OTTAWA — The federal government's plan to impose a carbon tax on provinces that don't do it themselves is expected to mimic the Alberta carbon program, including rebate payments sent directly to low- and middle-income individuals.A source who has seen the plan tells The Canadian Press that the technical paper outlining Ottawa's proposal will be released next week, seven months after Prime Minister Justin Trudeau told provinces they'd have until 2018 to implement a price on carbon or have Ottawa do it for them.The Alberta model applies a tax on carbon generated by burning most transportation and heating fuels, except for those used on farms. It divides the tax revenue among income-based rebates to Albertans, a cut to the small business tax and investments in green infrastructure and renewable energy.Trudeau and Environment Minister Catherine McKenna have always said any revenue from a carbon tax would remain in the province where it is raised, but they have been careful not to say it would go to the provincial government. By following the Alberta model, the federal government can send some of the money raised by the tax to individuals, bypassing provincial governments which refuse to impose their own carbon price.Alberta's rebates are income based, with a maximum rebate this year of $200 for single adults, $300 for couples and $30 per child. The rebates rise to $300 per person, $450 for a couple and $45 per child in 2018.About two thirds of Alberta families are eligible for at least a partial rebate. The payments are made by cheque up to four times a year and are based on income claimed on the previous year's taxes.Alberta's carbon tax started at $20 a tonne in January and will go to $30 a tonne in 2018. Estimates suggest it raised the price of a litre of gasoline by about 4.5 cents. By 2018, a single person will pay about $400 more for gas, heat and other goods affected by the price on carbon. A couple with two kids could pay an average of $600 more.It is expected to raise $5.4 billion between 2017 and 2019, of which $1.5 billion is going to the rebates.An official from McKenna's office speaking on background said no final decision has yet been made about rebates. He said the government is open to feedback on the technical paper, but it is not up for a lengthy consultation.A price on carbon is part of Canada's plan to meet its international commitment to cut greenhouse gas emissions to 30 per cent below 2005 levels by 2030. Canada has to reduce its annual emissions by almost 200 million tonnes to get there, which is the equivalent of taking every car in Canada off the road twice.Eight provinces and all three territories signed on to the carbon pricing plan through the Pan Canadian Framework for Clean Growth and Climate Change, but only four provinces have carbon prices in place.B.C. has had a carbon tax since 2008 and it is now $30 a tonne. Ontario and Quebec have cap-and-trade systems, which cap emissions for big emitters and force those who exceed the limit to buy credits from those whose emissions are lower.Ottawa's requirement is for all provinces to have a minimum price on carbon of $10 a tonne in 2018, rising to $50 a tonne by 2022.Saskatchewan Premier Brad Wall and Manitoba Premier Brian Pallister have both refused to sign the climate framework. Manitoba's objection was part of a dispute about health-care funding, with Pallister saying Manitoba endorsed the climate plan in principle. TORONTO — Ontario's Liberal government argues a lawsuit over the controversial partial sale of Hydro One is a political complaint "dressed up" as a legal one.Lawyers for the government recently filed a motion to try to get a lawsuit from the Canadian Union of Public Employees thrown out.The union lawsuit — filed last December — was aimed at stopping the sale of any more shares in Hydro One, but the government announced the sale of the final tranche Monday, which will leave the province owning less than half of the giant electricity transmission utility.CUPE's lawsuit alleges the Liberals inappropriately mixed government and party business by holding fundraisers with cabinet ministers, including one $7,500-a-ticket event that was attended by bankers who profited from the privatization of Hydro One."Premier (Kathleen) Wynne has made it clear she will not listen to the experts who warn that the sale is bad for the province, or listen to the people of Ontario who have been unequivocal in their rejection of the plan," CUPE Ontario president Fred Hahn said in a statement."Now she seems determined to push ahead with the sell-off so that she won't have to listen to the court either. It's disgraceful and we will continue to try and stop her."The government argues in its motion to strike the lawsuit that there is no basis for challenging government policy and no conduct was unlawful."This claim appears to be a political complaint dressed up as a legal claim," the government writes."The plaintiffs' claim is an attack on legislation passed by the Legislative Assembly of Ontario and in turn a core policy decision made by cabinet to broaden the ownership of Hydro One. These decisions are not reviewable by the court."More than a year before the Liberal government announced in 2015 that it would partially privatize Hydro One, polling showed strong opposition to the idea.Polling firm Pollara conducted research at the government's behest in January and February of 2014 asking people for their thoughts on selling Hydro One, and just 25 per cent of respondents supported the idea.Energy Minister Glenn Thibeault said Tuesday he understands some of the opposition."But the way I look at it is doing the right thing isn't always the easy thing and making sure that we have over $9 billion now to invest in infrastructure, into transit, into transportation infrastructure, that's the right thing to do," he said.The government has said $4 billion will go to infrastructure spending and $5 billion will be used to pay off hydro debt.The final sale could raise gross proceeds of up to about $3.1 billion and leave the province with a 47.8-per-cent ownership stake. That puts the government over its target of $9 billion, together with $1.7 billion from the previous offering, $1.83 billion from the initial public offering, $2.2 billion from a deferred tax benefit, an $800-million special dividend and $200 million in payments-in-lieu of taxes from Hydro One.The money raised is a small part of the $190 billion the government has promised to spend on infrastructure over 13 years, but Thibeault said the advantage to raising infrastructure money this way was it could be spent quickly.He couldn't, however, explain why the government didn't see an advantage in retaining at least 50.1 per cent of the utility."We said in legislation that we would not go under 40 per cent," Thibeault said. "When looking at the 40-per-cent component we still, as a shareholder, will have and name 40 per cent of the board...we still have other pieces that we put in legislation that allow us to have some of the shareholder controls that any other shareholder would have."NDP critic Peter Tabuns said Thibeault was sticking to his talking points."They're giving up a huge part of Ontario's legacy," he said. "They're undermining Ontario's ability to control its energy future. They're setting the stage for much higher hydro prices in the years to come. WASHINGTON — President Donald Trump defended his firing of FBI Director James Comey on Wednesday, asserting in a flurry of tweets that both Democrats and Republicans "will be thanking me." Trump did not mention any effect the dismissal might have on FBI and congressional investigations into contacts between his 2016 election campaign and Russia."He wasn't doing a good job. Very simply. He was not doing a good job," Trump said in brief remarks to reporters in the Oval Office, where he was joined by former Secretary of State Henry Kissinger.The abrupt firing of Comey threw into question the future of the FBI's investigation into the Trump campaign's possible connections to Russia and immediately raised suspicions of an underhanded effort to stymie a probe that has shadowed the administration from the outset. Trump has ridiculed the investigations as "a hoax" and denied any campaign involvement with the Russians.Democrats compared Comey's ouster to President Richard Nixon's "Saturday Night Massacre" during the Watergate investigation and renewed calls for the appointment of a special prosecutor.Ironically, Kissinger, who was meeting with Trump, was Nixon's secretary of state in 1973, just sworn in after being Nixon's national security adviser.Senate Democratic leader Chuck Schumer of New York urged Attorney General Jeff Sessions and his deputy, Rod Rosenstein, to appear before the Senate to answer questions about the circumstances surrounding Trump's action.However, Senate Majority Leader Mitch McConnell brushed aside calls for a special prosecutor, saying a new investigation into Russian meddling would only "impede the current work being done." Macron added that he did not want a "naive" Europe that is "sometimes inefficient and insufficient", nor to "go back to an ideal Europe".Referring to the name of his political movement, En Marche! BRUSSELS, Today, 17:52-The European Commission was wrong to refuse registration to a European citizens’ initiative called “Stop TTIP", the European Court of Justice ruled on Wednesday (10 May).More than 3 million people signed the petition, which invited the EU executive to ask the Council, the member states’ body, to cancel its negotiating mandate on free trade agreements with the US and Canada - the Transatlantic Trade and Investment Partnership (TTIP) and the Comprehensive Economic and Trade Agreement (Ceta).Organisers submitted the text in July 2014, but the commission rejected it shortly afterwards.The EU executive later argued in court that the negotiating mandate did not qualify as a "legal act".It said that the commission may refuse registration to initiatives whose subject matter "manifestly falls outside the framework of its powers to propose a legal act".But the court said in a statement on Wednesday that "the principle of democracy, which is one of the fundamental values of the EU and the objective behind the European citizens’ initiatives", required a broader interpretation.It said that interpretation covered decisions to open negotiations on international agreements that "manifestly seek to modify the legal order of the EU".Judges also rejected the idea that the popular initiative would have led to an "inadmissible interference in an ongoing legislative procedure"."The aim pursued by the European citizens’ initiative is to allow EU citizens to participate more in the democratic life of the EU," the court said.It noted that if the commission had registered the anti-TTIP and CETA text as being admissible it could still have rejected its request later on, but the text would have been subjected to public hearings at the European Parliament.Michael Efler, a member of the citizens' committee, welcomed the court's ruling as "a good day for European democracy".“The commission’s refusal to register our initiative was arbitrary and political. Residents who get their water from wells in areas affected by flooding should get their water tested before drinking it, and should check well pumps for damage, Ottawa Public Health is recommending.On Monday city officials said more than 300 homes near the Ottawa River have been affected by severe spring flooding.Ottawa Public Health says anyone concerned about the quality of their well water should use bottled, boiled or treated water for drinking and washing until they can get their water tested.Residents can have their water tested for free on weekdays at two city-run facilities at 100 Constellation Dr. and 2380 St. Laurent Blvd. Water samples can also be dropped off for testing on Tuesdays at 17 locations across the city.Wells that have been flooded should be disinfected with household bleach before they're used again, and should be re-tested for bacteria seven to 10 days later, Ottawa Public Health advises.There are no concerns about the quality of the city's drinking water at this time, officials say.Check pumps for damage-Ottawa Public Health also said well users should get a qualified technician to check their well pumps if they think electrical parts may have been damaged in the flood.The pumps themselves may also need to be cleaned.Likewise, residents in flooded areas shouldn't use their septic systems if their septic fields were under water. Ottawa Public Health said those residents may need to get their septic systems checked before using them again.Anyone coming into contact with flood water should wash their hands after in case the water was contaminated.Representatives from Ottawa Public Health will be at four public information sessions planned for Tuesday and Wednesday to answer further questions.

TORONTO — Anti-Semitism is on the rise in the country, a Jewish advocacy group said Tuesday, calling it a "made in Canada" phenomenon.B'nai Brith Canada, which has been tracking anti-Semitic incidents for 35 years, said 1,728 anti-Semitic incidents were reported across the country last year — a 26 per cent increase from 2015 and the highest number the group has ever recorded."That means an average of four to five incidents of anti-Semitic harassment, vandalism or violence occurring every day in our country, a country where we pride ourselves as being one of the most tolerant in the world," said the group's CEO Michael Mostyn.The numbers, included in the group's 2016 report that was released Tuesday, were based on phone calls to their anti-hate hotline and police data.Amanda Hohmann, national director of B'nai Brith Canada's League for Human Rights, said the organization believes Canadian anti-Semitism is not a U.S. import."While some have sought to link the global increase in anti-Semitism to November's presidential election in the United States, it's worth noting that the months of September through December actually saw a relative decrease in anti-Semitic incidents in Canada, in relation to previous years," Hohmann said.Twenty per cent of the incidents involved Holocaust denial, a sharp increase from five per cent in 2015, she said."Unfortunately, Holocaust denial is no longer only coming from its traditional home in the extreme right," Hohmann said. "More and more, Islamist extremists are also co-opting this position and spreading the rhetoric of denial, especially within Arab-language media right here in Canada."Mostyn listed a number of examples, including that of the al-Saraha newspaper in London, Ont., which published a report last summer that Mostyn said simultaneously denied the scope of the Holocaust and argued that any slaughter of Jews by the Nazi regime was justified.He said the paper was initially promoted as recommended reading by a local government-funded immigrant settlement organization. HAMMAM AL-ALIL CAMP, Iraq (Reuters) - Thousands more people are fleeing Mosul every day since Iraqi troops began their push into the last Islamic State-held areas of the city last week, with food and water running out and the fighting killing increasing numbers of civilians.More than 22,000 people have fled Mosul since the U.S.-backed forces opened a new front in the northwest of the city on May 4 to try to finally dislodge the militants, the United Nations said on Wednesday, citing Iraqi government figures.In the past two days alone, more than 11,000 people have passed through a screening site at the Hammam al-Alil camp south of Mosul.Islamic State fighters are shooting people who try to escape, although some men have been allowed to go in exchange for taking militants' families with them, said 40-year-old Umm Abdul Rahman, who fled the Musherfa district on Tuesday night.One man waiting to be checked by security at Hammam al Alil had streaks of blood on his clothes from carrying a woman hit by an Islamic State sniper.They join an exodus from Mosul of more than 600,000 people in the seven months since Iraqi forces began their offensive there. Roughly 400,000 of those are from the western side of the city which is bisected by the River Tigris.The militants are now besieged in the northwestern corner, which includes the historic Old City center, the medieval Grand al-Nuri Mosque, and its landmark leaning minaret where their black flag has been flying since June 2014.About ten families, some forced out of other areas of Mosul as Iraqi forces advanced, were now crammed into every house in the northwest, Abdul Rahman said."There is no water, no food. The bombardment is continuous," she said, and the militants were setting civilian cars and trucks on fire to create smokescreens.People are surviving on ground wheat boiled in water, 31-year-old Qatra al-Nada Abdullah said, because Islamic State fighters were keeping any food or water that is left for themselves."Even wheat is scarce," she said.Islamic State fighters are forcing people from their homes to use them as fighting positions, 62-year-old Umm Mohammed said as she clutched a packet of cigarettes forbidden under the militants' rule.She and her family had burned everything, even their own shoes, to cook over after fuel ran out."We saw fear and hunger and death. I am an old woman and I have never seen anything like this."The Sunni Muslim militants seized Mosul in a shock offensive across northern and western Iraq in 2014 but have lost much of that territory to resurgent government forces in the past year. PABRADE TRAINING AREA, Lithuania (Reuters) - U.S. Defense Secretary Jim Mattis said on Wednesday that a Russian missile deployment near the Baltic states was "destabilizing", and officials suggested the United States could deploy a Patriot missile battery in the region for NATO exercises in the summer.U.S. allies are jittery ahead of war games by Russia and Belarus in September that could involve up to 100,000 troops and include nuclear weapons training -- the biggest such exercise since 2013.The drills could see Russian troops near the borders of Poland, Lithuania, Latvia and Estonia.Russia has also deployed Iskander missiles in Kaliningrad, its enclave on the Baltic Sea. It said the deployment was part of routine drills, but U.S. officials worry that it may represent a permanent upgrade.Asked during a trip to Lithuania about the deployment, Mattis told a news conference: "Any kind of build-up like that is simply destabilizing."The United States is ruling out any direct response to the Russian drills or the Iskander deployment.But at the same time, U.S. officials, speaking on condition of anonymity, raised the possibility that a Patriot missile battery could be deployed briefly to the Baltic region during NATO exercises in July that focus on air defense, known as Tobruk Legacy.The officials stressed that the Patriots, if deployed, would be withdrawn when the exercises were over. VANCOUVER — British Columbia has its first minority government in 65 years as the Liberals squeaked out a razor-thin victory over the NDP on Tuesday, with the Green party holding the balance of power for the first time in Canadian history.Christy Clark's Liberals won 43 seats, the NDP under John Horgan got 41 and the Greens led by Andrew Weaver achieved a major breakthrough by picking up three seats.The NDP won one riding by only nine votes, making a recount a certainty that will determine the difference between a minority and an ultra-thin majority if it were to flip to the Liberals.Clark said she intends to lead the next government, adding the result presents an opportunity to open up a new dialogue "about how we do things, what we should do, how we want to shape the future of our province.""Tonight is the beginning of something very different, and something that I think could be really exciting for the future of our province and our kids," she said.She said her party won the popular vote, finishing with 40.9 per cent compared with the NDP's 39.9 per cent based on preliminary election results. The town of Amherst will be holding its first-ever Pride parade next month."This has been a long time coming," said Dawn Ripley, chair of the Cumberland Pride parade committee."We've gotten the courage and the green light from the town to work together and host this event."The organizing committee is urging businesses to get on board to help support the June 3 event."We have a letter that will be going out in the next few days that will be promoting businesses to dress up their storefronts and get ready for the big Pride celebrations," said Ripley."It's just to show that Amherst is a welcoming, diverse community."Gerard Veldhoven, 76, calls himself an LGBTQ activist for equality. He now lives in New Glasgow, N.S., but called Amherst home for 43 years."To have the parade in a small area in a rural town is quite phenomenal," said Veldhoven, who identifies as bisexual."I think it's very important to further raise awareness and how diverse our population really is."Participants in the parade will gather in Victoria Square. (Reuters) - Oregonians may soon be able to identify themselves as neither male nor female as Oregon works toward becoming the first U.S. state to allow a third gender option on its drivers' licenses and state identification cards.Last June, Multnomah County Circuit Court Judge Amy Holmes Hehn granted a request by Army veteran Jamie Shupe, who has been transitioning since 2013, to change the retired sergeant's gender from female to a third, nongender option. It was believed to be the first decision of its kind in the United States."I deserve the right to properly classify my identity here on the homeland," Shupe said in an email to Reuters on Tuesday.The rights of transgender people along with public policy involving gender have become polarizing issues across the United States, most notably in several states, including North Carolina, which have tried to address the use of public bathrooms.Since Shupe's request was granted, Oregon's Department of Motor Vehicles has been researching the state's gender laws and determining how to incorporate the third option into state computer systems, DMV spokesman David House said."It was new territory for everybody," House told Reuters on Tuesday, noting that no other state offers a third gender choice.Oregon's DMV has also fielded comments from the public, holding a hearing on the subject in Eugene last week, with another hearing set for Wednesday evening in Portland.Most public comments have been supportive of the change while a handful have questioned the need and whether this would complicate police officers' efforts to identify people, House said.House said he expects the third option on state licenses and identification cards to be available before the end of July.The nongender status will appear as an “X” on an ID card or driver's license, he said.“I’ll display my X with pride to anyone," Shupe said. OTTAWA — The federal government's plan to impose a carbon tax on provinces that don't do it themselves is expected to mimic the Alberta carbon program, including rebate payments sent directly to low- and middle-income individuals.A source who has seen the plan tells The Canadian Press that the technical paper outlining Ottawa's proposal will be released next week, seven months after Prime Minister Justin Trudeau told provinces they'd have until 2018 to implement a price on carbon or have Ottawa do it for them.The Alberta model applies a tax on carbon generated by burning most transportation and heating fuels, except for those used on farms. It divides the tax revenue among income-based rebates to Albertans, a cut to the small business tax and investments in green infrastructure and renewable energy.Trudeau and Environment Minister Catherine McKenna have always said any revenue from a carbon tax would remain in the province where it is raised, but they have been careful not to say it would go to the provincial government. By following the Alberta model, the federal government can send some of the money raised by the tax to individuals, bypassing provincial governments which refuse to impose their own carbon price.Alberta's rebates are income based, with a maximum rebate this year of $200 for single adults, $300 for couples and $30 per child. The rebates rise to $300 per person, $450 for a couple and $45 per child in 2018.About two thirds of Alberta families are eligible for at least a partial rebate. The payments are made by cheque up to four times a year and are based on income claimed on the previous year's taxes.Alberta's carbon tax started at $20 a tonne in January and will go to $30 a tonne in 2018. Estimates suggest it raised the price of a litre of gasoline by about 4.5 cents. By 2018, a single person will pay about $400 more for gas, heat and other goods affected by the price on carbon. A couple with two kids could pay an average of $600 more.It is expected to raise $5.4 billion between 2017 and 2019, of which $1.5 billion is going to the rebates.An official from McKenna's office speaking on background said no final decision has yet been made about rebates. He said the government is open to feedback on the technical paper, but it is not up for a lengthy consultation.A price on carbon is part of Canada's plan to meet its international commitment to cut greenhouse gas emissions to 30 per cent below 2005 levels by 2030. Canada has to reduce its annual emissions by almost 200 million tonnes to get there, which is the equivalent of taking every car in Canada off the road twice.Eight provinces and all three territories signed on to the carbon pricing plan through the Pan Canadian Framework for Clean Growth and Climate Change, but only four provinces have carbon prices in place.B.C. has had a carbon tax since 2008 and it is now $30 a tonne. Ontario and Quebec have cap-and-trade systems, which cap emissions for big emitters and force those who exceed the limit to buy credits from those whose emissions are lower.Ottawa's requirement is for all provinces to have a minimum price on carbon of $10 a tonne in 2018, rising to $50 a tonne by 2022.Saskatchewan Premier Brad Wall and Manitoba Premier Brian Pallister have both refused to sign the climate framework. Manitoba's objection was part of a dispute about health-care funding, with Pallister saying Manitoba endorsed the climate plan in principle. Manitoba is to release its carbon reduction plan later this year.Saskatchewan Environment Minister Scott Moe said in an interview Tuesday that the federal government "has always indicated" that any of the revenues from the carbon tax would be under the purview of the province.But, he said, the provincial government's stance against the carbon tax remains the same."We've been clear with respect to the province of Saskatchewan that this tax just doesn't work for our exporting industry here in the province," he said."We have a great footprint here and we need to attract business ... and not try to tax it and drive it somewhere else."Wall and Moe have both said they intend to take Ottawa to court if it tries to impose a carbon levy in Saskatchewan. TORONTO — Ontario's Liberal government argues a lawsuit over the controversial partial sale of Hydro One is a political complaint "dressed up" as a legal one.Lawyers for the government recently filed a motion to try to get a lawsuit from the Canadian Union of Public Employees thrown out.The union lawsuit — filed last December — was aimed at stopping the sale of any more shares in Hydro One, but the government announced the sale of the final tranche Monday, which will leave the province owning less than half of the giant electricity transmission utility.CUPE's lawsuit alleges the Liberals inappropriately mixed government and party business by holding fundraisers with cabinet ministers, including one $7,500-a-ticket event that was attended by bankers who profited from the privatization of Hydro One."Premier (Kathleen) Wynne has made it clear she will not listen to the experts who warn that the sale is bad for the province, or listen to the people of Ontario who have been unequivocal in their rejection of the plan," CUPE Ontario president Fred Hahn said in a statement."Now she seems determined to push ahead with the sell-off so that she won't have to listen to the court either. It's disgraceful and we will continue to try and stop her."The government argues in its motion to strike the lawsuit that there is no basis for challenging government policy and no conduct was unlawful."This claim appears to be a political complaint dressed up as a legal claim," the government writes."The plaintiffs' claim is an attack on legislation passed by the Legislative Assembly of Ontario and in turn a core policy decision made by cabinet to broaden the ownership of Hydro One. These decisions are not reviewable by the court."More than a year before the Liberal government announced in 2015 that it would partially privatize Hydro One, polling showed strong opposition to the idea.Polling firm Pollara conducted research at the government's behest in January and February of 2014 asking people for their thoughts on selling Hydro One, and just 25 per cent of respondents supported the idea.Energy Minister Glenn Thibeault said Tuesday he understands some of the opposition."But the way I look at it is doing the right thing isn't always the easy thing and making sure that we have over $9 billion now to invest in infrastructure, into transit, into transportation infrastructure, that's the right thing to do," he said.The government has said $4 billion will go to infrastructure spending and $5 billion will be used to pay off hydro debt.The final sale could raise gross proceeds of up to about $3.1 billion and leave the province with a 47.8-per-cent ownership stake. That puts the government over its target of $9 billion, together with $1.7 billion from the previous offering, $1.83 billion from the initial public offering, $2.2 billion from a deferred tax benefit, an $800-million special dividend and $200 million in payments-in-lieu of taxes from Hydro One.The money raised is a small part of the $190 billion the government has promised to spend on infrastructure over 13 years, but Thibeault said the advantage to raising infrastructure money this way was it could be spent quickly.He couldn't, however, explain why the government didn't see an advantage in retaining at least 50.1 per cent of the utility."We said in legislation that we would not go under 40 per cent," Thibeault said. "When looking at the 40-per-cent component we still, as a shareholder, will have and name 40 per cent of the board...we still have other pieces that we put in legislation that allow us to have some of the shareholder controls that any other shareholder would have."NDP critic Peter Tabuns said Thibeault was sticking to his talking points."They're giving up a huge part of Ontario's legacy," he said. "They're undermining Ontario's ability to control its energy future. They're setting the stage for much higher hydro prices in the years to come. Trump did not mention any effect the dismissal might have on FBI and congressional investigations into contacts between his 2016 election campaign and Russia."He wasn't doing a good job. Very simply. He was not doing a good job," Trump said in brief remarks to reporters in the Oval Office, where he was joined by former Secretary of State Henry Kissinger.The abrupt firing of Comey threw into question the future of the FBI's investigation into the Trump campaign's possible connections to Russia and immediately raised suspicions of an underhanded effort to stymie a probe that has shadowed the administration from the outset. BRUSSELS, Today, 17:52-The European Commission was wrong to refuse registration to a European citizens’ initiative called “Stop TTIP", the European Court of Justice ruled on Wednesday (10 May).More than 3 million people signed the petition, which invited the EU executive to ask the Council, the member states’ body, to cancel its negotiating mandate on free trade agreements with the US and Canada - the Transatlantic Trade and Investment Partnership (TTIP) and the Comprehensive Economic and Trade Agreement (Ceta).Organisers submitted the text in July 2014, but the commission rejected it shortly afterwards.The EU executive later argued in court that the negotiating mandate did not qualify as a "legal act".It said that the commission may refuse registration to initiatives whose subject matter "manifestly falls outside the framework of its powers to propose a legal act".But the court said in a statement on Wednesday that "the principle of democracy, which is one of the fundamental values of the EU and the objective behind the European citizens’ initiatives", required a broader interpretation.It said that interpretation covered decisions to open negotiations on international agreements that "manifestly seek to modify the legal order of the EU".Judges also rejected the idea that the popular initiative would have led to an "inadmissible interference in an ongoing legislative procedure"."The aim pursued by the European citizens’ initiative is to allow EU citizens to participate more in the democratic life of the EU," the court said.It noted that if the commission had registered the anti-TTIP and CETA text as being admissible it could still have rejected its request later on, but the text would have been subjected to public hearings at the European Parliament.Michael Efler, a member of the citizens' committee, welcomed the court's ruling as "a good day for European democracy".“The commission’s refusal to register our initiative was arbitrary and political. Brussels, Today, 17:20-The European Commission revealed some of the last-minute changes it made to its own assessment of its digital single market strategy, by publishing a draft document instead of the final version on Wednesday (10 May).While EU commissioner Andrus Ansip was presenting the “mid-term review of the digital single market strategy” in the commission's press room in Brussels, the final report was supposed to be made public on the website of the commission, which is the EU's executive body.Instead, the commission's press release linked to a word processor document, which showed a draft version, including changes made by two commission officials.The document is a progress report of the EU's strategy to remove digital barriers and to stimulate the European digital economy.The digital single market file is a key priority of president Jean-Claude Juncker's administration, which is halfway through its five-year term. Wednesday's paper summarised what the commission has done.It has made several legislative proposals that are now in the hands of two other EU institutions, the European Parliament and the Council of EU - the latter of which represents national governments - before they can become law.The mid-term review is as much taking stock as it is a political tool to put pressure on the other EU institutions, to speed up their legislative work."Only the determined commitment of all will allow the EU to make a functional Digital Single Market a reality," the report said.As with all EU commission documents, it was written by a multitude of civil servants and officials.Most word processor programmes allow its users to make so-called "track changes", so that recent alterations to the document can be identified.In this case it was revealed that, on 4 May, a cabinet member of Ansip and a policy coordinator at Jean-Claude Juncker's secretariat-general made substantial last-minute changes.Some were linguistic, such as asking for the commission's digital proposals to be “rapidly” adopted by member states and the EU parliament, instead of “swiftly”.Other changes were more substantive.The final version still stressed that more investments are needed to make sure that EU citizens have good internet connections. Residents who get their water from wells in areas affected by flooding should get their water tested before drinking it, and should check well pumps for damage, Ottawa Public Health is recommending.On Monday city officials said more than 300 homes near the Ottawa River have been affected by severe spring flooding.Ottawa Public Health says anyone concerned about the quality of their well water should use bottled, boiled or treated water for drinking and washing until they can get their water tested.Residents can have their water tested for free on weekdays at two city-run facilities at 100 Constellation Dr. and 2380 St. Laurent Blvd. Water samples can also be dropped off for testing on Tuesdays at 17 locations across the city.Wells that have been flooded should be disinfected with household bleach before they're used again, and should be re-tested for bacteria seven to 10 days later, Ottawa Public Health advises.There are no concerns about the quality of the city's drinking water at this time, officials say.Check pumps for damage-Ottawa Public Health also said well users should get a qualified technician to check their well pumps if they think electrical parts may have been damaged in the flood.The pumps themselves may also need to be cleaned.Likewise, residents in flooded areas shouldn't use their septic systems if their septic fields were under water. Ottawa Public Health said those residents may need to get their septic systems checked before using them again.Anyone coming into contact with flood water should wash their hands after in case the water was contaminated.Representatives from Ottawa Public Health will be at four public information sessions planned for Tuesday and Wednesday to answer further questions.

TORONTO — Anti-Semitism is on the rise in the country, a Jewish advocacy group said Tuesday, calling it a "made in Canada" phenomenon.B'nai Brith Canada, which has been tracking anti-Semitic incidents for 35 years, said 1,728 anti-Semitic incidents were reported across the country last year — a 26 per cent increase from 2015 and the highest number the group has ever recorded."That means an average of four to five incidents of anti-Semitic harassment, vandalism or violence occurring every day in our country, a country where we pride ourselves as being one of the most tolerant in the world," said the group's CEO Michael Mostyn.The numbers, included in the group's 2016 report that was released Tuesday, were based on phone calls to their anti-hate hotline and police data.Amanda Hohmann, national director of B'nai Brith Canada's League for Human Rights, said the organization believes Canadian anti-Semitism is not a U.S. import."While some have sought to link the global increase in anti-Semitism to November's presidential election in the United States, it's worth noting that the months of September through December actually saw a relative decrease in anti-Semitic incidents in Canada, in relation to previous years," Hohmann said.Twenty per cent of the incidents involved Holocaust denial, a sharp increase from five per cent in 2015, she said."Unfortunately, Holocaust denial is no longer only coming from its traditional home in the extreme right," Hohmann said. "More and more, Islamist extremists are also co-opting this position and spreading the rhetoric of denial, especially within Arab-language media right here in Canada."Mostyn listed a number of examples, including that of the al-Saraha newspaper in London, Ont., which published a report last summer that Mostyn said simultaneously denied the scope of the Holocaust and argued that any slaughter of Jews by the Nazi regime was justified.He said the paper was initially promoted as recommended reading by a local government-funded immigrant settlement organization. It was condemned by Ontario government officials who had taken out advertisements in the paper after B'nai Brith brought it to their attention.Barbara Perry, a University of Ontario Institute of Technology professor who studies hate crimes, said she considers a rise in anti-Semitic events in Canada as part of an increase many kinds of hatred across the Western world, which has also fuelled the rise of far-right political parties."It's really a form of othering across the board, and the Jewish community is one of many targets," she said.In particular, anti-Semitism in Arabic-language media in Canada likely has its roots in global conflicts, Perry said.Perry said Canada has also long had anti-Semitism of its own, traditionally focused on Jewish communities in Toronto and Montreal, which has combined with a global movement to create "a perfect storm."B'nai Brith Canada credits Arabic speakers with bringing these incidents to the group's attention, but Mostyn said it was troubling that only a single Arabic speaker came forward with information in each case.Of the 1,728 incidents reported last year, 490 occurred in Ontario, 249 in Quebec and the Atlantic provinces, 121 in Alberta and British Columbia, and 74 in the Prairies. BEIRUT (Reuters) - Air strikes killed at least 11 people, including four children, in a village north of the Syrian city of Raqqa overnight, a war monitoring group said on Wednesday.The Syrian Observatory for Human Rights said warplanes, thought to belong to the U.S.-led military coalition against Islamic State, hit al-Salihiya village before midnight and also injured several civilians.A spokesman for the U.S.-led coalition could not immediately be reached for comment. The United States military has said it makes "extraordinary efforts" to avoid civilian deaths in its bombing runs in Syria and neighboring Iraq.The UK-based Observatory said jets, also believed to belong to the coalition, killed 10 people driving through desert areas near the southwest edge of Raqqa province earlier this week.The U.S.-led coalition has been supporting Syrian militias with air strikes and special forces in a campaign to capture Raqqa city, Islamic State's base of operations in Syria.The Syrian Democratic Forces (SDF), a U.S.-backed alliance of Kurdish and Arab fighters, have seized territory from the jihadist group and advanced on Raqqa from the north, east and west.Islamic State has lost ground in different parts of northern Syria to three separate campaigns - by the SDF, the Russian-backed Syrian army, and Turkey with allied Syrian rebels.Separately, the Syrian air force pounded the remaining Islamic State-held villages in Aleppo province on Wednesday, killing 13 people near al-Maskaneh town, the Observatory said.Government troops were fighting the militants around al-Jarrah military airport, it added.There was no immediate comment from the Syrian army.The Observatory said Damascus ramped up its strikes this week against the jihadist group in the eastern Aleppo countryside, where the army had made gains earlier this year.The war monitor said the strikes had killed dozens of people, including at least 20 children, in the area over the past three days.(Reporting by Ellen Francis; Editing by Andrew Heavens and Ken Ferris)

HAMMAM AL-ALIL CAMP, Iraq (Reuters) - Thousands more people are fleeing Mosul every day since Iraqi troops began their push into the last Islamic State-held areas of the city last week, with food and water running out and the fighting killing increasing numbers of civilians.More than 22,000 people have fled Mosul since the U.S.-backed forces opened a new front in the northwest of the city on May 4 to try to finally dislodge the militants, the United Nations said on Wednesday, citing Iraqi government figures.In the past two days alone, more than 11,000 people have passed through a screening site at the Hammam al-Alil camp south of Mosul.Islamic State fighters are shooting people who try to escape, although some men have been allowed to go in exchange for taking militants' families with them, said 40-year-old Umm Abdul Rahman, who fled the Musherfa district on Tuesday night.One man waiting to be checked by security at Hammam al Alil had streaks of blood on his clothes from carrying a woman hit by an Islamic State sniper.They join an exodus from Mosul of more than 600,000 people in the seven months since Iraqi forces began their offensive there. Roughly 400,000 of those are from the western side of the city which is bisected by the River Tigris.The militants are now besieged in the northwestern corner, which includes the historic Old City center, the medieval Grand al-Nuri Mosque, and its landmark leaning minaret where their black flag has been flying since June 2014.About ten families, some forced out of other areas of Mosul as Iraqi forces advanced, were now crammed into every house in the northwest, Abdul Rahman said."There is no water, no food. The bombardment is continuous," she said, and the militants were setting civilian cars and trucks on fire to create smokescreens.People are surviving on ground wheat boiled in water, 31-year-old Qatra al-Nada Abdullah said, because Islamic State fighters were keeping any food or water that is left for themselves."Even wheat is scarce," she said.Islamic State fighters are forcing people from their homes to use them as fighting positions, 62-year-old Umm Mohammed said as she clutched a packet of cigarettes forbidden under the militants' rule.She and her family had burned everything, even their own shoes, to cook over after fuel ran out."We saw fear and hunger and death. I am an old woman and I have never seen anything like this."The Sunni Muslim militants seized Mosul in a shock offensive across northern and western Iraq in 2014 but have lost much of that territory to resurgent government forces in the past year. PABRADE TRAINING AREA, Lithuania (Reuters) - U.S. Defense Secretary Jim Mattis said on Wednesday that a Russian missile deployment near the Baltic states was "destabilizing", and officials suggested the United States could deploy a Patriot missile battery in the region for NATO exercises in the summer.U.S. allies are jittery ahead of war games by Russia and Belarus in September that could involve up to 100,000 troops and include nuclear weapons training -- the biggest such exercise since 2013.The drills could see Russian troops near the borders of Poland, Lithuania, Latvia and Estonia.Russia has also deployed Iskander missiles in Kaliningrad, its enclave on the Baltic Sea. It said the deployment was part of routine drills, but U.S. officials worry that it may represent a permanent upgrade.Asked during a trip to Lithuania about the deployment, Mattis told a news conference: "Any kind of build-up like that is simply destabilizing."The United States is ruling out any direct response to the Russian drills or the Iskander deployment.But at the same time, U.S. officials, speaking on condition of anonymity, raised the possibility that a Patriot missile battery could be deployed briefly to the Baltic region during NATO exercises in July that focus on air defense, known as Tobruk Legacy.The officials stressed that the Patriots, if deployed, would be withdrawn when the exercises were over. VANCOUVER — British Columbia has its first minority government in 65 years as the Liberals squeaked out a razor-thin victory over the NDP on Tuesday, with the Green party holding the balance of power for the first time in Canadian history.Christy Clark's Liberals won 43 seats, the NDP under John Horgan got 41 and the Greens led by Andrew Weaver achieved a major breakthrough by picking up three seats.The NDP won one riding by only nine votes, making a recount a certainty that will determine the difference between a minority and an ultra-thin majority if it were to flip to the Liberals.Clark said she intends to lead the next government, adding the result presents an opportunity to open up a new dialogue "about how we do things, what we should do, how we want to shape the future of our province.""Tonight is the beginning of something very different, and something that I think could be really exciting for the future of our province and our kids," she said.She said her party won the popular vote, finishing with 40.9 per cent compared with the NDP's 39.9 per cent based on preliminary election results. Amherst to host first-ever Pride parade-[CBC]-YAHOONEWS-May 9, 2017
The town of Amherst will be holding its first-ever Pride parade next month."This has been a long time coming," said Dawn Ripley, chair of the Cumberland Pride parade committee."We've gotten the courage and the green light from the town to work together and host this event."The organizing committee is urging businesses to get on board to help support the June 3 event."We have a letter that will be going out in the next few days that will be promoting businesses to dress up their storefronts and get ready for the big Pride celebrations," said Ripley."It's just to show that Amherst is a welcoming, diverse community."Gerard Veldhoven, 76, calls himself an LGBTQ activist for equality. He now lives in New Glasgow, N.S., but called Amherst home for 43 years."To have the parade in a small area in a rural town is quite phenomenal," said Veldhoven, who identifies as bisexual."I think it's very important to further raise awareness and how diverse our population really is."Participants in the parade will gather in Victoria Square. Following the parade through downtown streets, vendors and entertainment will be organized in the park."Our new slogan in town is 'See Why We Love It' and 'we' is all-encompassing," said Amherst Mayor David Kogon."We want to show pride in our people and celebrate diversity."

PORTLAND, Ore. (Reuters) - Oregonians may soon be able to identify themselves as neither male nor female as Oregon works toward becoming the first U.S. state to allow a third gender option on its drivers' licenses and state identification cards.Last June, Multnomah County Circuit Court Judge Amy Holmes Hehn granted a request by Army veteran Jamie Shupe, who has been transitioning since 2013, to change the retired sergeant's gender from female to a third, nongender option. It was believed to be the first decision of its kind in the United States."I deserve the right to properly classify my identity here on the homeland," Shupe said in an email to Reuters on Tuesday.The rights of transgender people along with public policy involving gender have become polarizing issues across the United States, most notably in several states, including North Carolina, which have tried to address the use of public bathrooms.Since Shupe's request was granted, Oregon's Department of Motor Vehicles has been researching the state's gender laws and determining how to incorporate the third option into state computer systems, DMV spokesman David House said."It was new territory for everybody," House told Reuters on Tuesday, noting that no other state offers a third gender choice.Oregon's DMV has also fielded comments from the public, holding a hearing on the subject in Eugene last week, with another hearing set for Wednesday evening in Portland.Most public comments have been supportive of the change while a handful have questioned the need and whether this would complicate police officers' efforts to identify people, House said.House said he expects the third option on state licenses and identification cards to be available before the end of July.The nongender status will appear as an “X” on an ID card or driver's license, he said.“I’ll display my X with pride to anyone," Shupe said.
