Russia defends Syria against 'chemical attack' outcry-[AFP]-Omar Haj Kadour-YAHOONEWS-April 5, 2017

In view of the isolationist policies of U.S. President Trump, the time for hesitation is gone," Kauder said in a statement after his meetings in Japan.Trump has worried countries like Germany with talk of imposing import taxes. The Group of 20 powers even failed to agree on a commitment to keep global trade free and open at a meeting in Germany last month, due to U.S. opposition.He added that Japanese Prime Minister Shinzo Abe and opposition parties also viewed that matter in the same way."I have the impression that the Japanese side is now trying to get a quick deal after years with no breakthrough but rather a standstill in the talks," he said, adding Abe had stressed it would send an important signal amid growing protectionism.He said both sides should try to resolve the outstanding issues, and that meant in Japan, convincing farmers and also warned that China was ready to try to impose its own agenda on free trade if the United States stepped away from that role."There is a risk that China will try to push through its ideas about free trade rules. Eurozone economy 'strongest' in nearly 6 years-[Associated Press]-YAHOONEWS-April 5, 2017

LONDON (AP) — The 19-country eurozone economy has just enjoyed its strongest quarter for nearly six years, a closely watched survey showed Wednesday.In its wrap-up of economic developments in March, financial information company IHS Markit said its composite purchasing managers' output index — a broad gauge of economic activity — rose to a 71-month high of 56.4 in March from 56.0 in February.Though that's slightly down on the initial estimate of 56.7, the index remains well above the 50 mark that indicates expansion.The firm said output growth was registered across manufacturing and services, with the rates of expansion running at near six-year highs for both sectors. It estimates that quarterly economic growth is running at a more than healthy 0.6 percent, with the upturn broad-based across the region. Though the eurozone emerged from recession years ago, its rates of growth have been generally modest."Most welcome for a region still suffering near-double digit unemployment is a rise in the survey's employment index to its highest for almost a decade, suggesting we should expect to see the jobless rate fall further in coming months," said Chris Williamson, the firm's chief business economist.While the growth outlook appears to be improving, the firm says inflation pressures remain elevated and look set to feed through to higher consumer prices in the months to come.However, few economists think the European Central Bank will start withdrawing its stimulus measures until later this year, not least because policymakers want to be sure that inflation is heading back toward more normal levels. A recent uptick in inflation has been largely due to rising oil prices, evidenced by the fact that the core rate, which strips out volatile items such as food and energy, remains stubbornly low.

BERLIN (AP) — Germany's Cabinet has approved a new bill on curbing hate comments and fake news on social media.Chancellor Angela Merkel's Cabinet on Wednesday agreed on rules that would impose fines of up to 50 million euros (53.4 million dollars) on social networking sites that fail to swiftly remove illegal content, such as hate speech or defamatory "fake news."German Justice Minister Heiko Maas said that companies offering such online platforms are responsible for removing hateful content.Maas said: "Just like on the streets, there is also no room for criminal incitement on social networks."The minister added that measures to combat hate speech and so-called fake news will ultimately have to be taken at the European level to be effective.The bill still needs parliamentary approval.

Mocoa (Colombia) (AFP) - The number of people killed in southern Colombia's massive mudslides climbed to 290 on Wednesday, as officials investigated how the horrific disaster might have been prevented.In addition to the dead, 332 people were injured in landslides that buried the Colombian town of Mocoa after flooding caused by days of torrential rains.The mudslides occurred Friday after heavy rains caused three rivers to overflow, strewing earth, rocks and tree debris over the area.Mocoa was home to 70,000 people, about 45,000 of whom were affected by the disaster, according to the Red Cross.Hardest-hit by the tragedy are impoverished neighborhoods populated with residents uprooted during Colombia's five-decade-long civil war.Authorities have opened an investigation to determine what sort of "preventive and corrective action" ought to have been taken to prevent the disaster, prosecutors said.Meanwhile, looting has become a problem in some areas.Local officials urged the government to dispatch more police and troops to secure the region and prevent the looting of abandoned homes."What the mudslides didn't carry away, the thieves did," one survivor of the disaster, Juan Luis Hernandez, 33, told AFP in the devastated San Miguel neighborhood of Mocoa.

Manitoba's second-largest city is gearing up as the Assiniboine River rises, with a crest expected to arrive sometime next week.Municipal crews have started shoring up a dike, sealing manholes and drains and preparing water pumps in preparation for the crest, expected to happen between April 10 and 17.Forecasters are currently projecting the river to crest at levels lower than in 2014, when one of Brandon's main arteries, First Street, was closed as flood waters from the Assiniboine covered the roadway.City officials say they don't expect they'll have to close the street this year, but that could change if conditions become unfavourable.As a precaution, the city closed public access on Tuesday to Dinsdale Park and Queen Elizabeth Park, which are both in low-lying areas adjacent to the river, as well as a pedestrian bridge at the Riverbank Discovery Centre.Overland flooding remains a concern-Ice jams and spring runoff are continuing to cause overland flooding across parts of southern Manitoba.Provincial flood officials say much of the ice has moved out on some rivers but some stubbornly remains in place along the Assiniboine River.The latest flood bulletin says ice jams are still possible and are hard to predict.Officials say the Red River is continuing to rise but is nearing its crest.Water levels in some smaller Red River tributaries are starting to decline.The province says high water advisories, flood watches and flood warnings remain in place on several creeks and rivers across the province."Much of the snow has already melted in southern Manitoba, with snow remaining in wooded areas," said the bulletin issued Tuesday."Flows on waterways across the province are continuing to react to the runoff from the melt and water levels remain high on many waterways."

CARMAN, Man. — Some of the floodwater that prompted states of emergencies and evacuations in small Manitoba communities is starting to subside, although officials say the danger is not over yet.Rising water from the spring melt over the weekend forced dozens of people from the Peguis First Nation along the Fisher River north of Winnipeg.There were also evacuees from the Sioux Valley Dakota Nation along the Assiniboine River in western Manitoba.Closer to Winnipeg, ice jams on the Boyne River caused water to pour into dozens of basements on the weekend.The community of 3,400 closed its high school and elementary school Monday as a precaution.But Premier Brian Pallister says the weather is co-operating in most areas and ice jams are breaking up."It's a little early to breathe a sigh of relief yet, but nature has been co-operative in diminishing the likelihood of floods in a number of our water basins," Pallister told the legislature Monday."Local people seem to have things in hand ... and I know that if needed, Manitobans, as they always have, will rise to the challenge."Carman's schools were expecting to reopen Tuesday, Pallister added.Flooding is an almost annual event in Manitoba, as spring melt water from as far away as Alberta and South Dakota passes through the province, sometimes butting up against still-icy sections of north-flowing rivers.Winnipeg is protected by the Red River Floodway, a massive ditch that diverts water around the city. It said rescue teams and helicopters had deployed in Iran's Khorasan Razavi province to the area to assess the damage.Semi-official Iranian news agencies posted videos online of panicked people in the streets, items falling off store shelves and photos of damaged buildings.Press TV said at least two people were killed. In 2003, some 26,000 people were killed by a magnitude 6.6 quake that flattened the historic southeastern city of Bam.

EU ambassador denounces Israel's West Bank demolitions policy-[Reuters]-By Luke Baker-YAHOONEWS-April 4, 2017

JERUSALEM (Reuters) - The European Union has expressed frustration with Israel over its demolition of Palestinian homes in the occupied West Bank, with the EU ambassador taking the unusual step of reading out a joint statement denouncing the practice.At a meeting last week with the Israeli foreign ministry's newly appointed director-general, the ambassador delivered a stern diplomatic message, saying Israel was failing in its international legal obligations and needed to change policy.The issue came to a head after Israel issued demolition orders last month against 42 homes in the Bedouin village of Khan al-Ahmar, east of Jerusalem, where EU member states Belgium and Italy have funded a school and helped build structures for the local population of around 150."The practice of enforcement measures such as forced transfers, evictions, demolitions and confiscations of homes and humanitarian assets (including EU-funded) and the obstruction of delivery of humanitarian assistance are contrary to Israel's obligations under international law," ambassador Lars Faaborg-Andersen said, with envoys from all EU member states present."We therefore call on Israel, as the occupying power, to meet its obligations vis-à-vis the Palestinian population ... completely stop these demolitions and confiscations and allow full access of humanitarian assistance."Faaborg-Andersen's intervention was first reported by Israel's Haaretz newspaper.The Israeli foreign ministry summoned Faaborg-Andersen's deputy on Monday, a ministry spokesman said. DUBAI (Reuters) - The United Nations called on Yemen's warring parties on Wednesday to safeguard the strategic Red Sea port of Hodeidah as a lifeline for millions of Yemenis facing potential famine.The Yemeni government and its Arab allies are preparing an assault on Hodeidah port, which has been the entry of nearly 80 percent of Yemen's food imports, because they say the Iran-aligned Houthis use it to smuggle weapons and ammunition.Local officials say the government and its allies have positioned two recently-trained brigades for a possible attack. One is 230 km (140 miles) north of Hodeidah and the other 130 km (80 miles) to the south, so they would have to cross large areas of Houthi-held territory if they set off to seize the port."The continued military escalation in Yemen, specifically the militarization of large regions on its Western Coast and the associated increase of humanitarian access obstacles and population movement restrictions, are of grave concern to the humanitarian community," the Office of the Humanitarian Coordinator in Yemen said in a statement issued on Tuesday."This is only resulting in more displacement, more institutional collapse, and more suffering."More than two years of civil war have cut food deliveries by more than half and pushed the Arabian Peninsula's poorest country to the edge of famine. TIKRIT, Iraq (Reuters) - At least 31 people were killed, including 14 police officers, and more than 40 wounded in attacks overnight by Islamic State militants in the northern Iraqi city of Tikrit, security and medical sources said on Wednesday.The militants wore police uniforms and used a police vehicle to enter the city, 175 km (110 miles) north of Baghdad, police colonel Khalid Mahmoud told Reuters. He said there were around 10 attackers, including two suicide bombers.Islamic State's Amaq news agency said seven suicide fighters attacked a police position and the home of the head of the city's counter-terrorism service, who was killed. The assailants blew themselves up when they ran out of ammunition, it said.A total of 31 bodies were taken to hospital, including 14 policemen, said Nawfal Mustafa, a doctor at the city's main hospital. The death toll rose during the morning as the bodies of civilians killed in their shops were found.The attacks targeted a police checkpoint and the house of a police colonel, who was killed with four members of his family, officers said.Two suicide attackers detonated their vests when surrounded by police, and three others were killed in separate clashes.Five militants are thought to be hiding and Mahmoud said Tikrit authorities had declared a curfew on Wednesday.
