China said Sunday that they have suspended four local officials for inadequately responding to floods over the past week that killed 114 (NOW 170 DEAD) people and left 111 others missing. The Hebei provincial government said on its official microblog account that it was suspending the head of a development zone in the city of Xingtai, the chief engineer of a city transport bureau and two other bureaucrats. The move comes as China's government has been fighting massive flooding this summer that has also threatened embankments along rivers in central China, with authorities mobilizing troops and heavy equipment to fill the gaps. Already, 576 people have been recorded as dead or missing nationwide in the first half of the year.President Xi Jinping last week warned the country to be prepared for more hardship to come and said officials found negligent in their duties would be severely punished. In Hebei, the officials were being suspended "for being ineffective in flood prevention and rescue and relief work," the provincial government statement said.Xingtai was among the province's worst-hit areas, with floods there killing 25 people and leaving 13 others missing.Villagers complained that a Xingtai official tried to cover up the casualties in an interview last week by saying no one died or was hurt. Residents also complained that officials had failed to give them sufficient warning before the flood hit."The village chief informed us about the flood situation around 2 a.m. that day, but the floodwaters had almost arrived by that time," said a villager who would only give his surname, Zhang, when reached by phone on Sunday. "We had no time to make preparations.""We want the government to tell us the truth, including the death toll in our village," Zhang said. Reports say eight people died in his village of Daxian. The city's mayor, Dong Xiaoyu, made a public apology and bowed at a news conference Saturday, saying the government had underestimated the intensity of the rain and the risk of flooding.

Like a freight train': California wildfire guts 18 homes-[The Canadian Press]-July 25, 2016-YAHOONEWS

LOS ANGELES — Flames raced down a steep hillside "like a freight train," leaving smouldering remains of homes and forcing thousands to flee the wildfire churning through tinder-dry canyons in Southern California, authorities said Sunday. The fire that has destroyed at least 18 homes in northern Los Angeles County gained ferocious new power two days after it broke out, sending so much smoke in the air that planes making drops on it had to be grounded for part of the afternoon."For this time of year, it's the most extreme fire behaviour I've seen in my 32-year career," County fire Chief Daryl Osby said.About 300 miles up the coast, crews were battling another fire spanning more than 17 square miles that destroyed six homes on Sunday and forced evacuations outside the scenic Big Sur region. The Southern California blaze has blackened at least 46 square miles of brush on ridgelines near the city of Santa Clarita. Osby said the size estimate could grow considerably once better assessment is done.Planes were unable to make drops over the fire for a long stretch of the afternoon before resuming for a few hours before dusk. Helicopters released retardant around the perimeter of the fire all day and would continue into the night."The fire's just doing what it wants right now," U.S. Forest Service spokesman Nathan Judy said. "We have to stick back, let it do what it wants to and attack it where we can."Juliet Kinikin said Sunday there was panic as the sky became dark with smoke and flames moved closer to her home a day earlier in the Sand Canyon area of Los Angeles County."And then we just focused on what really mattered in the house," she told The Associated Press.Kinikin grabbed important documents and fled with her husband, two children, two dogs and three birds. They were back at home Sunday, "breathing a big sigh of relief," she said.Residents of thousands of homes were evacuated as shifting winds were pushing flames northeast through Angeles National Forest, authorities said.Lois Wash, 87, said she and her daughter and her dog evacuated, but her husband refused."My husband's stubborn as a mule, and he wouldn't leave," Wash told KABC-TV. "I don't know if he got out of there or not. There's no way of knowing. I think the last time I looked it was about 100 yards from us. I don't know if our house is still standing or not. All we can do is pray."The fire has ripped through brush withered by days of 100-degree temperatures and years of drought."It started consuming houses that were non-defendable," Los Angeles County Deputy Fire Chief John Tripp said, describing the flames as charging through terrain "like a freight train."More than 1,600 firefighters were battling the flames that sent up a huge plume of smoke visible across the region. The body of a man was discovered Saturday in a burned sedan outside a home in the fire zone. Los Angeles County sheriff's officials are investigating the death. The fire destroyed film sets at Sable Ranch in Santa Clarita, which has Old West-style buildings used for movie locations. It also forced a non-profit sanctuary for rescued exotic creatures to evacuate 340 of its more than 400 animals, including Bengal tigers and a mountain lion.North on the Central Coast, a blaze consuming brush in rugged mountains near Big Sur was threatening about 1,650 homes. It burned in inaccessible terrain 5 miles south of Garrapata State Park and forced the communities of Palo Colorado and Carmel Highlands to evacuate, California's forestry department said.Brock Bradford lives in a historic house in Palo Colorado and could see the flames coming down the road as he evacuated."I hope I don't have to rebuild my house," he told the Monterey Herald. "I'm 66."___Associated Press photographer Matt Hartman in Santa Clarita and writer Olga R. Rodriguez in San Francisco contributed to this report.___This story has been corrected to show that Wildlife Waystation evacuated animals from early Friday to late Saturday, not over the course of Saturday.Christopher Weber, The Associated Press

Wildfire threatens 20,000 homes near Los Angeles-[By Steve Gorman]-July 25, 2016-YAHOONEWS

LOS ANGELES (Reuters) - A California wildfire that has destroyed more than a dozen homes and left one man dead is forcing thousands of residents to flee as flames raged for a fourth day through drought-parched canyons and foothills north of Los Angeles, officials said on Monday. The so-called Sand Fire has charred at least 50 square miles (130 square km) around the rugged northwestern fringes of the Angeles National Forest since it broke out on Friday, and remained just 10 percent contained on Monday, authorities said.Since Sunday alone the blaze engulfed an additional 11,000 acres, according to the latest figures from fire managers. At least 18 dwellings burned over the weekend, and the body of one man was found on Saturday evening in a burned-out car parked in the driveway of a home.Plans to begin allowing some displaced residents to return to their communities were canceled late on Sunday after a dangerous shift in the winds.By Monday morning evacuation orders had been expanded to 10,000 homes, or roughly 20,000 people, Los Angeles County Fire Inspector Joey Marron said, adding that about 200 commercial buildings were also in harm's way.Authorities on Sunday had put the number of people evacuated at 1,500.The blaze was threatening a cluster of small communities near Santa Clarita, about 40 miles (65 km) north of Los Angeles, as it cast a pall of smoke and soot over a wide area of the region. Much of the Los Angeles basin was dusted with a thin layer of fine white ash from the fire on Saturday and Sunday.Fed by dense brush desiccated during five years of drought, flames were initially stoked by triple-digit heat and extremely low humidity. Slightly cooler, moister conditions and diminished winds were expected to help firefighters on Monday.Nearly 3,000 firefighters were battling to contain the blaze, the cause of which was under investigation.About 300 miles to the northwest, a separate 10,000-plus-acre fire was burning in a coastal area of Monterey County, prompting authorities to widen evacuation orders to several communities there on Sunday, according to the California Department of Forestry and Fire Protection. One person suffered non-life-threatening injuries and one structure was destroyed, Cal Fire spokeswoman Amber Anderson said.(Additional reporting by Laila Kearney and Chris Michaud in New York; Editing by Bernadette Baum, Toni Reinhold)

Greece's Chios island in state of emergency as wildfire rages-[Reuters]-July 25, 2016-YAHOONEWS

ATHENS (Reuters) - Greece has declared a state of emergency on the Aegean island of Chios, which has been engulfed by a wildfire raging out of control, authorities said on Monday.Dozens of firefighters and aircraft were deployed to fight the forest fire which broke out early on Monday, burning through olive groves and mastic trees, an important source of income for the island, which has a population of about 52,000."It is very serious ... authorities are doing their utmost to deal with it with land and air forces," said Christiana Kalogirou, governor of the Northern Aegean Prefecture, to which Chios belongs. The fire destroyed mastic trees in the south of the island, just before the August harvesting season for the product.Chios Mastic, a tree resin used in the production of items as diverse as liquor to beauty products and a gum that can alleviate peptic ulcers, has a protected designation of origin status within the European Union."Unfortunately, there is almost total destruction in some cases," a representative of the mastic producers association told a local newspaper, Politis.Forest fires are common during the summer in Greece, where dry weather and strong winds can quickly fan fires, devastating large areas. Some 70 people were killed in 2007, during the most serious wildfire outbreak in decades.(Reporting by Angeliki Koutantou and Michele Kambas; Editing by Alison Williams)

As severe drought threatens southern Africa, US gives $127M-[Associated Press]-CARA ANNA-July 25, 2016

JOHANNESBURG (AP) — The United States on Monday announced $127 million in aid for southern African countries where the worst drought in decades is affecting millions of people, stunting children and tempting some farmers to eat their grains instead of saving them as seed for the next crop. The region's most severe drought in 35 years is also a growing health crisis. One-third of the world's HIV-infected population lives in southern Africa, and the United Nations says people cannot take their treatment on an empty stomach. In Zimbabwe, once a food exporter to its neighbors and now gripped by an economic crisis, some have been selling their cattle for as low as $50, explaining that the animals are bound to die anyway. In Mbire district, some farmers survive on cassava roots and struggle to dig out drinking water from dry riverbeds."Three or four months to come, if nothing is taken as an assistance then surely it means people are going to die," said farmer Mafios Ganyari. "You will hear the stories of dying here and there."The Southern African Development Community seeks more than $2 billion in aid for drought-hit member states. The U.N.'s World Food Program says the El Nino-induced drought has devastated crops. It has declared southern Africa its highest-level emergency and says 18 million people need urgent food assistance in seven countries: Lesotho, Madagascar, Malawi, Mozambique, Swaziland, Zambia and Zimbabwe. The number of people at risk could grow sharply during the traditional lean season that starts in October, the U.N. says. The drought has been especially hard on children. Some leave school to seek work, and others are forced into early marriages, according to a report this month by the U.N. children's agency, World Vision and Plan International.___Associated Press writer Farai Mutsaka in Harare, Zimbabwe, contributed.

Up to 1.65 million women of childbearing age at risk for Zika-[By Julie Steenhuysen]-July 25, 2016-YAHOONEWS

CHICAGO (Reuters) - As many as 1.65 million women of childbearing age in Central and Latin America are at risk of being infected with Zika, resulting in tens of thousands of pregnancies that could be affected by the mosquito-borne virus that is linked with severe birth defects. The projections, published on Monday in Nature Microbiology, are based on an enhanced model of the Zika outbreak. Prior modeling efforts that focus on the number of cases have been challenging because people infected with Zika often don't have symptoms. The new research takes into account prior outbreaks of similar viruses, mosquito transmission patterns, climate conditions, virus incubation periods, and the impact of herd immunity - which occurs when a high percentage of a population becomes immune to an infection.Herd immunity can extinguish an outbreak when so many people become immune - either naturally or through vaccination - that the virus no longer spreads efficiently. The researchers also calculated the potential impact of economic factors.According to study co-author Alex Perkins of University of Notre Dame, women in poorer areas are at greater risk for Zika because they are less likely to have screens on their windows and air conditioners - two factors that have a major influence on reducing exposure to mosquitoes that carry Zika.Given all these parameters, they estimate that up to 1.65 million women of childbearing age in Latin America and the Caribbean are at risk of contracting Zika in the first wave of the outbreak."That is a cumulative number over the course of roughly the first two to three years of the outbreak," Perkins said. "We consider that to be an upper limit of what might be possible."Perkins said the estimate puts tens of thousands of babies at risk of developing the birth defect microcephaly or other issues related to being exposed to Zika in the womb. The model also predicts that Brazil will have three times more infections than any other affected country, due to its size and suitability for transmission.U.S. health officials have concluded that Zika infections in pregnant women can cause microcephaly, a birth defect marked by small head size that can lead to severe developmental problems in babies. The connection between Zika and microcephaly first came to light last fall in Brazil, which has now confirmed more than 1,600 cases of microcephaly that it considers to be related to Zika infections in the mothers.(Reporting by Julie Steenhuysen; Editing by Alan Crosby)
