Moscow’s decision this month to pull out of a landmark agreement on disposing tons of weapons-grade plutonium, coupled with reports last week that Russia deployed new nuclear-capable missiles to Kaliningrad on the Baltic Sea, underscore how Putin is flexing Russia’s power in new and often unpredictable ways.U.S. and European officials are increasingly alarmed over Putin’s willingness to risk military confrontation and threaten to use his country’s nuclear arsenal over issues the West sees as unrelated and separate. That makes it devilishly difficult for the United States and its European allies to find an effective response to Putin’s audacious tactics that in recent years range from Russia’s annexation of Crimea, to its air war in support of the Syrian regime, to Moscow’s suspected hacking of America’s presidential election.“It very much feels like we are entering a very troubled and dangerous phase in this bilateral relationship,“ said Julianne Smith, a former senior Pentagon official who oversaw NATO policy and a former senior advisor to Vice President Joe Biden. “The next president will face some big strategic choices,” said Smith, who now advises Democratic presidential candidate Hillary Clinton on Europe and Russia.President Barack Obama’s successor will have to choose from a range of unpleasant and risky options when it comes to handling a resurgent Russia, current and former officials said. BRUSSELS, Today, 08:54-Later this week in Brussels, EU leaders will be discussing forthcoming deals with a handful of African states.With repressive regimes like Sudan demanding that the EU finance border controls, leaders appear increasingly willing to do almost anything to stop people from crossing the Mediterranean to reach Italy.Last November, Sudan’s foreign minister Ibrahim Ghandour said the EU should help pay to keep migrants from crossing its borders into Libya and Egypt.A few months later, it sent the EU commission a wish list of demands.Sudan requested the EU pay for "computers, cameras, scanners, servers, cars, aircraft" at 17 crossing points along its borders under a programme that is part financed by the European Development Fund."In principle yes but aircraft unlikely," responded the commission, in a document that can be found on the commission's website.Sudan's president Omar al-Bashir is wanted by the International Criminal Court for genocide and crimes against humanity.The country's crossing points are also patrolled by the notorious Sudanese government militia, the Rapid Support Force (RSF).The RSF, which is also part of Sudan's national and intelligence security services, includes men who fought in Darfur with the Janjaweed, a militia of Sudanese Arab tribes that is now part of the RSF.Mohamed Hamdan, a warlord often referred to as Hametti, commands the RSF.In August, he said his forces had arrested 20,000 migrants in the company of human traffickers near the border with Libya.The traffickers had confiscated some of his weapons and vehicles, he said. AMMAN, Jordan (AP) — Rights activists in Jordan called Monday for stiffer punishment for violence in the family, after four women and a man were killed in "honor crimes" in just over a week.Jordan has reformed its penal code, but loopholes allow judges to hand down lenient sentences, particularly if the family involved declines to press charges.In all, 26 people were killed this year in attacks by relatives who claimed they were protecting the family's honor, said Asma Khader, head of the Jordanian branch of Sisterhood Is Global, an advocacy group. This is an increase of more than 50 percent from last year, said Khader.In traditional patriarchal societies, alleged "offenses" by women can include talking to a man who is not a relative or leaving the house without permission.The latest case involved two sisters, aged 27 and 34, who were allegedly shot dead at a farm by two of their brothers and the husband of the younger woman.The Jordan Times reported Monday that the older woman died instantly last week and her younger sister died three days later, on Sunday. The daily quoted officials in the case as saying the suspects were charged with premeditated murder.The newspaper said the sisters' killing brought to five the number of suspected honor crimes since last week.On Oct. 8, an 18-year-old was arrested after allegedly killing his sister as she slept, because he found a mobile phone in her possession of which the family had no knowledge. A day later, a father and son allegedly killed a female relative and a man because the woman had left her family's home without approval.Khader said human rights organizations will try to lobby the country's recently elected parliament to move ahead with legal reforms."Family honor" as a mitigating factor was abolished in the previous round of reforms, and special courts have been established for such cases, Khader said.However, a judge still has the discretion to reduce a sentence by half if the family refuses to press charges, a common occurrence in crimes involving relatives, she said. Activists also want to raise the minimum sentence for killings carried out in a "fit of fury" from three to seven years, she said.Responding to the recent spate of killings, Musa Breizat, head of Jordan's National Center for Human Rights, also demanded to "toughen the laws."Breizat spoke after presenting the center's annual report on human rights violations in Jordan.He cited a shrinking space for free expression as Jordan continues to crack down on extremist groups.The pro-Western monarchy is an ally in the U.S.-led military campaign against Islamic State extremists. A senior Iraqi military commander said Monday the wide-scale military operation to recapture the northern city of Mosul from Islamic State “is going very well.”The Commander of the Joint Military Operation Command, Army Lt. Gen. Talib Shaghati, told The Associated Press in an interview in the town of Khazer that the troops were moving forward according to plan. Shaghati wouldn’t give details on the progress.He praised the role of the US-led International Coalition as “very important” through carrying out airstrikes and sharing intelligence. Citing intelligence information, he claimed some IS members were fleeing Mosul to Syria along with their families.The push to retake Mosul is the biggest military operation in Iraq since American troops left in 2011 and, if successful, would be the strongest blow yet to IS.Iraqi and Kurdish forces backed by US-led airstrikes launched the coordinated military operations early Monday as the long-awaited fight to retake the northern city got underway. But the battle is likely to be long and it was unclear when the troops would enter the city itself.The fate of more than a million civilians trapped inside Mosul will also be critical as the battle intensifies in the days and weeks ahead amid concerns that IS could use them as human shields.Convoys of Iraqi, Kurdish and US forces moved east of Mosul along the front line early Monday as US-led coalition airstrikes sent plumes of smoke into the air and heavy artillery rounds rumbled in the distance.Iraqi Prime Minister Haider al-Abadi announced the start of the operations on state television, launching the country’s toughest battle since American troops left nearly five years ago.Mosul, Iraq’s second largest city, fell to IS in the summer of 2014, and weeks later the head of the extremist group, Abu Bakr al-Baghdadi, announced the formation of a self-styled caliphate from the pulpit of one of its mosques.“These forces that are liberating you today, they have one goal in Mosul which is to get rid of Daesh and to secure your dignity,” al-Abadi said, addressing the city’s residents and using the Arabic acronym for IS. “God willing, we shall win.”If successful, the liberation of Mosul would be the biggest blow yet to the Islamic State group. Al-Abadi pledged the fight for the city would lead to the liberation of all Iraqi territory from the militants this year.In Washington, Defense Secretary Ash Carter called the launch of the Mosul operation “a decisive moment in the campaign” to deliver a lasting defeat to IS.Iraqi forces have been massing around Mosul in recent days, including elite special forces that are expected to lead the charge into the city, as well as Kurdish forces, Sunni tribal fighters, federal police and state-sanctioned Shiite militias.South of Mosul, Iraqi military units are based at the sprawling Qayara air base, but to the city’s east, men are camped out in abandoned homes.Kurdish forces are stationed to the north and east of Mosul, a mostly Sunni city that has been a center of insurgent activity and anti-government sentiment since the US-led invasion of Iraq in 2003. Iraqi officials have warned that the Mosul operation has been rushed before a political agreement has been set for how the city will be governed after IS.Lt. Col. Amozhgar Taher with Iraq’s Kurdish forces, also known as the peshmerga, said his men would only move to retake a cluster of mostly Christian and Shabak villages east of Mosul and would not enter the city itself due to their concern for “sectarian sensitivities.” Taher spoke at a makeshift base in an abandoned house along the front line, some 19 miles east of Mosul.Later Monday, Turkey’s state-run Anadolu news agency said the peshmerga have taken control of seven villages east of Mosul and that they control the main road linking the city with the Iraqi Kurdish regional capital, Irbil, further to the east.Iraqi special forces Lt. Col. Ali Hussein said the Kurdish forces are leading the first push on Mosul’s eastern front. His men were anxious to move out to the front line, though he said he expects they will wait near the town of Khazer for another day or two.Meanwhile, a suicide car bombing targeted security forces outside Baghdad, killing at least 12 people and wounding more than 30 on Monday, officials said, speaking on condition of anonymity as they were not authorized to talk to the media. Turkey sent troops to the area late last year to train anti-IS fighters. But Baghdad views the Turkish presence as a “blatant violation” of Iraqi sovereignty and has demanded the Turkish troops withdraw.Turkey’s deputy prime minister said some 3,000 Turkish-trained Iraqi fighters are taking part in the operation to wrest Mosul from IS. Numan Kurtulmus also told reporters Monday that Turkey has no intention of withdrawing its troops, who he said had trained 4,000 local fighters, three fourths of which had joined the battle alongside the peshmerga.Military operations are predicted to displace 200,000 to a million people, according to the United Nations. Just a few kilometers from the eastern front line, rows of empty camps for displaced civilians line the road, but aid groups say they only have enough space for some 100,000 people.In Geneva, a senior UN official said he’s “extremely concerned” for the safety of civilians in Mosul. SAN CRISTOBAL, Venezuela (Reuters) - Venezuelan authorities are investigating gruesome accusations that two men were murdered, mutilated by a confessed cannibal then fed to fellow prisoners in a riot at a police detention center.Families of the two victims, Anthony Correa and Juan Carlos Herrera, said they died earlier in October toward the end of a month-long disturbance and siege at the overcrowded jail in the western city San Cristobal."They stabbed my son, hung him to bleed him, then called this man to cut him up. They did the same with the other young man," Herrera's father, also called Juan Carlos, told reporters, saying other prisoners had described it to him.Correa's mother, Luz Sepulveda, said at the end of the siege, she noticed her son was neither in the list of detainees nor in a group being transported away."A public prosecutor came out and said he had to tell me something very painful: 'Your son was one of those they killed and ate'," she told Reuters from a house where she was in hiding for fear of reprisals for telling the story.Both families said a self-confessed serial killer Dorangel Vargas, known to Venezuelans as "People-Eater" because of reports he cannibalized victims, had been used by a gang at the jail to dismember the bodies of their rivals.The government has confirmed two deaths but not the circumstances. It has also arrested six policemen accused of helping prisoners.Local opposition member of congress Franklyn Duarte said he has a video proving the cannibalism and would hand it to authorities with other evidence.Prisons Minister Iris Varela suggested the cannibalism claims might be exaggerated. FRANKFURT (Reuters) - At least one person died and six people were injured on Monday by an explosion and subsequent fire at chemicals maker BASF's biggest production site in Germany, the company said at a news conference.In addition, six people are still missing, the Ludwigshafen site's chief, Uwe Liebelt, told journalists.The explosion occurred on a supply line connecting a harbor and a tank depot on the site at around 1130 local time (5.30 a.m. ET), BASF said, adding it could not yet say what caused the explosion.A fire that broke out following the blast sent up plumes of smoke, prompting BASF, the world's biggest chemicals company, and the city of Ludwigshafen to urge residents in the surrounding area to avoid going outside and to keep their windows and doors shut.Measurements taken in the area so far have indicated no risk from toxic fumes, BASF said."We will of course do everything we can to clear the matter up," site chief Liebelt said.BASF said it turned off 14 facilities near the blast site for safety reasons, including its two steam crackers, large units that make important basic chemical components. That makes it devilishly difficult for the United States and its European allies to find an effective response to Putin’s audacious tactics that in recent years range from Russia’s annexation of Crimea, to its air war in support of the Syrian regime, to Moscow’s suspected hacking of America’s presidential election.“It very much feels like we are entering a very troubled and dangerous phase in this bilateral relationship,“ said Julianne Smith, a former senior Pentagon official who oversaw NATO policy and a former senior advisor to Vice President Joe Biden. “The next president will face some big strategic choices,” said Smith, who now advises Democratic presidential candidate Hillary Clinton on Europe and Russia.President Barack Obama’s successor will have to choose from a range of unpleasant and risky options when it comes to handling a resurgent Russia, current and former officials said. A more conciliatory stance, aimed at cutting a grand bargain with Russia focused on Ukraine, would defuse tensions in the short term but at the cost of ultimately emboldening Putin. After taking office again as president, Putin announced a plan to modernize all three legs of Russia’s strategic nuclear forces.In March, Putin said he had been ready to place nuclear forces on alert over the fate of the Crimean peninsula in Ukraine. Asked if Russia was prepared to bring its nuclear weapons into the conflict, Putin told state television: “We were ready to do it. I talked with colleagues and told them that this (Crimea) is our historic territory. Russian people live there, they are in danger, we cannot leave them.”The United States says Russia has flouted a 1987 arms control treaty, negotiated by then-U.S. President Ronald Reagan and Soviet leader Mikhail Gorbachev, which called for the elimination of all ground-launched ballistic and cruise missiles with ranges of 500 to 5,500 kilometers. The treaty helped bring an end to the Cold War and served as a crucial foundation for arms control efforts.After signing the New START arms control accord in 2010, Russia has rebuffed overtures from Obama during the past six years to negotiate further reductions in nuclear weapons. The treaty expires in 2021, and without a new deal, the gains in arms control over the last 25 years would be endangered. Putin’s government also has backed away from mutual efforts launched in the 1990s to secure nuclear material. In March 2015, Russia’s ambassador in Copenhagen said Danish warships would be “targets for Russian nuclear missiles” if they installed advanced radar equipment.While the United States and NATO allies portray Russia as a provocative actor on the world stage, Moscow accuses the United States of fomenting “coups” in its backyard by supporting pro-democracy movements and destabilizing the nuclear balance with missile defense weaponry.The United States for its part, withdrew from the Anti-Ballistic Missile Treaty in 2002. His opponent has questioned his business ties to Russian investors and accused his aides of parroting Moscow’s propaganda. In a commentary published Thursday in the pro-Russian Sputnik website, Trump’s former foreign policy advisor, Carter Page, criticized the United States for “interference” in the domestic affairs of countries neighboring Russia, including Ukraine, and that Washington had shown a “complete disregard for Russia’s interests.” Trump has repeatedly called for closer cooperation with the Kremlin in combating the Islamic State in Syria, but otherwise has offered few specifics about how he would handle Russia. However, Trump’s campaign is imploding in the wake of sexual-assault allegations and Clinton is increasingly seen as the likely victor.The Democratic nominee would bring her experience as secretary of state, four years that left her wary of Putin and skeptical that Moscow could be persuaded by diplomatic overtures or concessions. But it remains unclear how far Clinton would be willing to go when it comes to asserting U.S. resolve and pushing back against Russia’s aggressive tactics, especially given Moscow’s willingness to link the conflicts to the wider issue of nuclear security.Some of the current challenges carry echoes of the 1970s. Then, however, the two sides had a common understanding that circumscribed their competition. "Britain claims that this military exercise is not targeting us, but the U.S. and South Korea openly say that these military exercises are aimed at launching a strike against our military facilities and our command structure."North Korea usually responds to regular South Korea-U.S. military drills with weapons tests and fiery warlike rhetoric. Before hitting the southeast U.S. coast, the fierce storm killed around 1,000 people in Haiti.On Sunday, North Carolina's public safety department forecast that all rivers would be below flood levels by October 24, though there was still major flooding in several areas.In Princeville, believed to be the oldest U.S. town incorporated by freed slaves, water surged to house roof lines on Thursday.Statewide, power outages had fallen to 2,521 customers by Sunday afternoon, down from more than 800,000 customers without power last Sunday.In one sign that the crisis was easing, the department only recorded three water rescues between Saturday and Sunday, bringing the total number of rescues to 2,336. BRUSSELS, Today, 08:54-Later this week in Brussels, EU leaders will be discussing forthcoming deals with a handful of African states.With repressive regimes like Sudan demanding that the EU finance border controls, leaders appear increasingly willing to do almost anything to stop people from crossing the Mediterranean to reach Italy.Last November, Sudan’s foreign minister Ibrahim Ghandour said the EU should help pay to keep migrants from crossing its borders into Libya and Egypt.A few months later, it sent the EU commission a wish list of demands.Sudan requested the EU pay for "computers, cameras, scanners, servers, cars, aircraft" at 17 crossing points along its borders under a programme that is part financed by the European Development Fund."In principle yes but aircraft unlikely," responded the commission, in a document that can be found on the commission's website.Sudan's president Omar al-Bashir is wanted by the International Criminal Court for genocide and crimes against humanity.The country's crossing points are also patrolled by the notorious Sudanese government militia, the Rapid Support Force (RSF).The RSF, which is also part of Sudan's national and intelligence security services, includes men who fought in Darfur with the Janjaweed, a militia of Sudanese Arab tribes that is now part of the RSF.Mohamed Hamdan, a warlord often referred to as Hametti, commands the RSF.In August, he said his forces had arrested 20,000 migrants in the company of human traffickers near the border with Libya.The traffickers had confiscated some of his weapons and vehicles, he said. Hametti then demanded the EU replace them."We are hard at work to aid Europe in containing the flow of migrants, and if our valuable efforts are not well appreciated, we will open the desert to migrants," he warned.The EU commission quickly issued a statement denying it had offered the RSF any help to begin with.-No direct financial support-The official line from the commission is that it does not give any "direct financial support" to governments like Sudan.But it can, if it so chooses, provide "technical assistance" and "equipment" to customs and police bodies in repressive states like Sudan under a 2014 programme known as the Khartoum Process.The programme is financed from a variety of sources, including the European Development Fund regional programme for East Africa.An EU official said none of the requests by Sudan have been met but would not entirely rule out the possibility either.The demands were made as part of a broader €40 million package under the so-called European Union Africa Trust Fund.-European Parliament resolution-Sudan is steeped in blood.Hundreds of thousands of people have fled, with over 3 million displaced internally, given ongoing conflicts like in Darfur.Earlier this month, the European Parliament passed a resolution condemning Sudan for widespread human rights abuse.The list of accusations includes chemical weapon attacks on civilians, extrajudicial killings, sexual violence, and harsh crackdowns on any opposition.Given the abuses, the EU parliament asked the commission to monitor its development assistance in Sudan so as not to provide "any direct or indirect support to local militias".But with close to 150,000 people having left the north Africa coast to reach Italy so far this year alone, policy makers are under intense pressure to sort deals with the regimes to slow the flows and crack down on smugglers.In 2015, EU said it was prepared to "use all policies and tools" to develop a new approach to migration in Africa.-€100 million aid package-A year later in April, EU development commissioner Neven Mimica went to Sudan, met its ministry of interior, and then announced a €100 million aid package for the country."Development and security go hand in hand," he later said.An activist in Sudan, who asked not to be name, told EUobserver in July that the EU's engagement with the regime is only making life more difficult."It's not adding to the development in anyway, it's not going to change the economic situation because there is a high rate of corruption in the country," noted the contact.The UK-based NGO Saferworld made similar comments in an August."The EU is in essence providing these repressive regimes with a cloak of international legitimacy at a time when more scrutiny on their domestic policies is needed," wrote Kloe Tricot O'Farrell, the NGO's EU advocacy officer.

AMMAN, Jordan (AP) — Rights activists in Jordan called Monday for stiffer punishment for violence in the family, after four women and a man were killed in "honor crimes" in just over a week.Jordan has reformed its penal code, but loopholes allow judges to hand down lenient sentences, particularly if the family involved declines to press charges.In all, 26 people were killed this year in attacks by relatives who claimed they were protecting the family's honor, said Asma Khader, head of the Jordanian branch of Sisterhood Is Global, an advocacy group. This is an increase of more than 50 percent from last year, said Khader.In traditional patriarchal societies, alleged "offenses" by women can include talking to a man who is not a relative or leaving the house without permission.The latest case involved two sisters, aged 27 and 34, who were allegedly shot dead at a farm by two of their brothers and the husband of the younger woman.The Jordan Times reported Monday that the older woman died instantly last week and her younger sister died three days later, on Sunday. The daily quoted officials in the case as saying the suspects were charged with premeditated murder.The newspaper said the sisters' killing brought to five the number of suspected honor crimes since last week.On Oct. 8, an 18-year-old was arrested after allegedly killing his sister as she slept, because he found a mobile phone in her possession of which the family had no knowledge. A day later, a father and son allegedly killed a female relative and a man because the woman had left her family's home without approval.Khader said human rights organizations will try to lobby the country's recently elected parliament to move ahead with legal reforms."Family honor" as a mitigating factor was abolished in the previous round of reforms, and special courts have been established for such cases, Khader said.However, a judge still has the discretion to reduce a sentence by half if the family refuses to press charges, a common occurrence in crimes involving relatives, she said. A senior Iraqi military commander said Monday the wide-scale military operation to recapture the northern city of Mosul from Islamic State “is going very well.”The Commander of the Joint Military Operation Command, Army Lt. Gen. Talib Shaghati, told The Associated Press in an interview in the town of Khazer that the troops were moving forward according to plan. Shaghati wouldn’t give details on the progress.He praised the role of the US-led International Coalition as “very important” through carrying out airstrikes and sharing intelligence. Citing intelligence information, he claimed some IS members were fleeing Mosul to Syria along with their families.The push to retake Mosul is the biggest military operation in Iraq since American troops left in 2011 and, if successful, would be the strongest blow yet to IS.Iraqi and Kurdish forces backed by US-led airstrikes launched the coordinated military operations early Monday as the long-awaited fight to retake the northern city got underway. SAN CRISTOBAL, Venezuela (Reuters) - Venezuelan authorities are investigating gruesome accusations that two men were murdered, mutilated by a confessed cannibal then fed to fellow prisoners in a riot at a police detention center.Families of the two victims, Anthony Correa and Juan Carlos Herrera, said they died earlier in October toward the end of a month-long disturbance and siege at the overcrowded jail in the western city San Cristobal."They stabbed my son, hung him to bleed him, then called this man to cut him up. They did the same with the other young man," Herrera's father, also called Juan Carlos, told reporters, saying other prisoners had described it to him.Correa's mother, Luz Sepulveda, said at the end of the siege, she noticed her son was neither in the list of detainees nor in a group being transported away."A public prosecutor came out and said he had to tell me something very painful: 'Your son was one of those they killed and ate'," she told Reuters from a house where she was in hiding for fear of reprisals for telling the story.Both families said a self-confessed serial killer Dorangel Vargas, known to Venezuelans as "People-Eater" because of reports he cannibalized victims, had been used by a gang at the jail to dismember the bodies of their rivals.The government has confirmed two deaths but not the circumstances. It has also arrested six policemen accused of helping prisoners.Local opposition member of congress Franklyn Duarte said he has a video proving the cannibalism and would hand it to authorities with other evidence.Prisons Minister Iris Varela suggested the cannibalism claims might be exaggerated. "The criminal investigation bodies must say what happened, based on scientific proof," she was quoted as saying in local media.An official investigator in the town, however, told Reuters that interviews with prisoners had given credence to the families' version."The detainees we spoke to said Dorangel ate some body parts," he told Reuters, asking not to be named."They (the gang) cooked the (remaining) flesh and gave it to the rest of the inmates with rice. FRANKFURT (Reuters) - At least one person died and six people were injured on Monday by an explosion and subsequent fire at chemicals maker BASF's biggest production site in Germany, the company said at a news conference.In addition, six people are still missing, the Ludwigshafen site's chief, Uwe Liebelt, told journalists.The explosion occurred on a supply line connecting a harbor and a tank depot on the site at around 1130 local time (5.30 a.m. ET), BASF said, adding it could not yet say what caused the explosion.A fire that broke out following the blast sent up plumes of smoke, prompting BASF, the world's biggest chemicals company, and the city of Ludwigshafen to urge residents in the surrounding area to avoid going outside and to keep their windows and doors shut.Measurements taken in the area so far have indicated no risk from toxic fumes, BASF said."We will of course do everything we can to clear the matter up," site chief Liebelt said.BASF said it turned off 14 facilities near the blast site for safety reasons, including its two steam crackers, large units that make important basic chemical components. (Reuters) - The local Republican Party headquarters in Orange County, North Carolina, was struck overnight with a flammable material thrown through a front window of the building, local authorities said in a statement on Sunday.Someone also spray-painted graffiti including a swastika and the words "Nazi Republicans leave town or else" on an adjacent building, the town of Hillsborough said on its website."The flammable substance appears to have ignited inside the building, burned some furniture and damaged the building’s interior before going out," the statement said.
