Saudi crown prince calls Iran supply of rockets 'military aggression'-[Reuters]-yahoonews-November 7, 2017

DUBAI (Reuters) - Saudi Arabia's crown prince said Iran's supply of rockets to militias in Yemen is an act of "direct military aggression" that could be an act of war, state media reported on Tuesday.Prince Mohammed bin Salman's comments were published after Saudi air defense forces intercepted a ballistic missile that Saudi Arabia said was fired toward Riyadh on Saturday by the Iran-allied Houthi militia, which controls large parts of neighboring Yemen.Saudi-led forces, which back the internationally-recognized government, have been targeting the Houthis in a war which has killed more than 10,000 people and triggered a humanitarian disaster in one of the region's poorest countries.The supply of rockets to the Houthi movement could "constitute an act of war against the kingdom," state news agency SPA on Tuesday quoted Prince Salman as saying in a call with British Foreign Minister Boris Johnson.Iran has denied it was behind the missile launch, rejecting the Saudi and U.S. statements condemning Tehran as "destructive and provocative" and "slanders".In reaction to the missile, the Saudi-led military coalition said on Monday it would close all air, land and sea ports to the Arabian Peninsula country.The United Nations on Tuesday called on the coalition to re-open an aid lifeline into Yemen, saying food and medicine imports were vital for 7 million people facing famine."The situation is catastrophic in Yemen, it is the worst food crisis we are looking at today," Jens Laerke of the U.N. Philippines starts construction near China's manmade islands in disputed waters-[Reuters]-YAHOONEWS-November 7, 2017

MANILA (Reuters) - The Philippines has started upgrading military facilities on the biggest features it occupies in the disputed South China Sea, its defense secretary said on Tuesday, asserting Manila's claims in the strategic waterway.Delfin Lorenzana said a contractor was building a beach ramp on Thitu Island, locally known as Pag-asa (hope), the largest of nine features the Philippines holds in the Spratly islands."While construction is ongoing, albeit intermittently, depending on good weather, we expect its completion by early 2018," Lorenzana said, adding the monsoon rains have been hampering the building of the beach ramp."No construction can proceed without a good beaching ramp."China claims almost the entire South China Sea, but Brunei, Malaysia, the Philippines, Taiwan and Vietnam also have claims on the waterway where more than $3 trillion worth of sea-borne goods pass every year.Recent satellite imagery has shown Chinese vessels gathering around Thitu, in what some experts say could be an attempt to deter the Philippines from cementing its claim. SUTHERLAND SPRINGS, Texas — The gunman who killed 26 people at a small-town Texas church had a history of domestic violence that spanned years before the attack, and was able buy weapons because the Air Force did not submit his criminal history to the FBI as required by military rules.If the past offences by Devin Patrick Kelley — who fired at least 450 rounds at helpless worshippers on Sunday morning — had been properly shared, they would have prevented him from buying a gun, the Air Force acknowledged Monday.Investigators also revealed that Kelley had sent threatening text messages to his mother-in-law, a member of First Baptist, before the attack, and that sheriff's deputies had responded to a domestic violence call in 2014 at his home involving a girlfriend who became his second wife.Later that year, he was formally ousted from the Air Force for a 2012 assault on his ex-wife in which he choked her and struck her son hard enough to fracture his skull.At a news conference in South Korea, President Donald Trump was asked if he would support "extreme vetting" for gun purchases in the same way he has called for "extreme vetting" for people entering the country. Trump responded by saying stricter gun control measures might have led to more deaths in the shooting because a bystander who shot at the gunman would not have been armed."If he didn't have a gun, instead of having 26 dead, you would have had hundreds more dead," Trump said.In the tiny town of Sutherland Springs, population 400, grieving townspeople were reeling from their losses. The dead ranged from 18 months to 77 years old and included multiple members of some families."Our church was not comprised of members or parishioners. We were a very close family," said the pastor's wife Sherri Pomeroy, who, like her husband, was out of town when the attack happened. "Now most of our church family is gone."The couple's 14-year-old daughter, Annabelle Pomeroy, was among those killed.Kelley's mother-in-law sometimes attended services there, but the sheriff said she was not at church Sunday.The massacre appeared to stem from a domestic situation and was not racially or religiously motivated, Texas Department of Public Safety Regional Director Freeman Martin said. He did not elaborate.Based on evidence at the scene, investigators believe Kelley died of a self-inflicted gunshot wound after he was chased by bystanders, one of whom was armed, and crashed his car.The 26-year-old shooter also used his cellphone to tell his father he had been shot and did not think he would survive, authorities said.While in the military, Kelley served in logistics readiness at Holloman Air Force Base in New Mexico from 2010 until his 2014 discharge, Air Force spokeswoman Ann Stefanek said.He was discharged for the assault involving his previous wife and her child and had served a year of confinement after a court-martial. Under Pentagon rules, information about convictions of military personnel for crimes such as assault should be submitted to the FBI's Criminal Justice Investigation Services Division.Stefanek said the service is launching a review of its handling of the case and taking a comprehensive look at its databases to ensure other cases have been reported correctly.A few months before he received the bad-conduct discharge, sheriff's deputies went to his home to check out the domestic violence complaint involving him and his then-girlfriend. People in the house said there was no problem, and no arrests were made. Kelley married the girlfriend two months later.Also in 2014, he was charged with misdemeanour animal cruelty in Colorado after a neighbour reported him for beating a dog. Kelley initially refused to speak with officers about the incident. He denied abusing the animal but complied with an order to pay almost $370 in restitution. He was also the focus of a protective order issued in Colorado in 2015.Once the shooting started, there was probably "no way" for congregants to escape, Wilson County Sheriff Joe D. Tackitt Jr. said.The gunman, dressed in black tactical gear, fired an assault rifle as he walked down the centre aisle during worship services. He turned around and continued shooting on his way out of the building, Tackitt said.About 20 other people were wounded. Ten of them were still hospitalized Monday in critical condition.Investigators collected hundreds of shell casings from the scene, along with at least 15 empty magazines that held 30 rounds each.Kelley lived in New Braunfels, about 35 miles (55 kilometres ) north of the church, authorities said. Investigators were reviewing social media posts he made in the days before the attack, including one that appeared to show an AR-15 semi-automatic weapon.Less than two months ago, Kelley had started a job as an unarmed security guard at a nearby resort.He "seemed like a nice guy" and did not cause any problems, said Claudia Varjabedian, manager at the Summit Vacation Resort in New Braunfels.On Sunday, the attacker pulled into a gas station across from the church, about 30 miles (50 kilometres ) southeast of San Antonio. He crossed the street and started firing the rifle at the church, then continued firing after entering the white wood-frame building, Martin said.As he left, the shooter was confronted by an armed resident — later identified as Stephen Willeford — who had grabbed his own rifle and exchanged fire with Kelley.Willeford had help from another local resident, Johnnie Langendorff, who said he was driving past the church as the shooting happened. The armed resident asked to get in Langendorff's truck, and the pair followed as the gunman drove away."He jumped in my truck and said, 'He just shot up the church. We need to go get him.' And I said 'Let's go,'" Langendorff said.The pursuit reached speeds up to 90 mph (145 kph). Willeford told Arkansas TV stations KHBS/KHOG that he kept a 911 operator advised of the situation during the chase. The gunman eventually lost control of his vehicle and crashed.Willeford walked up to the vehicle with his gun drawn, and the attacker did not move. A quick pop, pop, pop that was very clearly gunfire, but Terrie Smith had heard noises like that before plenty of times.It was the soundtrack of any small town here along the back roads of South Texas, where people are known to shoot rattlesnakes and other critters even in broad daylight — sometimes for safety, but more often for fun — without anyone blinking an eye.But as Smith walked into Teresa’s Restaurant, her namesake eatery inside the Valero gas station here, just off state Highway 87 a little before 11:30 on Sunday morning, the pops suddenly turned into rapid bursts that didn’t stop. “Someone’s shooting out there,” someone yelled.Running out to the parking lot, she looked across the street to the First Baptist Church, just a hundred or so yards away, where the congregants were some of her closest friends and customers. Near the front of the building, she saw a figure dressed all in black clutching what looked like a machine gun.th every burst of fire, she saw his body visibly quake, as he sprayed the outside the church with bullets again and again.On Monday, authorities confirmed the gunman was Devin Kelley, 26, from nearby New Braunfels, Texas, about 40 minutes north of Sutherland Springs. He was pursued by a second truck, driven by Johnnie Langendorff, who had been flagged down by the neighbor. The two took off after Kelley, who, according to the account by law-enforcement officials, crashed in a field 10 miles away, and was found dead by police. He had been shot by the neighbor and had also suffered a self-inflicted gunshot wound, although officials said the sequence was unclear.Back at the Valero, where the parking lot on Monday morning was filled with media trucks, Smith cried as she wondered about the fate of her community. NEW BRAUNFELS, Texas — Wherever Devin Patrick Kelley went after graduating from high school, a trail of violence followed.In New Mexico, Kelley was kicked out of the Air Force following a court-martial two years after he enlisted for abusing his wife and reportedly hitting her child hard enough to fracture his skull. In Colorado, he was charged with misdemeanour animal cruelty after someone saw him punch a dog several times. And in Texas, sheriff's deputies were called to his parents' house after his girlfriend told a friend he was abusing her.Authorities say Kelley opened fire Sunday at the First Baptist Church of Sutherland Springs, Texas, killing 26 people and wounding 20 others.According to their investigation, Kelley entered the small church during worship services dressed in black tactical gear and carrying an assault rifle. He fired it as he walked down the centre aisle, shooting people who had no way to escape.Authorities have said the suspect's mother-in-law attended the church and she'd gotten threatening texts from him. Kelley's parents and other relatives did not return numerous messages from The Associated Press seeking comment. But according to military officials and authorities in three states, the 26-year-old Kelley had a history of threatening loved ones with violence.A native of the San Antonio suburb of New Braunfels, Kelley graduated from high school in 2009, according to a district spokeswoman. He enlisted in the Air Force the following year and was assigned to Holloman Air Force Base in New Mexico, with the responsibility of moving passengers, cargo and personal property in military transportation. He got married for the first time in 2011.But according to Air Force spokeswoman Ann Stefanek, Kelley faced a court-martial in 2012 on allegations that he abused his wife and a child. According to court-martial documents the Air Force released Monday, Kelley was accused of choking his wife, pulling her hair and kicking her. He also hit the child on the head and body, according to the documents. The Air Force's former chief prosecutor, Don Christensen, told The New York Times that Kelley fractured the child's skull.Kelley also was accused of pointing a loaded firearm and an unloaded firearm at the woman, according to the court-martial documents, but he pleaded not guilty to those allegations and they were "withdrawn and dismissed with prejudice after arraignment."Kelley was sentenced to 12 months of confinement and ultimately removed from the military with a bad-conduct discharge and a reduction of rank.The Air Force acknowledged Monday that it didn't enter Kelley's criminal history into the federal database used to conduct background checks on citizens looking to purchase a firearm. Authorities recovered a Ruger AR-556 rifle at the church and two handguns from Kelley's vehicle. They say all three were purchased by Kelley.His wife, Tessa Kelley, filed for divorce in 2012, the same year as the court-martial. It creates an opportunity for political pressure, as conditions for the prolongation are vague.Timmermans said that despite several invitations to Polish ministers to settle the ongoing rule of law probe into Poland's judiciary, the ministers of the Law and Justice party (PiS) government have not met with him to discuss the concerns. People at the scene of last Tuesday's fiery crash on Highway 400 ran from a "wall of fire" as fuel poured out of several tanker trucks involved in the 14-vehicle pileup.That raging fire has made identifying the three victims difficult, said Sgt. Kerry Schmidt of the Ontario Provincial Police.Sharing an update through a live stream on Monday, Schmidt did confirm the coroner has identified one victim: 37-year-old Benjamin Dunn, a truck driver and father of nine who was previously assumed to have died in the crash.Police have also been in touch with family members of the other two potential victims, Schmidt said. One could be confirmed within a few days, while the other victim's identity may take longer to determine.Still not clear what caused pileup-It's also not clear what precisely caused the pileup, which started around 11:30 p.m. on Oct. 31.
