Senate fails to advance FBI spying bill after Orlando shooting-[Reuters]-By Dustin Volz-June 22, 2016-YAHOONEWS

WASHINGTON (Reuters) - A Republican-backed proposal in the Senate to expand the FBI's secretive surveillance powers after the mass shooting at an Orlando gay nightclub last week fell two votes short on Wednesday of the 60 needed to advance.The measure was a Republican response to the massacre after a push for gun-control measures sponsored by both major U.S. parties failed earlier this week.Senate Republican leader Mitch McConnell switched his vote to 'no' at the end of the unusually long hour vote to allow him the opportunity to bring it up for consideration again.The legislation would broaden the type of telephone and internet records the Federal Bureau of Investigation could request from companies such as the Google unit of Alphabet Inc and Verizon Communications Inc without a warrant. Opponents said it threatened civil liberties and did little to improve national security.The bill, which the Obama administration has sought for years, “will allow the FBI to collect the dots so they can connect the dots, and that’s been the biggest problem that they’ve had in identifying these homegrown, radicalized terrorists,” Senator John Cornyn, the chamber’s No. 2 Republican, said on Tuesday.The vote was seen as reflective of a bipartisan drift away from policy positions that favored digital privacy, which had taken hold in the three years since former National Security Agency contractor Edward Snowden revealed the breadth of government surveillance programs.The post-Snowden moves included the most substantial reforms to the U.S. intelligence community since the Sept. 11, 2001, attacks and a refusal to heed the FBI’s call for laws that would undermine encryption.The future of the Senate proposal in the House of Representatives was uncertain, given its alliance between libertarian-leaning Republicans and tech-friendly Democrats that has blocked past efforts to expand surveillance.The legislation before the Senate on Wednesday, filed as an amendment to a criminal justice funding bill, would widen the FBI’s authority to use so-called National Security Letters, which do not require a warrant and whose very existence is usually a secret.Such letters can compel a company to hand over a user's phone billing records. Under the Senate's change, the FBI would be able to demand electronic communications transaction records such as time stamps of emails and the emails' senders and recipients, in addition to some information about websites a person visits-The legislation would also make permanent a provision of the USA Patriot Act that lets the intelligence community conduct surveillance on “lone wolf” suspects who do not have confirmed ties to a foreign terrorist group. That provision, which the Justice Department said last year had never been used, expires in December 2019.-'KNEE-JERK SOLUTIONS’-Privacy groups and civil liberties advocates accused Republicans this week of exploiting the Orlando shooting to build support for unrelated legislation.Senator Ron Wyden, an Oregon Democrat, criticized Senate Republicans for “pushing fake, knee-jerk solutions that will do nothing to prevent mass shootings or terrorist attacks.”Though Republicans invoked the Orlando shooting in support of the bill, FBI Director James Comey has said Mateen’s transactional records were fully reviewed by authorities who investigated him twice for possible extremist ties.Comey said there was “no indication” Mateen belonged to any extremist group and that it was unlikely authorities could have done anything differently to prevent the attack.(Reporting by Dustin Volz; Editing by Andrew Hay and Steve Orlofsky)

Paul Ryan Criticizes FBI Over Redactions in Orlando Shooting Transcript-[Time]-Lissandra Villa-June 20, 2016-YAHOONEWS

House Speaker Paul Ryan criticized the FBI for not releasing all of the transcript of a 911 call made by Orlando shooter Omar Mateen. The agency later released the full transcript.During the shooting at the Pulse nightclub, Mateen made a 50-second call to 911 to take responsibility. Law enforcement officials previously told NBC News that in the call he swore allegiance to the head of the Islamic State, Abu Bakr al-Baghdadi, during the call, but those key words were redacted in the initial transcript released by the Tampa division of the FBI Monday:OD: What’s your name? OM: My name is I pledge of allegiance to [omitted].OD: Ok, What’s your name? OM: I pledge allegiance to [omitted] may God protect him [in Arabic], on behalf of [omitted].Ryan called the decision to selectively edit the transcript “preposterous.”Attorney General Loretta Lynch said Sunday that portions of the transcript would not be released.“What we’re not going to do is further proclaim this man’s pledges of allegiance to terrorist groups, and further his propaganda,”she said in an interview on “Meet the Press.”Later on Monday, the FBI released the unredacted transcript:OD: What’s your name? Councillors OK hefty pay hike for themselves for Fort McMurray recovery work-[The Canadian Press]-June 22, 2016-YAHOONEWS

FORT MCMURRAY, Alta. - Councillors from a northeastern Alberta municipality severely damaged by a huge forest fire have voted themselves a hefty raise.The Rural Municipality of Wood Buffalo includes the city of Fort McMurray, which saw more than 80,000 residents flee from the wildfire that destroyed several neighbourhoods seven weeks ago.Council voted Tuesday night to pay three of its members and Mayor Melissa Blake $150,000 a year to work full time on a recovery committee.The other seven councillors, whose positions are considered part time, will see their pay rise to $75,000 a year from $36,000.Councillors on the recovery committee are Keith McGrath, Sheldon Germain, Allan Vinni and the mayor.The bylaw passed 7-4, with Blake and councillors Jane Stroud, Phil Meagher and Tyran Ault opposed.Blake, Stroud and Ault said after the council meeting they will not take the salary increase.The bylaw states committee members who are also councillors "shall devote their effort and attention to the work of the committee as they would to a full-time job, and thus shall take steps to reduce their time commitment to their other business interests or employment as may be required in order to devote such level of effort and attention to their committee duties for so long as the post-wildfire recovery period lasts.”It says the other councillors “will be required to devote an increased level of effort and attention to their council duties and activities since the normal council and council committee work will continue.”The committee begins work Wednesday and six members of the public are to be appointed following a selection process.Once all members have been chosen, a chair and vice-chair will be selected.Coun. Colleen Tatum explained in a Facebook post why she is accepting the pay raise."Child care, lost time in my business, lost opportunities elsewhere, do cost me much more than I ever earn," she said. BRUSSELS (Reuters) - Countries must be free to pass through the South China Sea, the European Commission said on Wednesday, in its first diplomatic admonishment of Beijing after Chinese jets intercepted a U.S. military plane over the contested waters last month.The Commission avoided directly criticising Beijing, a major trade partner, but warned in a new policy document that it opposed "unilateral actions that could alter the status quo and increase tension", in a sign of concern at China's construction and militarisation of islands in the South China Sea."The EU wants to see freedom of navigation and over flight upheld in the East and South China Seas," the EU executive said in its document, which is aimed at framing the bloc's China policy over the next five years.EU governments must still approve the document.While the European Union says it is neutral in the South China Sea dispute between China and other Asian nations, Washington has been urging Brussels to speak out against Beijing's claim to almost all the South China Sea.The United States says Beijing is taking a predatory approach to a vital trade waterway where Vietnam, Malaysia, Brunei, Taiwan and the Philippines have rival claims.An international court in The Hague is expected to rule soon on China's claims in a case brought by the Philippines, although Beijing says it does not respect the court's jurisdiction and the United Nations body does not have powers of enforcement.In a further sign of tensions, a senior Indonesian official said his country's president would travel to the Natuna Islands for the first time on Thursday to assert Jakarta's sovereignty after Beijing said it had an "overlapping claim" over nearby waters.In one of a series of recent encounters, two Chinese fighter jets intercepted a U.S. military reconnaissance aircraft over the South China Sea in May, demanding that Washington end surveillance near China.The interception came a week after China scrambled fighter jets as a U.S. Navy ship sailed close to a disputed reef in the South China Sea, through which more than $5 trillion in global trade passes every year."The large volume of international maritime trade passing through that area means that freedom of navigation and over flight are of prime importance to the EU," the Commission said."The EU should encourage China to contribute constructively to regional stability ... and support for the rules-based international order," it said.Despite the Commission's careful language, the EU is increasingly concerned by the tensions and French Defence Minister Jean-Yves Le Drian called this month for "regular and visible" European patrols in the South China Sea.(Reporting by Robin Emmott; Editing by Gareth Jones)
