Rio de Janeiro (AFP) - Thousands of dead fish were found floating in Rio de Janeiro's picturesque but polluted bay Wednesday, not far from where the Olympic sailing competitions will be held in August.Bobbing in the waves alongside floating garbage, the fish, mostly sardines, washed ashore near the international airport, about 30 kilometers (20 miles) from where Brazil will hold the 2016 Olympic sailing courses.Masses of dead fish have previously been found floating in the bay in October 2014 and February 2015, when more than 12 tons were removed.Authorities have blamed the tropical heat, but some residents are doubtful."It's because of the contamination of the water, it isn't a natural phenomenon. The water is very, very polluted," said Roger Texeira, a 45-year-old travel agent.Environmental authorities said they were investigating whether the fish may have been dumped by commercial fishermen who were trying to catch more valuable species. The Rio state government had vowed a major clean-up of Guanabara bay for the Olympics, but now admits it will not meet its goal.But Olympic organizers say the sailing venue will be clean and that competitors will not face any health risks.

According to the plan, rejected asylum seekers would be returned from Lesbos and other Greek islands.

Jan, 18:30-Member states and EU institutions lag far behind on promises to better manage refugee flows, amid a growing public backlash.By contrast to the slow pace of joint measures, EU countries have taken snap unilateral measures, including border lockdowns in the heart of the Schengen free-travel zone, and tighter asylum laws in places such as Denmark, Germany, and Sweden.With migrants increasingly stranded in Greece, the main point of entry to the EU, the European Commission has repeatedly voiced frustration.Results need to be delivered in the coming "weeks and months”, commission vice-president Frans Timmermans told reporters in Brussels on Wednesday (13 January).-No spots-One leading concern is a lack of progress on “hotspots” in Greece and Italy, where people are meant to be first screened, identified, and registered.The registration underpins a plan to redistribute 160,000 refugees, mostly from Syria, in the EU over two years.Out of the six hotspots in Italy, just one each in Lampedusa and Trapani are deemed operational. Lampedusa can house 650 migrants, Trapani 400.Out of five hotspots in Greece, just one, in Lesbos, works.The lag means just 273 people out of the quota of 160,000 have been moved so far.But in peak times, such as last October, up to 135,000 people can arrive in Lesbos from Turkey in one month.Eight hundred thousand people came to Greece last year in total.Unable to cope, it requested 1,600 EU border guards and 100 fingerprinting machines. So far, it has received 170 guards and 48 machines, as well as €1.36 million in extra funding.-Unhappy Slovaks-The Dutch EU presidency is shepherding progress. Most were from Albania, Kosovo, Nigeria, and Pakistan.Only 40 percent or so of those told to leave return home, with a lack of travel documents and readmission agreements complicating matters.EU states at an Africa summit in Valletta, the Maltese capital, in November pushed African states to take in their nationals, with plans to issue a special EU travel document for paperless migrants.But the EU proposal caused a backlash among African governments, and EU states later watered down the idea.

BRUSSELS, Today, 09:29-Germany is amending laws to ease the deportation of foreigners with criminal offences amid an on-going backlash over mass sexual assaults on women during New Year's Eve festivities.The move is part of a broader effort to calm tensions following widespread allegations that mainly young men from Middle East and North African nations had organised the New Year's Eve crime spree in Cologne and elsewhere.On Tuesday (12 January), German interior minister Thomas de Maiziere and justice minister Heiko Maas proposed a draft law to relax deportations of asylum seekers and others convicted of crimes.“It's a hard but correct response by the state to those who are seeking protection here, but think they can commit crimes," said De Maiziere.He said the law significantly lowers the "hurdle for a possible deportation of foreigners who committed criminal offences in Germany".The draft law lowers the deportation threshold of criminal offences from the current three year jail sentence to one.Those convicted of a crime that carries a one year sentence can be deported.Offences ranging anywhere from convictions without parole to youth sentences are included in the draft law.The proposal is likely to sail through the German parliament after receiving backing from the social democrats in chancellor Angela Merkel's grand coalition.Some 19 suspects in the New Year's Eve sex assaults have been identified.But outstanding issues on how to deport people to countries who refuse them entry remain. Deporting convicts to countries where they face war, torture or death also poses problems.Last year, up until the end of November, Germany expelled some 18,363 people. Most came from former Yugoslav states like Albania, Kosovo and Serbia.But the secretary-general of Germany's centre-right Christian Democratic Union (CDU) party, Peter Tauber, wants those figures increased to around 1,000 daily deportations.Germany is now sending an ever increasing number of migrants back to Austria with most coming from places like Afghanistan, Algeria, and Morocco.In December, it dispatched around 60 per day, which has since increased to 200.Meanwhile, the New Year's Eve assaults have led to mounting criticism against Germany's open-door policy for refugees and asylum seekers and has fed into brewing far-right hostility against foreigners.Around 20 Pakistani nationals were attacked by marauding vigilante groups earlier this week near the Cologne railway station.And last week, the anti-immigration Pegida movement marched through the centre of Cologne with some carrying banners reading "rapefugees not welcome".Germany welcomed over a million asylum seekers last year with many fleeing war and persecution in Syria. And he announced that a special commando force has now arrived in Iraq.Speaking to troops from the 101st Airborne Division who will soon deploy to Iraq, Carter also said he would meet in Paris next week with his defense counterparts, mainly from Europe, and will challenge them to bring more capabilities to the fight.He said he will be meeting with defense leaders from France, Australia, Germany, Italy, the Netherlands and the United Kingdom, and "will not hesitate to engage and challenge" them to get them to do more."Each of these nations has a significant stake in completing the destruction of this evil organization, and we must include all of the capabilities they can bring to the field," he said.Some contributions the U.S. has requested already are special operations forces, fighter jet and reconnaissance aircraft, weapons and munitions, training and other combat support.Carter's broader message signaled the completion of a military plan to help Iraqi and Kurdish Peshmerga forces retake Mosul in northern Iraq and to assist the Syrian moderate forces oust Islamic State militants from their headquarters in Raqqa.He described operations that would send Iraqi forces from the south and Peshmerga forces from the north to encircle and cut off Mosul. This week airstrikes hit an Islamic State cash center in Mosul.Military leaders have said that the militants have lost 40 percent of the territory they once held in Iraq, and 20 percent of their territory in Syria. The effort has been aided by strong support from Kurdish troops in northern Iraq, as the U.S. worked to build up Iraqi Army forces.The Iraqi forces struggled for months to retake Ramadi, but backed by airstrikes and other logistical support they were finally able to drive IS from the city last month.His remarks came a day after President Barack Obama's State of the Union speech, expanding on the message that the U.S. must build and work with local forces in Iraq and Syria to have lasting success. The unusual public reproach came with Republicans trying to halt federal funds for Planned Parenthood, which provides women's health care and abortions and sometimes furnishes fetal tissue to researchers. President Barack Obama vetoed legislation last week blocking that money and weakening his health care overhaul. Abortion-rights groups are bracing for a renewed effort after November's elections, which might succeed should the GOP win the White House and retain control of Congress."Time and time again, Leader Pelosi has stood up for women and our reproductive rights," NARAL said. "But at a moment when so much is at stake, her comments are particularly disappointing and ill-advised."Pelosi said in the published interview that she comes from "a very Catholic family, largely pro-life." LONDON (Thomson Reuters Foundation) - Britain has "a long way to go" to ensure full equality for transgender people and needs to update the law to give them the same opportunities as everyone else, a parliamentary committee said on Thursday.The hostility experienced by transgender people on a daily basis undermines their careers, living standards and access to services, the Women and Equalities Committee, which monitors the performance of the government's Equalities Office, said in a report."Britain leads the way when it comes to many issues on LGB (rights) but not when it comes to trans issues," Maria Miller, the committee chairwoman, told the Thomson Reuters Foundation."What we've seen in evidence given to the committee is that the law and service provision are lagging behind and causing considerable problems to trans people in their everyday lives."Britain should modernize its "outdated" equality laws regulating gender change and allow gender self-declaration, the committee said after an inquiry into transgender equality.It said gender self-declaration is already in place in countries including the Netherlands, Argentina, Denmark and Ireland.It made more than 30 recommendations, including moving towards 'non gender' official records, strengthening hate crime legislation and reviewing treatment of transgender people in prisons."This is something that needs urgent action because trans people deserve to be able to live full and successful lives in the way that any other person does in this country," Miller said.The committee said the National Health Service (NHS) was failing transgender people because of a lack of knowledge and understanding of transgender issues and urged the NHS to review its services.Transgender expert Jay Stewart, who gave evidence to the inquiry, said the report was "incredibly positive"."I think the report is an amazing job covering many, many aspects of activities that need to take place to ensure that trans people feel included and equal in society," Stewart, director of the non-profit Gendered Intelligence, said by phone.According to a poll published on Thursday by women's rights charity the Fawcett Society, more than 40 percent of British people believe that gender is not binary but fluid and can be expressed as a range of identities."The research done by the Fawcett Society ... shows the public opinion is well ahead of where our legislation and our public service provision is, and I think we need to move quickly on this," Miller said.The committee urged the government to agree a new strategy for transgender equality within six months.(Reporting by Magdalena Mis, editing by Tim Pearce.
