The US State Department issued a biting condemnation Wednesday of Israeli plans to expand a northern West Bank settlement in order to house residents living in homes built illegally in another settlement and which are slated for demolition.“We strongly condemn the Israeli government’s recent decision to advance a plan that would create a significant new settlement deep in the West Bank,” State Department spokesman Mark Toner said in a statement.The stern rebuke also cited the peace efforts of former president Shimon Peres, who died last week and whose funeral on Friday was attended by President Barack Obama and Secretary of State John Kerry. Toner’s statement was unusually harsh, effectively accusing Israel of attempting to hide the expansion.“The retroactive authorization of nearby illegal outposts, or redrawing of local settlement boundaries, does not change the fact that this approval contradicts previous public statements by the Government of Israel that it had no intention of creating new settlements,” the statement read. “And this settlement’s location deep in the West Bank, far closer to Jordan than Israel, would link a string of outposts that effectively divide the West Bank and make the possibility of a viable Palestinian state more remote.”The statement added: “Proceeding with this new settlement, which could include up to 300 units, would further damage the prospects for a two state solution.”Israel approved the construction of nearly 100 new housing units in the West Bank settlement of Shiloh to compensate homeowners of the nearby outpost of Amona ahead of its court-ordered evacuation and demolition. The plan calls for two phases of construction, with a further 200 units to be approved after the first round is completed.The US statement called the decision “deeply troubling…that Israel would take a decision so contrary to its long-term security interest in a peaceful resolution of its conflict with the Palestinians,” particularly as it came “in the wake of Israel and the US concluding an unprecedented agreement on military assistance designed to further strengthen Israel’s security.”It added: “Furthermore, it is disheartening that while Israel and the world mourned the passing of President Shimon Peres, and leaders from the US and other nations prepared to honor one of the great champions of peace, plans were advanced that would seriously undermine the prospects for the two state solution that he so passionately supported.”And it openly warned the move would “distance Israel from many of its partners.”“Israelis must ultimately decide between expanding settlements and preserving the possibility of a peaceful two state solution. Since the recent Quartet report called on both sides to take affirmative steps to reverse current trends and advance the two-state solution on the ground, we have unfortunately seen just the opposite,” the statement said.“Proceeding with this new settlement is another step towards cementing a one-state reality of perpetual occupation that is fundamentally inconsistent with Israel’s future as a Jewish and democratic state. The report said an additional 200 units were slated to be approved by the authority at a later date.After a protracted legal battle, the Supreme Court in 2014 ordered the Israeli government to dismantle the unauthorized outpost of Amona by December 2016, ruling that many of the homes were built illegally on private Palestinian land which must be returned to its original owners.Some Amona residents have rejected the relocation order, and have vowed not to comply with the court-ordered evacuation.In an effort to sidestep the demolition, coalition Knesset members have locked horns over legislative proposals that sought to allocate alternative plots of land in the West Bank to the Palestinian owners, in addition to financial compensation amounting to 50 percent of the land’s value.The bill was shelved in July after Attorney General Avichai Mandelblit argued it was unconstitutional.A similar law to recognize outposts was knocked down in its preliminary reading in the Knesset in 2012, after Prime Minister Benjamin Netanyahu opposed it and threatened to fire any minister or deputy minister who voted in favor.Established in 1997, Amona is the largest of about 100 unauthorized outposts — built without permission but generally tolerated by the government — that dot the West Bank. However, the government has repeatedly put off razing the community, despite court-ordered deadlines. The Palestine Liberation Organization and the Hamas terror group on Wednesday condemned Israel’s interception of a Gaza-bound boat of women activists earlier in the day.Hamas referred to the move “state terrorism.”-In a statement, PLO official Saeb Erekat condemned what he called “Israeli aggression against today’s international flotilla that attempted to break the illegal Israeli siege over 1.8 million people in Gaza.”The Israeli Navy took control of the boat of women activists on Wednesday evening, saying it was commandeered without violence or any resistance from the 13 activists on board.The boat, the Zaytouna-Oliva, was intercepted some 35 nautical miles (65 kilometers) from the Gaza coast, and then began to slowly make its way toward the Israeli port of Ashdod. The European Parliament is set to vote on a roadmap for relations with Iran that critics charge sidesteps Tehran’s endorsement of anti-Semitism, terrorism and calls to destroy Israel.Compiled by Richard Howitt, a member of the European Union’s legislative arm for Britain’s Labour Party and a close ally of party leader Jeremy Corbyn, the draft report on “EU strategy towards Iran after the nuclear agreement” is scheduled to be voted on Thursday by the Committee on Foreign Affairs in Brussels.The draft document, which sets principles for normalizing Iran-EU ties following the agreement to lift sanctions from Tehran in exchange for Iran scaling back its nuclear program, contains one single criticism of Iran, regarding its use of the death penalty. It does not mention Iran’s sponsorship of terrorism, support for Holocaust denial and threats to destroy Israel.“Iran’s revolutionary legacy and its constitution as an Islamic state must not be an impediment for finding common ground on matters related to democracy or human rights,” the document states. WASHINGTON — Recruits into the Islamic State terror group are better educated than their average countryman, contrary to popular belief, according to a new World Bank study.Moreover, those offering to become suicide bombers ranked on average in the more educated group, said the newly released study Wednesday titled “Economic and Social Inclusion to Prevent Violent Extremism”.The study, which aimed to identify socioeconomic traits that might explain why some are drawn to the Syria-based terror group, made clear that poverty and deprivation were not at the root of support for the group.Almost without exception, fighters joining IS’s Syria and Iraq-based forces had several more years of education in their home countries — whether in Europe, North Africa or elsewhere in the Middle East — than the average citizen.The data shows clearly, the report said, that “poverty is not a driver of radicalization into violent extremism.”Out of 331 recruits described in a leaked Islamic State database, 69 percent reported at least a high school education, while a quarter had university-level educations. Only those from Eastern Europe were below the average, and only marginally so, according to the study.“Foreign recruits from the Middle East, North Africa and South and East Asia are significantly more educated than what is typical in their region,” the World Bank report said, and a vast majority had an occupation or a job before joining the terror organization.About 30 percent of the recruits told the extremist group what positions in the force they wanted. Around one in nine volunteered for suicide operations, and their educational levels were on par with those who sought to be administrators, the report said.“The proportions of administrators but also of suicide fighters increase with education,” it said.However, it noted that a significant number of those choosing “suicide fighter” as their preferred option when enlisting said that they had not been employed back in their home country, or that they were in the military before joining the group, also known by its Arabic acronym Daesh.“Looking at measures of economic inclusion shows a strong association between a country’s male unemployment rate and the propensity of that country to supply Daesh foreign recruits,” the report said, adding that “unemployment among the educated leads to a greater probability to hold radical ideas.”An important finding, according to the study of the leaked material, “is that these individuals are far from being uneducated or illiterate. Most claim to have attended secondary school and a large fraction have gone on to study at university.“We find that Daesh did not recruit its foreign workforce among the poor and less educated, but rather the opposite. Instead, the lack of economic inclusion seems to explain the extent of radicalization into violent extremism,” the report said.Another significant finding links to religious knowledge and religiosity. Among the studied recruits, 53% reported a “basic” level of religious knowledge, 20% an “intermediate” level and 4% an “advanced” level.“Large Muslim-population countries that exhibit higher levels of religiosity are less likely to be the origin of Daesh recruits,” the report said.
