Lapid: We need to build a high wall and get the Palestinians out of our sight-Citing recent opinion poll, centrist Yesh Atid leader says he is sole alternative to Netanyahu, slams PM’s political machinations-By Times of Israel staff December 10, 2016, 10:07 pm

Yesh Atid leader Yair Lapid called Saturday for Israel to separate entirely from the Palestinians, as he presented himself as the sole viable alternative to Prime Minister Benjamin Netanyahu.“We need to get the Palestinians out of our lives. What we have to do is build a high wall and get them out of our sight,” Lapid told Channel 2’s “Meet the Press” program. “There will be no peace. We do not want two nations packed into a single state.”Lapid also highlighted Channel 2’s own recent poll, which put his centrist party neck and neck with Netanyahu’s governing Likud, with each winning 25 seats in the Knesset if elections were held today.“We are keeping our perspective and humility, [but] we saw what the polls say,” he said.“For many months, Yesh Atid has been the sole alternative government, and ultimately if you look at the numbers no one can compete with the Netanyahu government but me,” he said.“We need to move forward,” he continued, criticizing the current government for neglecting the country’s periphery. “I was in Kiryat Shmona [on the Lebanon border] and they have been forgotten. The political system is not interested in them. We are expressing real commitment to the future, not planning for five years.”Lapid also dismissed remarks by Interior Minister Aryeh Deri and Health Minister Yaakov Litzman, the respective heads of the ultra-Orthodox Shas and United Torah Judaism parties, who vowed that Lapid would not be prime minister. Israel’s electoral system of proportional representation often makes kingmakers of the smaller parties, who throw their weight behind a larger party in return for concessions to their own electorates.“I do not play a game in which I make offers to the residents of the State of Israel and then throw it all away in order to build a coalition,” the Yesh Atid leader said. “The political system cheated the citizens and I’m not ready to play this game. I think that the State of Israel should unite, [but] they are dividing us and pulling us to death. We have to live together and therefore if I do [win the elections] the first thing we will do is try to form the largest national coalition.”Lapid also rejected the possibility that he would run as the number two for another candidate: “If [late Likud prime minister] Menachem Begin were here, I would be prepared to be his 2, 3, or 10 — but your polls also show that I am the only alternative” to Netanyahu. The Yesh Atid party on Sunday called for the Knesset to be dissolved and for early elections to be set, days after the opinion poll showed it tied with Likud. The new survey showed both parties gaining ground since a September poll, in which Lapid’s party led with 24 Knesset seats to Likud’s 22.The call by the centrist party came as Netanyahu’s coalition faced vicious internal disagreements over a bill to prevent settlements built on private Palestinian land from being demolished.“The citizens of Israel deserve more,” a press release from the Yesh Atid party said.“The government of Israel is entirely self-involved with its own political rifts and with anything but what is important to the citizens of Israel,” the statement read. “There have been no substantive discussions in any government body over where the country is heading: Not in the economic, social, diplomatic or security realms.”Formed by former journalist Lapid in 2012, the Yesh Atid party stormed to a surprising 19-seat success in the 2013 elections for the Knesset, becoming the second largest party and joining the Likud in the coalition. In the 2015 elections the party slid to the 11 seats it currently holds in the Knesset, where it sits in the opposition.Netanyahu is currently entangled in a coalition fight between the right-wing Jewish Home party and the center-right Kulanu over the so-called Regulation Bill and the future of the Amona outpost.Kahlon’s 10-seat Kulanu faction has de facto veto power over legislation in the 67-seat coalition, as bills require a 61-seat majority to pass. Netanyahu needs the support of both the eight-seat Jewish Home and 10-seat Kulanu in order to maintain a coalition.

Bennett announces new plan for Amona outpost residents-F-35 fighter jet’s arrival delayed due to fog in Italy; at least 34 civilians killed in airstrikes on IS-held Syria villages; anti-drug officials suggest decriminalizing pot-By Ilan Ben Zion December 12, 2016, 2:10 pm-THE TIMES OF ISRAEL

Jewish Home chair Naftali Bennett says a new plan has been made to move the residents of Amona to an adjacent plot of land following the High Court-imposed evacuation due this month. After intense efforts and negotiations with the prime minster and the attorney general, we have succeeded in forming a plan to keep Amona on the mountain,” Benet tells his weekly faction meeting. After efforts to prevent the evacuation by reversing the High Court ruling via legislation to legalize West Bank outposts failed, attorney general Avichai Mandelblit had recommended moving the residents to a piece of land next to the existing settlement where they would be allowed to stay for eight months. But that plan was also reportedly scuppered last week by fresh Palestinian claims of private ownership.“The new plan has longer prospects than the previous one and even has potential for expansion in the future,” Bennett says, but he refused to give details of the agreement.“I don’t want to reveal the plan before we present it to the people of Amona, whose determination has brought us to this agreement,” he says, adding that representatives of the Jewish Home will meet with residents later today. “I believe that we will get their agreement.”The plan, however, would not prevent residents being forced to leave their current homes and Bennett says that “any evacuation of a Jewish settlement is a tragedy but this will mean keeping Amona on the mountain.”— Raoul Wootliff.

State moves on compensation for Amona residents as evacuation looms-Each family in outpost will receive around NIS 500,000, depending on value of property, Channel 2 reports-By Times of Israel staff December 10, 2016, 7:07 pm

The government is expected to approve a compensation package for residents of the illegal West Bank outpost of Amona, which the High Court has ordered to be demolished by December 25.Every family that is evacuated from the outpost, which is built on private Palestinian land, will receive monetary compensation of approximately NIS 500,000 ($130,000), depending on the estimated value of the evacuated property, Channel 2 television reported. The government’s decision on remuneration comes after the so-called Regulation Bill, which seeks to legalize settlements built on Palestinian land, this week passed a preliminary vote in the Knesset without a clause that would also ensure recognition for Amona and effectively overturn the court ruling on its demolition. On Thursday, dozens of Amona’s approximately 300 residents protested outside the High Court, calling for an end to its “dictatorship.”The head of the pro-settlement Jewish Home party, Education Minister Naftali Bennett has asked Amona residents not to resist evacuating forces, but the government still fears that the process may not go smoothly. On Thursday, Amona residents sent out a message to local settlers saying the evacuation was likely to take place on Saturday night, after Shabbat, and called on them to help resist the evacuation. Sources close to the prime minister, however, said Friday that the evacuation would not take place Saturday night.Attorneys for the government are expected on Sunday to ask the High Court for a one-month delay in the evacuation of the outpost, Israel Radio reported Friday. The case has come before the High Court repeatedly over the past 15 years. In December 2014, after multiple appeals and delays, the court ordered that the outpost be evacuated within two years, or no later than December 25. It has already rejected a petition to postpone the dismantling of the settlement by eight months.Prime Minister Benjamin Netanyahu has said that a delay of the evacuation is needed to prepare temporary housing solutions for some 40 families that will be removed from their homes in the demolition.

Resistance to Amona evacuation will be non-violent, leader says-Demolition of illegal outpost won’t involve the kind of violence between settlers, security forces seen in 2006 eviction, Avichai Boaron asserts-By Times of Israel staff and AP December 11, 2016, 9:21 am

The spokesman for the West Bank outpost of Amona vowed that protests against the court-ordered evacuation and demolition of the illegal community will be nonviolent.Avichai Boaron on Friday called for thousands of supporters to join Amona residents in their struggle to remain in the outpost, but said the evacuation would not descend into the kind of violence between settlers and security forces seen when part of the outpost was razed in 2006.“There will be no violence. No one will raise a hand against a police officer or soldier,” Boaron told a group of young West Bank activists, according to Israel Radio.“We want there to be a large presence there, but it’s important that I emphasize that there will be no violence,” he said.“The resistance has to be passive — that is the only way we can express our opposition,” Boaron said. “It’s important to understand the the residents of Amona will be the ones leading this protest.”Last week, the campaign against the demolition of the outpost sent out urgent calls for Israelis from all over the country to come to the outpost to help prevent its evacuation.Settlers in the outpost in recent days have been photographed building new shelters to host the thousands of supporters they hope will come to join in their bid to stay put.Boaron expressed hope that the arrival of supporters would compel the government to reach a last-minute deal that would thwart an evacuation.Amona is the largest of about 100 unauthorized outposts — erected without permission but generally tolerated by the government — that dot the West Bank. The outpost became a symbol of settler defiance after the partial evacuation a decade ago sparked violent clashes between residents and thousands of allied activists on one side and security forces on the other. In 2014, the High Court ordered the evacuation of Amona, after it determined the outpost was built on private Palestinian land, giving the government until this December 25 to tear down the outpost’s 50 trailer homes.Saying they hoped to find a loophole to the court ruling, coalition lawmakers promoted a bill that would retroactively legalize Amona as well as thousands of other homes built on privately owned Palestinian land. But Amona was dropped from the draft bill after Finance Minister Moshe Kahlon, whose Kulanu party is a senior coalition partner, refused to support legislation that would violate the High Court decision.A revised bill, which received preliminary approval from the Knesset this week, is moving forward without Amona, leaving unsolved the fate of the outpost’s 300 residents.Amona residents are hoping that their fate can still be linked to the outpost legalization bill, known as the Regulation Bill. But even with the evacuation likely to move forward, attempts to relocate Amona’s residents have hit snags. A plan to move them to a nearby plot of land appears to have been thwarted after Palestinians objected, saying they own that property too.Police have declined to comment on plans for the evacuation. But the Haaretz daily has reported that some 1,000 officers are expected to be deployed and that 200 restraining orders are set to be issued to keep away potentially violent far-right activists.Last week, Channel 2 aired footage showing Israeli soldiers and Border Police officers staging an evacuation exercise at an IDF training base in the Negev.Simulations of various scenarios included the forcible evacuation of people passively resisting, as well violent reactions. On Saturday, the TV channel said the government is expected to approve a NIS 500,000 ($130,000) compensation package for each family evacuated from Amona.

PA delegation heading to US for talks on stalled peace process-Palestinian mission said hoping to persuade Obama administration not to veto anti-settlement UNSC resolution-By Times of Israel staff December 10, 2016, 3:52 pm

A high-level delegation from the Palestinian Authority will visit the United States this week for a series of meetings expected to focus on the long-stalled peace process with Israel. The delegation will be led by top Palestinian negotiator Saeb Erekat and include Majed Faraj, director of the PA’s General Intelligence Service, the Ynet news website reported Saturday. The Palestinians will meet with senior administration officials, including Secretary of State John Kerry. They are also expected to hold talks with officials close to President-elect Donald Trump, the report said.Quoting senior Palestinian officials and Western diplomats, Haaretz newspaper reported Saturday that the delegation aims to reach an understanding with the outgoing administration of Barack Obama that would prevent a US veto on a resolution condemning Israel’s settlements, which the PA hopes will be voted on by the UN Security Council at the start of January.According to Haaretz, the UN resolution is set to be the central issue in the delegation’s meeting with Kerry. The Palestinians intend to push for the resolution to go to a vote before Trump is sworn in on January 20, while Sweden — which already recognizes a Palestinian state — holds the rotating presidency of the Security Council. Stockholm is in favor of passing the resolution on the settlements, Haaretz said. The last time the Security Council backed an anti-settlement resolution was in 1980, during the presidency of Democrat Jimmy Carter, who recently called on Obama to recognize the state of Palestine before leaving office. The Palestinians’ visit comes days after Prime Minister Benjamin Netanyahu rejected an invitation by French President Francois Hollande to take part in a summit with PA President Mahmoud Abbas in Paris on the sidelines of a conference on the peace process.Abbas and foreign ministers from nearly two dozen countries are expected to meet in Paris on December 21 to try to jump-start peace efforts.Netanyahu said he would be willing to meet with Abbas under other circumstances. Israel has rejected the conference, saying that it does not believe an international gathering is the way to achieve peace, rather direct negotiations with the Palestinians was the only way forward. The French have been pushing an initiative aimed at revitalizing the moribund peace process between Palestinian and Israelis. While the Palestinians have welcomed the initiative, Israel has remained critical. The Palestinians will also be keen to asses the intentions of the incoming Trump administration, widely expected to be more pro-Israel.Netanyahu told CBS’s 60 Minutes, in an interview set to be broadcast Sunday, that Trump feels “very warmly” about Israel and the Jewish people. In an excerpt from the interview released early, the Israeli leader said: “I know Donald Trump. I know him very well…his support for Israel is clear. He feels very warmly about the Jewish state, about the Jewish people and about Jewish people. There’s no question about that.”

3 Israelis take wrong turn in West Bank, rescued by PA police-In latest in string of similar incidents, Palestinian forces hand the three over to cops at checkpoint near Beit El-By Times of Israel staff December 10, 2016, 4:23 pm

Three Israelis mistakenly drove into the West Bank city of Ramallah on Saturday, and were safely rescued with the assistance of Palestinian Authority security forces. The three were escorted out of the city by the PA forces and handed over to Israeli police at the Focus checkpoint near the settlement of Beit El, said the Ynet news website. The incident was the latest in a spate of similar events of Israelis — mostly soldiers — being rescued after erroneously entering Palestinian areas of the West Bank.Last month, an IDF soldier was lightly wounded when rocks were thrown at his vehicle after he and three other servicemen “mistakenly entered” a Palestinian village in the northern West Bank, the army said. The army did not say how the soldiers accidentally entered Anabta, a town east of Tulkarem. In the past, however, such incidents occurred due to troops relying on smartphone navigation apps.As the soldiers were exiting the Palestinian city, local residents began throwing rocks at the military vehicle, the army said. The four soldiers, some of them reservists, were escorted out of the city by Palestinian police and in conjunction with the Defense Ministry’s Civil Administration. In September, two female soldiers entered Tulkarem and sustained mild injuries from rocks thrown at them before they were rescued by local Palestinian police and Defense Ministry officials. An initial probe of that incident revealed that not only had the two soldiers relied on a navigation app, but they had entered Tulkarem unarmed. In the most serious incident so far, in February, one Palestinian was killed and several injured in clashes in the Qalandiya refugee camp near Jerusalem sparked by an attempt to rescue lost soldiers. Each time, the IDF repeats the importance of not relying solely on traffic navigation apps such as Waze.— Judah Ari Gross contributed to this report

Taking up post, Turkish envoy hails new start with ‘friend Israel’-Ending years of frozen ties, Ambassador Mekin Okem presents credentials, says he hopes Israeli-Turkish reconciliation will benefit the Palestinians as well-By Raphael Ahren December 12, 2016, 1:59 pm-THE TIMES OF ISRAEL

Ending a half-decade-long diplomatic freeze, Turkey’s new ambassador to Israel on Monday hailed a “new beginning” in bilateral ties and called the Jewish state Ankara’s “partner and friend.”Mekin Mustafa Kemal Okem handed his letter of credence to President Reuven Rivlin in Jerusalem and officially assumed the post of Turkey’s first ambassador to Israel in five years, the fruit of years of intense detente efforts following a deadly 2010 raid that soured relations between Jerusalem and Ankara.Israel’s new ambassador in Ankara, Eitan Na’eh, handed his credentials to President Recep Tayyip Erdogan last week.“This is a new beginning in our bilateral relations and in our joint efforts, in this region in which we have close ties, historical ties,” Okem said in English at the ceremony, held at the President’s Residence in Jerusalem. “Our region offers more than its share of challenges but also of big opportunities. As before, Turkey and Israel will work together to make sure that these opportunities are fully utilized and challenges are met.”Okem is seen as a close confidant of Erdogan and he said he had been instructed by him and Turkish Prime Minister Binali Yıldırım to “explore all opportunities for cooperation in every field to the mutual benefit of our two nations.”“And, as an ambassador, I will do my best to enhance our relations in every field — regardless of any difficulties that we may face, we will be able to overcome together with our partners and friends Israel.”Ties were frozen following a raid by Israeli forces on a Gaza blockade-busting ship in which 10 Turks were killed in a melee after they attacked IDF troops. Before that, Israel and Turkey were close economic partners, including in the defense field. The two countries plan to look now to expand that cooperation to the energy industry, with Turkey keen to pipeline Israeli gas pulled out of the Mediterranean to Europe. However, Turkey and particularly Erdogan have remained strident critics of Israeli policies regarding Palestinians, and Ankara has maintained close contact with Gaza-ruling Hamas, which Israel considers a terror group.Okem expressed Turkey’s hope that the reconciliation signed between Ankara and Jerusalem earlier this year would lead to the “benefit of other nations, particularly to the Palestinian Authority as well.”He thanked Israel for allowing Turkey deliver aid to Gaza, which was a key condition for the detente.Okem, who was accompanied by his wife and two sons, thanked Rivlin for expressing condolences after Saturday’s deadly terror attack in Istanbul.“Yesterday also we had other attacks in Cairo, also there was another attack in Mogadishu,” he said. “As Turkey has been subject to vicious terrorist attacks and [having] suffered so much, we always say we condemn all forms of terrorism regardless of its origin or its target.”During Sunday’s weekly cabinet meeting, Prime Minister Benjamin Netanyahu noted the arrival of Turkey’s new ambassador as an “important event” and condemned the “severe” terror attack. But he also called on Turkey to do the same.“Israel condemns all terrorism in Turkey and expects that Turkey will condemn all terrorist attacks in Israel,” he said. “The fight against terrorism must be mutual. It must be mutual in condemnation and in countermeasures, and this is what the State of Israel expects from all countries it is in contact with, including Turkey.”-Ankara rarely, if ever, condemns terror attacks against Israelis. After having received Okem’s letter of credence, Rivlin also addressed Saturday’s terror attack in Istanbul and the need to for a joint effort to combat violent extremism.“All life is sacred. Terror is terror is terror — whether in Brussels or Paris, Istanbul, Jerusalem, or Cairo. We have a duty to stand together against this terrible threat, he said. The president called Monday’s successful conclusion of a lengthy reconciliation process “a real moment in history.” He expressed his “appreciation for President Erdogan” and thanked him again for Turkey’s aid in fighting wildfires across Israel last month. The two presidents spoke on the phone on November 27, including about the remains of Israelis held by Hamas. “I want to thank him for his commitment to help return the Israelis, and the bodies of our soldiers held by Hamas,” Rivlin said.“Israel, like Turkey, places great importance in rebuilding the lives of the civilians in Gaza; in infrastructure, economy, energy, water, and more. This must be with the cooperation of the Palestinian Authority. It is also an important way to show that we can live together in this region,” the president said. “Israel and Turkey share a desire for peace and prosperity for all the peoples of the Middle East.”The Turkish-Israeli friendship “goes back in history,” the president continued, “and I hope that the reconciliation and the appointment of new ambassadors will open a new and promising page in this relationship,” he said, reading from prepared remarks.“We must work together, to promote our economic relations, trade and energy cooperation as a real engine of growth for our friendship.”Rivlin said in a changing region, Turkey and Israel must find ways to strengthen “voices of peace and stability.”Despite restored ties, Erdogan has not ceased to criticize Israel harshly.“Policies of oppression, deportation and discrimination have been increasingly continuing against our Palestinian brothers since 1948,” he said two weeks ago at the first annual conference of the association of “Parliamentarians for Al-Quds” in Istanbul. “It is the common duty of all Muslims to embrace the Palestinian cause and protect Jerusalem,” he added. In November, the Turkish president accused Israel of trying to change the status quo at the Al-Aqsa Mosque on the Temple Mount in Jerusalem. In an interview with an Israeli television channel aired earlier last month, Erdogan also slightly walked back a 2014 assertion that the IDF’s 2014 offensive in Gaza was more barbaric than Hitler, but made no apology for invoking the Nazi leader’s name in the context. He said he was “well aware” of the sensitivities, while simultaneously condemning Israel’s “barbarism” against the Palestinians.“I don’t agree with what Hitler did and I also don’t agree with what Israel did in Gaza. Therefore, there’s no place for comparison in order to say what’s more barbaric,” he said.
