Ottawa (AFP) - Canada plans to fly in 900 Syrian refugees a day as of next month, according to media reports, as the defense minister said showing compassion for these people sends a message to Islamic State extremists.Canadian officials said details of a plan to take in 25,000 Syrian refugees by year's end would be announced Tuesday.The Canadian media reports come amid fears that IS jihadists could slip into the country posing as refugees, in the wake of last week's attacks in Paris that killed at least 130 people.Citing a leaked document, local media said the government was planning to fly in 900 Syrian refugees daily from Jordan to Montreal and Toronto, starting December 1.From there, they would be transported to two military bases in Ontario and Quebec, where they would be temporarily housed, according to the reports. They pegged the cost of the ongoing operation at Can$1.2 billion over six years.The cost and other details will be revealed on Tuesday, Immigration Minister John McCallum told reporters in Ottawa.Health Minister Jane Philpott, however, said the leaked information was "outdated and not expected to be accurate."At a security forum in the Atlantic port city of Halifax, Defense Minister Harjit Sajjan said by welcoming Syrian refugees, Ottawa was also striking at IS."This crisis is not just about a humanitarian project," he said in his opening remarks to military commanders and defense ministers from around the world."This also sends a great message to ISIS that you might create this environment for us, but we will not let you take advantage of this," he said, using an alternate acronym for the IS group."By doing our part for this, we are actually hitting ISIS in a different way as well."Sajjan also sought to allay security concerns raised since the Paris attacks, saying Canada is looking to bring over the most vulnerable and families with skills that could ultimately benefit Canada, and that they pose no threat to national security."They're not fleeing poverty; they're fleeing war," he said. BRUSSELS, Today, 19:59-Brussels will remain on maximum alert Monday (23 November), with schools and universities, as well as the metro network, closed, Belgian prime minister Charles Michel announced Sunday evening.“We fear attacks similar to the attacks in Paris,” Michel said. “Indications tell us that potential targets are much frequented places.”Michel gave a short press conference after the national security council decided to extend the highest alert level two days after it was imposed.“The threat is considered as serious and imminent in Brussels and at a serious level for the whole country,” Michel said.“We take decisions according to the information we have, we ask the population to understand.”Belgian army and police patrolled Brussels all weekend and their presence will be increased on Monday, with up to 10 terrorists being hunted, according to Belgian media. They are suspected of carrying arms and explosives. Brussels (AFP) - The brother of wanted Paris terror suspect Salah Abdeslam said Sunday he believed he decided at the very last moment not to go through with an attack.Belgium has launched a huge manhunt for the 26-year-old who is believed to be the only surviving member of the gang of jihadists behind the massacre in the French capital.Asked about the possibility that Salah had balked, his brother Mohamed Abdeslam told RTBF television: "That is more than my hope, it is my conviction.""He was a very intelligent man and I believe that at the very last moment he changed his mind and decided to take a different path."In all, seven attackers died in the Paris onslaught, including Brahim Abdeslam, a third brother who blew himself up outside a bar."I am totally convinced that my brothers were not radicalised but that they were manipulated," Mohamed said.Belgian-born Salah Abdeslam may be equipped with a suicide belt, according to Hamza Attou, one of two suspects charged by Belgian authorities for allegedly helping him return to the country after the killings. Nov, 12:41-Belgian PM Charles Michel has said intelligence of a Paris-type attack prompted Saturday’s (21 November) security crackdown in Brussels.He told press he has “quite precise information of the risk of an attack similar to the one in Paris … potentially by several individuals with arms and explosives, perhaps even in several places.”He urged the public “not to give in to panic, to stay calm,” adding: “We have taken the necessary measures.”He spoke after Belgian authorities, at 5am on Saturday, raised the terrorist alert level from three to four - the maximum, indicating a “serious and imminent” threat.They deployed military patrols, including armoured vehicles, in the city centre and urged people to avoid public places.Main shopping streets were almost empty at noon.Metros and some trams stopped running. KANSAS CITY, Mo (Reuters) - A Southwest Airlines flight from Indianapolis to Los Angeles was diverted to Kansas City and searched on Sunday after the crew reported suspicious behavior by some passengers, the FBI said."The flight crew diverted the flight to Kansas City out of an abundance of caution based upon suspicious behavior displayed by several passengers," FBI spokesperson Bridget Patton in Kansas City said in a statement.All passengers were taken off the plane and those in question were interviewed by law enforcement, Patton said. They were later re-booked to continue on a different flight, she said.Asked what constituted suspicious behavior, Patton replied in an email that the passengers were "unruly."Southwest said in a statement that the crew decided to divert the flight "in response to several passengers who did not follow crew instruction upon takeoff and continued to exhibit suspicious behavior in flight."Security officials worldwide have been on high alert since Islamic State militants claimed responsibility for attacks last week in Paris that killed 129 people.Russia has said the group was also responsible for the downing on Oct. 31 of a plane returning to St. Petersburg from the Sharm al-Sheikh resort in Egypt, killing all 224 on board.After passengers left the plane, authorities swept the aircraft with a K-9 dog unit, Patton said. SINGAPORE (Reuters) - Singapore Airlines said on Sunday there was a bomb threat to one of its flights which originated from San Francisco and landed safely at Singapore's Changi Airport on Sunday.The airline, in a statement, did not provide any details of how the threat came to light or what action was taken to ensure the flight's safety. Nov, 18:51-The EU will change the Schengen borders code to introduce systematic checks for EU citizens at the external borders of the EU free travel area.At an extraordinary meeting in Brussels Friday (20 November) EU justice and interior ministers asked the commission to make a proposal early next year when the commission presents its Smart Borders package to upgrade technologies at Schengen entry points.In the meantime, member states decided "to implement immediately the necessary systematic and coordinated checks at external borders".That means border guards will systematically check in the Schengen Information System (SIS) whether EU travelers are considered dangerous and merit being searched by the police. Until now, only the authenticity of the passport has been verified.The measure was pushed by France in the wake of the attacks in Paris last Friday (20 December) after it became clear that some of the terrorists travelled freely from Syria on EU passports."We need to check Europeans because the threat comes from within," a French official said.-'Ruthless reaction'-The meeting had been called by France after the attacks to take "urgent measures.""Our collective reaction must be ruthless," French interior minister Bernard Cazeneuve said at a press conference."We have to put an end to promises that are not followed up on, to procrastination and tardiness," he said. "Otherwise, Europe will lose itself."Ministers also agreed to step up the use of databases, such as the SIS, the Interpol database and national police databases, as well as new technology tools, "in the context of the current migrant crisis".All migrants, even asylum seekers, will be checked and information on them, including fingerprints, will be put into databases.Experts from Europol, the EU police support agency, will be deployed in the hotspots where migrants are being registered, in Greece and Italy.-Passengers record-Ministers also pressed the European Parliament to agree before the end of the year on a Europe-wide passenger names record (PNR).They want the PNR to concern EU internal as well as external flights. They also want data to be accessible for a year, and not only for transnational crimes.The PNR is currently being negotiated amongst member states, the commission and the parliament. The parliament, which has been critical of the plan, accepts only a PNR for external flights and with a data- retention period of just one month."One month is not serious," Cazeneuve said, adding that "PNR is essential to follow up on fighters returning from abroad".Luxembourg interior minister Etienne Schneider told reporters he was confident a deal could be reached before the end of the year.-Arms trafficking-France also came with demands to curb arms trafficking, especially from the western Balkans.
