In a joint Shin Bet-IDF operation, a Hamas terror cell was broken in Hebron in November, officials announced Sunday.The cell had purchased a variety of weapons, including an M-16 rifle, in order to carry out a terror attack on the Route 35 highway, which runs between Hebron and the coastal city of Ashkelon, the Shin Bet said in a statement.“The thwarting of this terror cell, which was nearly prepared to carry out an attack, again demonstrates the never-ending attempts by Hamas operatives in Hebron to carry out severe terror acts,” the statement said.The head of the alleged terror cell, Mehmad Ali Qawasmeh, is the brother of one of the terrorists responsible for the abduction-killing of three Israeli teenagers in the summer of 2014, the Shin Bet said.Qawasmeh is a member of the extended Qawasmeh family, a strong Hamas force within the city of Hebron. Another member of the family, Maher Qawasmeh, was arrested in December by the Shin Bet for leading another terror cell, which planned to kidnap and murder Israelis in order to negotiate the release of Palestinian prisoners, the security service said last week.The group had already scoped out the highway to find optimum vantage point to carry out the attack and had purchased pistols and at least one M-16 assault rifle. Prime Minister Benjamin Netanyahu said Sunday that a national effort is required to close the social gaps between the Jewish and Arab communities in Israel, and that success will only come alongside more robust law enforcement in Arab towns.Speaking ahead of the weekly cabinet meeting in Jerusalem, Netanyahu also announced the approval of NIS 2 billion ($510 million) plan to develop the Druze and Circassian communities.“Any sensible person knows that there are large gaps between the Arab and Jewish population, resource gaps and disparities in law enforcement, gaps and discrepancies in rights and obligations,” Netanyahu said. “These gaps formed over decades, and it is time to make a major national effort to reduce them.”“The unprecedented program that the government approved ten days ago will do even more in that direction,” he added, referring to a NIS 15 billion ($4 billion) five-year development plan for Arab communities.“At the same time, we will also implement a comprehensive law enforcement plan for the Arab community,” Netanyahu continued. “I want to make it clear that nothing we do in various areas of infrastructure, tourism, education, in trade and economy — these things can’t progress if we don’t deal with the question of enforcing Israeli law in the Arab community.“These two programs are intertwined, and they will help and benefit the citizens of Israel, primarily Arab citizens,” he said.Likewise, Netanyahu said, the upcoming scheme for Druze and Circassian communities “will help to close the gaps, advancing a community that serves in the IDF and sees itself as a part of Israel.”Circassians are members of a displaced ethnic group originating in the Caucasus and now spread across the Middle East, of whom 4,000 live in Israel.“I believe anyone who wants real integration of all the citizens of Israel in Israeli society will be a partner to this national effort that the government will lead in the coming years,” Netanyahu said.Last week the prime minister rejected reports he was preparing to impose conditions on Israel’s Arab community for the recently passed multi-billion-shekel development plan, though one minister said he had been asked to draw up the demands. Channel 2 reported Monday night that Netanyahu was considering withholding funds earmarked for Israeli Arab communities unless they accept new measures for “increased law enforcement,” in the wake of a January 1 terror shooting spree by an Israeli Arab man in Tel Aviv that killed three people and injured six others.According to the report, the prime minister instructed ministers Ze’ev Elkin and Yariv Levin to prepare such a plan in response to the shooting. The attack highlighted the problem of unregistered firearms in Arab communities, bringing calls — including from Arab Israeli political leaders — for a police crackdown on the issue. The Prime Minister’s Office denied the report at the time, saying there were no plans to limit or condition the aid package for the Arab community.Earlier this month the government approved a plan to build a new Druze town in the North.Joint (Arab) List leader Ayman Odeh dismissed Netanyahu’s promise of new construction for Arab communities as empty rhetoric and derided the calls for better law enforcement as being years overdue.“The prime minister continues to incite and to use empty slogans to distract the public from a discussion of his failure to lead the country,” Odeh said in a statement. “The prime minister is talking about widespread construction as though there is any meaning to the idea when there are communities where right now the infrastructure is collapsing. Public Security Minister Gilad Erdan has instructed the Israel Police to delay the return of the body of Tel Aviv gunman Nashat Milhem to his family for burial.Milhem was killed in a shootout with police and the Shin Bet on Friday, a week after killing three Israelis in Tel Aviv on January 1 and then fleeing a massive police manhunt to hide in his hometown in the northern Israeli village of Arara. According to officials, he was not affiliated with any organized terror group, but is believed to have been motivated by a jihadist ideology. Several members of his family are being investigated on suspicion of aiding his week-long escape from police.Milhem’s family was preparing to bury him Sunday afternoon in Arara, but Erdan, who oversees the police, instructed that Milhem’s body be withheld from the family while the investigation into possible accomplices remains underway.Several suspects have not yet been found, police said.Nashat’s father Mohammed and brother Ali, who were in police custody as suspected accomplices were released Sunday to house arrest.Public defender Nechami Feinblatt, who represents the Milhem family, told Army Radio earlier in the day that he had secured his clients’ release after reaching an agreement with the Shin Bet.“I think the Shin Bet understands that the family wanted to help capture him and not help him [escape],” he said.In the days following the shooting, Milhem’s father and brothers Juadat and Ali, together with five other relatives and friends, were arrested on charges of premeditated manslaughter, being an accessory to murder, illegal association and conspiracy to commit a crime. The next day, Juadat was released from prison, but ordered not to return home.“If I had been an accomplice, you wouldn’t be seeing me here now,” said Mohammed Milhem after his release on Sunday. He also said he was not angry with the Shin Bet for arresting him, and that he had fully cooperated with the Israeli law enforcement authorities.Hours after the shootings on January 1, Mohammed went to local police and told them he had recognized his son as the gunman from TV broadcasts of security camera footage of the attack.On Monday, he made a televised plea to his son to turn himself in, as Tel Aviv residents hunkered down amid ongoing searches for the gunman.“Contact me,” Mohammed said, appealing directly to his son. “I will help you. Let’s end this saga. These are difficult days for the family.”On Wednesday, Juadat Milhem, the terrorist’s brother, repeated that plea after he was freed from police custody.Last week, Feinblatt told Israeli media that while Mohammed had been in touch with his son after the murders, he had “certainly not” helped him escape. He said that security officials were made aware of the phone call between the two.While Milhem’s family immediately condemned his actions and urged he turn himself in, some local residents told media that his relatives had known where he was hiding all along.On Monday, police found DNA evidence indicating Milhem was in his hometown of Arara, and he was eventually tracked to an abandoned house in the town.The structure was surrounded on Friday afternoon, and according to police, Milhem spotted the forces converging upon him. He fired on them from the window of the apartment, fled the building, and ran some 200 meters before he was gunned down by security forces. The forces had been ordered to take him alive if possible.Milhem’s funeral had been set for Sunday afternoon in a small, private ceremony in Arara, to avoid drawing negative attention to the family, relatives said.

In a joint Shin Bet-IDF operation, a Hamas terror cell was broken in Hebron in November, officials announced Sunday.The cell had purchased a variety of weapons, including an M-16 rifle, in order to carry out a terror attack on the Route 35 highway, which runs between Hebron and the coastal city of Ashkelon, the Shin Bet said in a statement.“The thwarting of this terror cell, which was nearly prepared to carry out an attack, again demonstrates the never-ending attempts by Hamas operatives in Hebron to carry out severe terror acts,” the statement said.The head of the alleged terror cell, Mehmad Ali Qawasmeh, is the brother of one of the terrorists responsible for the abduction-killing of three Israeli teenagers in the summer of 2014, the Shin Bet said.Qawasmeh is a member of the extended Qawasmeh family, a strong Hamas force within the city of Hebron. Another member of the family, Maher Qawasmeh, was arrested in December by the Shin Bet for leading another terror cell, which planned to kidnap and murder Israelis in order to negotiate the release of Palestinian prisoners, the security service said last week.The group had already scoped out the highway to find optimum vantage point to carry out the attack and had purchased pistols and at least one M-16 assault rifle. The guns were seized by Shin Bet and IDF forces during the bust of the cell.Mehmed Ali Qawasmeh, 38, recruited the other members of the cell, all of whom were residents of Hebron, the Shin Bet said.Though the Shin Bet would not reveal how many people were arrested from the cell, at least another three members were picked up.Louai Faisal Hashlmon, 32, was another leader in the group, the Shin Bet said. He had previously been incarcerated as a Hamas operative. Amer Mehmed Ewiwie, 29, and Husam Fakhrie Hashelmon, 24, were also arrested for their activities in the alleged cell.In addition, Qawasmeh recruited a number of people for logistical support, who were expected to provide a stolen vehicle with which ti carry out the proposed attack on the highway and also assist the operatives who actually carried out the attack to escape and hide, the Shin Bet said.A military court indicted the men for conspiracy to commit voluntary manslaughter and for being members of Hamas, an illegal organization.
