Trial Concludes for Van Driver Charged in the Death of Freddie Gray-[ABC News]-SERENA MARSHALL-June 20, 2016-yahoonews
The trial of Officer Caesar Goodson, the van driver charged with second-degree depraved-heart murder in the death of 25-year-old Freddie Gray, came to a close today.Judge Barry Williams will render his verdict on Thursday morning. He will have to decide when, over the course of the ride, Gray sustained the fatal injury that led to his death, as well as whether that injury was a result of actions taken, or not taken, by Goodson.Goodson, the third of six Baltimore City police officers to stand trial for their alleged role in the arrest and death of Gray, also faces three charges of manslaughter, one charge of second-degree assault, reckless endangerment and misconduct in office. He has pleaded not guilty.Gray was alive when he was loaded into the back of a police van in handcuffs and leg shackles in April 2015. He was not wearing a seat belt. Roughly one hour later, Gray was found unresponsive and suffering from a severe spinal injury. The medical examiner ruled that he received the injury while being transported. Goodson was at the wheel.Gray died several days later, his death sparking days of violent protests, riots, and looting.Prosecutors had to prove that Goodson acted with such wanton and reckless disregard for human life that it amounted to malice. Following seven days of testimony and nearly 30 witnesses, the prosecution laid out a scenario in which Gray received a neck injury following a wide right turn. Prosecutors argued the neck injury then progressively worsened throughout the remaining four stops during the ride, resulting in the spinal cord injury that ultimately led to Gray's death days later.During closing remarks, the defense countered that Gray’s injury was “catastrophic” and “immediate,” and did not occur until right before the last stop at the police station.Judge Williams, the same judge who presided in the previous cases of Officers William Porter and Edward Nero, will be the sole decider in the case. During closing remarks, he seemed confused by the state’s argument that the wide right turn was a "rough ride," asking, “Can we not agree that taking a turn wide is less dangerous?”He also asked prosecutors why Goodson stopped to check on Gray if it was his intent to give him a "rough ride." Surveillance footage during the ride shows Goodson stopping the van, walking to the back, looking in, returning to the front, and getting back behind the wheel.Porter’s trial ended with a hung jury in December and he will be retried in September. Nero, who opted for a bench trial, was acquitted last month.Goodson faces up to 30 years in prison if convicted of the second-degree depraved-heart murder charge.
Jane Goodall Says Zoo Had No Choice But to Kill Harambe the Gorilla-Time]-Melissa Chan-June 20, 2016-yahoonews
Jane Goodall on Sunday publicly shared her first extensive thoughts on the shooting death of Harambe the gorilla, saying the Cincinnati Zoo had no choice but to kill the massive animal to save a child’s life.Goodall, one of the world’s foremost experts on primates, issued a lengthy explanation through the Jane Goodall Institute, finally addressing several “complex questions” she received after last month’s tragedy sparked national outrage. Harambe, a 17-year-old western lowland gorilla, was shot dead after officials said he dragged around a 3-year-old boy who fell into its enclosure.“It was awful for the child, the parents, Harambe, the zoo, the keepers and the public. But when people come into contact with wild animals, life and death decisions sometimes have to be made,” Goodall said, adding that a tranquilizer dart would take too long to take effect. The scientist and animal rights activist had earlier written an email to the zoo’s director, Thane Maynard, saying she thought Harambe may have been protecting the boy and “putting an arm” around him. Goodall, in the correspondence the Institute published on its website, also extended her sympathies to Maynard at the time.Goodall on Sunday released a joint question-and-answer formatted response with Azzedine Downes, president and CEO of the International Fund for Animal Welfare. It was delayed because “Harambe himself deserved time for grieving, reflection and careful reasoning,” they said.
Investigators begin examining EgyptAir black boxes-[AFP]-June 19, 2016-yahoonews
Cairo (AFP) - Investigators have begun examining the black box flight recorders of an EgyptAir plane that crashed into the Mediterranean last month, hoping to establish the cause of the disaster, authorities said Sunday. The Airbus A320 operating Flight MS804 from Paris to Cairo disappeared from radar screens between the Greek island of Crete and the north coast of Egypt on May 19. Sixty-six people were on board.A vast search operation was launched, finding debris and pieces of the plane's fuselage at the bottom of the Mediterranean, before the flight data recorder and cockpit voice recorder were recovered last week. The Egypt-led investigative committee began examining the so-called black boxes on Saturday in the presence of representatives from France and the United States, where the engine was made, said Egypt's civil aviation authority. Both of the devices were damaged and had to be raised from the seabed in several stages, said the authority.Their memory units were removed at the civil aviation ministry's labs in Cairo and were undergoing testing, it said. The data on them is to be unloaded, before it is analysed in a procedure that is expected to last several weeks. If badly damaged, the black boxes would be sent abroad for repairs, otherwise the work could be done in Egypt, the authority has said.Investigators have said it is too early to determine what caused the plane to crash, although a terror attack has not been ruled out.France's aviation safety agency has said the aircraft transmitted automated messages indicating smoke in the cabin and a fault in the flight control unit minutes before it disappeared. On Monday, Egyptian investigators confirmed the aircraft had made a 90-degree left turn followed by a 360-degree turn to the right before hitting the sea.The passengers on the plane were 30 Egyptians, 15 French citizens, two Iraqis, two Canadians, and citizens from Algeria, Belgium, Britain, Chad, Portugal, Saudi Arabia and Sudan. They included a boy and two babies.Seven crew and three security personnel were also on board. The crash came after the bombing of a Russian airliner over Egypt's restive Sinai Peninsula last October that killed all 224 people on board.

EU to draft Middle East 'incentives'-By EUOBSERVER-june 20,16
Today, 19:40-EU foreign ministers Monday "welcomed" France's initiative to try to resume Arab-Israeli talks by holding a high-level conference earlier this month. They tasked EU institutions with drawing up a list of diplomatic and economic "incentives" for Israel and Palestine if they strike a deal. Israel has so far boycotted the project. French minister Jean-Marc Ayrault said "it's in Israel's interest to move" or risk increased Arab "despair [and] violence."
Populist mayor takes Rome in setback for Renzi By Aleksandra Eriksson-june 20,16-euobserver
BRUSSELS, Today, 09:29-Italy’s prime minister Matteo Renzi suffered a setback on Sunday (19 June) as his centre-left Democratic Party (PD) lost control of Rome and Turin to populist mayoral candidates.Virginia Raggi, from the Five Star Movement (M5S), won two out of every three votes in the run-off against PD candidate Roberto Giachetti. The 37-year old lawyer and local councillor is the first woman and the youngest in 100 years to claim the keys to Rome’s city hall.Raggi won over voters disgruntled by the dire state of the capital city, which is struggling to provide basic services such as trash collection and public transport after years of maladministration. The previous mayor, PD's Ignazio Marino, was forced to step down in October over an expenses issue and broader concerns that he failed to handle a criminal network suspected of defrauding the city of millions of euros. The crime syndicate, known as Mafia Capitale, embezzled money destined for city services, notably the reception of refugees and help to Roma people. One of the defendants was caught on tape saying that it was much more profitable to siphon refugee funds than to sell drugs.”With us a new era is opening,” Raggi vowed on election night. "I will be a mayor for all Romans. I will restore legality and transparency to the city's institutions after 20 years of poor governance", she said.PD also lost the northern city of Turin to M5S, where another woman, Chiara Appendino, 31, ousted the incumbent mayor with the backing of the far-right Northern League party. The centre-left managed to keep hold of Milan, Bologna and Naples. The victory in Rome could give M5S a platform for the national elections in 2018.It is already a splinter in the eye of Renzi, who vowed to resign as prime minister if the Italians do not back a referendum on far-reaching constitutional reforms due in October. Both M5S and the far-right see the vote as an opportunity to undermine the prime minister.Renzi rose to power in 2014 amid promises of one reform a month. But Italy is still struggling to get back to growth after years of stagnation. The constitutional reform would strengthen the power of the executive over Italy’s upper house, the Senate. The local elections showed faltering faith in Renzi’s promises to change the country, but also in politicians in general. Only half of those entitled to vote turned up to the polls.
Brexit: EU prepares for the morning after By Eric Maurice-june 20,16-euobserver
BRUSSELS, Today, 09:21-EU leaders have been saying for weeks that there is no plan B if British voters chose to leave the EU in Thursday's (23 June) referendum. But if they wake up Friday morning with the unprecedented reality of a member state quitting the club, they will have to react quickly to contain markets instability and political uncertainty, as well as to prepare the first steps of the divorce process."There are two ways to divorce: an orderly one and a messy one," an EU official said. Although no one in EU circles wants to speak of a divorce, the main institutions believe that the initial reaction could be crucial to avoid the messy type. The clock will start ticking between 5AM and 7AM British time, when the final results come out. The political decisions at the EU level will then be taken at an EU summit on 28 and 29 June. But one can expect the following from the European Commission, Council, Parliament and European Central Bank in the next few days.-Central Bank-In case of Brexit, the first institution to be tested would be the European Central Bank (ECB).Global markets will follow the counting all night and the risk is that European banks could face a shortage of liquidity. Plans on how to cope have been laid down in recent months between the ECB, the Bank of England, eurozone national banks and all concerned banking establishments.“For each bank that is likely to be impacted, we have a plan,” the head of the ECB's supervisory body, Daniele Nouy, told MEPs at a hearing last week.“We challenge these plans. We make sure that they are adequate to the headwinds that might be coming from the market,” she said.A source with knowledge of the plans told EUobserver that banking authorities think "there is enough liquidity" available. But in case of a problem, central banks would open so-called swap lines: the Bank of England would provide British banks with euros while the ECB would provide eurozone banks with sterling.Several other central bank governors also pledged to provide additional liquidity if needed, the source said."It's difficult to know how all players [markets and political leaders] will act," the source added. "We will need to pass on reassuring messages and to coordinate all efforts".ECB president Mario Draghi will speak in Sintra, Portugal, at an ECB forum which takes place on 27-29 June. But if the post-Brexit vote market reaction requires it, he could take to the podium earlier and say he would be ready to "do whatever it takes" - the expression he used at the height of the eurozone debt crisis in 2012.-Commission-On Friday morning, European Commission president Jean-Claude Juncker will host a meeting with Donald Tusk and Martin Schulz, his counterparts from the European Council and Parliament, as well as with Dutch prime minister Mark Rutte, whose country chairs the Council of the EU until 30 June. The meeting will be the first coordinated effort by institution leaders in Brussels to prepare the next steps - implementation of the agreement on EU reform reached in February between the EU and the UK, or the Brexit process.Their decisions and comments will set the tone of the following days and weeks. In the Berlaymont building, the European Commission HQ, seven people will be ready to act whatever the result of the referendum is.The Task Force for Strategic Issues related to the UK Referendum, which was put in place last year, helped to draw up the agreement on EU reform reached in February between the EU and the UK. It would be in charge of implementing it if the UK remains in the EU.The commission will not say what Juncker would propose in case of Brexit, nor whether the task force is also preparing to participate in an eventual Brexit process. But an official who was in close contact with the commission during the EU-UK agreement process told this website he would "be surprised" if the commission really had no plan B.-Parliament-In the highest floors of the EU parliament, Friday will kick off at 8.00AM with an extraordinary conference of political group leaders and Schulz.A parliament official said the meeting would be to determinate the EP's position on the referendum result before Schulz goes to the meeting with Juncker, Tusk and Rutte.Another source told EUobserver that in case of Brexit, the parliament could propose a resolution saying that article 50 of the Lisbon treaty should be seen as having been triggered as soon as British prime minister David Cameron informs other EU leaders about the result of the vote.Article 50 is the article that organises a country's exit from the EU. It is applied when the member state which decides to withdraw notifies the European Council of its intention. With the resolution, the parliament would ask EU leaders not to wait for a formal notification but instead to use the mere notification of the vote's result to start the process. This is to avoid letting Cameron - or his successor if he resigns - delay the notification and to try to use the delay to obtain more favourable term in the UK’s future relationship with the EU.The resolution would be put to the vote in an extraordinary plenary session, probably on 28 June just before the start of the EU summit.-Council-All meetings and declarations from Friday will be part of preparations for the summit, where EU leaders will set the direction for what has to be done.At their last meeting on Wednesday (15 June), EU states’ ambassadors worked on the other issues on the summit agenda but did not mention Brexit."The idea is to have all other issues agreed so leaders can focus on the UK" when they meet, an EU source told EUobserver, referring to migration, economy and external affairs. The first discussion at a political level between the 28 countries will be on Friday morning in Luxembourg at a Europe ministers’ meeting, known as the general affairs council. The EU ambassadors will then meet once or more to include the UK in the draft summit conclusions. But the most important discussions ahead of the summit will be between EU capitals and the leaders' sherpas or aides. In case of Brexit, "the main goal will be to avoid cacophony" between the remaining 27 member states, a diplomat told EUobserver, adding that it would be almost impossible to reach an agreement by the summit on how to proceed. He said that France and Germany had taken the lead in discussions between the six EU founding countries - together with Italy, Belgium, Netherlands and Luxembourg - to present a proposal that other countries could rally round.Last week, after a meeting with his French counterpart Jean-Marc Ayrault, German foreign minister Frank-Walter Steinmeier said that "whatever the UK decides," the two countries "will jointly take on the responsibility of ensuring that the European Union continues and can function”.Sources from other countries and in Brussels said the June summit would not be ripe for a Franco-German initiative.-Real discussion-When leaders meet on Tuesday (28 June), they could have a quick first discussion on the outcome of the referendum, before moving to other issues on the agenda and spending the dinner talking more extensively about the UK, a source said.If Brexit happens and article 50 is triggered, they could spend the second day of the summit in a group of 27 only, without Cameron."The real discussion would be at 27," the source said. "The question will be: what do we want with the Union now?”.But there would be no deal on the table to agree on, just a political direction to lay out. That means that a second summit in July, after more discussion and preparatory work on how to proceed with the Brexit process, would be possible, the source said."But it’s pure speculation," he said, using a word journalists have heard from all institutions recently."Don't forget that the UK staying in is still a possibillity," another EU official said.

Lightning storm leaves dead ducks in its wake-[CBC]-June 20, 2016-yahoonews
A huge crack of lightning was followed by multiple "thumps" on a Regina roof Saturday night — and when the sun came up, there were dead ducks all around. It happened around 9:30 p.m. CST on the 3400 block of Portnall Ave. in the south end of the city.A storm was underway and for several minutes there was intense thunder and lightning. After one particularly brilliant flash of lightning, the ducks dropped from the sky, neighbours said.Three landed on a roof and three more ended up in yards in the area.Neighbours said there was no obvious sign of injury to the mallards, so it's still not clear what killed them.'Microburst' may have been cause: professor-A University of Regina biology professor says there are two likely possibilities: electrocution or a sudden downdraft caused by a "microburst" that slammed the birds to the ground."There's an awful lot of ducks around the neighbourhood and they're flying together," Daniel Gagnon said. "Whatever happened hit them all together, whether it's electricity from the lightning bolt or just a microburst that changed the air pressure."The downdraft is a more plausible explanation, but short of dissecting the mallards and examining the organs, it's impossible to know for sure, he added."It's probably going to remain a mystery," he said.
Tropical Storm Danielle forms off Mexico's eastern coast-[The Canadian Press]-The Associated Press-June 20, 2016-yahoonews
MEXICO CITY - Tropical Storm Danielle formed off eastern Mexico on Monday and began drenching the country's Gulf coast region with heavy rains. The U.S. National Hurricane Center in Miami said Danielle's maximum sustained winds increased to near 45 mph (72 kph), with some slight strengthening expected before the storm was forecast to make landfall later in the day.A tropical storm warning was in effect for a stretch of the Gulf coast state of Veracruz, from Laguna Verde to Rio Panuco. The storm was centred about 30 miles (45 kilometres) northeast of the port of Tuxpan and was moving west at 7 mph (11 kph).Danielle was expected to produce 6 to 10 inches of rainfall over several Mexican states, with isolated amounts up to 15 inches in higher terrain. The Veracruz government cancelled classes in most of the state as a precautionary measure. Schools are sometimes used to shelter storm victims in Mexico. There were no immediate reports of any damage or significant flooding, but the Hurricane Center warned that flash floods and landslides were possible.Danielle was expected to make landfall along a sparsely populated stretch of coast north of Tuxpan.

Firefighters hold 'sleeping giant' wildfire in check in California-[By Alex Dobuzinskis]-June 20, 2016-yahoonews
LOS ANGELES (Reuters) - A stubborn wildfire stoked by triple-digit temperatures blazed for a sixth day outside Santa Barbara in coastal Southern California on Monday as crews worked to keep the blaze some have called a "sleeping giant" in check, officials said.So far, the so-called Sherpa Fire burning in chaparral and tall grass about 20 miles (32 km) northwest of Santa Barbara has led to the evacuation of hundreds of residents from ranches and campgrounds in the hilly area.Authorities have considered allowing at least some of those people to return to their homes as they assess a blaze that overnight held at less than 8,000 acres (3,237 hectares), said Jim Schwarber, a spokesman for the multi-agency team combating the blaze. The fire, which broke out last Wednesday in the Los Padres National Forest and is 54 percent contained, has been called a "sleeping giant" due to the triple-digit temperatures and bone-dry brush in the area, which has not burned in decades, he said."We're working hard to keep that giant contained so it doesn't wake up," Schwarber said.So far, the blaze has destroyed only one building - a water-treatment center at a campground, he said. But it has threatened more than 200 structures and forced officials to close the 101 Freeway near the coast of the Pacific Ocean periodically as it has advanced to within less than a mile of the shore. The more than 1,900 firefighters battling the Sherpa Fire were laboring under scorching heat that has led the National Weather Service to issue an excessive heat warning for California, Nevada and Arizona."Red flag warnings" for extreme fire conditions were in effect for mountains around Los Angeles on Monday, said National Weather Service meteorologist Matt Solum.About 200 miles (321 km) to the south of the Sherpa Fire, firefighters were battling a smaller blaze that started on Sunday in San Diego County near the border with Mexico. The wildfire just north of Tecate, Mexico, had charred more than 1,900 acres (769 hectares) and was only 5 percent contained on Monday, according to the website of the California Department of Forestry and Fire Protection. Two states away, the so-called Dog Head Fire in a largely unpopulated area of central New Mexico was at more than 17,000 acres (6,880 hectares) with 9 percent containment on Monday, after the blaze destroyed 24 homes soon after breaking out last week, according to the tracking website InciWeb.gov.(Reporting by Alex Dobuzinskis; Editing by Dan Grebler)

California power grid braces for heat wave, blackout potential-[Reuters]-By Steve Gorman-June 20, 2016-yahoonews
LOS ANGELES (Reuters) - California's power grid operators warned homes and business on Monday to conserve electricity as rising demand for air conditioning stoked by a record-setting heat wave across the U.S. Southwest tested the region's generating capacity. The so-called Flex Alert was posted until 9 p.m. Pacific time during a second day of triple-digit temperatures expected to strain Southern California's energy production, creating the potential for rolling blackouts on the first official day of summer. The alert marked the first big test of power generators' ability to meet heightened energy demands in the greater Los Angeles area without natural gas supplies normally furnished by the now-crippled Aliso Canyon gas storage field, effectively idled since a major well rupture there last fall.Southern California Gas Co, the division of San Diego-based utility giant Sempra Energy that owns Aliso Canyon, remains barred from refilling the underground storage reserve until the facility is deemed safe to operate again. The gas leak at the site, the worst-ever accidental methane release in the United States, forced thousands of nearby Los Angeles residents from their homes for several months. The leak was finally plugged in February. But with Aliso Canyon effectively shut down indefinitely, state energy regulators have warned that the region faces up to 14 days of gas shortages severe enough to trigger blackouts this summer. The California Independent System Operator (ISO), which runs the state's power grid, urged consumers on Monday to cut back on electricity usage, especially during late-afternoon hours.Utility customers were advised to turn off unnecessary lights, to set air conditioners to 78 degrees Fahrenheit or higher, and to wait until after 9 p.m. to run major appliances, such as clothes washers and dryers.Much of the Desert Southwest simmered in a second straight day of record, triple-digit temperatures, as the National Weather Service extended excessive-heat warnings through Wednesday for southern portions of California, Arizona and Nevada.Electricity demand on Monday and Tuesday was expected to top 45,000 megawatts, compared with last year's peak demand 47,358 megawatts last year and the all-time high of 50,270 megawatts in July 2006, according to the ISO.All customers, including homes, hospitals, oil refineries and airports, are at risk of losing power at some point this summer because a majority of electric-generating stations in California use gas as their primary fuel.Since the energy crisis of 2000-2001, the ISO has imposed brief rotating outages in 2004, 2005, 2010 and 2015, mostly related to unexpected transmission line or power plant failures during periods of unusually high demand.Aliso Canyon is the biggest of four SoCal Gas storage fields and the largest such facility in the western United States. It provides service to the region's 17 gas-fired power plants, hospitals, refineries, and other key parts of California's economy, including 21 million residents.SoCal Gas strives during summer to completely fill the 86.2-billion cubic feet (bcf) of storage capacity at Aliso Canyon to prepare for the upcoming winter-heating season, when gas demand peaks.State regulators, however, ordered the company in January to reduce the amount of working gas in Aliso Canyon to just 15 bcf and use that fuel to ease the risk of gas curtailments and power interruptions this summer. The utility is prohibited from injecting more fuel into Aliso Canyon until the company inspects all of its 114 wells.(Reporting by Scott DiSavino in New York; Writing and additional reporting by Steve Gorman in Los Angeles; Editing by Joseph Radford)

RCMP warns Calgary family their home is on ISIS hit list-[CBC]-June 20, 2016-yahoonews
A Calgary man is worried about the safety of his family after police notified him his house is on an ISIS hit list. There are 151 Canadians on the ISIS list, which contains the names, email and physical addresses of some 8,300 people around the globe. Although there is no indication anyone has been harmed, police are contacting the people named out of a "duty to inform."The 32-year-old Calgary man bought the house eight months ago and believes the address was attached to a previous resident's web account that was hacked."If there's a kill list, and our house is on it, what do I do?" said the father of a two-year-old girl. He asked not to be named at the advice of the RCMP.His wife had called him in tears with the news. She had returned from work and found a card from an RCMP officer on the door. When she called, the female officer told her their address was on a target list."My wife's like, 'What target list?' She says it's an ISIS target list."'I got my rifles out'-The officer went on to explain that the name attached to the address was from a previous resident whose LinkedIn or Facebook account had been hacked."They basically said, 'Just keep your eyes open, anything suspicious, any unknown packages on your deck, call her as soon as possible.'"The uncertainty has been trying, but the man, a Calgary native who works as a landscaper, is trying to remain calm."I don't believe they're going to go and attack a residential house, but who knows? Whoever was living here might have stirred some crap up with them."But just in case, he's installing a security system and not taking any chances."My reaction is — I went downstairs, I got my rifles out, I got it ready. I'm here, I'm ready to protect my family, my daughter, my wife and my neighbours."-'Little bit of terror'-The man has also warned his neighbours to keep an eye out for anything suspicious and to let him know so he can contact police. One of his neighbours — whom CBC is also not naming for security reasons — echoes his concern."It's frightening to say the least, I don't know what to make of it," said the neighbour, who has a girlfriend and small children."I would like to say I don't want to worry about it, but I'd be lying to you."Both men said they never thought this would happen in Canada."It's a little disheartening for him and his family and puts a little bit of terror into the general scope of your everyday living when you've got to worry that something may progress and possibly happen on Canadian soil."-ISIS list-The Canadian names on the ISIS hit list are mostly of women from small cities in Canada, although there are some from large cities too, according to the CBC's Adrienne Arsenault, who has obtained a copy of the list.In analyzing the Canadian data, CBC has learned that most email addresses (71 per cent) appear to have been hacked at some point, either in an old LinkedIn hack or one from Myspace or Adobe. The Middle East Media Research Institute first uncovered the list on pro-ISIS accounts from social media platforms like Telegram. The entity behind the list is called the United Cyber Caliphate, an umbrella group for pro-ISIS hackers. Most of their hit lists target U.S. drone operators, transit police or government employees. But the latest list appears to contain a more random listing of civilians. An RCMP spokesman told CBC News the force is aware of the list and is working with domestic and international law enforcement partners to assess the information and notify Canadians on the list. "Because of the sensitive nature of this matter, we will not be providing further comment," Harold Pfleiderer said. The CBC respects the privacy and safety of those named on the list, and will not publish their names.
Trudeau condemns killing of 14 Canadian Embassy security guards in Kabul-[The Canadian Press]-June 20, 2016-yahoonews
OTTAWA - Prime Minister Justin Trudeau has called the bombing that killed 14 Nepalese security guards en route to the Canadian Embassy in Afghanistan "appalling and cowardly."The Canadian Embassy in Kabul confirmed Monday that the guards were on their way there when the bombing happened, but said there had been no attack on its embassy premises."Today's attack on security workers in Kabul is appalling and cowardly," Trudeau tweeted. "Our thoughts are with the victims as we stand with the Afghan people."The Afghan Interior Ministry confirmed that all 14 killed were Nepalese citizens, describing Monday's attack as the work of a "terrorist suicide bomber." It said the explosion also wounded nine people, five Nepalese employees and four Afghan civilians.Foreign Affairs Minister Stephane Dion also came forward Monday to condemn the attack."Many of the victims have been part of our embassy family for years, and they will be remembered for their service in the protection of the men and women at the Embassy of Canada to Afghanistan," Dion said in a statement. "Canada stands with the people of Afghanistan in their struggle against terrorism in all its forms."The Associated Press reported from Afghanistan that there were conflicting claims of responsibility for the attack, and that they could not immediately be reconciled. It said Taliban spokesman Zabihullah Mujahid claimed responsibility for the attack in a statement and that an Islamic State affiliate also claimed responsibility for the Kabul attack, identifying the suicide bomber as Erfanullah Ahmed. In Nepal, foreign affairs spokesman Bharat Raj Paudyal, said the Nepalese government is aware of the incident and is trying to verify the names of the victims. Nepal doesn't have an embassy in Afghanistan, but the embassy in Islamabad, Pakistan, is working to get the details, he said. The attack was the latest to hit Kabul as the Taliban have stepped up their assaults as part of their summer offensive.Afghanistan's chief executive officer, Abdullah Abdullah, condemned the attack on Twitter, saying: "This attack is an act of terror and intimidation."Elsewhere in Afghanistan, a bomb rigged to a motorbike killed 10 civilians and wounded 40 others during morning rush hour in a busy market in a province in the northeast. And later Monday in Kabul, a second Taliban bombing killed a civilian and wounded five people, including a provincial council member who was the intended target of that attack, authorities said.In a statement from the presidential palace in Afghan President Asharf Ghani condemned all three attacks. It quoted Ghani as saying that "terrorists do not hesitate to kill people even during the holy month of Ramadan" and that they are seeking to "create fear among the people."--With files from The Associated Press
Global migrant tide swells to record 65 million-[AFP]-Ben Simon-June 20, 2016-yahoonews
Geneva (AFP) - The number of refugees and others fleeing their homes worldwide has hit a new record, spiking to 65.3 million people by the end of 2015, the United Nations said Monday.Europe's high-profile migrant crisis, its worst since World War II, is just one part of a growing tide of human misery led by Palestinians, Syrians and Afghans.Globally, close to one percent of humanity has been forced to flee."This is the first time that the threshold of 60 million has been crossed," the UN refugee agency said. The figures, released on World Refugee Day, underscore twin pressures fuelling an unprecedented global displacement crisis. As conflict and persecution force growing numbers of people to flee, anti-migrant political sentiment has strained the willingness to resettle refugees, said UNHCR chief Filippo Grandi."Instead of burden-sharing, we see borders closing. Instead of political will, there is political paralysis and humanitarian organisations like mine are left to deal with the consequences and struggling to save lives on limited budgets," Grandi told reporters in Afghanistan's capital Kabul.- Unprecedented risk -The number of people displaced globally rose by 5.8 million through 2015, according to the UN figures.Counting Earth's population at 7.349 billion, the UN said that one out of every 113 people on the planet was now either internally displaced or a refugee. They now number more than the populations of Britain or France, the agency said, adding that it is "a level of risk for which UNHCR knows no precedent.""Every 24 minutes a person is forced to choose exile from his home," Grandi said in Kabul.Displacement figures have been rising since the mid-1990s, but the rate of increase has jumped since the outbreak of Syria's civil war in 2011.Of the planet's 65.3 million displaced, 40.8 million remain within their own country, 21.3 million have fled across borders and are now refugees, while the remainder are asylum seekers.Palestinians are the largest group of refugees at more than five million, including those who fled at the creation of Israel in 1948 and their descendants.Syria is next on the list, with 4.9 million refugees, followed by Afghanistan (2.7 million) and Somalia (1.1 million).- Rising conflict, shrinking solutions -A mixture of worrying factors has led to rising displacement and narrowing space for refugee resettlement."Situations that cause large refugee outflows are lasting longer," the agency said, including more than 30 years of unrest in both Somalia and Afghanistan.New and intense conflicts as well as dormant crises that have been "reignited" are further fuelling displacement, UNHCR said, pointing to South Sudan, Yemen, Burundi and the Central African Republic, aside from Syria.Beyond the refugee hotspots in the Middle East and Africa, UNHCR said there were also troubling signs in Central America, where growing numbers of people fleeing gang violence led to a 17-percent rise in those leaving their homes through 2015.Faced with an increasing need to resettle those facing persecution, the answers are not always obvious."The rate at which solutions are being found for refugees and internally displaced people has been on a falling trend since the end of the Cold War," the UN agency said."We simply do not have the option of turning our backs and walking away," Grandi warned in Kabul, echoing wider calls among humanitarian chiefs for world powers, especially in the West, to be more welcoming of migrants and refugees.Turkey -- which struck a controversial deal with the European Union in March to stem Europe's migrant crisis -- hosted the highest number of refugees through 2015 at 2.5 million, mostly Syrians.Germany received the highest number of asylum requests (441,900) over the 12-month span, demonstrating the country's "readiness to receive people who were fleeing to Europe via the Mediterranean."burs-bs/nl/ric
