OTTAWA — Health Canada offered hints Tuesday about the government's plans for legal pot, including, plain packaging and stern, stark health warnings like those found on tobacco products.The department released a set of proposed regulations that, among other things, would limit colours and graphics on cannabis packs and establish a system to trace pot through the distribution system.It said the warnings should highlight risks, including the dangers associated with cannabis use during pregnancy, drug-impaired driving and what can happen when alcohol is mixed with marijuana.The department's so-called consultation paper is now open to public feedback for the next two months.Speaking outside the House of Commons, Health Minister Ginette Petitpas Taylor said the government is studying other proposals including a tracking system to monitor the cannabis supply chain and help prevent pot being diverted into and out of the legal market.Health Canada also said Tuesday the proposals seek to elaborate on elements including what can be displayed on a package and what can't, including anything that might entice youngsters."Text and graphics used in brand elements could not be appealing to youth and would be subject to the packaging and labelling restrictions in the proposed Cannabis Act," the department said."Health Canada is also considering establishing standards (such as limiting use of colour and size) of these brand elements."Government officials said late Tuesday the proposals attempt to elaborate on what can be displayed on a package to ensure the legal industry can keep itself distinct from the black market, while competing with it.Producers would be allowed to display brand elements, the officials confirmed, saying they are talking to legal producers about packaging.The officials also said Health Canada sees its plans as consistent with what the federally appointed task force on pot legalization recommended: plain and standard packaging.The proposed regulations would also require that cannabis workers get valid security clearances issued by the minister of health. Individuals with connections to organized crime, or criminal records or shady associates could be denied clearances.Earlier Tuesday, Statistics Canada said it plans to start measuring the economic and social impacts of recreational pot — even before it becomes legal.The agency said it wants to gradually develop the capabilities to capture and report information on non-medical cannabis.It says collecting data both before and after marijuana becomes legal will allow Canadians, governments and businesses to form a clearer picture of the economic and social consequences of lawful pot.The Liberals also faced criticism from the opposition Tuesday for limiting debate on their cannabis legislation, which is currently before the House of Commons.Justice Minister Jody Wilson-Raybould defended the move, saying the government has long been up front with the House and with Canadians about the plan to legalize pot by July 2018.—with files from Andy Blatchford-Kristy Kirkup , The Canadian Press.

TOKYO — A Japanese woman was arrested Tuesday after police say she confessed to putting four newborns in concrete-filled buckets two decades ago and having been filled with guilt over not caring for her babies.Human remains were identified in four buckets found in her condominium, an Osaka police official said, requesting anonymity due to department policy.Mayumi Saito, 53, was arrested Tuesday on charges of abandoning bodies, a day after she turned herself in at the police station.Saito was quoted by police as saying she put the bodies into concrete from 1992 through 1997 because she had been too poor to raise them, but she had been filled with guilt over the years.Saito had a part-time job, but details of her work, family and comments were not available.The causes of the babies' deaths were unclear. BRUSSELS, Today, 17:55-David Miliband, Britain's former foreign minister turned humanitarian charity chief, is pressing the EU to accept some 540,000 resettled refugees over five years.In an interview with EUobserver on Monday (20 November), Miliband said Europe can either accept unregulated irregular migration or make a better effort of creating legal pathways."The point is that the vast bulk of refugees are in poor countries, not in European countries," he said, noting that most are stranded in places like Ethiopia, Kenya, Jordan Lebanon, Pakistan and Uganda.But his proposed figure far outstrips the recent 50,000 places floated by the European Commission over a two-year period.The EU parliament suggested 250,000 refugees. Talks are also under way among the EU institutions to create a more permanent resettlement plan.But given the political toxicity surrounding migration among some EU states, a full commitment on behalf of national governments remains far from guaranteed. Such issues have already undermined German government coalition efforts and seen a swing towards right-wing politics.War in Iraq and Donald Trump-Miliband heads the International Rescue Committee (IRC), an international humanitarian organisation based in New York. BRUSSELS, Today, 15:35-An EU monitoring system to ensure the Libyan coastguard treat rescued migrants with dignity is broadly run by the Libyans themselves.The system is supposed to prevent EU-trained Libyans from abusing people rescued from within their territorial waters.A European Commission spokeswoman told reporters last week that they have yet to receive any reports of abuse - despite video evidence collected by charity NGO boats that suggests otherwise."If any kind of violence was to be noticed, we would obviously condemn it," said the spokeswoman.The EU's Mediterranean flotilla Operation Sophia has trained some 142 Libyan coastguards. The same coastguard intercepted over 19,000 people trying to cross the Mediterranean since the start of the year.Those rescued end up in militia-run detention centres where they can face abuse, rape, slavery, or even death.-Libyans draft reports-A monitoring mechanism in July was set up to make sure the Libyan coastguard adhere to human rights as part of the EU-run training exercise.But in practice, it means getting the Libyans to draft reports about themselves.On the EU side, it means sending experts from Operation Sophia to Tripoli to assess the monitoring but only "when conditions on the ground allow for it".Operation Sophia is not embedded on the Libyan boats and provides no operational direction or assistance when it comes to human rights.The EU Commission's comments follow sharp condemnation of the EU training policy of the Libyan coastguard by the UN human rights commissioner Zeid Ra'ad Al Hussein.Hussein last week also said the EU and Italy are helping the Libyan coastguard intercept people in international waters.People plucked from international waters cannot legally be returned to Libya.Hussein said the EU and its member states involvement in the training "has done nothing so far to reduce the level of abuses suffered by migrants".-Italy goes to court-The EU has set aside some €46 million to help train and equip the Libyan coastguard. That money is overseen by the Italian ministry of interior.But the Italian-based Association for Juridical Studies on Immigration (Asgi) is now taking the Italian ministry of foreign affairs to court.Asgi announced its decision last week and wants to hold the Italian government accountable for the living conditions of migrants stranded in Libya."We believe it is necessary to question the policies implemented by the Italian and European authorities, which directly and indirectly finance the Libyan authorities, strengthen them with equipment and instruments," said the law makers, in a statement.The EU Commission says the EU money spent in Libya is being monitored by the Italian ministry of interior.It also says that they intend to contract a third party to the independently monitor the activities on the ground."As an extra layer of control, the surveillance of the activities may be reinforced through an ad-hoc monitoring," it says.

TAIPEI/BEIJING (Reuters) - Air China Ltd has indefinitely suspended flights between Beijing and Pyongyang, citing poor demand as North Korea faces growing sanctions from the United States over its nuclear weapons and missile programs.An official in the company's Beijing-based press office, who only gave his surname as Ding, told Reuters on Wednesday that flights were suspended because "business was not good". He declined to comment on when flights might resume.The suspension by China's national flag carrier comes shortly after a visit by a senior Chinese envoy to the city and also coincides with a U.S. decision to put North Korea back on a list of state sponsors of terrorism.Air China flights to Pyongyang, which have traditionally operated on Monday, Wednesday and Friday, began in 2008, but have frequently been canceled because of unspecified problems, state media has said.Last year, Air China halted flights seasonally for winter but resumed them in March. So far it is not selling tickets for any 2018 flights, according to Routes Online.One staff member in the company's Pyongyang office who declined to give his name told Reuters that Air China can resume the flights whenever there is enough demand and the office will operate normally even while there are no scheduled flights between Beijing and Pyongyang.Air China's Beijing-based press office declined to provide further comment.The company canceled some flights in April but later said that it would increase their number in May.The United States has urged China to do more to press North Korea to stop what the United States sees as belligerent defiance of U.N. resolutions.China's foreign ministry on Tuesday said that it hoped all parties could contribute to resolving the issue on the Korean peninsula peacefully. WASHINGTON (Reuters) - The United States on Tuesday imposed sanctions against 13 Chinese and North Korean organizations Washington accused of helping evade nuclear restrictions against Pyongyang and supporting the country through trade.The U.S. Treasury announced the action, one day after President Donald Trump put North Korea back on a list of state sponsors of terrorism, on its website.The new sanctions demonstrate the Trump administration's focus on hurting trade between China and North Korea, which it has said is key to pressuring Pyongyang to back away from its ambition to develop a nuclear-tipped missile capable of hitting the United States.“This designation will impose further sanctions and penalties on North Korea and related persons and supports our maximum pressure campaign to isolate the murderous regime,” said Treasury Secretary Steven T. Mnuchin.The sanctions included blacklisting three Chinese companies, Dandong Kehua Economy & Trade Co., Dandong Xianghe Trading Co., and Dandong Hongda Trade Co., which the Treasury Department said have done more than $750 million in combined trade with North Korea.The sanctions also blacklisted Sun Sidong and his company Dandong Dongyuan Industrial Co. In a June report, Washington think tank C4ADS said Sun Sidong's firm was part of an interconnected network of Chinese companies that account for the vast proportion of trade with North Korea.U.S. authorities have repeatedly targeted companies and individuals from the Chinese city of Dandong, which borders North Korea, for alleged business ties to North Korea.Anthony Ruggiero, a North Korea expert at the Foundation for Defense of Democracies, said China doesn't strictly enforce financial rules in the Dandong area. As a result, Dandong draws companies interested in making a profit by selling to North Korea, he said.The new sanctions also hit several North Korean companies that send workers to countries such as Russia, Poland, Cambodia and China. Widening search finds no sign of missing Argentine submarine-[The Canadian Press]-YAHOONEWS-November 22, 2017

BUENOS AIRES, Argentina — Ships and planes combed a wider area of the frigid South Atlantic on Tuesday in a fruitless hunt for signs of a missing Argentine submarine, adding to growing concerns about the vessel not heard from in six days.Argentine navy officials have worried that if the ARA San Juan was intact but disabled underwater, its crew of 44 might have only enough oxygen to last seven days."The most critical situation would be that we are in the sixth day of oxygen," the navy's spokesman, Capt. Enrique Balbi, said at a news conference. "Obviously that is worrisome. Each time we are entering little by little a critical period."Experts, however, said it was possible that the diesel-electric submarine's oxygen supply might last as many as 10 days in the case of a battery failure as reported by the boat's captain in his last communication.Balbi agreed. "The seven days is not dogmatic. It varies according to the circumstances."Earlier, the navy said that white flares spotted by a U.S. aircraft involved in the search were unlikely to have been from the sub. The San Juan carried red and green flares, Balbi told reporters.He also said a life raft that was found in the search area early Tuesday did belong to the submarine and probably fell off another vessel."We're evaluating where the flares came from. For now, based on the colour , they don't belong to the submarine," Balbi said. "It's quite common that ships pass by that area and also common that with the waves and the rocking, they can lose a raft."The San Juan, whose crew included Argentina's first female submarine officer, hasn't been heard from since last Wednesday as it headed toward its base in the coastal city of Mar del Plata. The navy has said the submarine reported a battery failure before when it went missing-More than a dozen vessels and aircraft from several countries have joined in the search. Weather conditions that have hindered the search were expected to improve, helping search teams comb a wider area, Balbi said.The U.S. Navy has sent its Undersea Rescue Command to Argentina to support the search for the submarine. The command includes a remotely operated vehicle and vessels that are capable of rescuing people from bottomed submarines.The sub was originally scheduled to arrive Monday at the Mar del Plata Navy Base, about 250 miles (400 kilometres ) southeast of Buenos Aires. Relatives of the crew have gathered at the base to receive psychological counselling and wait for news about their loved ones.Some local residents gathered outside the base to pray Tuesday, gripping rosary beads and religious statuettes. Others hung pictures on a fence, where children from a local school had placed drawings and messages of support for the families of the missing sailors."We know that we have to give all our sustenance to the 44, all the guys and the one girl aboard," said resident Patricia Coria.Hopes were buoyed after brief satellite calls were received and when sounds were detected deep in the South Atlantic. But experts later determined that neither was from the missing sub."We have to continue to support those that are on the missing submarine as well as the families that are here, and make sure that they know that we believe that (the missing crew) will be found," said local resident Carolina Corbalan. MEXICO CITY (Reuters) - There were more murders in October in Mexico than in any month over at least 20 years, according to official data, in the latest grim milestone in 2017, a year on course to register the highest homicide tally since modern records began.Mexican President Enrique Pena Nieto's failure to tackle growing drug violence is seen as a major weakness ahead of next July's presidential election, where he faces an uphill battle to keep his centrist Institutional Revolutionary Party (PRI) in power.The data, published by Mexico's interior ministry on Monday, showed there were 2,371 murder investigations opened in October.With 20,878 murders nationwide in the first 10 months of 2017, this year is on track to overtake 2011 as the most violent since the government began publishing such data in 1997.There were an average of 69 murders a day so far this year, putting Mexico on track to overtake the 2011 homicide tally before the end of November. In 2011, there were an average of 63 murders per day, according to Reuters calculations.In a speech earlier this month, Pena Nieto acknowledged that crime and violence had been rising."It has to be said, we're still not satisfied, and we still have lots more to achieve," he said. "Security needs to remain an utmost priority for the government."However, he also added that certain sectors of society are engaged in "bullying" Mexico's institutions, belittling the work of the police and military. Those comments were ridiculed online, where many criticized the rising violence and graft that have stained his administration.In further bad news for Pena Nieto's unpopular government, Silvestre de la Toba, the head of the Baja California Sur state human rights commission, was shot dead on Monday. His killing drew criticism from U.S. Ambassador to Mexico Roberta Jacobson, who tweeted that his death should be fully investigated.Baja California Sur, which includes the popular resort of Los Cabos, is one of the states that has seen the sharpest rise in murders. BALTIMORE — Another federal judge has halted a proposed transgender military ban, expanding on an initial ruling issued last month against the plan by President Donald Trump's administration.In a preliminary injunction issued Tuesday in Baltimore, U.S. District Judge Marvin Garbis ruled that transgender service members have "demonstrated that they are already suffering harmful consequences" due to the proposed ban including threat of discharge, stigma and the cancellation or delay of surgeries related to their gender transitions. The six plaintiffs in the lawsuit he reviewed have all been receiving hormone therapy.Trump had announced on Twitter in July that the government would not allow transgender individuals to serve in the military in any capacity. The order was a proposed reinstatement of a longstanding policy that barred transgender people from joining the military and also subjected service members to discharge if they were revealed to be transgender. That policy was changed last year under President Barack Obama.But in a strongly-worded passage from his 53-page decision, Garbis wrote that the "capricious, arbitrary, and unqualified tweet of new policy does not trump the methodical and systematic review by military stakeholders qualified to understand the ramifications of policy change."Last month, another federal judge, U.S. District Judge Colleen Kollar-Kotelly in Washington, barred Trump's administration from proceeding with the plans to exclude transgender people from military service. She said the administration had provided no solid evidence for why a ban should be implemented.
