Nov, 17:56-EU trade ministers postponed an agreement on Friday (11 November) on how to upgrade the bloc's trade defences.Seventeen countries, led by France and Germany, agreed to suspend the lesser duty rule - which keeps tariffs at the lowest possible level - in “some justified cases” to combat dumping, especially in the steel sector.But seven others, led by Sweden and the UK, argued that increasing the level of duties has not proven efficient against dumping and that Europe should not put barriers to trade.Three countries, including Italy, said that they needed more time before taking a position on the plan.Tabled by the Slovak presidency of the EU, the trade agreement is aimed at brokering a compromise between member states, who have been unable to agree on the issue since 2013.EU leaders at their last summit last month said that it should be settled before the end of the year.The compromise between countries that push for an increase of duties and countries opposing it "narrowly defines the situations when LDRs would not be applied," a presidency source said.According to the plan, only "state induced distortions on raw materials and energy" would trigger a suspension of the lesser duty rule.Overcapacity in a sector, such as steel in China, would not be included, despite some countries demanding it.Despite a qualified majority in favour of the plan, ministers sent discussions back to a technical working group, leaving ambassadors to close the deal.Slovak economy minister, Petr Ziga, who chaired the meeting, said he hoped an agreement would be found in the first half of December."I don't understand why the decision was not taken today," a diplomat added, saying "the British were devastated" that a qualified majority supported the plan.But EU sources say that details still need to be clarified on how the EU will suspend the lesser duty rule, before a final decision is taken.Ministers also discussed a new method, presented by the European Commission on Wednesday, to calculate dumping .The method allows the EU to open anti-dumping case against countries where the state has a strong influence in the economy, distorting the market. Nov, 16:10-EU states backed extending internal border checks for three months in Austria, Denmark, Germany, Norway, and Sweden.The move was formally approved on Friday (11 November) by the EU council, representing member states.The European Commission had recommended the extension in late October, following demands from the respective capitals over broader fears that refugees and asylum seekers in Italy and Greece may attempt to settle in the countries.The closed border along the Western Balkan route earlier this year and a migrant swap deal with Turkey has seen migratory flows into greater Europe drop. Italy has also imposed stiff border checks along the Brenner Pass with Austria, a major transit route into Germany.Fears prevail, as all five states seek to maintain controls initially imposed in May.Those checks were allowed to remain in place for six months as a response to "a serious threat and to safeguard public policy and internal security."-Facts and figures-But, of the some 3 million people screened by Swedish authorities from June until the end of August only 640 were refused entry.Norway refused only 14 people between May and September.Austria stopped entry of 233 between May and August and Germany over 3,000 from mid-May until the end of July.Denmark said it had refused entry of just over 1,000 people from May until September, out of some 1 million people screened.The frequency of the checks, location, and time varies.Despite the relative low refusal rates, the commission has described the internal border checks as proportionate.All five are part of the Schengen border-free zone, which spans 26 countries throughout Europe.It means Austria will continue to impose checks along its border with Hungary and Germany with Austria.Denmark will carry out land border and ferry port checks with Germany, while Sweden will maintain checks at Oresund bridge with Denmark, and Norway will oversee ferry connections to Denmark, Germany, and Sweden.The commission had previously said such internal controls would be removed before the end of the year to restore "a normally functioning Schengen."But Robert Kalinak, the Slovak interior minister speaking on behalf of his country's EU presidency, now says the controls will be lifted when possible."Although we are not there yet, the situation is improving. The prolongation will, therefore, be for three months only, and there will be more intensive reporting obligations compared to the previous period," he said in a statement.

The outcome of the election in America could provide an additional impetus”, German defence minister Ursula von der Leyen said in an opinion article in the Rheinische Post, a German newspaper, on Thursday (10 November).“The Brexit decision and the election in the United States have set a new course” for the EU, she added.She said it was “difficult for Germany and Europe, on the day after the election, to assess what to expect from a Trump presidency”.She predicted the US would initially turn inward “to heal the tremendous internal turmoil in the country” that arose from Trump’s divisive campaign.She said EU security would depend on Nato and the US, but Trump’s victory meant that Europe, and Germany as “a great nation in the centre of Europe”, would have to be “more self-reliant on security issues”.Von der Leyen spoke of “building a common security and defence organisation” that would stabilise African and Middle East countries so that fewer refugees came to Europe.“This is one of the central lessons of the refugee crisis. If we do not take care of the problems, then, at some point, we will face the consequences”, she said.Speaking the same day in Brussels, Federica Mogherini, the EU foreign policy chief and a former Italian diplomat, echoed the German minister.“It's starting to be clear to everyone that we can only succeed in providing security to our citizens if we work together as a true union, with the full potential of a superpower, in the field of security and defence”, Mogherini said in a speech at the European Defence Agency (EDA), a branch of the EU foreign service.She said Nato was “the cornerstone of our collective defence”, but the EU should have “strategic autonomy”.She called for the creation of a command HQ for EU military missions, which she described as a smaller version of Shape, Nato’s command centre in Belgium.Europe should make “better use of our rapid response forces, for instance with flexible deployment of battlegroups”, she added.Battlegroups are battalion-sized forces of soldiers from coalitions of EU states. NEW YORK/LOS ANGELES (Reuters) - Chanting "Not my president" and "love trumps hate," thousands of demonstrators took the streets in cities across the United States on Saturday to protest against President-elect Donald Trump, who they say threatens their civil and human rights.The biggest rallies were in New York, Los Angeles and Chicago, where organizers said they wanted to build on the momentum after several nights of protests triggered by the real-estate mogul's surprise win in Tuesday's presidential election.In New York, several thousand protesters marched peacefully up Fifth Avenue past its glitzy store fronts, some already bearing Christmas decorations, before filling the streets at the foot of Trump Tower, the president-elect's skyscraper home."We're horrified the country has elected an incredibly unqualified, misogynist, racist on a platform that was just totally hateful," said Mary Florin-McBride, 62, a retired banker from New York who held a sign reading, "No Fascism in America."There were also demonstrations in Chicago and Los Angeles, where several thousand protesters gathered beneath MacArthur Park's palm trees holding placards including "Dump Trump" and "Minorities Matter," before marching towards downtown.Some of the demonstrators waved American, Mexican and rainbow flags. NEW YORK (Thomson Reuters Foundation) - Women anxious that a Donald Trump presidency in the United States could set back or destroy many of their rights are planning a massive march in Washington one day after he is sworn in, organizers said on Friday.On Facebook, where the "Million Women March" is being organised, some 35,000 people said they would attend within the first 24 hours after it was announced, said Bob Bland, an organizer based in New York.The march comes in response to Trump's attitudes towards women that emerged during his campaign against Democrat Hillary Clinton, Bland told the Thomson Reuters Foundation.The Republican Trump insulted female reporters, a female political rival and other women over their looks, and a video surfaced in which he could be heard bragging about groping women and making unwanted sexual advances.The video prompted several women to say publicly that Trump had groped them.Trump denied their allegations and dismissed his words as "locker room talk."During the campaign Trump also said abortion should be largely banned, that the U.S. Supreme Court ruling Roe v Wade legalising abortion should be overturned and that he would appoint an anti-abortion justice to the nation's highest court.He said women who had abortions should be punished, but later retracted this, saying that doctors who perform abortions should be punished.Bland said plans for the march kicked off on Thursday, two days after Trump won the U.S. presidential election in a widely unexpected victory."A lot of women got up the second day with the same idea" for a march on Washington, and they coordinated on social media, she said."We need to be working together in a coherent, supportive way over the next four years, to activate more women into leadership positions, to be more politically active," Bland said. "We cannot allow ourselves to give up, put our heads down and not hold this administration accountable for any violation of human rights or women's rights."The march is being organised state by state, said Fontaine Pearson, 54, a coordinator in Memphis, Tennessee."We have a huge groundswell of women," she said. WASHINGTON/MARRAKESH, Morocco (Reuters) - Donald Trump is seeking quick ways of withdrawing from a global agreement to limit climate change, a source on his transition team said, defying widening international backing for the plan to cut greenhouse gas emissions.Since the U.S. President-elect was chosen, governments ranging from China to small island states have reaffirmed support for the 2015 Paris Agreement at 200-nation climate talks running until Nov. 18 in Marrakesh, Morocco.Trump, who has called global warming a hoax and has promised to quit the Paris Agreement, was considering ways to bypass a theoretical four-year procedure for leaving the accord, according to the source, who works on Trump's transition team for international energy and climate policy."It was reckless for the Paris agreement to enter into force before the election" on Tuesday, the source told Reuters, speaking on condition of anonymity. The Paris Agreement won enough backing for entry into force on Nov. 4.Alternatives were to send a letter withdrawing from a 1992 Convention that is the parent treaty of the Paris Agreement, voiding U.S. involvement in both in a year's time, or to issue a presidential order simply deleting the U.S. signature from the Paris accord, he said.Many nations have expressed hopes the United States will stay. First Lieutenant Qaisar Mohammed asked the men in the village of Kokjali on Friday, demanding names and phone numbers of the jihadists controlling the rest of Mosul.Government forces are relying on intelligence from evacuees and sources still inside the city in their campaign to recapture Mosul from Islamic State, which seized a third of the country in 2014.Authorities are also keen to screen people leaving the city to prevent fighters from slipping through front lines in disguise and going underground to resume their insurgency.Twenty five-year old Najah, who had left his home in Mosul hours earlier, acknowledged that he knows some neighbours who were with Islamic State.But he says his information is limited because the militants kept changing houses and instilled such fear in ordinary people that nobody dared spend much time with them or ask too many questions.More than 45,000 civilians have fled their homes since the Mosul operation began less than a month ago, a fraction of the 1 million people the United Nations has warned could eventually evacuate the city.Mohammed, who previously worked in a western Mosul district that was a hotbed for Islamic State's al Qaeda predecessor, told Reuters that most residents cooperated with the authorities.Some have been less forthcoming."After two years under Daesh (Islamic State), they have terror in their hearts," he said. NEW YORK (Thomson Reuters Foundation) - For several years, transgender U.S. Army Captain Julia Harrison shunned military social events, anxious at the thought of having to wear the pants and coat of male service members despite identifying as a woman.But earlier this year, the Army officer was able to attend her first military ball donning the dress uniform assigned to female soldiers."If I hadn't been able to wear that uniform then I simply wouldn't have attended the event," said Harrison, who asked to be identified by a pseudonym. "More than the uniform, it was the feeling of being part of the army family again."A month after the repeal of a ban on transgender people openly serving in the U.S. military went into effect, Harrison is part of a small contingent of soldiers who have officially changed their gender on armed forces records.Up to 10,700 transgender people may be serving in the U.S. military out of a personnel of 1.4 million, according to a 2016 study by the RAND Corporation, a California-based defence think tank.But only a handful have so far sought for their gender to be changed in military records.SPART*A, an online support group that includes roughly 500 active-duty transgender members of the military, said at least 10 transgender soldiers had sought to formally register their preferred gender."We've got many more who started their process a little later than that and they're working their way through the administrative process," said Blake Dremann, SPART*A's president.An Army spokesman declined to confirm the figure, while the U.S. Department of Defense said the number across the armed forces was "small".-A TESTING CHAPTER-This summer, Harrison recalls watching in her office as U.S. Defense Secretary Ash Carter announced live on television he was repealing the ban on serving openly by transgender troops. Previously, the ban had meant a soldier like Harrison could be discharged on the basis of being transgender.Harrison stepped outside her office to take in the life-altering news in the privacy of her car."It was hard to believe that we had finally gotten to that point," she said. "It just kind of took a moment ... to let it feel like it was real."Changing gender had been a testing chapter of Harrison's life, putting a strain on her marriage and raising the spectre of losing a career in which she had invested more than a decade.During a one-year deployment in Afghanistan, Harrison grew tired of the many precautions she took to avoid uncomfortable situations in the male living quarters. She would shower after other soldiers - sometimes as late as 2 am, and wait for the dozens of men with whom she shared a tent to leave before getting dressed in the morning."There was just this constant anxiety and worry and I knew that something sort of wasn't right," Harrison, who is in her 30s told the Thomson Reuters Foundation."It sort of starts to consume your thoughts."With the support of her wife, Harrison finally began medically transitioning to the body of a woman, eventually legally changing her name.Still, as she looked increasingly feminine after a series of cosmetic surgeries, she remained in the eyes of the Army a male soldier whose subordinates were required to address as 'sir'.Then one day, Harrison was outed to her unit by a colleague who had tracked her down on social media."I was pretty distraught," she said.-HOLDING BACK-Most U.S. transgender military veteran and active-duty service members have been harassed at work, according to a 2013 study by the Williams Institute at the University of California, Los Angeles.Such discrimination is likely to discourage transgender service members from making the leap to serving openly, said Denny Meyer, a spokesman for the Transgender American Veterans Association."Transgender service members have been the most discriminated against," he said in a telephone interview.Now assigned to a new unit, Harrison said commanders have been "extremely supportive".But for most service members, Meyer predicted the road to inclusion would be tortuous.Donald Trump's victory in the U.S. presidential election this week has left many transgender advocates fearing a backlash against their community. The president-elect has promised to nominate a conservative justice to fill a vacancy on the U.S. Supreme Court.Transgender members of the military "are holding back," Meyer said."They need to see the handwriting on the wall, that, yes, the Pentagon is doing what they promised."An Army spokesman said the service was in the initial stages of educating soldiers about its new transgender policy - with a training module underway."The Army is open to all individuals who can meet the physical and mental fitness standards that qualifies applicants for military service," the spokesman said.Harrison agrees that the Army is making progress."The only thing that we should be discriminating on is performance," she said. Pop star Katy Perry says she's donated $10,000 US to the non-profit organization Planned Parenthood.In an Instagram post to her more than 50 million followers, Perry vowed to "support organizations that may have their funding support taken from them in the future by the government.""I am making a public donation to Planned Parenthood for the teenage me who made several visits to first a clinic in Santa Barbara and then Los Angeles, CA to educate myself on my sexual health, a subject I had little to no information on because of my sheltered upbringing," she wrote in a lengthy post.Perry posted a screen shot of her donation to the American organization, which offers education and advocacy for women's health and reproductive rights.It's uncertain how Planned Parenthood will be affected under a Trump administration, but the president-elect had proposed defunding the group entirely, as long as it continues to offer abortions.His proposal to repeal the Affordable Care Act, also referred to as Obamacare, could also impact access to birth control options.The singer campaigned heavily alongside Democratic candidate Hillary Clinton in the run-up to the U.S. election."Now, more than ever, we all need to protect and create safe places for each other," Perry said on social media.
