North Korea warned Monday that the unprecedented deployment of three U.S. aircraft carrier groups "taking up a strike posture" around the Korean peninsula is making it impossible to predict when nuclear war will break out.North Korea's U.N. ambassador, Ja Song Nam, said in a letter to Secretary-General Antonio Gutteres that the joint military exercises with South Korea are creating "the worst ever situation prevailing in and around the Korean peninsula."Along with the three carrier groups, he said, the U.S. has reactivated round-the-clock sorties with nuclear-capable B-52 strategic bombers "which existed during the Cold War times."He also said the U.S. is maintaining "a surprise strike posture with frequent flights of B-1B and B-2 formations to the airspace of South Korea.""The large-scale nuclear war exercises and blackmails, which the U.S. staged for a whole year without a break in collaboration with its followers to stifle our republic, make one conclude that the option we have taken was the right one and we should go along the way to the last," Ja said.He didn't elaborate on what "the last" might be, but North Korea has launched ballistic missiles that have the potential to strike the U.S. mainland, and it recently conducted its largest-ever underground nuclear explosion. SEOUL, Korea, Republic Of — Four North Korean soldiers fired about 40 rounds at a comrade fleeing into South Korea and hit him five times in the first shooting at the jointly controlled area of the heavily fortified border in more than 30 years, the South's military said Tuesday.South Korean soldiers did not fire their weapons, but Monday's incident occurred at a time of high animosity over North Korea's nuclear program. The North has expressed intense anger over past high-profile defections.The soldier is being treated at a South Korean hospital after a five-hour operation for the gunshot wounds he suffered during his escape across the Joint Security Area. His personal details and motive for defection are unknown and his exact medical condition is unclear.South Korea's military said he suffered injuries in his internal organs but wasn't in a life-threatening condition. But the Ajou University Medical Center near Seoul said the soldier was relying on a breathing machine after the surgery removed the bullets. Lee Guk-jong, a doctor who leads Ajou's medical team for the soldier, described his patient's condition as "very dangerous" and said the next 10 days might determine whether he recovers.On Monday, he first drove a military jeep but left the vehicle when one of its wheels fell into a ditch. He then fled across the JSA, with fellow soldiers chasing and firing at him, South Korea's military said, citing unspecified surveillance systems installed in the area.Suh Wook, chief director of operations for the South's Joint Chiefs of Staff, told lawmakers that North Korea fired a total of about 40 rounds in a shooting that his office suggested started while the soldier was in the jeep.The solider was found beneath a pile of leaves on the southern side of the JSA and South Korean troops crawled there to recover him. A U.N. Command helicopter later transported him to the Ajou medical centre , according to South Korean officials.The North's official media haven't reported the case as of Tuesday afternoon. About 30,000 North Koreans have fled to South Korea, mostly via China, since the end of the 1950-53 Korean War.The JSA is jointly overseen by the American-led U.N. Command and by North Korea, with South Korean and North Korean border guards facing each other only meters (feet) apart. It is located inside the 4-kilometre-wide (2 1/2-mile-wide) Demilitarized Zone, which forms the de facto border between the Koreas since the Korean War. While both sides of the DMZ are guarded by barbed wire fences, mines and tank traps, the JSA includes the truce village of Panmunjom which provides the site for rare talks and draws curious tourists.Monday's incident was the first shooting at the Joint Security Area since North Korean and U.N. Command soldiers traded gunfire when a Soviet citizen defected by sprinting to the South Korean sector of the JSA in 1984. A North Korean soldier defected there in 1998 and another in 2007 but neither of those events involved gunfire between the rivals, according to South Korea's military.The 1984 exchange of gunfire happened after North Korean soldiers crossed the border and fired, according to the U.N. ANKARA (Reuters) - Iranian officials called off rescue operations, saying there was little chance of finding more survivors from the earthquake that shook parts of western Iran on Sunday, killing at least 530 people, state media said on Tuesday.Survivors, many left homeless by the 7.3 magnitude earthquake that struck villages and towns in a mountainous area bordering Iraq, battled overnight temperatures just above freezing and faced another bleak day on Tuesday in need of food and water.The death toll of 530, reported by state news agency IRNA, made it Iran’s deadliest earthquake in more than a decade. Thousands of people were injured and 30,000 homes damaged. Two whole villages were destroyed.The quake struck on the Iran-Iraq border, causing most of its damage in Iran despite an epicenter on the Iraq side of the frontier. B'nai Brith Canada has condemned the actions of whoever put up anti-Semitic posters and chalkboard drawings at the University of British Columbia over the Remembrance Day weekend in Vancouver.On Nov. 11, the student newspaper called the Ubyssey reported that the entrances to the War Memorial Gym were plastered with posters glorifying Nazi Germany.One poster touts Nazi soldiers as the "true heroes of WW2" and offers links to hateful websites. Another bore a swastika and described Nazism as "anti-degenerate."The posters were found Saturday, the same day the school hosted Remembrance Day ceremonies.Philip Steenkamp, vice-president of external relations for the University of B.C. — said campus security took down the posters as soon as they were made aware of them, and that the university takes incidents of hate and racism very seriously.Two days earlier, on the anniversary of Kristallnacht or the "night of broken glass" on Nov. 9, 1938 in Germany — the night violence broke out against Jews which resulted in thousands of businesses and synagogues trashed and looted — a chalk drawing was found in the UBC forestry building with a "Heil Hitler" message.RCMP investigated both incidents, but could not find any suspects, said UBC RCMP Const. Stockholm and Warsaw, Today, 09:26-Eight years ago, the EU's Eastern Partnership (EaP) was launched. It was jointly initiated by Poland and Sweden, and meant that the EU deepened its relations with six of its closest neighbours, the home of 75 million people: Armenia, Azerbaijan, Belarus, Georgia, Moldova and Ukraine.The EaP has been one of the most successful foreign policy initiatives of the EU. For instance, since 2009, the European Union provided €1.5 billion for the development of companies across the region.Last year, more than 4,000 students from the region received scholarships in the EU, and almost 10,000 young people took part in exchange programmes. Citizens of Georgia, Moldova and Ukraine now travel without a visa to Schengen countries.A majority of people in the region (61 percent) believe that developing stronger relations with the EU is a good thing. More than 70 percent of people in the region view the EU as a bearer of core values such as human rights, democracy and the rule of law, civil liberties and economic prosperity, peace, stability and security.-Summit in Brussels-Despite past successes, the EaP needs a revival to remain relevant in the future.On 24 November, European leaders will meet for the EaP summit in Brussels. We now want to propose a way ahead for the development of the EaP. It needs to be more focused on the needs of people, in particular young people, and produce more concrete results in the four following areas:Ownership. We believe that all countries that are engaged in the EaP policies should be mutually responsible for carrying out its goals and priorities. Those who declare higher ambitions should also deliver on the reforms they have committed to.Georgia is a good example.Resilience. The policy dialogue between the EU and the Partner countries should focus on things that make our societies stronger. This means strengthening democratic institutions, supporting human rights and fundamental freedoms, fighting corruption, increasing transparency, making bureaucracy more efficient and increasing equality between men and women.It also means focusing on environmental issues and meeting the challenges posed by climate change.Public engagement. There is a link between building more resilient societies and the level of trust people have in institutions; one cannot be achieved without the other.The EaP must make sense to people, and we must make sure that any reforms can be felt by ordinary people.Young people are particularly important here, and we have asked the European Commission for a youth package to be prepared for the Summit.Connectivity. We should give priority to all measures that bring people closer together. These could include visa-free travel, exchange programmes, roads, railroads, broadband internet and lower roaming tariffs.The EU has already decided to extend its connection grids to EaP countries.This will not only be beneficial for trade, but also for building stronger ties between people in our countries. Since infrastructure is costly, we need to combine grants and loans from European and other international financial institutions.-Stability and resilience-While the EaP does not deal with hard security, it can be instrumental in building stability and resilience. It can also be a platform for cooperation among regional partners.Next year, both Poland and Sweden will be represented at the UN Security Council as non-permanent members. We want to use this opportunity to promote conflict resolution and crisis management, especially in the EaP region.Poland and Sweden remain committed to the EaP. Bonn, Today, 16:54-Participants at the Bonn climate change conference met on Monday (13 November) to discuss a source of greenhouse gas emissions that is reportedly doing more to damage the climate than the transport sector - yet is largely neglected by policymakers in Europe and beyond.Agriculture, and in particular animal agriculture for the production of beef and dairy, has for years been climate action's big taboo.But reducing meat consumption can significantly reduce one's carbon footprint, said researcher Helen Harwatt.She presented a study she co-wrote and which was published early this year.The study said that if all Americans were to substitute their beef consumption for beans, the United States could achieve between 46 and 74 percent of its 2020 greenhouse gas emissions reduction goal.If people care about the US leaving the Paris agreement, they should also care about the impact of their diet on climate change, said Harwatt.The most recent climate change report of the Intergovernmental Panel on Climate Change (IPCC) said the entire agriculture sector was responsible for between 10 and 12 percent of all greenhouse gas emissions. Other studies have since said this share was expected to rise.But Monday's event was still something of a novelty."I think this is the very first event that has been totally dedicated to this topic," said Cristina Tirado von der Pahlen, one of the other panellists.Tirado is one of the hundreds of authors of the IPCC report and said it was "really an achievement" that a side-event on the subject was organised at the United Nations climate summit in Bonn, known as Conference of the Parties (COP).Three other participants also said they thought it was the first time such a side-event was held at a COP, which is now held for the 23rd time.Brushed under the carpet-Given that hundreds of side-events are held at each COP, why is it that a major source of greenhouse gas emissions was kept off the table for so long? "This was an issue that was really brushed under the carpet," said Ruchir Sharma, head of communications at ProVeg International, one of the organisers of the event."Because no government wants to leave a COP and go back and tell their people what to eat on their plates."But not talking about how to reduce emissions from meat and dairy production leaves "a huge gap in our mitigation strategy", Sharma told EUobserver in an interview."It is a very big missed opportunity."Sharma at the stand of his organisation.He noted that shifting diets towards more plant-based foods will help countries to quickly reduce their carbon emissions.But that is a tricky concept.The 2015 Paris climate agreement only very carefully and very indirectly mentioned in its preamble that the signatories – which include the European Union – "[recognise] that sustainable lifestyles and sustainable patterns of consumption and production, with developing country Parties taking the lead, play an important role in addressing climate change".In the European Union, there is very little appetite to encourage people to eat less meat. Even modest proposals to do something about food waste appear to be controversial-Last September, EUobserver reported that national governments were resisting a proposal by the European Parliament to be required to set up systems to donate unsold food to charitable organisations.A classified document from October, seen by this website, confirmed that EU governments are still resisting the idea.They also do not want to lay down specific food waste reduction targets.-Agriculture lobby-Some argue that the European Union is actually making things worse, through its common agricultural policy (CAP)."The European Union through the CAP is massively subsidising the wrong sort of food, beef and dairy," said Ian Lumley of the National Trust for Ireland.He told EUobserver that the agricultural lobby "is as vicious as the oil and gas lobby and needs to be treated accordingly".Lumley, from Ireland, said politics in his country were "captured by the power of that lobby group".He was sitting in the audience at the panel discussion, modestly titled 'Reducing livestock's long shadow: Opportunities to keep warming well below 2C'."We're far too polite about this," he told the panellists and fellow audience members, and made a comparison to the role of coal in energy production.Coal is the most CO2-intensive of the fossil fuels, and several European states have planned or are considering to phase them out.Lumley said a similar phase-out should be introduced for beef."What I'm putting to you all is to get serious about the global impact of animal agriculture.""Let's come out with it. Global animal agriculture needs an exit strategy. If the target in the Paris agreement is to be met, that exit strategy should be as rapid as is needed for coal, oil, and gas," said Lumley, whose remarks were met with applause and whoops.-No forced veganism-There are some reasons for optimism that the issue is going to be taken seriously, said ProVeg International's spokesman Ruchir Sharma.He pointed to a new law that was introduced in Portugal earlier this year.The Mediterranean EU member has made it mandatory for government institutions to offer a vegetarian meal in their canteens."We don't need everyone to go vegan overnight. But give people the choice, and a fair choice, to choose food themselves," said Sharma.He noted that eating meat on a daily basis in Europe is a recent phenomenon, which flourished only since the end of the Second World War and since the CAP was introduced."If such a dramatic change could be achieved in one and a half generations, simply through an incentive structure that affects people's pockets, it can be reversed as well," the spokesman said.But there is a long way to go.The event drew less than 200 of the almost 20,000 registered COP participants.And even the canteen at the Bonn climate change venue is setting the wrong example.On the first day, Monday 6 November, the beef meal was priced at €3.50, while the vegetarian meal – pasta and a tomato sauce – was priced €6, which gave the price signal that consumers should go for the more polluting option.A week later, the meat dish was €7. And the Parliament's aim all along has been that EU citizens, and UK citizens in the EU-27, should notice no difference."Verhofstadt, a former Belgian prime minister, wrote in response to Davis, who had written to him after Parliament complained last week that there remained "major issues" to be settled on the rights of the 3 million EU citizens in Britain.On Tuesday, he told reporters that Parliament was determined that expatriates should not become "victims of Brexit".May had unveiled more details last week of a system aimed at giving people already in Britain a quick and cheap way of asserting their rights to stay there indefinitely.The issue, along with how much Britain owes and the new EU-UK border across Ireland, is one on which the EU wants an outline agreement before opening talks on the future of trade.Verhofstadt said lawmakers were not dismissing British efforts to streamline applications but saw flaws in the nature of "settled status" itself. North Korea warned Monday that the unprecedented deployment of three U.S. aircraft carrier groups "taking up a strike posture" around the Korean peninsula is making it impossible to predict when nuclear war will break out.North Korea's U.N. ambassador, Ja Song Nam, said in a letter to Secretary-General Antonio Gutteres that the joint military exercises with South Korea are creating "the worst ever situation prevailing in and around the Korean peninsula."Along with the three carrier groups, he said, the U.S. has reactivated round-the-clock sorties with nuclear-capable B-52 strategic bombers "which existed during the Cold War times."He also said the U.S. is maintaining "a surprise strike posture with frequent flights of B-1B and B-2 formations to the airspace of South Korea.""The large-scale nuclear war exercises and blackmails, which the U.S. staged for a whole year without a break in collaboration with its followers to stifle our republic, make one conclude that the option we have taken was the right one and we should go along the way to the last," Ja said.He didn't elaborate on what "the last" might be, but North Korea has launched ballistic missiles that have the potential to strike the U.S. mainland, and it recently conducted its largest-ever underground nuclear explosion. It has also threatened to explode another nuclear bomb above the Pacific Ocean.The four-day joint naval exercises by the U.S. and South Korea, which began Saturday in waters off the South's eastern coast, were described by military officials as a clear warning to North Korea. SEOUL, Korea, Republic Of — Four North Korean soldiers fired about 40 rounds at a comrade fleeing into South Korea and hit him five times in the first shooting at the jointly controlled area of the heavily fortified border in more than 30 years, the South's military said Tuesday.South Korean soldiers did not fire their weapons, but Monday's incident occurred at a time of high animosity over North Korea's nuclear program. The North has expressed intense anger over past high-profile defections.The soldier is being treated at a South Korean hospital after a five-hour operation for the gunshot wounds he suffered during his escape across the Joint Security Area. His personal details and motive for defection are unknown and his exact medical condition is unclear.South Korea's military said he suffered injuries in his internal organs but wasn't in a life-threatening condition. But the Ajou University Medical Center near Seoul said the soldier was relying on a breathing machine after the surgery removed the bullets. Lee Guk-jong, a doctor who leads Ajou's medical team for the soldier, described his patient's condition as "very dangerous" and said the next 10 days might determine whether he recovers.On Monday, he first drove a military jeep but left the vehicle when one of its wheels fell into a ditch. He then fled across the JSA, with fellow soldiers chasing and firing at him, South Korea's military said, citing unspecified surveillance systems installed in the area.Suh Wook, chief director of operations for the South's Joint Chiefs of Staff, told lawmakers that North Korea fired a total of about 40 rounds in a shooting that his office suggested started while the soldier was in the jeep.The solider was found beneath a pile of leaves on the southern side of the JSA and South Korean troops crawled there to recover him. While both sides of the DMZ are guarded by barbed wire fences, mines and tank traps, the JSA includes the truce village of Panmunjom which provides the site for rare talks and draws curious tourists.Monday's incident was the first shooting at the Joint Security Area since North Korean and U.N. Command soldiers traded gunfire when a Soviet citizen defected by sprinting to the South Korean sector of the JSA in 1984. ANKARA (Reuters) - Iranian officials called off rescue operations, saying there was little chance of finding more survivors from the earthquake that shook parts of western Iran on Sunday, killing at least 530 people, state media said on Tuesday.Survivors, many left homeless by the 7.3 magnitude earthquake that struck villages and towns in a mountainous area bordering Iraq, battled overnight temperatures just above freezing and faced another bleak day on Tuesday in need of food and water.The death toll of 530, reported by state news agency IRNA, made it Iran’s deadliest earthquake in more than a decade. Thousands of people were injured and 30,000 homes damaged. Two whole villages were destroyed.The quake struck on the Iran-Iraq border, causing most of its damage in Iran despite an epicenter on the Iraq side of the frontier. B'nai Brith Canada has condemned the actions of whoever put up anti-Semitic posters and chalkboard drawings at the University of British Columbia over the Remembrance Day weekend in Vancouver.On Nov. 11, the student newspaper called the Ubyssey reported that the entrances to the War Memorial Gym were plastered with posters glorifying Nazi Germany.One poster touts Nazi soldiers as the "true heroes of WW2" and offers links to hateful websites. Another bore a swastika and described Nazism as "anti-degenerate."The posters were found Saturday, the same day the school hosted Remembrance Day ceremonies.Philip Steenkamp, vice-president of external relations for the University of B.C. — said campus security took down the posters as soon as they were made aware of them, and that the university takes incidents of hate and racism very seriously.Two days earlier, on the anniversary of Kristallnacht or the "night of broken glass" on Nov. 9, 1938 in Germany — the night violence broke out against Jews which resulted in thousands of businesses and synagogues trashed and looted — a chalk drawing was found in the UBC forestry building with a "Heil Hitler" message.RCMP investigated both incidents, but could not find any suspects, said UBC RCMP Const. Stockholm and Warsaw, Today, 09:26-Eight years ago, the EU's Eastern Partnership (EaP) was launched. It was jointly initiated by Poland and Sweden, and meant that the EU deepened its relations with six of its closest neighbours, the home of 75 million people: Armenia, Azerbaijan, Belarus, Georgia, Moldova and Ukraine.The EaP has been one of the most successful foreign policy initiatives of the EU. For instance, since 2009, the European Union provided €1.5 billion for the development of companies across the region.Last year, more than 4,000 students from the region received scholarships in the EU, and almost 10,000 young people took part in exchange programmes. Citizens of Georgia, Moldova and Ukraine now travel without a visa to Schengen countries.A majority of people in the region (61 percent) believe that developing stronger relations with the EU is a good thing. More than 70 percent of people in the region view the EU as a bearer of core values such as human rights, democracy and the rule of law, civil liberties and economic prosperity, peace, stability and security.-Summit in Brussels-Despite past successes, the EaP needs a revival to remain relevant in the future.On 24 November, European leaders will meet for the EaP summit in Brussels. We now want to propose a way ahead for the development of the EaP. It needs to be more focused on the needs of people, in particular young people, and produce more concrete results in the four following areas:Ownership. We believe that all countries that are engaged in the EaP policies should be mutually responsible for carrying out its goals and priorities. Those who declare higher ambitions should also deliver on the reforms they have committed to.Georgia is a good example.Resilience. The policy dialogue between the EU and the Partner countries should focus on things that make our societies stronger. This means strengthening democratic institutions, supporting human rights and fundamental freedoms, fighting corruption, increasing transparency, making bureaucracy more efficient and increasing equality between men and women.It also means focusing on environmental issues and meeting the challenges posed by climate change.Public engagement. There is a link between building more resilient societies and the level of trust people have in institutions; one cannot be achieved without the other.The EaP must make sense to people, and we must make sure that any reforms can be felt by ordinary people.Young people are particularly important here, and we have asked the European Commission for a youth package to be prepared for the Summit.Connectivity. We should give priority to all measures that bring people closer together. These could include visa-free travel, exchange programmes, roads, railroads, broadband internet and lower roaming tariffs.The EU has already decided to extend its connection grids to EaP countries.This will not only be beneficial for trade, but also for building stronger ties between people in our countries. Since infrastructure is costly, we need to combine grants and loans from European and other international financial institutions.-Stability and resilience-While the EaP does not deal with hard security, it can be instrumental in building stability and resilience. It can also be a platform for cooperation among regional partners.Next year, both Poland and Sweden will be represented at the UN Security Council as non-permanent members. We want to use this opportunity to promote conflict resolution and crisis management, especially in the EaP region.Poland and Sweden remain committed to the EaP. Bonn, Today, 16:54-Participants at the Bonn climate change conference met on Monday (13 November) to discuss a source of greenhouse gas emissions that is reportedly doing more to damage the climate than the transport sector - yet is largely neglected by policymakers in Europe and beyond.Agriculture, and in particular animal agriculture for the production of beef and dairy, has for years been climate action's big taboo.But reducing meat consumption can significantly reduce one's carbon footprint, said researcher Helen Harwatt.She presented a study she co-wrote and which was published early this year.The study said that if all Americans were to substitute their beef consumption for beans, the United States could achieve between 46 and 74 percent of its 2020 greenhouse gas emissions reduction goal.If people care about the US leaving the Paris agreement, they should also care about the impact of their diet on climate change, said Harwatt.The most recent climate change report of the Intergovernmental Panel on Climate Change (IPCC) said the entire agriculture sector was responsible for between 10 and 12 percent of all greenhouse gas emissions. Other studies have since said this share was expected to rise.But Monday's event was still something of a novelty."I think this is the very first event that has been totally dedicated to this topic," said Cristina Tirado von der Pahlen, one of the other panellists.Tirado is one of the hundreds of authors of the IPCC report and said it was "really an achievement" that a side-event on the subject was organised at the United Nations climate summit in Bonn, known as Conference of the Parties (COP).Three other participants also said they thought it was the first time such a side-event was held at a COP, which is now held for the 23rd time.Brushed under the carpet-Given that hundreds of side-events are held at each COP, why is it that a major source of greenhouse gas emissions was kept off the table for so long? "This was an issue that was really brushed under the carpet," said Ruchir Sharma, head of communications at ProVeg International, one of the organisers of the event."Because no government wants to leave a COP and go back and tell their people what to eat on their plates."But not talking about how to reduce emissions from meat and dairy production leaves "a huge gap in our mitigation strategy", Sharma told EUobserver in an interview."It is a very big missed opportunity."Sharma at the stand of his organisation.He noted that shifting diets towards more plant-based foods will help countries to quickly reduce their carbon emissions.But that is a tricky concept.The 2015 Paris climate agreement only very carefully and very indirectly mentioned in its preamble that the signatories – which include the European Union – "[recognise] that sustainable lifestyles and sustainable patterns of consumption and production, with developing country Parties taking the lead, play an important role in addressing climate change".In the European Union, there is very little appetite to encourage people to eat less meat. Even modest proposals to do something about food waste appear to be controversial-Last September, EUobserver reported that national governments were resisting a proposal by the European Parliament to be required to set up systems to donate unsold food to charitable organisations.A classified document from October, seen by this website, confirmed that EU governments are still resisting the idea.They also do not want to lay down specific food waste reduction targets.-Agriculture lobby-Some argue that the European Union is actually making things worse, through its common agricultural policy (CAP)."The European Union through the CAP is massively subsidising the wrong sort of food, beef and dairy," said Ian Lumley of the National Trust for Ireland.He told EUobserver that the agricultural lobby "is as vicious as the oil and gas lobby and needs to be treated accordingly".Lumley, from Ireland, said politics in his country were "captured by the power of that lobby group".He was sitting in the audience at the panel discussion, modestly titled 'Reducing livestock's long shadow: Opportunities to keep warming well below 2C'."We're far too polite about this," he told the panellists and fellow audience members, and made a comparison to the role of coal in energy production.Coal is the most CO2-intensive of the fossil fuels, and several European states have planned or are considering to phase them out.Lumley said a similar phase-out should be introduced for beef."What I'm putting to you all is to get serious about the global impact of animal agriculture.""Let's come out with it. Global animal agriculture needs an exit strategy. If the target in the Paris agreement is to be met, that exit strategy should be as rapid as is needed for coal, oil, and gas," said Lumley, whose remarks were met with applause and whoops.-No forced veganism-There are some reasons for optimism that the issue is going to be taken seriously, said ProVeg International's spokesman Ruchir Sharma.He pointed to a new law that was introduced in Portugal earlier this year.The Mediterranean EU member has made it mandatory for government institutions to offer a vegetarian meal in their canteens."We don't need everyone to go vegan overnight. But give people the choice, and a fair choice, to choose food themselves," said Sharma.He noted that eating meat on a daily basis in Europe is a recent phenomenon, which flourished only since the end of the Second World War and since the CAP was introduced."If such a dramatic change could be achieved in one and a half generations, simply through an incentive structure that affects people's pockets, it can be reversed as well," the spokesman said.But there is a long way to go.The event drew less than 200 of the almost 20,000 registered COP participants.And even the canteen at the Bonn climate change venue is setting the wrong example.On the first day, Monday 6 November, the beef meal was priced at €3.50, while the vegetarian meal – pasta and a tomato sauce – was priced €6, which gave the price signal that consumers should go for the more polluting option.A week later, the meat dish was €7. BRUSSELS (Reuters) - British Prime Minister Theresa May's offer of "settled status" for EU residents is flawed and will leave them with fewer rights after Brexit, the European Parliament's Brexit coordinator said on Tuesday.A family of five could face a bill of 360 pounds ($472) to acquire the new status, Guy Verhofstadt told May's Brexit Secretary David Davis in a letter seen by Reuters -- "a very significant amount for a family on low income".Listing three other concerns for the EU legislature, which must approve any treaty on the March 2019 exit, Verhofstadt told Davis: "Under your proposals, EU citizens will definitely notice a deterioration of their status as a result of Brexit. And the Parliament's aim all along has been that EU citizens, and UK citizens in the EU-27, should notice no difference."Verhofstadt, a former Belgian prime minister, wrote in response to Davis, who had written to him after Parliament complained last week that there remained "major issues" to be settled on the rights of the 3 million EU citizens in Britain.On Tuesday, he told reporters that Parliament was determined that expatriates should not become "victims of Brexit".May had unveiled more details last week of a system aimed at giving people already in Britain a quick and cheap way of asserting their rights to stay there indefinitely.The issue, along with how much Britain owes and the new EU-UK border across Ireland, is one on which the EU wants an outline agreement before opening talks on the future of trade.Verhofstadt said lawmakers were not dismissing British efforts to streamline applications but saw flaws in the nature of "settled status" itself. As well as the cost, which is similar to that of acquiring a British passport, he cited three others:- Europeans should simply "declare" a whole household resident, without needing an "application" process; the burden of proof should be on the British authorities to deny them rights. more stringent conditions on criminal records could mean some EU residents, including some now with permanent resident status, being deported for failing to gain "settled status".- EU residents would lose some rights to bring relatives to Britain as the new status would give them the same rights as British people, who now have fewer rights than EU citizens.(Editing by Matthew Mpoke Bigg)

OTTAWA — A U.S. effort to stoke the fires of coal-powered electricity didn't escape the attention of Canada's environment minister Monday as Catherine McKenna used her Twitter account to troll the carbon-based fuel just as American officials were extolling its virtues.McKenna is in Bonn, Germany, for the 2017 United Nations climate change talks, where the rules for implementing the 2015 Paris accord are being hammered out — and where she and British counterpart Claire Perry hope to convince the world to abandon coal-fired power.By contrast, the United States — with President Donald Trump at its helm — has famously promised to "end the war on coal."Having declared his intention to pull the U.S. out of the Paris accord, Trump dispatched George David Banks, his special assistant on energy and the environment, to Bonn to host an event promoting coal, natural gas and nuclear energy, as well as technology that can reduce their impact on the environment.Speaking in Manila Tuesday where he is attending the Association of Southeast Asian Nations summit, Prime Minister Justin Trudeau pulled no punches by calling coal the "dirtiest of all fossil fuels.""Let me be very blunt about this. Coal represents perhaps the greatest challenge to the world not meeting its climate change targets," Trudeau said. "Unless we reduce coal consumption, we are not going to be able to prevent catastrophic global warming."The International Energy Agency forecasts global demand for coal and natural gas will not diminish over the next 25 years, Banks said Monday. Coal already produces two-fifths of the worlds energy supply, and another 1,600 coal plants are in the works right now. And by 2040, Southeast Asia will get half its power from coal plants."Without a question, fossil fuels will continue to be used and we would argue that's it's in the global interest to make sure that when fossil fuels are used, that it's as clean and efficient as possible," Banks said.He acknowledged as "provocative" the decision to promote fossil fuels at an international climate change conference, but argued that while renewables have a bright future, much of the necessary innovation to store and transmit power from wind and solar sources is still in its infancy."Before that innovation is realized, the idea that the world can somehow meet ambitious mitigation goals, support development in poor countries the way we should and ensure energy access by only deploying solar and wind is naive."All the while, McKenna was on her Twitter account, extolling the virtues of alternatives to coal in a series of tweets that stood in sharp contrast to the U.S. position."Burning coal responsible for 41 per cent of our global emissions," McKenna tweeted. "The largest single source worldwide. Phasing out coal represents a massive opportunity and #ClimateAction."Coal, she continued, is "the most powerful fossil fuel in the world. We must all work together to get off fuel and transition to cleaner forms of energy."Some 23 countries, states and cities have either already phased out coal or have a plan to do so, including Canada, she further noted to her followers. "In less than a decade, solar will be cheaper than coal in China, India, Mexico, the U.K. and Brazil."Many environmental activists argue there is no such thing as clean coal, though even McKenna and Perry's alliance appears to allow for coal if it's accompanied by carbon capture and storage technology.Canada, where coal accounts for about one-tenth of the electricity supply, has committed to phasing out coal power plants by 2030, as has the Netherlands.
