These and other controversial ideas for far-reaching integration of the EU’s single currency zone were laid out in an op-ed by the French and German economy ministers published in several European newspapers on Thursday (4 June).“France and Germany have the responsibility to lead the way, because Europe cannot wait any longer”, Germany’s Sigmar Gabriel and France’s Emmanuel Macron said.The Gabriel-Macron proposal appears to go much further than a plan which the French and German leaders are to put forward at an EU summit later this month.According to news reports, German chancellor Angela Merkel and French president Francois Hollande are to propose further eurozone integration but without EU treaty changes.But the Gabriel-Macron would entail treaty reforms to lay out the new division of powers.Under current rules, only national governments have the power to raise taxes.But Gabriel and Macron speak of “the creation of a preliminary eurozone budget”, with “its own revenues (for instance a common financial transaction tax, as well as a small portion of a harmonised corporate tax) and would provide for borrowing on that basis”.They say the 19 eurozone countries should have “consistent, though not necessarily equal, minimum wages”. Eurozone members Italy, Austria, and Finland currently don't have a national minimum wage.The French and German ministers believe their measures would “establish a truly level playing field across the eurozone, and ensure that tax competition and social dumping don’t create races to the bottom and unco-operative fiscal devaluations.”They say the European Stability Mechanism should be transformed into “a proper European Monetary Fund”.They add that the eurozone should have a distinct presence in the EU institutions, with a dedicated “euro commissioner” and a eurozone “grouping” in the EU parliament.

BRUSSELS, Today, 17:57-National parliamentarians are busy shaping up a new 'green card' system that would give them more of a say on EU law-making, amid concerns about the distance between EU policymakers and citizens.MPs are keen to be able to suggest new EU legislation as well as propose amendments to existing laws, while some chambers want to be able to ask for laws and secondary legislation to be repealed.The idea was first formally floated by the House of Lords early last year but has gained momentum in recent months."This has gone from an aspiration to an intention," Lord Boswell from the UK's upper chamber told EUobserver.He paints the idea as filling the gap between EU law-makers and the European Citizens Initative - a tool for petitioning the commission."In between you have national parliaments who are attending to the policies of their national governments where most of the money is spent. And they haven’t quite been able to articulate a collective opinion. So that’s what we’re anxious to repair", he noted.Eva Kjer Hansen, a Danish MP, says the green card would give parliaments "a more proactive role and a part in developing Europe instead standing of in a corner shouting ‘Stop, we don’t want you to go any further’."Work on the details of the proposal, such as how many parliaments are needed to trigger a green card and what scope it would have, are to be worked on in the second half of this year, when Luxembourg takes over the EU presidency.But there are already plans to kick off the project by making suggestions for the EU's circular economy legislative package due out later this year."At some point you just have to get on with it," said Lord Boswell.MPs gained new powers in 2009 with a yellow card system under which a third of parliaments could raise the alarm if they felt the commission was legislating in an area which was better dealt with at a more local level.It's been used just twice, partly because there a relatively few activist chambers when it comes to EU issues and, partly, say critics, because the yellow card system only allows eight weeks to potentially complain about a proposed EU law.However, the raft of legislation coming out of Brussels as a result of the financial crisis - often going to the heart of state-definining issues such as how the national budget should be spent - has brought the discussion back onto the agenda."We need to have an ability as national parliaments to get together and to be taken seriously when we are seen to have got together," says Lord Boswell."No matter how we turn it - members of the commission and MEPS are further away from people than national members of parliament," said Hansen.

The European Commission has reacted cautiously to the idea of a green card.Vice-president Frans Timmermans in a recent letter said the commission was open to more "frequent and frank direct contacts" but did not refer to the new card system.Hansen for her part notes that a letter sent last year by 20 parliaments asking that a working group be set up on increasing the role of MPs in EU law-making was never answered. Lord Boswell characterises the commission's attitude as a "degree of friendly interest". For their part, serveral MEPs are concerned that national law-makers might encroach on their powers.But things on the - national - ground appear to be moving anyway.Danielle Auroi, a French MP, pointed out the national assembly "for the first time" debated the European Commission's work programme for this year.All national parliaments are becoming "more curious" about the annual legislative programme, she said at a gathering, earlier this week, of MPs in Latvia.

On June 25-26, the European Council will convene to discuss the EU's future security and defence priorities - especially in relation to continuing terrorist threats and uncertain future political, economic and military relations with Russia. On this occasion, CESI's Trade Council 'Defence'* and EUROMIL** call on EU leaders to give impetus to new investments in military equipment and joint human resources - and not to shortsightedly trade the EU's security and defence against further budget cuts and austerity:

In June 2015, the European Council meeting will be dedicated to security and defence. EU Heads of State or Government will assess the progress made in this field since the December 2013 summit.
Even more than before, the security environment of the EU is under threat and calls for a strong European response. These threats are coming from several directions. The bipolar world changed into a multipolar and to some extent unpredictable world environment. At the eastern borders of Europe, the actions of Russia in Ukraine and the annexation of Crimea pose a threat to its security. In the South, conflicts in some Mediterranean, African as well as Middle-Eastern countries and regions including Iraq, Libya, Mali, the Sahel and Syria are also putting pressure on its security environment. Furthermore, Europe was recently confronted with terrorist attacks in Paris and Copenhagen as well as with cyberattacks going hand in hand with the rise of extremism in society including on the European continent.Simultaneously, European countries have been faced with an economic crisis in the last years and consequently decrease their defence budgets. In Fact, several European countries had already started decreasing their spending on the military and reducing their Armed Forces in numbers since almost 20 years. However, faced to current challenges, it became clear that EU Member States must increase their individual and especially collective efforts. A majority of the public is in favour of a broad European project in the field of security and defence.The recent declaration of the President of the European Commission, Jean-Claude Juncker, who expressed himself in favour of a European army, broadened the defence debate in the European political and military arena. Even if not everybody is yet convinced that there will be, one day and not in the short term, a European army, it is undeniable that there is a strong need for closer defence cooperation and not only for budgetary reasons. If Europe wants to be taken seriously it should maintain its military capabilities, strengthen its global position and ensure its security in a more coordinated way, comprising to what concerns its defence spending.The establishment of a European army would lead to further transfer of sovereignty to the EU level. Its development and deployment would therefore necessarily require a legitimation by the European Parliament.
EUROMIL and CESI support a comprehensive and indivisible approach to security, which includes, among others, a human dimension. Armed Forces personnel, whether civilian or military, put their live at risk for the preservation of some European values and must be treated as “Citizens in Uniform”. They deserve the best living and working conditions as any other EU citizens. This implies the need for soldiers serving in EU missions to receive proper training equipment and have access to medical facilities as well as social protection. Indeed, we call for deeper cooperation and harmonisation among EU Armed Forces, not only to what concerns Pooling and Sharing of capabilities, but also for the development of common standards for the living and working conditions of Armed Forces personnel. Civilian and military personnel, as any other European workers, should enjoy all the rights and benefits inherent in that condition.Already today, similar standards in terms of working conditions for all employees in the armed forces should be respected, for instance: working conditions in accordance with the EU safety and health framework directives and the related Working Time Directive, healthcare benefits, , the possibility to access (civilian) vocational training and further training for temporary employees during and after their employment in the armed forces.
Therefore, EUROMIL and CESI are of the opinion that a closer collaboration between European Armed Forces has to go hand in hand with the development of certain standards. At that point we recall the SAFE project which stands for “Synchronised Armed Forces Europe”, voted by the European Parliament in 2009 as a first step towards a true European military force. The SAFE project should be brought back on the agenda for further discussion and development.
EUROMIL and CESI also call on all EU Member States to abide by international legislation and respect the fundamental rights and freedoms -including the freedom of association, as stipulated among others in the EU Charter of Fundamental Rights- of Armed Forces personnel. The establishment of a European Parliamentary Commissioner for the Armed Forces would be a sign of political will towards these principles.

The European Commission has reacted cautiously to the idea of a green card.Vice-president Frans Timmermans in a recent letter said the commission was open to more "frequent and frank direct contacts" but did not refer to the new card system.Hansen for her part notes that a letter sent last year by 20 parliaments asking that a working group be set up on increasing the role of MPs in EU law-making was never answered. Lord Boswell characterises the commission's attitude as a "degree of friendly interest". For their part, serveral MEPs are concerned that national law-makers might encroach on their powers.But things on the - national - ground appear to be moving anyway.Danielle Auroi, a French MP, pointed out the national assembly "for the first time" debated the European Commission's work programme for this year.All national parliaments are becoming "more curious" about the annual legislative programme, she said at a gathering, earlier this week, of MPs in Latvia.

On June 25-26, the European Council will convene to discuss the EU's future security and defence priorities - especially in relation to continuing terrorist threats and uncertain future political, economic and military relations with Russia. On this occasion, CESI's Trade Council 'Defence'* and EUROMIL** call on EU leaders to give impetus to new investments in military equipment and joint human resources - and not to shortsightedly trade the EU's security and defence against further budget cuts and austerity:

In June 2015, the European Council meeting will be dedicated to security and defence. EU Heads of State or Government will assess the progress made in this field since the December 2013 summit.
Even more than before, the security environment of the EU is under threat and calls for a strong European response. These threats are coming from several directions. The bipolar world changed into a multipolar and to some extent unpredictable world environment. At the eastern borders of Europe, the actions of Russia in Ukraine and the annexation of Crimea pose a threat to its security. In the South, conflicts in some Mediterranean, African as well as Middle-Eastern countries and regions including Iraq, Libya, Mali, the Sahel and Syria are also putting pressure on its security environment. Furthermore, Europe was recently confronted with terrorist attacks in Paris and Copenhagen as well as with cyberattacks going hand in hand with the rise of extremism in society including on the European continent.Simultaneously, European countries have been faced with an economic crisis in the last years and consequently decrease their defence budgets. In Fact, several European countries had already started decreasing their spending on the military and reducing their Armed Forces in numbers since almost 20 years. However, faced to current challenges, it became clear that EU Member States must increase their individual and especially collective efforts. A majority of the public is in favour of a broad European project in the field of security and defence.The recent declaration of the President of the European Commission, Jean-Claude Juncker, who expressed himself in favour of a European army, broadened the defence debate in the European political and military arena. Even if not everybody is yet convinced that there will be, one day and not in the short term, a European army, it is undeniable that there is a strong need for closer defence cooperation and not only for budgetary reasons. If Europe wants to be taken seriously it should maintain its military capabilities, strengthen its global position and ensure its security in a more coordinated way, comprising to what concerns its defence spending.The establishment of a European army would lead to further transfer of sovereignty to the EU level. Its development and deployment would therefore necessarily require a legitimation by the European Parliament.
EUROMIL and CESI support a comprehensive and indivisible approach to security, which includes, among others, a human dimension. Armed Forces personnel, whether civilian or military, put their live at risk for the preservation of some European values and must be treated as “Citizens in Uniform”. They deserve the best living and working conditions as any other EU citizens. This implies the need for soldiers serving in EU missions to receive proper training equipment and have access to medical facilities as well as social protection. Indeed, we call for deeper cooperation and harmonisation among EU Armed Forces, not only to what concerns Pooling and Sharing of capabilities, but also for the development of common standards for the living and working conditions of Armed Forces personnel. Civilian and military personnel, as any other European workers, should enjoy all the rights and benefits inherent in that condition.Already today, similar standards in terms of working conditions for all employees in the armed forces should be respected, for instance: working conditions in accordance with the EU safety and health framework directives and the related Working Time Directive, healthcare benefits, , the possibility to access (civilian) vocational training and further training for temporary employees during and after their employment in the armed forces.
Therefore, EUROMIL and CESI are of the opinion that a closer collaboration between European Armed Forces has to go hand in hand with the development of certain standards. At that point we recall the SAFE project which stands for “Synchronised Armed Forces Europe”, voted by the European Parliament in 2009 as a first step towards a true European military force. The SAFE project should be brought back on the agenda for further discussion and development.
EUROMIL and CESI also call on all EU Member States to abide by international legislation and respect the fundamental rights and freedoms -including the freedom of association, as stipulated among others in the EU Charter of Fundamental Rights- of Armed Forces personnel. The establishment of a European Parliamentary Commissioner for the Armed Forces would be a sign of political will towards these principles.
* CESI’s Trade Council ‘Defence’ gathers its member organisations from the defence sector to deliberate and act on the improvement of working and living conditions of military and security sector staff.

BRUSSELS, Today, 09:28-International monitors say pro-Russian forces launched a major attack in east Ukraine on the eve of the G7 summit in Germany.The monitors, from the Vienna-based OSCE, said fighting erupted near the town of Marinka in the small hours of Wednesday morning (3 June).They say it was preceded by “movement of a large amount of heavy weapons in ‘Donetsk People’s Republic’-controlled [Russia-occupied] areas generally in a westerly direction towards the contact line”.The columns included Russian T64 tanks and armoured personnel carriers.Monitors later reported hundreds of salvos of rockets, heavy artillery, and mortar fire from Russian-occupied positions.Ukraine returned artillery fire, with reports indicating that dozens of fighters died on both sides before “calm” returned on Wednesday afternoon.For its part, Ukraine says the attempt to capture Marinka involved more than 1,000 pro-Russian ground troops.
It informed the OSCE “heavy weapons would be placed on the contact line in order to deal with the ‘real threat’,” the town could fall.The OSCE said pro-Russian rebel commanders “were unavailable or did not wish to speak”.The Kremlin spokesman, Dmitry Peskov, and a pro-Russian rebel commander, Vladimir Kononov, later told Russian state media the fighting was prompted by Ukrainian “provocations”.They said Ukrainian shelling injured 60 civilians in Donetsk, some of whom are “without arms and legs”. But OSCE monitors aren’t being let in to verify the claims.The flare-up saw Ukrainian leaders and the US State Department renew talk of Russia sanctions.Ukrainian PM Arseniy Yatsenyuk said: “The international community must come up with a correct and appropriate response to Russian aggression”.Marie Harf, a US spokeswoman, said: “Russia bears direct responsibility for preventing these attacks … any attempts to seize additional Ukrainian territory will be met with increased costs”.She noted the Marinka assault was launched by “combined Russian-separatist forces”.She said Ukraine is also guilty of a “very small minority” of ceasefire violations.But she added: “The Ukrainians have a right to defend themselves when Russia sends into their territory heavy weapons, tanks, fighters … [also] across the ceasefire line”.The Marinka attack came on the eve of a meeting of G7 leaders in Germany on Thursday and Friday.It also came two weeks before an EU summit which will decide whether to cancel, extend, or expand Russia economic sanctions.The EU foreign service was unavailable to comment on Thursday morning.The G7 nations - Canada, Germany, Italy, France, Japan, the UK, and the US - used to meet in a G8 format with Russia.But Russia was excluded after its annexation of Crimea last year.
