Ottawa scientists prepare for disruptive solar weather-[CBC]-May 8, 2016-YAHOONEWS
If the threats of climate change, a pandemic or nuclear war haven't given you enough to worry about, how about solar weather? Large-scale eruptions on the surface of the sun can create solar-particle waves that damage satellites and disrupt power grids — not to mention the GPS in your car.Scientists at the Canadian Space Weather Forecast Centre are now preparing for the next big event. At their command centre near the Mer Bleue Conservation Area in Ottawa, scientists are using an array of highly specialized instruments to test for geomagnetic activity.Heightened levels are an indicator of solar flares and their evil twin, Coronal Mass Ejections or CMEs.-CMEs cause extensive damage-CMEs are massive eruptions on the surface of the sun that send a tsunami of particles into the solar system — and can dramatically change the earth's magnetic field once they arrive here.Fortunately, a CME in 2012 missed earth but others have hit here with disastrous effects. The biggest CME on record to strike our planet came in August 1859, creating an aurora so bright you could read a newspaper by it at night across much of North America.Within minutes the event caused extensive damage to the telegraph system, the only large scale telecommunications network at the time. Now our dependence on electricity and satellite-based navigation systems make the world, and Canada much more vulnerable to CMEs.-Canada especially vulnerable-Canada would likely feel the impact of a large scale event more than any other country because of its proximity to the North Pole, scientists say."Space weather can impact a variety of technologies, satellites, GPS for navigation positioning and timing," said Natural Resources Canada scientist Robyn Fiori. "It could also impact compass use for directional drilling, aero-magnetic surveys and, of course, power systems and pipelines, as well."Power lines are especially vulnerable because they act as long conductors during geomagnetic storms, causing unexpected electric currents along the line.A solar storm in 1989, lasting only a minute and a half, caused the entire Hydro-Quebec power grid to collapse. The resulting blackout left more than six million people in Quebec and the northeastern United States without power for nine hours.-Some electronics not affected-If there's a saving grace, scientist say it's that a big solar storm is not expected to have any effect on the electronics in your home or on your phone. "It doesn't affect all electrical systems. Only the systems with the very long wires, such as in a power transmission network, are affected," said to Natural Resources Canada's David Boteler. "So electronics at home and the normal wiring systems, they are not affected."Scientists are working to mitigate the effects of space weather by building satellites with more robust protection against solar particles and trying to find ways to better predict CMEs.They also say the effects on most network systems of a large event will be relatively short-lived, since the solar storm should pass by earth in a day or two.
Landslide buries about 35 builders in southeast China-[The Canadian Press]-The Associated Press-May 8, 2016-YAHOONEWS
BEIJING, China - A landslide in southeast China on Sunday buried about 35 workers at the construction site of a hydropower project, and rescuers later pulled out five people alive, officials and state-run media reported.Rocks and mud with a volume of 100,000 cubic meters (3.5 million cubic feet) buried an office building and the workers' living area at the site in mountainous Taining county in Fujian province around 5 a.m. Sunday, according to a website run by the county's Communist Party's publicity department. An initial count suggested 35 people were missing, the report said.China's state broadcaster, CCTV, later reported that five workers were rescued alive, but said their conditions were unknown. An official at the department said by phone that the cause of the landslide was still unclear, but that the area had seen rainfall in the past few days.Heavy rain has affected much of southern China since Wednesday, triggering floods and landslides. The official Xinhua News Agency reported Saturday that rainstorms led to the evacuation of more than 1,000 people in Guangxi region, and collapsed a road that left one person dead and one missing. The Taining county official, who only gave his surname of Wei, said firefighters and police were attempting to reach the buried, who were working on a hydropower project.

13 members of Iran's elite force killed in Syria-[The Canadian Press]-Albert Aji And Nasser Karimi, The Associated Press-May 7, 2016-YAHOONEWS
DAMASCUS, Syria - More than a dozen members of Iran's elite Revolutionary Guards were killed this week during an attack by militants in northern Syria in what shows Tehran's deep involvement in the Syrian civil war.Iran has been one of President Bashar Assad's strongest backers and has, along with Lebanon's Iran-backed militant Hezbollah group, sent fighters to battle on the government's side.Iran's semi-official Fars news agency quoted Hossein Ali Rezaei, a spokesman for the Revolutionary Guard in the northern province of Mazandaran, as saying that 13 members were killed and 21 were wounded.Rezaei did not say when or where the incident occurred but another semi-official news agency, Tasnim, quoted a Revolutionary Guard spokesman in the same area as saying that they were killed when a coalition of insurgents, including al-Qaida's branch in Syria known as the Nusra Front, seized the northern village of Khan Touman from pro-government forces.Khan Touman was captured Friday after two days of intense clashes that also left dozens of Syrian militants dead, according to opposition activists. The town was captured by a coalition known as Jaish al-Fatah, or Army of Conquest, an ultraconservative group led by the Nusra Front, and the jihadi militias Jund al-Aqsa and Ahrar al-Sham.The announcement in Tehran came as a senior Iranian official met with Assad in Damascus and vowed continued support for his government in the country's five-year-old civil war.Ali Akbar Velayati, an adviser to Iran's Supreme Leader Ayatollah Ali Khamenei, was quoted by Syria's state news agency SANA as saying that Tehran will always stand by Syria because it "knows that terrorism does not target Syria but the whole people of the region."Iran and Russia have backed Syria throughout the conflict. All three refer to all those fighting to overthrow Assad as terrorists. Also Saturday, a fragile cease-fire in the northern Syrian city of Aleppo has been extended for 72 hours, Russia said, as the Islamic State group battled other militant factions near the city. The Russian Defence Ministry said the extension was made at Moscow's initiative and would also apply to the coastal province of Latakia. The cease-fire will now last until 12:01 a.m. on Tuesday (9:01 p.m. GMT Monday).Russia and the U.S. last week reached an agreement to extend Syria's cease-fire to Aleppo, which had seen days of heavy fighting that killed 286 civilians, including 57 children, according to the Syrian Observatory for Human Rights, a Britain-based monitoring group. The Syrian military had earlier said the cease-fire in Aleppo would last only 48 hours. The Russian military accused the Nusra Front of attempting to destroy the cease-fire by carrying out attacks on Aleppo and trying to impose a blockade on the city from the south. The Nusra Front and IS are not included in the cease-fire.The Observatory and the other groups said Aleppo was relatively quiet after the cease-fire was extended, but reported heavy fighting between IS and other militant groups in the northern parts of Aleppo province, near the border with Turkey. The Observatory, which relies on a network of activists inside Syria, said IS captured two villages in the region in clashes that killed least 12 extremists. The Local Coordination Committees, an activist-run collective, said the fighting is now concentrated near the northern villages of Dalha, Harjaleh and Hiwar Kilis.___Karimi reported from Tehran, Iran. Saudi Arabia says to maintain stable petroleum policies-Reuters – MAY 8,16-YAHOONEWS
ABU DHABI/KHOBAR (Reuters) - Saudi Arabia's new energy minister said on Sunday the world's largest crude exporter was committed to meeting demand for hydrocarbons from its customers and would maintain its petroleum policies."Saudi Arabia will maintain its stable petroleum policies. We remain committed to maintaining our role in international energy markets and strengthening our position as the world's most reliable supplier of energy," Khalid al-Falih said in an e-mailed statement."We are committed to meeting existing and additional hydrocarbons demand from our expanding global customer base, backed by our current maximum sustainable capacity."Since 2014, Saudi Arabia has led OPEC through a new survival-of-the-fittest strategy aimed at defending market share rather than reducing production to support oil prices.Falih's comments on Sunday support analysts' views that no shift in Saudi oil policy is likely as a result of his appointment.Falih's appointment was part of a bigger Saudi shake-up announced on Saturday as King Salman restructured some big ministries in a major reshuffle intended to support a wide-ranging economic reform program. As part of the restructuring, the Petroleum Ministry has been renamed the Ministry of Energy, Industry and Mineral Resources."The creation of a new Ministry in Saudi Arabia that brings together the Kingdom's abundant and unrivalled energy and mineral resources and industrial capabilities is in line with the ambitious objectives of Saudi Vision 2030," Falih said.(Reporting by Maha El Dahan and Reem Shamseddine; Editing by Richard Balmforth)
Pakistan to try 13 for killing, burning teenage girl-[The Canadian Press]-The Associated Press-May 7, 2016-YAHOONEWS
ISLAMABAD - Thirteen members of a Pakistani tribal council who allegedly strangled a girl to death and set her body on fire as punishment for helping one of her friends elope will face trial under anti-terrorism laws, police said Saturday. The body of 17-year-old Ambreen Riasat was found in a torched van near a tourist resort in northwestern Pakistan on April 29. Police say the tribal council ordered the killing, and that the girl was strangled to death before her body was placed in the van and set alight. Police officer Muhammad Tahir said the suspects have been detained by counterterrorism police.Nearly 1,000 women are killed every year in Pakistan in so-called honour killings in response to alleged romantic liaisons outside the bounds of arranged marriage. The killings are often carried out by close male relatives, but in this case, it appears the girl's father was not involved, and now wants the culprits punished.Tahir said area councillor Pervez Gul Zaman, one of the 13 detained suspects, endorsed the council's verdict and wanted to "make the girl an example" to deter others in the village from eloping. He said authorities are still awaiting the results of forensics testing, which would show whether the girl was drugged or poisoned, or subjected to any other "assault."The girl's father, Riyasat, rushed to the village from the southern port city of Karachi after hearing about the death of his daughter. He is demanding that her killers also be burned in public, according to Matloob Khan, another police officer.Tahir said Shamim, the mother of the slain girl, has been detained and is under investigation, adding that she did not appear concerned when her daughter went missing and had not enquired about the body found in the van.But Khan said the girl's father has argued for his wife's innocence. Both parents go by one name.Pakistan's main rights group, the Human Rights Commission of Pakistan, has strongly condemned the girl's killing."Nothing that the authorities do now can bring back the young victim, but they should at least now atone for their inaction by seeing to it that justice is done in this case and conditions that allow such incidents to take place are confronted," it said.
Turkey's Erdogan pours cold water on hopes of progress on EU deal-[Reuters]-May 7, 2016-YAHOONEWS
ISTANBUL (Reuters) - Turkish President Tayyip Erdogan on Saturday poured more cold water on hopes for progress with Europe on a deal to curb migration, suggesting Ankara would not change its anti-terrorism laws just to meet European Union requirements. The EU has asked member states to grant visa-free travel to Turks in return for Ankara stopping migrants from reaching Europe, but said Turkey still had to change some legislation, including bringing its terrorism laws in line with EU standards. The migrant deal between Brussels and Ankara was negotiated by Prime Minister Ahmet Davutoglu, who this week announced his decision to step down as premier, capping weeks of public tension with Erdogan."Those who ask Turkey to change its laws on terror should first remove the terrorists' tents that were erected outside the EU parliament," Erdogan said in a speech to supporters in the eastern Anatolian city of Matalya. He was referring to Belgian authorities allowing supporters of the outlawed Kurdistan Workers' Party (PKK) to set up a protest site outside an EU-Turkey summit in March.Visa-free travel is for many Turks the biggest benefit of Ankara's deal with the EU. Europe, meanwhile, is counting on Turkey to maintain an agreement that has helped stem the flow of refugees and migrants via Turkish shores.Davutoglu's departure consolidates the power of Erdogan, who has been highly critical of the EU in the past and is seen in Brussels as a far tougher negotiating partner less closely wedded in recent years to Turkey's ambition of joining the EU.To win visa-free travel for its citizens, Turkey must still meet five of 72 criteria the EU imposes on all states exempt from visas, one of which is narrowing its legal definition of terrorism.Rights groups say Turkey has used broad anti-terrorism laws to silence dissent, including detaining journalists and academics critical of the government. But Ankara insists the laws are essential as it battles Kurdish militants at home and the threat from Islamic State in neighboring Syria and Iraq.Erdogan has frequently accused the West of not giving enough support to Turkey for sheltering more than 2.5 million refugees since the start of the Syrian civil war. He has also been infuriated by Western support for Syrian Kurdish militants in the fight against Islamic State.Turkey, a NATO member and part of the U.S.-led coalition against the militant Islamist group, regards the Washington-backed Syrian Kurdish fighters as an extension of the PKK, which has waged an armed struggle against the Turkish state that left more than 40,000 dead since 1984.(Reporting by David Dolan; Editing by Digby Lidstone)

Kim Jong Un says Pyongyang won't use nukes first-[The Canadian Press]-Eric Talmadge, The Associated Press-May 7, 2016-YAHOONEWS
PYONGYANG, North Korea - North Korean leader Kim Jong Un said during a critical ruling party congress that his country will not use its nuclear weapons first unless its sovereignty is invaded, state media reported Sunday.Kim also said he is ready to improve ties with "hostile" nations in a diplomatic overture in the face of international pressure over its recent nuclear test and long-range rocket launch. He also called for more talks with rival South Korea to reduce misunderstanding and distrust between them and urged the United States to stay away from inter-Korean issues, according to the official Korean Central News Agency."Our republic is a responsible nuclear state that, as we made clear before, will not use nuclear weapons first unless aggressive hostile forces use nuclear weapons to invade on our sovereignty," Kim said in a speech carried by the KCNA.He said that North Korea "will sincerely fulfil its duties for the non-proliferation of nuclear weapons and work to realize the denuclearization of the world."The North is ready to improve and normalize ties with countries hostile to it if they respect its sovereignty and approach it in a friendly manner, Kim said.At the congress, Kim also announced a five-year plan starting this year to develop the North's dismal economy and identified improving the country's power supply and increasing its agricultural and light-manufacturing production as the critical parts of the program, the KCNA said.Analysts have anticipated Kim would use the first Workers' Party congress in decades to propose talks with rivals to exploit what he considers to be increased leverage as a nuclear power.North Korea carried out its fourth nuclear test in January and followed with a satellite launch in February that was seen by outside governments as a banned test for long-range missile technology, earning worldwide condemnation and tougher U.N. sanctions. The North responded to the punitive measures, and also the annual U.S.-South Korean military drills in March and April, by firing a series of missiles and artillery into the sea. It also claimed advancements in developing nuclear weapons and long-range missiles, and combined them with threats of pre-emptive nuclear strikes on Washington and Seoul.Analysts said that the North's belligerent stance might have been intended at rallying North Korean people around Kim ahead of the congress and also promote military accomplishments to the domestic audience to make up for the lack of tangible economic achievements to present at the party meeting.South Korea has taken a hard-line approach to North Korea following its nuclear test and long-range rocket launch, shutting down a jointly-run factory park in a North Korean border town that had been the last remaining symbol of co-operation between the rivals and slapping Pyongyang with its own economic sanctions.Seoul has also been in talks with Washington on deploying a sophisticated U.S. missile defence system in South Korea.North Korea had spent the past months resisting talks with the South and threatening attacks against it, but Kim spoke with a different tone at the conference. He said "fundamentally improving" inter-Korean relations was an urgent matter for his government and also called for the South to "hold hands" with the North as a "companion" for unification, the KCNA said. However, Kim stressed that the South must first employ practical measures to improve ties and throw out laws and institutional systems that have hampered them. He also said that the United States should no longer be involved with matters in the Korean Peninsula, and that if enemy forces "ignite the fire of war," the North was ready to mercilessly punish the aggressors and accomplish the "historical feat" of unification.North Korea has long decried the 28,500 U.S. troops stationed in South Korea as a buffer against possible aggression.South Korea's Foreign Ministry said ahead of the North's ruling party congress in Pyongyang that the priority of any future talks with the North would be its denuclearization.___Associated Press writer Tong-hyung Kim in Seoul, South Korea, contributed to this report.
Donald Trump says NAFTA 'destroyed' U.S. at rally near Canadian border-[CBC]-May 7, 2016-YAHOONEWS
Donald Trump held a rally minutes away from B.C.'s border on Saturday where he touched on lumber and international trade. The presumptive Republican presidential nominee hosted a 3 p.m. PT rally in Lynden, Wash. — a city less than 15 minutes south of Aldergrove, B.C. Earlier in the day, at noon, he held another event in Spokane, Wash.During his 45 minute speech in Lynden, he meandered from topic to topic — from his love of his evangelical supporters to attacking Democratic front-runner Hillary Clinton by calling her "crooked."He called NAFTA "one of the great economic disasters" that's "destroyed" the U.S., a message he first shared back in September 2015.Trump also spoke about international trade, specifically pertaining to lumber."You can't sell your timber ... they won't even take it and when they do take it, they charge you tax," he told the crowd of thousands without clarifying which country "they" are."When we take their product, come on in folks, come on in. We're not going to do it."On Saturday morning, during an interview with CBC Radio's The House, B.C. Premier Christy Clark chided Trump for his anti-trade talk, equating it to building a wall between the two countries. She wants Americans to take action on a softwood lumber deal before the end of summer.-Excitement and debate-Trumps's proximity to Canada stirred up excitement and debate. Many of his supporters lined up for hours to get into the Northwest Washington Fair and Event Center. Not surprisingly, a few of those were Canadians.Online, many were left wondering why the presidential candidate bypassed Seattle, Washington's largest city, and chose two much smaller centres instead — one of which is so near B.C.Some speculated whether it was a strategic decision that could lead to the consideration of a wall being built along the U.S.-Canada border, even though Trump stated back in 2015 it wasn't something he'd consider. However, Trump did reiterate his stance on building a wall between the U.S. and Mexico."We will build the wall, it will be a beautiful wall, it will be a big wall," he said to loud cheers in Lynden. "It will have a door in it because we want people to come into our country, but they have to come in legally."Not everyone was thrilled by the controversial Republican's visit though.Protesters were out in full force in Washington, and some British Columbians also took to social media to voice their distaste.
The Latest: Maine Democrats deliver rebuke to superdelegates-[The Canadian Press]-The Associated Press-May 7, 2016-YAHOONEWS
PORTLAND, Maine - The Latest on the Maine Democratic Convention (all times local):4 p.m.Maine Democrats have sent colleagues across the country a strong message that they are fed up with the party's system of superdelegates. At their state convention Saturday, they adopted a proposal to reduce the clout of unpledged elected officials and party insiders. The measure urges Maine's five superdelegates to vote in proportion to the results of state caucuses won by Vermont Sen. Bernie Sanders in March. But it gets teeth four years from now — requiring the party chairman to account for superdelegates' preferences to ensure the delegation sent to the national convention reflects the outcome of the state party vote.During the debate, Brigham McNaughton, a rank-and-file Democrat from Freeport, received a rowdy ovation when he described a "rigged system" in which five superdelegates defy the will of the voters.___10:20 a.m.Maine Democrats are delivering a rebuke to the system of superdelegates at their state convention.Supporters of Bernie Sanders expressed frustration that many superdelegates representing the party leaders and elected officials favour former Secretary of State Hillary Clinton and are not beholden to the outcome of the state caucuses won by the Vermont senator. The proposal adopted Saturday strongly encourages superdelegates to vote in proportion to caucus results. Prince's estate: Potential legal red tape highlights importance of a will-[CBC]-May 8, 2016-YAHOONEWS
With a will yet to surface, Prince's family faces a potentially long, costly and complex legal process to divvy up his assets, illustrating the importance of writing a will, even for those not leaving behind a multi-million dollar estate. His siblings have already begun the court proceedings. A Minnesota judge appointed a corporate trust company to temporarily oversee his estate last week, saying the emergency appointment was necessary because the superstar musician doesn't appear to have a will and immediate decisions must be made about his business interests. But problems may already be emerging among his heirs, which would further complicate the process. CNN reported that the initial meeting between the siblings was contentious and ended in shouting. "Especially for a man surrounded by so many lawyers and managers, etc., it's astonishing that he didn't have a will," said Judith T Younger, a professor of family law at the University of Minnesota who teaches a course in property, wills and trusts. With no spouse or children, Minnesota law states that his estate will be distributed equally among his siblings and half-siblings. But that could become complicated if they fail to agree on how certain assets should be treated and/or sold. For example, the siblings will have to come up with a valuation of Prince's vault of unpublished music and agree on what should be done with it."There is still the problem — are any of these siblings experts in managing assets of this sort that he has." said Younger.Another issue, says Younger, is that Minnesota doesn't have statutes that would deal directly with the inheritability of Prince's persona — the right to commercially exploit his image through items like T-shirts and mugs.-'Always been very careful about his properties'-"The question becomes do they get included in his estate? Had he had a will, he could have set up an arrangement with people who knew what they were doing to manage it or license it. Or perhaps he would not have wanted any postmortem publicity.""He has always been very careful about his properties, his music his unpublished intellectual property," she said. "The best way to ensure that people you trust are managing and controlling it after your death is to have a will designation."It's possible that Prince cared little how his estate was to be settled after his death. But as Charles Wagner, Toronto estate lawyer, pointed out, was "there no one who he's loved in his life? Is there no one who had a special place? Is there anything he wanted to perpetuate his legacy?"Even for those without an estate like Prince's, getting a will is a prudent move, said Wagner.-Risk litigation-"If you want to ensure that your assets go to the people you want them to, your best bet is to go to a lawyer who knows what they're doing ...and get a good will," Wagner said. "Otherwise you risk litigation, otherwise you risk the money going to people you don't want."Joseph Gyverson, a Toronto estate lawyer, said it's a fairly common misconception that if someone dies without leaving a will, their estate goes to the government. That can happen if the deceased has no living heirs — otherwise legislation sets out a hierarchy as to who is entitled to inherit the estate. The general rule in North America, he said, is that the spouse will inherit everything followed by children, parents, siblings, aunts and uncles and then other next of kin.Without a will, family members of the deceased will most certainly end up in court, Gyverson said. And if there is any disagreement between potential beneficiaries about who should get what, the estate could be tied up in court for a long time, costing a large amount in legal fees that could eat up much of what they were entitled to receive in the first place.-Choosing the executor-There's also the issue of choosing the state trustee, or executor of the estate, when there is no will to say who will fill that powerful role. The trustee or executor can deal with the assets according to their discretion. Without a will, a number of people could go to court to apply for that position."And that's where you could get an issue with something like the Prince estate where you've got multiple beneficiaries, all of whom have the right to a say as to who is going to be chosen to be the executor."And if there are conflicting interests, they may not agree who will be the executor. Then there can be a battle over who is going to be the executor, who is going to be in control of the state. And the more complex the estate is, the more valuable the assets are in the estate, the more there is that potential to be that conflict."People don't need to get a will for themselves, Gyverson said, but so the people they care about are taken care of and they're making things easier for their friends and family when they die."Because when someone is in the process of grieving over lost loved ones, they don't want to have the additional hassle of not even having a will to help them deal with the property," he said.
