My colleague Jonathan Franklin has been listening the Chilean president, Michelle Bachelet, address the country.She confirmed that three people had been killed and the towns of Coquimbo and Tongoy were heavily flooded. Both areas have been declared catastrophe zones and the army will be sent in to prevent looting. Bachelet will visit both towns tomorrow.Franklin said that despite the earthquake striking so close to Chile’s independence day on 18 September, the casualties appear to be low, and the damage confined to walls and roofs - “and not entire towns getting flattened”, as occurred in February 2010.Chile, one of the most earthquake prone countries on earth, has learned from past tremors: new buildings must be able to survive 9.0 magnitude earthquakes and the country has instituted a tsunami warning system, activated for the first time today.Franklin says Bachelet’s political fortunes are intertwined with earthquakes. She was perceived to have “completely bungled” the response to the February 2010 quake, which killed 525 people. “She was slow to respond, she did not have a good tsunami warning in place,” he says.Now, “she’s at the all time lowest approval rating for any Chilean president, she’s at the low 20s, her credibility and leadership is being questioned heavily”, he says.“All eyes will be on her to see if she learned the lessons from last time.”In Fiji, where it’s about 2.48pm, the government has warned the first wave generated by this earthquake is expected to arrive around midnight. SANTIAGO (Reuters) - A magnitude 8.3 earthquake hit off the coast of Chile on Wednesday, shaking buildings in the capital city of Santiago and flooding some coastal areas under a tsunami warning.At least three people were killed by the quake about 280 km (175 miles) north of Santiago, the biggest earthquake since 2010 to hit the world's top copper producer.The quake, which was felt as far away as Buenos Aires in Argentina, also damaged homes, buildings and injured several people.A 26-year-old woman was killed by a collapsing wall and another person died from a heart attack, according to media reports.The coastal town of Coquimbo was hit by waves of up to 4.5 meters (15 feet) after the earthquake, Chile's navy said."We're going through a really grave situation with the tsunami. We have residential neighborhoods that have flooded .... the ocean has reached the (Coquimbo) downtown area," said Coquimbo Mayor Cristian Galleguillos.The inland city of Illapel, about 46 km (28 miles) from the epicenter, was without electricity or drinking water. People fled their damaged homes and poured into the streets, the mayor said.State copper miner Codelco [CODEL.UL] said it had suspended mining operations at its Andina mine and that it had evacuated workers from its Ventanas smelter. Santiago (AFP) - A massive 8.3-magnitude earthquake struck the center of Chile, leaving at least two people dead and triggering the evacuation of coastal areas and warnings that tsunami waves could reach as far as Japan.At least two people were killed and 10 hurt in Chile, where terrified residents rushed out onto the streets in the capital Santiago and beyond, as far away as Argentina.The United States Geological Survey (USGS) put the shallow offshore quake at a magnitude of 8.3 and said it hit just 228 kilometers (about 140 miles) north of Santiago, a city of 6.6 million people.The 7:54 pm (2254 GMT) quake had a depth of eight kilometers, USGS said, also reporting two aftershocks, both above 6.0.The Chilean government put the earthquake at 8.0 on the Richter scale.Interior Minister Jorge Burgos said that the evacuation of coastal towns and cities was ordered as a precautionary measure.The quake was felt as far away as Buenos Aires, in Argentina, about 1,400 kilometers away, while a tsunami warning was initially in place for the whole of Chile and Peru's Pacific coastline.In Santiago, there were scenes of pandemonium as thousands fled swaying buildings, an AFP reporter said."We fled our building and everything started to move very strong," resident Pablo Cifuentes told local Cooperativa radio.There were similar scenes of panic in coastal La Serena, in the north of Chile."People were running in all directions," said Gloria Navarro.A similar fear seized residents in Argentina."We went into a panic and the floor kept moving. We went out into the hallway and down the stairs," Celina Atrave, 65, who lives in a 25-story high-rise near downtown Buenos Aires, told AFP.The Hawaii-based Pacific Tsunami Warning Center said that "hazardous" tsunami waves were possible for some coasts, including above three meters (10 feet) the tide level along parts of Chile's shoreline.Tsunami waves were also possible along French Polynesia, it said, as well as smaller waves as far afield as Alaska, Japan and New Zealand.The precautionary alert for Peru was later called off, civil defense officials said, but scared residents in the city of Ilo, close to the border with Chile, remained out on the streets and in high areas nonetheless.In April last year, a deadly 8.2-magnitude earthquake in northern Chile killed six people and forced a million to leave their homes in the region around Iquique.And a February 27, 2010 quake that struck just off the coast of Chile's Maule region measured 8.8 in magnitude, making it one of the largest ever recorded.It killed more than 500 people and inflicted an estimated $30 billion in damages.

SANTIAGO (Reuters) - A magnitude 8.3 earthquake hit off the coast of Chile on Wednesday, shaking buildings in the capital city of Santiago and flooding some coastal areas under a tsunami warning.At least three people were killed by the quake about 280 km (175 miles) north of Santiago, the biggest earthquake since 2010 to hit the world's top copper producer.The quake, which was felt as far away as Buenos Aires in Argentina, also damaged homes, buildings and injured several people.A 26-year-old woman was killed by a collapsing wall and another person died from a heart attack, according to media reports.The coastal town of Coquimbo was hit by waves of up to 4.5 meters (15 feet) after the earthquake, Chile's navy said."We're going through a really grave situation with the tsunami. We have residential neighborhoods that have flooded .... the ocean has reached the (Coquimbo) downtown area," said Coquimbo Mayor Cristian Galleguillos.The inland city of Illapel, about 46 km (28 miles) from the epicenter, was without electricity or drinking water. People fled their damaged homes and poured into the streets, the mayor said.State copper miner Codelco [CODEL.UL] said it had suspended mining operations at its Andina mine and that it had evacuated workers from its Ventanas smelter. Antofagasta Plc said it had halted operations at its flagship Los Pelambres copper mine and would wait until daybreak to assess damage.Tsunami advisories were issued for parts of South America and as far away as Hawaii, California and French Polynesia.Tsunami waves of 1 meter to 3 meters (3 to 10 feet) are possible for French Polynesia starting at 0800 GMT, said the Pacific Tsunami Warning Center.Waves of 15 to 20 cm (6 to 8 inches) hit the Peruvian coast, and waves of less than 1 meter were expected in Hawaii around 3:06 a.m. Hawaii Standard Time (1306 GMT) on Thursday, the Pacific Tsunami Warning Center said.Less than an hour after the initial earthquake, three aftershocks all greater than magnitudes 6.1 struck the region and smaller quakes continue to shake the area, USGS reported.In April 2014, an 8.2-magnitude quake struck near the northern city of Iquique.In February 2010, an 8.8-magnitude earthquake in central-southern Chile triggered a massive tsunami, and more than 500 people were killed.In the hours following that quake, President Michelle Bachelet and other government officials misjudged the extent of damage and declined offers of international aid. That delayed the flow of assistance to disaster areas, leaving many survivors feeling they had been abandoned by the government.Compounding matters, the Chilean navy's catastrophe-alert system failed to warn the population of impending tsunamis, leaving hundreds who survived the initial quake to be engulfed by massive waves that followed.Bachelet´s government was also slow to prevent looting following the quake. Santiago (AFP) - A massive 8.3-magnitude earthquake struck the center of Chile, leaving at least two people dead and triggering the evacuation of coastal areas and warnings that tsunami waves could reach as far as Japan.At least two people were killed and 10 hurt in Chile, where terrified residents rushed out onto the streets in the capital Santiago and beyond, as far away as Argentina.The United States Geological Survey (USGS) put the shallow offshore quake at a magnitude of 8.3 and said it hit just 228 kilometers (about 140 miles) north of Santiago, a city of 6.6 million people.The 7:54 pm (2254 GMT) quake had a depth of eight kilometers, USGS said, also reporting two aftershocks, both above 6.0.The Chilean government put the earthquake at 8.0 on the Richter scale.Interior Minister Jorge Burgos said that the evacuation of coastal towns and cities was ordered as a precautionary measure.The quake was felt as far away as Buenos Aires, in Argentina, about 1,400 kilometers away, while a tsunami warning was initially in place for the whole of Chile and Peru's Pacific coastline.In Santiago, there were scenes of pandemonium as thousands fled swaying buildings, an AFP reporter said."We fled our building and everything started to move very strong," resident Pablo Cifuentes told local Cooperativa radio.There were similar scenes of panic in coastal La Serena, in the north of Chile."People were running in all directions," said Gloria Navarro.A similar fear seized residents in Argentina."We went into a panic and the floor kept moving. We went out into the hallway and down the stairs," Celina Atrave, 65, who lives in a 25-story high-rise near downtown Buenos Aires, told AFP.The Hawaii-based Pacific Tsunami Warning Center said that "hazardous" tsunami waves were possible for some coasts, including above three meters (10 feet) the tide level along parts of Chile's shoreline.Tsunami waves were also possible along French Polynesia, it said, as well as smaller waves as far afield as Alaska, Japan and New Zealand.The precautionary alert for Peru was later called off, civil defense officials said, but scared residents in the city of Ilo, close to the border with Chile, remained out on the streets and in high areas nonetheless.In April last year, a deadly 8.2-magnitude earthquake in northern Chile killed six people and forced a million to leave their homes in the region around Iquique.And a February 27, 2010 quake that struck just off the coast of Chile's Maule region measured 8.8 in magnitude, making it one of the largest ever recorded.It killed more than 500 people and inflicted an estimated $30 billion in damages.
