United Conservative Party Leader Jason Kenney says his MLAs will oppose Bill 24, proposed legislation that would make it illegal for publicly funded schools to inform parents if their children join gay-straight alliances.Kenney wants to keep the status quo, which would give teachers and principals some latitude to talk to parents if necessary."Teachers, not politicians, should decide when it makes sense to engage parents," he said. "The unique circumstances of each child should be the key factor, not the blunt instrument of law."Kenney made his remarks before second reading of the bill in the legislature. MLAs started debating the bill Tuesday morning.Alberta law requires schools to notify parents when religion and sexuality are taught in the classroom. Bill 24 would add an exemption for GSAs to the School Act.GSAs or queer-straight alliances (QSAs) are extracurricular clubs where LGBTQ and straight students can talk, eat pizza and hang out together.They are seen as a way for students who are struggling with their sexuality to get peer support, especially for those who are not ready or don't feel safe talking to their parents.However, the issue has become a flashpoint for parents who feel they should be informed of everything their children do in schools.Premier Rachel Notley said she was disappointed in Kenney but not surprised."I think Jason Kenney had an opportunity to show Albertans that he had changed and that he would not be trying to drag the province backwards," she said. "But he's not taking that opportunity. "As for Kenney's contention the bill is the NDP's attempt to create a political wedge issue, Notley said, "I think we covered it. It's about kids."During the debate, Michael Connolly, one of three openly LGTBQ members of the legislature, said GSAs save lives. The NDP MLA for Calgary-Hawkwood accused Kenney and the UCP of hurting gay and transgender youth."When we have politicians spewing their hateful, bigoted ideology about LGBTQ+ kids, it only makes matters worse for our youth," Connolly told the legislature."The words of Jason Kenney and the members of that side of the house matter to our youth."And the fact they are opposing this based on social conservatism and the hatred for the LGBTQ community is disgusting. The members opposite should be ashamed of themselves."Connolly reflected on his own experience coming out to his peers in Grade 11 before he was able to tell his parents.He said thought about taking his own life because it was so difficult for him to be a gay kid in high school.UCP doesn't want to out kids -At his news conference, Kenney said the UCP caucus supports GSAs and is not in favour of mandatory parental notification.Kenney said he supports Bill 10, the law passed in March 2015 that made GSAs mandatory in schools where students request them. He rejected the suggestion he and his MLAs want to "out" gay kids."To suggest otherwise is offensive and dishonest," he said.Kenney contended that not all GSAs are after-school clubs. A guideline on GSAs from the Alberta Teachers Association said some teach curriculum and political activism, he said."The NDP is trying to do indirectly, what it cannot do directly," Kenney said. "That is teaching sensitive subjects that would normally require parental notification."The guideline, prepared in 2016, lists four types or roles for GSAs: for counselling and support, to provide safe spaces, to raise visibility and awareness, and to effect educational and social change.One bullet point under the "visibility and awareness" section said those GSAs are "characterized by social, educational and political activities."The document stated that GSAs that "effect educational and social change" have "an anti-oppression educational mandate across intersections of difference (race, gender, class, ability, sexual orientation, gender identity etc.)."

Health Canada eases restrictions on abortion pill Mifegymiso-[The Canadian Press]-yahoonews-November 8, 2017

TORONTO — Women who want to use the abortion pill Mifegymiso can now take it farther along in their pregnancy, Health Canada said Tuesday in announcing changes to how the medication is prescribed and dispensed.The federal department said the abortion pill can now be prescribed up to nine weeks into a pregnancy, rather than the previous limit of seven weeks.As well, the drug that was initially known as RU-486 can be dispensed directly to patients by a pharmacist or a prescribing health professional, including nurse practitioners in certain jurisdictions."What hasn't changed is that the product itself is the same product," Dr. Supriya Sharma, chief medical adviser for Health Canada, said in an interview from Ottawa."So the formulation is the same, it's still a combination product of two medications, it's still taken in the same way."Mifegymiso is a combination of two oral drugs, mifepristone and misoprostol, which are taken individually, separated by 24 to 48 hours.Action Canada for Sexual Health and Rights, one of several organizations that has been calling for more accessible abortion in Canada, lauded the changes."There is decades worth of evidence from use in over 60 countries proving how safe and effective this medication is, yet Mifegymiso is more regulated than controlled substances in Canada," Sandeep Prasad, executive director of Action Canada, said in a statement.Prasad said Mifegymiso has the potential to significantly improve access to abortion, especially for women in rural and remote areas who are forced to travel hundreds, sometimes thousands of kilometres, to find an abortion provider."Abortion access shouldn't depend on your postal code or income bracket," he said. "It's the responsibility of all levels of government to address two-tiered access."Health Canada said women will no longer be required to provide written consent to take Mifegymiso, nor will health professionals need to register with the drug's distributor, Celopharma, to prescribe or dispense it.While medical professionals should have appropriate knowledge about the drug before prescribing it, the federal department said they will no longer be required to first complete a formal education program in its use.However, one carry-over from the previous version of Health Canada's prescribing guidelines is the mandatory requirement that women have an ultrasound to ensure they don't have an ectopic pregnancy — one outside the uterus — and an assessment of the length of gestation.Prasad said that could lead to serious delays in administering Mifegymiso, especially in regions where ultrasound services are limited, accessible only in hospitals or burdened by long waiting lists.But Sharma said an ultrasound is the only reliable way to detect an ectopic pregnancy."That hasn't changed ... that's why there's a concern there," she said. "(Mifegymiso) really shouldn't be used by women who have ectopic pregnancies, and they can be at a very high risk of very serious, potentially fatal adverse events like bleeding or infection."Followup care is also strongly advised, Health Canada says in its new guidelines."It's very important to come in for a followup between seven and 14 days after you take the medication to make sure the pregnancy has indeed terminated and to look out for any of the side-effects," Sharma said.In some cases, surgical intervention may be needed if termination hasn't been completed.Health Canada originally approved Mifegymiso in July 2015. The medication became available to Canadian women in January and its $350-$400 cost is now covered by some but not all provinces.Phil Emberley, director of practice advancement and research at the Canadian Pharmacists Association, said his organization is pleased that Health Canada has lifted many of the restrictions that limited access to the abortion pill.He said pharmacists are now allowed to fill a health provider's prescription for Mifegymiso and dispense it directly to the patient, instead of having to send it to the physician for administration, as was previously the case.Still, Emberley said access could be further improved for women across the country if all the provinces and territories were to cover the drug's cost. Currently, the cost of the abortion pill is reimbursed to patients in Alberta, Ontario, Quebec, New Brunswick and Nova Scotia."Those who are not able to pay for it are then basically forced to go to the surgical option," he said. UK pledges easy registration for EU citizens after Brexit By Eszter Zalan-euobserver

Nov, 18:22-The British government on Tuesday (7 November) promised a streamlined process to help most EU citizens currently living in Britain remain after Brexit in 2019.The UK published a paper setting out the details on how it wants to register the around three million EU citizens and their families after Brexit.The rights of EU citizens in the UK and UK citizens in the EU is one of the key issues in Brexit talks.The paper says that EU citizens and their families who can prove to UK authorities that they lawfully resided before the yet-to-be specified Brexit cut-off date, must be granted "settled status" by the British authorities for after Brexit."Caseworkers considering applications will be able to use their discretion where appropriate, meaning those applying to stay in the UK after we leave the EU will not have their applications refused for minor technicalities. We expect the majority of cases to be granted," the UK home office and the department for exiting the EU said in a statement.Describing plans for the mass registration process, the UK said it would give a two-year 'grace period' after Brexit to apply for the settled status. EU citizens are encouraged to start voluntarily registering after the first phase of Brexit talks is over.Conditions for refusals will have to be specified in the withdrawal agreement, the paper says.Those who have lived in the UK for less than five years, the period required for permanent residency, will get a temporary status until they reach the five-year mark.The UK pledged ahead of this week's Brexit negotiations that the costs of the application will be no more than that of a British passport, attempting to dispel fears that the process will be disproportionately expensive for EU citizens.The UK would not require citizens who are self-employed, economically not active, or studying to hold a comprehensive sickness insurance, a difficult and costly administrative procedure to go through.No biometric data will be required, such as fingerprints, EU citizens will only need to submit a photograph.EU citizens will have the right to appeal at UK courts if their application is rejected, but the policy paper makes no mention of the European Court of Justice, which the EU insists should be the final guarantor of citizens' rights.The UK government says that the new system for applying for a "settled status" will be "streamlined, low-cost and user-friendly"."We will support everyone wishing to stay to gain settled status through a new straightforward, streamlined system," the UK's Brexit secretary David Davis said Tuesday in a statement.The policy paper adds that there would be security checks on EU citizens, and those with criminal records or who pose a "threat to public order or security" might be booted out.The EU has advocated for a cheap and easy-to-use system for EU citizens to apply for residency after Brexit.A group representing EU citizens in the UK, the3million, said they still object to the settled status, and to criminality checks. Detaining children in immigration centres to face tougher rules-[CBC]-yahoonews-November 8, 2017

The federal government is imposing stricter limits, but no all-out ban, on the detention of minors in immigration holding centres.Public Safety Minister Ralph Goodale issued the new directive today designed to keep families together and kids out of detention "as much as humanly possible."The ministerial direction strengthens language to say the best interests of the child must be given "primary consideration," rather than just being a factor in any decision. It also ensures the welfare of the child is considered before any decision is made on the parents' detention."We are committed to an immigration system that protects public safety while treating people with fairness, dignity and compassion," Goodale told the House of Commons.Alternatives to detention will be "actively and continuously" sought when unconditional release is inappropriate, according to a news release from Goodale's office.Alternatives include in-person reporting, cash or performance bonds, community supervision and voice reporting.The new directive prohibits the segregation of minors.A study released earlier this year, called "Invisible Citizens: Canadian Children in Immigration Detention," revealed that dozens of children who are Canadian citizens have been held in immigration detention centres in conditions that can cause physical and psychological harm.Produced by the International Human Rights Program at the University of Toronto's faculty of law, it found the best interests of the children were not adequately accounted for at the time of the arrest and detention of the mothers, and that the fundamental rights of the children were violated.Reputation at stake-The report calls on the government to find better alternatives, including community housing, and warns that Canada's international reputation is at stake.Today, Gloria Nafziger of Amnesty International welcomed the directive's key objective, but said its success will depend on how well Canada Border Service Agency officers understand that family unity is an imperative and that community partners can be trusted to assist with decisions.She said there's a "critical need" for transforming the immigration detention system, and called for more resources directed to community supervision and less reliance on detention facilities."Immigration detention should always only be a last resort after all other options have been considered," she told CBC News.Implemented consistently-The Canadian Council for Refugees (CCR) also praised the new directive, but said language is still open to interpretation. She said it must be implemented consistently.Despite a provision to use detention as a last option that has been in place since 2002, children have been routinely detained, or housed in detention with their parents, sometimes for months and even years.The CCR said the CBSA should be overseen through an independent accountability mechanism that could receive complaints about non-compliance with directives on the detention of minors.This past July, a Federal Court ruled that Canada's rules for detaining some foreigners who can't be deported quickly are constitutional, though they may not always be applied perfectly.$138M in detention initiatives-Judge Simon Fothergill said there are mechanisms built into the law to allow detainees to challenge their detention and the conditions in which they are held, which is enough to make the system constitutional. Fothergill said even if those standards are sometimes not met, "this is a problem of maladministration, not an indication that the statutory scheme is itself unconstitutional."The constitutional challenge was filed by Alvin Brown, a Jamaican man who was detained for five years before being deported last year.Monday's announcement is part of the new National Immigration Detention Framework announced in August 2016, which came with up to $138 million to improve infrastructure, provide better mental and medical health services at holding centres, expand alternatives to detention, and reduce the number of minors in detention.
