More than half, 60 percent", Timmermans told Dutch media broadcaster NOS.However, recent figures provided by both the EU's border agency, Frontex, and the UN agency for refugees (UNHCR) paint a much more nuanced picture.Frontex chief Fabrice Leggeri told this website on Wednesday (28 January) that "the trend is that there are fewer Syrian nationals".But the Warsaw-based agency notes that while the number of Syrians may have declined, the share of Iraqi monthly arrivals in Greece "increased over the last quarter to 25 percent in December, more than double the 11 percent in October and 12 percent in November".It also states that the average share of Afghans is between one quarter and one third of the total number of detected migrants at the border.The UNHCR noted a similar trend.Both the UNHCR and Frontex say Syrians accounted for around 39 percent of all arrivals in Greece in December.Iraqis and Afghans, it says, each represent around 24 percent of the mix, or just under 50 percent together.In other words, almost 90 percent the people who arrived by sea in the EU in December came from countries gripped by war or emerged from a wider regional conflict.-Fewer Syrians, more Iraqis-The UN agency says 42,000 Syrians arrived in Greece in December, down from 65,000 in November.However, it also found that many more Iraqis arrived in December (27,000) than in November (18,365).Afghans have a high chance of getting asylum in the EU while Iraqis and Syrians have more than a 75 percent chance.Leggeri said they arrived at their data by authenticating the individual backgrounds of the nationals.Some may claim to be Syrian but are not, he said.If the individual is not Syrian then Frontex assumes the person is an irregular migrant, unless a background check has been performed."When a person is not Syrian but, for instance, from Morocco, then we assume unless there is [a reason from their] individual background, that this person is not in need of protection," he said.Frontex says 39 percent of all migrants arriving in Greece in December declared they were from Syria. In November, it was 43 percent, compared to 51 percent in October.-'Lack of capacity'-On Tuesday, the EU Commission announced Greece had also "seriously neglected" its obligations to secure its external borders.The assessment followed spot checks by Frontex agents in early November for gaps in the Greek border.Authorities in Greece maintain that improvements have since been made in terms of registering and fingerprinting new arrivals since the November review.Over 42,000 arrived on the Greek islands since the start of the year.Leggeri said the agency was providing the Greeks with support to increase registration rates but noted there was still a "lack of capacity" and highlighted outstanding issues with Eurodac, the asylum fingerprint system."Frontex agency has to provide the operational solidarity bearing in the mind that in the current system member states are responsible for the management of the external border," he said.

BRUSSELS, Today, 18:35-The European Commission presented on Thursday (28 January) a package of proposals obliging large companies to pay taxes in the EU countries where they make a profit.The package includes an anti-tax avoidance directive to impose coordinated anti-abuse measures to all member states, a recommendation that member states revise their tax treaties and a plan to revise the black list of tax havens outside the EU."Today we are taking a major step towards creating a level-playing field for all our businesses, for fair and effective taxation for all Europeans," the EU tax commissioner, Pierre Moscovici, said at a press conference.Another item of the package is a country-by-country automatic exchange of tax-related information on multinational companies' activities.The reporting will not be public, but the commission is assessing whether "increased transparency harms competitiveness", Moscovici said, adding that he supported publicising the information.-'Tax avoidance has a cost'-The new proposal comes after EU states agreed last October on an exchange of information on tax rulings and the commission ruled on several cases of tax avoidance, including by major companies like Fiat or Starbucks.Tax arrangements between states and several other firms, such as Apple and McDonald's, are still under investigation."Tax avoidance has a cost, it is not just a matter of moral judgement," Moscovici said. The commissioner, using a figure from the European Parliament, reminded that 50 to 70 million euros are lost each year in the EU because of tax abuse."It is five times the amount of funds dedicated to the migrant crisis in 2015-2016," he said, adding that is was "less money for public services" like health or transport."This is unfair competition for European local companies, and a shortfall for citizens who unjustly have to make up for the gap."To become law, the commission's package will have to get through the EU Parliament and be adopted unanimously by the member states. Some of them, particularly Ireland and the UK, could be difficult to convince because low taxation is part of their economic model."I expect a lively discussion," Moscovici admitted.The commissioner took care to specify that member states would keep their "fiscal sovereignty" and continue to be able to "choose their own corporate tax rate as long as they respect fair tax competition"."We are not at the harmonisation level, we are at the coordination level," he said to alleviate concerns.He nevertheless added that "nobody can resist" the trend towards fairer taxation.The directive unveiled by the commission aims at: preventing companies from shifting profits to low tax countries; relocating assets to avoid tax; exploiting national mismatches to avoid taxation; establishing artificial debt arrangements to minimise tax.It also aims at preventing double non-taxation of certain companies' income and counteracting aggressive tax planning when other rules don’t apply.-'Global problem'-These measures follow, for the most part, the so-called BEPS package - standing for Base Erosion and Profit Shifting - agreed at the OECD last year in a global move to fight tax avoidance.This was "a global problem" and the EU "cannot be alone in its corporate tax reform," Moscovici said.As part of this move the EU will try to force tax havens to change their customs. Jan, 09:26-Perception of corruption in Bulgaria is the highest in the EU, with Denmark viewed as the most transparent, according to a report by activist group Transparency International (TI).The report, published on Wednesday (27 January), is based on polls of experts from around the world on topics including free press, access to budget information, integrity and independent judiciaries.Out of the 168 countries probed, Denmark is seen as the least corrupt with Somalia and North Korea as the most.Among the 28 EU states, Bulgaria is at the bottom, ranked at 69.The European Commission, for its part, is set to publish its annual monitoring report on Bulgaria and Romania on Wednesday.Last year, it found Bulgaria had done little to curb corruption and organised crime despite having joined the EU in 2007.As the EU's poorest nation, Bulgaria has grappled with political instability and a compromised judiciary.In the TI index, Italy is not far ahead of Bulgaria in 61st place, behind Romania and Greece both at 46.Trends in Europe also suggested Hungary, Spain, Macedonia and Turkey were becoming more corrupt.Anne Koch, TI's director for Europe and Central Asia, said they were "seeing corruption grow, while civil society space and democracy shrink" in all four nations.The biggest drop in Europe, compared to the past four years, is Spain.Anger at Spanish corruption cases has helped give rise to new political parties like Podemos and Ciudadanos.On Tuesday, police in eastern Valencia arrested former senior members in the Spain's ruling Popular Party on allegations of corruption, AFP reported.A string of corruption scandals has also hit its monarchy, with Spain's king stripping his sister Princess Cristina of her title earlier last year over massive tax fraud.Some of the most improved countries include Austria, the Czech Republic, Greece, Slovakia and the UK.Despite the impressive scores among the Nordic countries, TI notes Denmark, Finland and Sweden are not entirely clean.The group highlighted a 2015 corporate bribery case in Denmark that ended with 13 state employees being arrested.Meanwhile, Sweden's part state-owned TeliaSonera was involved in bribery allegations in Uzbekistan and the former head of Helsinki's anti-drug police unit has been charged with running a drug cartel.

FLINT, Mich—When Janay Young received a free Brita water filter earlier this month from the state government she immediately called the company’s customer service line to ask if it filtered out lead. (It does, but Young still has her doubts.) And though the city and state promise Flint water is now safe for bathing, Young, a nurse’s assistant, still heats up 10 bottles of water on the stove to give her toddler a bath every day.“Over the past two years the government has said it’s safe to drink this water. But all along the water was testing high for certain things. And they were lying to us,” Young said. Why should she believe them now? That’s the struggle that government officials face in Flint, now that they are finally responding to the crisis. Residents were ignored after they complained, soon after the city switched its water source in2014 from Detroit’s Lake Huron supply to the Flint River, of odd-tasting and in some cases brown water. Over the past two years, bacteria, a carcinogen called TTHM, and, most dangerous of all, lead, showed up in dangerous levels in the water, even as the government insisted the water was safe. Now, officials are distributing filters and bottled water to every resident and have switched the water source back to Lake Huron from the Flint River, while promising to fix the damage to the 700 miles of pipe that make up Flint’s water system. The top official at the state agency in charge of regulating the water resigned, and Gov. Rick Snyder has apologized several times. But few in Flint believe anything the government says to them anymore.“The complete lack of trust is justified and it’s now impeding the efforts of very well intentioned people to intervene and help,” said Marc Edwards, the Virginia Tech scientist whose research first showed high levels of lead in Flint water, contradicting the assurances ofstate officials. “We’re getting calls from front-line relief workers who are asking us to talk to residents and tell them that it’s safe to bathe and shower and to use the lead filters that are being distributed to protect them.”Edwards started a web site with his students to provide the people of Flint with information about the water, since residents’ trust in what government is telling them is “seriously broken.” “That’s how low we’ve come, when a volunteer group of students running a website 13 hours away has more trust than all the agencies of the state and federal government combined,” he said.Robert Bowcock, a water quality expert who works with environmental whistle-blower Erin Brockovich, said Flint residents would show the brown and red water coming out of their taps to government officials who would “come in with a straight face and say this water is safe to drink.”“They were lied to by their city officials, they were lied to by the county officials, then they were lied to by the state,” Bowcock said. “It would take a saint a year to regain that trust, but I think it can be done.”Some elected officials whose job it is to earn back residents’ trust themselves feel shaken and angry by the repeated failures that led to the crisis.“I’ll tell you right now, my level of trust is just as bad as the residents’,” said Jim Ananich, a state senator who has lived in Flint his whole life. Ananich said that as a Democrat, he’s always believed that government can be a force for good in people’s lives. Now he’s not so sure. “[The state’s] philosophy of government has now shaken mine,” Ananich said in the living room of the house he shares with his wife and newly adopted infant son. “It’s hard for me to even come up with words because I’m so angry and so frustrated about what happened.”In this environment, conspiracy theories have blossomed. Several residents said they believe there is a plot in place to kick out all of the low-income people, re-do the city’s ailing pipes and other infrastructure, and then build developments for college students and wealthier people to live in. (Flint is home to at least five colleges.) In order to speed this plan, the water was tainted on purpose.Believing that officials intentionally poisoned Flint residents in order to get rid of them is not a stretch for some, given the government’s apparent lack of concern until recently. “Are you really trying to help me out or are you trying to run me away?” asked Roscoe Bond, a 59-year-old auto worker at the nearby GM plant and life-long Flint resident.A Flint City Councilman echoed this theory that developers want to convert Flint from a mostly poor, minority city of 90,000 to a wealthy college town. “What happened when people didn’t leave fast enough? What did they do? They tainted our water,” Councilman Wantwaz Davis said in an interview last week.Ananich, the state senator, says he understands why some people feel this way, because it’s scarier to confront the sheer indifference of one’s government than to believe in a nefarious land-grab plot. “The reason there’s inaction is that people didn’t care enough,” Ananich said. “I’d want to believe something else, too. But it’s become unbelievably clear to me that our community was treated as a throwaway community.”

DES MOINES, Iowa — They call it “Operation Iowa.”-In the past five days, a group of people on the online forum Reddit have been working to mobilize out-of-state volunteers to flood rural Iowa on behalf of Sen. Bernie Sanders as his presidential campaign heads into the Iowa caucuses on Feb. 1.The effort is being led by 26-year-old Sanders campaign volunteer Alexander Rhodes through the “SandersForPresident” subreddit, as highly topic-specific sections of the website are known. In a phone conversation with Yahoo on Wednesday, Rhodes said he began posting his calls to action on Jan. 22. Since then, he has written multiple times on Reddit and also posted an item on Medium, naming the effort Operation Iowa and describing it as a “grassroots project” rather than an official campaign initiative.“I’m acting as a middle-man ‘connector’ between you and campaign staff on the ground. I have many friends in the campaign and have the ability to get people assigned to field offices really quickly,” Rhodes wrote.On Medium, Rhodes explained that the majority of the Reddit volunteers would be used for canvassing and knocking on the doors of voters who are thinking about caucusing for Sanders. Once volunteers arrive in Iowa, the Sanders campaign is helping them find accommodations at the homes of Sanders supporters.“We need your help. We’re pretty well-off in the big cities, but those make up only a number of caucus events. There are dozens of other caucuses throughout the state, and those regions are currently significantly understaffed,” Rhodes wrote. “This project is intended to bring much-needed reinforcements into the understaffed rural areas of Iowa.”According to the Sanders campaign, as of Monday, at least 160 people had signed up to volunteer through the Operation Iowa form posted on Reddit. By Wednesday, Rhodes said there were more than 200 sign-ups, though he claimed that figure really meant a higher number of volunteers.“These people, some of them are submitting with three-four volunteers at a time. They’re saying, ‘Hey, I have a car, and I’m bringing three of my friends,’” Rhodes explained.Along with gathering volunteers, the members of the SandersForPresident subreddit claim to have raised more than $1 million for the campaign.When not organizing for Sanders, Rhodes is a Web developer and the founder of NoFap, which he described as an online community dedicated to helping people recover from addiction to pornography. He said he was inspired to create the site based on his own experiences.Rhodes said he hopes to keep recruiting volunteers from Reddit as the primaries continue. Because of this, he has come up with a name for the project as it extends beyond Operation Iowa. Rhodes is calling his Reddit recruitment operation the “Sanderstorm.”“The people who are helping me — they’re actually called Sanderstormtroopers,” Rhodes said.There were six of those Sanderstormtroopers in the crowd that showed up at an event at the Sanders campaign field office in Winterset, Iowa, on Tuesday afternoon. They were treated to an appearance from Ben Cohen and Jerry Greenfield, the founders of the ice cream brand Ben& Jerry’s.Brendan Carpenter, a redditor who came to Iowa from Salt Lake City, said he found out about Sanders on the site.“They had a post there that said they really needed volunteers out in rural areas, so I asked my boss if I could get a week off to come out here because they were understaffed,” Carpenter explained.Carpenter said he was staying in a spare room provided by a Sanders supporter. Hawkins suggested Sanders’ popularity on Reddit isn’t just a demographic phenomenon. Rather, he argued, Sanders benefits from the site’s format, which gives premier placing to posts that are popular and widely “up-voted” by users.“People decide what gets shown, and then the people are deciding that Bernie needs to be shown,” Hawkins said. “I mean that while you could say that that’s a demographically related thing to Reddit, I think that it’s just because I think that if you give America the choice, they’re going to choose Bernie.”For his part, Rhodes suggested Sanders appeals to redditors because he has not changed his positions during his career.“Redditors come from all walks of life. You can’t really typecast them as white males in their teens and 20s anymore. That’s just not the case.” Rhodes said, adding, “But the Reddit user base, they’re users of the Internet, so they understand that if there’s a fact presented by a candidate … they’re going to do the research. They’re going to use the Internet to verify what people are saying. So, I believe that Bernie Sanders is such an incredible candidate in the eyes of the Reddit community because he is the only candidate out there, one of the few politicians out there, who has been saying the same thing for decades. His record is the most consistent record I’ve ever seen.”Rhodes also attributes Sanders’ popularity on Reddit to the fact that his democratic socialist ideals don’t represent American “politics as usual.”“I think now is the time to really utilize this incredible tool of connection that we have as human beings for the first time in history to win a campaign as a non-establishment candidate,” Rhodes said.Sanders, whose campaign has used a digital fundraising operation to pull in a record number of donations, isn’t the first unconventional candidate who turned to the Internet to find new ways to connect with supporters. Another progressive Democrat from Vermont, former Gov. Howard Dean, was widely credited with using innovative online techniques to build his army of “Deaniacs” during his unsuccessful run in the 2004 presidential primary. Republican Ron Paul also took momentum from the Internet as he took on his party’s establishment in the 2008 and 2012 elections.Though Rhodes is spearheading the effort to send redditors to Iowa to canvass for Sanders, he is not planning to leave his home in Pittsburgh.“I figured I could be way more effective from where I am now just in working to get more and more volunteers into Iowa,” Rhodes said. “I feel like we’re so close to the caucus day that eight hours away from my computer — eight hours of travel — I believe that would be too much time away from getting other people into Iowa. So, right now, I’m holding down the fort.”Along with encouraging redditors to go to Iowa and connecting them with the Sanders campaign, Rhodes said he has set up a screening program for potential volunteers. Along with his friend Matthew Plummer, Rhodes said he has a group of more than 60 people who are reviewing submissions from redditors who want to canvass for Sanders.“Somebody on the Bernie Sanders ‘SandersForPresident’ subreddit who is offering their home to people … I don’t want to send them somebody who you wouldn’t want in your home,” said Rhodes. “So we definitely are doing our due diligence and making sure that all of the people who we’re sending to Iowa are vetted to whatever degree we could vet them.”Most of the Reddit contingent that showed up for Sanders in Winterset on Tuesday said they had just arrived in Iowa that day and were not sure where they’d be staying. However, Newhall noted, the campaign said it had room to house all of them.“We’ve got sleeping bags,” Hawkins said. “We’re ready to crash anywhere.”

BRUSSELS, Today, 19:02-Fewer Syrians may be arriving in the EU compared to last year but a surge in Iraqis fleeing persecution casts doubt on recent statements by EU commission vice-president Frans Timmermans.Timmermans was quoted in Dutch media as saying some 60 percent of the arrivals in December come from countries where there is no conflict."More than half of the people now arriving to Europe come from countries where you can assume they have no reason to apply for refugee status. More than half, 60 percent", Timmermans told Dutch media broadcaster NOS.However, recent figures provided by both the EU's border agency, Frontex, and the UN agency for refugees (UNHCR) paint a much more nuanced picture.Frontex chief Fabrice Leggeri told this website on Wednesday (28 January) that "the trend is that there are fewer Syrian nationals".But the Warsaw-based agency notes that while the number of Syrians may have declined, the share of Iraqi monthly arrivals in Greece "increased over the last quarter to 25 percent in December, more than double the 11 percent in October and 12 percent in November".It also states that the average share of Afghans is between one quarter and one third of the total number of detected migrants at the border.The UNHCR noted a similar trend.Both the UNHCR and Frontex say Syrians accounted for around 39 percent of all arrivals in Greece in December.Iraqis and Afghans, it says, each represent around 24 percent of the mix, or just under 50 percent together.In other words, almost 90 percent the people who arrived by sea in the EU in December came from countries gripped by war or emerged from a wider regional conflict.-Fewer Syrians, more Iraqis-The UN agency says 42,000 Syrians arrived in Greece in December, down from 65,000 in November.However, it also found that many more Iraqis arrived in December (27,000) than in November (18,365).Afghans have a high chance of getting asylum in the EU while Iraqis and Syrians have more than a 75 percent chance.Leggeri said they arrived at their data by authenticating the individual backgrounds of the nationals.Some may claim to be Syrian but are not, he said.If the individual is not Syrian then Frontex assumes the person is an irregular migrant, unless a background check has been performed."When a person is not Syrian but, for instance, from Morocco, then we assume unless there is [a reason from their] individual background, that this person is not in need of protection," he said.Frontex says 39 percent of all migrants arriving in Greece in December declared they were from Syria. In November, it was 43 percent, compared to 51 percent in October.-'Lack of capacity'-On Tuesday, the EU Commission announced Greece had also "seriously neglected" its obligations to secure its external borders.The assessment followed spot checks by Frontex agents in early November for gaps in the Greek border.Authorities in Greece maintain that improvements have since been made in terms of registering and fingerprinting new arrivals since the November review.Over 42,000 arrived on the Greek islands since the start of the year.Leggeri said the agency was providing the Greeks with support to increase registration rates but noted there was still a "lack of capacity" and highlighted outstanding issues with Eurodac, the asylum fingerprint system."Frontex agency has to provide the operational solidarity bearing in the mind that in the current system member states are responsible for the management of the external border," he said.

BRUSSELS, Today, 18:35-The European Commission presented on Thursday (28 January) a package of proposals obliging large companies to pay taxes in the EU countries where they make a profit.The package includes an anti-tax avoidance directive to impose coordinated anti-abuse measures to all member states, a recommendation that member states revise their tax treaties and a plan to revise the black list of tax havens outside the EU."Today we are taking a major step towards creating a level-playing field for all our businesses, for fair and effective taxation for all Europeans," the EU tax commissioner, Pierre Moscovici, said at a press conference.Another item of the package is a country-by-country automatic exchange of tax-related information on multinational companies' activities.The reporting will not be public, but the commission is assessing whether "increased transparency harms competitiveness", Moscovici said, adding that he supported publicising the information.-'Tax avoidance has a cost'-The new proposal comes after EU states agreed last October on an exchange of information on tax rulings and the commission ruled on several cases of tax avoidance, including by major companies like Fiat or Starbucks.Tax arrangements between states and several other firms, such as Apple and McDonald's, are still under investigation."Tax avoidance has a cost, it is not just a matter of moral judgement," Moscovici said. The commissioner, using a figure from the European Parliament, reminded that 50 to 70 million euros are lost each year in the EU because of tax abuse."It is five times the amount of funds dedicated to the migrant crisis in 2015-2016," he said, adding that is was "less money for public services" like health or transport."This is unfair competition for European local companies, and a shortfall for citizens who unjustly have to make up for the gap."To become law, the commission's package will have to get through the EU Parliament and be adopted unanimously by the member states. Some of them, particularly Ireland and the UK, could be difficult to convince because low taxation is part of their economic model."I expect a lively discussion," Moscovici admitted.The commissioner took care to specify that member states would keep their "fiscal sovereignty" and continue to be able to "choose their own corporate tax rate as long as they respect fair tax competition"."We are not at the harmonisation level, we are at the coordination level," he said to alleviate concerns.He nevertheless added that "nobody can resist" the trend towards fairer taxation.The directive unveiled by the commission aims at: preventing companies from shifting profits to low tax countries; relocating assets to avoid tax; exploiting national mismatches to avoid taxation; establishing artificial debt arrangements to minimise tax.It also aims at preventing double non-taxation of certain companies' income and counteracting aggressive tax planning when other rules don’t apply.-'Global problem'-These measures follow, for the most part, the so-called BEPS package - standing for Base Erosion and Profit Shifting - agreed at the OECD last year in a global move to fight tax avoidance.This was "a global problem" and the EU "cannot be alone in its corporate tax reform," Moscovici said.As part of this move the EU will try to force tax havens to change their customs. The EU list of "third countries that refuse to play fair" will be reviewed and a "constructive dialogue" will start."The idea is to focus on jurisdictions which are economically relevant and prioritise our assessments," a EU official said."What we want is to readjust tax good governance criteria", as the current criteria were established pre-2008, before new, separate, EU and OECD regulations were introduced.-Varied reception-The commission's package, which Moscovici described as "balanced, ambitious and, I hope, clever" received diverse responses from political parties, business associations and NGOs."This is the moment of truth in which we will see the sincerity of the EU member states," said MEP Burkhard Balz on behalf of the centre-right European People's Party (EPP) group. "States which oppose these rules want to base their economies on taking bread out of the mouths of others.""These important proposals will close a number of the scandalous loopholes that have enabled companies to avoid and evade tax across Europe," said MEP Michael Theurer from the liberal ALDE group."However, there is much more work to do," he added, asking for public country-to-country reporting, measures "on patent and licence boxes as well as on a CCCTB (Common Consolidated Corporate Tax Base)".The commission said it will "relaunch" the CCCTB in the autumn.Chas Roy-Chowdhury, head of taxation at the Association of Chartered Certified Accountants (ACCA), warned against "a separate set of EU rules, which would be different to the ones set out by the OECD [and] would risk creating uncertainty".The NGO ActionAid, for its part, welcomed a "step forward but the detail fails to back that up" but said that "some of the proposals are so timid that they could even worsen the race to the bottom on corporate taxation".The European Network on Debt and Development (Eurodad) was even more critical. "This package is woefully inadequate to stem the tsunami of scandalous cases of multinational corporations failing to pay their taxes, it said."A crucial first step to making a real difference would be for multinationals to publicly report where they make their profits and where they pay their taxes. Jan, 09:26-Perception of corruption in Bulgaria is the highest in the EU, with Denmark viewed as the most transparent, according to a report by activist group Transparency International (TI).The report, published on Wednesday (27 January), is based on polls of experts from around the world on topics including free press, access to budget information, integrity and independent judiciaries.Out of the 168 countries probed, Denmark is seen as the least corrupt with Somalia and North Korea as the most.Among the 28 EU states, Bulgaria is at the bottom, ranked at 69.The European Commission, for its part, is set to publish its annual monitoring report on Bulgaria and Romania on Wednesday.Last year, it found Bulgaria had done little to curb corruption and organised crime despite having joined the EU in 2007.As the EU's poorest nation, Bulgaria has grappled with political instability and a compromised judiciary.In the TI index, Italy is not far ahead of Bulgaria in 61st place, behind Romania and Greece both at 46.Trends in Europe also suggested Hungary, Spain, Macedonia and Turkey were becoming more corrupt.Anne Koch, TI's director for Europe and Central Asia, said they were "seeing corruption grow, while civil society space and democracy shrink" in all four nations.The biggest drop in Europe, compared to the past four years, is Spain.Anger at Spanish corruption cases has helped give rise to new political parties like Podemos and Ciudadanos.On Tuesday, police in eastern Valencia arrested former senior members in the Spain's ruling Popular Party on allegations of corruption, AFP reported.A string of corruption scandals has also hit its monarchy, with Spain's king stripping his sister Princess Cristina of her title earlier last year over massive tax fraud.Some of the most improved countries include Austria, the Czech Republic, Greece, Slovakia and the UK.Despite the impressive scores among the Nordic countries, TI notes Denmark, Finland and Sweden are not entirely clean.The group highlighted a 2015 corporate bribery case in Denmark that ended with 13 state employees being arrested.Meanwhile, Sweden's part state-owned TeliaSonera was involved in bribery allegations in Uzbekistan and the former head of Helsinki's anti-drug police unit has been charged with running a drug cartel.

FLINT, Mich—When Janay Young received a free Brita water filter earlier this month from the state government she immediately called the company’s customer service line to ask if it filtered out lead. (It does, but Young still has her doubts.) And though the city and state promise Flint water is now safe for bathing, Young, a nurse’s assistant, still heats up 10 bottles of water on the stove to give her toddler a bath every day.“Over the past two years the government has said it’s safe to drink this water. But all along the water was testing high for certain things. And they were lying to us,” Young said. Why should she believe them now? That’s the struggle that government officials face in Flint, now that they are finally responding to the crisis. Residents were ignored after they complained, soon after the city switched its water source in2014 from Detroit’s Lake Huron supply to the Flint River, of odd-tasting and in some cases brown water. Over the past two years, bacteria, a carcinogen called TTHM, and, most dangerous of all, lead, showed up in dangerous levels in the water, even as the government insisted the water was safe. Now, officials are distributing filters and bottled water to every resident and have switched the water source back to Lake Huron from the Flint River, while promising to fix the damage to the 700 miles of pipe that make up Flint’s water system. The top official at the state agency in charge of regulating the water resigned, and Gov. Rick Snyder has apologized several times. But few in Flint believe anything the government says to them anymore.“The complete lack of trust is justified and it’s now impeding the efforts of very well intentioned people to intervene and help,” said Marc Edwards, the Virginia Tech scientist whose research first showed high levels of lead in Flint water, contradicting the assurances ofstate officials. “We’re getting calls from front-line relief workers who are asking us to talk to residents and tell them that it’s safe to bathe and shower and to use the lead filters that are being distributed to protect them.”Edwards started a web site with his students to provide the people of Flint with information about the water, since residents’ trust in what government is telling them is “seriously broken.” “That’s how low we’ve come, when a volunteer group of students running a website 13 hours away has more trust than all the agencies of the state and federal government combined,” he said.Robert Bowcock, a water quality expert who works with environmental whistle-blower Erin Brockovich, said Flint residents would show the brown and red water coming out of their taps to government officials who would “come in with a straight face and say this water is safe to drink.”“They were lied to by their city officials, they were lied to by the county officials, then they were lied to by the state,” Bowcock said. “It would take a saint a year to regain that trust, but I think it can be done.”Some elected officials whose job it is to earn back residents’ trust themselves feel shaken and angry by the repeated failures that led to the crisis.“I’ll tell you right now, my level of trust is just as bad as the residents’,” said Jim Ananich, a state senator who has lived in Flint his whole life. Ananich said that as a Democrat, he’s always believed that government can be a force for good in people’s lives. Now he’s not so sure. “[The state’s] philosophy of government has now shaken mine,” Ananich said in the living room of the house he shares with his wife and newly adopted infant son. “It’s hard for me to even come up with words because I’m so angry and so frustrated about what happened.”In this environment, conspiracy theories have blossomed. Several residents said they believe there is a plot in place to kick out all of the low-income people, re-do the city’s ailing pipes and other infrastructure, and then build developments for college students and wealthier people to live in. (Flint is home to at least five colleges.) In order to speed this plan, the water was tainted on purpose.Believing that officials intentionally poisoned Flint residents in order to get rid of them is not a stretch for some, given the government’s apparent lack of concern until recently. “Are you really trying to help me out or are you trying to run me away?” asked Roscoe Bond, a 59-year-old auto worker at the nearby GM plant and life-long Flint resident.A Flint City Councilman echoed this theory that developers want to convert Flint from a mostly poor, minority city of 90,000 to a wealthy college town. “What happened when people didn’t leave fast enough? What did they do? They tainted our water,” Councilman Wantwaz Davis said in an interview last week.Ananich, the state senator, says he understands why some people feel this way, because it’s scarier to confront the sheer indifference of one’s government than to believe in a nefarious land-grab plot. “The reason there’s inaction is that people didn’t care enough,” Ananich said. “I’d want to believe something else, too. But it’s become unbelievably clear to me that our community was treated as a throwaway community.”

DES MOINES, Iowa — They call it “Operation Iowa.”-In the past five days, a group of people on the online forum Reddit have been working to mobilize out-of-state volunteers to flood rural Iowa on behalf of Sen. Bernie Sanders as his presidential campaign heads into the Iowa caucuses on Feb. 1.The effort is being led by 26-year-old Sanders campaign volunteer Alexander Rhodes through the “SandersForPresident” subreddit, as highly topic-specific sections of the website are known. In a phone conversation with Yahoo on Wednesday, Rhodes said he began posting his calls to action on Jan. 22. Since then, he has written multiple times on Reddit and also posted an item on Medium, naming the effort Operation Iowa and describing it as a “grassroots project” rather than an official campaign initiative.“I’m acting as a middle-man ‘connector’ between you and campaign staff on the ground. I have many friends in the campaign and have the ability to get people assigned to field offices really quickly,” Rhodes wrote.On Medium, Rhodes explained that the majority of the Reddit volunteers would be used for canvassing and knocking on the doors of voters who are thinking about caucusing for Sanders. Once volunteers arrive in Iowa, the Sanders campaign is helping them find accommodations at the homes of Sanders supporters.“We need your help. We’re pretty well-off in the big cities, but those make up only a number of caucus events. There are dozens of other caucuses throughout the state, and those regions are currently significantly understaffed,” Rhodes wrote. “This project is intended to bring much-needed reinforcements into the understaffed rural areas of Iowa.”According to the Sanders campaign, as of Monday, at least 160 people had signed up to volunteer through the Operation Iowa form posted on Reddit. By Wednesday, Rhodes said there were more than 200 sign-ups, though he claimed that figure really meant a higher number of volunteers.“These people, some of them are submitting with three-four volunteers at a time. They’re saying, ‘Hey, I have a car, and I’m bringing three of my friends,’” Rhodes explained.Along with gathering volunteers, the members of the SandersForPresident subreddit claim to have raised more than $1 million for the campaign.When not organizing for Sanders, Rhodes is a Web developer and the founder of NoFap, which he described as an online community dedicated to helping people recover from addiction to pornography. He said he was inspired to create the site based on his own experiences.Rhodes said he hopes to keep recruiting volunteers from Reddit as the primaries continue. Because of this, he has come up with a name for the project as it extends beyond Operation Iowa. Rhodes is calling his Reddit recruitment operation the “Sanderstorm.”“The people who are helping me — they’re actually called Sanderstormtroopers,” Rhodes said.There were six of those Sanderstormtroopers in the crowd that showed up at an event at the Sanders campaign field office in Winterset, Iowa, on Tuesday afternoon. They were treated to an appearance from Ben Cohen and Jerry Greenfield, the founders of the ice cream brand Ben& Jerry’s.Brendan Carpenter, a redditor who came to Iowa from Salt Lake City, said he found out about Sanders on the site.“They had a post there that said they really needed volunteers out in rural areas, so I asked my boss if I could get a week off to come out here because they were understaffed,” Carpenter explained.Carpenter said he was staying in a spare room provided by a Sanders supporter. He wasn’t the only redditor from Salt Lake who came to hear Ben and Jerry speak.Clark Newhall, who said he is a retiree, told Yahoo he and Carpenter realized they live in the same city when they met at the event.“We didn’t know anybody,” Newhall said. “I figured since Obama didn’t get us single-payer health care like I thought he would, then Bernie’s going to do it. and I’m here to help him.”Joe Elliott, a 20-year-old student, came down from Michigan State University.“It just kept growing. I’ve seen posts, buses are coming, you know. People are coming up from Florida,” Elliott told Yahoo.Sanders is performing especially well among younger voters. While Reddit is typically associated with millennials, Newhall, who is 66, bristled when we pointed out he didn’t seem like a typical redditor.“I’ve been online all kinds of ways for 30 years,” Newhall said. “I’ve been on Reddit since it started.”Sam Hawkins, a 27-year-old forester from West Virginia, said he was able to come to Iowa because his work is seasonal. Hawkins suggested Sanders’ popularity on Reddit isn’t just a demographic phenomenon. Rather, he argued, Sanders benefits from the site’s format, which gives premier placing to posts that are popular and widely “up-voted” by users.“People decide what gets shown, and then the people are deciding that Bernie needs to be shown,” Hawkins said. “I mean that while you could say that that’s a demographically related thing to Reddit, I think that it’s just because I think that if you give America the choice, they’re going to choose Bernie.”For his part, Rhodes suggested Sanders appeals to redditors because he has not changed his positions during his career.“Redditors come from all walks of life. You can’t really typecast them as white males in their teens and 20s anymore. That’s just not the case.” Rhodes said, adding, “But the Reddit user base, they’re users of the Internet, so they understand that if there’s a fact presented by a candidate … they’re going to do the research. They’re going to use the Internet to verify what people are saying. So, I believe that Bernie Sanders is such an incredible candidate in the eyes of the Reddit community because he is the only candidate out there, one of the few politicians out there, who has been saying the same thing for decades. His record is the most consistent record I’ve ever seen.”Rhodes also attributes Sanders’ popularity on Reddit to the fact that his democratic socialist ideals don’t represent American “politics as usual.”“I think now is the time to really utilize this incredible tool of connection that we have as human beings for the first time in history to win a campaign as a non-establishment candidate,” Rhodes said.Sanders, whose campaign has used a digital fundraising operation to pull in a record number of donations, isn’t the first unconventional candidate who turned to the Internet to find new ways to connect with supporters. Another progressive Democrat from Vermont, former Gov. Howard Dean, was widely credited with using innovative online techniques to build his army of “Deaniacs” during his unsuccessful run in the 2004 presidential primary. Republican Ron Paul also took momentum from the Internet as he took on his party’s establishment in the 2008 and 2012 elections.Though Rhodes is spearheading the effort to send redditors to Iowa to canvass for Sanders, he is not planning to leave his home in Pittsburgh.“I figured I could be way more effective from where I am now just in working to get more and more volunteers into Iowa,” Rhodes said. “I feel like we’re so close to the caucus day that eight hours away from my computer — eight hours of travel — I believe that would be too much time away from getting other people into Iowa. So, right now, I’m holding down the fort.”Along with encouraging redditors to go to Iowa and connecting them with the Sanders campaign, Rhodes said he has set up a screening program for potential volunteers. Along with his friend Matthew Plummer, Rhodes said he has a group of more than 60 people who are reviewing submissions from redditors who want to canvass for Sanders.“Somebody on the Bernie Sanders ‘SandersForPresident’ subreddit who is offering their home to people … I don’t want to send them somebody who you wouldn’t want in your home,” said Rhodes. “So we definitely are doing our due diligence and making sure that all of the people who we’re sending to Iowa are vetted to whatever degree we could vet them.”Most of the Reddit contingent that showed up for Sanders in Winterset on Tuesday said they had just arrived in Iowa that day and were not sure where they’d be staying. However, Newhall noted, the campaign said it had room to house all of them.“We’ve got sleeping bags,” Hawkins said. “We’re ready to crash anywhere.”
