North Korea state media warns of nuclear strike if provoked as U.S. warships approach-[Reuters]-By Ju-min Park-YAHOONEWS-April 11, 2017

SEOUL (Reuters) - North Korean state media on Tuesday warned of a nuclear attack on the United States at any sign of a U.S. pre-emptive strike as a U.S. Navy strike group led by a nuclear-powered aircraft steamed towards the western Pacific.Tension has escalated sharply on the Korean peninsula with talk of military action by the United States gaining traction following its strikes last week against Syria and amid concerns the reclusive North may soon conduct a sixth nuclear test.North Korea's official Rodong Sinmun newspaper said the country was prepared to respond to any aggression by the United States."Our revolutionary strong army is keenly watching every move by enemy elements with our nuclear sight focused on the U.S. invasionary bases not only in South Korea and the Pacific operation theatre but also in the U.S. mainland," it said.South Korean acting President Hwang Kyo-ahn warned of "greater provocations" by North Korea and ordered the military to intensify monitoring and to ensure close communication with the United States."It is possible the North may wage greater provocations such as a nuclear test timed with various anniversaries including the Supreme People's Assembly," said Hwang, acting leader since former president Park Geun-hye was removed amid a graft scandal. The North convened a Supreme People's Assembly session on Tuesday, one of its twice-yearly sessions in which major appointments are announced and national policy goals are formally approved. But South Korean officials took pains to quell talk in social media of an impending security crisis or outbreak of war."We'd like to ask precaution so as not to get blinded by exaggerated assessment about the security situation on the Korean peninsula," Defence Ministry spokesman Moon Sang-kyun said.Saturday is the 105th anniversary of the birth of Kim Il Sung, the country's founding father and grandfather of current ruler, Kim Jong Un.A military parade is expected in the North's capital, Pyongyang, to mark the day. North Korea often also marks important anniversaries with tests of its nuclear or missile capabilities in breach of U.N. Security Council resolutions.Syrian President Bashar al-Assad sent a message of congratulations to mark the event, lambasting "big powers" for their "expansionist" policy."The friendly two countries are celebrating this anniversary and, at the same time, conducting a war against big powers' wild ambition to subject all countries to their expansionist and dominationist policy and deprive them of their rights to self-determination," Russian news agency Tass quote the message as saying. The North's foreign ministry, in a statement carried by its KCNA news agency, said the U.S. navy strike group's approach showed America's "reckless moves for invading had reached a serious phase"."We never beg for peace but we will take the toughest counteraction against the provocateurs in order to defend ourselves by powerful force of arms and keep to the road chosen by ourselves," an unidentified ministry spokesman said.North Korea and the rich, democratic South are technically still at war because their 1950-53 conflict ended in a truce, not a peace treaty. The North regularly threatens to destroy the South and its main ally, the United States.-SANCTIONS WARNING-Delegates from around the North have been arriving in Pyongyang ahead of the assembly session. They visited statues of previous leaders Kim Il Sung and his son, Kim Jong Il, state media reported.North Korea is emerging as one of the most pressing foreign policy problems facing the administration of U.S. President Donald Trump. It has conducted five nuclear tests, two of them last year, and is working to develop nuclear-tipped missiles that can reach the United States. The Trump administration is reviewing its policy towards North Korea and has said all options are on the table, including military strikes, but U.S. officials said non-military action appears to be at the top of the list if any action were to be taken.Russia's foreign ministry, in a statement ahead of a visit by U.S. Secretary of State Rex Tillerson, said it was concerned about many aspects of U.S. foreign policy, and particularly concerned about North Korea."We are really worried about what Washington has in mind for North Korea after it hinted at the possibility of a unilateral military scenario," a statement said."It's important to understand how that would tally with collective obligations on de-nuclearising the Korean peninsula, something that is underpinned in U.N. Security Council resolutions."Russia slammed U.S. cruise missile strikes on a Syrian air base on Friday, calling them an illegal attack on a sovereign state. The U.S. Navy strike group Carl Vinson was diverted from planned port calls to Australia and would move towards the western Pacific Ocean near the Korean peninsula as a show of force, a U.S. official told Reuters over the weekend.U.S. officials said it would still take the strike group more than a week to arrive near the Korean peninsula.Trump and his Chinese counterpart, Xi Jinping, met in Florida last week and Trump pressed Xi to do more to curb North Korea's nuclear programme.China and South Korea agreed on Monday to impose tougher sanctions on North Korea if it carried out nuclear or long-range missile tests, a senior official in Seoul said.On Tuesday, a fleet of North Korean cargo ships was heading home to the port of Nampo, the majority of it fully laden, after China ordered its trading companies to return coal from the isolated state to curb coal traffic, sources with direct knowledge of the trade said. The order was given on April 7, just as Trump and Xi were set for the summit where the two agreed the North Korean nuclear advances had reached a "very serious stage", Tillerson said.Following repeated missile tests that drew international criticism, China banned all imports of North Korean coal on Feb. 26, cutting off the country's most important export product. As well as the anniversary of Kim Il Sung's birth, there are several other North Korean anniversaries in April that could be opportunities for weapon tests, South Korean officials have said. The North is seen ready to conduct its sixth nuclear test at any time, with movements detected by satellite at its Punggye-ri nuclear test site.(Additional reporting by Idrees Ali in Washington; Editing by Jack Kim, Robert Birsel and Nick Macfie)

Schulz opposes 'two percent' Nato goal By Peter Teffer-APR 11,17-EUOBSERVER

Brussels, Today, 09:25-Martin Schulz, the centre-left contender to become Germany's next chancellor, said he would not pursue policies to achieve an increase of defence spending as agreed with Nato allies.Schulz said the long-term goal of reaching a defence budget of two percent of gross domestic product (GDP), would mean that Germany would increase military spending by at least €20 billion in the coming years.“That can definitely not be the goal of a government led by me,” said Schulz at a press conference on Monday (10 April). In 2014, Nato allies agreed in Wales that, by 2024, each member of the transatlantic military alliance would spend two percent of its GDP on defence. The party or parties that end up as the new German government after federal elections on 24 September, will be set to be in power until 2021.Following the election of president Donald Trump, the US has regularly reminded European Nato members that most of them are a long way from that goal, and told them to do more.Currently, Estonia, Greece, Poland, and the UK are the only European Nato members that have met the target.Germany, the EU's largest member state, is planning to spend €37 billion on defence in 2017, which amounts to around 1.2 percent of the country's GDP.Schulz' main rival, chancellor Angela Merkel of the centre-right CDU party, has said Germany feels “obliged to reach this goal” of two percent defence spending.“We will do everything we can in order to fulfil this commitment,” Merkel said in February, at the Munich Security Conference. But the centre-left social-democrats, who have been in a coalition with Merkel's CDU and its sister party CSU since 2013, have recently been railing against the Nato pledge, despite them being in government when it was agreed.Schulz' predecessor as Social Democrat leader, Sigmar Gabriel, now foreign minister, said last month the Nato target was non-binding. He added that the required increase in German military spending would be "totally unrealistic".Gabriel had also said in February that the historic context should be considered when asking Germany to increase its military spending.“One has to ask whether it would really calm Germany's neighbours if we turned into a big military power in Europe and ... spent over €60 billion a year [on] weapons,” Gabriel said, according to Reuters, adding he had his “doubts”.Dalibor Rohac, a research fellow at the American Enterprise Institute, recently noted that if Germany earmarked just over two percent of its GDP on defence, it would outspend Russia and become the world's fourth-largest military power.“There are some good reasons to believe that this would be a good thing. Yet, it is far from obvious as to whether Germany’s neighbours and partners in Europe would be thrilled by this prospect,” he wrote in an opinion piece for EUobserver recently.Schulz, a former president of the European Parliament, also appeared wary of that prospect. He warned of “a policy which leads to having a highly armed army in the middle of Europe”, and said that there should be “disarmament initiatives instead of an arms race”.The centre-left German has the backing of his friend and current leader of the European Commission, centre-right politician Jean-Claude Juncker.Juncker said in February that Germany was wrong to hammer on about the two percent budget pledge, saying the American idea of security was “too narrow”.

EU scrambles meeting over border chaos By Nikolaj Nielsen-APR 11,17-EUOBSERVER

BRUSSELS, Today, 09:28-The European Commission is scrambling experts from member states to meet in Brussels following traffic chaos and huge traveller delays over new security rules at the external borders."When it comes to lengthy queues we are in contact with several member states and we are going to have an expert meeting this week to address these issues," an EU commission spokesperson told reporters on Monday (10 April). The rules are part of a larger anti-terror effort after EU nationals that had fought alongside militant extremists in Syria then returned to launch attacks in Paris.National authorities are required as of last week to ID check, using security databases, every EU citizen that leaves or enters the outer fringes of the Schengen area of 26 EU states. The task is large. In 2015, more than 200 million border crossings were registered at the external borders of the Schengen area.Within hours of its launch, Slovenia suspended the checks, due to the massive traffic jams at its border with non-Schengen EU member state Croatia.Huge delays were also reported at airports in Greece and Spain. The Greek police announced they would suspend the systematic ID checks of EU citizens for six months.Outdated ID cards of Greek nationals meant border authorities had to manually enter data, according to Greek media news outlet Kathimerini. The rules allow for a six-month derogation at airports but not at land and sea borders, posing questions on why people had to endure long waits at the border between Croatia and Slovenia. The EU commission on Monday said member states "did indeed have time to prepare for the entry into force of these new rules".The proposal for systematic checks was first announced in December 2015 and then adopted by EU countries early last month. The commission says authorities are allowed to derogate from the checks at land and sea borders, but must first provide "a thorough risk assessment" to make sure the overall level of security is not weakened.EU home affairs commissioner Dimitris Avramopoulos is in talks with the Croatian authorities over the affair.Other EU commission officials are also talking to the Slovenians.-Schengen information System-Broader concerns remain over some of the security databases used during the latest checks.Among those is the EU-wide Schengen Information System (SIS) that issues alerts to border authorities on everything from missing persons to wanted criminals.Authorities can also issue alerts on foreign fighters, although that data has not always been entered into the system.Proposals, which are yet to be adopted, have since been floated to make it mandatory.Gilles de Kerchove, the EU's anti-terror coordinator, last year said only five EU states bothered entering alerts on foreign fighters in the database. He noted that the information on the homegrown returning terrorists is also often incomplete. The EU commission had also downplayed the threat of returning fighters.EU commissioner for security Julian King last November described it as a speculation that "is sometimes exaggerated."

It could be legal to carry up to 30 grams of marijuana under bill to be tabled Thursday-[CBC]-YAHOONEWS-April 10, 2017

When marijuana becomes a legal recreational drug in Canada, the Liberal government wants Canadians to be able to hold up to 30 grams without fear of running afoul of the law, Radio-Canada and CBC News have learned. That is just one of several details about what will be included in the federal government's marijuana legislation, which is expected to be introduced on Thursday, according to a senior government source.Other elements that will be contained in the upcoming bill include: - Introducing penalties for selling cannabis to minors and driving while under the influence of marijuana — both of which were contained in the Liberals' election platform. - Rules that will set limits on how marijuana products are marketed, which are expected to be similar to the limitations on alcohol and tobacco. - Funding for a public awareness campaign. - The approval of roadside saliva tests to detect drug use.Drugged driving presents a particular challenge. The cannabis task force noted that roadside tests to determine whether a driver is impaired because of pot use are still in development. Public Safety Canada has been working with police in several cities to run pilot projects on different roadside detection tests. As CBC News has previously reported, the Trudeau government's goal is to make legalization a reality in Canada on or before July 1, 2018.Legalization was a Liberal campaign promise in the 2015 election campaign. Both as Liberal leader and later as prime minister, Justin Trudeau has pitched to Canadians that legalization will make it harder for young people to access pot and will take profits away from organized crime. It's expected the government will follow a lot of the advice provided by the Task Force on Cannabis Legalization and Regulation.According to recent reporting by CBC News, that will include: - A minimum age of 18 to buy marijuana, though provinces and territories will have the option of setting a higher age limit. - Allowing Canadians to grow four marijuana plants per household. - Licensing of producers, as well as ensuring the safety and security of the marijuana supply, will be a federal concern. - Provinces and territories will set the price for marijuana and decide how it is distributed and sold.-Much to discuss-Many of those suggestions will be hot topics of debate. The Canadian Medical Association has suggested the legal age to buy marijuana should be 21, arguing that would limit damage to developing brains.Home-growing is not a popular subject for the Canadian Association of Chiefs of Police. That group says it will put added demand on police and make it harder to keep the drug away from children. Medical marijuana companies have seen their stocks surge and sometimes plunge along the path toward legalization in Canada. However, both the chair of the government's task force and the parliamentary budget officer have warned that legalization won't necessarily be a major cash cow for governments, particularly in the first few years. The prime minister has already suggested that any government revenues from marijuana sales won't go toward fattening the federal bank account. Instead, Trudeau has said the money could go toward addiction treatment, mental health support and education programs.

MATTHEW 24:7-8

8 All these are the beginning of sorrows.

Risk of mass starvation rapidly rising in Africa, Yemen, U.N. warns-[Reuters]-By Stephanie Nebehay-YAHOONEWS-April 11, 2017

GENEVA (Reuters) - The risk of mass starvation in four countries -- northeast Nigeria, Somalia, South Sudan and Yemen - -is rapidly rising due to drought and conflict, the U.N. refugee agency said on Tuesday. Some 20 million people live in hard-hit areas where harvests have failed and malnutrition rates are increasing, particularly among young children, it said.In South Sudan alone -- where the United Nations declared famine in some areas in February -- "a further 1 million people are now on the brink of famine", UNHCR spokesman Adrian Edwards said."We are raising our alarm level further by today warning that the risk of mass deaths from starvation among populations in the Horn of Africa, Yemen and Nigeria is growing," Edwards told a news briefing."This really is an absolutely critical situation that is rapidly unfolding across a large swathe of Africa from west to east," he said.People are on the run within their countries and there are also greater numbers of South Sudanese refugees fleeing to Sudan and Uganda, according to the UNHCR, the U.N. High Commissioner for Refugees.A preventable humanitarian catastrophe, possibly worse than that of 2011 when 260,000 people died of famine in the Horn of Africa, half of them children, "is fast becoming an inevitability", Edwards said."Always the problem that we have with humanitarian crises in sub-Saharan Africa is that they tend to get overlooked until things are too late," he said. "A repeat must be avoided at all costs."UNHCR is scaling up its operations but is stymied by a severe funding shortfall, with some of the country programmes only funded at between 3 and 11 percent, he said.Overall the United Nations has appealed for $4.4 billion for the four countries but has received less $984 million or 21 percent to date, Jens Laerke of the U.N. Office for Coordination of Humanitarian Affairs (OCHA) said.(Reporting by Stephanie Nebehay; Editing by Jeremy Gaunt)

Russia, before Tillerson visit, says worried USA may attack North Korea-[Reuters]-By Andrew Osborn-YAHOONEWS-April 11, 2017

MOSCOW (Reuters) - Russia said it hoped forthcoming talks in Moscow with U.S. Secretary of State Rex Tillerson would be productive, but said it was extremely worried the United States might decide to unilaterally attack North Korea.North Korea is emerging as one of the most pressing foreign policy problems for U.S. President Donald Trump. Pyongyang has conducted five nuclear tests and is working to develop nuclear-tipped missiles that can reach the United States.A U.S. official told Reuters over the weekend that a U.S. Navy strike group led by a nuclear-powered aircraft carrier was steaming towards the western Pacific as a show of force.Tillerson, on his first visit to Moscow as secretary of state, is due to hold talks with Sergei Lavrov, his Russian counterpart, on Wednesday at a time when U.S.-Russia ties are languishing at a post Cold War low.The Russian foreign ministry, in a statement ahead of his visit, said it was concerned about many aspects of U.S. foreign policy, including on Libya, Yemen and Syria, but said it was particularly concerned about North Korea."We are really worried about what Washington has in mind for North Korea after it hinted at the possibility of a unilateral military scenario," the statement said."It's important to understand how that would tally with collective obligations on de-nuclearising the Korean peninsula, something that is underpinned in U.N. Security Council resolutions."Russia slammed U.S. cruise missile strikes on a Syrian air base on Friday calling them an illegal attack on a sovereign state. There are growing fears in Moscow that Trump, who it once thought would be isolationist, is becoming increasingly confident about using force to achieve his foreign policy goals.Russian foreign ministry said on Tuesday it hoped the United States would agree to an international investigation of the nerve gas attack which prompted the U.S. missile strike on Syria and that U.S. officials would also take part in Afghanistan talks in Moscow later this week.(Editing by Andrey Ostroukh)

Official: Russia knew Syrian chemical attack was coming-[The Canadian Press]-YAHOONEWS-April 11, 2017

WASHINGTON — The United States has made a preliminary conclusion that Russia knew in advance of Syria's chemical weapons attack last week, but has no proof of Moscow's involvement, a senior U.S. official said Monday. The official said that a drone operated by Russians was flying over a hospital as victims of the attack were rushing to get treatment. Hours after the drone left, a Russian-made fighter jet bombed the hospital in what American officials believe was an attempt to cover up the usage of chemical weapons. The U.S. official said the presence of the surveillance drone over the hospital couldn't have been a coincidence, and that Russia must have known the chemical weapons attack was coming and that victims were seeking treatment. The official, who wasn't authorized to speak publicly on intelligence matters and demanded anonymity, didn't give precise timing for when the drone was in the area, where more than 80 people were killed. The official also didn't provide details for the military and intelligence information that form the basis of what the Pentagon now believes.Another U.S. official cautioned that no final American determination has been made that Russia knew ahead of time that chemical weapons would be used. That official wasn't authorized to speak about internal administration deliberations and spoke on condition of anonymity. The allegation of Russian foreknowledge is grave, even by the standards of the currently dismal U.S.-Russian relations.Although Russia has steadfastly supported Syrian President Bashar Assad's government, and they've co-ordinated military attacks together, Washington has never previously asserted that Moscow was complicit in any attack that involved the gassing of innocent civilians, including children. The former Cold War foes even worked together in 2013 to remove and destroy more than 1,300 tons of Syrian chemical weapons and agents.Until Monday, U.S. officials had said they weren't sure whether Russia or Syria operated the drone. The official said the U.S. is now convinced Russia controlled the drone. The official said it still isn't clear who was flying the jet that bombed the hospital, because the Syrians also fly Russian-made aircraft.U.S. officials previously have said Russians routinely work with Syrians at the Shayrat air base where the attack is supposed to have originated. U.S. officials say the chemical weapons were stored there and that those elements add to the conclusion that Russia was involved.Last Thursday 59 Tomahawk missiles were fired on the government-controlled base in the United States' first direct military action against Assad's forces. The U.S. has been focusing its military action in Syria on defeating the Islamic State group. On Monday, Col. John J. Thomas, a U.S. military spokesman, said the U.S. has taken extra defensive precautions in Syria in case of possible retaliation against American forces for the cruise missile attack.Thomas told reporters at the Pentagon that the increased emphasis on defensive measures to protect U.S. troops on the ground in Syria led to a slight and temporary decline in offensive U.S. airstrikes against IS in Syria. There has been no Syrian retaliation so far for the cruise missile attack, which destroyed or rendered inoperable more than 20 Syria air force planes, he said.Thomas said the U.S. intends to return to full offensive air operations against IS as soon as possible.Robert Burns And Lolita C. Russia partly to blame for Syria attack, future can't include Assad: Trudeau-[The Canadian Press]-YAHOONEWS-April 10, 2017

COURSEULLES-SUR-MER, France — Bashar Assad's days as president of Syria are numbered, Prime Minister Justin Trudeau suggested Monday as more hostile talk from international powers continued to amplify the threat of a military escalation in the Middle East. The way forward in Syria can't include Assad, whose recent chemical attack against his own people were abetted by those countries — Russia and Iran — that have allowed him to remain in power, Trudeau told a news conference."There is no question that anyone who is guilty of the types of war crimes against innocents, against children, that Assad and his regime are needs to be held to account," he said during a visit to Juno Beach to commemorate Canada's Second World War dead."We need to move as quickly as possible towards peace and stability in Syria that does not involve Bashar al-Assad."Trudeau was, however, non-committal when it came to the question of how to remove Assad from power, and whether Russia should be punished for supporting him. Canada remains open to imposing new sanctions against Russia in concert with its allies, he said, but Russia must also be part of the solution for bringing peace to Syria."Countries that have been supportive of the Assad regime bear some of the responsibility for the chemical attacks on innocents," he said."And those countries must also be part of the solution as we hold the Assad regime to account and as we move tangibly forward as an international community to ending this conflict in Syria."The U.S. fired 59 cruise missiles at a Syrian airfield last week in retaliation for the chemical attack, sparking tough talk and warnings from all sides. On Monday, the tension was only mounting. The degree of hostility intensified on multiple fronts between the U.S. and its allies, versus Assad and his backers Iran and Russia. The U.S. said it has evidence Russia's military helped cover up the use of chemical weapons. And the U.S. appeared to threaten to strike Assad again, expanding — or so it seemed — its possible justifications for future strikes.Three times during Monday's White House briefing, Trump spokesman Sean Spicer mentioned barrel bombs as another reason for launching attacks on Assad."I will tell you: ... if you gas a baby, if you put a barrel bomb into innocent people, I think you will see a response from this president," Spicer said. Later, however, the administration was playing down the idea of barrel bombs as a red line."Nothing has changed in our posture," the White House said in a statement. That same day, the administration suggested Russia broke an international deal to gather Assad's chemical weapons. In fact, an administration official was cited telling the Associated Press that it actually helped Syria cover up its use of the illegal weapon. The AP reported that the official said a Russian-operated drone flew over a hospital in Syria as victims of the attack were rushing to get treatment; then, hours later, a Russian-made fighter jet bombed the hospital in what American officials believe was a coverup effort.Meanwhile, Assad's allies reportedly threatened retaliation if the U.S. strikes again. That threat reportedly came Monday from a coalition of Assad military backers including Russia and Iran. Various news reports said that coalition released a statement with a warning: "From now on we will respond to anyone, including America if it attacks Syria and crosses the red lines."The statement reportedly said: "America knows very well our ability and capabilities to respond well to them."The U.S. is hinting that its true long-term purpose in striking the airfield was to send a political message — that long-term peace in Syria will require changes in government, and the countries backing Assad should stop keeping him in place.Yet the U.S. has sent mixed messages about what it wants in the short term; it's not even clear whether Washington intends to help oust Assad. The Trump administration says that ambiguity is intentional. One government official after another has suggested they would like to see Assad gone, but not elaborated on whether it's an immediate U.S. priority.Trump's spokesman says that lack of clarity is no accident."He's going to keep his cards close to the vest," Spicer said of the president. "But make no mistake: he will act."Trudeau was in France for two days of overseas commemorations for Canadian soldiers killed in the two world wars, including the 100th anniversary of the Battle of Vimy Ridge and Canada's role in D-Day on June 6, 1944."The men who fought in 1944 were carrying the legacy of those who risked their lives at Vimy Ridge in 1917," Trudeau said after walking the beach with his wife Sophie Gregoire Trudeau and their son Xavier. But there was no escaping the here and now, with the attack in Syria still fresh on everyone's mind. And the irony wasn't lost on Trudeau. The prime minister left no doubt that he considered Assad's government responsible for last week's chemical attack, which killed more than 80 people, including many children, in the Syrian province of Idlib.Russia and Iran were also at least partly to blame, he added, because of their support for Assad's murderous regime, which international observers believe has used chemical weapons dozens of times.Asked whether he feared the world was on the verge of a new war, Trudeau said the international community needed to come together more now than ever and address its challenges together."The raging civil war in Syria, the violent conflicts around the world," he said, "require an international community that pulls together, that holds each other to account and that strives everyday not to repeat the terrible mistakes of the past."— With files from Alexander Panetta in Washington-— Follow @leeberthiaume on Twitter-Lee Berthiaume, The Canadian Press.

Monitor says Syrian forces use barrel bombs despite U.S. warning, Syria denies-[Reuters]-YAHOONEWS-April 11, 2017

BEIRUT (Reuters) - The Syrian Observatory for Human Rights said Syrian government warplanes dropped barrel bombs on rebel-held areas of Hama province on Tuesday, a day after the United States said their use could lead to further U.S. strikes in Syria.A Syrian military source denied the Observatory report and said the army did not use barrel bombs - drums or cylinders packed with explosives and shrapnel that cause indiscriminate destruction on the ground. The United States fired cruise missiles at a Syrian air base last week in response to a poison gas attack on a town in northwestern Syria which Washington says was carried out by government forces. The government denies responsibility. The Observatory said "a number" of barrel bombs had been dropped on the towns of Taybat al-Imam and Soran north of Hama city in an area where rebel groups spearheaded by jihadist factions launched a major offensive last month.Observatory director Rami Abdulrahman said the number of barrel bombs dropped by government warplanes was relatively small. U.N. investigators have recorded regular use of such bombs by government forces in Syria. The Syrian army said it had targeted "terorist groups in the northern Hama countryside" near Soran, killing "a large number" of militants and destroying weapons including four tanks, artillery, and rocket launching platforms.A statement from a Syrian military source did not say what type of weapons had been used by the army.White House spokesman Sean Spicer on Monday mentioned barrel bombs alongside poison gas as weapons that were causing "babies and children" to suffer. "If you gas a baby, if you put a barrel bomb in to innocent people ... you will see a response from this president," he said. The Syrian military source said: "We do not use these barrels and they do not exist in the Syrian Arab Army."Army operations were continuing across Syria, and "will not stop", the sources said.(Writing by Tom Perry; Editing by Louise Ireland and Andrew Heavens)

Israel shuts Egypt border after terror warning Passover eve-[The Canadian Press]-YAHOONEWS-April 10, 2017

JERUSALEM — Israel closed its Taba border crossing to the Sinai peninsula on Monday following warnings by its anti-terrorism office of an "imminent" militant attack there and urged its citizens to leave Egypt hours before the start of the Passover holiday, when Sinai is a popular destination for many secular Israelis.Soon after the announcement, sirens wailed in parts of southern Israel alerting residents to a rocket attack. The military said a rocket fired from Sinai exploded in southern Israel, hitting a greenhouse but causing no injuries. The Islamic State group later claimed responsibility for the attack.Yisrael Katz, Israel's transportation and intelligence minister, said in a statement Monday there was intel regarding a potential "terror attack" against tourists in the Sinai peninsula. The crossing remains open for those wanting to return from Egypt. The border closure comes a day after militants in Egypt bombed two churches, killing dozens of Christian worshippers during Palm Sunday ceremonies. In the wake of those attacks, Israel's anti-terrorism office called on all Israeli tourists in Sinai to return home immediately and asked Israelis planning trips to the Sinai to cancel.Prime Minister Benjamin Netanyahu issued a statement Monday sending Israel's "condolences to the families of those who were murdered in yesterday's terrorist attacks in Egypt" and wishing a "quick and full recovery to the wounded."He said "the world must unite and fight terrorism everywhere."The Israeli government statement says that intelligence information shows "increased activity by Islamic State" militants in Sinai. It adds that with the Islamic State group losing ground in Iraq and Syria, there is renewed "motivation to carry out terror attacks in different arenas at this time."Israel called on its citizens to leave Egypt on the eve of the Passover holiday that commemorates the biblical Exodus story of the Israelites' escape from slavery in Egypt. The weeklong festival is widely celebrated in Israel even among otherwise nonreligious Jews. But southern Sinai, with its pristine beaches and Red Sea coral reefs, has traditionally been a popular Israeli tourist destination — especially for secular Israelis during the Passover holiday.Israel mostly shuts down after sundown for the holiday, as families and friends gather for Seder, the ritual multi-course meal where the story of the exodus from Egypt is discussed in detail so that the tradition is preserved throughout the generations.Leavened goods like bread and items made from yeast such as beer are banned during the holiday. Instead, Jews eat matzo — unleavened bread — to illustrate how the Israelites had no time to let their bread rise as they fled from bondage in the land of the Pharaohs.Despite the relaxing draw of Sinai, tourism there has declined since 2013, when the Egyptian military overthrew an elected Islamist president and an Islamic insurgency based in northern Sinai intensified. Rocket attacks on Israel from Sinai are relatively rare but Islamic militants there have been behind a few attacks in recent years. Egypt has been battling the militants, many linked to the Islamic State group.Israel issues travel recommendations from time to time based on intelligence reports. Monday's travel warning was unusual in its urgency and it is rare for the Taba crossing to be shut down.Israel signed a peace treaty with neighbouring Egypt in 1979 and the two countries maintain close security co-operation .Ian Deitch, The Associated Press.

Thai junta lifts control on influential Buddhist temple-[Reuters]-YAHOONEWS-April 11, 2017

BANGKOK (Reuters) - Thailand's junta lifted restrictions on movement at the country's biggest Buddhist temple on Tuesday, a month after police ended a siege of the complex whose former abbot is accused of money laundering.A three-week standoff at the Dhammakaya temple between thousands of police and saffron-robed monks became one of the biggest challenges to government authority since a 2014 coup. Police failed to find the monk."Restriction on the Dhammakaya temple is revoked," Prime Minister Prayuth Chan-ocha told reporters after a meeting between the junta and the cabinet. The junta had used its Article 44 emergency law to declare the temple a restricted area and allow security forces to search for Phra Dhammachayo, who is wanted on charges of money laundering and taking over land without permission.A government spokesman said the situation at the temple, just north of Bangkok, had relaxed so the restriction was no longer necessary. The temple has been linked to more than 350 cases, police have said. It is also being investigated for three new cases involving possible financial crimes. The temple - nearly 10 times the area of the Vatican City and topped by a UFO-shaped gold dome - dwarfs Thailand's 40,000 or so other temples in wealth as well as size. It claims millions of followers, although still a small minority of Thai Buddhists.Phra Dhammachayo helped found the temple and remains influential. Aides say they have not seen him for months and that he is too sick for questioning. They say the charges against him are politically motivated.(Reporting by Pracha Hariraksapitak; Writing by Patpicha Tanakasempipat; Editing by Matthew Tostevin, Robert Birsel)

Philippine troops clash with suspected Abu Sayyaf rebels on holiday island, eight dead-[Reuters]-YAHOONEWS-April 11, 2017

MANILA (Reuters) - Philippine troops killed at least five suspected Abu Sayyaf militants and suffered three fatalities during a firefight in Bohol province on Tuesday, the military said, days after Western travel warnings about visiting the holiday island. The clash took place after the United States and Canadian embassies in Manila warned citizens against traveling to Central Visayas, which includes Cebu and Bohol, where rebel groups may attempt to conduct kidnappings during Holy Week in the predominantly Catholic nation.Cebu and Bohol are two of the country's most popular tourist destinations, far away from the island strongholds of Abu Sayyaf, an Islamic State-linked group known for extortion, piracy and kidnaps for ransom.Abu Sayyaf is currently holding more than two dozen captives on the southern island of Jolo."We have received a report that five of the enemies were killed and we have also recovered from them four high-powered firearms," said military spokesman Colonel Edgard Arevalo."But sadly, three on the government side were also killed while two others were wounded."Security forces launched the operation after receiving intelligence that a heavily armed group of 10 people was seen on three boats along the riverside of Sitio Ilaya in Inabanga town, Armed Forces chief General Eduardo Ano said. The group's motive for traveling to Bohol was not known. They were cornered in an isolated section of the town.Early this month, government troops killed more than 10 Abu Sayyaf militants in an attempt to free Vietnamese captives.Abu Sayyaf, which means "bearer of the sword", earlier this year beheaded a German hostage and two Canadian captives suffered the same fate last year. They were executed when deadlines to pay ransoms expired.President Rodrigo Duterte says Islamic State is trying to gain a foothold in the restive southern Philippines, an impoverished, underdeveloped and predominantly Muslim region fraught by insurgency. He has pleaded with Philippine separatist groups to reject advances of extremists. The military has been engaged in large-scale offensives with Abu Sayyaf but progress has been hampered by the presence of civilians in its strongholds in Jolo and Basilan islands.(Reporting by Enrico dela Cruz; Editing by Martin Petty)

Hundreds of migrants at large after fire ravages French camp-[Associated Press]-JEAN-BAPTISTE GUILBERT-YAHOONEWS-April 11, 2017

GRANDE-SYNTHE, France (AP) — Several hundred migrants have disappeared after they were evacuated from a camp in northern France that was ravaged by a shocking fire that left 10 injured, according to authorities and aid workers trying to ensure alternative shelter and calm tensions.Police cordoned off the camp in the Dunkirk suburb of Grande-Synthe on Tuesday and investigators inspected the site to try to determine the cause of the Monday night fire, which broke out following a fight between rival groups of migrants. Most of the camp near the English Channel is now reduced to the charred remains of wooden shelters and sparse belongings of the migrants, who converged on northern France in hopes of reaching Britain. As many as 1,600 people were in the camp when the blaze broke out, according to the Grande-Synthe mayor and the prefect, the top government official for the region. Some 500 were taken to three local gymnasiums, including one set aside for children and families — but most of the other migrants remain unaccounted-for, the mayor and prefect told reporters Tuesday.Doctors Without Borders, which set up the site a year ago to replace filthy makeshift camps in the region, is holding meetings Tuesday to decide what to do next. Other aid groups are planning to distribute meals Tuesday to migrants in the gymnasiums and anywhere else they are found around town. The first priority is to find the migrants dispersed by the blaze, said Corenne Torre, head of the humanitarian group in France."We just don't know where they are," she told The Associated Press. She estimated that at least 600 migrants remain unaccounted-for. Some fear the authorities, and others fear rejoining a camp with rival gangs, she said. She said that 10 migrants are in local hospitals with light injuries following the fire, which came hours after a clash involving up to 150 migrants.Authorities say they believe the fire was set intentionally and was linked to a fight earlier Monday between Kurdish and Afghan migrant groups. The camp will remain closed during the investigation, and local authorities will consider whether to open a new camp to replace it.It's a sensitive issue in France just 12 days ahead of a presidential election in which immigration is a key issue. Far-right candidate Marine Le Pen and others are calling for strict border controls and a crackdown on migration."I lost all my documents," said an Iraqi migrant who identified himself only as Albidani, standing outside the camp. "I just have only this paper that says I'm a refugee in France.""We are refugees here in France. We don't have any place. ... We don't know what to do. We lost everything," Albidani said.___Angela Charlton and Thomas Adamson in Paris contributed.
