EU stresses ‘strong opposition’ to outpost legalization-Europeans says legislation would mark first Israeli law on status of land in West Bank, which is ‘not under its jurisdiction’-By Times of Israel staff December 8, 2016, 4:05 pm
The European Union on Thursday said it opposes a bill that could legalize thousands of settler homes built on private Palestinian land in the West Bank, and stressed that settlements are an obstacle to a two-state solution.Originally designed to avert the court-ordered demolition of the illegal outpost of Amona, the Regulation Bill was initiated by lawmakers from the national-religious Jewish Home and the governing Likud parties. The bill was cleared for a Knesset vote earlier this week after a clause that would have violated a direct High Court ruling mandating Amona’s demolition was struck from it. Amona is slated for demolition by December 25.The legislation stipulates that settlement construction in the West Bank that was carried out in good faith, namely without the knowledge that the land was privately owned, would be recognized by the government provided the settlers had some kind of state assistance — which in some cases could be as simple as having existing infrastructure, since most infrastructural services fall under the purview of state ministries.“The Israeli Knesset is in the process of adopting the so-called ‘Regularization Bill,’ which could lead to legalization of numerous illegal settlements and outposts, built on private Palestinian land in violation of Israeli and international law, by confiscating property rights of Palestinians for settler use,” the EU said in a statement.“If it passes, this would be the first law adopted by the Knesset on the status of land in the West Bank, an occupied territory not under its jurisdiction. Senior members of the Israeli government have called this a step toward annexation of the West Bank,” the statement added. “Recalling that settlements are illegal under international law, constitute an obstacle to peace and threaten to make the two-state solution impossible, the European Union reiterates its strong opposition, in line with the position of the Middle East Quartet, to Israel’s settlement policy and all actions taken in this context.”The statement came after MKs voted Wednesday night 58 to 51 in favor of a first reading of the bill, which was praised by some of its supporters, and castigated by its opponents, as a first step toward imposing Israeli sovereignty over the West Bank.Attorney General Avichai Mandelblit has warned that the bill breaches both local and international law, and indicated that the High Court is likely to strike it down. Some officials, including Prime Minister Benjamin Netanyahu — who voted for the bill along with all but one member of his coalition — have warned that the law could see Israeli officials prosecuted in the International Criminal Court in The Hague.Settlement watchdog Peace Now said the Regulation Bill will legalize 55 outposts and 4,000 housing units in existing outposts and settlements in the West Bank, cast over some 8,000 dunams (3 square miles) of privately-owned Palestinian plots. The proposed legislation notes that the government support may be explicit or implicit, from the start or post facto, and that the backing of local municipalities is considered state support.Under the bill, the government will be able to appropriate land for its own use if the owners are not known. If the owners are known, they will be eligible for either yearly damages amounting to 125 percent of the value of leasing the land, a larger financial package valued at 20 years’ worth of leasing the plots, or alternate plots. The legislation has been slammed by the US and UN as a breach of international law, with the State Department on Tuesday calling it “profoundly damaging to the prospects for a two-state solution.”
Online petition calls on Trump to move US Embassy to Jerusalem-Orthodox Union urges president-elect to keep campaign promise, recognize Israel’s ‘chosen capital’-By JTA December 7, 2016, 3:09 am-THE TIMES OF ISRAEL
The Orthodox Union has started an online petition calling on President-elect Donald Trump to move the US Embassy in Israel to Jerusalem from Tel Aviv. The move would recognize Jerusalem as Israel’s “chosen capital,” the OU petition on Change.org says. It also notes that June 2017 will mark the 50th anniversary of the reunification of Jerusalem.Trump pledged during the 2016 campaign to move the embassy to Jerusalem. On Tuesday night, the petition by the umbrella group for Orthodox synagogues and organizations had more than 1,500 signers out of a goal of 2,500.“Early in your presidency will be a fitting, if overdue, time for you, President-Elect Donald Trump, to relocate the American embassy in Israel to the capital of the Jewish state,” the petition to be sent to Trump concludes.Earlier this month, President Barack Obama signed a waiver to prevent moving the embassy to Jerusalem. It was the eighth time that Obama signed the waiver, which must be renewed every six months.Congress passed a law in 1995 mandating the move of the embassy to Jerusalem, but allowed the president to exercise a waiver, citing the national security interests of the United States. Obama’s predecessors George W. Bush and Bill Clinton also signed the waiver.-On Friday Defense Minister Avigdor Liberman played down the centrality of moving the American Embassy to Jerusalem, telling a gathering of the Saban Forum here that “It’s very important, but we have other issues.”Several members of the Israeli coalition have hailed the election of Donald Trump as representing the best opportunity of seeing the US relocate its embassy to Jerusalem, and thus signaling recognition of Israeli claims to the city.Trump promised on the campaign trail to “move the American embassy to the eternal capital of the Jewish people, Jerusalem,” and to do so “fairly quickly.”But Liberman on Friday evening downplayed the significance of that pledge. “We’ve seen this promise [from US presidential candidates] in every election,” Liberman noted.“We will wait and we will see, but I think [Trump’s statement] is a strong public commitment,” he said. But he stressed that “what is really crucial for us is to meet with a new administration about all our common policy, not just one issue, not only one point like the American embassy. It’s very important but we have other issues.”Rebecca Shimoni Stoil contributed to this report.
After fires, Israel teams with Greece, Cyprus for emergency force-Pledge comes as Jerusalem hosts second round of tripartite meetings meant to foster regional cooperation-By Times of Israel staff December 8, 2016, 3:50 pm
Nearly two weeks after Israel called on the help of neighbors and others to fight a spurt of brush fires, Jerusalem said it will partner with two of those countries — Cyprus and Greece — to form a regional emergency response force. The announcement came as Prime Minister Benjamin Netanyahu huddled in Jerusalem with Greek Prime Minister Alexis Tsipras and the Cypriot President Nicos Anastasiades for talks centered on regional cooperation Thursday. The Prime Minister’s Office said in a statement that the regional emergency force will initially be composed of the three Mediterranean allies, but that they “want to add additional countries to a joint operations center for emergency situations such as fires, earthquakes, flooding,” and other types of emergencies that may arise.Israel was wracked for several days last month by a rash of brushfires that burned thousands of acres and damaged hundreds of homes, and the country was forced to ask allies to send firefighting planes and other equipment and personnel to help fight the blazes.Greece and Cyprus were two of the first countries that sent planes to Israel. The leaders of the three countries pledged “to plan a structure for the force and to divide its mission between different countries,” as it will “greatly help security” and protect the “lives of the citizens all the countries here in the region, as well as others.”The talks were the second of a series of tripartite meetings meant to help the three countries deal with developing and exporting large gas reserves found recently in the eastern Mediterranean. In a statement on Wednesday, the Prime Minister’s office said that the meeting would focus on “the strategic importance” of the three countries’ relations and their role in “strengthening stability” in the region. The Prime Minister’s Office stated that more details of what was discussed in the meeting will be published later on Thursday.Netanyahu met separately with both Tsipras and Anastasiades at the King David Hotel before their joint meeting. In addition to the pledge to establish a regional emergency force, they also signed a research agreement. At an earlier summit in Nicosia, Cyprus, in January, Netanyahu, Tsipras and Anastasiades pledged to form a trilateral committee to study plans to build a pipeline between Israel and Cyprus and on to Greece for gas exports to Europe, an issue expected to feature prominently in their discussions on Thursday.Following the summit in Cyprus, Netanyahu said they also discussed and underwater electricity grid between the three countries, cooperation in water management, tourism, the high-tech sector and firefighting as well as search-and-rescue missions in the eastern Mediterranean. The growing ties between Israel and Greece and Cyprus in recent years largely came following increasing tension between Israel and Turkey. However, ties between Israel and Turkey have thawed in recent months, with talks underway for building a gas pipeline through Turkey. In January, Netanyahu said that “our cooperation with Greece and Cyprus stands on its own… It does not depend on our efforts to normalize our relations with Turkey.”Israel has previously called for Turkey to respect Cyprus’s right to explore for natural gas and avoid sparking additional tension in the region. With Israel finding large reserves of gas close to where Cyprus is drilling, the two countries are looking to cooperate on energy issues such as exporting Israeli gas.Turkey was a key regional ally of Israel until the two countries fell out over the storming by Israeli commandos in 2010 of a Turkish ship, the Mavi Marmara, bound for Gaza. However, in June Israel and Turkey signed a deal that again normalizes relations between the two countries, and last week Israel’s recently appointed ambassador to Turkey arrived in Ankara for the first time in five years.Agencies contributed to this report
Israel trying to keep chemical arms from Hezbollah, Liberman says-Comments follow defense minister’s previous statement that terror group was seeking WMDs, after Syria accused Israel of Damascus bombing-By Judah Ari Gross December 8, 2016, 11:12 am-THE TIMES OF ISRAEL
Israel is working to keep chemical weapons out of Hezbollah’s hands, Defense Minister Avigdor Liberman said Thursday, clarifying comments a day earlier that hinted the terror group was attempting to obtain mass-casualty arms.In a conversation with the Knesset’s Foreign Affairs and Defense Committee, Liberman again seemed to confirm that Israeli forces had been behind two recent strikes inside Syria that had been blamed on the Jewish State. The defense minister again insisted that Israel has “absolutely no interest” in getting involved in the Syrian civil war, but will work to defend itself.“Our policies and our positions are very clear and are based on three red lines: We won’t allow any harm to the citizens of the State of Israel, we won’t allow any harm to the sovereignty of the State of Israel and we will not allow the smuggling of high-quality advanced weapons and chemical weapons from Syria to Lebanon for Hezbollah,” Liberman said. The comments echoed a statement he made a day earlier to ambassadors from the European Union addressing recent airstrikes in Syria.“We are working, first and foremost, to defend the safety of our citizens and to protect our sovereignty, and we are trying to prevent the smuggling of advanced weapons, military equipment and weapons of mass destruction from Syria to Hezbollah,” Liberman told the European ambassadors.Asked to clarify what weapons of mass destruction were being moved late Wednesday, a defense ministry spokesman said there would be no comment. In his remarks to the Knesset committee Thursday, Liberman also stressed the Jewish state’s freedom to act, saying the country “makes its decisions absolutely freely, in accordance with the policies I listed” — his “red lines” — “and without considerations for any other circumstances or limitations.”The comments were apparently an attempt to deny the idea that the presence of the Russian military is preventing or deterring Israel from carrying out strikes in Syria. On Wednesday morning, a bombing near a Damascus military airport was blamed on Israel.“At 3:00 a.m., the Israeli enemy fired several surface-to-surface missiles from inside occupied territory,” the Syrian state news agency SANA said, citing a military source. The report said the Israeli missiles caused a large fire but no injuries or deaths.Last week, Israeli planes also reportedly struck both a weapons site near the Syrian capital and a Hezbollah convoy, causing some large explosions but also no casualties.Israel generally does not officially admit to carrying out attacks deep inside Syria, though it has publicly maintained it will not allow advanced weapons to be transferred to Hezbollah. These once regular airstrikes on Hezbollah convoys and Syrian weapons depots have slowed in recent months, with many claiming that Russia’s deployment of the long-range, advanced S-400 missile defense system in western Syria has deterred Israel from carrying out airstrikes in Syria and curbed Israel’s once unquestioned air superiority in the region.Israeli security officials, including former defense minister Moshe Ya’alon, have dismissed such claims, but few believe that the S-400 has had no effect on Israel’s operations.A senior air force official, speaking to reporters last month, noted that the Russians’ deployment in Syria represented a “challenge” to the Israeli military, but said the country still operated as needed in the region.
Israeli map reveals thousands of Hezbollah positions along border-Graphic released by army demonstrates Israeli intel capabilities, may point to potential targets in future conflict-By Times of Israel staff December 7, 2016, 4:29 am
The Israeli military on Tuesday posted a map of southern Lebanon to Twitter, on which it marked Hezbollah positions, infrastructure and armaments along a section of the Israeli border. The map, according to Channel 2 News, features over 200 towns and villages which the organization has turned into its operations bases, and shows over 10,000 potential targets for Israeli strikes in the event of a new war with the terror group.A caption on the photo noted that it had been declassified, in an apparent calculated move by Israel to build a case for any future military action. It could also serve as a warning to the terror group itself, demonstrating Israel’s intelligence gathering capabilities as a deterrent.Channel 2 noted in its report that the same map has been shown to practically every foreign diplomat visiting the Jewish state, to stress the point that while Hezbollah may currently be heavily involved in the Syrian civil war, it continues to arm for conflict with Israel, while embedding itself ever deeper in the civilian population near the border. This is a war crime. http://pic.twitter.com/CPE3XS1Xs0— IDF (@IDFSpokesperson) December 6, 2016-Last week Israeli jets reportedly struck targets in Syria for the first time in three months, hitting a regime military base and a Hezbollah convoy en route to Lebanon, according to foreign media.“Israeli intelligence, it seems, found a transfer of advanced weapons to Hezbollah, and Israel decided that this wasn’t going to happen,” Maj. Gen. (res.) Yaakov Amidror, the former National Security Adviser, told Army Radio.“That’s one of our ‘red lines,’ which we’ve admitted and declared and acted on in the past,” he said.In April Prime Minister Benjamin Netanyahu revealed that Israel has carried out “dozens” of strikes on attempted arms transfers in Syria and promised it would continue to target the smuggling of “game changing” weaponry.Judah Ari Gross contributed to this report.
After raising $6m, JNF hits back at critics of reforestation efforts-Mere weeks after a wave of forest fires, the NY-based organization has already transferred $2m for firefighting equipment, including 23 trucks-By Renee Ghert-Zand December 8, 2016, 2:30 pm-THE TIMES OF ISRAEL
To plant or not to plant? That is the question that American Jews have been asking after receiving conflicting messages from leading environmental organizations about how to help replenish Israeli forests after a series of devastating fires began on November 22.More than 1,700 brushfires — some believed to have been caused by arson — ravaged tens of thousands of dunams in areas throughout the country. Woodlands, grasslands and protected parklands, as well as planted forests, were affected. Some 700 homes were damaged or destroyed, as well.Within hours of the outbreak of the first fires, the Jewish National Fund (JNF) set up an emergency fund, calling on American Jews and other Israel supporters to “Rebuild. Replant. Restore.”The American Jewish community heeded the call, with more than 10,000 donors contributing $6 million so far. Some $2 million came in online as small donations from individual donors, a quarter of whom were new to the JNF donor database, according to JNF CEO Russell F. Robinson. For American Jews who grew up dropping coins into JNF “blue boxes” or who tithed bar and bat mitzvah gift money to make Israel’s “desert bloom,” donating to the 115-year-old JNF following the recent fires seemed natural. However, as reported by The Times of Israel on November, the Society for the Protection of Nature in Israel strongly advised against tree-planting in areas affected by the fires. This led JNF donors to wonder whether their money was going toward a potentially detrimental reforestation initiative.“From an ecological standpoint, these fires do not qualify as a disaster. Nature can handle them on its own without any human intervention,” SPNI ecologist Dr. Ofri Gabay told The Times of Israel, discouraging reforestation efforts.Explaining that the burnt forests would rejuvenate on their own over time, SPNI called on people to not only resist the urge to plant trees, but also to avoid visiting affected areas for fear of disturbing the natural ecological balance. In a column that appeared earlier this week as a Times of Israel blog, SPNI director of partnerships and development Jay Shofet specifically named JNF and its Israeli partner organization Keren Kayemet Leyisrael (KKL) as organizations advocating actions that “would do irreversible damage to Israel’s already weakened ecosystem.”JNF CEO Robinson dismissed the suggestion that his New York-headquartered organization’s approach toward helping Israel recover from the recent fires was misguided. He said JNF planned on growing millions of trees, planting some now and cultivating or regenerating others by scraping bark from burnt trees to spur on new growth.“You just need to look at the Carmel Forest and drive up that road and see the green that is coming out of that mountain. This proves that KKL’s scientific methodology is good and proven,” Robinson asserted, referring to JNF-funded reforestation following a huge and deadly fire on Mount Carmel in December 2010.JNF, which partners with KKL and the Israel Fire and Rescue Authority on strategic planning, has already transferred $2 million of the funds raised since the November fires. However, this money is not going toward reforestation, but instead toward purchasing firefighting equipment and apparatus, including 23 new firetrucks so far.“Although we all learned a lot from the Carmel Fire, Israel was still ill prepared to deal with the kinds of fires that broke out all over the country, which spread crews too thinly,” Robinson said.-‘Although we all learned a lot from the Carmel Fire, Israel was still ill prepared’-JNF and its planning partners estimate that Israel needs another 550 firetrucks and 10 more fire stations in order to be able to effectively fight fires, especially when hundreds of them break out simultaneously in multiple parts of the country.Reforestation efforts will be decided as soon as JNF analyzes the overall land destruction of the latest series of fires, with the expectation that funds will initially go toward man hours needed for clearing out areas affected by the fires so that harmful mold doesn’t grow.SPNI suggested that the JNF and KKL focus their efforts on raising funds for the costly process of creating necessary buffer zones between the previously wooded areas and human living areas.Russell agreed that this is an important aspect of what needs to be done.“Mediterranean Oak trees make great natural firebreaks,” he said.
Overweight kids risk reduced brainpower as adults — study-Hebrew University research also indicates that tall people are smarter and that women — but not men — who have a growth spurt in late adolescence gain a brain boost-By Stuart Winer December 8, 2016, 4:42 pm-THE TIMES OF ISRAEL
Researchers at the Hebrew University in Jerusalem announced Thursday that they had found evidence that overweight in adolescence can lead to reduced brainpower in midlife, especially among those who come from lower-income families. The full results from the research, carried out by the Hebrew University’s Hadassah Braun School of Public Health and Community Medicine, are to be published in the Journal of Alzheimer’s. Scientists believe the findings are especially significant due to evidence that reduced cognitive function in midlife can lead to dementia in old age.To conduct the study, the team tracked the height and weight of a group of 507 individuals over a 33-year period, starting at the age of 17. When the participants reached the ages of 48-52, their socioeconomic position was evaluated and they were asked to complete a cognitive assessment.Researchers reported a link between body mass index — a measure of a person’s weight compared to their height — in youngsters and their cognitive skills decades later. A higher BMI during adolescence, indicating an overweight body, they found, can impact how a person’s brain functions when they are much older, even if their weight — and BMI — changes.“We found that higher BMI in late adolescence and the long-term cumulative burden of BMI predicted poorer cognitive function later in life,” said senior researcher Jeremy Kark. “Importantly, this study shows that an impact of obesity on cognitive function in midlife may already begin in adolescence, independently of changes in BMI over the adult life course.”While previous research has identified a link between a person’s childhood and how smart they grow up to be, the Israeli research pinned down a specific early influence that being overweight has on those who grow up in lower socioeconomic households.“Our results are consistent with the hypothesis that childhood living conditions, as reflected also by height, influence cognitive function later in life; however, our study is unique in showing that an adverse association of higher BMI with cognitive function appears to begin in adolescence and that it appears to be restricted to adults with lower childhood socioeconomic position,” Kark noted. The study also saw indications that tall people are smarter and that women — but not men — who have a growth spurt in late adolescence gain a brain boost.“Our results also show that taller stature was associated with better global cognitive function, independent of childhood and adult socioeconomic position, and that height increase in late adolescence, reflecting late growth, conferred a protective effect, but among women only,” said doctoral student Irit Cohen-Manheim, the lead author for the paper.“Evidence for the association between impaired cognitive function in midlife and subsequent dementia supports the clinical relevance of our results,” she continued. “Findings of the relation of BMI in adolescence with poorer midlife cognitive status, particularly in light of the ongoing epidemic of childhood obesity, require confirmation.”

EU stresses ‘strong opposition’ to outpost legalization-Europeans says legislation would mark first Israeli law on status of land in West Bank, which is ‘not under its jurisdiction’-By Times of Israel staff December 8, 2016, 4:05 pm
