(Reuters) - Legal bills for love-struck prison worker Joyce Mitchell may be paid by taxpayers, including residents living near the upstate New York prison who were terrified by a three-week manhunt for the convicted killers she helped escape, authorities said on Wednesday.Mitchell, 51, who was a prison tailor shop supervisor at Clinton Correctional Facility in Dannemora, New York, and her husband both held prison jobs that paid $57,697 a year. Still, her attorney is court appointed and local authorities are investigating whether taxpayers must pay her legal bills, said Clinton County legislator Jim Langley Jr.A manhunt estimated to cost more than $20 million ended in late June with escapees Richard Matt, 49, shot and killed and David Sweat, 35, shot and captured.Details of the mounting costs of the June 6 escape unfolded as salacious details surfaced about the three-way relationship between Mitchell and the two men, who cut through the back of their cells, slithered through a steam pipe and emerged through a manhole outside the maximum security prison near the Canadian border.Mitchell, who had been previously investigated after a co-worker complained she had an inappropriate relationship with Sweat, said she never had a sexual relationship with Sweat but did send him naked pictures of herself, through Matt, court documents said.-PRISON SHOP SEX-She told investigators that Matt surprised her in April 2015 by kissing her in the tailor shop, where she later gave him oral sex and fondled him when he wore a coat with a hole cut in the pocket, the documents said.She recounted to investigators that she had no idea that a prison break was being planned until she had already started smuggling hacksaw blades to Matt, a painter who initially said he needed them to build frames for his artwork.By then, she had complied with Matt's request to supply him with two pair of glasses with lights on them and a screwdriver bit.Even after she learned in May of the escape plan, Mitchell continued to smuggle in batteries for the glasses and followed Matt's instructions to call to arrange a rendezvous with possible accomplices outside of prison to retrieve getaway cash - which she never picked up, court documents said.Mitchell, who was supposed to drive her Jeep as the getaway car, got cold feet after Matt revealed he planned to kill her husband, whom he called "the glitch," the documents said.She was instructed to slip her husband some knock-out pills and then drive to meet the escapees, bringing along her cell phone, a shotgun that Matt could saw off, a hatchet, sleeping bags, fishing poles and a GPS so they could find their way to an undisclosed location in the woods about seven hours away, the documents said."I was caught up in the fantasy," Mitchell said in a sworn document. ATHENS (Reuters) - The head of the Greek statistics office stepped down on Sunday, adding new complexity to Greece's bailout negotiations with its European Union partners.A veteran International Monetary Fund statistician, Andreas Georgiou was appointed head of ELSTAT in 2010 in an effort to restore the credibility of Greek statistics a few months after the country's debt crisis erupted."I have informed the finance minister of my decision not to accept the extension of my term ... that ends today," Georgiou told Reuters.Georgiou could have stayed on until a replacement was appointed, but he said he was not interested in having the finance minister renew his term and that it was a personal choice to leave.He said he and his team had worked to make the statistics office independent, impartial, objective and transparent, sometimes against a series of "unsubstantiated and totally unfounded accusations".In 2013, an prosecutor brought felony charges against Georgiou and two other agency employees, accusing them of falsifying 2009 fiscal data. WASHINGTON (Reuters) - General Electric Co is taking steps to shift some U.S. manufacturing work overseas now that the U.S. Export-Import Bank will be shuttered at least until September, the industrial giant's global operations boss told Reuters on Thursday.GE Vice Chairman John Rice said the conglomerate is bidding on over $10 billion worth of projects that require support from an export credit agency (ECA) like Ex-Im.With Ex-Im unable to extend new loans or guarantees thanks to an effort by congressional Republicans to shut it down, GE is arranging with ECAs in other countries to finance the deals involved, with much of the production going to GE plants in those foreign locations. The prospective government partners include Canada, the United Kingdom, France, Germany, China and Hungary, he said."We're submitting the tenders now. So we are identifying where we'll bid this and the ECA support that comes with it, and it's not in the United States," Rice told Reuters in a telephone interview from Atlanta-Ex-Im has been unable to consider any new financing requests since Congress allowed the bank's charter to expire on June 30.Rice's comments come as the U.S. Congress starts a five-week summer recess with no clear path to revive Ex-Im in the months ahead. A group of conservative Republicans, who say the 81-year-old trade bank is a nest of "crony capitalism" that doles out government welfare to GE, Boeing Co and other wealthy corporations, want to keep it closed for good.An effort to revive the bank as part of a multi-year transportation bill won strong support in the U.S. Senate, but stalled this week when the House of Representatives approved a short-term funding extension without the Ex-Im provision.Boeing chairman Jim McNerney on Wednesday said the aircraft maker was actively looking at moving "key pieces" of its operations to other countries that could offer export credits.Rice, who is based in Hong Kong, said GE is not moving to shift work and jobs overseas "just to make a point" to Congress, but to win contracts that require export credit agency support. (Reuters) - A wildfire along northern California’s inland coastal range has now burned nearly 46,000 acres (18,615 hectares) and forced the closure of two highways, officials said on Sunday, after a second blaze near the Oregon border killed a firefighter.The Rocky Fire in Lake County north of San Francisco has grown in size by about 20,000 acres (8,094 hectares) since Saturday, according to Cal Fire, a state website for fire information.The fire has closed parts of Highway 20 and Highway 16, destroyed 24 homes and 26 more outbuildings, and threatens an additional 6,301 structures, according to Cal Fire.Nearly 2,000 firefighters are battling the fire, which broke out on Wednesday and is only 5 percent contained, the same percentage as on Saturday, according to the website. About 12,000 people have been evacuated or are under evacuation advisories.Drought-stricken brush and grasslands have made parts of California vulnerable to wildfires. Among numerous fires burning in the state is the Frog fire, which officials said killed a firefighter on Thursday. David Ruhl, 38, a married father of two from Rapid City, South Dakota, died while assigned to the fire in the Modoc National Forest near California's border with Oregon.Ruhl was alone and working as incident commander on the fire, said Modoc National Forest spokesman Ken Sandusky. Clearlake (United States) (AFP) - Thousands of firefighters battled raging wildfires Sunday in drought-parched California, where officials evacuated entire neighborhoods and closed miles of highway in the path of the inferno, which has claimed at least one life.Some 6,000 homes were evacuated as 21 large fires burned in the bone-dry western US state, which is in the throes of a historic drought.A total of 121,000 acres (49,000 hectares of land have burned so far, according to figures provided by the state.Governor Jerry Brown's office said that some 9,600 people were battling the fires early Sunday.Dry lightning strikes sparked most of the fires, while the causes of others remained unknown. But authorities said they did not suspect foul play.Thousands of lightning bolts since Thursday caused hundreds of smaller fires throughout the state, but most of the blazes were concentrated in the north, California fire chiefs said.- Tough weather challenges -"Our firefighters have been working extensively throughout the last two weeks, working hard to contain these fires. The weather has not been so kind," CAL FIRE spokeswoman Lynnette Round told AFP."The dry, warm windy conditions then the dry lightning hitting, it just fuels those fires."Brown's office said neighboring Nevada and Colorado had also committed resources to battle the blazes.A total of 24 homes and 26 outbuildings, which included barns and sheds, were destroyed in the community of Lower Lake, home to the picturesque Mendocino National Forest.CAL FIRE said the Rocky Fire had grown to 46,000 acres and was only five percent contained. Its cause was still under investigation, the agency said.Stretches of Highway 20 were closed in both directions, spelling weekend travel misery for motorists.With very hot, dry weather and erratic winds expected only to make matters worse, evacuations in the face of the Rocky Fire were expected to impact 12,190 people, CAL FIRE said."Mountain thunderstorms will continue through today with little rain which could spark fire starts from dry lightning strikes," the agency said in a statement."Evening thunderstorms will shift northward late in the night, putting northern California at risk for new lightning fire starts."- 'Tinderbox' -Witnesses described dramatic scenes as thick smoke from the giant fire turned day into night and flames swallowed up large tracts of woodland and forest.Vehicles had been left to the flames, abandoned and burnt-out.On Friday, Brown declared a state of emergency and the California National Guard was called in, underlining the scale of the threat facing the state.Firefighter Dave Ruhl, 38, from South Dakota, was killed Thursday while fighting the Frog Fire in the Modoc National Forest outside Alturas."California's severe drought and extreme weather have turned much of the state into a tinderbox," Brown said in a statement."Our courageous firefighters are on the front lines and we'll do everything we can to help them.""Firefighter Ruhl will be remembered for his service and bravery and we extend our deepest condolences to his family, friends and colleagues with the US Forest Service," Brown said in a separate statement.Wildfires are a fact of life in much of California, but were far worse than usual this year because of bone-dry conditions, with the state gripped by a fourth year of record drought.

ASEAN, China discuss 'hotline' for sea dispute: Philippines-AFP-AUG 2,15-YAHOONEWS

Manila (AFP) - ASEAN and China are discussing setting up a "hotline" in case of an emergency regarding the territorial dispute over the South China Sea, a Philippine official said on Sunday.The proposed hotline was discussed during a meeting of senior diplomats from China and ASEAN, the Association of Southeast Asian Nations, in Tianjin last week, said foreign department spokesman Charles Jose.Jose, whose country is one of the most vocal in the simmering dispute over the flashpoint waters, said the matter had been referred back to a joint working group and was still far from fruition."Although this was agreed in principle as an early harvest measure, it needs thorough discussion," he said in a statement to AFP.He stressed the hotline would not be unveiled at an upcoming meeting of ASEAN foreign ministers.The Philippines and fellow ASEAN members Brunei, Malaysia and Vietnam have competing claims over the South China Sea along with China and Taiwan.The dispute has grown increasingly tense in recent years with the Philippines at the forefront of accusing China of "bullying" in asserting its claim over the waters which are a crucial sea lane and fishing ground also believed to hold vast mineral resources.In recent months, the Philippines has raised the alarm over China's land reclamation to turn outcroppings in the sea into artificial islands that can host military outposts.ASEAN, which also includes Indonesia, Cambodia, Laos, Myanmar, Singapore and Thailand, has been pushing for the establishment of a "code of conduct" with China that would bind the rival claimants not to take actions that could spark conflict in the region.Despite its appeals for unity, ASEAN members have diverging agendas, and the bloc has had difficulty taking a common stand on China which has close relationships with several members.

(Reuters) - Since Indiana opened its first state-run needle exchange last spring, Tara Burton, 25, has made weekly visits to turn over needles she used to shoot Opana, a prescription painkiller, up her track-marked arm.The one-story clinic in rural Scott County, Indiana, marks a sea change in states where conservative lawmakers had staunchly opposed old needles-for-new exchanges.An HIV epidemic in Indiana and a rise in Hepatitis C cases in Kentucky helped push those states to pass laws allowing communities to open needle exchanges. A pilot exchange program is due to begin in West Virginia in September. And Southern Ohio has opened exchanges in two cities since 2012."Some of the most conservative members of the community are supporting this now because they understand it," said Scott Lockard, president of the Kentucky Health Departments Association. He added, however, that "lots of education" is still needed. Opponents insist exchanges facilitate criminal behavior."Really, you're encouraging drug use," said Kentucky State Representative Stan Lee, a Republican, comparing distributing clean needles to giving out condoms at schools.Needle exchanges, which exist in 34 states, are gaining wider acceptance as health officials nationwide have expressed alarm at the surge in opiate abuse, including heroin and prescription opiates delivered through needles that are often passed between addicts. What's driving greater acceptance of needle exchanges is we don't have time to fight over ideology. We need to do something now because we're losing too many people."Forty miles south, health officials in Louisville, Kentucky, opened that state's first needle exchange in June. The city of Lexington and rural Pendleton County have since approved exchanges, and officials are considering opening them in at least half a dozen more places in the coming months.Kentucky State Senator Wil Schroder, a former prosecutor, said he did a "180" on needle exchanges, going from opposing them to persuading fellow Republicans that they can inform users about addiction programs while getting dirty needles out of parks.The exchanges could also cut treatment costs, he added.Kentucky has the highest rate of Hepatitis C in the United States, with more than 56,000 infected residents requiring possible lifetime insurance and Medicaid costs of $4.5 billion. NEW YORK (Reuters) - A deadly outbreak of Legionnaires' disease, a severe type of pneumonia, has now killed four people and sickened 65 in the Bronx section of New York City since July 10, New York City health officials said on Saturday.This wave of Legionnaires', which officials have called unusual, is now more than five times the number of cases recorded in the last outbreak, in which 12 people in the Bronx fell ill in December 2014.The disease is caused by Legionella, a bacteria found in certain plumbing systems, including hot tubs, humidifiers, cooling towers and hot water tanks. It is spread by breathing in mist from water, and cannot be spread from person to person.The illness is most common in the summer and early fall, according to the Centers for Disease Control and Prevention. Symptoms include fever, cough, headaches and muscle aches.In response to the outbreak, the city's health department has inspected 22 buildings in the Bronx, 17 of which have cooling towers. Five buildings, including the historic Opera House Hotel, Lincoln Medical Center and the Concourse Plaza mall and movie complex, tested positive for Legionella.Disinfection efforts are ongoing or have already been completed at all five sites.Julio Vargas, general manager of the Opera House Hotel, said the water in the cooling tower used by the hotel has been treated and disinfected, and there have been no reports of hotel guests falling ill.The people who died from the disease were older adults with underlying medical problems, according to a city press release.The department said the city's drinking water supply, fountains and pools have not been affected.The disease earned its name following a 1976 outbreak among people who attended a Philadelphia convention of the American Legion, a veterans organization.Between 8,000 and 18,000 people are hospitalized with the disease each year in the United States, according to the CDC.(Reporting by Katie Reilly; Editing by Diane Craft)

(Reuters) - The planned March 2016 reopening of an underground nuclear waste dump in New Mexico has been pushed back indefinitely because of unanticipated challenges, U.S. officials said.A radiation leak at the U.S. government's Waste Isolation Pilot Plant that originated in a disposal chamber half a mile (1 km) below ground at the center near Carlsbad, New Mexico, exposed more than 20 workers to small amounts of radiation in February 2014, officials have said.The accident led to the suspension of key operations at the site, the Energy Department's only permanent underground repository for certain types of radiological waste tied to U.S. nuclear labs and weapons sites.Dana Bryson, acting manager for the Department of Energy's Carlsbad Field Office, said in a statement on Friday: "We are disappointed that we will not meet the original target date for beginning waste emplacement."He did not provide a date for reopening the facility."While the WIPP recovery program continues to make significant progress, the original target date of March 2016 for resuming waste emplacement operations is no longer viable due to a variety of unanticipated issues," said a news release from the U.S. Department of Energy that contained Bryson's statement.Key challenges that remain include the need to implement heightened safety standards from the Department of Energy and to resolve problems with the ventilation system, officials said."The department is committed to resuming operations at the Waste Isolation Pilot Plant as soon as it is safe to do so," Bryson said.(Editing by Alex Dobuzinskis)
