Thousands of archaeological artifacts — and maps detailing where more can be found — are kept inside the national wildlife refuge buildings currently being held by an armed group of protestors angry over federal land policy.Ryan Bundy, one of the leaders of the group occupying the Malheur National Wildlife Refuge in southeastern Oregon, says they have no real interest in the antiquities. Still, their access to the artifacts and maps has some worried that looters could take advantage of the situation."There's a huge market for artifacts, especially artifacts that have provenance, where you can identify where they came from," said Carla Burnside, the U.S. Fish and Wildlife Service's refuge archeologist.More than 300 recorded prehistoric sites are scattered across the refuge, including burial grounds, ancient villages and petroglyphs. Some of the artifacts — including spears, stone tools, woven baskets and beads — date back 9,800 years.The artifacts and remains came from ancestors of the Burns Paiute Tribe. Chairwoman Charlotte Rodrique says she feels helpless knowing that her tribe's cultural heritage is now in the hands of the armed group."As far as I'm concerned, our history is just another hostage," Rodrique said.The tribe has sent a letter to the U.S. Fish and Wildlife Service and the U.S. attorney for Oregon, Billy Williams, asking that members of the armed group be prosecuted if any artifacts or maps are damaged or missing.__WHY AREN'T THE RELICS AT A MUSEUM?-About 7,000 artifacts and samples from the refuge are kept at a museum in Eugene, Oregon. The top Episcopal legislative body, called General Convention, last year voted overwhelmingly to authorize same-sex marriage ceremonies in church. The United States Navy will have to shoulder the repair costs for a new class of its ships after discovering that their bows can’t withstand heavy ocean waves, according to Bloomberg.The Navy’s new Expeditionary Fast Transports (EPF) fleet will have to undergo maintenance to repair damages sustained by some of their structures and to reinforce the vessels’ bows. Four of five currently operational ships have been mended so far, while the other five remain under construction in an Alabama shipyard.“The Navy accepted compromises in the bow structure, presumable to save weight, during the building of these ships,” said J. Michael Gilmore, director of the Department of Defense Operational Test & Evaluation, in a September report.“Multiple ships of the class have suffered damage to the bow structure, and repairs/reinforcements are in progress class-wide,” he wrote.The aluminum EPF ships, developed for a total cost of $2.1 billion by Australian shipbuilder Austal Ltd., all share the same structural flaw after Austal’s design recommendation to the Navy weakened the ships’ bows. So far, $2.4 million has been spent on strengthening the bows and more than $4 million on repairs. Even with the additional support, though, the Navy is still unsure if the repairs will be enough to keep the ships’ frameworks intact.“Since the repairs are still in progress, there has been no heavy weather testing yet to verify if the fixes are sufficient,” Marine Corps Maj. Adrian Rankine-Galloway told Bloomberg. Despite the setbacks, the ordering of an 11th fleet vessel was approved for the Navy through the 2016 Consolidated Appropriations Act at a cost of $225 million.The Navy is currently charting its course for another ship model with potential design problems, the Zumwalt-class destroyer. Construction of more than 30 of the advanced Zumwalt class were originally planned, but it is likely that after years of research and ballooning costs only three will ever be completed. The reason: the spiraling costs, and concern that the ships would not be stable in heavy ocean waves.“On the DDG-1000 [The first completed Zumwalt-class ship], with the waves coming at you from behind, when a ship pitches down, it can lose transverse stability as the stern comes out of the water – and basically roll over,” civilian architect Ken Brower in 2007, told Wired. While the Navy hopes to improve the EPF fleet’s integrity, the construction adds nearly one ton of weight to each ship causing the displacement of around 250 gallons of fuel. Gilmore said the change should not affect the ships’ travel ranges, but said in his report that their routes and speeds may still have to be altered to avoid damage.“Operating the ship outside of the SOE (Safe Operating Envelope) or encountering a rogue wave that is outside of the current sea state can result in sea slam events that cause structural damage to the bow structure of the ship,” Gilmore wrote. “The operational restriction of the SOE is a major limitation of the ship class that must be factored into all missions.”

(Reuters) - The Baltimore jury that heard the first police trial connected with the death of a black man while in custody was one vote short of acquitting the officer of involuntary manslaughter when a judge declared a mistrial, the Baltimore Sun reported on Friday.William Porter was the first of six officers to face trial on criminal charges in connection with the death of Freddie Gray, a black man who died of a broken neck suffered while in police custody in April, setting off a day of riots and arson in Baltimore.The Sun cited a juror it did not identify by name in saying 11 of the 12 jurors had been prepared to acquit Porter of the most serious charge he faced when Baltimore City Circuit Judge Barry Williams declared the jury was hung after 16 hours of deliberation last month.Porter is scheduled to be retried in June.Prosecutors have said they plan to ask Porter to testify against Officer Caesar Goodson, the driver of the van that Gray was injured in, who is charged with second-degree depraved heart murder, the most serious of the charges in the case.Porter's attorneys have asked an appeals court to prevent him from testifying in Goodson's trial, saying that he risks incriminating himself. Thousands of archaeological artifacts — and maps detailing where more can be found — are kept inside the national wildlife refuge buildings currently being held by an armed group of protestors angry over federal land policy.Ryan Bundy, one of the leaders of the group occupying the Malheur National Wildlife Refuge in southeastern Oregon, says they have no real interest in the antiquities. Still, their access to the artifacts and maps has some worried that looters could take advantage of the situation."There's a huge market for artifacts, especially artifacts that have provenance, where you can identify where they came from," said Carla Burnside, the U.S. Fish and Wildlife Service's refuge archeologist.More than 300 recorded prehistoric sites are scattered across the refuge, including burial grounds, ancient villages and petroglyphs. Some of the artifacts — including spears, stone tools, woven baskets and beads — date back 9,800 years.The artifacts and remains came from ancestors of the Burns Paiute Tribe. Chairwoman Charlotte Rodrique says she feels helpless knowing that her tribe's cultural heritage is now in the hands of the armed group."As far as I'm concerned, our history is just another hostage," Rodrique said.The tribe has sent a letter to the U.S. Fish and Wildlife Service and the U.S. attorney for Oregon, Billy Williams, asking that members of the armed group be prosecuted if any artifacts or maps are damaged or missing.__WHY AREN'T THE RELICS AT A MUSEUM?-About 7,000 artifacts and samples from the refuge are kept at a museum in Eugene, Oregon. But 4,000 more are kept at the refuge for research.Only Burnside has a key to the room containing the artifacts and the maps. She's since seen pictures of the occupiers in her office, adjacent to the room where the artifacts are stored. The group has been looking through government files at the site, but it is unclear if they've gone through the room with the artifacts. Bundy told The Associated Press that he's seen the artifacts and lots of maps, but he didn't know what the maps illustrated.The artifacts and maps are legally protected by the 1979 Archeological Resources Protection Act and other federal laws.Rodrique said she doesn't know if members of the group have disturbed the artifacts but wants the artifacts and documents catalogued as the occupation continues and once it comes to an end."If the occupiers disturb, damage, remove, alter or deface any archaeological resource on the refuge property, the Tribe requests that the United States bring criminal charges," Rodrique wrote in her letter to federal officials.___WHAT IS THE ARMED GROUP DOING WITH THE ARTIFACTS?-Bundy said they're not interested in the artifacts and would turn them over to the Burns Paiute Tribe, if asked."If the Native Americans want those, then we'd be delighted to give them to them," he said.Rodrique said the tribe is not going to legitimize the armed group's occupation of the refuge by negotiating with them."That's our history, our ancestors' possessions and remains," Rodrique said. "It's hard to explain, as a native person, what that means to us. That's the very proof of our existence in this country." Bundy said he didn't think it was likely that anyone would use the maps to loot the site."We haven't really been thinking along those lines," Bundy said.Removing artifacts from federal property without a permit is illegal.___WHAT ABOUT THE PREHISTORIC SITES?-Scientists are also worried about unintentional damage that could be done to the prehistoric sites by cattle, vehicles and heavy equipment.The group at the ranch has driven road graders and other large construction equipment around the refuge headquarters buildings, but Bundy said Thursday they haven't used the machinery to move any earth. He wouldn't rule out that possibility, however.In 2014, Ryan Bundy and supporters of the Bundy family rode ATVs on federal land closed to motorized vehicles in Utah as part of a protest. Their route took them along an illegal trail that crossed through Native American archeological sites.___HAVE THE SITES BEEN LOOTED BEFORE?- While well-known petroglyphs or other prehistoric sites are occasionally publicized for public viewing, federal land managers often go to great lengths to keep such locations secret when they can't be safely protected from vandals and looters.Looting has long been a problem at the refuge, with the first documented instance recorded in 1979, according to the Fish and Wildlife Service's comprehensive conservation plan."It's a huge problem in Oregon, especially in the southeast portion of the state," said Dennis Griffin, the state's archaeologist. "More often than not, when they are caught, it's connected to drug running or seeking quick money on eBay."An online search of "great basin artifacts for sale" yields arrowheads, stone pestles and other items, many priced at hundreds of dollars each.___WHY DOES IT MATTER?-Burnside said the artifacts are part of the ancestry of the Burns Paiute Tribe and are priceless to science."There's so much you can gain from looking at one artifact: Where the stone came from, how far they traveled, how it was used, the skill of the person who made it," she said.The tribe works extensively with federal officials on the archeology projects. In her letter, Rodrique said the tribe knows it's a difficult time for Burnside and other refuge employees, and thanked the U.S. Fish and Wildlife Service for its cooperation and help."All I want is that our past be respected, that things don't go by the wayside, that they're not destroyed by cattle," Rodrique said in a phone interview."Their history is being hijacked by these people," said Donald Grayson, an anthropologist and archeology expert at the University of Washington.___HOW DOES BUNDY WANT THE ARCHEOLOGICAL SITES HANDLED?-Bundy said people interested in archeology are welcome to explore the refuge, but that cattle ranchers and loggers should have priority when it comes to land use."Before white man came, so to speak, there was nothing to keep cattle from tromping on those things," Bundy said.Though some countries had domesticated cattle 10,000 years ago, the animals came to the United States with European settlers."We also recognize that the Native Americans had the claim to the land, but they lost that claim," Bundy said. "There are things to learn from cultures of the past, but the current culture is the most important."

I am not."The latest reason for Juncker's displeasure with Renzi is Italy's objections over the financing of a plan to help refugees in Turkey. NEW YORK (AP) — Presiding Bishop Michael Curry said Friday the U.S. Episcopal Church will not roll back its acceptance of gay marriage despite sanctions imposed this week by Anglican leaders.In a phone interview from England, where he attended the gathering of top Anglican archbishops, Curry said he told his fellow leaders they should expect no change. The top Episcopal legislative body, called General Convention, last year voted overwhelmingly to authorize same-sex marriage ceremonies in church. In response, Anglican leaders Thursday stripped the Episcopal Church of any role in deciding doctrine or determining how the Anglican Communion operates for three years, effectively reducing the church to observer status in the 85 million-member global fellowship."They heard from me directly that that's not something that we're considering," Curry said. "They basically understand we made our decision, and this is who we are, and we're committed to being a house of prayer for all."Curry said the church was resolved to work toward building acceptance of same-sex relationships throughout the Anglican fellowship, which the Episcopal Church represents in the United States. A majority of Anglican leaders at the meeting affirmed the teaching that marriage is only the union of a man and a woman."We are loyal members of the Anglican Communion, but we need to say we must find a better way," Curry said. "I really believe it's part of our vocation." Archbishop of Canterbury Justin Welby, the spiritual leader of the Anglican family, had organized the assembly in Canterbury to help avoid a split in the fellowship that had been building for decades over differences about homosexuality, women's ordination and other issues.Those rifts blew wide open in 2003 when the New York-based Episcopal Church consecrated the first openly gay bishop, Gene Robinson, in New Hampshire. Ever since, theological conservatives, led by Anglican leaders in Africa, have demanded some penalty for the U.S. church. Many have distanced themselves from the Episcopal Church and in 2009 helped form an alternative to the U.S. denomination, called the Anglican Church in North America.Welby does not have the authority to force a resolution of the conflict.In their statement from this week's meeting, Anglican leaders called the Episcopal Church approval of gay marriage "a fundamental departure from the faith and teaching" of the majority of Anglicans. CDC says closely monitoring outbreak of new bird flu strain-Reuters-JAN 15,16-YAHOONEWS
CHICAGO (Reuters) - The U.S. Centers for Disease Control and Prevention is closely monitoring individuals who may have been exposed to the new strain of bird flu that has been found in a flock of turkeys in Indiana, a CDC health official said on Friday.Dr. Michael Jhung, a medical officer at the CDC, said there is no evidence of human infection related to the new bird flu strain known as H7N8, but the agency and local health officials are not taking any chances."There's always the possibility of implications to human health when you see a new flu virus in animals, like we're seeing now in turkeys," Jhung told Reuters in an interview. The National Hurricane Center upgraded eastern Atlantic ocean subtropical storm Alex to hurricane status Thursday as it heads toward the coast of Azores, Portugal. The center has issued a five-day hurricane warning and tropical storm warnings for various regions of the Azores islands as Hurricane Alex moves north-northeast toward land at 20 mph. The United States Navy will have to shoulder the repair costs for a new class of its ships after discovering that their bows can’t withstand heavy ocean waves, according to Bloomberg.The Navy’s new Expeditionary Fast Transports (EPF) fleet will have to undergo maintenance to repair damages sustained by some of their structures and to reinforce the vessels’ bows. Four of five currently operational ships have been mended so far, while the other five remain under construction in an Alabama shipyard.“The Navy accepted compromises in the bow structure, presumable to save weight, during the building of these ships,” said J. Michael Gilmore, director of the Department of Defense Operational Test & Evaluation, in a September report.“Multiple ships of the class have suffered damage to the bow structure, and repairs/reinforcements are in progress class-wide,” he wrote.The aluminum EPF ships, developed for a total cost of $2.1 billion by Australian shipbuilder Austal Ltd., all share the same structural flaw after Austal’s design recommendation to the Navy weakened the ships’ bows. So far, $2.4 million has been spent on strengthening the bows and more than $4 million on repairs. Even with the additional support, though, the Navy is still unsure if the repairs will be enough to keep the ships’ frameworks intact.“Since the repairs are still in progress, there has been no heavy weather testing yet to verify if the fixes are sufficient,” Marine Corps Maj. Adrian Rankine-Galloway told Bloomberg. Despite the setbacks, the ordering of an 11th fleet vessel was approved for the Navy through the 2016 Consolidated Appropriations Act at a cost of $225 million.The Navy is currently charting its course for another ship model with potential design problems, the Zumwalt-class destroyer. Construction of more than 30 of the advanced Zumwalt class were originally planned, but it is likely that after years of research and ballooning costs only three will ever be completed. The reason: the spiraling costs, and concern that the ships would not be stable in heavy ocean waves.“On the DDG-1000 [The first completed Zumwalt-class ship], with the waves coming at you from behind, when a ship pitches down, it can lose transverse stability as the stern comes out of the water – and basically roll over,” civilian architect Ken Brower in 2007, told Wired. While the Navy hopes to improve the EPF fleet’s integrity, the construction adds nearly one ton of weight to each ship causing the displacement of around 250 gallons of fuel. Gilmore said the change should not affect the ships’ travel ranges, but said in his report that their routes and speeds may still have to be altered to avoid damage.“Operating the ship outside of the SOE (Safe Operating Envelope) or encountering a rogue wave that is outside of the current sea state can result in sea slam events that cause structural damage to the bow structure of the ship,” Gilmore wrote. “The operational restriction of the SOE is a major limitation of the ship class that must be factored into all missions.”
