WASHINGTON (Reuters) - The U.S. Supreme Court on Monday handed a victory to abortion rights advocates, striking down a Texas law imposing strict regulations on abortion doctors and facilities that its critics contended were specifically designed to shut down clinics.The 5-3 ruling held that the Republican-backed 2013 law placed an undue burden on women exercising their constitutional right to end a pregnancy established in the landmark 1973 Roe v. Wade decision. The normally nine-justice court was one member short after the Feb. 13 death of conservative Justice Antonin Scalia, who consistently opposed abortion in past rulings.Conservative Justice Anthony Kennedy joined liberal members of the court in ruling that both key provisions of the law violate a woman’s constitutional right to obtain an abortion.Liberal Justice Stephen Breyer, writing for the court, said that the appeals court that upheld the law was wrong in its approach, noting that courts are required to “consider the burdens a law imposes on abortion access together with the benefits that those laws confer.”Deferring to state legislatures over “questions of medical uncertainty is also inconsistent with this court’s case law,” Breyer added.Three conservative justices - Chief Justice John Roberts, Justice Clarence Thomas and Justice Samuel Alito - dissented.By setting a nationwide legal precedent that the two provisions in the Texas law were unconstitutional, the ruling imperils laws already in place in other states.Texas had said its law, passed by a Republican-led legislature and signed by a Republican governor in 2013, was aimed at protecting women’s health. Paris prosecutor opens manslaughter probe into crashed EgyptAir jet-[Reuters]-June 27, 2016-YAHOONEWS

PARIS/CAIRO (Reuters) - The Paris prosecutor's office on Monday opened a manslaughter investigation into the crash of EgyptAir flight MS804, as the doomed jet's black box memory chips were sent to France for repair.The Airbus went down in the eastern Mediterranean Sea en route from Paris to Cairo on May 19 and all 66 people on board were killed. The cause of the crash remains unknown."The Paris prosecutor has opened today a full investigation into involuntary homicide," the prosecutor's office told Reuters in a text message.The prosecutor said it was not looking into terrorism as a possible cause of the crash at this stage.Damaged memory chips from the black boxes were flown to France on Monday after Egyptian investigators had tried without success to repair them, an investigation committee statement said.The chips should allow investigators to begin transcribing and analyzing the recordings and data which may hold key insights into what caused the crash.A lab belonging to France's BEA air accident investigation agency will try to remove sea salt deposits from the chips before returning them to Cairo for analysis.The plane is believed to have crashed in the deepest part of the Mediterranean and the black boxes, recovered last week, were badly damaged.On Monday debris from the jet was brought to Cairo airport, where investigators will try to reassemble part of the plane's frame in search of additional clues that may help explain the crash, a source on the investigation committee said.(Reporting by Chine Labbe and Eric Knecht; editing by Andrew Roche)

Beirut (AFP) - The Islamic State group Sunday published a video showing the execution-style killing of five Syrian citizen journalists they kidnapped eight months ago in the east of the war-torn country.The victims seen in the footage -- which was posted on the blog of the group's Al-Bayan radio -- were all from the city of Deir Ezzor, 60 percent of which is controlled by IS.A Britain-based monitor that works with sources inside Syria to collect information on the five-year conflict said it recognised one of the victims as a citizen journalist it had worked with.The activists were kidnapped in Deir Ezzor in October and killed between November and December, said the Syrian Observatory for Human Rights."The video was only published now because IS -- who are losing ground in Syria -- want to send a message that they are still strong," Observatory chief Rami Abdel Rahman said.The jihadist group has come under pressure in Syria, where a US-backed Kurdish-Arab alliance is pressing an offensive to retake its bastion of Manbij near the Turkish border.IS has previously claimed the killing of several citizen journalists working secretly in areas it controls in Syria -- including the group's stronghold of Raqa -- and accused them of being spies.It has also claimed to have killed activists in Turkey.Last October, the decapitated bodies of two activists originally from Raqa were found in the Turkish city of Sanliurfa, 55 kilometres (35 miles) from the Syrian border.In late December, Syrian anti-IS filmmaker Naji Jerf was killed in the Turkish city of Gaziantep.And in April, Syrian journalist Mohammed Zaher al-Shurqat died in hospital after he was shot in the head by IS jihadists in the same city.

MOSCOW (Reuters) - Turkish President Tayyip Erdogan has apologized to Russian leader Vladimir Putin over last year's shooting down of a Russian air force jet by Turkey's military, the Kremlin said on Monday, opening the way for Russia to lift economic sanctions.The Russian jet was shot down, with the loss of the pilot, in November while it took part in the Kremlin's military campaign in Syria. Ankara said it acted lawfully because the plane had crossed into Turkish air space; Moscow denied that happened."I want to once again express my sympathy and deep condolences to the family of the Russian pilot who died and I say: 'I'm sorry,'" the Kremlin, in a statement, cited Erdogan as saying in the letter.A spokesman for Erdogan, Ibrahim Kalin, confirmed the letter was sent to Putin, though he did not refer explicitly to an apology. He said that Erdogan, in the letter, had expressed regret and asked the family of the pilot to "excuse us."The Kremlin responded to the downing of the plane by slapping trade restrictions on Ankara -- including freezing work on a pipeline to ship Russian gas to Europe via Turkey, and advising Russian tourists to avoid Turkish resorts.Putin had said those measures would only be lifted if Erdogan personally issued an apology. FALLUJA, Iraq (Reuters) - Iraq's army sought on Monday to eliminate Islamic State fighters holed up in farmland west of Falluja to keep them from launching a counterattack on the city, a day after the government declared victory over the militants there.Backed by air strikes from a U.S.-led coalition, Iraqi artillery bombarded targets as troops closed in on up to 150 insurgents in areas along the southern bank of the Euphrates river, an army officer participating in the operation said.The government's recapture of Falluja, an hour's drive west of the capital, was part of a broader offensive against Islamic State, which seized large swathes of Iraq's north and west in 2014 but is now being driven back by an array of forces.Falluja's recovery lent fresh momentum to the campaign to recapture Mosul, Iraq's second largest city and the biggest anywhere in the jihadists' self-proclaimed caliphate. Prime Minister Haider al-Abadi has pledged to retake Mosul this year.Colonel Ahmed al-Saidi, who participated in Monday's advance, said ground forces were moving cautiously to avoid triggering roadside bombs planted by Islamic State.The holed-up militants "have two options: either they surrender or they get killed. Some fighters from Shi'ite Muslim militias, which have held several outlying areas for months, are also present inside Falluja proper.The army, along with local police, are expected to take full control in the coming days, a military source said.Central districts of Falluja, which in January 2014 became the first Iraqi city to fall to Islamic State, were mostly quiet on Monday as bomb-removal operations along roadways and in buildings began in earnest.Military sources said the city had been heavily mined by Islamic State but the extent of damage to infrastructure and property could not be assessed easily.Dozens of buildings across the city have been set on fire, something government forces blamed mostly on fleeing militants.At least one building, a converted prison in Nazal district, was torched after Islamic State was pushed out.In video published a week ago showing the cages where the militants had allegedly detained Iraqi security officials, the building appeared fully intact. When a Reuters team visited the same site on Monday, soot covered the floor and most rooms were stained black from smoke.A spokesman for Iraq's federal police acknowledged the arson, but said his forces no longer controlled the area. Just as West Virginia starts to recover from the worst flooding there in more than a century, more heavy rain is in the forecast.More than 20 counties were under flood watch Monday, including the three most devastated by rain – Kanawha, Nicholas, and Greenbrier counties. In Greenbrier, at least 17 people have died, and floodwaters have not receded. The amount of rainfall is not expected to near the total Thursday. But enough rain could cause additional flash flooding in areas already impacted by the historic floods, according to The Weather Channel.Though the torrential rains will likely slow any recovery, a framework is in place to assist West Virginians regain their normal lives, as President Obama designated a federal disaster area there on Saturday, ordering federal aid to residents of Kanawha, Greenbrier, and Nicholas counties that could include grants for temporary housing and repairs. But residents also emphasize the importance of being there for each other.Take TJ Parker, of Rainelle, W.Va. Mr. Parker rescued an elderly man who called for help, as Parker and his dog, Titan, swam four blocks to safety. Parker says he was forced to hold his breath underwater to support the elderly man.“I realize that sounds crazy, but you have to do what you have to do at that time,” Parker told the Associated Press.Up to 10 inches of rain brought on flooding Thursday, with parts of the state receiving 1 to 3 inches in hours. West Virginia received one-quarter of its annual rainfall in one day, and numerous rivers surged to dangerous levels, including Elk River, whose levels broke a record at one stage that had stood since 1888.The rains across the mountainous state sent torrents of water from rivers and streams through homes and whole towns, with some completely surrounded by water. Hundreds of homes and buildings across the state have been lost or destroyed.Since Thursday, 25 people have died, the highest in any state from flooding this year.Hundreds of people have been rescued, said Tim Rock, spokesman for the state Division of Homeland Security and Emergency Management.Although Monday’s rains will likely inflict more damage, the disaster is already drawing comparisons to the flooding there in November 1985, the state’s most expensive natural disaster. It caused $570 million in damage, with more than 3,500 homes, 180 businesses, and 43 bridges destroyed. Twenty-nine counties were declared federal disaster areas."This is the worst I've ever seen," Fayette County Sheriff's Sgt. Bill Mooney, who served in the National Guard during massive floods in 2000-01, told the Associated Press. "Nobody expected 7 inches of (rain) in three hours."Mr. Obama's declaration of the federal disaster is expected to provide some relief. Residents in the three worst hit counties can receive aid for temporary housing and home repairs, receive low-cost loans to cover uninsured property losses, and qualify for other assistance for individuals and business owners.
