Utah flood toll rises to 20; dead Zion National Park hikers named-Reuters-SEPT 18,15-YAHOONEWS

(Reuters) - Seven hikers swept to their deaths in a rain-swollen canyon in Utah's Zion National Park were warned in advance that flash floods were forecast as probable but obtained a park permit for the outing anyway, park officials say.The overall death toll from Monday's flash floods in southern Utah rose to 20 on Thursday with the recovery of the seventh hiker's remains and the body of a man reported missing by his parents in the small town of Hurricane.Officials named the seven deceased hikers on Friday and published a photo the group took of themselves before venturing into the narrow and challenging Keyhole Canyon in the eastern part of the park.The smiling hikers, who were all in their 50s, are clad in hard hats and backpacks, and several are wearing wet suits to tackle the route, which involves swimming through pools of water and rappelling down steep gorges.Park officials said six were from the Los Angeles area and one was from Mesquite, Nevada.The group's leader had experience exploring Keyhole and other canyons, said Cindy Purcell, Zion's chief park ranger.She said the group obtained its permit for the trip early on Monday, even though they were advised the National Weather Service had forecast a 40 percent chance of rain and the probability of flash flooding in the park."The ranger who handed that permit to that man said, 'I would not go today,'" Purcell said on Thursday. "However, the people who go make the choice, they sign the paper that says that it is their safety and their responsibility."She said rangers would only decline to issue a permit if an official flash flood warning was posted. She quickly became known as "Baby Doe.""Her name was Bella," Suffolk County District Attorney Daniel Conley told reporters on Friday. "This child, whose very name means beauty, was murdered."Michael Patrick McCarthy, 35, has been arrested and charged with the girl's murder, Conley said. The girl's mother, Rachelle Bond, 40, was also arrested and charged as an accessory after the fact."We believe that McCarthy caused Bella's death, that he did so intentionally, that he and Bond took specific steps to keep Bella's death a secret," Conley said.He declined to specify a cause of death.It could not immediately be learned if the two had retained lawyers. (Reuters) - A deputy for the Kentucky county clerk who was jailed after refusing to issue marriage licenses to gay couples questioned on Friday the validity of the licenses he has issued since his boss' return.In a filing with the federal judge overseeing a lawsuit against Rowan County Clerk Kim Davis for not issuing marriage licenses, the attorney for deputy clerk Brian Mason said he has "some substantial questions" about the new licenses Davis altered and gave him to issue after she returned to work on Monday.He is concerned the licenses do not mention the name of the county. Davis has directed him to sign the licenses as a notary public, instead of as a deputy county clerk, Mason's attorney, Richard Hughes, said in the documents.While Davis also does not believe the licenses are valid, no one has challenged their legality in court. Both the state's governor and attorney general have said the new licenses are valid.The issuance of marriage licenses to same-sex couples in Kentucky and other states has become the latest focal point in a long-running debate over gay marriage in the United States.Davis, 50, has said her beliefs as an Apostolic Christian prevent her from issuing marriage licenses to same-sex couples. WASHINGTON (Reuters) - House Republicans voted to deny funds to women's healthcare provider Planned Parenthood for a year on Friday but the action did little to quell party desires to use a spending bill as leverage in their fight to punish the group in an abortion controversy.Congress adjourned for the weekend with an Oct. 1 government shutdown deadline fast approaching and no clear plan from Republican leaders for extending funding for federal agencies.Many conservative Republicans had called for the stop-gap spending measure to deny funding to Planned Parenthood, but others in the party, aware of Democratic opposition, had said this would increase the likelihood of a second government shutdown in two years.House Speaker John Boehner, trying to release some steam from his caucus, chose to delay consideration of a spending bill vote and put the stand-alone defunding bill to a vote, along with a separate measure aimed at banning abortions that involve live births.Both measures passed easily, largely on party lines.Planned Parenthood faces allegations, which it denies, of improperly selling fetal tissue from abortions. The non-profit group said Internet videos that have inflamed anti-abortion sentiment among Republicans "falsely" portray its participation in tissue donation programs for medical research.Several House Republicans said the two bills passed on Friday would be blocked by Senate Democrats, and stronger action to stop Planned Parenthood funding may be necessary."I think you still need to continue to look at the funding mechanism as a potential vehicle to stop the murders," said Representative Bill Flores of Texas, who heads a group of 172 House conservatives.During debate of the two bills, Democratic Representative Carolyn Maloney of New York said the legislation "attempts to criminalize legal medical care and punish women by rolling back reproductive choices."Representative Richard Hudson of North Carolina said he was concerned that anti-Planned Parenthood policy provisions in the spending bill would prompt a shutdown without stopping the practices. And Representative Roger Williams of Texas said, "There are "people like me who can’t find a way to vote for anything that funds Planned Parenthood."The White House again called on Republicans to enter budget talks to ease automatic spending constraints, but said a short funding extension was still needed."I would not envision a long extension of funding at current levels, but rather enough time for Congress to finally convene the talks, reach an agreement and implement it," White House Spokesman Josh Earnest said.(Additional reporting by Richard Cowan and Doina Chiacu)
