Russian forces have begun participating in military operations in Syria in support of government troops, three Lebanese sources familiar with the political and military situation there said on Wednesday.The sources, speaking to Reuters on condition they not be identified, gave the most forthright account yet from the region of what the United States fears is a deepening Russian military role in Syria's civil war, though one of the Lebanese sources said the number of Russians involved so far was small.U.S. officials said Russia sent two tank landing ships and additional cargo aircraft to Syria in the past day or so and deployed a small number of naval infantry forces.The U.S. officials, who also spoke on condition of anonymity, said the intent of Russia's military moves in Syria was unclear. The biggest powers in the world were not able to find a way to stop the war in Syria when it broke out in 2011.More than four years on, a whole new set of challenges is coming from Syria, and other countries in the Middle East and Africa. And the world's biggest powers are struggling once again to find answers that work.The new crisis is about refugees. The European Union is discovering, belatedly, that it is impossible to avoid the consequences of a range of wars and civil conflicts right next door.Some Western politicians, and journalists, are taking proper notice for the first time of a refugee crisis that has been a huge concern for Syria's neighbours since the war started.The difference now is that refugees, in big and increasing numbers, are trying to get to the richest countries in Europe.The EU is discovering that the Mediterranean is an inadequate moat. Eventually a response will be found to handle this summer's refugees.-Yarmouk example- But the fundamental reason why they will continue to come is still there.And that is war in Syria, in Libya, in Iraq and Yemen. Violence, instability and chaos make lives miserable, dangerous and short across a broad swathe of the Middle East and Africa. It is not surprising that people want to get out.Some may not have their lives threatened directly, but they want to leave before the worst happens.People do not leave their homes lightly. They flee, and sometimes take dreadful risks at the hands of people smugglers, because the alternatives are so much worse.I walked through the ruins of Yarmouk, one of the most fiercely contested battlegrounds in Damascus, only a few miles from the centre of the city.Yarmouk used to be a Palestinian refugee camp for families who had fled or been driven from their homes when Israel won its independence war in 1948.Over the last three years in Damascus I have spent nights watching Yarmouk being pounded. On the day I was there, it was quiet and eerie.The Syrian army and Palestinian fighting groups control roughly half of Yarmouk. All the civilians who lived there have gone. Some are in shelters nearby. Some are trying to get to Europe.Street after street was in ruins. Every building was damaged, not just by artillery but by thousands of rounds that were fired in street fighting.Inside the buildings soldiers hacked holes in dividing walls between flats so they wouldn't have to risk the streets.Four hundred metres away from where I was, fighters from Islamic State and the Nusra Front, the al-Qaeda affiliate, were in control.An unknown number of Palestinian civilians, in their thousands, are trapped there too.UNRWA, the UN agency that looks after Palestinian refugees, has not been able visit them with relief supplies since March. As well as bullets and shells, this summer they have to endure a typhoid outbreak.'Three Big Macs'-What has happened to Yarmouk is just a single example of why so many have wanted to leave Syria.Some who left Syria earlier in the war hoped they would return home fairly soon. Now that the war is in its fifth year, they have realised that is not going to happen anytime soon. They need to find another future.And until a way is found to make things better in Syria, they will keep leaving. Peace is too much to ask. Some stability might help.One senior aid worker in Damascus complained that European countries who are preparing to spend billions of euros on absorbing refugees might have headed off the problem, or at least persuaded more to stay in the region, if they had fully funded a succession of appeals for humanitarian operations in and around Syria.The aid worker said messages had been sent warning European governments that conflict and desperation would force refugees to head their way.Inside Syria, the UN's World Food Programme (WFP) has cut rations and is struggling to find $12.50 (£8) per head to spend on food for each of Syria's four million displaced people every month."That's the price of three Big Macs in Europe," the aid worker said. "But we can't do it."

Latest satellite imagery shows new activity at North Korea's nuclear reprocessing facility known for producing fuel for nuclear bombs, according to a US-based think-tank.Imagery captured on August 22 indicates high level of vehicle activity at the 5MWe reactor and radiochemical laboratory complex of the Yongbyon Nuclear Scientific Research Centre which was not observed previously, US-Korea Institute of Johns Hopkins University wrote on its blog "38 North" yesterday.The two areas at the facility produce plutonium for building nuclear weapons.Vehicle tracks at the reactor extended into ground level of the building and out to a road where large trucks can easily manoeuvre, Kyodo news agency reported, citing the blog."A large truck is seen in position apparently awaiting a load. The level of track activity indicates that this is not the first truck to be loaded with material from the hall," analysts of the think-tank wrote in the blog.At the complex, where plutonium is chemically separated from uranium and other radioactive materials, heavy vehicle tracks enter the facility, circle a support building and then extend to the spent fuel receiving building, they added.The institute also said that while determining the reason for such an activity was impossible, possible explanations include maintenance or renovation activities as well as the moving of contaminated from the reactor to the reprocessing complex.The reprocessing facility at the Yongbyon nuclear reactor was disabled following a 2007 agreement of six-nation talks on North Korea's denuclearisation involving host China, Japan, South Korea and Russia, but have been stalled since 2008.The reactor was scheduled to start in April, 2013 but many problems have apparently been encountered in running the aged facility, according to the blog.

Russian forces have begun participating in military operations in Syria in support of government troops, three Lebanese sources familiar with the political and military situation there said on Wednesday.The sources, speaking to Reuters on condition they not be identified, gave the most forthright account yet from the region of what the United States fears is a deepening Russian military role in Syria's civil war, though one of the Lebanese sources said the number of Russians involved so far was small.U.S. officials said Russia sent two tank landing ships and additional cargo aircraft to Syria in the past day or so and deployed a small number of naval infantry forces.The U.S. officials, who also spoke on condition of anonymity, said the intent of Russia's military moves in Syria was unclear. The biggest powers in the world were not able to find a way to stop the war in Syria when it broke out in 2011.More than four years on, a whole new set of challenges is coming from Syria, and other countries in the Middle East and Africa. And the world's biggest powers are struggling once again to find answers that work.The new crisis is about refugees. The European Union is discovering, belatedly, that it is impossible to avoid the consequences of a range of wars and civil conflicts right next door.Some Western politicians, and journalists, are taking proper notice for the first time of a refugee crisis that has been a huge concern for Syria's neighbours since the war started.The difference now is that refugees, in big and increasing numbers, are trying to get to the richest countries in Europe.The EU is discovering that the Mediterranean is an inadequate moat. Eventually a response will be found to handle this summer's refugees.-Yarmouk example- But the fundamental reason why they will continue to come is still there.And that is war in Syria, in Libya, in Iraq and Yemen. Violence, instability and chaos make lives miserable, dangerous and short across a broad swathe of the Middle East and Africa. It is not surprising that people want to get out.Some may not have their lives threatened directly, but they want to leave before the worst happens.People do not leave their homes lightly. They flee, and sometimes take dreadful risks at the hands of people smugglers, because the alternatives are so much worse.I walked through the ruins of Yarmouk, one of the most fiercely contested battlegrounds in Damascus, only a few miles from the centre of the city.Yarmouk used to be a Palestinian refugee camp for families who had fled or been driven from their homes when Israel won its independence war in 1948.Over the last three years in Damascus I have spent nights watching Yarmouk being pounded. On the day I was there, it was quiet and eerie.The Syrian army and Palestinian fighting groups control roughly half of Yarmouk. All the civilians who lived there have gone. Some are in shelters nearby. Some are trying to get to Europe.Street after street was in ruins. Every building was damaged, not just by artillery but by thousands of rounds that were fired in street fighting.Inside the buildings soldiers hacked holes in dividing walls between flats so they wouldn't have to risk the streets.Four hundred metres away from where I was, fighters from Islamic State and the Nusra Front, the al-Qaeda affiliate, were in control.An unknown number of Palestinian civilians, in their thousands, are trapped there too.UNRWA, the UN agency that looks after Palestinian refugees, has not been able visit them with relief supplies since March. As well as bullets and shells, this summer they have to endure a typhoid outbreak.'Three Big Macs'-What has happened to Yarmouk is just a single example of why so many have wanted to leave Syria.Some who left Syria earlier in the war hoped they would return home fairly soon. Now that the war is in its fifth year, they have realised that is not going to happen anytime soon. They need to find another future.And until a way is found to make things better in Syria, they will keep leaving. Peace is too much to ask. Some stability might help.One senior aid worker in Damascus complained that European countries who are preparing to spend billions of euros on absorbing refugees might have headed off the problem, or at least persuaded more to stay in the region, if they had fully funded a succession of appeals for humanitarian operations in and around Syria.The aid worker said messages had been sent warning European governments that conflict and desperation would force refugees to head their way.Inside Syria, the UN's World Food Programme (WFP) has cut rations and is struggling to find $12.50 (£8) per head to spend on food for each of Syria's four million displaced people every month."That's the price of three Big Macs in Europe," the aid worker said. "But we can't do it."

Latest satellite imagery shows new activity at North Korea's nuclear reprocessing facility known for producing fuel for nuclear bombs, according to a US-based think-tank.Imagery captured on August 22 indicates high level of vehicle activity at the 5MWe reactor and radiochemical laboratory complex of the Yongbyon Nuclear Scientific Research Centre which was not observed previously, US-Korea Institute of Johns Hopkins University wrote on its blog "38 North" yesterday.The two areas at the facility produce plutonium for building nuclear weapons.Vehicle tracks at the reactor extended into ground level of the building and out to a road where large trucks can easily manoeuvre, Kyodo news agency reported, citing the blog."A large truck is seen in position apparently awaiting a load. The level of track activity indicates that this is not the first truck to be loaded with material from the hall," analysts of the think-tank wrote in the blog.At the complex, where plutonium is chemically separated from uranium and other radioactive materials, heavy vehicle tracks enter the facility, circle a support building and then extend to the spent fuel receiving building, they added.The institute also said that while determining the reason for such an activity was impossible, possible explanations include maintenance or renovation activities as well as the moving of contaminated from the reactor to the reprocessing complex.The reprocessing facility at the Yongbyon nuclear reactor was disabled following a 2007 agreement of six-nation talks on North Korea's denuclearisation involving host China, Japan, South Korea and Russia, but have been stalled since 2008.The reactor was scheduled to start in April, 2013 but many problems have apparently been encountered in running the aged facility, according to the blog.

India has stressed that the key to responsibility to protect must be "prevention", as it underscored that policies for capacity building in nations must be "nationally owned" rather than imposed from outside." Assistance should always be requested by the concerned state before it is offered. It is our consistent view that the key to R2P (Responsibility to Protect) must be prevention," India's permanent representative to the UN Asoke Mukerji said here on Wednesday .He was speaking at an informal interactive dialogue of the General Assembly on the responsibility of States to protect their populations by preventing genocide, war crimes, ethnic cleansing and crimes against humanity.Mukerji said that the UN and its member states, and regional or sub-regional organisations, should be ready to offer assistance, as required by the state concerned, to strengthen its policies and programmes, including capacity building, to protect its people from any of the R2P crimes."Such policies and programmes must be nationally owned rather than imposed from outside," he said.Mukerji also underscored that the need for reform of the UN governance system to reflect contemporary realities has never been greater."This will go a long way in ensuring a changed dynamics which is critical for the successful implementation of R2P," he said.Taking note of the latest report of the Secretary-General on implementing the R2P, Mukerji said political commitment has to be intrinsic and not imposed externally."Another core priority of the Secretary General in context of R2P namely, expanding options for timely and decisive action, needs to be exercised with extreme caution," he said.On strengthening peacebuilding efforts, Mukerji said that emphasis should be on building national capacities and national ownership."R2P has to be understood against the background of the challenge of strengthening peacebuilding efforts," he said, adding that the review of peacebuilding structures is underway and needs to take into account this important aspect.He cited the recent high-level panel on peace operations, which has recommended that lasting peace is achieved through political solutions and not through military and technical engagements alone.He said the international community must not forget what happened in Libya in 2011 when the Security Council Resolution referred to R2P without taking into account how sudden regime change will impact on the protection of population."Any action involving R2P must not be taken outside the UN framework of international law," he added.Mukerji also stressed on the need to activate an advance warning system of potential dangers to civilian populations by the UN Human Rights Council when the country concerned is being reviewed.

North Korea's nuclear weapons are "not a plaything" and their future is not up for negotiation, Pyongyang's ambassador to China has said, ahead of a visit by a US envoy.The comments by Ji Jae-Ryong came after an international deal with Tehran to curb Iran's nuclear capabilities in return for the lifting of crippling sanctions.In a rare press conference in Beijing, Mr Ji said the North's nuclear capability was "not a plaything to be put on the negotiating table as it is the essential means to protect sovereignty and vital rights from the US nuclear threat and hostile policy".He spoke at the North Korean embassy in front of pictures of the country's founder Kim Il-Sung and his son Kim Jong-Il, father of current leader Kim Jong-un.The North "remains unchanged in the mission of its nuclear force as long as the US continues pursuing its hostile policy" towards it, he said, accusing Washington of basing atomic weapons in South Korea and turning it into "a largest outpost nuclear base"."We have the power to cope with any kinds of war methods of the US imperialists and have the strong power to restrain the provocative nuclear war acts of the US," he said.Mr Ji spoke in Korean and his remarks were translated into English by an official interpreter.His uncompromising remarks came as Washington's envoy Sydney Seiler to the six-party talks — a forum aimed at ending the North Korea's nuclear weapons program through negotiations — was on a regional tour and due in Beijing on Tuesday.Mr Seiler said the Iran agreement demonstrated US openness in denuclearisation talks.Both Tehran and Pyongyang, allies since Iran's 1979 Islamic revolution, have been subjected to tough economic sanctions over their controversial nuclear programs.The deal reached with Iran was touted by some as a possible blueprint for eventual negotiations with North Korea, which has staged three successful nuclear tests in 2006, 2009 and 2013.But Mr Ji's comments echo those of a spokesman for Pyongyang's foreign ministry, who said the North's situation differed from Iran as it "is a nuclear weapons state both in name and reality and it has interests as a nuclear weapons state".The six parties involved in the talks — the two Koreas, China, Japan, Russia and the United States — did not meet for more than six years and every effort to revive the dialogue process has stalled.-AFP

Scientists say they will reanimate a 30,000-year-old giant virus unearthed in the frozen wastelands of Siberia, and have warned climate change in the Arctic and sub-Arctic regions could awaken dangerous microscopic pathogens thought to be eradicated.Reporting this week in the flagship journal of the United States National Academy of Sciences, French researchers announced the discovery of Mollivirus sibericum, the fourth type of pre-historic virus found since 2003 — and the second by this team.Before waking it up, researchers will have to verify that the bug cannot cause animal or human disease.To qualify as a "giant", a virus has to be longer than half a micron, a thousandth of a millimetre.Mollivirus sibericum — "soft virus from Siberia" — comes in at 0.6 microns, and was found in the permafrost of north-east Russia.Climate change is warming the Arctic and sub-Arctic regions at more than twice the global average, which means permafrost is not so permanent any more.If we are not careful, and we industrialise these areas without putting safeguards in place, we run the risk of one day waking up viruses such as smallpox that we thought were eradicated.Virus researcher Jean-Michel Claverie-"A few viral particles that are still infectious may be enough, in the presence of a vulnerable host, to revive potentially pathogenic viruses," one of the lead researchers, Jean-Michel Claverie, said.The regions in which the giant microbes have been found are coveted for their mineral resources, especially oil, and will become increasingly accessible for industrial exploitation as more of the ice melts away."If we are not careful, and we industrialise these areas without putting safeguards in place, we run the risk of one day waking up viruses such as smallpox that we thought were eradicated," Mr Claverie said.In safe laboratory conditions, Mr Claverie and his colleagues will attempt to revive the newly discovered virus by placing it with single-cell amoeba, which will serve as its host.Mr Claverie, who runs a lab at France's National Centre for Scientific Research (CNRS), and a team discovered another giant virus which they called Pithovirus sibericum, at the same location in 2013, then managed to revive it in a petri dish.Unlike most viruses circulating today, and to the general astonishment of scientists, these ancient specimens dating from the last Ice Age are not only bigger, but far more complex genetically.M. sibericum has more than 500 genes, while another family of giant virus discovered in 2003, Pandoravirus, has 2,500.The Influenza A virus, by contrast, has eight genes.In 2004, United States scientists resurrected the notorious "Spanish flu" virus, which killed tens of millions of people, in order to understand how the pathogen was extraordinarily so virulent.The researchers flew to Alaska to take frozen lung tissues from a woman who was buried in permafrost.By teasing genetic scraps out of these precious samples and from autopsy tissues stored in formalin, the team painstakingly reconstructed the code for the virus' eight genes.The work was done in a top-security lab at the US Centres for Disease Control and Prevention (CDC).AFP
