(CNN)The coming Atlantic hurricane season probably will have fewer storms than normal for the third year running -- thanks in part to El Niño, forecasters say.The Atlantic season, which starts Monday, probably will offer six to 11 named storms, forecasters with the National Oceanic and Atmospheric Administration's Climate Prediction Center said Wednesday.Three to six of them could become hurricanes, the center predicted.Both estimates are below the median -- about 12 named storms and 6.5 hurricanes, according to Colorado State University's Tropical Meteorology Project.What could hold hurricane formation back? That would be warm waters in the ocean to the west, said Gerry Bell, NOAA's lead hurricane season forecaster.
The phenomenon known as El Niño is back this year. The event, involving the warming of water in the equatorial Pacific, increases strong wind shear in the Atlantic.That reduces the intensity of tropical storms and hurricanes and prevents other systems from becoming powerful enough to be named storms."What El Niño does is it suppresses the hurricane season mainly during the peak months of the season, which are August, September and October," Bell told reporters during a news conference in New Orleans on Wednesday.The outlook does not predict how many storms will hit land. Bell warned that the forecast shouldn't lull people in coastal areas."Six to 11 named storms is still a fair amount, so be prepared" to evacuate if ordered, he said.NOAA pointed to 1992's Hurricane Andrew, which was one of only seven named Atlantic storms that year. The phenomenon known as El Niño is back this year. WASHINGTON (Reuters) - U.S. personnel working at an Army facility in Utah appeared to follow correctly all the outlined procedures to inactivate anthrax before they mistakenly shipped off live samples of the deadly bacteria, the Army's top general said on Thursday.Army Chief of Staff General Raymond Odierno said investigators were now reviewing the procedures themselves to determine why the bacteria was not rendered inactive."The best I can tell there was not human error," Odierno told reporters, cautioning that his information was based solely on preliminary reports.U.S. officials disclosed on Wednesday that U.S. Army facilities mistakenly shipped live anthrax bacteria to laboratories in nine states and an air base in South Korea.The Pentagon has said there was no known suspected infection or risk to the public.But four U.S. civilians have started taking preventive measures called post-exposure prophylaxis, which usually includes the anthrax vaccine, antibiotics or both.Twenty-two personnel at the base in South Korea were also given precautionary medical measures although none have shown sign of exposure.The U.S. Centers for Disease Control and Prevention (CDC) has begun an investigation of the incident. (Reuters) - Defense attorneys for six police officers facing criminal charges in the Freddie Gray case are seeking to have the trial moved from Baltimore, saying their clients cannot get a fair trial there, the Baltimore Sun reported on Thursday.The lawyers filed an 85-page document on Wednesday in Baltimore Circuit Court asking for a change of venue, arguing that a "presumption of prejudice" exists in the city, the newspaper said.Gray, a 25-year-old black man, was arrested April 12 and suffered a spinal injury in police custody. His death a week later led to protests and rioting in Baltimore that prompted a curfew and a National Guard deployment.Defense attorneys contend that not enough time has passed to permit "the type of healing and reconciliation in the community that would be needed to dampen the effects of the events surrounding the case," the newspaper said, quoting from the document.The six officers face charges that include second-degree murder, assault and misconduct in office.A spokeswoman for State's Attorney's Marilyn Mosby did not respond to a request for comment on the filing.(Reporting by Ian Simpson; Editing by Will Dunham)

WASHINGTON (Reuters) - The top U.S. communications regulator wants to expand a government phone subsidy program to include helping low-income Americans pay for Internet access, according to a proposal disclosed on Thursday.The Federal Communications Commission will vote on June 18 on proposed changes to the $1.7 billion program, called Lifeline, which is funded through fees paid by landline and cellphone users.FCC Chairman Tom Wheeler on Thursday circulated to the rest of the commission a list of changes to the program, seeking to increase the minimum standards for phone and Internet service that low-income users receive through the plan, and seeks recommendations for how to encourage more providers to participate.The FCC's Democratic majority is expected to support the chairman's plan, which could spark a new round of political battles over the program because of its history of fraud and abuse.The proposal would also seek comments on how the FCC can make sure that those receiving subsidies are the ones who need the support the most.(Reporting by Alina Selyukh; Editing by Alan Crosby) </601398></601939></000776></600837></000783></600369></002736>
