06/23/2015 -vatican insider-Synod: Discussions over the divorced, gay persons and pre-marital unions-Bishops-The “Instrumentum laboris”, or working document for the October Synod, also deals with poverty, ecology and migration. The “family Gospel” “shouldn’t be oppressive”. And its recalls the Jubilee of mercy which follows straight after-Iacopo Scaramuzzi

vatican city-The “family Gospel” must “give hope, not be oppressive”: Today the Vatican published the working document for the coming October Synod. The document incorporates the conclusions of last year’s extraordinary assembly, once again triggering the debate on a number of issues relating to the family, from the problem of remarried divorcees to the issue of gay people, from the rejection of abortion to the need to involve women and families in the training of priests in the seminaries. The document also recalls that the celebration of the coming Synod takes place in the context of the Extraordinary Jubilee of Mercy called by Pope Francis, which will begin on 8 December 2015.”The document incorporates the final report issued following the extraordinary assembly which concluded last October. Only three sections did not obtain the required two-thirds majority for approval: the one on remarried divorcees (52), the one on spiritual communion for remarried divorcees (53) and the one about homosexual persons (55). The Synod’s secretariat proceeded to send out a questionnaire to dioceses around the world, to gather suggestions with regard to the assembly’s conclusions and once these were gathered, they were incorporated into the “Instrumentum laboris” presented today, along with quotes from the General Audiences which Pope Francis has been dedicating to the family each Wednesday. The document reliably “reflects the entire Church’s perception and expectations on the crucial subject of the family,”Cardinal Lorenzo Baldisseri , the Synod’s secretary, said in a press conference for the presentation of the document. The text states that there is “common agreement on the idea of a path of reconciliation or path of penitence” for remarried divorcees, however, interpretations of the actual content differ: some see the outcome as a “commitment to spiritual communion and a decision to live in continence,” while for others, a priest who guides penitents, should be able to “make his own appraisal and decide on whether to confirm or dissolve a bond depending on the situation at hand.” As the Archbishop of Chieti-Vasto and special secretary of the ordinary assembly, Mgr. Bruno Forte, said, “there is no pre-conditional ‘no’” to the readmission to communion, but this is “an open process we need to reflect upon together”. The “Instrumentum laboris” emphasises that the “forms of exclusion currently practiced in the liturgical and pastoral, the educational and charity fields” could be done away with.As far as gay persons are concerned, the text simply reiterates that “the dignity of every person, regardless of their sexual orientation must be respected and they must be welcomed with sensitivity and consideration, both in the Church and in society. It is advisable for diocesan pastoral programmes to pay special attention to the guidance offered to gay persons and families with gay members.” “Pastoral care” and “gay marriage” are “two separate things”, said the Archbishop of Budapest and relator general of the assembly, Cardinal Peter Erdo, during the press conference. The document points out that “only a minority” currently “practices, upholds and encourages the teaching of the Catholic Church on marriage and family, recognising in this the goodness of God’s plan for creation. The number of religious and non-religious marriages is dropping, while the number of separations and divorces is rising”. The “Instrumentum laboris” lists a series of “cultural contradictions” afflicting the family - including theories that detach “personal identity” from the “biological difference between male and female” - and it criticises attempts to equate marriage between a man and a woman t other types of unions which have their own “social specificity” which “confusion is not helpful in defining”. The “Instrumentum laboris” goes through a series of “social contradictions” including war, migration , “reckless economic policies”, poverty and – keeping in tune with the “Laudato Si’” encyclical - ecology.New elements include the “widely perceived and growing need for families – women in particular - to be involved in the formation of priests” in the seminaries. The Church’s training processes “will need to offer educational paths that help individuals adequately express their desire for love in the language of sexuality”. The document says that Paul VI’s encyclical “Humanae Vitae” combines “objective moral advice” and “the role of conscience”. The “Instrumentum laboris” points to “a broad consensus on the opportunity of making procedures for the recognition of marriage annulments more accessible, quick and possibly free-of-charge.” The documents makes ample reference to the welcoming and “merciful” approach the Church should take towards those who live together without being married. Essentially, the “family Gospel” should proclaim “a message of hope, it must not be oppressive”

06/22/2015-vatican insider-Shroud: A gesture that said more than a thousand words-The Pope's gesture before the Shroud-Francis did not make any grand speeches about the linen cloth that bears the image of a man who was crucified in the exact same way the Gospel as describe Jesus’ crucifixion. But after his few moments of prayer, Francis touched the case in which the Shroud is displayed, making the sign of the cross-ANDREA TORNIELLI

Turin-It was a gesture that said more than a thousand words. During his brief visit to Turin cathedral to contemplate the Holy Shroud, Francis did not give a speech, nor did he pronounce any special prayers. He mentioned the Shroud during the Angelus in the presence of 70,000 faithful who were packed into Piazza Vittorio. The Ostension, which is currently taking place in Turin was one of the main reasons for the Pope’s visit to the northern Italian city. At the Angelus the Pope called the Shroud an “icon of [Christ’s] love”, inviting faithful to see in the image of the suffering face and the broken body, the faces of the many human beings that are suffering or are subjected to violence today. It is true, however, that he did not go into the “icon” or “relic” debate. And yet, the gesture that followed his prayer is crucial and says a great deal about Francis’ veneration of the image that is imprinted on the linen cloth that is so dear to the people of Turin as well as to millions of people the world over. Almost two million people came to Turin for the 2015 Ostension, despite the fact that it is taking place just five years after the last one. Men, women and children from every corner of the globe were prepared to stand in line for hours, just to have the chance to spend a few instants in front of this mystery. An image no one has been able to recreate. Before this, he prayed in silence with his head bowed, letting himself be “looked upon” by the Shroud for five minutes. He concluded his intense prayer by making the first sign of the cross. He then got up from his seat and approached the Shroud. He looked up at it, just like all the other pilgrims do when they pass in front of it. But at the end of his contemplation, Francis wished to get even closer, making a gesture pilgrims today are ordinarily not allowed to make. Like a medieval pilgrim, after letting himself be looked upon and after looking himself, he felt the urge to touch the Shroud. Or rather its display case. He felt the need to make physical contact with that image and mystery. Before turning to leave, he made the sign of the cross again. The Pope’s outstretched hand reaching out for the Shroud was a symbolic image of Francis’ Sunday visit to Turin.

EP gives final approval to investment fund By Peter Teffer-june 24,15-euobserver

Brussels, Today, 20:24-The European Parliament gave overwhelming approval to the creation of a European investment fund in a plenary vote on Wednesday evening (24 June). It passed by 464 votes, against 131, with 19 abstentions. The fund is the European Commission's flagship programme to create jobs and get the European economy back on the road.Commission president Jean-Claude Juncker proposed it soon after he took office in November last year.Six months later, MEPs and national governments negotiators reached a compromise on the details of the instrument, paving the way for Wednesday’s final approval. The fund, which is hoped to trigger €315 billion in investments, is based on a €16 billion guarantee from the EU, and €5 billion from the European Investment Bank (EIB).One sticking point was where the guarantee money would come from. The commission proposed taking €6 billion from two existing EU funds: Horizon 2020 (for research & development), and Connecting Europe Facility (for infrastructure).MEPs were against this idea, but only managed to lower the contribution from those two funds by €1 billion.Centre-left Belgian MEP Kathleen Van Brempt defended the compromise as an “honourable” one, but said it's “very painful” that the investment fund will still take €5 billion out of the two existing projects.“You must bear in mind that next year and future years, we are going to drive a very hard bargain, because we want that money back”, she added.Budget commissioner Kristalina Georgieva said the fund had to be set up in a “very tight budget environment” and needs “very tough trade-offs”.Finnish Liberal MEP Nils Torvalds said that while the commission and the parliament “share the same values”, this was not true for the EU Council, the body representing member states.“Georgieva said she'll turn every stone to find money. As soon as she finds something, the greedy hand of the council will try to get that money. … The very first problem we had with the process was that there was no new money, no way of getting the member states out of their corner”, noted Torvalds.Jobs commissioner Jyrki Katainen, who has been touring the EU the past months to sell the fund idea, also praised the speed between the dates of proposal and adoption.“I would like to spread the same spirit of 'delivering fast' to [other] areas," he said, referring to plans for a digital single market and an energy union.Belgium's Van Brempt isn't the only MEP with gripes against the Juncker fund.German far-left MEP Fabio De Masi called it a “placebo” for “sick man Europe”.Italian MEP Marco Zanni, of the eurosceptic Five Star Movement, said the fund “is socialising the losses and privatising the profits”.For its part, the EIB has already earmarked money for four projects: in the healthcare R&D sector in Spain; for an airport in Croatia; for 14 healthcare centres in Ireland; and for a steel pipe company in Italy.Katainen previously said that, if things go well, the fund should be “up and running” in autumn.

Greece talks to drag into EU summit By Benjamin Fox-june 24,15-euobserver

BRUSSELS, Today, 22:45-Talks aimed at preventing an imminent Greek default are set to drag into Thursday’s (25 June) EU summit, after a promised evening of high drama ended prematurely with little movement from either Greece or its creditors.Hastily arranged on Monday, Wednesday evening’s Eurogroup was billed as the final showdown in negotiations. It came after the Greek government proposed to raise an additional €8 billion, raising hopes of a deal to unlock the remaining €7.2 billion of its bailout programme. But creditors remained unsatisfied and the meeting of eurozone finance ministers broke up after barely an hour, with no fresh proposal from either side. For his part, Greek prime minister Alexis Tsipras spent most of Wednesday across the road from the EU Council in the European Commission. He spoke with the creditors’ top represenatives: commission president Jean-Claude Juncker , the European Central Bank’s (ECB) Mario Draghi, and International Monetray Fund (IMF) chief Christine Lagarde. The chairman of the Eurogroup, Dutch finance minister Jeroen Dijsselbloem also took part.Finance ministers will reconvene at 1pm on Thursday, EU sources said.Dijsselbloem noted that the Tsipras-creditors talks could go on past midnight. “We are determined to continue work during the night if necessary”, he told reporters.Earlier on Wednesday, the IMF revealed its disquiet with the Greek plan, which focused on tax rises on businesses and wealthy Greeks.Creditors want to scrap a planned levy on corporate profits over €500,000, as well as planned taxes on video games and 3G and 4G licences. They also want Greece to increase pension contributions and to set up a Social Welfare Review aimed at reducing pension spending by 0.5 percent of GDP.In a statement, the Greek government accused them of trying to “transfer the burden to wage earners and pensioners in a way which is socially unfair.”Greece “cannot agree with such a direction”, it said. The talks are aimed at helping Greece to repay €1.6 billion to the IMF by 30 June. But some national parliaments would need to ratify any agreement, tighetning the timeframe of the default.Ministers indicated that the question of restructuring Greece’s debt, which stands at 175 percent of GDP, for the long term would not be raised in the negotiations.

Greece's creditors differ on bailout agreement By Eric Maurice-JUNE 23,15-EUOBSERVER

BRUSSELS, Today, 20:43-Eurozone finance ministers are due to meet Wednesday evening (24 June) to try and reach a deal on Greece’s bailout but the creditors themselves are divided and there are worries about final parliamentary approval. The creditor institutions - the EU, the International Monetary Fund (IMF) and the European Central Bank (ECB) - are assessing a Greek proposal sent on Sunday (21 June) and discussing detailed figures and specific measures with Greek experts. But last minute cracks have appeared between the EU institutions and the IMF over the measures Athens should take to release €7.2bn in bailout money. The IMF "thinks that the numbers are too soft," an EU source said, referring to the fiscal targets, pensions and VAT levels under discussion. While EU institutions and member states agree that the latest Greek proposal is in line with the so-called "aide-memoire" drawn up by the creditors at a meeting in Berlin on 1 June, the IMF is said to now demand targets closer to a ‘memorandum of understanding’ signed with Greece in 2012."The aide-memoire and the Greek proposal take into account the reality of the current situation," the source said, suggesting the IMF is sticking to out of touch older demands. With the latest Greek proposal, the source said, "we've gone a lot further than anyone would have hoped a few weeks ago. We have to recognise Greece's serious effort"."Patience is now appropriate," a diplomatic source told EUobserver to downplay divergences."The institutions need to sit around a table and work out an agreement" in time for the Eurogroup on Wesnesday, the source said.Meanwhile questions arise about how a possible agreement later this week could be endorsed by various national parliaments. Greece's current bailout runs out on 30 June, and it also needs to pay an IMF bill by then.At least four EU countries - Germany, Finland and Estonia - are required to vote to validate a deal, while the Dutch Parliament will at least hold a debate and maybe a vote.In any of these four countries, an agreement considered too favorable to Greece could fail to get the green light. But the Greek parliament itself has to make the first endorsement move – and that is not a given."I believe that this programme as we see it is difficult to pass by us," deputy speaker Alexis Mitropolous, a representative of Syriza's radical wing, told Greek TV on Tuesday, raising questions about Prime Minister Alexis Tsipras’ ability to convince his majority.A vote by the Vouli, the Greek Parliament, would be necessary to trigger the disbursement of a €7.2 billion loan. And it could also be necessary to guarantee a positive vote in other countries."It is important to have an agreement, but implementing it is also equally important," the diplomatic source said. Some countries "are sceptical about the already delayed implementation of an overlong programme", and would not validate the agreement before Greece takes so-called "prior action".These prior actions could be a vote, or at least decrees, to implement measures included in the agreement, such as pension or VAT reform.According to Bloomberg, the German finance ministry has told euro area officials that Bundestag members could invoke a fast-track procedure but this is likely to depend on the “quality and persuasive power” of an agreement with Greece. If an agreement is reached on Wednesday or Thursday, a Greek official said, the Vouli could be asked to vote before the end of the week, so as to allow other parliaments to vote on the agreement in emergency procedures as soon as possible.EU leaders, for their part, will also have their say on Greece when they meet for a summit in Brussels on Thursday and Friday.

EU commission sets up Brexit unit By Honor Mahony-june 24,15-euobserver

BRUSSELS, Today, 15:00-The European Commission has sent a strong political signal to London by appointing a special team to take charge of relations with the UK in the run-up to its referendum on EU membership.Jonathan Faull, a lawyer and one of Britain's top civil servants in the commission, will head up the new unit, which officially starts its work on 1 September.Kristalina Georgieva, commissioner in charge of the decision, said the new set-up is a "recognition of the significance of the work to be done"."Our relations with the UK as it prepares for a referendum are very important," she said.Faull's job will be to mediate between civil servants in Brussels and those in London. He will "lead our work as issue after issue comes to our intention, in terms of what the expectations of the UK are for reforms of the European Union, what is possible [and] how we can meet each other," said Georgieva. The UK has said it wants changes to rules governing access to social welfare benefits by non-UK EU citizens, to protect the City of London from EU laws, and to ringfence rules on the single market, which it feels may be threatened by euro states.
After the negotiations, the UK government plans to have a poll on whether the country should stay an EU member - the referendum is meant to take place by end of 2017 but may take place as early as autumn next year. The new 'Brexit unit' is part of a wider reshuffle in the European Commission which sees the longstanding and powerful secretary general, Irish woman Catherine Day, retiring from her post at the end of August. She will be replaced by a Dutch man, Alexander Italianer, who until now was heading up the anti-trust unit.Day, who was secretary general during the EU's 10-state enlargement in 2004 and then throughout the financial crisis, was given an "emotional send-off" on Wednesday. Virtually every dossier in the commission went across her desk."She played a crucial role in helping this new commission to start at full speed," said commission president Jean-Claude Juncker while Georgieva said Day is leaving "big shoes to fill".Of the 33 director generals - who head up individual commission departments - 23 will remain in place. The criteria for choosing whether people stay or go included whether their jobs were highly sensitive or very busy (such as the migration unit), as well as individual preference. Two women were promoted to director general posts - Germany's Marianne Klingbeil, who will be in charge of regulatory scrutiny, and France's Monique Pariat, in charge of humanitarian aid.But Georgieva admitted that there are not enough women in top jobs."We have unfortunately started with a very modest pipeline of senior women", she said. She likened the gender picture to the shape of a vase with many women at lower positions, fewer in the middle, and rather more at the top."Call on me within the next six to eight months and you will see [a] change. Our target is 40 percent women in middle and senior management positions by 2019."Georgieva also conceded that newer member states were still under-represented.But she said the "big problem" is older member states, who will shortly see a batch of "senior staff" retiring "pretty much around the same time".

U.S., eyeing Russia, urges NATO allies to harden cyber defenses-Reuters By Phil Stewart-june 24,15-yahoonews

BRUSSELS (Reuters) - U.S. Defense Secretary Ash Carter urged NATO allies on Wednesday to strengthen their cyber defenses, a senior U.S. defense official said, citing an advanced threat from Russia.
Cyber vulnerabilities within NATO have come into focus following Russia's annexation of Crimea last year, which raised concerns about unconventional warfare techniques that can range from use of unidentified troops to information campaigns.A major cyber attack on a NATO member by any adversary could trigger a collective response by the alliance, perhaps extending beyond cyberspace."In his message today, (Carter) underscored the importance of cyber defense – both of NATO networks and critical infrastructure," the official said, speaking on condition of anonymity, adding that many NATO members were vulnerable.Carter said ensuring a strong cyber defense was more important than developing offensive capabilities, according to the official.

ESTONIAN EXPERIENCE

The United States in April disclosed a cyber intrusion this year by Russian hackers it said had accessed an unclassified U.S. military network. The Pentagon's new cyber strategy document singles out Russian cyber actors for their stealth.Carter, during a trip to Estonia, announced on Tuesday a new U.S. initiative meant to bolster NATO members' defenses. The effort would be coordinated through an Estonia-based, NATO- accredited cyber center and would include planning to better protect critical infrastructure. [ID:nL3N0Z93XL]-Estonia, which borders Russia, is acutely aware of the cyber challenge. When the ex-Soviet Baltic state fell victim to a cyber attack in 2007 and blamed Moscow, the Kremlin responded that it could not always control patriotic Russian hackers."You absolutely should look at what the secretary announced through the lens of trying to deter Russia and bolster the resilience of NATO partner nations. The Russians are very good at cyber," the defense official said.Carter's plan involves bolstering the role of NATO's Cooperative Cyber Defense Center of Excellence in Estonia and working with it to help allies develop cyber defense strategies."We want to have the center of excellence become less academic and less like a think-tank and more active and involved in doing real things," the official said, noting past efforts in the Gulf and east Asia.(Reporting by Phil Stewart)

NATO says won't be dragged into arms race with Russia-Reuters By Adrian Croft and Robin Emmott-june 24,15-yahoonews

BRUSSELS (Reuters) - The head of NATO said on Wednesday the alliance would not be forced into a new arms race with Russia but said what he called Moscow's aggression in Ukraine had compelled it to strengthen its defenses. The United States announced plans this week to station tanks and heavy weapons in NATO member states on Russia's border, shortly after President Vladimir Putin said Moscow would add 40 missiles to its nuclear arsenal."We will not be dragged into an arms race, but we must keep our countries safe," NATO Secretary-General Jens Stoltenberg told reporters at a meeting of alliance defense ministers.A Russian official last week accused NATO of pushing Russia into an arms race by stepping up its military activity around its borders, not least in the formerly Soviet Baltic states.Stoltenberg said the U.S. decision to store equipment in eastern Europe was a prudent response to Russia's actions. He said the defense ministers had agreed to increase the strength of NATO's rapid response force, including its air, maritime and special operations components. The force will now consist of up to 40,000 personnel, up from 13,000 previously. Within that force, NATO plans to create a 5,000-strong "spearhead" force, part of which could move within 48 hours. The United States said on Monday it would contribute special operations forces, intelligence and other high-end military assets to the new "spearhead" force.Canadian Defence Minister Jason Kenney announced on Wednesday his country was ready to offer air-to-air refueling, reconnaissance or transport planes for the force.U.S. Defense Secretary Ash Carter, who is attending his first NATO ministerial meeting, said on Tuesday the Baltic states - Estonia, Latvia and Lithuania - as well as Bulgaria, Romania and Poland had agreed to host the U.S. arms and heavy equipment. It was one of a range of steps Washington and NATO are taking to reinforce allies in eastern Europe after Moscow's annexation of Ukraine's Crimea region last year and what NATO says is Russia's military support for rebels in eastern Ukraine.

POLISH CONCERNS

The defense ministers also agreed on Wednesday to give NATO's military commander new powers to prepare the rapid reaction force in a crisis, although governments would still have to give the go-ahead before it could go into action.Polish Defence Minister Tomasz Siemoniak reiterated his country's call for NATO forces to be based permanently on its soil.Siemoniak told Reuters he hoped regular rotations of alliance forces through Poland would gradually be transformed into a permanent presence.Despite the alliance's concerns over a more assertive Russia as well as other security challenges, only five of its 28 member states are expected to meet NATO's target of spending at least two percent of their national output on defense this year.(Additional reporting by Sabine Siebold and Phil Stewart; editing by Ralph Boulton and Gareth Jones)

WASHINGTON (Reuters) - The United States and China urged each other on Wednesday to remove barriers to foreign investment, saying that business ties were vital to overall relations, although they appeared to achieve little beyond rhetoric at a high profile three-day meeting that was overshadowed by security rivalries.Speaking to leading U.S. and Chinese CEOs on the final day of talks in Washington, Chinese Vice Premier Wang Yang said that while investment cooperation had made significant progress, "there are still problems and obstacles and this requires new ways of thinking, cooperation and policy environment."While the world's two largest economies have $590 billion in two-way trade, efforts to secure a bilateral investment treaty have been stalled for seven years.China upset U.S. firms when it imposed new financial cybersecurity rules that would effectively replace foreign tech products in bank systems after former U.S. National Security Agency contractor Edward Snowden disclosed that U.S. spy agencies had planted code in technology exports. The move has been characterized by Washington as protectionism and was suspended in April after pushback from banks.Beijing restricts foreign investment in vast swaths of its economy, and Washington hopes that an eventual investment treaty could open up China’s financial and telecom sectors. The United States on its part reviews more investments from China over security concerns than it does of any other country, which has helped scuttle Chinese investments in everything from U.S. telecommunications infrastructure to wind farms.U.S. Treasury Secretary Jack Lew told the CEO forum it was critical to have markets that foster fair competition."And it is also of vital importance that there are non-discriminatory technology policies and open trade in information and communications technology goods," he said.Tensions over cyber attacks on U.S. government computers that U.S. officials have blamed on Chinese hackers and China's pursuit of territorial claims in the disputed South China Sea, have threatened to hamper efforts to deepen economic ties, although U.S. officials have sought to stress that talks aimed at deepening economic relations have continued.Wang Yang later went with other senior Chinese officials to meet President Barack Obama at the White House.Zhang Xiangchen, a Chinese deputy trade minister, said on Tuesday Washington should remove barriers imposed for national security reasons, although he acknowledged that China had further to go than America in improving its investment climate. At the same time as Beijing and Washington struggled over implementing closer economic ties, Europe was weighing whether to open further to China under World Trade Organization rules.(Reporting by David Brunnstrom and Jason Lange; Additional reporting by Roberta Rampton; Editing by Lisa Shumaker)

Japan, Philippines monitor China by air in the South China Sea-A Japanese surveillance plane with crew from the Philippines circled parts of the South China Sea that both China and the Philippines lay claim to.Christian Science Monitor By Kelsey Warner-june 24,15-yahoonews
China's expansion and reclamation of islands in the South China Sea has escalated tension among Southeast Asian countries, and coordination between Japan and the Philippines may be perceived in Beijing as tacit support from Japan that the Philippines have rights to contested ocean territory. The increase in activity in the region comes at a time when Southeast Asian leaders are jockeying for control over a swath of ocean that provides a tenth of the fish caught by global companies, The Christian Science Monitor reported. Japan, Asia’s second-biggest economy after China, receives a cut of the $5 trillion in cargo that passes through the shipping routes of the South China Sea each year. “Certainly Japan does not have any direct territorial interests in the South China Sea, but Japan's own national security will be greatly affected by any instability and conflict there, making it a legitimate stakeholder,” Corey Wallace, a specialist in Japanese security and defense policy at the Australia-Japan Research Center in Canberra, told The Christian Science Monitor. Earlier this year, Adm. Robert Thomas, commander of the US Seventh Fleet, said that Japanese surveillance ships could supplement US efforts to monitor Chinese activity in the hotly contested region."I think allies, partners and friends in the region will look to the Japanese more and more as a stabilizing function," Admiral Thomas told Reuters in an interview. "In the South China Sea, frankly, the Chinese fishing fleet, the Chinese coastguard and the [Navy] over match their neighbors.”The flight path taken by the Japanese plane was close to the Spratly Islands, which the Philippines claim, and where China is constructing man-made islands, at least one of which is large enough for an airfield, The Christian Science Monitor previously reported."We practiced search and rescue patterns, which are essential in any humanitarian assistance and disaster response operations," Col. Jonas Lumawag of the US Marines said at Puerta Princesa International Airport on Palawan island, the operations base for the drill 50 miles to the west, according to Reuters."This is our first time here and also with this kind of activity with the Philippines," Maritime Self Defense Force Commander Hiromi Hamano, head of the Japanese navy contingent, said after the planes returned to Palawan. In coordination with the US, Manila also began military exercises in the area last week."We hope the relevant parties do not hype up or even create tensions in the region and we hope the parties concerned can do more to contribute to peace and stability in the region, rather than the opposite," Chinese Foreign Ministry spokesman Lu Kang said in a news briefing.

Ebola setback for Sierra Leone as capital records new cases-AFP By Rod Mac Johnson-JUNE 24,15-YAHOONEWS

Freetown (AFP) - Sierra Leone's capital Freetown has suffered a fresh outbreak of Ebola, dashing hopes that health authorities in the densely-populated city of 1.2 million had beaten the deadly epidemic. The government's National Ebola Response Centre (NERC) told AFP late on Tuesday three cases had emerged in the east-end slum of Magazine Wharf -- three weeks after the last known infections in the capital.
Health officials said six people have been placed under observation since the first of the new cases -- a casual labourer -- tested positive on June 17.Authorities are concerned that the case could lead to a mini-outbreak in the overcrowded fishing community, which has poor sanitation and is regularly hit by outbreaks of malaria and cholera.Liberia was declared Ebola-free in May, but hopes that neighbouring Sierra Leone and Guinea would quickly follow suit have been dashed recently. The World Health Organization said, in its latest update on the epidemic on Wednesday, that weekly case incidence had stalled at between 20 and 27 since the end of May.New cases were continuing to "arise from unknown sources of infection, and to be detected only after post-mortem testing of community deaths", the WHO said, a key indication that the outbreak is not under control."The bumpy road to zero will continue to try our resolve and patience to the limit but I ask for your commitment and understanding while we head towards the final stage of this fight," NERC chief executive Palo Conteh told reporters in Freetown."Text books tell us that the last stages of any outbreak of this nature can be difficult and frustrating and I can confirm from personal experience that they are right."

- 'Overwhelming' -

One of the deadliest viruses known to man, Ebola is spread only through direct contact with the bodily fluids of an infected person showing symptoms, such as fever or vomiting, or the recently deceased.Authorities have blamed the failure of Sierra Leone and Guinea to eradicate the virus on people hiding deaths in the family and carrying out unsafe burials that are aiding Ebola's spread.Conteh said he had received reports of expert disposal teams demanding up to one million leones ($240) from bereaved families for burials and promised a "full inquiry" to bring the practice to a stop.According to the WHO, as of Sunday there had been 27,443 confirmed, probable and suspected cases of Ebola in Guinea, Liberia and Sierra Leone, of which 11,207 were fatal.Sierra Leone has seen almost half of the total caseload, reporting more than 3,900 deaths.People in the worst-hit chiefdoms of Kambia and Port Loko have been confined to their homes until the beginning of July over fears that the disease is also resurgent in the northwest.Sierra Leone reported eight cases, including two in Marampa chiefdom in Port Loko for the first time since the beginning of March -- a mother who died in childbirth and her newborn. As of Sunday over a thousand Sierra Leoneans were under observation as potential contacts of people who had contracted Ebola, the WHO said. The country has also extended until September a nationwide state of emergency. The move restricts public gatherings and other activities that could spread the virus.Authorities in Kambia said an extra 800 soldiers and 700 police had been deployed to ensure locals respect the regulations."There are increased human resources available and the presence of the security forces is overwhelming," said Alfred Kamara, the district Ebola coordinator, adding that around 600 people had been quarantined in two villages.

Storms lash Mid-Atlantic, disrupt travel, cut off power-Reuters By Ian Simpson-JUNE 24,15-YAHOONEWS

WASHINGTON (Reuters) - Powerful thunderstorms packing heavy rain and high winds lashed the U.S. Middle Atlantic region late on Tuesday, killing one person, snarling travel and cutting off power to hundreds of thousands of customers. The fast-moving band of storms stretching from Virginia to southern New Jersey dumped up to one inch (2.5 cm) of rain in less than an hour in some places, said Jim Hayes, a National Weather Service meteorologist in College Park, Maryland."The storms were intense but they were moving pretty quickly," he said.Police in Montgomery County, Maryland said a 79-year-old man died after his pickup truck hit a tree that had fallen across the roadway, about 30 miles (48 km) north of Washington D.C.Private forecaster AccuWeather said the storms would reach into northern New England through the evening as a cold front intersected with hot and humid air.Winds of up to 70 miles per hour (113 kph) were recorded in southern New Jersey, and the line of storms stretched westward into West Virginia, Kentucky and Tennessee.About 74,000 homes and businesses were without power in northern Virginia and in the Washington and Baltimore areas, power companies reported.About 82,000 New Jersey customers of PSEG power company were without electricity, and more than 400,000 homes and businesses in the Philadelphia area were dark. The bad weather prompted Amtrak, the U.S. passenger rail service, to suspend services between Washington, Philadelphia and Harrisburg, Pennsylvania, for about an hour. Flightaware. com, which tracks airline flights, said more than 200 were delayed or canceled at each of New York's LaGuardia, Newark's Liberty International and Philadelphia International airports.(Reporting by Ian Simpson; Additional reporting by Curtis Skinner in San Francisco; Editing by Alan Raybould and John Stonestreet)

Water level in reservoir formed by Hoover Dam dips to record low-Reuters By David Schwartz-JUNE 24,15-YAHOONEWS

(Reuters) - The largest capacity reservoir in the United States has hit its lowest water level in history following years of severe drought that have dramatically reduced flows from the Colorado River, water managers said on Wednesday.Officials said Nevada’s Lake Mead, the 79-year-old reservoir created by the massive Hoover Dam, registered 1,074.98 feet (327.7 meters) above sea level late on Tuesday, but was able to rise above a critical mark by early on Wednesday morning.A water level of below 1,075 feet projected for January would translate to water cutbacks in 2016 for two U.S. western states, Arizona and Nevada. An announcement would be made this August. But a U.S. Bureau of Reclamation spokeswoman said cutbacks are not expected to be implemented and that projections are for the water level to be 6 feet (1.8 meters) above the trigger point.“We don’t expect that to happen right now,” spokeswoman Rose Davis said, referring to possible cutbacks. “Right now the probability of a shortage for 2016 is negligible.”Davis said the reservoir’s water level could again fall to record lows in the next six to eight weeks, but that it would rebound by the end of December.Lake Mead supplies water to roughly 40 million people and agricultural customers in Nevada, Arizona, Southern California and northern Mexico. The water source and several other man-made reservoirs springing from the Colorado River have dropped to as low as 45 percent of their capacity as the river suffers a 14th straight year of crippling drought.About 96 percent of the water in Lake Mead is from melted snow that falls in Colorado, Utah, New Mexico and Wyoming, officials said.
Snowfall has dipped in the Rocky Mountains, leading to a drop in snow pack runoff that feeds the river, according to Bureau of Reclamation statistics. In 2013, runoff was at 47 percent of normal.“We’re all definitely concerned about the low levels of Lake Mead,” Davis said. “You have to be... this drought has extended for so long.”She said water managers will continue to closely monitor its levels and work with those involved on various conservation efforts.(Reporting by David Schwartz in Phoenix; Editing by Cynthia Johnston and Lisa Lambert)

Wildfire threatens mountain town near California's lake Tahoe-Reuters-june 24,15-yahoonews

(Reuters) - A out-of-control wildfire threatened to encroach on a mountain town in California's Lake Tahoe area on Wednesday, prompting road and campsite closures as fires blackened swathes of four states along the drought-stricken U.S. West Coast.Hundreds of firefighters backed by water-dropped aircraft were toiling to keep the 16,543-acre (6,695-hectare) wind-whipped blaze from Markleeville, an area with about 250 residences south of Lake Tahoe that sits about three miles (4.8 km) from the fire's leading edge, as officials closed highways and campgrounds.Although the fire has not progressed materially in the previous two days, residents were told to prepare for evacuation. One firefighter was injured due to heat."Vegetation is feeling the stress from over three years' cumulative drought and historically low snowpack in the mountains this past winter," according to fire-tracking website InciWeb, which pulls information from multiple agencies. To the south, in the mountains east of Los Angeles, firefighters have expanded containment lines by 10 percent to 38 percent around an 18,875 acre-blaze (7,638-hectare) that erupted earlier this month, and slowed its growth, fire officials said.Scores of additional wildfires were raging across parched areas up and down the U.S. West Coast, which is grappling with drought emergencies and record low snowpack. In Alaska, a wildfire that grew by nearly 10,000 acres from the day prior to 33,000 acres had crept to within four miles of the tiny northeast river community of Tanana on Wednesday, where residents were told to leave their homes on Tuesday, the Division of Forestry said.A spreading fire also threatened Nulato, another small community on the river a few hundred miles away, after residents fled the area on boat on Tuesday. Altogether, authorities have called for several hundred people to be evacuated from those two fires. Fairbanks was not threatened by fire, but heavy smoke from more than a dozen nearby fires reduced visibility to about eight blocks and residents woke up to layers of smoke ash reminiscent of a winter's first snowfall, officials said.In Oregon, a fire in Cave Junction grew by about 300 acres from Tuesday to 5,340 acres but was about 50 percent contained.Fire officials have enacted restrictions on using open fires and flammables in 16 counties as Governor Kate Brown declared a drought emergency for 20 of the state's 36 counties.(Reporting by Eric M. Kerry heads to Vienna on Friday for Iran nuclear talks: U.S.Reuters-JUNE 24,15-YAHOONEWS

WASHINGTON (Reuters) - U.S. Secretary of State John Kerry will fly to Vienna on Friday to take part in Iran nuclear talks ahead of a self-imposed June 30 deadline, U.S. State Department spokesman John Kirby said in a statement. The talks between Iran and six major powers aim to reach an agreement under which Tehran would restrain its nuclear program in exchange for relief from economic sanctions that have crippled its economy. The nations involved in the talks with Iran, which include Britain, China, France, Germany, Russia and the United States, have set June 30 as a deadline for a deal but the negotiations are widely expected to slide past that date. Two major sticking points are the sequencing of sanctions relief with steps taken by Iran to curb its nuclear program and the definition of monitoring and verification measures to ensure that Tehran is not cheating on any agreement. The United States and some of its partners suspect Iran of using its civil nuclear program as a cover to develop a nuclear weapons capability. Iran denies this, saying that its program is solely for peaceful purposes such as making medical isotopes.(Reporting by Arshad Mohammed; Editing by Eric Walsh)

Boston bomber apologizes, sentenced to death-AFP By Brigitte Dusseau-june 24,15-yahoonews

Boston (AFP) - Boston bomber Dzhokhar Tsarnaev apologized Wednesday to his victims for the first time for the suffering he caused, moments before a federal judge formally sentenced him to death. The US citizen of Chechen descent was sentenced to death on six counts over the 2013 bombings, one of the bloodiest assaults on US soil since the September 11, 2001 attacks."I would like to now apologize to the victims and to the survivors," said the 21-year-old former university student in his first public remarks since the April 15, 2013 bombings that killed three people."I am guilty," he said in a slight Russian accent, standing pale and thin in a dark blazer. "Let there be no doubt about that.""I am sorry for the lives I have taken, for the suffering, the damage that I have done," he said, couching his remarks in the name of Allah and asking for God's forgiveness.Judge George O'Toole officially imposed the death sentence, which had been reached unanimously by a 12-person jury on May 15.Government prosecutors had painted Tsarnaev as a remorseless terrorist who deserved to die."I sentence you to the penalty of death by execution," O'Toole told Tsarnaev, before he was led away by US Marshals.Tsarnaev will eventually sit on federal death row in Terre Haute, Indiana, but prosecutors said he could be sent in the interim to America's only "super-max" prison, ADX Florence, in Colorado.Defense lawyer Judy Clarke told the court that Tsarnaev had offered to plead guilty last year, but Wednesday's remarks were the first time that her client had expressed any public remorse.

- 'Despicable choices' -

Survivors were divided on whether his apology was genuine. Lynn Julian said his remarks "were sort of shocking" and denied that he had shown proper remorse or regret."A sincere apology would've been nice," she told reporters. But Henry Borgard, who was a student on his way home from work when he was injured in the bombings, was one of the few to forgive and said that he had been "really deeply moved" by Tsarnaev's remarks."I have forgiven him. I have come to a place of peace and I genuinely hope that he does as well," he said. "I'm going to take it on faith that what he said was genuine."But government prosecutors criticized Tsarnaev, who showed little emotion during the trial, for invoking Allah, and said he had not renounced terrorism or repudiated violent extremism. On Wednesday more than 20 victims and their relatives made harrowing impact statements summing up their grief, pain, financial problems and how the attacks had brutally changed their lives.Outside the court house, police arrested a young man who allegedly had a meat cleaver stashed in his car. He is being investigated for any possible terrorism link, the FBI said. The bombings wounded 264 people, including 17 who lost limbs, near the finish line at the northeastern city's popular marathon."The choices you made were despicable," said Patricia Campbell, whose daughter Krystle was killed."What you did to my daughter was disgusting. The jury did the right thing," she said, addressing Tsarnaev directly.

- 'He chose hate' -

Bill Richard, the father of the youngest victim, eight-year-old Martin, said he would have preferred Tsarnaev receive a life sentence but said the attacks were "all on him."Tsarnaev, Richard said, could have stopped his brother, changed his mind and "walked away with a minimal sense of humanity.""He chose hate. He chose destruction. He chose death," Richard said. "We choose love. We choose kindness. We choose peace. That is what makes us different."The jury's verdict on the death penalty was a stinging defeat for the defense, who argued that Tsarnaev was a "lost kid" who had been manipulated by his older brother, Tamerlan.Tamerlan was shot dead on the run before Tsarnaev was arrested. He was found, injured, in a grounded boat on which he had scrawled a bloody message defending the attacks as a means to avenge US wars in Iraq and Afghanistan. The death sentence is possible only under federal law. The state of Massachusetts outlawed capital punishment in 1947 and opinion polls had suggested residents favored a life sentence for Tsarnaev.
