washington-Pope Francis wants to retool the Catholic hierarchy so that it not only defines and enforces church teachings, but also listens and responds to how laypeople understand God's will, German Cardinal Walter Kasper said.Kasper, a noted theologian whose writings are known to have influenced Francis, said the pope wants to create a "listening magisterium."Kasper said one concept important to the pope is that of the sensus fidei, or the capacity of individual believers and the church as a whole to discern the truths of faith.That concept, Kasper said, "was emphasized by the council ... [but] Francis now wishes to give it complete meaning."He wants a listening magisterium -- that makes its position, yes," the cardinal said, "but makes its position after it has heard what the Spirit says to its churches.""Catholicity includes ... all," Kasper said. "Women and men, young and old, clergy and laity. The laity are not only recipients, but also actors. A gathering of the Ecclesiological Investigations International Research Network, the event saw an estimated 140 academics reflect on the meaning and import of the council and how its vision might be carried forward.The Second Vatican Council was a 1962-65 global meeting of Catholic bishops that led to significant changes in the church, including modernization of the Catholic liturgy and redefining the relationship between the church and the modern world.At a morning session Saturday that was focused primarily on hearing how Vatican II affected ecumenical relations with other Christian churches, Kasper gave a wide-ranging overview of ecumenical efforts of the past decades.The German cardinal, who has spent much of his church career on ecumenical efforts, also outlined what he sees as problems facing such dialogues in the future and gave four perspectives he said might help overcome difficulties.Proposing an overarching concept of apostolicity for Christian churches, Kasper related his message to the call of Francis for a church that continually goes forth."Again and again, we can and must allow ourselves to be surprised by God and his spirit," he said. "In this sense, ecumenism occurs not in standing still, but in moving on. Only water that flows remains fresh, while standing water turns bad and becomes stale.""A church that goes back to its apostolic origins goes also forwards to the future," he said.Kasper then said that concept of going forth has "great significance" and related it to a concept known as the "hermeneutic of continuity." That concept, embraced by many Vatican cardinals and Pope Benedict XVI, stresses that Vatican II did not repeal earlier church teachings or traditions." Ecumenically, this concept, it seems to me, to be of great significance since it frames the subject of continuity with the apostolic origins," Kasper said. "It is fundamental for our churches but evokes among the churches a conversion.""The hermeneutic of continuity must -- for the sake of the future, the sustainability of Christianity -- always be a hermeneutic of reform," he said.Kasper also said ecumenical language in the Catholic church has always stressed dialogue, which he said involves reciprocal listening."What [dialogue] signifies is not hierarchical thinking, but cross-thinking," the cardinal said. "It is to be open to value the others, seeking communalities, and entering into a reciprocal learning process in creative collaboration."Speaking of how Francis sees the value of the different Christian churches, Kasper said: "The whole is greater than the parts and is therefore not the sum of the parts.""For him, the mode he proposes is a ... a multifaceted prism, in which all parts form a whole, but they participate in the whole in different ways," he said. "No, we witness to Christ now, here, where we are in our world."Focusing on ecumenical dialogue, Kasper also called for a "down-to-earth ecumenism" that is not limited to only academic theological discussions."The unity of the church and the unity of humanity are fatefully interwoven today," Kasper said. "Therefore, it is our sacred duty ... that we do not accept the division between Christians.""The divisions within the church are ... structures of sin. They thwart God's plan for salvation," he said. "They are deep wounds in the body of Christ and the blame lies ... with all sides."Commenting on the dialogues that have taken place since the council, Kasper said: "Anyone who has experienced the previous denominational estrangements ... can only be amazed on all that has grown in the last decades ... and be infinitely thankful for it.""We have succeeded in building bridges out of the trenches ... through which people can encounter one another," he said.But even after decades of dialogue, Kasper said, the ecumenical dialogues are at a perilous point."Agreement is nowhere in sight," he said. "This situation is extremely dangerous. If we are not in agreement of where we are and going, there is a great danger that we will disperse in different directions.""The great expectations following the council have not been followed," he said. vatican city-During the course of a meeting that lasted just a few minutes after the rosary was prayed, in the Vatican Gardens, on 9 May, the Pope Emeritus, Benedict XVI, was handed a large book with a dark red cover and a stamp in the shape of a shell (conchiglia in Italian): the very same shell that appears in his episcopal and papal coat of arms. Neither the Pope Emeritus nor his personal secretary, Archbishop Georg Gänswein knew what it was about. Neither did the two envoys representing the false seer Franca Miscio - better known as Conchiglia, founder of an international movement whose model figures are Guadalupe and Juan Diego - have any knowledge of the contents of the volume.The “messages” received from the fake seer are easy to find online. Conchiglia presents herself as a prophetess of our time and fills pages and pages with words that she assures come directly from God, Jesus and Mary. One of the strangest “revelations” she makes is an unshakable belief that aliens exist and that “alien DNA” has mixed with “Terrestrian” DNA so that there are now “alien beings” ruling the world.The Vatican is described in the “prophesies” as den of all evils: “The Vatican is the centre of the global power that wants to create a single global religion uniting all false religions … it is the den of the seven deadly sins and other kinds of vileness.” Conchiglia deifies the figure of Mary whom equals to other figures of the Trinity and adds her to the sign of the cross, which becomes: “In the name of the Father, the Mother, the Son and the Holy Spirit!” The false seer wrote a great deal about Benedict XVI’s resignation. She claims his resignation resulted from the workings of international masonry and that Ratzinger is apparently still the real and legitimate Pope, while Francis, whom she defines as a “wicked man seated at the Throne of Peter”, is an “imposter”, an anti-Pope, a representative of the Anti-Christ. These comments speak for themselves and yet they seem to have attracted journalistic backing and used – without any direct references to the “seer” – as a basis for publications by people who are unable to contain their hatred toward the current Successor of Peter.Various figures have recently warned against Conchiglia’s “messages”, including the Bishop of Jesi (Italy), Gerardo Rocconi who met her in person and the Bishop of Senigallia (Italy), Giuseppe Orlandoni, who has repeatedly described the words of the false seer as “objectively heretical and against the doctrine of the Church”.Conchiglia’s movement has published the images of the meeting with the Pope Emeritus on her website, making them stand out and presenting him almost as a guarantee seal for the messages contained in the book. How did the meeting in the Vatican Gardens come about? Were Benedict XVI and his personal secretary aware of whom they were coming into contact with and what was their reaction when realisation struck? Vatican Insider put these questions to Archbishop Georg Gänswein, Prefect of the Papal Household and personal secretary to Benedict XVI. Gänswein explained that “a certain Mr. Mimmo Rocco who presented himself as chief superintendent of the Italian Carabinieri, had asked some time ago, along with many others, to meet the Pope Emeritus Benedict XVI. He was granted a brief meeting after the rosary. There were two of them, him and one other person. They didn’t know each other. During the meeting, they presented Benedict XVI with a book, as shown in a series of photos published on the website. We had no knowledge of the content. The meeting only lasted a few minutes.”“When I got home,” Gänswein continued, “I looked at the book and so did Benedict XVI later on. We were surprised and shocked because we noticed straight away that the book contained some “private revelations”. It didn’t take long to work out that the whole thing was strange and incredible to say the least. The Pope Emeritus asked me to send the book to the Congregation for the Doctrine of the Faith which is competent in this field, immediately.”“We didn’t think anything of the meeting,” Mgr. Gänswein concluded. “There are many people around who call themselves “seers”… We had no idea that the book contained those comments. Naturally, there is no support for the “seer” or the contents of the book in any way. Had Benedict XVI known that he was going to be given a collection of messages of this kind, he would never have agreed to the meeting”.

PARIS (Reuters) - An exiled Iranian opposition group said on Thursday a delegation of North Korean experts in nuclear warheads and ballistic missiles visited a military site near Tehran in April amid talks between world powers and Iran over its nuclear program.The dissident National Council of Resistance of Iran (NCRI) exposed Iran's uranium enrichment plant at Natanz and a heavy water facility at Arak in 2002. But analysts say it has a mixed track record and a clear political agenda. Iran says allegations of nuclear bomb research are baseless and forged by its enemies.Iran and six world powers are trying to meet a self-imposed June 30 deadline to reach a comprehensive deal, but issues remain including the monitoring and verification measures to ensure Iran could not pursue a clandestine nuclear weapons program.Citing information from sources inside Iran, including within Iran's Revolutionary Guards Corps, the Paris-based NCRI said the seven person North Korean Defence Ministry team were in Iran for the last week of April. It was the third time in 2015 that North Koreans had been to Iran and a nine person delegation was due to return in June, it said."The delegates included nuclear experts, nuclear warhead experts and experts in various elements of ballistic missiles including guidance systems," NCRI said.There have previously been unconfirmed reports of ties between the two countries on ballistic missile cooperation, although nothing specific in the nuclear field.The U.N. Panel of Experts that monitors compliance with sanctions on North Korea has reported in the past that Pyongyang and Tehran were regularly exchanging ballistic missile technology in violation of U.N. sanctions.The NCRI said the North Korean delegation was taken secretly to the Imam Khomenei complex, a site controlled by the Defence Ministry, east of Tehran. It gave detailed accounts of locations and who the officials met.It said the delegation dealt with the Centre for Research and Design of New Aerospace Technology, a unit of nuclear weaponization research and planning center called the Organisation of Defensive Innovation and Research (SPND), which is under United States sanctions. NCRI said the unit researches and manufactures interior parts of nuclear warheads.
Reuters could not independently verify the allegations.
"Tehran has shown no interest in giving up its drive to nuclear weapons. The weaponization program is continuing and they have not slowed down the process," NCRI spokesman Shahin Gobadi said.U.N. watchdog the IAEA, which for years has been investigating alleged nuclear arms research by Tehran, declined to comment. Iranian officials declined to comment. WASHINGTON (Reuters) - By releasing video of Beijing’s island reclamation work and considering more assertive maritime actions, the United States is signaling a tougher stance over the South China Sea and trying to spur Asian partners to more action.The release last week of the surveillance plane footage - showing dredgers and other ships busily turning remote outcrops into islands with runways and harbors - helps ensure the issue will dominate an Asian security forum starting on Friday attended by U.S. Defense Secretary Ash Carter as well as senior Chinese military officials.As it pushes ahead with a military “pivot” to Asia partly aimed at countering China, Washington wants Southeast Asian nations to take a more united stance against China's rapid acceleration this year of construction on disputed reefs.The meeting, the annual Shangri-La Dialogue in Singapore, will be overshadowed by the tensions in the South China Sea, where Beijing has added 1,500 acres to five outposts in the resource-rich Spratly islands since the start of this year."These countries need to own it (the issue)," one U.S. defense official said on condition of anonymity, adding that it was counterproductive for the United States to take the lead in challenging China over the issue.More unified action by the partners, including the 10-member Association of Southeast Asian Nations (ASEAN), needed to happen soon because "if you wait four years, it's done," the official said.While some ASEAN members, including U.S. ally the Philippines and fellow claimant Vietnam, have been vocal critics of Chinese maritime actions, the group as a whole has been divided on the issue and reluctant to intervene.But in a sign of growing alarm, the group's leaders last month jointly expressed concern that reclamation activity had eroded trust and could undermine peace in the region.Experts dismiss the idea of ASEAN-level joint action any time soon in the South China Sea. "It's absolute fantasy," said Ian Storey of Singapore’s Institute on South East Asian Studies.But stepped-up coordination between some states is possible. Japan's military is considering joining the United States in maritime air patrols over the sea. Japan and the Philippines are expected to start talks next week on a framework for the transfer of defense equipment and technology and to discuss a possible pact on the status of Japanese military personnel visiting the Philippines.Carter, speaking in Honolulu en route to Singapore, repeated Washington's demand that the island-building stop, saying China was violating the principles of the region's "security architecture" and the consensus for "non-coercive approaches."China claims 90 percent of the South China Sea, which is believed to be rich in oil and gas, with overlapping claims from Brunei, Malaysia, the Philippines, Vietnam and Taiwan.

New Delhi (AFP) - Hospitals in India battled Thursday to treat victims of a blistering heatwave that has claimed nearly 1,500 lives in just over a week -- the highest number recorded in two decades.Hundreds of mainly poor people die at the height of summer every year in India, but this year's figures are already the highest since 1995, when official data shows 1,677 people succumbed to the heat.In southern Andhra Pradesh, by far the worst-hit state where top temperatures have reached 47 degrees Celsius (117 degrees Fahrenheit) and 1,020 people have died since May 18, doctors said they had never seen so many severe cases."Our wards are completely full," said J V Subbarao, medical officer at the Rajiv Gandhi Institute for Medical Sciences in Andhra Pradesh."I have worked as a medical officer in this district for 40 years and I have never seen anything like this, with so many people arriving already dead."Subbarao said most of the worst affected were poor and elderly who were simply unaware of the dangers of heat stroke, which can be fatal if left untreated.Another 340 people have died from the heatwave in neighbouring Telangana state, where temperatures hit 48 degrees Celsius over the weekend, compared to 31 such deaths in the whole of last year.Experts say official figures for heat-related deaths likely underestimate the true number because extreme weather conditions disproportionately affect the poor who are less likely to die in hospitals.The Centre for Science and Environment, a New Delhi research group, said the high number of deaths could be due to the sudden onset of the heat this year."This could be due to the sudden change in temperatures after a prolonged wet February and March that had kept the temperatures cool," said Arjuna Srinidhi, the group's programme manager for climate change.

They are also showing symptoms of delirium," he added, describing a common symptom of severe dehydration.The surge in demand for electricity from air conditioners led to power cuts in parts of Delhi, exacerbating the misery for residents of the capital.Large queues formed outside the All India Institute of Medical Sciences, one of Delhi's largest government-run hospitals, where women clutched plastic water bottles and packets of mango juice.Others tried to console crying babies, their heads wrapped in handkerchiefs against the blistering sun."Last night there was no electricity for nearly five hours," 31-year-old housewife Seema Sharma told AFP outside the hospital as she waited in line for her four-year-old son to be seen."You can imagine what we must have gone through. He just couldn't sleep and kept on crying. Now he has fever as well," she said.Unconfirmed reports said two people had died in Delhi, where tens of thousands sleep on the streets with little protection from the heat.

State authorities have ordered that air coolers be installed in shelters for homeless people, which are often windowless tin shacks.Forecasters said there was little hope of any immediate respite from the temperatures in northern India, which have been aggravated by hot, dry winds."We think that these heatwave conditions will take another four to five days to subside," said Brahma Prakash Yadav, director of the Indian Meteorological Department.India declares a heatwave when the maximum temperature hits 45 degrees Celsius, or five degrees higher than the average for the area in previous years.The Press Trust of India news agency reported 43 deaths from the heatwave in the eastern state of Orissa, and another 13 succumbed in neighbouring West Bengal.Two people died in western Maharashtra state, where authorities said they did not expect conditions to improve until the arrival of monsoon rains in June.The monsoon is forecast to hit the southern state of Kerala on May 30 before sweeping across the country, but it will be weeks before the cooling rains reach India's arid plains.

MICHELLE CAREY-CHARBA-The 43-year-old Corpus Christi woman was in a vacation house along the Blanco River with family and friends when the entire structure was swept from its foundation early Sunday. It was carried down the swollen river before crashing into a bridge and breaking apart. Her body was found Wednesday.Still missing are her husband, their 4-year-old son, her parents, Ralph and Sue Carey, and three others who were inside the home. "I think we all know deep-down that the amount of time that has passed does not bode well for a positive outcome," said Christine Cone, a Corpus Christi attorney who knows the Careys. "But, it is extremely difficult to give up hope for a family who was always so vibrant and full of life."
ALYSSA RAMIREZ-Alyssa Ramirez was returning home from her high school prom Saturday night when her car was swept away by floodwaters in the small town of Devine southwest of San Antonio.While stuck in the high water, she called 911 and her father. Her father tried to reach her, but by the time he arrived, the car had overturned and been carried off.Alyssa Ramirez's aunt, Roberta Ramirez, described her niece as a "fun-loving, caring" young woman who was "centered." At her school, she was the student council president and homecoming queen. She also played volleyball and tennis and was a youth leader at her church. She had hoped to study optometry at the San Antonio campus of the University of Texas.
DAMIEN BLADE-Relatives said Damien Blade enjoyed exploring the culverts and storm drains of his neighborhood in Desoto, Texas. And that's where the bodies of the 14-year-old and one his dogs were found Monday.Police said both Damien and the dog apparently drowned in the floodwaters. Damien's family reported him missing late Sunday after one of his two dogs showed up at the house alone, wet and extremely muddy.
SANDRA SWINNEY-Sandra Swinney had moved to the Oklahoma community of Blue only a couple of months ago and had just celebrated her 48th birthday in the town of about 200 people. On Monday, she was killed when a tornado destroyed the mobile home she was in. The same twister uprooted dozens of trees, some of which were thrown through structures and ripped the roof off of other houses.
JASON FARLEY-Jason Farley, a 44-year-old captain in the fire department in Claremore, Oklahoma, died Saturday night while attempting a water rescue during flash flooding.Farley stepped into a ditch and was swept into a drainage pipe. Other firefighters jumped into the ditch to rescue him, and one of them was also swept into the drainage pipe but survived.The body of the 20-year fire department veteran was recovered Sunday.Farley's wife and teenage daughter were vacationing in Ireland when he was killed and returned late Monday night.
WILLIAM GAMBLIN-William Lee Gamblin was driving near Hugo, Oklahoma, when his vehicle became disabled in high water, and he walked out to get help. But when he walked back to the vehicle to retrieve personal items, Gamblin stepped into a dip in the road and disappeared beneath the water. washington-Pope Francis wants to retool the Catholic hierarchy so that it not only defines and enforces church teachings, but also listens and responds to how laypeople understand God's will, German Cardinal Walter Kasper said.Kasper, a noted theologian whose writings are known to have influenced Francis, said the pope wants to create a "listening magisterium."Kasper said one concept important to the pope is that of the sensus fidei, or the capacity of individual believers and the church as a whole to discern the truths of faith.That concept, Kasper said, "was emphasized by the council ... [but] Francis now wishes to give it complete meaning."He wants a listening magisterium -- that makes its position, yes," the cardinal said, "but makes its position after it has heard what the Spirit says to its churches.""Catholicity includes ... all," Kasper said. "Women and men, young and old, clergy and laity. The laity are not only recipients, but also actors. Not only objects, but much more, subjects in the church."Kasper, the former president of the Pontifical Council for Promoting Christian Unity, spoke Saturday at Washington's National Cathedral as part of a landmark theological conference on the Second Vatican Council co-hosted by the cathedral, Georgetown University, and Marymount University in Arlington, Va.Among other speakers at the May 21-24 conference were Cardinal Jean-Louis Tauran, the president of the Pontifical Council for Interreligious Dialogue, and Cardinal Luis Tagle, the archbishop of Manila and new president of Caritas Internationalis.The conference was titled: "Vatican II, Remembering the Future: Ecumenical, Interfaith and Secular Perspectives on the Council's Impact and Promise." A gathering of the Ecclesiological Investigations International Research Network, the event saw an estimated 140 academics reflect on the meaning and import of the council and how its vision might be carried forward.The Second Vatican Council was a 1962-65 global meeting of Catholic bishops that led to significant changes in the church, including modernization of the Catholic liturgy and redefining the relationship between the church and the modern world.At a morning session Saturday that was focused primarily on hearing how Vatican II affected ecumenical relations with other Christian churches, Kasper gave a wide-ranging overview of ecumenical efforts of the past decades.The German cardinal, who has spent much of his church career on ecumenical efforts, also outlined what he sees as problems facing such dialogues in the future and gave four perspectives he said might help overcome difficulties.Proposing an overarching concept of apostolicity for Christian churches, Kasper related his message to the call of Francis for a church that continually goes forth."Again and again, we can and must allow ourselves to be surprised by God and his spirit," he said. "In this sense, ecumenism occurs not in standing still, but in moving on. Only water that flows remains fresh, while standing water turns bad and becomes stale.""A church that goes back to its apostolic origins goes also forwards to the future," he said.Kasper then said that concept of going forth has "great significance" and related it to a concept known as the "hermeneutic of continuity." That concept, embraced by many Vatican cardinals and Pope Benedict XVI, stresses that Vatican II did not repeal earlier church teachings or traditions." Ecumenically, this concept, it seems to me, to be of great significance since it frames the subject of continuity with the apostolic origins," Kasper said. "It is fundamental for our churches but evokes among the churches a conversion.""The hermeneutic of continuity must -- for the sake of the future, the sustainability of Christianity -- always be a hermeneutic of reform," he said.Kasper also said ecumenical language in the Catholic church has always stressed dialogue, which he said involves reciprocal listening."What [dialogue] signifies is not hierarchical thinking, but cross-thinking," the cardinal said. "It is to be open to value the others, seeking communalities, and entering into a reciprocal learning process in creative collaboration."Speaking of how Francis sees the value of the different Christian churches, Kasper said: "The whole is greater than the parts and is therefore not the sum of the parts.""For him, the mode he proposes is a ... a multifaceted prism, in which all parts form a whole, but they participate in the whole in different ways," he said. "Therefore, it is our sacred duty ... that we do not accept the division between Christians.""The divisions within the church are ... structures of sin. They thwart God's plan for salvation," he said. "They are deep wounds in the body of Christ and the blame lies ... with all sides."Commenting on the dialogues that have taken place since the council, Kasper said: "Anyone who has experienced the previous denominational estrangements ... can only be amazed on all that has grown in the last decades ... and be infinitely thankful for it.""We have succeeded in building bridges out of the trenches ... through which people can encounter one another," he said.But even after decades of dialogue, Kasper said, the ecumenical dialogues are at a perilous point."Agreement is nowhere in sight," he said. "This situation is extremely dangerous. vatican city-During the course of a meeting that lasted just a few minutes after the rosary was prayed, in the Vatican Gardens, on 9 May, the Pope Emeritus, Benedict XVI, was handed a large book with a dark red cover and a stamp in the shape of a shell (conchiglia in Italian): the very same shell that appears in his episcopal and papal coat of arms. Neither the Pope Emeritus nor his personal secretary, Archbishop Georg Gänswein knew what it was about. Neither did the two envoys representing the false seer Franca Miscio - better known as Conchiglia, founder of an international movement whose model figures are Guadalupe and Juan Diego - have any knowledge of the contents of the volume.The “messages” received from the fake seer are easy to find online. Conchiglia presents herself as a prophetess of our time and fills pages and pages with words that she assures come directly from God, Jesus and Mary. One of the strangest “revelations” she makes is an unshakable belief that aliens exist and that “alien DNA” has mixed with “Terrestrian” DNA so that there are now “alien beings” ruling the world.The Vatican is described in the “prophesies” as den of all evils: “The Vatican is the centre of the global power that wants to create a single global religion uniting all false religions … it is the den of the seven deadly sins and other kinds of vileness.” Conchiglia deifies the figure of Mary whom equals to other figures of the Trinity and adds her to the sign of the cross, which becomes: “In the name of the Father, the Mother, the Son and the Holy Spirit!” The false seer wrote a great deal about Benedict XVI’s resignation. She claims his resignation resulted from the workings of international masonry and that Ratzinger is apparently still the real and legitimate Pope, while Francis, whom she defines as a “wicked man seated at the Throne of Peter”, is an “imposter”, an anti-Pope, a representative of the Anti-Christ. These comments speak for themselves and yet they seem to have attracted journalistic backing and used – without any direct references to the “seer” – as a basis for publications by people who are unable to contain their hatred toward the current Successor of Peter.Various figures have recently warned against Conchiglia’s “messages”, including the Bishop of Jesi (Italy), Gerardo Rocconi who met her in person and the Bishop of Senigallia (Italy), Giuseppe Orlandoni, who has repeatedly described the words of the false seer as “objectively heretical and against the doctrine of the Church”.Conchiglia’s movement has published the images of the meeting with the Pope Emeritus on her website, making them stand out and presenting him almost as a guarantee seal for the messages contained in the book. PARIS (Reuters) - An exiled Iranian opposition group said on Thursday a delegation of North Korean experts in nuclear warheads and ballistic missiles visited a military site near Tehran in April amid talks between world powers and Iran over its nuclear program.The dissident National Council of Resistance of Iran (NCRI) exposed Iran's uranium enrichment plant at Natanz and a heavy water facility at Arak in 2002. But analysts say it has a mixed track record and a clear political agenda. Iran says allegations of nuclear bomb research are baseless and forged by its enemies.Iran and six world powers are trying to meet a self-imposed June 30 deadline to reach a comprehensive deal, but issues remain including the monitoring and verification measures to ensure Iran could not pursue a clandestine nuclear weapons program.Citing information from sources inside Iran, including within Iran's Revolutionary Guards Corps, the Paris-based NCRI said the seven person North Korean Defence Ministry team were in Iran for the last week of April. It was the third time in 2015 that North Koreans had been to Iran and a nine person delegation was due to return in June, it said."The delegates included nuclear experts, nuclear warhead experts and experts in various elements of ballistic missiles including guidance systems," NCRI said.There have previously been unconfirmed reports of ties between the two countries on ballistic missile cooperation, although nothing specific in the nuclear field.The U.N. Panel of Experts that monitors compliance with sanctions on North Korea has reported in the past that Pyongyang and Tehran were regularly exchanging ballistic missile technology in violation of U.N. sanctions.The NCRI said the North Korean delegation was taken secretly to the Imam Khomenei complex, a site controlled by the Defence Ministry, east of Tehran. It gave detailed accounts of locations and who the officials met.It said the delegation dealt with the Centre for Research and Design of New Aerospace Technology, a unit of nuclear weaponization research and planning center called the Organisation of Defensive Innovation and Research (SPND), which is under United States sanctions. NCRI said the unit researches and manufactures interior parts of nuclear warheads.
Reuters could not independently verify the allegations.
"Tehran has shown no interest in giving up its drive to nuclear weapons. The weaponization program is continuing and they have not slowed down the process," NCRI spokesman Shahin Gobadi said.U.N. watchdog the IAEA, which for years has been investigating alleged nuclear arms research by Tehran, declined to comment. Iranian officials declined to comment. WASHINGTON (Reuters) - By releasing video of Beijing’s island reclamation work and considering more assertive maritime actions, the United States is signaling a tougher stance over the South China Sea and trying to spur Asian partners to more action.The release last week of the surveillance plane footage - showing dredgers and other ships busily turning remote outcrops into islands with runways and harbors - helps ensure the issue will dominate an Asian security forum starting on Friday attended by U.S. Defense Secretary Ash Carter as well as senior Chinese military officials.As it pushes ahead with a military “pivot” to Asia partly aimed at countering China, Washington wants Southeast Asian nations to take a more united stance against China's rapid acceleration this year of construction on disputed reefs.The meeting, the annual Shangri-La Dialogue in Singapore, will be overshadowed by the tensions in the South China Sea, where Beijing has added 1,500 acres to five outposts in the resource-rich Spratly islands since the start of this year."These countries need to own it (the issue)," one U.S. defense official said on condition of anonymity, adding that it was counterproductive for the United States to take the lead in challenging China over the issue.More unified action by the partners, including the 10-member Association of Southeast Asian Nations (ASEAN), needed to happen soon because "if you wait four years, it's done," the official said.While some ASEAN members, including U.S. ally the Philippines and fellow claimant Vietnam, have been vocal critics of Chinese maritime actions, the group as a whole has been divided on the issue and reluctant to intervene.But in a sign of growing alarm, the group's leaders last month jointly expressed concern that reclamation activity had eroded trust and could undermine peace in the region.Experts dismiss the idea of ASEAN-level joint action any time soon in the South China Sea. New Delhi (AFP) - Hospitals in India battled Thursday to treat victims of a blistering heatwave that has claimed nearly 1,500 lives in just over a week -- the highest number recorded in two decades.Hundreds of mainly poor people die at the height of summer every year in India, but this year's figures are already the highest since 1995, when official data shows 1,677 people succumbed to the heat.In southern Andhra Pradesh, by far the worst-hit state where top temperatures have reached 47 degrees Celsius (117 degrees Fahrenheit) and 1,020 people have died since May 18, doctors said they had never seen so many severe cases."Our wards are completely full," said J V Subbarao, medical officer at the Rajiv Gandhi Institute for Medical Sciences in Andhra Pradesh."I have worked as a medical officer in this district for 40 years and I have never seen anything like this, with so many people arriving already dead."Subbarao said most of the worst affected were poor and elderly who were simply unaware of the dangers of heat stroke, which can be fatal if left untreated.Another 340 people have died from the heatwave in neighbouring Telangana state, where temperatures hit 48 degrees Celsius over the weekend, compared to 31 such deaths in the whole of last year.Experts say official figures for heat-related deaths likely underestimate the true number because extreme weather conditions disproportionately affect the poor who are less likely to die in hospitals.The Centre for Science and Environment, a New Delhi research group, said the high number of deaths could be due to the sudden onset of the heat this year."This could be due to the sudden change in temperatures after a prolonged wet February and March that had kept the temperatures cool," said Arjuna Srinidhi, the group's programme manager for climate change.

They are also showing symptoms of delirium," he added, describing a common symptom of severe dehydration.The surge in demand for electricity from air conditioners led to power cuts in parts of Delhi, exacerbating the misery for residents of the capital.Large queues formed outside the All India Institute of Medical Sciences, one of Delhi's largest government-run hospitals, where women clutched plastic water bottles and packets of mango juice.Others tried to console crying babies, their heads wrapped in handkerchiefs against the blistering sun."Last night there was no electricity for nearly five hours," 31-year-old housewife Seema Sharma told AFP outside the hospital as she waited in line for her four-year-old son to be seen."You can imagine what we must have gone through. He just couldn't sleep and kept on crying. AUSTIN, Texas (Reuters) - Hundreds of people were ordered to evacuate flood-threatened areas of Texas on Wednesday as torrential rains battered the state, where at least 15 people have been killed in weather-related incidents this week, including six in Houston.People were told to stay away from more than 200 homes in Parker County where the Brazos River was poised to overflow its banks about 30 miles (50 km) west of Fort Worth on Wednesday night, county officials said."The river is coming up fast and flowing at dangerous volumes," Parker County Judge Mark Riley told a news conference, adding shelters were available.The death toll in Texas was expected to rise, with about a dozen people still missing and more thunderstorms pelting the already flooded cities of Houston and Austin.In Hays County alone, nine people were missing after flood waters on Monday swept away homes from their foundations. Three people in the county, about 30 miles (50 km) southwest of Austin, were already confirmed dead.At least three people were injured on Wednesday when a tornado hit a natural gas drilling rig near the Texas panhandle city of Canadian, the Hemphill County sheriff said.The return of heavy rains was impeding emergency rescue efforts across the state."The river is going to start to rise again," said Kharley Smith, the Hays County Emergency Management coordinator. MICHELLE CAREY-CHARBA-The 43-year-old Corpus Christi woman was in a vacation house along the Blanco River with family and friends when the entire structure was swept from its foundation early Sunday. It was carried down the swollen river before crashing into a bridge and breaking apart. Her body was found Wednesday.Still missing are her husband, their 4-year-old son, her parents, Ralph and Sue Carey, and three others who were inside the home. "I think we all know deep-down that the amount of time that has passed does not bode well for a positive outcome," said Christine Cone, a Corpus Christi attorney who knows the Careys. "But, it is extremely difficult to give up hope for a family who was always so vibrant and full of life."
ALYSSA RAMIREZ-Alyssa Ramirez was returning home from her high school prom Saturday night when her car was swept away by floodwaters in the small town of Devine southwest of San Antonio.While stuck in the high water, she called 911 and her father. Her father tried to reach her, but by the time he arrived, the car had overturned and been carried off.Alyssa Ramirez's aunt, Roberta Ramirez, described her niece as a "fun-loving, caring" young woman who was "centered." At her school, she was the student council president and homecoming queen. She also played volleyball and tennis and was a youth leader at her church. She had hoped to study optometry at the San Antonio campus of the University of Texas.
DAMIEN BLADE-Relatives said Damien Blade enjoyed exploring the culverts and storm drains of his neighborhood in Desoto, Texas. And that's where the bodies of the 14-year-old and one his dogs were found Monday.Police said both Damien and the dog apparently drowned in the floodwaters. Damien's family reported him missing late Sunday after one of his two dogs showed up at the house alone, wet and extremely muddy.
SANDRA SWINNEY-Sandra Swinney had moved to the Oklahoma community of Blue only a couple of months ago and had just celebrated her 48th birthday in the town of about 200 people. On Monday, she was killed when a tornado destroyed the mobile home she was in. The same twister uprooted dozens of trees, some of which were thrown through structures and ripped the roof off of other houses.
JASON FARLEY-Jason Farley, a 44-year-old captain in the fire department in Claremore, Oklahoma, died Saturday night while attempting a water rescue during flash flooding.Farley stepped into a ditch and was swept into a drainage pipe. Other firefighters jumped into the ditch to rescue him, and one of them was also swept into the drainage pipe but survived.The body of the 20-year fire department veteran was recovered Sunday.Farley's wife and teenage daughter were vacationing in Ireland when he was killed and returned late Monday night.
WILLIAM GAMBLIN-William Lee Gamblin was driving near Hugo, Oklahoma, when his vehicle became disabled in high water, and he walked out to get help. But when he walked back to the vehicle to retrieve personal items, Gamblin stepped into a dip in the road and disappeared beneath the water.
