SAN FRANCISCO (Reuters) - A massive power outage threw San Francisco into chaos for most of the work day on Friday, knocking out traffic signals, paralyzing businesses and halting the city's famed cable cars.The power outage, which was triggered by a fire in a PG&E Corp. utility substation, disrupted San Francisco's normally bustling financial district, home to banks and technology companies.The blackout started just after 9 a.m. (noon ET/1600 GMT) and at one point affected nearly 90,000 customers, according to PG&E. The cause of the fire was a circuit breaker failure at the substation, PG&E spokesman Paul Doherty said.Office workers unable to access elevators or use their keycards spilled out onto the sidewalks, some wandering the streets in search of an open cafe or sunny spot to enjoy a rare warm San Francisco day.Others simply went home, with long lines forming for ferries. For many, there was little to do but wait."When I got here we had to shut down all the servers, all the work stations were off-line," said Bard Wood, an information technology worker in the financial district. "I'm sure we've lost millions of dollars already. Apr, 09:30-The UK could be paying off its financial obligations to the EU and remain under the jurisdiction of the European Court of Justice for years after Brexit, and allow relatives of EU citizens already living in the UK settle with their family after the negotiations, an EU's draft negotiating document shows.The draft mandate for EU chief negotiator Michel Barnier, seen by Reuters, echoes the draft negotiating guidelines to be adopted by EU leaders next week, and foreshadows a clash with London.British prime minister Theresa May, who is facing voters on 8 June in a snap election, has made ending the free movement of EU citizens, budget contributions to the bloc, and oversight by the European Court of Justice (ECJ) central tenets of her position for Brexit talks.The draft EU paper says EU citizens must be covered by the full range of rights "derived from EU law" after Brexit. It would mean pension rights for those who have already left the UK, and that relatives of EU citizens living in the UK should be able to join them after Brexit, enjoying the same rights.The EU would also want to make sure these rights are protected and are enforceable. The draft says jurisdiction of the ECJ should therefore be maintained during the transition period.Agreeing to such a deal would be contrary to May’s earlier pledges, who reportedly has made getting rid of ECJ jurisdiction part of the Tory manifesto for the election.The EU says that ECJ jurisdiction is the "only possible solution" to make interim rules enforceable. Britain argues for a special UK-EU court, or an informal system without judges.The leaked document says the EU might consider an "alternative dispute settlement" system for the treaty but only if that was "equivalent" to the ECJ.On financial settlement, the document does not give an exact figure of how much Britain should pay to compensate its existing commitments to the EU. Gatineau city officials are hopeful the worst could be over for residents affected by spring flooding that's washed out local roads and caused people to leave their homes.According to the city's latest update Saturday afternoon, water levels on both the Ottawa River and the Gatineau River are either receding or holding steady."The water is down. People are a little more relaxed [and] optimistic. The weather is changing," said Sylvie Goneau, councillor for the city's Bellevue district.The spring thaw, coupled with heavy rains, had caused more than three dozen homes in the city to be voluntarily evacuated — including 23 homes alone on Boulevard Hurtubise in Gatineau's east end.Those families have now been told they can return home, Goneau said.Roads opened, safe havens closed-Although Gatineau did not declare a state of emergency, the city is among 10 western Quebec communities eligible to receive emergency financial assistance from the province to help with the spring flooding.On Saturday, city officials said Boulevard Hurtubise was reopened to local traffic, and that a special transportation service being offered to residents living on Hurtubise between Rue Campeau and Rue Sabourin would end at 10 p.m.The city is also planning to close a centre for displaced residents set up at the Jean-René-Monette Community Centre at 10 p.m., after no one came by Saturday.People can still pick up sandbags from various distribution sites, the city said. Cyclists are also being urged to stay off pathways that are still underwater.City officials will now be keeping a "close eye" in the coming days on the forecast, even though it doesn't call for rain again until the middle of next week, Goneau said."We do also have to keep an eye on water in the north," said Goneau, referring to the many lakes and rivers that flow south into the local waterways."But listen — water going down is always good news."

TULSA, Okla. — Ten microfilm Bibles once launched hundreds of thousands of miles into space sit landlocked today inside an Oklahoma courthouse while a legal battle rages in two states over who is the rightful owner of the celestial keepsakes.Eight of the 10 tiny holy books in dispute landed on the surface of the moon during NASA's 1971 Apollo 14 mission, carried in a pouch by astronaut Edgar Mitchell. Each isn't much larger than a postage stamp and contains all 1,245 pages of the King James Bible. Etched onto each strip of film at such a small size, its words must be viewed through a microscope, save for two: "HOLY BIBLE" at the very top of the slide.Shooting the scriptures into the heavens was the brainchild of the Apollo Prayer League, formed in the late 1960s to pray for the success of the space program. A novel idea at the time, flying a Bible into space led to the trend of sending other souvenirs spaceward: pocket change, LEGO figurines, and even a lightsaber wielded by the "Star Wars" movies' Luke Skywalker.An ongoing slog in Texas and Oklahoma courts encapsulates the complexity of what to do with space relics: Connecting with the cosmos seems cool, but figuring out what to do with them can get costly and contentious back on Earth.Co-founded by the late NASA chaplain John M. Stout, the prayer league took its mission statement from Mark 16:15 literally: "Go ye into all the world, and preach the gospel to every creature." After the Apollo 14 mission, Stout gave many of his valuable artifacts away to family or friends, squirreling away the rest in his tiny Texas apartment.Now, these "first lunar Bibles" are stored at the Tulsa County courthouse, awaiting a May 3 hearing over who owns them — Texas or Tulsa author and businesswoman Carol Mersch, who befriended Stout in 2009 while working on a book about attempts to land a Bible on the moon. Mersch claims the late chaplain gave her the Bibles while she wrote the book, and she keeps a certificate of authenticity signed by Stout and Mitchell as proof.But that hasn't been good enough for Texas, whose attorneys argue that Stout and his wife became wards of the state in their twilight years after their son, Jonathan, raised concerns about his parents' deteriorating mental and physical well-being. She died in 2014; he passed away in December.In the view of the Texas Department of Aging and Disability Services, as represented by the state attorney general, that means the Jonathan Stout should inherit the Bibles. Estate-related legal wrangling has locked Texas and Mersch in the six-year fight.Jonathan Stout didn't reply to numerous messages and emails seeking comment on the case. Spokeswomen for the Texas disability services agency and the attorney general's office declined to comment, citing the pending lawsuit.Texas' attorneys have accused Mersch of cheating Stout out of the Bibles. "It's a little-known story that needs to be told, and putting them in museums is a way to preserve their legacy."The author isn't the only one who believes the Bibles are valuable.Since the Apollo missions, some have found their way to noted auction houses. Hobby Lobby president Steve Green paid more than $56,000 for one at Sotheby's in 2012 for his family's travelling Bible collection, according to published reports. Others — some with dubious provenance — have fetched from $20,000 to $75,000 or more at auction. (Reuters) - Scattered wildfires were burning in drought-stricken parts of central and southwestern Florida on Saturday, destroying nine homes and triggering evacuation orders for about 2,000 other residences.Governor Rick Scott, who declared a state of emergency on April 11 because of dry conditions in Florida, deployed National Guard troops to help residents to safety. Baghdad (AFP) - Hundreds of thousands of Shiite faithful thronged the mausoleum of Imam Kadhim in Baghdad Sunday for the climax of a week-long pilgrimage that saw millions converge on the Iraqi capital.Beating their heads and chests, crowds of pilgrims lurched and swerved to try to touch a mock coffin being carried to the shrine in the northern neighbourhood of Kadhimiyah."This visit means a lot to us, it is about showing respect for the suffering of the imam and the injustice he faced and about reaffirming our dedication to him," said Ahmad Jamal, a 28-year-old civil servant in the crowd of pilgrims.Kadhim, the seventh of 12 revered imams in Shiite Islam, died in 799 AD. The commemoration has in recent years turned into a huge event that brings the Iraqi capital to a standstill for days.The organisers estimated that around 10 million people came to Kadhimiyah for the commemoration in recent years, which is still less than the 17 million faithful said to have visited the southern shrine city of Karbala for the Arbaeen pilgrimage last year.Shiite religious events and sites are considered prime potential targets for suicide attacks by the Islamic State group and huge security deployments were visible across Baghdad.Many of the main thoroughfares have been blocked to traffic for days to minimise the risk of car bombs and allow the pilgrims to reach the shrine. BRUSSELS (Reuters) - The European Union is considering legislative measures to harmonize how online platforms like Facebook , Twitter and Google take down hate speech and incitement to violence, a draft document seen by Reuters shows.The proliferation of hate speech and fake news on social media has led to companies coming under increased pressure to take it down quickly.In a draft policy paper, the European Commission says there is a "high degree of variation in the approaches taken to removal of illegal content - be it incitement to terrorism, hate speech, child sexual abuse material, or infringements of intellectual property rights"."Such divergences may be justified in some cases (e.g. for certain types of illegal content); but in other cases they reduce the effectiveness of the system (e.g. by delaying the removal of terrorist propaganda)."The Commission says it may come forward with legislative and/or non-legislative instruments by the end of the year to address "legal fragmentation and uncertainty related to the removal of illegal content by online platforms".Germany last month unveiled a law which would fine social media companies up to 50 million euros ($53.62 million) if they fail to remove hate postings quickly, prompting concerns it could threaten free speech.Facebook, Twitter, Google's YouTube and Microsoft last year agreed to an EU code of conduct to tackle online hate speech within 24 hours, but were criticized by the Commission for not being fast enough.Companies say they are in a difficult position as they are not liable for content posted on their platforms and not required to actively monitor what goes up. MOSUL, Iraq (Reuters) - Heavy two-way traffic of carts carrying children, clothes, and the elderly crowded the main Baghdad-Mosul road on Sunday as hundreds of Iraqis fled heavy fighting or made their way back to areas seized back from Islamic State.Families paid no heed to the sound of heavy mortar, artillery and machine gun fire raging in the background as U.S.-trained Iraqi forces battled Islamic State some two km.(about a mile) away.Some had walked miles to a government checkpoint where the men were placed in army trucks and sent for security screening to ensure no militant sleeper cells get out of the city. Women and children were put on busses and sent to camps housing hundreds of thousands, some displaced since the offensive to retake the Islamic State stronghold began in October."We left because of darkness, hunger, and death. There are bullets and air strikes. We were injured, our children were injured," said Younnes Ahmed, who was fleeing al-Thaura district with his family, their clothes all piled on a cart. There was a deep bullet wound on his hand.A group of young men further inside the city sat on the street as soldiers gave them back identification cards they had taken to conduct background checks before letting them go.Most houses were reduced to rubble, either because of air strikes or Islamic State bombs. Cars were hollowed out."Islamic State blew up my house with TNT to shield against air strikes," said Hossam Saleh who now lives in rubble because he has nowhere to escape to.Others were walking back into the city, eager to reclaim their homes after their neighborhoods had been retaken from Islamic State by U.S.-backed security forces."We left because of the air strikes but have now returned. But we want the government to restore services like electricity and water and to allow us to drive instead of using carts," said Mosaab Mohamed who was walking back into Mosul with his family.Iraqi forces have taken much of Mosul from the militants who overran the city in June 2014. The military now controls the eastern districts and are making advances in the west.Islamic State fighters, holding out in the Old City, are surrounded in the northwest and are using booby traps, sniper and mortar fire to defend themselves.Three policemen were killed in a suicide attack south of Mosul. I call on the government to redistribute the people in areas like ours into other safer areas in Mosul."Hundreds of thousands of civilians are still trapped in western Mosul, where Iraqi forces are making slow progress against Islamic State in what is a labyrinth of narrow streets.As of April 20, some 503,000 people have been displaced from Mosul, of whom 91,000 have returned, according to the U.N. refugee agency UNHCR. SAN FRANCISCO (Reuters) - A massive power outage threw San Francisco into chaos for most of the work day on Friday, knocking out traffic signals, paralyzing businesses and halting the city's famed cable cars.The power outage, which was triggered by a fire in a PG&E Corp. utility substation, disrupted San Francisco's normally bustling financial district, home to banks and technology companies.The blackout started just after 9 a.m. (noon ET/1600 GMT) and at one point affected nearly 90,000 customers, according to PG&E. The cause of the fire was a circuit breaker failure at the substation, PG&E spokesman Paul Doherty said.Office workers unable to access elevators or use their keycards spilled out onto the sidewalks, some wandering the streets in search of an open cafe or sunny spot to enjoy a rare warm San Francisco day.Others simply went home, with long lines forming for ferries. For many, there was little to do but wait."When I got here we had to shut down all the servers, all the work stations were off-line," said Bard Wood, an information technology worker in the financial district. "I'm sure we've lost millions of dollars already. There's no business down here right now."Some cable car operators snoozed after their cars stalled on the street rails.Traffic was snarled and emergency workers responded to 20 elevator rescues, according to the city's fire department, but there were no reported deaths or major injuries. Apr, 09:30-The UK could be paying off its financial obligations to the EU and remain under the jurisdiction of the European Court of Justice for years after Brexit, and allow relatives of EU citizens already living in the UK settle with their family after the negotiations, an EU's draft negotiating document shows.The draft mandate for EU chief negotiator Michel Barnier, seen by Reuters, echoes the draft negotiating guidelines to be adopted by EU leaders next week, and foreshadows a clash with London.British prime minister Theresa May, who is facing voters on 8 June in a snap election, has made ending the free movement of EU citizens, budget contributions to the bloc, and oversight by the European Court of Justice (ECJ) central tenets of her position for Brexit talks.The draft EU paper says EU citizens must be covered by the full range of rights "derived from EU law" after Brexit. It would mean pension rights for those who have already left the UK, and that relatives of EU citizens living in the UK should be able to join them after Brexit, enjoying the same rights.The EU would also want to make sure these rights are protected and are enforceable. The draft says jurisdiction of the ECJ should therefore be maintained during the transition period.Agreeing to such a deal would be contrary to May’s earlier pledges, who reportedly has made getting rid of ECJ jurisdiction part of the Tory manifesto for the election.The EU says that ECJ jurisdiction is the "only possible solution" to make interim rules enforceable. Britain argues for a special UK-EU court, or an informal system without judges.The leaked document says the EU might consider an "alternative dispute settlement" system for the treaty but only if that was "equivalent" to the ECJ.On financial settlement, the document does not give an exact figure of how much Britain should pay to compensate its existing commitments to the EU. An earlier estimate around €60 billion was dismissed.Instead, it says the exit treaty should set a "global amount" to honour financial obligations, but should be adjustable.The document states that there should be "a schedule of annual payments" that would reflect the fact that loans and guarantees made by the EU while Britain was a member extend beyond 2019.In line with the EU's view that an exit agreement should come before any talks on future trade relations between the EU and the UK, the document only describes the Brexit negotiations, but not any future settlement.Highlighting the complexity of untangling EU-UK ties, the paper said goods placed on the market on either side of the EU-UK border before Brexit would continue to be covered by EU rules even if only sold afterwards, addressing uncertainties about guarantees and labelling.The negotiating directives can be approved once EU leaders agree on the bloc's negotiating guidelines next week.Negotiations are set to start after the 8 June snap elections in the UK, in which May hopes to sideline those Tories who supported remaining in the bloc, and negotiate a "hard Brexit".European Commission president Jean-Claude Juncker, along with Barnier, is to meet May in London next week.

Gatineau city officials are hopeful the worst could be over for residents affected by spring flooding that's washed out local roads and caused people to leave their homes.According to the city's latest update Saturday afternoon, water levels on both the Ottawa River and the Gatineau River are either receding or holding steady."The water is down. People are a little more relaxed [and] optimistic. The weather is changing," said Sylvie Goneau, councillor for the city's Bellevue district.The spring thaw, coupled with heavy rains, had caused more than three dozen homes in the city to be voluntarily evacuated — including 23 homes alone on Boulevard Hurtubise in Gatineau's east end.Those families have now been told they can return home, Goneau said.Roads opened, safe havens closed-Although Gatineau did not declare a state of emergency, the city is among 10 western Quebec communities eligible to receive emergency financial assistance from the province to help with the spring flooding.On Saturday, city officials said Boulevard Hurtubise was reopened to local traffic, and that a special transportation service being offered to residents living on Hurtubise between Rue Campeau and Rue Sabourin would end at 10 p.m.The city is also planning to close a centre for displaced residents set up at the Jean-René-Monette Community Centre at 10 p.m., after no one came by Saturday.People can still pick up sandbags from various distribution sites, the city said. Cyclists are also being urged to stay off pathways that are still underwater.City officials will now be keeping a "close eye" in the coming days on the forecast, even though it doesn't call for rain again until the middle of next week, Goneau said."We do also have to keep an eye on water in the north," said Goneau, referring to the many lakes and rivers that flow south into the local waterways."But listen — water going down is always good news."

TULSA, Okla. — Ten microfilm Bibles once launched hundreds of thousands of miles into space sit landlocked today inside an Oklahoma courthouse while a legal battle rages in two states over who is the rightful owner of the celestial keepsakes.Eight of the 10 tiny holy books in dispute landed on the surface of the moon during NASA's 1971 Apollo 14 mission, carried in a pouch by astronaut Edgar Mitchell. Each isn't much larger than a postage stamp and contains all 1,245 pages of the King James Bible. Etched onto each strip of film at such a small size, its words must be viewed through a microscope, save for two: "HOLY BIBLE" at the very top of the slide.Shooting the scriptures into the heavens was the brainchild of the Apollo Prayer League, formed in the late 1960s to pray for the success of the space program. A novel idea at the time, flying a Bible into space led to the trend of sending other souvenirs spaceward: pocket change, LEGO figurines, and even a lightsaber wielded by the "Star Wars" movies' Luke Skywalker.An ongoing slog in Texas and Oklahoma courts encapsulates the complexity of what to do with space relics: Connecting with the cosmos seems cool, but figuring out what to do with them can get costly and contentious back on Earth.Co-founded by the late NASA chaplain John M. Mersch claims the late chaplain gave her the Bibles while she wrote the book, and she keeps a certificate of authenticity signed by Stout and Mitchell as proof.But that hasn't been good enough for Texas, whose attorneys argue that Stout and his wife became wards of the state in their twilight years after their son, Jonathan, raised concerns about his parents' deteriorating mental and physical well-being. She died in 2014; he passed away in December.In the view of the Texas Department of Aging and Disability Services, as represented by the state attorney general, that means the Jonathan Stout should inherit the Bibles. Estate-related legal wrangling has locked Texas and Mersch in the six-year fight.Jonathan Stout didn't reply to numerous messages and emails seeking comment on the case. Spokeswomen for the Texas disability services agency and the attorney general's office declined to comment, citing the pending lawsuit.Texas' attorneys have accused Mersch of cheating Stout out of the Bibles. Mersch said if she wins, she'll donate some of the Bibles to museums or seminaries around the world, per the chaplain's wishes. Others — some with dubious provenance — have fetched from $20,000 to $75,000 or more at auction. (Reuters) - Scattered wildfires were burning in drought-stricken parts of central and southwestern Florida on Saturday, destroying nine homes and triggering evacuation orders for about 2,000 other residences.Governor Rick Scott, who declared a state of emergency on April 11 because of dry conditions in Florida, deployed National Guard troops to help residents to safety. Baghdad (AFP) - Hundreds of thousands of Shiite faithful thronged the mausoleum of Imam Kadhim in Baghdad Sunday for the climax of a week-long pilgrimage that saw millions converge on the Iraqi capital.Beating their heads and chests, crowds of pilgrims lurched and swerved to try to touch a mock coffin being carried to the shrine in the northern neighbourhood of Kadhimiyah."This visit means a lot to us, it is about showing respect for the suffering of the imam and the injustice he faced and about reaffirming our dedication to him," said Ahmad Jamal, a 28-year-old civil servant in the crowd of pilgrims.Kadhim, the seventh of 12 revered imams in Shiite Islam, died in 799 AD. The commemoration has in recent years turned into a huge event that brings the Iraqi capital to a standstill for days.The organisers estimated that around 10 million people came to Kadhimiyah for the commemoration in recent years, which is still less than the 17 million faithful said to have visited the southern shrine city of Karbala for the Arbaeen pilgrimage last year.Shiite religious events and sites are considered prime potential targets for suicide attacks by the Islamic State group and huge security deployments were visible across Baghdad.Many of the main thoroughfares have been blocked to traffic for days to minimise the risk of car bombs and allow the pilgrims to reach the shrine. Some of them walk several days, mostly from southern Iraq.

BRUSSELS (Reuters) - The European Union is considering legislative measures to harmonize how online platforms like Facebook , Twitter and Google take down hate speech and incitement to violence, a draft document seen by Reuters shows.The proliferation of hate speech and fake news on social media has led to companies coming under increased pressure to take it down quickly.In a draft policy paper, the European Commission says there is a "high degree of variation in the approaches taken to removal of illegal content - be it incitement to terrorism, hate speech, child sexual abuse material, or infringements of intellectual property rights"."Such divergences may be justified in some cases (e.g. for certain types of illegal content); but in other cases they reduce the effectiveness of the system (e.g. by delaying the removal of terrorist propaganda)."The Commission says it may come forward with legislative and/or non-legislative instruments by the end of the year to address "legal fragmentation and uncertainty related to the removal of illegal content by online platforms".Germany last month unveiled a law which would fine social media companies up to 50 million euros ($53.62 million) if they fail to remove hate postings quickly, prompting concerns it could threaten free speech.Facebook, Twitter, Google's YouTube and Microsoft last year agreed to an EU code of conduct to tackle online hate speech within 24 hours, but were criticized by the Commission for not being fast enough.Companies say they are in a difficult position as they are not liable for content posted on their platforms and not required to actively monitor what goes up. MOSUL, Iraq (Reuters) - Heavy two-way traffic of carts carrying children, clothes, and the elderly crowded the main Baghdad-Mosul road on Sunday as hundreds of Iraqis fled heavy fighting or made their way back to areas seized back from Islamic State.Families paid no heed to the sound of heavy mortar, artillery and machine gun fire raging in the background as U.S.-trained Iraqi forces battled Islamic State some two km.(about a mile) away.Some had walked miles to a government checkpoint where the men were placed in army trucks and sent for security screening to ensure no militant sleeper cells get out of the city. Women and children were put on busses and sent to camps housing hundreds of thousands, some displaced since the offensive to retake the Islamic State stronghold began in October."We left because of darkness, hunger, and death. There are bullets and air strikes. We were injured, our children were injured," said Younnes Ahmed, who was fleeing al-Thaura district with his family, their clothes all piled on a cart. There was a deep bullet wound on his hand.A group of young men further inside the city sat on the street as soldiers gave them back identification cards they had taken to conduct background checks before letting them go.Most houses were reduced to rubble, either because of air strikes or Islamic State bombs. Cars were hollowed out."Islamic State blew up my house with TNT to shield against air strikes," said Hossam Saleh who now lives in rubble because he has nowhere to escape to.Others were walking back into the city, eager to reclaim their homes after their neighborhoods had been retaken from Islamic State by U.S.-backed security forces."We left because of the air strikes but have now returned. But we want the government to restore services like electricity and water and to allow us to drive instead of using carts," said Mosaab Mohamed who was walking back into Mosul with his family.Iraqi forces have taken much of Mosul from the militants who overran the city in June 2014. The military now controls the eastern districts and are making advances in the west.Islamic State fighters, holding out in the Old City, are surrounded in the northwest and are using booby traps, sniper and mortar fire to defend themselves.Three policemen were killed in a suicide attack south of Mosul. A group of about 10 assailants, including four suicide bombers, had tried to infiltrate a Federal Police helicopter base in Al-Areej, a police captain told Reuters.-WATER-Those who have returned say the government has been slow to restore services even to western districts that had been retaken a while ago."We are besieged in the Resala area. There are stray bullets from other areas where there is fighting; three children have died," said Mohamed Sobhi."Water and aid cannot reach us. I call on the government to redistribute the people in areas like ours into other safer areas in Mosul."Hundreds of thousands of civilians are still trapped in western Mosul, where Iraqi forces are making slow progress against Islamic State in what is a labyrinth of narrow streets.As of April 20, some 503,000 people have been displaced from Mosul, of whom 91,000 have returned, according to the U.N. refugee agency UNHCR. The U.N. migration agency, the IOM, puts the displaced figure at 334,518 people as of April 23.Still, there were signs of a slow return to commerce on Sunday, with one man setting up a cigarette stand and a family selling candy bars and water on the Mosul-Baghdad road, and residents were eager to rebuild."We do not want anything from the government, we just want to be allowed to help ourselves.
