ANTANANARIVO, Madagascar (AP) — Anyone who finds a piece of debris from a Malaysia Airlines plane that is believed to have crashed in the southern Indian Ocean in 2014 could receive a financial reward, relatives of those who were on the plane said Monday in Madagascar.A group of relatives who traveled to the island nation off the southeast coast of Africa made the offer in hopes that residents will scour some coastal areas of Madagascar, where possible parts of Flight MH370 washed ashore.Meanwhile, a Malaysian official investigating the disappearance of the Boeing 777 was in Madagascar's capital, Antananarivo, to pick up debris that has already been found and will be analyzed to see if it came from the aircraft."The more debris we find, the easier it will be to find where the crash happened," said Ghislain Wattrelos, a Frenchman who lost his wife and two of his three children when the plane deviated from its flight path from Malaysia to Beijing and vanished on March 8, 2014.Malaysia, Australia and China are close to completing a deep-sea sonar search, so far unsuccessful, of 120,000 square kilometers (46,000 square miles) off Australia's southwest coast in the Indian Ocean. They say they will suspend operations if there is no new evidence that could help pinpoint the crash site. Relatives of the missing believe the search should continue.Wattrelos, as well as two people who lost their mothers on the flight — Grace Nathan of Malaysia and Jiang Hui of China — spoke at a news conference in Antananarivo. They did not specify how much money might be given to someone who finds a confirmed piece of Flight MH370, saying it depends on the significance of the debris and the limited resources of the families."Everything is funded by us," said Wattrelos, a business executive.That includes the cost of flights, accommodation and other expenses that the relatives are spending on a weeklong trip to Madagascar, which will include travel to coastal areas where plane debris may have washed up after drifting across the ocean.There, they plan to hand out leaflets asking people to look for possible plane parts, described as often gray, with an interior, honeycomb design. (Reuters) - The death toll rose to 36 from a huge fire that tore through a converted warehouse in Oakland, California during a dance party and investigators said on Monday they "absolutely believe" more bodies will be pulled from the rubble.The cause of the blaze, which erupted late Friday in a building that was home to an artists' collective known as the "Ghost Ship", has yet to be determined. It was the deadliest fire in the United States for more than a decade."We are no closer to finding the cause and we absolutely believe that the number of fire fatalities will increase," Oakland Fire Battalion Chief Melinda Drayton told a predawn news conference at the site.As criminal investigators joined recovery efforts at the charred two-story loft building, just east of San Francisco, firefighters have discovered the remains of some three dozen people as they picked through the debris-filled wreckage.The crews temporarily halted work in the early hours of Monday due to fears that an external wall could collapse. About 70 percent of the building had been searched at that point, authorities said.Drayton said contractors and structural engineers will develop a plan on Monday to determine how to continue recovery efforts safely.Arson is not suspected, according to officials, but investigators are checking whether the building, which served as a base for the Ghost Ship Artists Collective and often hosted parties, had a history of code violations.Oakland Mayor Libby Schaaf said the Alameda County District Attorney's Office has activated its criminal investigation team and a representative of the prosecutor's office is monitoring the recovery process. The GTA got one of its first blasts of winter last night with two to five centimetres of snowfall in the suburbs and temperatures around the freezing mark.Environment Canada issued a special weather warning for the GTA, warning of slippery conditions and reduced visibility, but the organization also said snowfall was expected to end before the morning rush hour.Suburbs like Vaughan, however, woke up to a winter wonderland, with snow covering cars and driveways.Temperatures rose above freezing after sunrise, leaving wet roads and melting slush.The snowfall caused some problems in the Durham region, where dozens of school buses were delayed between 10 and 45 minutes due to the weather.Those closer to the lakeshore didn't face as much of the wintry weather, as the snow mixed with rain leaving little to no accumulation.

PARIS (Reuters) - French winter electricity supply worries could ease after nuclear safety regulator ASN gave approval in principle on Monday for EDF to restart some nuclear reactors involved in a safety investigation.ASN said it agreed with EDF that some nuclear reactors whose steam generators have high carbon concentrations could be restarted, although the utility would have to carry out extra tests and the restart of each individual reactor would be subject to ASN approval.ASN is checking 12 of the state-controlled utility's reactors after raising concerns that certain steam generator channel heads could contain a zone with a high carbon concentration, which could weaken the resilience of the steel and its ability to resist the spreading of cracks.The checks have delayed the restart of several reactors, forcing EDF to prolong their outage periods and raising fears that France, which depends on its 58 nuclear reactors for 75 percent of its electricity needs, could face a tight supply this winter.French and European power prices have hit new highs over the past weeks due to the tight supply fears.ASN's comments sent the French power price for January delivery down 19.3 percent to 65 euros ($70) a megawatt hour (MWh) by 1642 GMT on Monday. February and March prices also fell and first quarter was off 17 percent.A London-based power trader said ASN's statement opened the door for an early restart of some reactors and also suggested it was ruling out a complete shutdown or costly replacement of the steam generators."Today, we are able to give rather positive news," ASN head Pierre-Franck Chevet told Reuters after the news conference."The restart of the EDF reactors could happen quickly, it is in the hands of EDF," Chevet said, adding that ASN estimates that EDF could get its documents ready for each plant in about two weeks per reactor.Seven of the reactors are expected to resume production on Dec. 31.A spokeswoman for EDF said the company will work quickly to carry out the extra tests on the reactors involved and provide the additional information to ASN. Warsaw, Today, 09:20-Sixteen Czech and Slovak MEPs have protested against the European Commission's reaction to Fidel Castro's death last month, which they say was "shocking".In an open letter to commission president Jean-Claude Juncker, dated 1 December, fourteen of them said that they were "concerned" by a statement published on 26 November in which Juncker said that Castro "was a hero for many."They said that they were also "deeply shocked and saddened" by the institution's spokesman's answer to a question about the statement by a Czech journalist.Margaritis Schinas said during a commission press briefing that the journalist expressed a "long series of judgement values" and "a very narrow view of reality" when he mentioned people killed and imprisoned by Castro's regime and the Cuban leader's support for the Soviet-led invasion of Czechoslovakia in 1968.As "the elected representatives of the Czech and Slovak citizens, who suffered from political persecutions and whose lives will be forever marked by the 1968 events," the 14 MEPs said that "the response by Mr Schinas was arrogant and portrayed shocking ignorance of facts with a total lack of understanding history."They asked Juncker to take "clear political distance" from his spokesman's words, "be it in written or in a public speech."The MEPs' letter follows another one, sent on 29 November as an official written question to the commission by Czech liberal MEP Pavel Telicka.Telicka protested against the message posted on Juncker's Twitter account linking to his statement on Castro's death. The tweet only said: "With the death of Fidel Castro, the world has lost a man who was a hero for many."In his written question, Telicka asked: "Did Mr Juncker approve the wording of the tweet?" and "Does Mr Juncker share the same positive view on Mr Castro as expressed in his tweet, in spite of all that is known about the brutal Castro regime and its violations of human rights?".The question was sent as a priority question, which means that the EU executive has three weeks to answer, instead of six weeks for a normal question.Speaking to EUobserver at the congress of the liberal Alde party in Warsaw, Telicka admitted that the answer will probably be written by "someone in the cabinet" rather than by Juncker himself, but said that he hoped to get "at least an apology or a statement".Telicka, who also signed the MEPs' open letter, said that the commission's comments after Castro's death "went well beyond the limits that are acceptable, both to a large part of the population of the EU and to the Cuban people."In their letter, the MEPs recalled that the EU parliament "officially recognised the oppressive regime in Cuba" in 2005, when it awarded its human rights prize, the Sakharov prize, to the opposition movement Ladies in White.The day after Castro's death, EU trade commissioner Cecilia Malmstroem said on Twitter that he was a "dictator", but Schinas declined to say whether her tweet reflected the commission's position.The open letter, which was drafted by Social-Democrats was signed by nine Czechs and five Slovaks MEPs, out of 21 and 13 MEPs, mainly from the Social-Democrat and liberal groups.The three Czech communist MEPs were not asked to sign. ETOBICOKE, Ont. — Electric vehicle charging stations are being added to 25 Canadian Tire Gas+ locations across Ontario.AddEnergie Technologies says the stations, which starting rolling out early next year, join the 2,500 stations along its FLO Canadian charging network.Natural Resources Minister Jim Carr who participated in Monday's announcement in Toronto says the federal government will be contributing nearly half of the $1.8-million investment through a loan.The funding is part of the government's commitment to provide $62.5 million for fast-charging stations for electric vehicles as well as natural gas and hydrogen refuelling stations along key transportation corridors.The charging stations will be added to some of the province's busiest highways, particularly Highway 401, and accommodate all electric vehicles.They will be equipped with direct-current fast chargers that can replenish 80 per cent of a vehicle's capacity in up to 30 minutes and dual Level 2 curbside chargers that take three to four hours.The rapid charging costs $20 per hour, with per minute billing, while the standard charging costs $1.50 per hour.Canada's FLO charging network currently includes 70 fast-charging stations. About 65 per cent of the network is located in Quebec, 20 per cent in B.C., 10 per cent in Ontario and five per cent in the Maritimes.The Canadian Press

U.N. identifies 41 Burundi, Gabon troops accused of abuse in Central Africa-[Reuters]-By Michelle Nichols-YAHOONEWS-December 5, 2016

UNITED NATIONS (Reuters) - An internal United Nations inquiry has identified 25 peacekeepers from Burundi and 16 from Gabon accused of sexual abuse and exploitation in the Central African Republic in 2014 and 2015, U.N. spokesman Stephane Dujarric said on Monday."Responsibility for further investigations lies with Burundi and Gabon," Dujarric said, adding that the U.N. had asked those states to interview the identified troops, who all left Central African Republic before the allegations surfaced.The 12,000-strong U.N. peacekeeping force there, known as MINUSCA, has been dogged by allegations of sexual abuse since its deployment in April 2014 to curb fighting between the mostly Muslim Seleka rebels and rival anti-balaka Christian militias.Central African Republic, which holds reserves of uranium, gold and diamonds, suffered the biggest crisis in its half-century of independence in early 2013 when Seleka toppled then-President Francois Bozize.French troops deployed in a separate intervention in the former French colony have also been accused of abuses.The 41 troops from Gabon and Burundi were identified by 45 possible victims in Central African Republic's Kemo prefecture, Dujarric told reporters.However, in 83 of the 139 cases investigated by the U.N. Office of Internal Oversight Services (OIOS), the possible victims were unable to identify the peacekeepers they accused of abuse or exploitation or provide corroborating evidence. A further three cases were considered unreliable.The inquiry found another eight victims described distinctive traits of peacekeepers accused of abuse, but could not identify them through photos or corroborating evidence.A draft U.N. memo, written by the chief of the U.N.
