Refugee crisis prompts snap EU summit By Eric Maurice-euobserver

BRUSSELS, 17. Sep, 18:24-EU leaders will hold an emergency summit on the migrant crisis on Wednesday (23 September), amid crackdowns on EU borders and disagreement on how to share 120,000 refugees.The "extraordinary, informal meeting” will discuss how to deal with the refugee crisis", EU Council president Donald Tusk said.The summit will come one day after a special meeting of EU interior ministers on migrant relocation.The ministers failed to agree, this week, on a European Commission proposal on redistributing another 120,000 refugees.But they did agree to an earlier Commission plan to share 40,000 people seeking protection.Tusk’s summit announcement, on Thursday (17 September), came the same day Slovenia introduced controls on its border with Hungary.It’s move is the latest in a series of crackdowns by members of the passport-free Schengen area, including Austria, Germany, Slovakia, and the Netherlands.Bulgaria, also on Thursday, said it would send up to 1,000 soldiers to its Turkish border.In Croatia, about 7,000 migrants arrived in less than 24 hours, some of whom clashed with police while trying to cross from Serbia.The clashes follow similar incidents at the Hungarian-Serbian border.Opposition-The situation in the Western Balkans and Hungary will be one of the main issues discussed by EU leaders on 23 September.The Commission proposal on relocating 120,000 people will also lead the agenda.Austria and Germany had already called for an EU summit earlier in the week.German Chancellor Angela Merkel said that creating a mandatory and permanent relocation mechanism is “the responsibility of the entire European Union”. Slovakian Prime Minister Robert Fico had also called for a summit, but saying that EU institutions shouldn’t “dictate" to EU capitals how many refugees to take.Slovakia, along with the Czech Republic, and Hungary oppose the Commission relocation scheme, while Poland has flip-flopped on the issue.But a bigger coalition of EU states could outvote them in the EU Council.Even the plan’s fiercest opponent, Hungarian Viktor Orban, has conceded, in German media, that “in this case [the decision to apply refugee quotas] would be a law and we would have to accept it”.But he warned that outvoting Hungary "would be ill-advised, unfair and I am sure that there would be a high price to pay later".-Parliament vote-For its part, the European Parliament, also on Thursday, used a fast-track legal procedure and voted in favour of the Commission's relocation scheme.MEPs approved it by 370 votes against 134, with 52 abstentions.The European Commission denied reports it’s ready to water down its proposal into a voluntary one."Our proposal remains on the table as we have proposed it”, Commission spokeswoman Mina Andreeva said on Thursday.She added, however: “If there are any changes during the legislative process, then we can discuss the changes".The Commission’s chief spokesman, Margaritis Schinas, noted that opponents of the plan haven’t offered alternatives."The only thing at work is our proposal”, he said. "What are the other proposals? Looking around, we don't see anything”.

BRUSSELS/ LEIPZIG, Germany (Reuters) - Bitterly-divided European leaders will seek to find a credible response to the continent's worst migration crisis since World War Two at an emergency summit next week.German chancellor Angela Merkel called on her peers on Sunday to accept joint responsibility." Germany is willing to help. But it is not just a German challenge, but one for all of Europe," Merkel told a gathering of trade unionists. "Europe must act together and take on responsibility. Germany can't shoulder this task alone."Striking a more skeptical tone on migration than in previous weeks, Merkel also warned that Germany could not shelter those who were moving for economic reasons rather than to flee war or persecution."We are a big country. We are a strong country. But to make out as if we alone can solve all the social problems of the world would not be realistic," she told a gathering of the Verdi trade union. European Council President Donald Tusk, who chairs European Union summits, said on Twitter on Sunday following a weekend visit to Jordan and Egypt that the EU needed to help Syrian refugees find a better life closer at home.That will be one of the topics of discussion for Wednesday's summit in Brussels as hundreds of thousands of refugees and migrants brave the seas and trek across the impoverished Balkan peninsula to reach more affluent countries in northern Europe.The 28-member bloc has struggled to find a unified response to the crisis, which has tested many of its newer members in the East that are unaccustomed to large-scale immigration.On Sunday Hungary erected a steel gate and fence posts at a border crossing with Croatia, the EU's newest member state. Overwhelmed by an influx of some 25,000 migrants this week, Croatia has been sending them north by bus and train to Hungary, which has waved them on to Austria. Around 10,700 migrants walked into Austria from Hungary on Sunday, some 200 more than on Saturday.The influx of migrants, most of them fleeing war and poverty in the Middle East, Africa and Asia, has led to bitter recriminations between European governments while the temporary closure of national borders has undermined one of the most tangible achievements of the Union."If you don’t cope with this crisis, then I think the EU will fall apart," said a senior EU official.The official said European leaders would discuss longer-term strategies for dealing with the crisis, particularly increasing cooperation with Turkey and the countries bordering Syria to keep the millions of refugees at home. Tusk said more aid to the World Food Program and the United Nations High Commissioner for Refugees would also be on the agenda. It’s called Muslims. We know our current president is one. Changes to the survey itself reveal the country’s shifting demographics, and advancing laws: respondents were first asked about black and atheist candidates in 1958, Mormons in 1967, gay candidates in 1978, Hispanics not until 2007, and Muslims in 2012.Although a Muslim candidate would evidently face an uphill battle, the steepest challenge awaits atheist and socialist politicians. Support for an atheist candidate has doubled since the 1950s, but is still low, at 60 percent. But support for socialists is still rarer, making it the least-popular characteristic, with a full half of respondents saying a socialist could not win their vote. Over the decades, support for most categories has risen: today, as a diverse array of candidates wrestles for the 2016 nominations, more than 90 percent of Americans say they would vote for a Catholic, female, black, Hispanic, or Jewish president.Would a Muslim candidate today fare better than 2012? It’s hard to say. Among Democrats, support for a hypothetical Muslim president has inched up, from 69 percent to 73 percent, but Republicans’ approval has actually fallen, down to 45 percent from 2012’s 47 percent. Long-term, the increased-acceptance trend may continue, thanks to generational outlooks: Gallup notes that “at least two-thirds of adults younger than 30 say they are willing to vote for a candidate with any of the characteristics included in the survey,” and support for a Muslim candidate is highest among the age 18-to-29 set, at 76 percent, a full 32 percentage points higher than among voters over 65.Vox’s Max Fisher has hypothesized that Obama’s attempt “to defray the tide of American Islamophobia” in reaction to ISIS may fuel some Americans’ stubborn insistence that he is a Muslim, in spite of his numerous mentions, and displays, of his Christian faith. The same fear of radical Islam, framed as a war of civilizations, likely hampers any Muslim candidate’s chances.For now, though, the candidate most likely affected by these numbers is none other than Senator Bernie Sanders: as of 2007, 57 percent said they would not vote for a candidate over age 72, adding to his challenges as a 74-year-old nonobservant Jewish socialist.
