Russia's Putin suspends plutonium cleanup accord with U.S. because of 'unfriendly' acts-[Reuters]-By Dmitry Solovyov-October 3, 2016-YAHOONEWS

MOSCOW (Reuters) - Russian President Vladimir Putin on Monday suspended an agreement with the United States for disposal of weapons-grade plutonium because of "unfriendly" acts by Washington, the Kremlin said.A Kremlin spokesman said Putin had signed a decree suspending the 2010 agreement under which each side committed to destroy tonnes of weapons-grade material because Washington had not been implementing it and because of current tensions in relations.The two former Cold War adversaries are at loggerheads over a raft of issues including Ukraine, where Russia annexed Crimea in 2014 and supports pro-Moscow separatists, and the conflict in Syria.The deal, signed in 2000 but which did not come into force until 2010, was being suspended due to "the emergence of a threat to strategic stability and as a result of unfriendly actions by the United States of America towards the Russian Federation", the preamble to the decree said.It also said that Washington had failed "to ensure the implementation of its obligations to utilize surplus weapons-grade plutonium".The 2010 agreement, signed by Russian Foreign Minister Sergei Lavrov and then-U.S. Secretary of State Hillary Clinton, called on each side to dispose of 34 tonnes of plutonium by burning in nuclear reactors.Clinton said at the time that that was enough material to make almost 17,000 nuclear weapons. Port-au-Prince (AFP) - Hurricane Matthew took aim at densely populated Haiti and Jamaica on Monday, packing winds that could sweep away flimsy buildings and bringing torrential rain that could trigger deadly landslides and floods.As the powerful storm churned north, officials in both countries scrambled to protect buildings and move people out of danger zones to shelters.Jamaica started warning people to begin storm preparations on Thursday, but many people living on cays -- tiny islands -- off the coast of the main island "said they would rather stay to protect their interests," Minister of Local Government Desmond Mackenzie told reporters.He said the Jamaican Defence Force tried to bring them to the mainland, but they refused and dug in.There was no use risking lives trying to rescue them, Mackenzie said."No turning back now. It is a matter of how long we have to wait this out," he said.Briefly a furious Category 5 hurricane late Friday, Matthew remains a still-dangerous Category 4.At 0900 GMT the center of Matthew was located 290 miles (470 kilometers) southwest of Port-au-Prince, with lashing top wind speeds of 145 miles per hour, the US National Hurricane Center said.The storm was creeping forward at six miles (nine kilometers) per hour up from the Caribbean coasts of Colombia and Venezuela.Matthew is forecast to sail between Haiti and Jamaica on Monday, dumping heavy rain across the region.It is expected to continue north, tearing across southern and eastern Cuba between Monday and Tuesday as it marches toward the Bahamas.Forecasts predict the hurricane will dump 15 to 25 inches (40-60 centimeters) of rain over southern Haiti with possible isolated maximum amounts of 40 inches."This rainfall will likely produce life-threatening flash floods and mudslides," the NHC warned.- Haiti, Jamaica, Cuba prepare -Thousands are still living in tents in Haiti after the country's massive 2010 earthquake. Erosion is also especially dangerous in Haiti because of high mountains and lack of trees and bushes in areas where they have been cut for cooking.More than 500 people were evacuated Sunday as a precaution from Jeremie, in the southwestern part of the country. LES CAYES/PORT-AU-PRINCE (Reuters) - Hurricane Matthew edged closer to Haiti on Monday, bringing 130- mile-per-hour (215 kph) winds and torrential rain that could wreak havoc in the Caribbean nation, although some 2,000 people in one coastal town refused to evacuate.Matthew's center is expected to near southwestern Haiti and Jamaica on Monday night, the U.S. National Hurricane Center said.Crawling towards Haiti's Les Cayes, Jamaica and Cuba at five miles per hour (seven kph), the storm could be just as slow leaving, giving its winds and rain more time to cause damage."We are worried about the slow pace of Hurricane Matthew, which will expose Haiti to much more rain, and the country is particularly vulnerable to flooding," said Ronald Semelfort, director of Haiti's national meteorology center.The storm comes at a bad time for Haiti. The poorest country in the Americas is set to hold a long-delayed election next Sunday.A combination of weak government and precarious living conditions make the country particularly vulnerable to natural disasters. ISTANBUL/BEIRUT (Reuters) - Syrian rebels backed by Turkey and a U.S.-led coalition are closing in on the Islamic State-held village of Dabiq, the site of an apocalyptic prophesy central to the militant group's ideology.Free Syrian Army (FSA) rebel groups have been pushing southwards into Islamic State's territory in an operation backed by Turkey since Aug. 24, and have taken villages near Dabiq in recent days. BRUSSELS, Today, 11:43-European politicians have welcomed the outcome of Hungary's quota referendum, while the government in Budapest started a massive spin to limit the political fallout.Despite giving overwhelming support to the government's rejection of the EU's mandatory quotas, less than 50 percent of voters turned up, making the referendum legally invalid.According to the final results, 98 percent voted in support of prime minister Viktor Orban's rejection of mandatory migration quotas.Unfortunately for Orban, just 40 percent of the electorate cast a valid vote. The official turnout was listed as 44 percent - spoiled and illegible ballots accounting for the difference.On the night of the vote, Orban hailed the result, announced a constitutional amendment and a continued fight in Brussels, but made no mention of the invalidity of the vote.The government's spin has been focusing on the result, rather than whether the referendum is valid or not."Nine out of 10 Hungarian voters said Hungary has a right to an independent decision on immigration," says their argument."Fifteen percent more participated now than in the EU membership vote. KUNDUZ, Afghanistan (Reuters) - Taliban fighters entered the northern Afghan city of Kunduz on Monday, almost exactly a year after they briefly seized it in their biggest success of the 15-year war, while heavy fighting in the south underscored the country's deteriorating security.Sheer Ali Kamawal, commander of the 808 Tandar police zone in Kunduz, said the attack began at around midnight (3.30 p.m. ET Sunday) and fighting was going on in and around the city. Riyadh (AFP) - Saudi government workers will be paid according to the Gregorian calendar instead of the Islamic Hijri calendar, making the working month longer as part of cost-cutting measures, newspapers reported Monday.The change, approved by cabinet last week, brings civil service pay in line with the government's January-December fiscal year, the Arab News and Saudi Gazette reported.The reports said the latest austerity measure took effect on October 1.Saudi Arabia, the world's biggest oil exporter, is cutting government spending and re-orienting its economy after a collapse over the past two years of the global oil price which provided most of its revenue.The Hijri calender consists of 12 months of 29 or 30 days depending on the sighting of the moon, meaning the Islamic year is several days shorter than the Gregorian calendar, which is widely used in the world.Last week, cabinet also cut by 20 percent the salaries of ministers and froze the wages of lower-ranked civil servants.Almost twice as many Saudis are employed in the bloated public sector -- where hours are shorter and leave longer -- than in private firms.In April, the king's son, Deputy Crown Prince Mohammed bin Salman, announced the wide-ranging Vision 2030 plan to diversify the economy.Among its goals, Vision 2030 aims to boost private sector employment, cutting the government payroll to 40 percent of the budget from 45 percent by 2020.

ANKARA, Turkey (AP) — Officials say at least 13 Kurdish militants and two soldiers have been killed in violence in Turkey's mainly Kurdish southeast.A military statement said Monday that Turkey's security forces killed 13 rebels of the Kurdistan Workers' Party, or PKK, during three separate operations in the provinces of Sirnak and Hakkari, near the border with Iraq, and in Agri province, bordering Iran.The state-run Anadolu news agency reported that two soldiers also died in Hakkari after PKK rebels detonated a roadside bomb that struck their military vehicle.Fighting between state forces and the PKK resumed last year after a cease fire collapsed.Anadolu says more than 600 security force members and thousands of PKK militants have been killed since then.The PKK is considered a terror organization by Turkey and its allies.
