North Korea fires missile from submarine but it appears to have failed - S.Korea-[By Ju-min Park]-July 9, 2016-YAHOONEWS
SEOUL (Reuters) - North Korea fired a ballistic missile from a submarine on Saturday but it appears to have failed soon after launch, South Korea's military said. The launch comes at the end of a week of sharply rising tensions on the peninsula. It is only a day after the U.S. and South Korea pledged to deploy an advanced anti-missile system to counter threats from Pyongyang, and two days after North Korea warned it was planning its toughest response to what it deemed a "declaration of war" by the United States. That followed Washington's blacklisting of the isolated state's leader Kim Jong Un for alleged human rights abuses. The South's Office of the Joint Chiefs of Staff said in a statement that the missile was launched at about 11:30 a.m. Seoul time (0230 GMT) in waters east of the Korean peninsula. The missile was likely fired from a submarine as planned but appears to have failed in the early stage of flight, the Joint Chiefs said.Neighbouring Japan, the United States, and South Korea's military condemned the missile launch as a flagrant violation of U.N. sanctions.South Korea's Yonhap news agency said the missile's engine successfully ignited but the projectile soon exploded in mid-air at a height of about 10 km (6 miles), and covered not more than a few kilometers across the water. The South's military declined to confirm those details citing its policy of not publicly commenting on intelligence matters. The missile was detected in the sea southeast of the North Korean city of Sinpo, South Korea's military said. Satellite images indicate Pyongyang is actively trying to develop its submarine-launched ballistic missile programme in this area, according to experts. The U.S. Strategic Command, whose mission is to detect and prevent strategic attacks against the United States and its allies, said it had detected what it believed was a KN-11 submarine-launched ballistic missile (SLBM).It was fired from North Korea's east coast port of Sinpo and then fell into the sea between there and Japan, the command said in a statement.-ABE CONDEMNS-Reclusive North Korea and the rich, democratic South are technically still at war because their 1950-53 conflict ended in an armistice, not a peace treaty. The North regularly threatens to destroy the Japan, South Korea and the South's main ally, the United States. The missile launch is a "clear challenge to U.N. Security Council resolutions," Japanese Prime Minister Shinzo Abe said on Saturday, according to Kyodo news agency."We should strongly condemn the launch by working with the international community," Abe told reporters.Abe said the launch did not gravely affect Japan's national security. The U.S. said it was monitoring and assessing the situation in close coordination with its regional allies and partners."We strongly condemn North Korea's missile test in violation of UN Security Council Resolutions, which explicitly prohibit North Korea's use of ballistic missile technology," said Gabrielle Price, spokeswoman for the Bureau of East Asian and Pacific Affairs at the U.S. Department of State."These actions, and North Korea's continued pursuit of ballistic missile and nuclear weapons capabilities, pose a significant threat to the United States, our allies, and to the stability of the greater Asia-Pacific," she added. The North has conducted a string of military tests that began in January with its fourth nuclear test and included the launch of a long-range rocket the following month. The U.N. Security Council imposed harsh new sanctions on the country in March for its nuclear test and rocket launch.North Korea rejects the sanctions as infringement of its sovereignty and its right to space exploration.Late last month, North Korea launched what appeared to be an intermediate-range missile to a high altitude before it plunged into the sea after covering 400 km in the direction of Japan, South Korean military officials said. That was widely seen as a technological advance for the isolated state after several test failures.South Korea and the United States said on Friday they would deploy the Terminal High Altitude Area Defense (THAAD) anti-missile system with the U.S. military in South Korea to counter the threat from nuclear-armed North Korea, drawing a sharp and swift protest from neighbouring China, Pyongyang's sole major ally.China's foreign minister said on Saturday that THAAD exceeded the security needs of the Korean peninsula. "We have every reason, and the right, to question the real conspiracy behind this move," Wang Yi was quoted by the state news agency Xinhua as saying during a trip to Sri Lanka.Pyongyang last conducted a test of a submarine-launched ballistic missile in April, calling it a "great success" that provided "one more means for powerful nuclear attack," although it had not had a successful SLBM test flight.A report on 38 North, a website run by the U.S.-Korea Institute at Johns Hopkins University in the U.S., said in May that North Korea’s submarine-launched ballistic missile program is making progress, but it was unlikely to become operational before 2020.(Additional reporting by Jack Kim in SEOUL, Taiga Uranaka in TOKYO and John Ruwitch in SHANGHAI; Editing by Ed Davies and Martin Howell)
N. Korea test-fires submarine-launched missile: Seoul-[AFP]-July 9, 2016-YAHOONEWS
North Korea on Saturday test-fired what appeared to be a submarine-launched ballistic missile (SLBM), Seoul's defence ministry said, a day after the US and South Korea decided to deploy an advanced missile defence system in the South. The launch was apparently successful but the missile failed in the early stage of flight, the South Korean defence ministry said in a statement.North Korea previously fired an SLBM on April 23 in a test hailed as an "eye-opening success" by leader Kim Jong-Un, who at the time declared his country had the ability to strike Seoul and the US whenever it pleased.Seoul said the North launched "what was believed to be an SLBM" from waters off the northeastern port of Sinpo at around 11:30 am (0230 GMT).Yonhap news agency said the missile, launched from a Sinpo-class submarine, reached an altitude of some 10 kilometres (six miles) before exploding in mid-air.The US Strategic Command said the missile was tracked over the Sea of Japan, where initial indications suggested it fell. The North American Aerospace Defense Command said the launch did not pose a threat to North America."We strongly condemn this and North Korea’s other recent missile tests, which violate UN Security Council Resolutions explicitly prohibiting North Korea's launches using ballistic missile technology", Pentagon Spokesman Gary Ross said.He urged the North "to refrain from actions that further raise tensions in the region".Seoul's defence ministry noted that "North Korea has been persistent in violating UN resolutions by launching ballistic missiles continuously".It added that the North carried out back-to-back tests of a powerful new medium-range missile on June 22, which sparked swift international condemnation. The two missiles achieved a significant increase in flight distance over previous failed launches and were believed to be of a much-hyped, intermediate-range Musudan missile -- theoretically capable of reaching US bases as far away as Guam, the ministry said in June."We strongly condemn such provocative acts", it said Saturday.Japanese Prime Minister Shinzo Abe said the launch did not pose an immediate threat."We don't consider the missile launch to be anything that would immediately affect Japan's national security directly. We have to cooperate with the international community and condemn North Korea," he told public broadcaster NHK.- 'Declaration of war' -The new launch came after Seoul and Washington Friday announced their decision to deploy the Terminal High Altitude Area Defence system, or THAAD, to the Korean peninsula and the North warned US sanctions against its leader amounted to a "declaration of war".Tensions have soared since Pyongyang carried out its fourth nuclear test in January, followed by a series of missile launches that analysts said show the North is making progress toward being able to strike the US mainland. The plan to deploy the powerful THAAD system in South Korea has angered Beijing and Moscow, which both see it as a US bid to flex military muscle in the region.News of the deployment came after the US on Wednesday placed "Supreme Leader" Kim on its sanctions blacklist for the first time, calling him directly responsible for a long list of serious human rights abuses.Pyongyang lashed out at Washington on Friday, warning North Korea would instantly cut off all diplomatic channels with the US if the sanctions were not lifted. The North's foreign ministry called the sanctions against Kim "the worst hostility and an open declaration of war", vowing to take "the toughest countermeasures to resolutely shatter the hostility of the US".It said any problem arising in relations with the US would be handled under its "wartime law".North Korea often issues bellicose statements against the US, but the reference to "wartime law" is rare and analysts warned of more sabre-rattling to come over the sanctions.
Russia warns of 'dangerous consequences' of decision to deploy anti-missile system in S. Korea-By Ed Adamczyk Follow @adamczyk_ed Contact the Author | July 8, 2016 at 10:30 AM Follow @upi
MOSCOW, July 8 (UPI) -- Russia voiced strong objections Friday to the U.S. agreement with South Korea to deploy the THAAD anti-missile system in South Korea to defend against North Korean aggression."From the very beginning of the discussion of this issue we have consistently and invariably pointed at the most dangerous consequences of such a decision and called for our partners not to make this wrong choice," the Russian Foreign Ministry said in a statement. "Unfortunately, our calls have remained unheard. Such actions, regardless of the arguments they are backed with, have the most negative effect on global strategic stability, the adherence to which is such a favored topic of discussions in Washington."The plan to install THAAD, the Terminal High Altitude Area Defense anti-missile system, in South Korea has been in development since North Korea tested a long-range missile in February. The system is designed to detect missiles and destroy them in flight. Its radar systems, however, can penetrate much of China.Immediately after the plan was announced Friday, statements from China and Russia suggested the defense system could destabilize the region.China's Ministry of Foreign Affairs voiced "strong dissatisfaction" and "firm opposition" to the deployment, suggesting the deal was made without regard to the views of other countries in the region. It warned the THAAD program could slow the denuclearization of the Korean peninsula."China strongly urges the United States and South Korea to stop the deployment process of the THAAD anti-missile system, not take any steps to complicate the regional situation and do nothing to harm China's strategic security interests," the ministry said in a statement posted to its website Friday.THAAD was designed and produced by Lockheed Martin. It was first deployed in 2008, and is now in use by the United States in Guam and Hawaii. The United Arab Emirates and Oman have both signed deals with the United States to purchase the THAAD air defense system.
Iran, criticising Merkel, says to press on with missile programme-[Reuters]-July 9, 2016-YAHOONEWS
DUBAI (Reuters) - Iran will press on with its missile programme "with full force" based on national security needs, a foreign ministry spokesman was quoted as saying on Saturday, adding that critical comments by Germany's leader were unhelpful.Chancellor Angela Merkel told the parliament in Berlin on Thursday that missile launches by Iran earlier this year were inconsistent with a U.N. resolution urging it to refrain for up to eight years from missile work designed to deliver nuclear weapons.Foreign Ministry spokesman Bahram Qasemi said Merkel's remarks were "not constructive" and would have no bearing on the programme, according to state news agency IRNA.Reiterating Tehran's assertion that the missiles are not designed to carry nuclear weapons, he added: "Iran will continue with full force its missile programme based on its defensive plans and national security calculations."On Friday, Iran rejected as "unrealistic" a report by U.N. Secretary General Ban Ki-moon criticising its missile launches as inconsistent with its deal with world powers to curb sensitive nuclear activity in exchange for sanctions relief.Reuters reported on Thursday that a confidential report by Ban had found the tests to be inconsistent "with the constructive spirit" of the July 2015 agreement.Responding to German intelligence reports that Iran has been trying to acquire nuclear technology in Germany, Berlin said on Friday that certain forces in Iran may be trying to undermine the nuclear deal.Germany's domestic intelligence agency said in its annual report that Iranian efforts to illegally procure technology, especially in the nuclear area, had continued at a "high level" in 2015.(Reporting by Dubai newsroom; editing by John Stonestreet)

Dallas sniper was loner; Army sent him home from Afghanistan-[The Canadian Press]-Will Weissert, Reese Dunklin And Mitch Weiss, The Associated Press-July 9, 2016-YAHOONEWS
MESQUITE, Texas - The Dallas sniper had been sent home from Afghanistan after being accused of sexually harassing a female, and was described as a loner who followed black militant groups on social media.Micah Xavier Johnson, who fatally shot five officers and wounded seven more before police killed him with a remote-controlled bomb on Friday, lived with family members in the blue-collar suburb of Mesquite, where he played basketball for hours at a time.Friends there said the 25-year-old black man didn't seem interested in politics, but his Facebook page suggests otherwise: He "liked" black militant groups including the African American Defence League and the New Black Panther Party, which was founded in Dallas. His photo showed him wearing a dashiki and raising his fist over the words "Black Power," and his cover shot carried the red, black and green Pan-African flag. For six years starting in 2009, Johnson served in the Army Reserve as a private first class with a specialty in carpentry and masonry, the military said.In May 2014, six months into his Afghanistan tour, he was accused of sexual harassment by a female soldier. The Army sent him stateside, recommending an "other than honourable discharge," said Bradford Glendening, the military lawyer who represented him. That recommendation was "highly unusual," Bradford said, since counselling is usually ordered before more drastic steps are taken."In his case, it was apparently so egregious, it was not just the act itself," Glendening told The Associated Press. "I'm sure that this guy was the black sheep of his unit."According to a court filing Glendening read over the phone Friday, the victim said she wanted Johnson to "receive mental help," while also seeking a protective order to keep him away from her and her family, wherever they went. Johnson was ordered to avoid all contact with her.Glendening said Johnson was set to be removed from the Army in September 2014 because of the incident, but instead got an honourable discharge months later — for reasons he can't understand."Someone really screwed up," he said. "But to my client's benefit."When authorities searched Johnson's home Friday they found bomb-making materials, ballistic vests, rifles, ammunition, and a personal journal of combat tactics.Dallas Police Chief David O. Brown said Johnson told negotiators before he was killed that he was acting alone and was unaffiliated with any group. The chief said Johnson cited the fatal shootings of black men by police officers in Louisiana and Minnesota, which prompted the protest march in Dallas and many other cities."The suspect said he was upset with white people and wanted to kill white people, especially white officers," Brown said.Activists with Black Lives Matter, whose peaceful march police were guarding as he opened fire, repudiated the shootings, and it wasn't immediately clear if Johnson had any connection to the movement, which has disavowed violence. But one of the groups Johnson "liked" on Facebook, the African American Defence League, posted a message earlier in the week encouraging violence against police in response to the killing in Louisiana."The Pig has shot and killed Alton Sterling in Baton Rouge, Louisiana! You and I know what we must do and I don't mean marching, making a lot of noise, or attending conventions. We must 'Rally The Troops!' It is time to visit Louisiana and hold a barbeque." The message was attributed to Dr. Mauricelm-Lei Millere, a leader in the organization.Another group Johnson "liked" was the New Black Panther Party, whose leaders have "long expressed virulently anti-white and anti-Semitic opinions," according to the Southern Poverty Law Center.Johnson also "liked" the Nation of Islam and the Black Riders Liberation Party, which the centre described as "hate groups."Among Johnson's other social media likes were groups that focus on the history and accomplishments of African-Americans, such as Black Love Matters, the Nubian Rootz Cultural Center, and I Love Black Archaeologist, a web series whose main character uses a time machine to visit famous black people. The Dallas Police Department said Johnson's Facebook account also included information about Richard Griffin, also known as Professor Griff, who "embraces a radical form of Afrocentrism."On his Facebook page Friday afternoon, Griffin, a member of Public Enemy — an influential hip hop group known for its politically charged lyrics — said he does "not advocate killing Cops."Johnson had no criminal history, according to authorities. Local court records show his parents were divorced in 1996.He was believed to have shared a two-story tan brick home in Mesquite with family members. He graduated from John Horn High School in Mesquite, where he was a ROTC member, school district officials said.Sharon Carter, who works in the district's registrar's office and lives near Johnson's home, said she saw him occasionally wearing military fatigues as he left for Army reservist training, but never saw him armed."They say he was standoffish in high school," Carter said. "I never really spoke to him. He kept to himself."A relative had praised Johnson on his birthday in 2014 as "definitely Army strong" on his Facebook page, calling him an "entertaining, loving, understanding, not to mention handsome friend, brother (and) son."After Johnson was killed, a relative posted on her Facebook page, "I keep saying its not true...my eyes hurt from crying. Y him??? And why was he downtown." She did not respond to Facebook messages.Friend Israel Cooper said Johnson went by "Xavier,' his middle name, had a "cool vibe," wasn't really political and seemed educated.Cooper said he and Johnson played basketball at a park near his home. "He would be out there for eight hours. Like it was his job. Just hoopin'," he said.Cooper said that when he heard the suspect was Johnson, he "was in disbelief because he's just not like a violent or rough dude.""So I was, 'Nah, it's probably another Xavier somewhere, you know,'" Cooper said. "But then, with pictures on the internet and stuff, I'm like 'OK.' "Cooper added: "It's the quiet ones that just do the most devastating stuff. You never see it coming. But then it's more expected, like 'I should have known.'"__Weiss reported from Greenville, South Carolina. Scientists discover strange planet with three stars-[AFP]-July 7, 2016-YAHOONEWS
Washington (AFP) - An international team of astronomers announced Thursday the discovery of a strange planet in a faraway solar system that contains not one sun, but three of them. This distant world appears even more unusual than the home planet of Luke Skywalker in the Star Wars saga, Tatooine, which orbited around two suns, according to the findings published in the US journal Science.Such binary solar systems may be relatively common in the universe, but experts say those involving three stars or more are rare."Imagine this: a planet where you'd either experience constant daylight or enjoy triple sunrises and sunsets each day, depending on the seasons, which happen to last longer than human lifetimes," said a statement from the University of Arizona, which led the astronomy team. The planet has been named HD 131399Ab, and it is located about 340 light years from Earth in the constellation Centaurus. The cosmic body is believed to be relatively young, about 16 million years old, which makes it one of the youngest planets discovered outside our solar system to date. Its mass is believed to be four times that of the gas giant Jupiter, which is our solar system's largest planet. It orbits the brightest of the three stars on a very long and wide path."For about half of the planet's orbit, which lasts 550 Earth-years, three stars are visible in the sky, the fainter two always much closer together, and changing in apparent separation from the brightest star throughout the year," said first author Kevin Wagner, a first-year PhD student who discovered HD 131399Ab."For much of the planet's year the stars appear close together, giving it a familiar night-side and day-side with a unique triple-sunset and sunrise each day," Wagner added."As the planet orbits and the stars grow further apart each day, they reach a point where the setting of one coincides with the rising of the other."The result is "near-constant daytime for about one-quarter of its orbit, or roughly 140 Earth-years."The astronomy team spotted the planet using the SPHERE instrument on the European Southern Observatory's (ESO) Very Large Telescope in Chile.SPHERE is one of the world's most advanced instruments dedicated to finding planets around other stars.SPHERE stands for Spectro-Polarimetric High-Contrast Exoplanet Research Instrument. It is sensitive to infrared light, making it capable of detecting the heat signatures of young planets.

Sat Jul 9, 2016 3:07am EDT-Super typhoon Nepartak hit Taiwan on Friday, driving thousands of people from their homes, disrupting power supplies and grounding more than 600 flights, authorities said.REUTERS
Television showed toppled motorcycles and signboards being ripped from buildings and swept across roads in southeast Taiwan, where the year's first typhoon made landfall.By afternoon, the typhoon had moved into the Taiwan Strait, weakening as it headed towards China's southeastern province of Fujian, but flooding and strong winds continued to lash the island's central and southern areas.More than 17,300 people were evacuated from their homes, and over 517,000 households suffered power outages, emergency officials said."The wind is very strong," said a resident of Taitung, the eastern Taiwan city where the typhoon landed."Many hut roofs and signs have been blown off."Three deaths and 172 injuries were reported, bullet train services were suspended and over 340 international and 300 domestic flights canceled, an emergency services website showed. The typhoon halted work in most of Taiwan. There were no reports of damage at semiconductor plants in the south.Tropical Storm Risk had rated the typhoon as category 5, at the top of its ranking, but it was weakening and should be a tropical storm by the time it hits Fujian on Saturday morning.More than 4,000 people working on coastal fish farms in Fujian were evacuated and fishing boats recalled to port, the official China News Service said. The storm is expected to worsen already severe flooding in parts of central and eastern China, particularly in the major city of Wuhan.Typhoons are common at this time of year in the South China Sea, picking up strength over warm waters and dissipating over land.In 2009, Typhoon Morakot cut a swathe of destruction through southern Taiwan, killing about 700 people and causing damage of up to $3 billion.(Reporting by Faith Hung and J.R. Fort McMurray first responders honoured at Calgary Stampede parade-[The Canadian Press]-Lauren Krugel and Bill Graveland, The Canadian Press-July 8, 2016-YAHOONEWS
CALGARY - The Calgary Stampede parade reserved a special spot for Fort McMurray on Friday, more than two months after a fierce wildfire forced everyone to flee the northeastern Alberta city.A contingent of first responders and staff from the Regional Municipality of Wood Buffalo marched directly behind the vintage car carrying the parade marshals, singers Jann Arden and Paul Brandt. The group carried a banner reading "Thank You Alberta" and wore t-shirts with "We are here. We are strong" printed on them.Wood Buffalo Fire Chief Darby Allen said there were some discussions around him being named parade marshal, but he thought it was more important for representatives of the region to march as a group."It is wonderful and kind of like coming home again for me," said Allen, who previously worked with the Calgary Fire Department."I was in the parade many times with the Calgary Fire Department so it's nice to bring the people down who were involved in ... the emergency for the first few days so they can meet the people and say thank you to them and we can show them some appreciation for what Calgary did for us."More than 250,000 people typically line downtown streets every year for the parade, which kicks off the western festival.Calgary Mayor Naheed Nenshi gave the Wood Buffalo crew a pep talk before the parade started."It's wonderful to have you in the front of the parade. It's so appropriate. It's so great," he said.In an interview, Nenshi said there was a provincewide demonstration of "neighbourliness" in the disaster's aftermath."When the tragedy happened in Wood Buffalo, we saw how the community comes together, especially in this time when the world seems bent at coming apart at the seams."Dale Bendfeld, director of emergency management with the municipality, said the city is grateful for how welcoming Albertans were when more than 80,000 Fort McMurray residents were forced to leave."They opened up their homes and their hearts to us," said Bendfeld, who grew up in Calgary.Alberta Premier Rachel Notley said the Fort McMurray presence was moving."They deserve it. They've been through a rough time and I'm pretty sure Calgarians are going to give them an exceptionally warm welcome."Arden, who estimates she's been to 50 Stampedes in her life, said Friday was a highlight. She said she wanted to convey her "gratitude and utmost respect" to the Fort McMurray first responders marching behind her."We're so, so lucky in this province and in this country to have these kinds of men and women available to us when things go sideways."Brandt had a similar message."They've just done an amazing job helping us through such a tragedy and a difficult time for the folks up in Fort McMurray and we wanted to do everything we could to recognize them and use this platform to say thank you for everything they've done."Follow @LaurenKrugel and @BillGraveland on Twitter.
