Paris wants haste and German Chancellor Angela Merkel is urging patience. European Commission President Jean-Claude Juncker said he wanted to "start immediately".And on Sunday, Scotland's leader said Scotland may veto Brexit altogether. Under devolution rules, the parliaments of Scotland, Northern Ireland and Wales are required to consent to any EU divorce, according to a report by the House of Lords.Most British politicians agree such a decisive 52-48 win for Leave in the referendum means a divorce must happen. But he offered no concrete suggestions for how the two sides should make good on the decision by British voters to leave the 28-nation bloc.“The most important thing is that all of us, as leaders, work together to provide as much continuity, as much stability, as much certainty as possible,” Kerry said as he met in Rome with Italian Foreign Minister Paolo Gentiloni.Responsible handling of the situation, he said, will help “the marketplace understand there are ways to minimize disruption, there are ways to smartly move ahead in order to protect the values and interests that we share.”Kerry had scheduled talks in Rome with Israeli Prime Minister Benjamin Netanyahu later Sunday. MADRID (Reuters) - Spain's two biggest left-wing parties, the Unidos Podemos alliance and the Socialist party, could come close to clinching an absolute majority together in a Sunday's parliamentary election, several exit polls showed.Unidos Podemos ("Together We Can"), a coalition of several leftist parties led by anti-austerity newcomer Podemos were seen winning 87 to 95 seats, and the Socialists 81 to 86 seats.Together they would have more than the 176 seats needed for an absolute majority, the exit polls from state broadcaster TVE and the ABC newspaper and Cope radio station showed.The conservative People's Party (PP) of acting Prime Minister Mariano Rajoy was seen winning the most seats overall with 117 to 124.
