They returned to the same spot in the coming months and reported similar visions.Portuguese church officials initially doubted them. Many doubters, though, became believers after the so-called "miracle of the sun" on Oct. 13, 1917. LONDON (AP) — A global "ransomware" cyberattack, unprecedented in scale, had technicians scrambling to restore Britain's crippled hospital network Saturday and secure the computers that run factories, banks, government agencies and transport systems in many other nations.The worldwide effort to extort cash from computer users is so unprecedented that Microsoft quickly changed its policy, announcing security fixes available for free for the older Windows systems still used by millions of individuals and smaller businesses.After an emergency government meeting Saturday in London, Britain's home secretary said one in five of 248 National Health Service groups had been hit. The onslaught forced hospitals to cancel or delay treatments for thousands of patients, even some with serious aliments like cancer.Home Secretary Amber Rudd said 48 NHS trusts were affected and all but six were now back to normal. The U.K.'s National Cyber Security Center said it is "working round the clock" to restore vital health services.Security officials in Britain urged organizations to protect themselves by updating their security software fixes, running anti-virus software and backing up data elsewhere.Who perpetrated this wave of attacks remains unknown. Two security firms — Kaspersky Lab and Avast — said they identified the malicious software in more than 70 countries. Both said Russia was hit hardest."This is obviously by far the worst ransomware outbreak we've seen in, I think, forever," said Lawrence Abrams, a New York-based malware expert who runs BleepingComputer.com.And all this may be just a taste of what's coming, a leading cyber security expert warned.Computer users worldwide — and everyone else who depends on them — should assume that the next big "ransomware" attack has already been launched, and just hasn't manifested itself yet, Ori Eisen, who founded the Trusona cybersecurity firm in Scottsdale, Arizona, told The Associated Press.The attack held hospitals and other entities hostage by freezing computers, encrypting data and demanding money through online bitcoin payments. A giant carcass found washed up on a beach in Indonesia’s central Maluku province puzzled locals and authorities trying to identify the massive creature.The massive carcass was found on Hulung Beach on Serum Island on Tuesday night by a local man, the Jakarta Globe reported.Asrul Tuanakota, 37, said that he initially mistook the huge fleshy blob for a stranded boat, the newspaper reported.Locals first shared images of the carcass, measuring about 15 metres (50ft) in length, on Wednesday. The animal is believed to have been dead for at least three days before being discovered.According to local reports, fishermen thought it to be a giant squid, but a coordinator of Indonesia’s Marine and Coastal Resources Management said it was likely to be a whale. Lab tests are underway to confirm the species.

SOFIA, 11. May, 18:10-It is official: Mariya Gabriel is the Bulgarian nominee to replace Kristalina Georgieva, who quit as EU commissioner for budgets and human resources in November. May, 17:12-The European citizens' initiative (ECI) has had a difficult time since its launch in 2012.There were high expectations of citizen-led policy-making and of reducing the distance between ordinary people and EU institutions, but these hopes have largely been dashed.A dramatic drop in ECI proposals and citizen support made it look like this major democratic reform was going to end up stillborn.In 2017, though, there have been signs of a fragile recovery, with favourable court decisions, attitudes of the European Commission becoming more positive, and citizens re-engaging.A major problem to date has been excessive institutional control.The commission's interpretation of registration criteria led to almost 40 percent of ECIs being refused, which unjustly limited public debate.Responses to successful ECIs have been very limited so far. No legal acts have been proposed yet after a successful campaign.There has been strong criticism of the commission’s approach to ECI registration.Several organisers launched legal challenges in regard to how the commission makes decisions on the registrations.-Court rulings-Early court decisions indicated that these legal challenges might have little impact on the future of the ECI.However, in the Minority SafePack case - decision published in March this year - the EU's General Court (part of the Court of Justice of the EU) - annulled a commission registration decision for the first time.The decision was annulled because the commission had not provided sufficient reasons to the Minority SafePack organisers for refusing to register their initiative.Rather surprisingly, this procedural criticism led to the commission reviewing the substance of their decision, and quickly decided to register the ECI.However, the court went even further with its decision in the Stop TTIP case on 10 May .It again ruled to annul the refusal to register the initiative, but this time it went beyond procedural criticism - instead rejecting the reasons the commission gave for its decision.These judgements will greatly increase the scope for an ECI-led debate and the potential for ordinary citizens to influence EU policy.-Review of ECI-As well as the encouragement from the court's decisions to reduce institutional control over initiatives, commission vice president Frans Timmermans also announced - at the ECI day in April - a full review of ECI legislation later this year.Resisting until now, this promise shows further signs of stronger commission support for direct participation of citizens.The review could lead to major improvements to the usability of the citizens' initiatives.It could also increase the success rate for ECI organisers - perhaps, for example, by addressing the excessive identification requirements that have stopped many citizens from supporting initiatives.There are concerns that the commission will limit the review to technical issues and not make the much-needed changes to enhance people's participation in different initiatives.This could be done, for example, by strengthening the institutional response to ECI proposals.A full review would also encourage more citizens to turn to the ECI in the future as a means of influencing EU policy. A limited review would be a missed democratic opportunity and could lead to a stalled recovery.-European Parliament support-The European Parliament continues to be an important ally for the ECI. There are ongoing preparations for a legislative own-initiative report, proposing changes to the programme.This is one of the strongest political weapons in the European Parliament’s arsenal being used to enhance citizen participation and safeguard the future of this important tool.Most significant for the ECI, perhaps, are the numbers of citizens that have begun using it again. Hopefully not just because of the current political turmoil.-Seven ongoing initiatives-Seven ECIs are ongoing, with three related to the extremely important topic of EU citizenship following Brexit.Almost 750,000 citizens have already pledged support this year to the "Ban Glysophate" initiative.This initiative looks likely to gain support from over 1 million citizens and to become the next successful campaign presented to the commission for a response.This would provide a further test of whether the commission has a new, more positive outlook on the ECI.New life has been breathed into the ECI, but its recovery is still fragile.Greater publicity is needed and citizens should to continue to engage.Much depends on the depth of its review this year and the commission’s response to the next successful citizens' initiatives.James Organ is a member of the ECI Campaign and lecturer at the University of Liverpool.

KINSHASA, Congo — One person has been confirmed dead from Ebola in an outbreak in a remote corner of northern Congo as health authorities look into a total of nine suspected cases, including two other deaths, the country's health minister and the World Health Organization said Friday.One case of the hemorrhagic fever was confirmed out of the five tested since the outbreak emerged April 22 in Bas-Uele province, Health Minister Oly Ilunga Kalenga said. He said the confirmed case was of the Zaire strain of the virus.The outbreak could test a recently developed experimental Ebola vaccine that WHO says could be used in emergencies. The global vaccine alliance GAVI said 300,000 doses are available "if needed to stop this outbreak becoming a pandemic."This vast, impoverished Central African nation has had seven known Ebola outbreaks in the past, including one in 2014 with several dozen cases. That outbreak was not connected to the massive epidemic in Guinea, Liberia and Sierra Leone that left thousands dead.So far all the cases have been tied to a remote village, and it's a strain of Ebola that's been seen in the country before.Dr. Allarangar Yokouide, the WHO representative in Congo, said the first teams of specialists should arrive in the affected area of Likati on Friday or Saturday. The zone is some 1,300 kilometres (800 miles) from the capital, Kinshasa."The area in Likati is difficult to access, but the work of tracing contacts is very crucial to stopping the epidemic in its tracks," he said. The community is near the border with Central African Republic.Ebola occasionally jumps to humans from animals including bats and monkeys. Without preventive measures, the virus can spread quickly between people and is fatal in up to 90 per cent of cases. BEIRUT — Syrian Kurdish-led forces were closing in Saturday on the de-facto capital of the Islamic State group in Syria, seizing a cotton mill only a couple of miles north of the city and clashing with the militant group on a number of fronts, activists and Kurdish media reported.The Britain-based Syrian Observatory for Human Rights said the Kurdish-led Syrian Democratic Forces, backed by U.S-led coalition airstrikes, advanced as they clashed with the militants in a multi-pronged offensive northeast and northwest of the city.The offensive brings the SDF 4 kilometres (2.5 miles) from the northeast of the city, the Observatory said. Fighting was also reported about 6 kilometres (3.7 miles) north of Raqqa and 13 kilometres (8 miles) to the northwest, the Observatory said.The Raqqa Campaign, a Facebook page affiliated with the Kurdish-led forces, said the fighters seized the cotton mill, 2.5 miles (4 kilometres ) north of the city on Saturday. Kurdish Hawar news agency said the Kurdish-led fighters also seized the office of a farmer's union, a local ruling party headquarters and a prison used by the militants. The agency said the fighters seized about 186 kilometres (115 miles) north of the city in their advance in the last four days.The Kurdish-led forces said Friday they expect to advance on Raqqa this summer, following their capture of a strategic town and dam, about 40 kilometres (25 miles) west of the city."The city is near, very near," said Nasser Haj Mansour, an adviser for the SDF.Kurdish activist Mustafa Bali said the SDF are moving fast to reach the outskirts of Raqqa city, but that the battle for the city is likely to take time. LONDON (AP) — A global "ransomware" cyberattack, unprecedented in scale, had technicians scrambling to restore Britain's crippled hospital network Saturday and secure the computers that run factories, banks, government agencies and transport systems in many other nations.The worldwide effort to extort cash from computer users is so unprecedented that Microsoft quickly changed its policy, announcing security fixes available for free for the older Windows systems still used by millions of individuals and smaller businesses.After an emergency government meeting Saturday in London, Britain's home secretary said one in five of 248 National Health Service groups had been hit. The onslaught forced hospitals to cancel or delay treatments for thousands of patients, even some with serious aliments like cancer.Home Secretary Amber Rudd said 48 NHS trusts were affected and all but six were now back to normal. The U.K.'s National Cyber Security Center said it is "working round the clock" to restore vital health services.Security officials in Britain urged organizations to protect themselves by updating their security software fixes, running anti-virus software and backing up data elsewhere.Who perpetrated this wave of attacks remains unknown. Two security firms — Kaspersky Lab and Avast — said they identified the malicious software in more than 70 countries. Both said Russia was hit hardest."This is obviously by far the worst ransomware outbreak we've seen in, I think, forever," said Lawrence Abrams, a New York-based malware expert who runs BleepingComputer.com.And all this may be just a taste of what's coming, a leading cyber security expert warned.Computer users worldwide — and everyone else who depends on them — should assume that the next big "ransomware" attack has already been launched, and just hasn't manifested itself yet, Ori Eisen, who founded the Trusona cybersecurity firm in Scottsdale, Arizona, told The Associated Press.The attack held hospitals and other entities hostage by freezing computers, encrypting data and demanding money through online bitcoin payments. His $11 purchase of the name may have saved governments and companies around the world millions, slowing its spread before U.S.-based computers were more widely infected.In the U.S., FedEx Corp. reported that its Windows computers were "experiencing interference" from malware, but wouldn't say if it had been hit by ransomware. Other impacts in the U.S. were not readily apparent on Saturday.The kill switch couldn't help those already infected, however. A giant carcass found washed up on a beach in Indonesia’s central Maluku province puzzled locals and authorities trying to identify the massive creature.The massive carcass was found on Hulung Beach on Serum Island on Tuesday night by a local man, the Jakarta Globe reported.Asrul Tuanakota, 37, said that he initially mistook the huge fleshy blob for a stranded boat, the newspaper reported.Locals first shared images of the carcass, measuring about 15 metres (50ft) in length, on Wednesday. The animal is believed to have been dead for at least three days before being discovered.According to local reports, fishermen thought it to be a giant squid, but a coordinator of Indonesia’s Marine and Coastal Resources Management said it was likely to be a whale. Lab tests are underway to confirm the species.

May, 17:12-The European citizens' initiative (ECI) has had a difficult time since its launch in 2012.There were high expectations of citizen-led policy-making and of reducing the distance between ordinary people and EU institutions, but these hopes have largely been dashed.A dramatic drop in ECI proposals and citizen support made it look like this major democratic reform was going to end up stillborn.In 2017, though, there have been signs of a fragile recovery, with favourable court decisions, attitudes of the European Commission becoming more positive, and citizens re-engaging.A major problem to date has been excessive institutional control.The commission's interpretation of registration criteria led to almost 40 percent of ECIs being refused, which unjustly limited public debate.Responses to successful ECIs have been very limited so far. No legal acts have been proposed yet after a successful campaign.There has been strong criticism of the commission’s approach to ECI registration.Several organisers launched legal challenges in regard to how the commission makes decisions on the registrations.-Court rulings-Early court decisions indicated that these legal challenges might have little impact on the future of the ECI.However, in the Minority SafePack case - decision published in March this year - the EU's General Court (part of the Court of Justice of the EU) - annulled a commission registration decision for the first time.The decision was annulled because the commission had not provided sufficient reasons to the Minority SafePack organisers for refusing to register their initiative.Rather surprisingly, this procedural criticism led to the commission reviewing the substance of their decision, and quickly decided to register the ECI.However, the court went even further with its decision in the Stop TTIP case on 10 May .It again ruled to annul the refusal to register the initiative, but this time it went beyond procedural criticism - instead rejecting the reasons the commission gave for its decision.These judgements will greatly increase the scope for an ECI-led debate and the potential for ordinary citizens to influence EU policy.-Review of ECI-As well as the encouragement from the court's decisions to reduce institutional control over initiatives, commission vice president Frans Timmermans also announced - at the ECI day in April - a full review of ECI legislation later this year.Resisting until now, this promise shows further signs of stronger commission support for direct participation of citizens.The review could lead to major improvements to the usability of the citizens' initiatives.It could also increase the success rate for ECI organisers - perhaps, for example, by addressing the excessive identification requirements that have stopped many citizens from supporting initiatives.There are concerns that the commission will limit the review to technical issues and not make the much-needed changes to enhance people's participation in different initiatives.This could be done, for example, by strengthening the institutional response to ECI proposals.A full review would also encourage more citizens to turn to the ECI in the future as a means of influencing EU policy. A limited review would be a missed democratic opportunity and could lead to a stalled recovery.-European Parliament support-The European Parliament continues to be an important ally for the ECI. There are ongoing preparations for a legislative own-initiative report, proposing changes to the programme.This is one of the strongest political weapons in the European Parliament’s arsenal being used to enhance citizen participation and safeguard the future of this important tool.Most significant for the ECI, perhaps, are the numbers of citizens that have begun using it again. KINSHASA, Congo — One person has been confirmed dead from Ebola in an outbreak in a remote corner of northern Congo as health authorities look into a total of nine suspected cases, including two other deaths, the country's health minister and the World Health Organization said Friday.One case of the hemorrhagic fever was confirmed out of the five tested since the outbreak emerged April 22 in Bas-Uele province, Health Minister Oly Ilunga Kalenga said. The zone is some 1,300 kilometres (800 miles) from the capital, Kinshasa."The area in Likati is difficult to access, but the work of tracing contacts is very crucial to stopping the epidemic in its tracks," he said. BEIRUT — Syrian Kurdish-led forces were closing in Saturday on the de-facto capital of the Islamic State group in Syria, seizing a cotton mill only a couple of miles north of the city and clashing with the militant group on a number of fronts, activists and Kurdish media reported.The Britain-based Syrian Observatory for Human Rights said the Kurdish-led Syrian Democratic Forces, backed by U.S-led coalition airstrikes, advanced as they clashed with the militants in a multi-pronged offensive northeast and northwest of the city.The offensive brings the SDF 4 kilometres (2.5 miles) from the northeast of the city, the Observatory said. Fighting was also reported about 6 kilometres (3.7 miles) north of Raqqa and 13 kilometres (8 miles) to the northwest, the Observatory said.The Raqqa Campaign, a Facebook page affiliated with the Kurdish-led forces, said the fighters seized the cotton mill, 2.5 miles (4 kilometres ) north of the city on Saturday. Kurdish Hawar news agency said the Kurdish-led fighters also seized the office of a farmer's union, a local ruling party headquarters and a prison used by the militants. The agency said the fighters seized about 186 kilometres (115 miles) north of the city in their advance in the last four days.The Kurdish-led forces said Friday they expect to advance on Raqqa this summer, following their capture of a strategic town and dam, about 40 kilometres (25 miles) west of the city."The city is near, very near," said Nasser Haj Mansour, an adviser for the SDF.Kurdish activist Mustafa Bali said the SDF are moving fast to reach the outskirts of Raqqa city, but that the battle for the city is likely to take time. SEOUL (Reuters) - A senior North Korean diplomat who handles relations with the United States said on Saturday that Pyongyang would have dialogue with the U.S. administration if conditions were right, South Korea's Yonhap news agency reported.Choe Son Hui, North Korea's foreign ministry director general for U.S. affairs, made the comment to reporters in Beijing as she was traveling home from Norway, Yonhap said."We'll have dialogue if the conditions are there," she told reporters when asked if the North was preparing to hold talks with the Trump administration, according to Yonhap.When asked if North Korea was also getting ready to talk with the new government in South Korea, of liberal President Moon Jae-in, Choe said: "We'll see."The comments by Choe, who is a veteran member of the North's team of nuclear negotiators, came amid stepped up international efforts to press North Korea and ease tension over its pursuit of nuclear arms.U.S. President Donald Trump warned in an interview with Reuters in late April that a "major, major conflict" with the North was possible, but he would prefer a diplomatic outcome to the dispute over its nuclear and missile programs.Trump later said he would be "honored" to meet the North's leader, Kim Jong Un, under the right conditions.A U.S. State Department spokesman said the United States remains open to talks with North Korea but it would have to "cease all its illegal activities and aggressive behavior in the region.""We have been clear over the past twenty years that we seek nothing but a stable and economically prosperous Korean peninsula," the spokesman said in an email.Choe was in Norway for so-called Track Two talks with former U.S. government officials, according to Japanese media, the latest in a series of such meetings.A source with knowledge of the latest meeting said at least one former U.S. government official took part but the U.S. administration was not involved.South Korea's Moon, elected this week on a platform of a moderate approach to North Korea, has said he would be willing to go to Pyongyang under the right circumstances and said dialogue must be used in parallel with sanctions to resolve the problem over North Korea's weapons.North Korea has conducted five nuclear tests in defiance of U.N. and U.S. sanctions and is also developing long-range missiles to deliver atomic weapons.It says it needs such weapons to defend itself against U.S. aggression.(Reporting by Jack Kim. TOKYO (Reuters) - Japan is leaning towards choosing the Aegis Ashore missile-defense system over another advanced system called Terminal High Altitude Area Defense (THAAD), government and ruling party sources said.Faced with North Korea's rapid missile and nuclear development, and its threats, Japan has been looking into introducing a new missile-defense layer - either the THAAD or the Aegis Ashore, a land-based version of the Aegis system developed for war ships.Lockheed Martin Corp makes both systems.The government now favors the Aegis Ashore system as it comes with a wider coverage area, which would mean fewer units needed to protect Japan, and it is also cheaper, three government and two ruling party sources said.The sources, who spoke this week, declined to be identified because they are not authorized to speak to media on the topic.An Aegis Ashore unit costs about 70 billion-80 billion yen ($618 million-$706 million), while a THAAD unit costs more than 100 billion yen, the sources said.Also, the introduction of Aegis Ashore would help reduce the burden of round-the-clock vigilance shouldered by Japanese warships equipped with the Aegis system, they said.The government will make a final decision on the new system in coming months, after sending, possibly this month, an inspection team to Hawaii, where U.S. forces operate Aegis Ashore test facilities, they said.Japan's ruling Liberal Democratic Party in March urged Prime Minister Shinzo Abe's government to consider acquiring the capability to hit enemy bases and to beef up missile defense.(Reporting by Nobuhiro Kubo; Writing by Kiyoshi Takenaka; Editing by Robert Birsel)
