According to the report, the government has promised to increase the number of new public housing apartments to be marketed annually to 700, while government planning councils will authorize 5,000 new homes for haredi families each year.According to the report, a number of the points that appear in Shas's coalition agreement also appear in United Torah Judaism's.Among Shas's biggest “victories” in the coalition negotiations was extracting a promise from Prime Minister Binyamin Netanyahu to support a zero-VAT sales tax bill for basic grocery items, including milk, bread, margarine, etc. While some economists support the idea, others say that the price cut will be temporary – with the 18% initial reduction of prices resulting from the lopping off of VAT costs eventually creeping back up to “normal” levels, but without the government collecting its share.Shas will be in control of the Religious Affairs Ministry, after Jewish Home desisted from its original demand to appoint a deputy minister. Among the features of this ministry will be control of the rabbinical courts, which in recent governments were under the control of the Justice Ministry. In “exchange,” Shas conceded a deputy minister in the Education Ministry, and will not have a representative there, despite party chairman Aryeh Deri's misgivings that Jewish Home's Naftali Bennett, who will be Education Minister, may not give Shas institutions a “fair shake.”Among the major budgetary changes will be a NIS 70 million ($18 million) allocation for the construction of synagogues and mikva'ot, or ritual baths. In the previous government, there was no allocation at all for such construction. The money, which will be allocated by the Religious Affairs Ministry, will be mostly distributed in the "periphery" (low-income areas far from the large cities), Shas promises.In addition, Shas has engineered a revival of the “Nahari law,” which requires local authorities to provide budgets for haredi elementary schools at the same level it funds secular and religious Zionist schools. But at this morning’s mass in St. Martha’s House, he also underlined that the Holy Spirit gives us the strength to testify until martyrdom.In today’s Gospel reading, Christ announces the Holy Spirit to the disciples: “I have much more to say to you, more than you can now bear. But when He, the Spirit of truth, comes, He will guide you into all the truth.” The Lord “speaks of the future, of the Cross that awaits us, and he speaks of the Holy Spirit who helps us give witness as Christians,” the Pope said. God also speaks of “the scandal of persecutions”, the “scandal of the Cross”. “The life of the Church,” Francis stressed, “is a journey that is guided by the Holy Spirit who reminds us of Jesus’ words and “teaches us things that Jesus wasn’t able to tell us”. The Holy Spirit – he said– is our companion in this journey and defends us from “the scandal of the Cross”. And the Pope pointed out that the Cross is a scandal for the Jews who “ask for signs” and it is foolishness for the Greeks - the pagans - who “ask for knowledge and new ideas”. Yoannis Lahzi Gaid, one of the Pope’s personal secretaries and Francis’ Arabic speaker during the Wednesday General Audiences."Via Crucis dalla Bibbia alla Sindone" (“Via Crucis. From the Bible to the Shroud”) is the Italian title of the book, published by Shalom (96 pp, €3), a helpful prayer aid for traditional pious and devotional exercises, that goes through the stages of Christ’s Passion with the mysterious image imprinted on the linen shroud that is kept in Turin in sight. On the fabric of the shroud, one is able to “read” all the signs of the Passion: the man that had been wrapped in the Shroud received the same treatment as Jesus did, as recounted in the four Gospels, right down to the very last millimeter. This was what sparked his enduring interest in the mysterious image on the Turin Shroud. “Coming from Egypt, the land evangelized by St. Mark’s preaching, I read and reflected on his Gospel and as I continued my study, I wrote a “Via Crucis according to the Shroud”, for my own personal use, to pray, contemplating the Passion, death and resurrection” of Jesus.The text contains the thirteen stations, where passages from the Gospel alternate with proposed reflections and meditations on what is seen on the Shroud. It also contains key updates on the cloth and the possibility of reading the imprints, from those left by the blood, which were the first to be transferred from the body onto the cloth, to the mysterious and as yet unexplained imprint of the entire figure of a tortured and crucified man. I see it on so many levels," she said at a public discussion on Brussels lobbying on Wednesday (11 May).She noted that while in some member states a distinction is made between an official acting in their private capacity and acting as a public servant, "that distinction is far too blurred" in Brussels.Her remarks were directed at EU commissioner Frans Timmermans, in charge of transparency, who has been resisting calls - often using the privacy argument - to extend recently-implemented transparency rules to all commission officials.The rules currently prevent only the top tier of commission officials (about 300 from a total of 33,000 staff) from meeting any lobbyists not on the lobbyist register.O'Reilly said she can understand "to a point" not wanting to expose junior officials to the public eye, "but that doesn’t stop the EU commission from saying: 'Junior official you can only meet people on the transparency register. We won’t put your name out there, but that is the rule'."She also urged the commission not to view progress on transparency by comparison to the European Parliament and the EU Council, which represents member states and which is generally viewed as the transparency laggard of the three institutions."They have to take a leadership role and things will trickle down from that" she said, adding that EU law-making is so complex and that so few citizens are really aware of how it works that the EU needs "very high standards" of transparency, "higher than any of the member states".Transparency and the role of lobbyists in EU law-making has become an increasingly hot topic in Brussels in recent years, with the scope of legislation increasing, but with the process remaining opaque.The current EU commission shook up the system with its new 'meeting lobbyist' rules, but critics say its lobbyist register needs to be mandatory to be effective. BRUSSELS, Today, 09:29-Russian president Vladimir Putin over the weekend celebrated the 70th anniversary of the Soviet defeat of Nazi Germany with a military parade on Red Square and a series of smaller events.But while standing next to German chancellor Angela Merkel, he appeared to justify the Molotov-Ribbentrop pact which the Soviet Union signed with the Nazi regime in 1939."This pact made sense in terms of guaranteeing the Soviet Union’s security," he said on Sunday (10 May).Putin noted that Moscow, in the 1930s, had tried to stop Nazi Germany, but felt isolated after Germany, France, and the UK signed the 1938 Munich agreement allowing Hitler to annex parts of Czechoslovakia."The Soviet Union made tremendous efforts to put in place conditions for collective resistance to Nazism in Germany and made repeated attempts to create an anti-Nazi bloc in Europe," he said."All of these attempts failed. What’s more, after 1938, when the well-known agreement was concluded in Munich, conceding some regions of Czechoslovakia, some politicians thought that war was inevitable," he added."When the Soviet Union realised that it was left to face Hitler’s Germany on its own, it acted to try to avoid a direct confrontation, and this resulted in signing the Molotov-Ribbentrop Pact".The Molotov-Ribbentrop accord was signed on 23 August 1939.Three days later, the German army was mobilised and nine days later Hitler attacked Poland, triggering declarations of war by France and Britain.Many historians believe the Molotov-Ribbentrop deal allowed Hitler to start the war because he knew he wouldn’t have to face the Soviet Union.

Among the features of this ministry will be control of the rabbinical courts, which in recent governments were under the control of the Justice Ministry. In “exchange,” Shas conceded a deputy minister in the Education Ministry, and will not have a representative there, despite party chairman Aryeh Deri's misgivings that Jewish Home's Naftali Bennett, who will be Education Minister, may not give Shas institutions a “fair shake.”Among the major budgetary changes will be a NIS 70 million ($18 million) allocation for the construction of synagogues and mikva'ot, or ritual baths. In the previous government, there was no allocation at all for such construction. The Pope preferred to set aside his prepared speech and respond off the cuff, to each of the 13 questions put to him by children. The questions were to do with peace, war, prison and sickness. “Where there is no justice, there is no peace,” he asked children to repeat altogether, explaining that in the world there is no peace because the powerful make money from the arms industry.The aim of the initiative promoted by psychologist Maria Rita Parsi, amongst others, is to mobilise institutions, media, church bodies, NGOs, workforces and political figures to build a world of peace “immediately and in the future”. Radical leader Emma Bonino was also present in the Paul VI Hall. The Pope had personally invited her over the telephone, when he called to inquire about her illness, as Bonino said herself in an interview with Radio Radicale, adding that the Pope had met her when she was still Foreign Minister of Italy.An Egyptian child living in the suburbs of Rome (“Tor Pignattara loves you and is waiting for you”), said that like other children with immigrant parents, he came from villages where there is poverty and war. He asked the Pope why “powerful people don’t help schools”: “We can ask a bigger question,” the Pope answered: “Why do so many powerful people not want peace? Because they live off war, the arms industry is a serious matter! The powerful earn a living by producing and selling arms to countries: it is the industry of death, they make money from it. You know greed is really bad for us, our desire to have more, more money: and when we see that everything revolves around money, that the economic system revolves around money and not around people, around men and women, a great deal is sacrificed and people go to war to defend money. This is why so many people do not want peace: you profit more from war and money but you lose lives, culture, education, you lose so many things. We need to work in order to ensure that everyone has a solution to the problems and needs of their land, their country, their family and their society: this is how you make home-made peace.” Peace is not an industrial product, peace is a home-made product, it is created day by day with our work, our life, our love, our closeness, our care. Peace is build every day.” Francis then asked the children to say together: “Where there is no justice, there is no peace”.Prison was another subject the Pope touched on. A young male inmate from Rome’s Casal del Marmo prison sent the Pope the following question: “The answer for boys like me is often prison, do you agree with this?” “No,” Francis replied, “I do not agree”: what you need is “help in picking yourself back up, reintegration through education, love and closeness. The prison solution is the easiest way to forget about those who suffer. Let me give you a piece of advice,” Francis told children: “When they tell you that that person there is in prison, tell yourselves this: I could also make the same mistakes he or she did. All of us are capable of making the most terrible mistakes, we must never condemn but always help others to pick themselves up and reintegrate themselves in society.” One young girl whose father is in prison, asked the Pope whether “there is a possibility for forgiveness for those who have done bad things,” the Pope replied: “Listen well: God forgives everything. It is we who do not know how to forgive. It is we who are unable to find ways to forgive, often because we are incapable or because it is easier to fill up prisons than to help those who made mistakes in their life to move on. The easiest route is going prison, without forgiveness. And what does forgiveness mean? You have fallen, I will help you pick yourself up and reintegrate yourself in society. There is a lovely song that the Italian Alpine troops sing: in the art of rising up, victory does not lie in not falling, but in getting back up. All of us fall, all of us make mistakes, but our victory over ourselves and others is in getting back up after a fall and helping others to do so. This is a very tough thing, it is easier to throw someone who has made a terrible mistake out of society, handing them a death sentence by sentencing them to life imprisonment. Efforts need to focus on reintegrating and getting back on our feet.”Among the many subjects discussed, was illness in children. This is what Francis had to say to Rafael, a little Latin American boy with a heart condition: “Rafael, I was moved by what you said”. Then, answering two questions the child had put to him, the Pope added: “Is there a reason why a boy who has done nothing bad should come into the world with so many problems as he has? This is one of the hardest questions for one to answer: there is no answer. A great Russian writer, Dostoevskij, asked the same question: why do children suffer? One can only look att he sky and wait for answers that cannot be found.” What can I do to reduce a child’s suffering? “Be close to them. Society tries to set up care centres healing centres, paliative care centres; it tries to facilitate the education of children living with illnesses. I personally don’t like saying that a child is disabled,” the Pope said. “No, he or she has different abilities, he or she is not disabled, all of us have abilities. Everyone, everyone has the ability to give us something, to do something.”Other questions were more personal: “I often argue with my sister. Have you ever got into arguments with your family?” “Raise your hands, how many of you have argued with a sibling or a family member: never? All of us have!” Francis answered. “It’s part of life, because I want to play this game, the other person wants to play another game, then we fight… but in the end the important thing is to make peace. We fight but don’t let the day end without making up.” I have also had many arguments, I still get a bit irate now, but I always try to make peace together.” “And if someone does not want to make peace with you, what do you do?” another little girl asked. “First of all I respect the freedom of that person,” Francis answered. “If a person does not want to speak to me, doesn’t want to make up, they have inside them, I wouldn’t say hatred, but something against me, I must respect them: pray and never take revenge.” Wouldn’t you want to be more at peace? another child asked. I would often like to have some peace, to rest more, it is true: but being with people does not take peace away from you. What takes away peace is not loving each other, jealousy, envy, avarice, taking things away from others: this takes away peace. But being with people is wonderful. It is a little bit tiring - I’m not young any more - but it doesn’t take away peace.”

Rome-Today Francis once again drew attention to the fact that Christians are being killed in the name of God. But at this morning’s mass in St. Martha’s House, he also underlined that the Holy Spirit gives us the strength to testify until martyrdom.In today’s Gospel reading, Christ announces the Holy Spirit to the disciples: “I have much more to say to you, more than you can now bear. But when He, the Spirit of truth, comes, He will guide you into all the truth.” The Lord “speaks of the future, of the Cross that awaits us, and he speaks of the Holy Spirit who helps us give witness as Christians,” the Pope said. God also speaks of “the scandal of persecutions”, the “scandal of the Cross”. “The life of the Church,” Francis stressed, “is a journey that is guided by the Holy Spirit who reminds us of Jesus’ words and “teaches us things that Jesus wasn’t able to tell us”. The Holy Spirit – he said– is our companion in this journey and defends us from “the scandal of the Cross”. And the Pope pointed out that the Cross is a scandal for the Jews who “ask for signs” and it is foolishness for the Greeks - the pagans - who “ask for knowledge and new ideas”. Christians on the other hand preach the crucified Christ. So Jesus prepares his disciples: “They will expel you from the synagogues: in fact, the hour is coming when everyone who kills you will think he is offering worship to God.”“Today we are seeing those who kill Christians in the name of God because they think they are not believers.,” Francis continued. “This is Christ’s Cross: ‘They will do this because they have not known either the Father or me’. Yoannis Lahzi Gaid, one of the Pope’s personal secretaries and Francis’ Arabic speaker during the Wednesday General Audiences."Via Crucis dalla Bibbia alla Sindone" (“Via Crucis. From the Bible to the Shroud”) is the Italian title of the book, published by Shalom (96 pp, €3), a helpful prayer aid for traditional pious and devotional exercises, that goes through the stages of Christ’s Passion with the mysterious image imprinted on the linen shroud that is kept in Turin in sight. On the fabric of the shroud, one is able to “read” all the signs of the Passion: the man that had been wrapped in the Shroud received the same treatment as Jesus did, as recounted in the four Gospels, right down to the very last millimeter. The blows, the coronation with the crown of thorns, the whipping, the crucifixion, the death and the post-mortem wound that tore through the ribcage.”“O Lord, may I see you in today’s disfigured faces, in the suffering bodies of all ages, in those who have been discarded, marginalized and crushed by the weight of their crosses,” Francis writes in the prayer.“O Lord, allow us to contemplate Your Face which is present and hidden in the faces of my brothers and sisters.” The final passage is an invitation to become an “icon”, a “shroud” in fact of Jesus.In the introduction to his book, Fr. This was what sparked his enduring interest in the mysterious image on the Turin Shroud. “Coming from Egypt, the land evangelized by St. Mark’s preaching, I read and reflected on his Gospel and as I continued my study, I wrote a “Via Crucis according to the Shroud”, for my own personal use, to pray, contemplating the Passion, death and resurrection” of Jesus.The text contains the thirteen stations, where passages from the Gospel alternate with proposed reflections and meditations on what is seen on the Shroud. It also contains key updates on the cloth and the possibility of reading the imprints, from those left by the blood, which were the first to be transferred from the body onto the cloth, to the mysterious and as yet unexplained imprint of the entire figure of a tortured and crucified man. I see it on so many levels," she said at a public discussion on Brussels lobbying on Wednesday (11 May).She noted that while in some member states a distinction is made between an official acting in their private capacity and acting as a public servant, "that distinction is far too blurred" in Brussels.Her remarks were directed at EU commissioner Frans Timmermans, in charge of transparency, who has been resisting calls - often using the privacy argument - to extend recently-implemented transparency rules to all commission officials.The rules currently prevent only the top tier of commission officials (about 300 from a total of 33,000 staff) from meeting any lobbyists not on the lobbyist register.O'Reilly said she can understand "to a point" not wanting to expose junior officials to the public eye, "but that doesn’t stop the EU commission from saying: 'Junior official you can only meet people on the transparency register. We won’t put your name out there, but that is the rule'."She also urged the commission not to view progress on transparency by comparison to the European Parliament and the EU Council, which represents member states and which is generally viewed as the transparency laggard of the three institutions."They have to take a leadership role and things will trickle down from that" she said, adding that EU law-making is so complex and that so few citizens are really aware of how it works that the EU needs "very high standards" of transparency, "higher than any of the member states".Transparency and the role of lobbyists in EU law-making has become an increasingly hot topic in Brussels in recent years, with the scope of legislation increasing, but with the process remaining opaque.The current EU commission shook up the system with its new 'meeting lobbyist' rules, but critics say its lobbyist register needs to be mandatory to be effective. BRUSSELS, Today, 09:29-Russian president Vladimir Putin over the weekend celebrated the 70th anniversary of the Soviet defeat of Nazi Germany with a military parade on Red Square and a series of smaller events.But while standing next to German chancellor Angela Merkel, he appeared to justify the Molotov-Ribbentrop pact which the Soviet Union signed with the Nazi regime in 1939."This pact made sense in terms of guaranteeing the Soviet Union’s security," he said on Sunday (10 May).Putin noted that Moscow, in the 1930s, had tried to stop Nazi Germany, but felt isolated after Germany, France, and the UK signed the 1938 Munich agreement allowing Hitler to annex parts of Czechoslovakia."The Soviet Union made tremendous efforts to put in place conditions for collective resistance to Nazism in Germany and made repeated attempts to create an anti-Nazi bloc in Europe," he said."All of these attempts failed. What’s more, after 1938, when the well-known agreement was concluded in Munich, conceding some regions of Czechoslovakia, some politicians thought that war was inevitable," he added."When the Soviet Union realised that it was left to face Hitler’s Germany on its own, it acted to try to avoid a direct confrontation, and this resulted in signing the Molotov-Ribbentrop Pact".The Molotov-Ribbentrop accord was signed on 23 August 1939.Three days later, the German army was mobilised and nine days later Hitler attacked Poland, triggering declarations of war by France and Britain.Many historians believe the Molotov-Ribbentrop deal allowed Hitler to start the war because he knew he wouldn’t have to face the Soviet Union.

WASHINGTON/MOSCOW (Reuters) - U.S. Secretary of State John Kerry will meet Russian President Vladimir Putin in Sochi, Russia, on Tuesday to discuss Ukraine and other issues, the United States said on Monday in a statement that made no mention of their deep disagreements.Relations between Russia and the West are at their lowest ebb since the end of the Cold War because of Moscow's March 2014 annexation of Crimea from Ukraine and its backing for pro-Russian rebels in eastern Ukraine. The West has imposed economic sanctions on Russia, triggering retaliatory measures by Moscow.The U.S. State Department announced the talks and indirectly alluded to the disagreements, saying the trip aimed "to maintain direct lines of communication with senior Russian officials and to ensure U.S. views are clearly conveyed."The two sides plan to discuss Syria, where they disagree on how to end the civil war engulfing Syrian President Bashar al-Assad, and Iran, where they are seeking an agreement to curb Tehran's nuclear program by June 30, the State Department said.The Russian foreign ministry also announced Kerry's visit to the Black Sea resort but said nothing about his meeting Putin, saying he would see Russian Foreign Minister Sergei Lavrov and blaming Washington for many global problems.Russia denies Western and Ukrainian accusations that it is arming the pro-Russian separatists battling the government and supporting them with its own military forces. (Reuters) - Emergency crews were cleaning up on Monday from tornadoes that killed at least four people and injured 50 others in Texas and Arkansas that were part of a twister series to hit central states overnight, flattening buildings and snapping power lines.A husband and wife were killed in their mobile home in Van, Texas, about 70 miles (113 km) southeast of Dallas, a town of about 2,500 people where dozens of homes were reduced to splinters.Near the west Arkansas town of Nashville, a baby girl about 18 months old was pulled from the wreckage of a mobile home where her parents died in a tornado there. About 10 people were injured in the state."It’s an absolute miracle," Howard County coroner John Gray said of the girl. "The storm just picked the trailer up and flipped it."In Van, workers with search dogs have been going over the wreckage looking for eight adults who are unaccounted for, raising the possibility the death toll will rise."This storm spun up real fast and the warning time was extremely limited," Van Zandt County Fire Marshal Chuck Allen said.In what is probably the strongest tornado to hit the town in more than 70 years, neighbors sought comfort in front of destroyed houses and residents packed up whatever belongings they could find as they walked to evacuation shelters.Authorities said 43 people in Texas were taken by ambulance.-to hospitals with injuries and several more arrived on their own."Van is a strong city - strong community.
